With their fifth consecutive win the Indian men team continued its winning streak by clinching the title of Fifth Kabaddi World Cup 2014 at a grand finale held at Guru Gobind Singh Multipurpose Stadium at village Badal in Sri Muktsar Sahib district on Saturday. The Indian eves also clinched the title for the fourth consecutive time.
The Indian men team defeated Pakistan for the fourth time while the Indian women team defeated the New Zealand team for the second time in a row.
During the grand finale held at jam packed newly constructed Guru Gobind Singh Multipurpose Stadium, here, the Indian men team defeated Pakistan by 45-42 and Indian eves defeated the Kiwis by a score of 36-27.
This ultra modern stadium constructed with a cost of Rs 16 crore was inaugurated by Chief Minister Mr Parkash Singh Badal and Deputy CM Mr Sukhbir Singh Badal.
Chief Minister of Punjab Mr Parkash Singh Badal and CM of Haryana Mr Manohar Lal Khattar were the chief guest on the occasion, while Union Minister of Youth Affairs and Sports Mr Sarbananda Sonowal was the guest of honour.
History repeated itself as teams of both men and women section had clashed during the finals of Fourth Kabaddi World Cup 2013 at Ludhiana. And in both the matches, India had emerged victorious.
During the finals of women section, India defeated the Kiwi team by 36-27. The Indian eves started the lead from the beginning and by half time, they were leading by 18-14. For India, raiders Priyanka Devi and Ram Bateri both scored 8 points each and Sukhwinder Kaur scored 7 points, while stoppers Anu Rani secured 4 while Ritu and Jasvir secured one point each. Similarly, for Kiwis, raiders Lani Perese scored 12, Motu Elizabeth scored 9 and Pomare scored 4 points, while stoppers Titu and Tekawa secured one point each points.
During the finals of men section, India defeated Pakistan team by 45-42. For India, raiders Sandeep Singh Surakhpur and Sandeep Luddar scored 16 and 10 points respectively, while stoppers Yadwinder Singh Yada "Surakhpur" secured 5, while Gopi secured 3 points respectively. Similarly, for the Pakistan team, raiders Shafiq Ahmad Chishti, Mohammad Irfan and Akmal Sajjad Dogar scored 15, 13 and 6 points respectively, while stoppers Musharaff Javed Janjua secured 4 points for his team.
The best raider of women section were Ram Bateri and Priyanka and best stopper of women section was Anu Rani. All of them were awarded with a cash prize of Rs 1 lakh each. New Zealand raider Lani Perese and stopper Tito were also awarded with a special cash prize of Rs 1 lakh each.
The best raider of men section are Sandeep Surakhpur of India and Shafiq Ahmad Chishti of Pakistan and best stopper of men section was Yadwinder Singh Yada "Surakhpur". All of them were awarded with Preet Tractors each.
In this mega event, 11 teams in men section and eight teams in the women section had participated. The 11 teams if men section included India, Pakistan, Argentina, United States of America, England, Canada, Australia, Iran, Denmark, Spain and Sweden whereas in Women section eight teams including that of Azerbaijan, Pakistan, Mexico, New Zealand, United States of America, England, Denmark and India competed.
The winner of men section, India, won itself a prize money of Rs 2 crore and first runners up, Pakistan, Rs 1 crore, while the winner of women section, India, won itself a prize money of Rs 1 crore and first runners up, New Zealand, won Rs 51 lakh.
In men section, the Iran team has stood third and won a prize money of Rs 51 lakh, while in women section, the Pakistan team stood third and won a prize money of Rs 25 lakh. Both these matches were held at Baba Kala Mehar Stadium at Barnala yesterday.

Addressing the mammoth gathering on the closing ceremony of the Fifth World Kabaddi cup here at newly inaugurated Guru Gobind Singh stadium, the Chief Minister hailed the sportsman spirit exhibited by all the participating teams in the fortnight long sporting extravaganza. He said that the state government was the firm believer of egalitarian society so no discrimination was made between male and female in any field. Mr. Badal said that following this practice the state government has decided to bring the prize money for the women kabaddi team at par with that of men’s teams participating in the next edition of the World Kabaddi Cup.
Congratulating Deputy Chief Minister for organizing this world cup for the fifth consecutive term, the Chief Minister said that Mr. Sukhbir Singh Badal deserves credit for transforming the mother game of Punjab-kabaddi from a rural sport to a global event. He said that it was a matter of great pride for them that this game was now equally popular in nations across the globe, a glaring example of which was the presence of a number of foreign teams in the tournament. Mr. Badal said that due to the stupendous efforts of the state government the game has already became famous even in those countries, which had not even heard about it.
Highlighting the importance of sports in the life a human being, the Chief Minister said that besides giving health benefits it teaches a person how to live a disciplined life. Likewise, he said that a person learns to work in a team by actively participating in the sporting activity. “Sports have a lot of significance due to which the state of Punjab was profusely engaged in promoting it in every nook and corner of the state” added Mr. Badal.
Welcoming all the esteemed dignitaries to his native village, the Chief Minister said that every Punjabi was proud that eminent personalities like Haryana Chief Minister Mr. Manohar Lal Khattar and Union Minister of state for Sports Mr. Sarbnanda Sonowal had graced this occasion. He said that despite of their busy schedule and poor weather conditions these leaders have spared their valuable time for the sake of this tournament and people of state. Mr. Badal said that the state government in general and he in particular was highly indebted to both these leaders.
Earlier in his address, the Haryana Chief Minister Mr. Manohar Lal Khattar congratulated Mr. Badal for holding this mega sporting event. He said that due to the efforts of Deputy Chief Minister Mr. Sukhbir Singh Badal this game which was earlier confined to rural areas of Punjab and Haryana have now emerged on the global map. Mr. Khattar said that these efforts of the state government were highly laudable.
Terming Punjab and Haryana as elder and Younger brother, Mr. Khattar said that the need of the hour was that both the state governments must make concerted efforts to come with a ‘Joint Sports hub’ for promoting sport activity in both the states. He said that the Union government should also help this endeavor of both the states to promote sports in them. “I am hopeful that Union Government under leadership of Prime Minister Mr. Narendra Modi will fully back us as this will help in channelizing the unbounded energy of the youngsters in a positive manner, he added.
In his address after prize distribution ceremony, Deputy Chief Minister Mr. Sukhbir Singh Badal urged the Union Government to enlist rural and traditional games like Kabaddi, Gatka, Desi Kushti etc. in National Sports list so that these games could be taken to new scales in coming years. Mr. Badal apprised Union Minister of Sports Mr. Sarbananda Sonowal that Punjab has been organizing this mega event for the last five years and now Kabaddi has not only the game of Punjab and Haryana but it has get popularity all over the world with active participation of 18 nations in world cup kabaddi. He said as many as 25 nations would be participated n 6th edition of World Kabaddi in 2015.
Felicitating the winners and runners-up teams India both men and women section, Pakistan in men section and New Zealand in women section, Mr. Badal also announced that next edition of world cup kabaddi would be organized in the month of November.
Addressing the gathering Union Sports Minister Mr. Sarbananda Sonowal assured Punjab Government that Center was contemplating to include local, rural and traditional games to the national sports list. He said that with due consultation with the Prime Minister Mr. Narendra Modi a positive decision in this regard will be taken soon.
Lauding the efforts of Mr. Sukhbir Singh Badal for promoting Kabaddi across the world, Mr. Sonowal said Punjab has given a separate identity to the country by producing world renowned sports icon like Flying Sikh Milkha Singh, Olympian Balbir Singh and Footballer Jarnail Singh. He said it was also a matter of pride for Punjab that team of USA, UK, Australia, New Zealand, Pakistan, Iran , Denmark, Argentina etc were participating in World Cup Kabaddi.
Meanwhile, after fifteen days of extensive sporting activity the fifth Edition of World Kabaddi Cup came to an end. The Closing ceremony of Fifth Edition of WorldKabaddi Cup was started with the final matches of women and men section. During the function an impressive documentary on the life and struggle of Punjab Chief Minister Mr. Parkash Singh Badal mesmerized the audience. Likewise, clips depicting the history of all five world cup kabaddi editions and the theme song of Kabaddi made the sports lovers tap their feet. The impressive entertainment session amused the thousands of spectators with dancing, laser show performance and fireworks. Famous Punjabi singers Mr. Gippy Grewal, Miss Pooja and Ms. Satinder Satti also gave impressive performances by presenting their famous tracks. A special session for Martial Art Gatka and laser shot also remained the center of attraction.

Nawanshahr, December 20 : In order to make available latest agricultural implements to the farmers on subsidised rates to promote crop diversification, SBS Nagar district has facilitated its 2794 farmers with direct subsidy last year to procure farm machinery from empanelled agro-industries.

Disclosing this on Saturday, Deputy Commissioner Anindita Mitra, Chairperson, District Agricultural Production Committee, said that the amount of subsidy had been released under Rahtriya Krishi Vikas Yojna so that farmers could procure latest techniques for agriculture.

She said that subsidy had been sanctioned on the basis of the quantum of applications, if more, than by draw of lots, otherwise to all as per demand, in case of limited applications. Last year, Rotavators, Zero tillage drills, Potato Planters, Potato Diggers, Laser Land Levellers, Spray Pumps, Maize Combine, Sub Spoilers and Multicrop Planters were provided on 50 percent subsidised rates to the farmers. A total of Rs 2.25 Crore were released last year as direct subsidy to the farmers, she added.

For current fiscal, state has approved 727 cases of farm machinery for supplying on subsidy which include 133 Rotavators, 11 Straw Reaper, 34 Seed Drills, 48 Potato Planters, 31 Potato Diggers, Three Sugarcane Implements and one sugarcane trencher, the deputy commissioner further added. To ensure the transparency in subsidy disbursal, draw of lots method would be adopted, in case of more applicants for any category of implements, she added.

Dr. Bhajan Singh, Chief Agricultural Officer, SBS Nagar, said that farmers had shown lot of interest towards the subsidised agri-equipments and last year, as many as 2794 applications were received from the farmers against the allocated subsidy of 2533 equipments. To dispose of the applications of rest of the farmers, a further demand of Rs 86.10 lakh was sent to the government and after the sanctioning of more budgets, rest of the 261 farmers were provided with subsidy amount, he added.

New Delhi, December 20, 2014: A disciplinary as well as an administrative action of "compulsory wait" has been taken against diplomat Devyani Khobragade, who had hit the headlines last year after she was arrested in the US in a visa fraud case, even as the Foreign Service Officer remained defiant that she has not done anything wrong.
Media reports that it is understood that a departmental inquiry into 40- year-old diplomat acquiring US passports for her children without informing the ministry has been concluded and has found that her action was "violative of conduct rules" leading to a disciplinary action has been taken. However, the nature of the action has not been disclosed.
Meanwhile, the External Affairs Ministry, which is believed to have initiated yet another inquiry into the issue of her talking to media without official permission, has put Khobragade on "compulsory wait". She was a Director-level officer in the development partnership division of the ministry here after her return from the US in January.....

Chandigarh, December 20, 2014 (Courtesy: HT) : The dense fog continues to create problems not only for the city residents but for cops too, thus making it difficult for them to keep a track on illegal activities during the night time
Considering low visibility and to get rid of any untoward incident, police have also revamped their strategy regarding patrolling during the night and early morning.
They have been recollecting and analysing the data of the criminal cases in which miscreants took benefits of the fog and cold weather.
A senior police officer, seeking anonymity, said police had beefed up of police control room (PCR) patrolling, as foggy days were the most challenging for police in terms of keeping a tab on miscreants.
Most markets and residential areas wear a deserted look early evening and morning time, making it easy to criminals to engage in such activities.
He added, “On December 17, some miscreants had taken benefit of the fog and broke into locks of a total of 13 shops in Manimajra and three shops in Sector 32. The close circuit television (CCTV) camera footage revealed they kept on breaking locks one by one.”
This theft incident was also the reason police have decided to revamp their strategy regarding patrolling.
Sukhchain Singh, superintendent of police (SSP), Chandigarh, said they had intensified the patrolling during the night time, especially between 11pm and 6am. “All station house officers (SHOs) have also been briefed that patrolling vehicles and cops should be deployed in all market areas to curb theft incidents.”
He also said total 59 police control room vehicles (PCRs) vehicles were patrolling from 11pm to 6am, whereas a total of 25 PCR motorcycles were keeping vigil between 5pm and 12 midnight.
A police inspector said considering the severe cold, it was really difficult to work in such conditions during the night, adding patrolling through PCR vehicles could be more effective.
Lesson to learn
On January 12, 2011, a gang of five criminals, five of them dressed in police uniform, broke into a Tanishq showroom in Manimajra during the early hours and decamped with jewellery worth Rs. 12 crore after tying the hands and legs of the security guard at the showroom. On the day of the incident, the accused had taken the benefit of the dense fog to rob the showroom.....

Amritsar, December 20, 2014: SGPC supported the signature camp held by Federation at “Akal Takhat” Sahib in support of the White House Petition Urging Obama To Raise “Sikh Issue” With Modi. SGPC extended the support to the White House petition after Akal Takhat Jathedar, Giani Gurbachan Singh while issuing “directive” to the Sikh community to sign the Petition stated that “Sikhism is a separate religion” and it should be recognized as such.
The online petition http://wh.gov/i12hT on the issue of separate status of Sikhism is filed under "We The People White House Petition" by US based “Sikhs For Justice” (SFJ). To elicit a response from Obama Administration, the petition on the issue of Article 25(b) of the Indian constitution must reach 100,000 signatures by December 31.
Claiming the Sikhism to be the world's 5th largest religion with over 30 million followers the petition states that "on January 26, 1950 Constitution of India was enforced without the consent of Sikhs who refused to sign it because Explanation II to Article 25(b) of the Constitution labels “Sikhs” as “Hindus”.
Karnail Singh Peermohammad, Federation President stated that “While RSS-BJP combine after coming into power has reignited a campaign to label Sikhs as part of Hindu Society we have taken a resolve at Akal Takhat Sahib to take the matter of Article 25 (b) at the grass root level to the Sikhs in Punjab”.
In August 2005 a Supreme Court bench headed by Chief Justice RC Lahoti ruled that "Sikhs and Jains are part of broader Hindu religion".
Federation President stated that this is the first time a US President will be the guest of honor on January 26th and Obama must know that Indian constitution does not recognize Sikh religion. We want President Obama to take a stand for the Sikh community which has been denied religious identity by the Indian constitution for the past 65 years.
The petition urges Obama to question PM Modi "WHY Indian constitution labels "Sikhs" as Hindus?" and raise the issues of “Sikh Genocide”; and “Sikhs’ Right to Self-determination”. Barack Obama will be the 1st American President to attend India's Republic Day function as Chief Guest on January 26, 2015.
Federation President stated that “Signature camps in support of the petition will also be held at Fatehgarh sahib on December 26, 27 and 28 and will continue campaign in Punjab to get the required 100,000 signatures”.....

New Delhi, December 20, 2014: The Bombay High Court has appointed a team of 17 lawyers to function as 'Commissioners of Court' and help in removing the illegal hoardings. A bench headed by Justice Abhay Oka asked the Court Commissioners to visit various places in the state and detect illegal posters, banners and hoardings put up by political parties.
Media reports that these Commissioners will then have to inform the concerned civic body so that steps can be initiated to remove them. The Court Commissioners have also been asked to check whether the municipal body concerned has taken action against such illegal hoardings. The bench asked these commissioners to submit a report in this regard by the end of February next year.
The court has also ordered that all civic bodies should have a toll-free number to enable people to register complaints against illegal hoardings. The court was hearing a bunch of petitions alleging that political parties were putting up hoardings, posters and banners without taking permission, thereby defacing public and private properties.

Mansa : December 20 : The Additional Deputy Commissioner (ADC) of Mansa Isha Kalia IAS have launched an career counselling plan for the students of the senior secondary classes from 10th and 12th in all the three sub divisions of the district Mansa last week.

The three day counselling session was organised at Budlada, Jhunir and Mansa on different days in which all students of senior classes of the sub-division were invited. The ADC Isha constituted a panel of speakers from different professions to address the student and to arrange presentations of their departments. The panel included doctors, teachers, army officials, krishi vigyan kendre officials, bank officials and Principal from vocational training institute Abul khurana in Muktsar.

About 400 to 500 students participated in the career counselling sessions. The ADC herself addressed the students and spoke on the career in the civil services.

Isha Kalia addressing the students said “When choosing a career that's best for you, there are several things to think about. Some of those include related to your natural talents, your social dealings and whether you are comfortable in the public eye after choosing that career”. There was a time when Ferozepur used to be known as one of the biggest district of Punjab but now it falls in the category of backward and small districts being ignored by the governments.

Ferozepur is now only of the name of Ferozepur. Still the buildings with beautifully architect view of British time are seen in this city at certain places. The city of 12 Gates, - Delhi, Mori, Bagdadi, Zira, Makhu, Kasuri, Amritsari, Multani - said to be a walled city, is now gateless except with the existence of one Bagdadi Gate.

Out of five Cinemas – Shimla, Raja, Amar, Joshi and Memorial – except one Amar Talkies with old furniture, no maintenance – all have closed down. In this cinema, too the picture is shown with dim-light putting a strain on eyes and most of the films are displayed with A Certificates. Hardly any hi-fi or gentry is seen the hall and sometime only 4-5 persons. Most of the time, movie-lovers have to go to the adjoining districts like Moga, Faridkot where PVRs are available. The work on multiplex PVR is also held up.

From business point of view, this city is quite backward. The old businessmen are running well but none dares to invest in new establishment. The interesting point is that most of the people have shifted their business to other cities after 1984.

Traffic on roads have increased and to control it, the district administration has tried by installing the traffic lights at the busy crossings but it will take time to used to the new system.

With the coming up of District Administrative Complex, the space available with the demolition of old buildings has been ear-marked temporarily for ‘Parking’ to control the rush of vehicles in the interiors of the city with narrow bazaars. This will also facilitate the mobility of fire brigade in the event of any fire mishap.
Despite the city having no big shopping mall or hotel or restaurant, the land prices is sky rocketing.

With the demarcation of new municipal wards, the city is dividing in 25 wards now but people are still deprived of basic amenities with major one of drinking water and sewerage.

So far as health services are concerned, more than 60 per cent posts of doctors are lying vacant in civil hospital and its dispensaries. Recently, the PGI Satellite Centre sanctioned for the city, looks to be dream for the citizens because of non-coordination between Centre and State relations. People are dependent on private hospitals in case of emergency or have to rush to Ludhiana, Amritsar or Chandigarh.

Economically weak Municipal Council
The plight of Municipal Council is like “less income, high expenses” and is in debt of Rs.14 crore which includes Rs.3.25 cr Provident Fund of employees, Rs.2.31 cr pension payable to retired employees, Rs.4.75 cr electricity bills and Rs.70 lakh payable to the contractors. Because of poor condition of the Council, none of the official is willing to be posted its head. Not only this, because of interference of Municipal Council and local leaders, Rs.1.20 cr could be recovered since long.

Plight of living in Cantonment area:
During the last Assembly elections, Parkash Singh Badal Chief Minister had announced the abolition of octroi but it is still to get official nod. There is registry of property in cantonment. Earlier it used to be for only dumped material which too has been stopped.

Pitiable condition of Govt.& Govt. Aided Schools: About 60 per cent posts of teachers are lying vacant in these schools. Because of wrong policy of government for banning the recruitment against the retirement of aided school teacher, a century old school - Hindu Girls School - in the city is almost at the verge of closure. Similarly will be the position of another school – Sikh Kanya Mahavidayala. Even the condition of MLM Sr. Sec. School where Parkash Singh Badal got childhood education is not so good. The grant to the aided schools is not regular. In the Govt. ITI for Girls, number of important posts are lying vacant.
For the last three years, the bridge which will connect Majha and Malwa has not been completed over Satluj Bridge from village Bandala to Kot Budha (Tarn Taran).The approximate construction cost is Rs.46.20 lac and it will take another one year. But it will prove a milestone in the history as it will reduce the distance between Ferozepur-Amritsar of about 40 minutes.
Ferozepur has not developed from tourist point of view. The only place to be visited is Indo-Pak border retreat ceremony but the places like Hussaniwala Shaheedi Samark, Saragarhi Gurudawara, Fatehgarh Sabhwaran, Mudki, Ferozeshah Memorial and secret hiding place of Bhagat Singh and his associates are still to have the attention of the government for their development. Old ancient memorials are being ignored by the government while new projects are given preferences to gain political wah wah.
The farmers near the zero line are yet to enjoy the benefits of the schemes to be given a practical shape. Hardly, you will find graduate pass boy or girl, in the border towns. No bank facilities in the remote areas, no animal husbandry hospitals in the villages and farmers cultivating land beyond the barbered wire hardly get any compensation and working time is also given as six hours. During 2004, a scheme to make the farmers owner of the land was also withdrawn and most of the families are doing the business of extraction of illicit liquor.

He said the proposal was to impose this tax on the people earning minimum of Rs 5 lakh and above per annum with the lowest tax slab being Rs. 2000. He made it clear this was not acceptable as the incidence of taxation, both direct and indirect, on the people was already high and this tax would prove to be yet another burden.

He asserted this was yet another indication that the Narendra Modi government which happened to be the “own” government of Chief Minister Parkash Singh Badal had refused to provide any bailout package which was badly needed in view of the deepening crisis. There was no denying the fact that resource mobilisation was necessary to undertake development works but then the problem here was inefficiency and corruption at every level. The state was paying heavy interest on the mounting debt which had crossed Rs one lakh crore. The situation had deteriorated to such an extent that the government lacked funds to pay salaries to the staff. He also referred to the non-payment of salaries for the last several months to the teachers of the government aided private colleges in the absence of release of grant to these colleges.

He called upon the government with withdraw this move or be prepared to face the ire of the people. He said in case the Badal government could not improve the life of the people, it should not at least put extra burden on them.

Chandigarh, December 20, 2014: The youth of the state are being provided vocational training with modern tools in various institutions to instill in them latest skills as per requirements of industry.
Disclosing this, a spokesperson of the Government said that the youth of the state are being equipped with the latest skills with assistance of Tata Motors in the trades of Motor Mechanic, Refrigeration and AC, Electrician, Welder, Automotive Driver (Heavy and Light Vehicles) and Diesel Mechanic. During the year 2013-14 training has been provided to 100 persons in above said trades by the institute. In year 2014-15 training has been provided to 74 youth in the above disciplines.
The spokesperson further elaborated that the Construction Skill Development Centre has been established with the assistance of Larsen & Tubro Company at village Abul Khurana in Lambi block of District- Muktsar. Training in trades of Masson, Barbender, Carpenter, Plumber, Welder and Electrician is provided at this centre. During the year 2014-15, 74 persons were given training in above said trades while in the year 2013-14 training was provided to 80 persons.
According to the spokesperson, Security Services related training courses in collaboration with the Punjab Police Security Corporation Ltd. have been started at police training centres in jehan khelan, Hoshiarpur. During the year 2013-14 trained youth amounted to 1180 while 224 youth were given training in the year 2014-15.....

Giving a reference of the decision of Punjab Cabinet, Raj Kishore Kalra, an educationist said, now the newly recruited will get officers and officials will get only basic pay during the two years’ probation period whereas the permanent employees are also getting hundred percent allowance with the basic pay which makes their wages double. Apart from this, they also get various other allowances like doctors get 25 non-practicing allowance and fixed allowance of medical, house rent, mobile and CCA etc. Even Punjab Secretariat employees get a special allowance. Travelling allowance to field employees is also give. On other hand, engineers get a local training allowance.
With the present decision of the government, all the employees barring PCS Judicial services, will get only the basic pay during two years probation period. In other words, they will get only 40 percent of their wages.
Commenting on this decision, Kalra said, the various courts are giving their verdict for permanent recruitment and now it will be economic exploitation and discrimination of the new recruits by giving them the less wages to the newly recruited employees working in the same office with no change in nature of job. It looks that the government is passing through the financial crisis and the Cabinet has been compelled to take such decisions. With this decision, one cannot deny of increase of corruption in such circumstances.
Kalra said, the recent recruitment of about 1830 teachers will also get the fixed wages of Rs.6000 for a period of the three years which is injustice with the nation builders.
The educationist Kalra has demanded from the Punjab Government to stop the extension of two years on superannuation at the age of 58 years and newly recruited officials may be given full wages.

Badal (Bathinda): December 20: Two or three DCs of the state are likely to be shifted in the next couple of days as per reports. It is understood that Chief Secretary is reportedly not satisfied with the performance of the few of the Deputy Commissioners of the state. Both Chief Minister Parkash Singh Badal & Deputy Chief Minister Sukhbir Singh Badal who himself keeps eye on the performance of the DCs is said to have sought a report from the Chief Secretary few days ago.

It is worthwhile to mention here that Dy.CM Sukhbir Badal is reportedly personally monitoring the performance of the Deputy Commissioners particularly on the reforms related to governance. Last week he has summoned a DC of the neighbour district of Chandigarh and pulled up the officer in a matter related to illegal sand mining in the district. SSP of the district was also present on the occasion.

Five DCs are reportedly under the scanner for being slow on the governance reforms. Moreover some of the DCs have already enjoyed a considerable period as district head and some news faces are already waiting in the wings.So changes are expected after the assembly session ends.

Waiting in the wings from the 2006 batch are Malwinder Singh Jaggi, Manpreet Singh, Gurpreet Kaur Sapra, Ritu Aggarwal, A.P.S Virk and Dilraj Singh. They all are promoted from PCS. From 2007 batch only one officer Kanwal Preet Brar has been left whereas all others are serving as district heads. Bhupinder Singh of this batch has been recently posted as DC mansa but he could not join as he is away to Jharkhand on election duty.

Next in line will be 2008 batch which includes 6 IAS officers, Supreet Singh Gulati, Dr Adapa Karthik, Rupanjali Karthik, Neelima, Shri Amit Kumar and Dr Joram Beda who is away on deputation.

According to reports, the Chief Secretary reportedly himself is not happy with the performance of the few officers as they had failed to deliver & monitor the things in a meaningful manner and he has already briefed the CM and Dy CM in the matter. Transfers of the DCs are cleared by the Chief Minister. Most probably shifting may be done after the end of the ensuing assembly session to be started on December 22.

Two DCs have already been shifted few days ago, which included DC of Mansa which is part of the home constituency of the Punjab Chief Minister Parkash Singh Badal family. There were reports that the DC Mansa could not deliver and there was a wide gap between the administration and the people, even the local leadership of the ruling alliance was also annoyed for being ignored by the DC.

National Pension Scheme regulated by Govt. of India through Pension Fund Regulatory and Development Authority (PFRDA) with the objective to provide old age income security was introduced in the year 2004 and currently about 70 lac persons have become the members of the scheme with a total contribution of about 56000 Crores. However, the scheme has not been able to attract rural masses because of lack of proper awareness and absence of proper platform for opening the accounts and contributing funds. Giving details, Sh. K.S. Pannu, IAS, MD, Punjab Agro stated that the greying of population in Punjab is to impact the social and economic structure of the society. He stated that the annual growth rate of population in Punjab has declined from 1.85% in the previous decade to 1.30% in the decade ending 2011 as per the census data. The proportion of children in the total population has also declined by 2.40% in this period, whereas the average life expectancy in the last 10 years has increased by 8 years and currently this is about 75 years, which is in contrast with life expectancy of 55 years four decades back. Sh. Pannu stated that due to slowing of population growth rate and increase in longevity, the traditional family support system for older population is to face a severe social and economic strain, the symptoms of which are already visible in society. Therefore, there is dire need for old age economic security from regular income through the system of pension arising from contribution by a person during his young age in a pension fund regulated by Government.

Dr. G.S. Kalkat, Chairman, Punjab State Farmers Commission stated that there is a need to create awareness amongst rural population to contribute in the pension fund, so that regular income could be obtained when a person grows old. He stated that Agriculture Department and Punjab Agro shall work closely with UCO Bank to sensitize the people to open their pension accounts and deposit funds on half yearly basis, so that sufficient capital is generated to guarantee old age pension when a person turns 60 years of age.

Sh. V. K. Srivastava, GM, UCO Bank stated that any citizen in the age group of 18-60 years can enroll in NPS by opening an account in Tehsil level branches of UCO Bank where he will be given a Unique Permanent Retirement Account Number (PRAN). A person can contribute Rs. 6000/- and above annually in the fund which shall be invested by PFRDA resulting in creation of substantial corpus of money to ensure regular monthly income when a person turns 60 years. He stated that the pension fund shall be transferred to the nominee after his death.

He commanded the Faridkot State forces. He was interviewed at Singapore and selected for the IAS but chose to remain in the Army.
The greater part of his military service was spent in engineering works, including planning and design. He successfully executed two ambitious time-bound projects. One of these, the Amar Project, was construction of fifteen hundred houses within a period of six months in Ambala Cantt. At its peak this project employed three thousand skilled and ten thousand unskilled workers daily. The project was inaugurated by the then Prime Minister Pt Jawahar Lal Nehru.
Brig. Sandhu was awarded the Vishisht Seva Medal for this achievement. The second project, named the Bhandara Siding Project, was construction of a large explosive factory on a six thousand acre plot, comprising production units, labs magazines, housing estate, and railway siding and service. He retired from the Indian Army after 28 years of service as Zonal Chief Engineer, Delhi. Subsequently he served as Registrar of IIT Bombay and IIT Delhi, respectively. In association with senior architects he designed the building of Gurudwara Hemkunt Sahib. Situated at a height of fifteen thousand feet on the banks of a natural lake, the shrine is visited by thousands of devotees every year.
He was a founder, and current President, of the Corps of Engineers Veterans’ Association, Chandigarh.
He is survived by two sons and a daughter. His elder son is Director of the Institute for Cyber Security at the University of Texas in San Antonio. His younger son is Senior Consultant Psychiatry - working in Max Hospital, Chandigarh and Fortis Hospital, Ludhiana. His daughter retired as a Director in the Canadian Civil Service.
Bhog and antim ardas will be conducted at Gurudwara Sahib, Sector 19, Chandigarh on December 21, 2014 at 12 noon.

NAWANSHAHR, December 19 : To enforce Cigarettes and other Tobacco Products (COTPA) Act, 2003 in Shaheed Bhagat Singh Nagar district strictly, Deputy Commissioner Anindita Mitra has directed to set up three 'Flying Squads' at Sub Divison level each to accelerate the surveillance in every nook and corner of the district to nab the offenders red handed.

Disclosing this on Wednesday while presiding over, district level advocacy workshop on COTPA Act, she said that Punjab Government had instructed district administration to take severe punitive action against the offenders. For this, the district administrations have also been given mandate to book such offenders and take punitive action at the spot. Apart from that, under Food Safety and Standards Act, products like Gutkha and other eatable having ingredients of Nicotine/ Tobacco have also been banned in the state besides the use of Nicotine in chemical form like e-cigarettes has also been prohibited under Drug and Cosmetic Act, she added. She said that as many as 58 offenders slapped with a fine of Rs 2480, previous month by the designated challaning autorities, in the district.

She said that under section 4 of the COTPA, Act a person can be fined up to Rs. 200 for the crime and the owner of the institution can be fined adding up the total number of offenders in his establishment. Similarly under section 5 of the said Act advertising of the Tobacco product has been prohibited. She further said that for first such crime the offender can be sentenced to 2 years or a fine of Rs. 1000 and for committing the crime second time sentence of 5 years and fine of Rs 5000 can be slapped on the law broker. Similarly, under section 6 of the Act the sale of Tobacco product to the children under 18 years of age and within the 100 meter circumference of educational instructions is strictly prohibited and the offender can be slapped a fine of Rs. 200 for such crime. District Education Autorities have been directed to abide these instruction in principle.

Likewise, under section 7,8 & 9 of the Act the sale of Tobacco product without highlighting health advisory has been prohibited. Any person found flouting this norm can be sentenced of 2 years or a fine of Rs.5000 for committing crime for the first time similarly for the second time the sentence can be 5 years or fine of Rs. 10,000. She said for the wholesaler for committing this crime for the first time a sentence of 1 year or a fine of Rs. 1000 can be slapped whereas for committing the crime second time this sentence can be increased for 2 years or fine of Rs. 3000 can be slapped on him.

As many as 18 districts of the state including SBS Nagar, had already been declared Tobacco Smoke Free Zones relying on the findings of the PGIEMR’s Complied Study conducted on the use of Tobacco products in Punjab, adding that now it’s our prime duty to maintain the status of 'Tobacco Smoke Free District' by acting hard against the punitives, she said. She also directed to bind the Hotels, Restaurants, Dhabas, and all other commercial establishments under the provision of this COTPA Act.

Speaking with babushahi news on Friday, while inspecting the works done under IWMP in Saroya and Balachaur Blocks, Deputy Commissioner Anindita Mitra said that a total of 52 villages had been covered under the scheme where dvelopment works to the tune of Rs 66 lakh had been undertaken this year.

She exhorted the people of the Kandi Area to draw maximum benefit from the IWMP schemes, launched especially to stop soil erosion, conserve rain water and other natural resources. Besides it, to hone up their skills for self employment, special training was being provided to self help group of farmers and women for preparing pickles, jams and others food products. Addressing media persons today, the national chairman of Sangh Swami krishnand ji Maharaj (Bhoori Wale) today appealed the Punjab Chief Minister Mr Parkash Singh Badal to save the cows. He alleged that the promises CM parkash Singh Badl made towards safeguarding and conserving the cattle in Punjab have proven to be hollow. In last three years none of the promises have been fulfilled so on December 29, 2014, under the stewardship of Sant Samaj the representatives of 430 gaushalas and cow lovers would gherao the residence of CM Punjab.
He said that the Sangh has prepared a long list of demands wherein immediate action was required. These include closing down slaughterhouses, getting grazing land encroachment free, government donations to cattle pounds, arrangements of water and power in cattle pounds, cattle pound for abandoned cows, cow memorial, stopping misuse of green fodder, setting up Gau Sewa Commission, getting cows registered etc.
Swami Ji sad that Punjab was holy land of ten Gurus of Sikhs, sages, peer, faqir and hence there should not be any slaughter house running here. He demanded rigorous imprisonment for those found involved in killing or smuggling cows. Lacs of hectares of grazing land lies encroached upon, which should be freed and donated to cattle pounds. He also demanded free power and water supply to the cattle pounds and making the gaushala products VAT free. There are around 90000 abandoned cattle on Punjab’s roads that need a shelter.
Dwelling on the importance of cow’s milk he said that the dangerous A 1 milk came from foreign cows like jersey, hoston etc. A ban should be imposed on bringing these cows to India and their breeding program should not be propagated. The A2 milk yielding Sahiwal, Gir, Rathi, Tharpakar etc indigenous cows should be promoted. It is pertinent t mention here that the A2 milk protein is rich in helath preventing problems like diabetes, hypertension etc. he demanded strict action against people who abandon the non-productive cattle on roads and also demanded government registration of each cattle.....

Chandigarh, December 19, 2014 (Courtesy: HT): Even as the government apparently resorted to withdrawing his security to make Takht Damdama Sahib jathedar Balwant Singh Nandgarh fall in line for the amended Nanakshahi calendar, Giani Gurbachan Singh, jathedar of Sikhism’s highest temporal seat the Akal Takht, has announced to meet the Sant Samaj, a conglomerate of religious leaders, to discuss their demand to revert to the Bikrami calendar altogether.
“I will be meeting the Sant Samaj leaders including its chairman and Damdami Taksal chief Harnam Singh Dhuma on December 22,” he said, adding that he would take up Dhuma’s application for reverting to the Bikrami calendar for consideration. The application was submitted in December last year and had never been discussed till date. Asked about his views on the proposal, the jathedar said, “I feel that on whatever decision is taken the views of Canada-based scholar Pal Singh Purewal must be solicited as he had designed the Sikh (Nanakshahi) calendar (approved in 2003). So if a sub-committee is formed to up the Sant Samaj proposal, Purewal must be part of that.”
But he refused to comment on the withdrawal of security of Nandgarh, who is seen as the most vocal opponent of the move to amend the Nanakshahi calendar (as was done in 2010) or revert to the Bikrami calendar. Nandgarh had voiced his support of the original Nanakshahi calendar recently in Amritsar, being of the view that the original calendar is a symbol of separate identity of Sikhs.
He has termed the demand to revert to the Bikrami calendar as a conspiracy of the Rashtriya Swayamsevak Sangh (RSS).
Meanwhile, Shiromani Gurdwara Parbandhak Committee (SGPC) chief Avtar Singh Makkar too refused to comment on the withdrawal of security to Nandgarh. “It is the decision of the government. I cannot say anything,” he said.
Makkar denied that there was any move to seek resignation from Nandgarh or to remove him, and reiterated that the calendar issue was a matter under the preview of the Akal Takht.
Will pressure work?
By withdrawing his security, the state’s Shiromani Akali Dal-led government chose to send a clear message to Nandgarh that if he wished to keep his job he must lend his support to Dhuma’s demand.

The SAD controls the SGPC. Though Nandgarh won’t be present at the December 22 meeting but thereafter the Akal Takht jathedar would have to call a meeting of the clergy, including Nandgarh, to take up the viewpoints of the Sant Samaj. A couple of SGPC members told HT on the condition of anonymity that going by his past record Nandgarh was not likely to oblige the government on the calendar issue. Neither do the SGPC members expect him to quit.
This leaves the government with just one option: to ask the SGPC to sack him, a power which is only vested in its executive. “The process of sacking is long, as the SGPC executive will first have to hold a meeting, the jathedar will have to be suspended and served a showcause notice elaborating the charges against him; if he replies within the period specified, the executive will discuss the reply and then decide to dismiss him,” said former SGPC secretary Manjit Singh Calcutta.
When the SGPC wanted to remove the then Akal Takht jathedar Joginder Singh Vedanti in 2008, two members were sent to seek his resignation on health grounds. However, such grounds cannot be prepared for Nandgarh, as he remains fighting fit. Corruption charges aren’t likely to work either as Nandgarh is considered upright.
Dal Khalsa lambasts govt
Radical Sikh group Dal Khalsa, while opposing any reversion to the Bikrami calendar, claimed that the Nanaksar sect (part of Sant Samaj) was pressing the ruling Badal family to take such a decision.
Dal president HS Dhami issued a statement that the Sant Samaj had pressed the Badals in 2010 too and succeeded in “mixing Nanakshahi with Bikrami through amendments”.

New Delhi, December 19, 2014: Finance Minister Arun Jaitley today introduced a Constitution Amendment Bill to enable the introduction of Goods and Services Tax (GST) Bill in the Lok Sabha. Moving the Constitution (One Hundred and Twenty Second Amendment) Bill, 2014, Mr Jaitley said, adequate safeguards have been taken in the Bill to maintain the rights of states on taxes. He assured that the proposed Goods and Services Tax Bill will provide more than adequate protection to the states. Stating that it will be a win-win situation for both the states and the Centre, the Finance Minister said no state is going to be a loser as their losses will be compensated initially for three years, which may be extended to five years. The GST bill will cover all goods and services, except alcoholic liquor for human consumption. Petroleum products will remain outside the purview of the bill till it is notified by the Goods and Services Tax Council.
Earlier, replying to a discussion on Appropriation Bill in the Rajya Sabha, the Minister said, the Constitution Amendment Bill on GST will be passed in the Budget Session. Responding to queries by members, the Finance Minister said, he had held many rounds of consultations with state finance ministers on GST and their suggestions have been taken care of. On bringing down the expenditure, the Finance Minister said the government is following a balancing act to rationalize it. To a specific question on the devaluation of the rupee, Mr. Jaitley said the Indian currency is doing much better compared to other trading countries. He said the rupee witnessed volatility in the last few days, but there is no serious crisis. Justifying the hike in excise duty on petroleum products, Mr Jaitley said there is no question of profiteering as the money accrued from the duty will go to social sector schemes. Later, the Upper House returned the Appropriation bill by voice vote and with this the bill got the approval of Parliament. The Lok Sabha had passed the bill last week.....

New Delhi, December 19, 2014 (Courtesy: HT): The office of the chief electoral officer (CEO), Punjab, on Thursday informed the Punjab and Haryana high court that no discrepancies were found in the documents submitted by Anil Joshi, Punjab minister for local bodies and medical education and research, at the time of the electoral process for the 2012 assembly elections.
In an affidavit, the CEO’s office stated that at the time of the elections, Joshi was a voter at only one place in Amritsar North assembly constituency and it had not got any complaint against him during the poll process.
The CEO’s office also denied the petitioner’s allegation that his petition got delayed by more than six months due to non-completion of inquiry proceedings. It submitted that the poll result was declared on March 3, 2012, and the petitioner made a complaint in November that year, more than six months after the expiry date of the stipulated time to file election petitions.
About the double entry in the electoral rolls of 2006 to 2008, the CEO’s office submitted that the matter was sub judice.
It has asked the HC to dismiss the petition and put the cost on the petitioner, keeping in view the facts submitted in its affidavit.
Meanwhile, Joshi’s counsel sought time to file a reply, which was agreed to by the court. The latter posted the matter for further hearing for January 19.
Amritsar lawyer Vineet Mahajan had approached the court seeking Joshi’s disqualification on the grounds that the latter was not a voter on any electoral list in Punjab at the time of the assembly elections. The petitioner had submitted that this fact disqualified Joshi under Article 173 (c) read with Section 5(c) of the Representation of the People Act, 1951, from holding a seat in the assembly. Mahajan had lodged a first information report (FIR) against Joshi in Amritsar, saying that the minister was behind a murderous assault on him on May 10. Mahajan and his lawyer friend Sandeep Gorsi had accused Joshi of time and again attacking them for exposing the “fraud and forgery” in the dual vote case. ....

Ferozepur, December 19 : For the last 18 months, the grant to private aided colleges in Punjab have not been released and the teachers in protest boycott the exams on Friday.

On a call from Joint Action Committee on December 15, today held a gate rally by the staff of RSD College with the result the further examinations have been cancelled by the Punjab University.

Chandigarh, December 19, 2014: In a move aimed at imparting quality Higher Education to the students, the Punjab Government today released a grant of Rs 52.09 crore for the 110 Private Aided Colleges of the state.
Divulging the details, the Higher Education Minister of Punjab Mr. Surjit Singh Rakhra said that a decision to this effect was taken by the government here today. He said that the grant worth Rs 52.09 crore has been issued to the colleges for the third quarter of fiscal year 2013-14. Mr. Rakhra said that imparting quality education to the students was the top priority of the state government and no stone would be left unturned for this cause.
Listing the all out efforts made by the state government, Mr. Rakhra said that under the visionary and farsighted leadership of Chief Minister Mr. Parkash Singh Badal, Punjab has today emerged as frontrunner state in the field of Education. He said that apart from focusing on opening new colleges across the state emphasis was also being laid for upgrading the existing infra structure in the Colleges in every nook and corner of Punjab. Likewise, he said that new courses were being offered to the students in the colleges so as to enable them to compete with their peers across the globe.

When asked about the possibility of Ferozepur-Patti Rail link, the GM said that though the survey to connect two important border towns (Amritsar and Ferozepur via Patti) have been conducted, it is not possible right now due to dearth of funds and manpower.

He categorically said, normally the rail budge of Rs.4-5 lac crores while the funds made available are only to the tune of Rs.40-45000 crores.

While answering the queries of the Media persons, the GM said that normally the trains announced in the previous budget are put on tracks within the next financial year. Similarly, the Ferozepur-Chandigarh Express Train which was sanctioned in the NDA’s first railway budget, shall start running between the city beautiful and this border town within this financial year.

Regarding the timings of the train, he said, the local NGOs can give their representation to the local DRM.

The GM also met the leaders of Youth Congress and National Students Union of India (NSUI) who were holding an agitation for almost two months for the commencement of this train. The GM assured Gurbhjej Tibbi and other leaders of Youth Congress that the train shall be started very soon.
The GM said that more facilities will be provided to the railway passengers in the incoming days. When asked about the bifurcation of the Ferozepur Railway Division he said that it is a lengthy process and it will take some time.

Naresh Chander Goyal, Divisional Railway Manager, said that very soon extra coaches shall be provided in the DMU of Ferozepur-Fazilka.

Gurbhej Tibbi, General Secretary, Youth Congress Ferozepur after submitting a memorandum to GM N.Rly. said that in view of assurance from GM, we are withdrawing the agitation for the time being and in case the commencing of train is further delayed, the agitation will be intensified. However, he thanked all the local citizens and NGOs for their support during the agitation.

Chandigarh, December 19, 2014: The Shiromani Akali Dal (SAD) today said former BJP MP Navjot Sidhu should explain why he committed wanton religious sacrilege to the Sikh community rather than trying to politicize the sensitive matter by holding the SAD leadership responsible for the spontaneous anger displayed against him by the Sikh community in Jammu recently.
“Members of the Sikh community in Jammu have repeatedly protested against Mr Navjot Sidhu and demanded that he seek forgiveness from the community for distorting the ‘gurbani’. Instead of replying to this issue Mr Sidhu is politicizing a strictly religious issue”, SAD general secretary Maheshinder Singh Grewal said in a statement here.
Advising the BJP leader not to behave in such a shameful manner and try to face the truth, the akali leader said “the truth is that you have committed sacrilege against both the Gurus and their ‘bani’. Instead of facing up to this and coming out with an unconditional apology to repent your actions you are trying to give a political colour to the entire incident”, Mr Grewal added.
Stating that Mr Sidhu had been behaving like a maverick since the last few months, the SAD leader said first Sidhu boycotted his own party when its senior leadership did not give him the party nomination from Amritsar and chose senior BJP leader Arun Jaitely in his place. “Mr Sidhu refused to campaign for Mr Jaitely whom he had earlier described as his political guru. He even gave a green signal to his relatives to help Mr Jaitely’s opponent – Capt Amarinder Singh of the Congress out of sheer frustration”.
Mr Maheshinder Grewal said Navjot Sidhu’s recent outbursts were also indicative of this frustration. “Sidhu is frustrated that contrary to his claims, the BJP high command has made it clear that SAD-BJP ties are strong and there to stay. Mr Sidhu has also been recently removed from the organizational structure of the BJP in which he earlier occupied the post of general secretary. It is because of this that the former mp is resorting to cheap tamashas”, he said adding “it is better you now resign from the BJP and confront the SAD head on to test your popularity rather than playing a proxy war on behalf of the Congress party”.
The akali leader said as far as the issue of sacrilege was concerned; sometimes this could happen out of a genuine mistake also. “All wise men are prone to correction and do correct themselves when their mistakes are pointed out to them by their community elders. However the manner in which Mr Sidhu is behaving despite being clearly in the wrong for distorting the religious hyms of the Guru Granth Sahib points to a wider conspiracy. If this is so Mr Sidhu is playing with fire as peace has been won in Punjab after a long struggle”.
Advising the former BJP mp to not take the path of confrontation with his own religion, the SAD leader advised Mr Sidhu to atone for his mistakes. “You should not allow your ego to get the better of you”, he said adding “the guru is all forgiving. All you have to do is approach him as a humble Sikh”. ....

Chandigarh, December 19, 2014: Taking a major stride towards National Horticulture Mission, Punjab has decided to set up two more citric estates of “Litchi” and “Pear” with the technical assistance from Italy besides setting up a the unit to produce high quality virus free potato seed with world class aeroponic technique.
Disclosing this here today after being appointed as Director Horticulture, Dr. Gurkawal Singh, who has set the world record in per hectare production of Kinnows in 2001, said that Punjab horticulture department has chalked out a comprehensive plan to develop litchi estate at Pathankot and Pear estate at Amritsar in collaboration with technical experts from Italy. He said that 15 member farmer societies would run these estates and department would provide mini tractors and other equipments to these societies.
Mr. Singh further added that horticulture department has also setup potato seed plant at Dhogri with aeroponic technique near Jalandhar in collaboration with Holland in which seed would be free from 16 kinds of viruses. Explaining about the new technique he said that the seed would be produced in air instead of soil by making Mini-tuber, which would be further germinated and hardened in net house. The sowing of disease free potato has been completed and it would give results in 6 months.
He said that the main purpose of setting up these citric estates was to harness the potential of the area specific crops to reduce the area under cultivation of paddy and wheat, as this rotation was posing a major threat to the fertility of land in our agri-based state. Dr Gurkanwal, who was instrumental in the establishment of 5 citric estates of kinnow at Abohar, Badal, Bhunga , Hosiarpur and Tahliwala Jattan disclosed that he himself got trained from Israel in 1998. He avers that the need of the hour is to make agriculture in Punjab more healthier, profitable and globally competitive. He said that horticulture department has been identifying the adjoining area of Ludhiana for floriculture centre as it was not only suited for flower production but also had huge marketing potential besides required connectivity both through land and rail routes.
He said that a special drive would be started from new year to engage more and more youth in bee keeping as this sector has also a big potential in Punjab for landless and unemployed youth. Under national horticulture mission, Punjab would also provide subsidy, training and technical assistance to interested youths in this regard, he added.

Jalandhar, December 19, 2014: Teaching and non teaching employees of Lyallpur Khalsa College today(Friday) registered their protest against the anti-higher education policies of Punjab Government in a protest rally organised in front of the college.
Addressing the gathering, the president of the College unit of Punjab and Chandigarh College Teachers Union, Manohar Singh said that the rally was being organised against the anti education policies of government, such as ban imposed on filling of grant in aid posts since 2004, salary grant pending from last 18 months, non payment of gratuity to teaching staff, and non payment of house rent, revised medical allowance and revised pay scales since 1-12-11 for non teaching employees.
On the occasion the college Principal GS Samra said that higher education in Punjab was suffering heavily due to policies of Government, and added that colleges and their employees were facing financial crisis due to the non payment of grants. He demanded government to pay heed to these just demands of teachers.

Chandigarh, December 19, 2014: The Punjab government has directed the Drugs Regulators of the state to ensure the implementation of Prohibition of Objectionable Advertisement Act and initiate a special campaign to weed-out any objectionable advertisement with respect to misleading claims of the drugs displayed on prominent public places.
This was stated here today by Mr. Hussan Lal Secretary Health cum Commissioner, Food & Drugs Administration while presiding over meeting of State Drugs Advisory Committee.
Directing the officers to make sure that no objectionable material is highlighted in either the print media or electronic media through advertisements or any promotional messages. He has sought forceful implementation of the Drugs & Magic Remedies (Prohibition of Objectionable Advertisement) Act in the state. The Drugs Regulatory Officers were also directed to launch the mass campaign with immediate effect and to show their progress report till 31-12-2014, to effectively deal with the violators.
Tightening the grip on the chemists indulged in trading habit forming drugs, Mr. Hussan Lal said that no leniency in this matter would be tolerated by the Government. The Drugs Inspectors were asked to fast track the checking of the chemists to ensure that no person shall indulge in unethical trade of habit forming drugs and further to ensure attendance of registered pharmacist on the retail sale shops. He also directed the drug Inspectors to verify the compliance of cold chain maintenance in the supply chain of thermolabile drugs. Whosoever found not maintaining the cold chain; such licensees’ shall not be allowed to stock such drugs under the currency of their licences and shall be de-barred to stock such drugs.
Mr. Hussan Lal further said that the Zonal Licensing Authorities have been asked to initiate strict action against the retail sale chemists where the pharmacist remains absent. The condition of pre-inspection for renewal of retail sale & wholesale licences was waved-off and such renewal will be made on the basis of self appraisal / self declaration made by the applicant with respect to contraventions of last 5 years does not stand in his credit, he said.
The renewal of retail sale and wholesale licences shall be made within in period of one month from the date of application made by the licencee. The Zonal Licensing Authorities and Drugs Inspectors were directed to implement the provisions of Schedule H-1 strictly and to act in cases of non compliance.....

Chandigarh December 19, 2014: The Health and Family Welfare Minister Surjit Kumar Jayani emphasized on the need to launch more organized campaign on health and hygiene with special emphasis on oral health care.
Stating this here today while inaugurating the 11th Reorientation Training Program of PCMS dental doctors and dental hygienists, Mr. Jayani called upon the PCMS dental doctors to ensure adequate dental health and hygiene to the people of Punjab. He said that children, who were more prone to the dental ailments due to unhealthy eating habits, need to be taught at length about the oral hygiene. . He told that we need to create awareness amongst the public through the dental awareness CD which was released to the district dental health officers
The Minister also said that the state of Punjab would be the first ever state in the country to have introduced the treatment of jaw dysfunction and pain management through chiropractic practice. Addressing as many as 320 dental doctors and dental Hygienists during the inaugural session of the training programme, the Minister said that the health department has been regularly imparting training to the in service dental doctors . He said that in about 14 such training programmes as many as 282 in service doctors have been trained so far. As many as 2 Dental hygiene workshops and 16 district level training programmes have been organized in the state on dental implants. In service 127 PCMS dental surgeons have also been trained for placing dental implants.
Sharing their views on the occasion, Dr Andria Hoda and Dr Prathap Addageethala, chiropractors from Canada said that they would extend their expertise to the young dental surgeons in on the latest technical knowhow in the field of jaw dysfunction. Speakers delivered lectures on various fields of dentistry which would enhance the knowledge of dentists ultimately benefitting the services being provided to the public of Punjab state.

It’s worth mentioning that Mr. Amit Sachdeva is a regular blood donor and he has donated blood for more than 79 times. Chandigarh/Barnala, December 19, 2014: With a view to promote sports culture in the state, Deputy Chief Minister Mr Sukhbir Singh Badal today put forward an offer to the players that Punjab government would provide government jobs to those sportspersons who excel in sports on international level.
The Deputy Chief Minister, who was the chief guest of fifth Kabaddi World Cup 2014 matches held here on Friday, said that state government would be amending its sports policy in the next cabinet meeting to provide jobs to sportspersons. He declared that traditional martial art Gatka would also become an affiliated sport in the next cabinet meeting.
Mr Badal also promised the Barnala residents that an ultra modern and much bigger stadium having all facilities would be constructed in the city by spending Rs 4 crore by next year. While addressing the audience, Deputy Chief Minister said that SAD-BJP government was working on an aggressive campaign to produce maximum number of trained sportspersons and to have more Punjabi players in the Indian contingent for coming Olympics.
The Deputy Chief Minister also said that the day was not far away when Kabbadi would also be included in Olympics as the state government were making persistent efforts in this regard. Likewise, he said that the state government was also duty bound to preserve the rich legacy of Hockey, besides other national sports.
He said that successful organisation of 4 editions of World Cup Kabbadi has encouraged the organisation of World Kabbadi leagues at national and international level which increased its fans and followers across the boundaries. Adding he said that it could easily be judged from the fact that Kabbadi teams from countries like Sweden and Azerbaijan were participating in this event for the first time. He expressed confidence that 5th World Cup Kabbadi would put this game to another higher orbit of glory and Punjab would realise its endeavour to include Kabbadi in Olympics.
Mr Badal said that for the first time this event is being held in the rural stadia’s so as to popularize this mother game of Punjab in every nook and corner of the state. Punjabi singer Pammi Bai enthralled the audience with his choicest numbers.
