Prof. Aulakh who comfortably enters the hall on his wheelchair shared his tale of rough days to success. He shared various incidents related to theater back in his village with the audience.

He said, " Theater is one such influential thing that could be fully utilized in order to fulfill the social responsibility. I never thought of writing plays etc but writing was somewhere inside me since childhood. I confronted a lot many rainy days but still initially my mother and then my wife Manjeet Kaur supported me all the time. Today, if I am getting an honor here is just due to the hard work and appreciation that I have received through my writings and plays directed."

He shared his many touching incidents behind his writings like "Maa mera Challi Khan Nu Jee Karda"; "Main Fer Awanga" etc.

Principal Dr. Kuldeep Kaur said, "Such seminars in college are quite useful especially for students to know about the ins and outs of real theater sector. I am honored that people from Malwa region is stepping into Doaba to promote culture and education. "

In view of the endless sufferings of the Punjab farmers, unprecedented debt against the State and anti-farmer land acquisition policy of the Modi Government, Mr. Parkash Singh Badal Chief Minister Punjab should have politely refused to accept the Padam Vibhushan Award today.

Presently, accumulated debt against Punjab amounts to 1,24,000 Crore and out this total debt precisely Rs. 71,000 Crore could be credited only to the eight years at a stretch rule of Mr. Parkash Singh Badal. It is pertinent to mention here that when Mr. Parkash Singh Badal took over the reins of the State in 2007 the total amount of debt was Rs. 53,000 Crore; meaning thereby that the colossal fiscal mismanagement of the Badal dispensation could be squarely blamed for this absolute financial mess, thus, driving the once most prosper state of the country to the state of downright fiscal wreck today. His leadership has additionally burdened Punjab by adding of Rs. 71,000 Crore to its debt.

Paradoxically, once India’s bread basket and fastest growing agrarian economy, the Punjab State is now known for its dubious distinction; rising number of debt ridden farmers’ suicides and drug addicted youth. Traditionally agrarian Punjab’s agriculture output was increased manifold after the Government of India chose Punjab as a site for Green Revolution in 1960s. Ironically enough, even after the lapse of past five decades, small and marginal farmers of Punjab continue to pursue environmentally and economically unsustainable crop pattern and agrarian practices of the “Green Revolution”, thus accumulating very soaring insurmountable agrarian debt, which eventually forced the Punjab farmers to commit suicides. According to the disturbing figures shown by the National Crime Records Bureau, total 2,70,940 farmers have committed suicides In India since 1995, out of which 97,000 unfortunately belong to Punjab. Because of the serious lack of attention and comprehension by Central and State Governments of the pitiable agony of the Punjab farmers, the phenomenon is exacerbating social inequalities and structural marginalization further causing agrarian anxiety.

Alarmingly startling figures quoted in the recent media reports indicate the baffling magnitude of clandestine drug trade, amounting to Rs. 5,000 Crore, approximately, as allegedly being carried out in Punjab with the active connivance of some Ministers of the present dispensation.

Interestingly, Mr. Parkash Singh Badal has been promoting his persona and boosting himself as a “champion” of the cause of Punjab and its farmers all through his political career. In the light of this horrendously pathetic state in which we find our Punjab today, I wish to question the sagacity of Mr. Badal as to with what face and valor did he actually decide to accept this manipulated honor.....

Ferozepur, March 30, 2015 : The Punjab Police claimed to have cracked the recovery of heavy consignment of illegal drugs - 1,27,946 tablets- from a private Drug De-addiction Centre being run under the nose of Dr.Bhullar’s hospital under the banner of Nishkam Sewa Society at Guruharsahai near Ferozepur.

During the raid by the police party headed by Sulakhan Singh, DSP in the presence of Dr.Jasbir Singh Sandhu, SMO, Surinder Pal Naib Tehsildar and Ramandeep Gupta, Drug Inspector Fazilka. During the raid, heavy consignment of illegal drugs of 1,27,946 tablets – Cisdol, Anexipum, Vextine, Alprazolam, Buprenorphine.

A police is initiating action against Nishkam Sewa Society and Drug De-Addiction Centre run in the campus of Dr.Raj Pal Singh Bhullar and Hospital and Dr.Ramit Gupta attending to the patients.

As per the sources, the addicts are using these de-addicting tablets from these unauthorized centres in view of strictness by the police over the sale of poppy-husk and other addict material.

Dr.Rajpal Singh Bhullar owner of Bhullar Hospital was selling drugs at the exorbitant rates under the shelter Nishkam Sewa Society and Drug De-addiction Centre. The addicts from all over the Punjab were purchasing these addict tablets to fulfill the desire of addiction. This centre was running without any hindrance and unobstructed for the last so many months.

During the investigation, it has come on surface that the doctor running the de-addiction centre is not having valid degree and recognition from the government.

It may also be added that the police have also booked Jaspal Singh, the owner of the private de-addiction centre situated at village Gurdittiwala, near Ferozepur in connection with yesterday’s incident where a youth identified as Gursahib Singh, who was also getting the treatment at this de-addiction centre.

Gursahib Singh, along with four other inmates, had managed to escape from the de-addiction centre and later, in an attempt to elude the security personnel who were following them, he had jumped into a nearby canal - Ferozepur Feeder - along with Baljit Singh, an another inmate.
Baljit Singh, was however, saved by the security personals but ill-fated Gursahib drowned into the feeder. A complaint was lodged by Gursahib’s father Nihal Singh and a case was registered against the manager of the de-addiction centre under section 306 IPC today evening.

Police said, at least 15-20 rounds of bullets were fired. They said, Singh was the younger brother of a local strongman, who has more than two dozen criminal cases registered against him. Officials said that prima facie it seems to be a case of gang war.

A senior police officer said that all the three injured were rushed to a hospital in Gurgaon, where the former MLA succumbed to his injuries while condition of his two personal security officers is critical. A similar attack had taken place on Singh in June 2012.....

This consultation had been initiated on the backdrop of the 255th Report of the Law Commission which had been presented on the 12th March 2015, making various recommendations for electoral reforms in the country.
The seminar was attended by Justice A. P. Shah, Chairman, Law Commission, Former Chief Election Commissioners Sh. Lyngdoh, Sh. Krishnamurthy, Sh. Gopalaswami, Sh. Chawla and Sh. Quraishi, Sh. Satyanand Mishra, Former Chief Information Commissioner, Sh. S. S. This was followed by Technical Sessions on four different topics namely:- International Best Practices on Political Finance, Law Commission recommendations and expanding in-kind Government subsidy during election campaign; recommendations on contribution to political parties and candidates and Law Commission recommendations and reforms on accounting and disclosure of election expenses by parties, candidates and 3rd party campaigners and reforms on vote buying.
The topics were discussed and deliberated in great detail by the participants in their respective groups. The groups made presentations summarizing their views on the topics deliberated by them.
Finally, the day long National Consultation was concluded with a valedictory address by the Chief Election Commissioner Sh. H. S. Brahma and Dr. NasimZaidi, Election Commissioner.
The consultation groups made important observations and gave their considered opinion on various aspects of political finance in India and recommendations made by the Law Commission in its 255th Report.
There was broad consensus on the following issues . However, it is not exhaustive list.
1. ‘Big Money’ in election to be controlled.
2. Vote buying to be controlled within law.
3. Transparency of accounts of parties / candidates .
4. No corporate donation to political party.
5. National Electoral Trust under the control of Election Commission for corporate donations.
6. ECI to be given power to make rules.
7. Third party campaigners to be monitored.
8. Fast Track Courts to try election offences.

Aam Aadmi Volunteers with their signature caps and bands could be seen in complete discipline peddling to Chandigarh with immense enthusiasm while appointed volunteers acting as traffic Marshals ensured that there was no blockage in the flow of traffic and it continued utterly smoothly.
H. S. Phoolka’s rally got a huge boost with the joining of the Aam Aadmi Party Haryana team lead by Mr. Naveen Jaihind at Kharar.
The Badal govt showed its fear of this sounding of the bugle of Public outcry by trying to stop Mr. Phoolka and the rallyists at Balaungi Barrier outside Mohali. The Punjab Police officials seem to be giving flimsy excuses for stopping the cycle rally which were unacceptable to Mr. Phoolka and the sea of Aam Aadmi Party volunteers with him as we had intimated the route 5 days in advance. Sucha Singh Chhotepur, the State Convener Aam Aadmi Party Punjab welcomed them outside the Court Complex at Mohali.
The Cycle rally finally culminated at the Roundabout before the Punjab Secretariat in Chandigarh in the presence of Mr. Harinder Singh Khalsa, Aam Aadmi Party MP from Fatehgarh Sahib.
Addressing the huge crowd which had gathered at the end point Mr. H. S. Phoolka said that “ This Cycle Rally is to protest against the rampant VIP culture and the wastage of public money on VIP’s. The govt. has no money to pay the salaries of its employees but are spending lavishly on their security and travel. The MLA’s have doubled their salaries but the old age pensions are still pending to be distributed to the people in need and the scholarships for differently-abled persons are also not paid.
We demand the implementation of the principle of “lowest employee should be paid first”. The ministers and minister’s staff should be paid after everyone else in the department is paid.
The rally is also against the increasing use of Drugs and the government’s failure to run De-Addiction centers properly.
The tremendous response this rally has received is a final warning to the SAD/BJP Govt that the people of Punjab have decided to stop their extravaganzas which cause a colossal waste of Public money “....

It may be mentioned here on March 28th the victim, Jaswinder Singh Jassi of Lalli-Jassi Cable and Venus cable who consumed some poisonous substance at Hotel Holiday Inn before the judges - Justice Adarsh Kumar Goyal, a judge of Supreme Court and Justice Satish Kumar Mittal, a judge of Punjab and Haryana High Court - TDSAT Chairman Aftab Alam and member Kuldip Singh among others.

Jaswinder Singh Jassi was battling for life and was constantly coming on ventilator in Parvati Devi Hospital at Ranjit Avenue.

A suicide note, written in Punjabi presumably in his own handwriting, having his signatures, his thumb impression and even the stamp of his firm has been recovered in his possession.

Jassi was a prime witness in case against Sarabjit Singh Raju, a cable trade big-wig which was in CBI court in Patiala.

In his suicide note, Jassi had said that he was being exploited by cable trade big-wigs and they had taken over most of the part of his business due to which his wife also suffered attack of paralysis.

He had alleged that due to previous reasons Raju had taken over his business of cable and he was under such financial burden that he could not even get the roof of his house repaired.

His suicide note had named three people including his brother-partner Lalli, a councilor from ward no.4 in Amritsar, Sarabjit Singh Raju and Gurdip Singh of Jujhar Transport. ....

The rates for buses and trucks will range from Rs. 60 to 185 and the commercial (three axle) will be from Rs. 135 to Rs. 200, Heavy Machinery vehicles from Rs. 190 to Rs. 285 and seven or more axle vehicles will have to pay Rs. 230 to Rs. 350. Similarly, On Mukerian to Madhopur Highway Harsa Mansar Toll Plaza will charge Rs. 75 on Car/Jeep/Van for (one way) and Rs. 115 on (both ways) journey. This tax will be Rs. 125 on light commercial vehicles and mini buses on one side and Rs. 190 on both sides. Similarly there will be enhancement on buses, trucks and three axle and seven axle vehicles. The Challan Toll Plaza on Jalandhar Mukerian has also been enhanced. The road users will have to pay Rs. 70 for Car/Jeep/Van and 110 for commercial light vehicles for one side and Rs. 175 on both sides. The bus and truck rates will be Rs. 245/- to Rs. 377/-. Despite heavy charges, the condition of roads is deteriorating day to day causing great inconvenience to the people. Sources said that in Punjab a sum of Rs. 2500 crores have been charged on toll plazas in the last seven years.

In a communication to Mr Khattar, the former excise and taxation minister has apprised him of the strong sentiments of the farmers of Haryana, a cross-section of which she met after the Budget session of the Vidhan Sabha. The farmers whose wheat crop was flattened by the unseasonal rain and hailstorms, are now worried about marketing whatever little produce they will be left with, after the FCI decision not to enter the mandis for procuring wheat, she pointed out.
“I conveyed to them your assurance that ‘every grain will be procured by state agencies’ but they refused to buy it and were far from being reassured. They have strong apprehension that the state agencies will not be able to fit the bill, and that, they will be put to the mercy of avaricious traders who will fleece them. The farmers want the FCI to procure wheat if their interests are to be protected,” she wrote.
“I would, therefore, request you to immediately take up with the Central Government the cause of the farmers and impress upon them the need to make the FCI review its decision not to enter the mandis of Haryana. Let me also point out here that if the Punjab Government can take up this matter with the Centre, we should also do so in the interest of the farmers of Haryana”, she added.
She expressed the hope that the Chief Minister would take up the matter with the Centre in the interest of the farmers of Haryana.....

Deputy Commissioner Mr Rajat Agarwal has warned the litterbugs to stop polluting the Sidhwan Canal else an FIR would be registered against them.
The Deputy Commissioner Mr Rajat Agarwal, accompanied by MC Commissioner Mr G K Singh, Executive Engineer of Irrigation Department Mr Rajeev Goyal and other senior district administration officials visited the Sidhwan Canal today. Members of some NGO's and social organisations also accompanied him.
"If anyone pollutes the Sidhwan Canal, he can face penalty of Rs 50,000 along with a six month jail," said the DC. He said that the Sidhwan Canal passes through the city and once it is cleaned and beautified, it can be developed into a tourist attraction.
The Deputy Commissioner said that within next few days, a Designate authority will be set up by the Irrigation department and the phone number and email address of the concerned officer would be publicised. He said that if any person has any complaint related to pollution in Sidhwan Canal, he or she can complain there.
The Deputy Commissioner urged the city residents to click photos of litterbugs and their vehicle numbers and send them to the Irrigation Department either through an email or personally. He said that once the culprit is identified, the district administration would lodge an FIR against the litterbugs on the basis of the photographic evidence.
The Deputy Commissioner said that problematic stretches along the canal have been identified and various teams have been formed which would patrol the area and catch litterbugs.
Deputy Commissioner Mr Rajat Agarwal said that the district administration will very soon put up mesh along the bridges on the canal and iron sheets near Gill bridge where the Sidhwan Canal gets polluted the most. He said that the industrialists, social organisations and NGO's should come forward for this noble cause.
The DC also thanked the industrialists, social organisations and NGO's who have assured all possible help for the cleaning of Sidhwan Canal. He reminded everyone that, the SNC being a training Command, needs to continuously be on task be it peace or war. Chandigarh, March 30, 2015: Slamming what he described as the day and night robbery by the toll plazas in the state, People’s Party of Punjab chief Manpreet Singh Badal today demanded this must stop and if at all the issues involved were legal, the rates should be rationalised.
“What has come as a big shock is that the rate that the toll plaza company propose to charge from the people using Kurali-Siswan stretch would be a staggering Rs. 6 per km, the highest in the state. This is one way rate and the person commuting on this highway by car would have to pay almost double the amount”, he added.
Manpreet pointed out that what was still all the more shocking was the revelation that the state government signed the agreement with the company associated under the PPP model on December 31, 2012 as per the policy for 2004 while the rate was to be lower in accordance with the policy to come into effect from January 1, 2013. This toll of Rs 6 per km includes the use of four bridges on this 15 km stretch of highway that connects Kurali with Baddi in Himachal Pradesh. However, only two bridges have been completed so far.
He said now the rates of some other tolls in the state too were being increased from April 1. He said the people were already agitated over the high rates of tolls. The authorities concerned must have a rethink and evolve the model which must take care of the interests of the people also and not just the companies involved. Moreover, the new model had failed to improve the condition of the roads which continued to be as bad as before.
He recalled that the Akali Dal used to criticise the policy of toll roads and the same policy continued to be followed and now had come the shocker that would be the rate of Rs. 6 per km. he made it clear that the present model was unsuitable and necessary improvement were needed to take into account the concerns of all the stakeholders concerned, mainly the users.....

New Delhi, March 30, 2015: The Railways will increase its freight rates for several commodities including grains, pulses, urea, coal and cement from April 1 as proposed in the Railway Budget 2015-16. While sparing passengers in his Rail Budget, Railway Minister Suresh Prabhu had proposed an average hike of 3.2 percent in freight rates which is expected to have a direct impact on consumers of essential commodities and steel and aluminium industries.
Freight rates for carrying grains, pulses and urea would be increased by 10 per cent from the next fiscal, while coal rates would be raised by 6.3 per cent. Cement freight rate has been proposed to be increased by 2.7 per cent, while a hike by 3.1 per cent is expected on scrap and pig iron rates. Railways has set an ambitious target of carrying 1,186 million tons (MT) of goods in the 2015-16 fiscal as against 1,105 MT in the current fiscal. Mr Prabhu had also proposed to raise freight rates for iron ore and steel by 0.8 per cent in the fiscal 2015-16 which begins in April. The freight rates for bitumen and coal tar are to be hiked by 3.5 per cent.

Freight earnings are estimated to be Rs 1,21,423 crore in the next fiscal as against its estimated freight earnings in 2014-15 of Rs 106,927 crore. Besides freight rates, platform ticket is going to cost 10 rupees as against the current rate of 5 rupees from Wednesday. The advance reservation period is also going to be increased from the existing 60 days to 120 days from April 1st.

Chandigarh, March 30, 2015 (Courtesy: HT): The Punjab and Haryana high court on Monday adjourned for April 6 the hearing on transfer of Enforcement Directorate (ED) Niranjan Singh, who had been probing money laundering allegations in the Rs 6,000-crore Bhola drug racket..
The ED, in its fresh affidavit, has stated that its two officials -- Rajiv Kumar from its Srinagar office and Ajay Singh from the Delhi headquarters -- had been relieved on March 12 and 13, respectively, to join the directorate’s Jalandhar office. These two officials are to take over the investigation from Niranjan, the HC has been informed.
The HC had stayed the transfer of Niranjan Singh following an application from a lawyers group challenging the ED’s decision to move him to the Kolkata office in January.
Earlier this month, the Supreme Court had also asked the high court to constitute a special bench for the early disposal of petitions related to the drug racket. The case is being investigated by the Punjab Police under the high court’s monitoring. The ED is running a parallel probe into allegations of money laundering in the drug racket.....

The victim, who had attempted suicide by consuming pesticide on Saturday, claimed that Pritpal, whose wife is a councillor of the Amritsar municipal corporation, had set up his own parallel cable network business with the backing of Raju in the Baba Sahib Chowk area of the city-where Jaswinder too ran his business-which had ruined him financially and brought hardships to his family. He claimed that Raju had nursed a grudge against him, as he was witness in the 2003 infamous 'Siti Cable Sex Scandal' case, which was probed by the CBI and in which Raju is one of the prime accused.

Amritsar, March 30, 2015: The efforts of Punjab government to boost other allied activities besides agriculture are appreciable, says Sharanjit Singh, a successful farmer from village Gadli in Jandiala Guru Constituency. He said that encouraged by the efforts of State Government to boost allied activities especially pisciculture, he decided to go for it.
He said that he is running it in 10 acres of land and earns about Rs. 9 lac annually. He said that he sells fish thrice in a year and after every 3 months he supplies nearly 10 quintals of fish. He said that he has employed 20 laborers and ensures cleanliness of water every month. He said that he is into pisciculture since 11 years but ever since government has made initiatives to boost fish farming, he has gained a lot out of it.
Mr. Ravi Bhagat DC Amritsar personally visited village Gadli and appreciated the efforts of Sharanjit Singh. He said that Punjab Government aims to boost agriculture allied activities so that farmers can add on to their income. On this occasion Sharanjit informed that fisheries department extended all possible support to him which has been of great help to him. He suggested that if Punjab government gives the Panchayati land on lease for pisciculture for 10 years instead of 5 then it would give a greater push to the activity. Besides, to encourage greater number of farmers into pisciculture, more awareness seminars should be organized from time to time. Deputy Commissioner assured all present that their observation regarding need to lease out land for a longer period will be brought into the attention of the state government.
On this occasion, M.P.Singh, Assistant Director Fisheries, Amritsar informed that in the district 648 fish farmers are into pisciculture on 1845 acres of land. He said that from the government fish seed farm Rajasansi, 32.38 lac seed of 6 different types of fish was supplied in 2014-15 and in the same period 1953 farmers were given training regarding fish farming. Besides training, economic aid is also given to the farmers and loans from banks are facilitated. He said that with 6560 kg per hectare production of fish, Punjab is number one in the country. He said that in modern times a farmer on an average earns Rs.30,000 to 40,000 per acre annually but on the contrary a fish farmer can earn nearly Rs. 1.25 lac per acre.....

Jalandhar , March 30, 2015: The Panjab University (PU), Senate today approved a budget of Rs. 555.30 crore for the 2015-16 fiscal years.

The budget deficit in non-plan
would be of the order of 313.02 crore out of which the Government of Punjab would provide Rs 20 crore.

In an important student friendly decision, PU Senate approved the construction of New Girl’s Hostel No 10. The project would cost Rs 22.39 crore out of which 2 crore each would come from the grant sanctioned by AICTE to UIET and UICET, Rs. 2 crore from UIAMS (Exam) fund account, Rs. 1 crore from UILS, Rs. 3 crore from Interest earned on the foundation for higher education research fund, Rs. 1.5 crore from the UGC scheme for creating 100 bed accommodation for sports students. In the New Girls Hostel, 100 beds facility would be earmarked for Sports students.

The Senate also approved Rs. 2 Crore for renovation of toilets of academic blocks and other buildings; Rs. 45.15 lacs for creating additional parking space in PU Campus ; Rs.98.79 lacs for renovation of ‘A’ type houses and one room flats; Rs. 45.15 lacs for
renovation of Golden Jubilee Guest House; Rs. 72.00 lacs for installation of elevators at USOL and new upcoming Hostel for research students; Rs. 25 lacs for digitalization of office record and purchase of computers and other peripherals and Rs. 193.87 lacs for infrastructure requirements of various departments.

Earlier, speaking at the Senate meeting, PU VC Prof Grover said that PU has received Rs. 176 crore in this year from the Government of India, 20 crore from Government of Punjab. PU has been assured another installment, which is expected to be received before the end of this financial year, he added.
Taking a major student’s friendly initiative, PU Senate also relaxed the income
eligibility for “Merit-Cum-Means Loan Subsidy Scheme” to Rs. 4.8 lac per annum. Earlier, the limit was only Rs. 2 lac per annum. Under the Merit-Cum-Means Loan Subsidy Scheme, a student who takes education loan from any nationalized bank for undertaking any partially self-financing Graduate/Post-Graduate courses in the University would be eligible to apply for loan subsidy subject to fulfilment of other conditions under this scheme. The amount of loan subsidy is equal to 20% of the loan availed by the students subject to the cap of Rs. 25,000/- in each case.

The PU Senate also approved to sanction Rs. 5 crore for setting up of Bio-Incubator and Rs. 25 lac for the University Innovation Cluster (UIC-B) at PU. Rs. 1 crore per year would be spent on Bio-Incubator from the year 2014-15. It may be recalled that PU has got Rs. 2.34 crore as Biotechnology Industry Research Assistance Council (BIRAC) for the UIC-B and the PU was to spend Rs. 25 lac only in the project.

UIC-B at PU is being setup to generate the culture of collaborative initiatives and foster not only the interdisciplinary but multidisciplinary approach. This will impact the socio-economic landscape of the Cluster under University, research institutes and industry. The focus will be to reach out to young students, entrepreneurs and faculties to encourage them to come out with innovative ideas and take them to proof of concept in collaboration with industry. The other activity of UIC-B would be to generate a culture of entrepreneurship so that there are successful start-ups established by students, faculty, researchers or outsiders leveraging support. This would help enhance the number of skilled, industry ready human resource. The key focus of research and development in the Cluster would be on high value commercials.

PU Senate also approved various appointments in the Department of History, Department of Sociology and UIET. PU Senate also approved to extend the appointment of Prof AK Bhandari as Dean University Instructions for one year with effect from February 1, 2015.....

President of India Mr. Pranab Mukherjee today conferred the coveted Padma Vibhushan Award to the Punjab Chief Minister Mr. Parkash Singh Badal at a Civil Investiture Ceremony held in Rashtrapati Bhavan this morning.
Disclosing this here today a spokesperson of the Chief Minister’s Office said that Sardar Badal was given the award by the President in the presence of Vice President of India Dr. Hameed Ansari and Prime Minister Mr. Narendra Modi besides several Union Ministers. The citation of the Chief Minister presented on this occasion reads as “Sardar Parkash Singh Badal is an Indian politician, who has been the Chief Minister of Punjab for four terms previously - from 1969-71, 1977-80, 1997-2002, 2007-2012 and is currently the Chief Minister of the state for the fifth term. Few in this country can claim to have remained in the forefront of public life for almost the entire period of the post-Independence India as he has been, making him the grand patriarch on the Indian political scene.
Born on December 8, 1927 in village Abul Khurana, Sardar Badal did his graduation from FC College Lahore. He entered politics in 1947 and became the Sarpanch of his village. He was elected to the state legislative assembly first in 1957. He was re-elected to Vidhan Sabha in 1969. He served as the Minister for Community Development, Panchayati Raj, Dairy, Fisheries and Animal Husbandry. He was the Chief Minister of Punjab for four terms previously - from 1969-71, 1977-80, 1997-2002, 2007-2012 and is currently the Chief Minister of the state for fifth term. He has been a Member of Parliament and has served the position of the Union Minister of Agriculture and Irrigation in the Union Government headed by late Shri Morarji Desai in 1977.
Sardar Badal's contributions towards the welfare of people of Punjab have been enormous. Apart from carrying out various welfare services, he has contributed in the upliftment of the society and states, introducing various welfare schemes that has benefitted his state largely. His life is a saga of struggle for safeguarding human rights, civil liberties, freedom of the press and other democratic values in the country. He has spent the better part of the prime of his life in prison fighting for popular causes in independent India. Throughout his life, he has championed the cause of the poor and the underprivileged people, especially the poor peasantry and landless labourers. He has been beacon-light of peace and communal harmony in society, emerging as a strong voice of sanity and humane values. Completing more than half a century in political life, Sardar Badal has worked consistently for the establishment of a genuinely federal structure in the country.
All his life, Sardar Badal has worked closely with the common people, earning him the well deserved sobriquet of "Man of the Masses" and a true grass-root leader. Even today at the age of 86 years, he regularly holds Sangat Darshans in villages across Punjab by going to the doorsteps of the people to redress their grievances. His contribution to the cause of his state has been phenomenal indeed.
Sardar Badal has numerous awards and coveted honours to his credit for distinguished services and life time achievements. However, the most revered honor bestowed upon him was the legendary title of 'Panth Rattan Faqhr-e-Quam' from Sri Akal Takhat Sahib in recognition of his outstanding contribution and glorious services rendered by him during his long Panthic and political career”.

Former judge of Panjab and Haryana High Court, a close associate of Sibia family, Mr Justice (retd) Kamwaljit Singh Grewal and Safina Bittu Sandhu also shared their association with the family.
Karanvir Singh Sibia sharing his journey in writing this book said that the Gurbani recital in Raag Basant on a winter morning of 15th January 2013, triggered the nostalgic journey into his childhood to meticulously collect those scattered pieces of information about the life of his father. And as he started drawing the family tree, the personal experience transformed into more research-based documentation of the great heritage of the states of Jind and Sangrur where his ancestors left a great legacy.
Karanvir’s personal quest led him to great-great-grandfather Nazim Daya Singh Sibia who pioneered land settlement of then tehsils of Sangrur and Jind in late 19th century (around 1840s). He has not only found inspiration in the contribution that the generations before had made to the society and the country, the book also brings to the fore the values that Sibia family so proudly pursued inculcated through Gurbani. Karanvir’s narration is well-punctuated with quotes from Sri Guru Granth Sahib.
S. Gurbakhsh Singh Sibia rose to his political career by sheer dint of his empathy to the people at the grass root and genuine urge to do good which is visible through numerous modern temples of education and economic development that he setup in Punjab.
The book also serves as a great connect between the family and the Sibia’s circle of friends who find their mention and many have contributed to the compilation.
“I have attempted to go down the timeline and write about my forefathers, and especially two personalities Sant Maharaj Attar Singh ji and the freedom-fighter Bhai Randhir Singh ji who greatly inspired my father to dedicate himself for social causes,” Karanvir says.
Though Karanvir spent 35 years managing one of country’s best stud farms and breeding several Derby winning race horses, he has totally immersed himself in carrying out the rich legacy of working for the larger good of the society by preserving the heritage of Sangrur and Jind, working for girl education, as well as getting himself involved in saving the lives of the children under “Nanhi Jaan”.
“I believe that the best gift that children can give to their parents is to realize and pursue their dreams”, Karanvir says. “Let us dedicate every living moment of our lives for others so hat we can proudly say that his was “a life well lived”, he adds.

Stating here today Mr Arora said that Punjab Government has not set up Civil Service Board, despite the direction issued by Supreme Court 14 months ago; direction of Supreme Court against transferring IAS officers before completion of two years also being frequently violated. Atleast 40 such officers transferred more than twice during less than two years period: RTI Story:
Vide a historical judgment delivered on 31.10.2013, in case of “T.S.R. Subramanian and others vs. Union of India”, directing all the States to set up Civil Service Board (CSB) consisting of high ranking in service officers, who may be expert in their respective field with Chief Secretary as its Head, to guide and advise the State Government on all service matters, especially on transfers, postings, disciplinary action etc., has not been constituted by the Punjab Government. As a matter of fact, as per information received under RTI by one Diwan Nath Ji Mishra from the department of Personnel and Training, Government of India, vide letter dated 2.2.2015, except six States namely, Chattisgarh, Haryana, Mizoram, Daman Diu and Dadra, Nagar Haveli, and Maharashtra, no other State has so far set up such Civil Services Board. The State of Punjab has thus, violated the directions issued by the Apex Court, according to which such Board was to be constitute within a period of three months by all the States, if not already constituted, or till the Parliament brings in a proper legislation for setting up such Civil Services Board.
The Supreme Court had noted in its judgment that in the States, the transfers and postings of civil officers are being made frequently at the whims and fancies of the Executive Head for political and other considerations, and not in public interest. The Supreme Court observed that fixing the minimum tenure of civil servant officers will not only enable the civil servants to achieve their professional targets, but also help them to function as effective instruments of public policy. Repeated shuffling /transfer of the officers is deleterious to good governance. Minimum assured service tenure ensures efficient service delivery and also increased efficiency. They can also prioritize various social and economic measures intended to be implemented for the poor and marginalized sections of the society.
As per information received by Mr Arora from the office of Chief Secretary, Government of Punjab, a large number of IAS Officers in the State of Punjab have been transferred twice or more than twice, during the period of less than 2 years (from 1.4.2013 to 31.12.2014). Sarvshri Ashwani Kumar, IAS, Vipul Ujwal,IAS, Vineet Kumar, IAS have been transferred four times during this period.
S/Shri Dharamvir , Karan Avtar Singh, Seema Jain and Rahul Tiwari have been transferred on three occasions during the said period.
Other IAS Officers, who have been transferred on two occasions during the above period, include atleast 33 officers, namely S/shri Sameer Kumar, Mandeep Singh Sandhu, Dharamvir, Vajralingam, Gopal Krishan Singh, Harjeet Singh, Arun Sekhri, Pardeep Kumar Aggarwal, Amit Dhaka, Ravinder Singh, Manpreet Singh, Anindita Mitra, Parveen Kumar, Viswajeet Khanna, Anirudh Tewari, Anurag Aggarwal, A Venu Prasad, Bhupinder Singh, Kamaldeep Singh Sangha, B. Srinivasan, Suresh Kumar, Sanyam Aggarwal, Neelima, Shruti, Vikas Partap, Manjit Singh Narang, Anurag Verma, Gurdev Singh Ghuman, Amar Partap Singh Virk, Sumer Singh Gurjar, Rahul Tewari, Ajoy Sharma, Jagpal Singh.
Mr Arora concluded : Thus, in the absence of constitution of A Civil Service Board in the State of Punjab, IAS Officers are being shuffled from one place to another before completion of minimum tenure of two years, against direction issued by Supreme Court, and despite a notification having been issued by the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Government of India on 28.l.2014, fixing the minimum tenure of two years for all IAS, IPS and Indian Forest Service Officers.
The conduct of Punjab Government is thus, a clear case of contempt of Supreme Court orders.
