Ferozepur(M.S.Wala) March 1: Border Security Force personnel have successfully seized 04 packets of contraband suspected to be Heroin on Punjab border on 02nd March 2015 in the area of responsibility of Border out Post New Mohamdiwala, Ex-105 Bn BSF, Ferozepur Sector.

Keeping in view the vulnerability of Border from smuggling point of view especially in view of wheat crops and adverse weather conditions which give cover to these Anti-National Elements, Shri Anil Paliwal, IPS, Inspector General BSF Punjab Frontier has issued operational guidelines to further strengthen border domination so as to effectively check the menace of narcotics smuggling and activities of Anti National Elements on Punjab border with Pakistan.

Accordingly, Sh R K Thapa, DIG Sector BSF Ferozepur ensures implementation along with Field Commanders to maintain extra vigil on border to thwart the attempts of smugglers/Anti-National Elements. Tactical operations are being mounted to foil the attempts of the smugglers during this season.


The troops were on high alert as intelligence inputs were received regarding threat of smuggling from the area of Border Out Post New Mohamdiwala, Ex-105 Bn BSF, Ferozepur Sector, said Thapa.

He further stated that on 02nd March 2015, a special search operation was carried out by the BSF troops of Border Out Post New Mohamdiwala, Ex-105 Bn BSF, Sector Ferozepur from 1145 hrs to 1430 hrs in the area ahead of Border Security Fence. During the search operation, BSF party recovered 04 packets of contraband suspected to be heroin approximately 150 meters from International Boundary inside own territory.

The enhanced vigil of BSF troops has once again thwarted the attempt of smugglers/ Anti-National Elements to smuggle contraband items into India. In continuing with its drive against heightened activities of smugglers/Anti-National Elements, BSF has affected huge recoveries on Punjab Border during the year 2015 of heroin, FICN, Weapons, Magazines, Ammunition, SIM cards besides apprehending of Pak border crosser, interdiction of Pakistani intruder including Indian apprehending of Indian border crosser.
Even during the year 2014, BSF had affected huge seizures and apprehensions on Punjab border with Pakistan.

New Delhi, March 2, 2015: The Minister of Railways Suresh Prabhakar Prabhu launched a ‘Customer Complaint Web Portal and Mobile Application’ (android/windows based mobile App), at a function here today. Speaking on the occasion the Railway Minister said that this ‘Customer Complaint-cum-Suggestion’ portal and mobile App which can be freely downloaded, will be very useful as one can track the status of the complaints which he or she registered on this portal with the help of mobile App. He said that Railways welcome suggestions from the people to further improve the passenger services and valuable suggestions on this newly launched portal can be incorporated in all possible ways, if found suitable. He appreciated the efforts made by Railway officials and thanked them for implementing this new customer friendly initiative in a very short time, just three days after the announcement of the same in the Railway Budget 2015-16.
The passengers who want to complain or make any suggestions may download the mobile App from the URL www.coms.indianrailways.gov.in. The passengers can also file their complaints and suggestions on the web page www.coms.indianrailways.gov.in . The passengers can also SMS their complaints on mobile number +91-9717630982.
Also present on the occasion were, Chairman, Railway Board, Shri A.K.Mital, Board Members and other senior officials of the Indian Railways.

The Complaint Management System (COMS) portal consists of the following applications:-
• A mobile app based complaints and suggestions application (currently on the android platform).
• A web based complaints and suggestions application on URL www.coms.indianrailways.gov.in.
• A SMS based complaints and suggestions application on the number +91-9717630982.
• A link to Centralised Public Grievance Redress and Monitoring System (CPGRAMS) will also be provided.

Mobile Apps

• Indian Railways are launching the first mobile phone App for registering passenger complaints
• The first Mobile App is on the Android platform
• The Mobile application has been implemented using Android 2.3.3 (and above) platform and would be made available for Windows Phone 8.1 (and above).
• The Mobile App uses the latest technology namely HTML5, JavaScript, CSS3.1
• The Mobile App can be downloaded from Google Play Store.
• A fast and user friendly structured interface has been provided to register complaints on mobile phones.
• Complaints will be provided with a unique complaint ID number.
• Complainants can use the unique ID number to track progress of complaints.
• The complaint will be auto assigned to the concerned railway functionary for redressal.
• Validations for station name, train number and PNR number have been built into the application for user convenience.
• The complaints will be stored in the database
• Detailed MIS reports with various zone wise, division wise, type wise, filters will enable effective monitoring at the administrative end.
• The Mobile App is linked to the Complaint Management portal of Indian Railways, where complaints can be registered through Web (www.coms.indianrailways.gov.in) and SMS (+91-9717630982).


Web based Complaint Management Application:

• Passengers can also register complaints through the Web. The complainants will be assigned unique ID number with which they can track the progress of complaints.

• The complaint will be auto assigned to the concerned railway functionary for redressal.

• Detailed MIS reports with various zone wise, division wise, type wise, filters will enable effective monitoring at the administrative end.

• This Customer Complaint Portal will also be available in Hindi and other regional languages.

SMS based Complaint Management Application:-

New Delhi, March 2, 2015: ‘Go-India’ smart card scheme has been launched on pilot basis on two sectors i.e. New Delhi-Mumbai and New Delhi-Howrah. At present, the Go-India smart card enables passengers to pay for reserved and unreserved tickets. The smart card can be used at nominated Unreserved Ticketing System (UTS)/Passenger Reservation System (PRS) counters and at Automatic Ticket Vending Machines (ATVMs) on these two sectors for issuing tickets. The salient features of the Go-India smart card are as under:
• Initially, the card can be get issued by paying minimum Rs.70/- where passenger will get Rs.20/- balance. After that, card can be recharged for Rs.20/- or in multiple of Rs.50/- upto Rs. 5000/-.
• Maximum limit on Go-India smart card is Rs.10,000/-.
• Go-India smart card has life time validity. In case of no usage in six months from the date of last transaction, smart card will be temporarily deactivated which can be activated again by paying Rs.50/- as activation fee.
The scheme is intended to reduce the transaction time at the booking counters for the convenience of passengers as it facilitates cashless transaction.

New Delhi, March 2, 2015: Presently, there is no proposal to privatize airports in the country. However, based on the recommendations of Task Force on Financing Plan for Airports during 12th Five Year Plan period, set up by erstwhile Planning Commission, Government of India has initiated the process for undertaking operation, management and development of Chennai, Kolkata, Ahmedabad and Jaipur airports through Public Private Partnership (PPP). Airports Authority of India (AAI) has issued Request for Qualification documents on December 30, last year. The Government has asked AAI management to evolve a mechanism for protection of the interests of the employees deployed at the above four airports.
In order to improve efficiency and transparency, the Ministry of Civil Aviation has framed a draft Civil Aviation Policy which provides, inter-alia, listing of AAI and Pawan Hans Helicopter Ltd. in the Stock Exchanges.
This information was given by Minister of State for Civil Aviation, Dr. Mahesh Sharma in a written reply in Lok Sabha today.

Chandigarh, March 2, 2015: Determined to put Haryana’s derailed economy back on the track, boost the lagging revenue generation and to usher in balanced development of all parts of the state, the Haryana Government has come out with a White Paper.
Besides seeking to present to the people the financial strengths and weaknesses of the economy with focus on the period between 2004-05 and 2013-14, the White Paper seeks to diagnose the areas where course correction by way of policy intervention is required to put the economy on a fast growth trajectory.
Unfolding the broad contents of the White Paper at a press conference here today, the Chief Minister, Mr Manohar Lal, invited suggestions from economists, financial experts, academics and political parties on how to shore up revenue, accelerate economic growth, create more jobs and to improve the lot of the people particularly of the poor and farmers.
The Chief Minister clarified that the aim of the White Paper is not to criticize the previous government but to let the hardworking people of Haryana know the correct picture about the economic realities and state of finances of the government. Noting that “we inherited a shattered
economy and near-empty coffers” he said that - “I had promised to bring out a White Paper to benchmark the status of the state finances before the Budget session of the state Assembly, and I have kept my word. The White Paper presents the factual status of various aspects of finances and related growth data over the 10-year period between 2004-05 and 2013-14”.
Referring to the slow growth in the primary sector during the last ten years, he said that urgent steps were needed to promote diversification of agriculture; improve productivity of the workforce engaged in farms given the large number of families dependent on agriculture, animal husbandry, horticulture and other allied activities.
The White Paper also reveals that the situation is not any the better in the secondary (industrial) sector which is also on the decline. “We need to take immediate measures to arrest this decline and improve the contribution of manufacturing to the State’s Gross Domestic Product (GSDP) which has fallen in the past decade. Haryana must leverage its locational advantage to give fresh impetus to the lagging industrial sector”,
Mr Manohar Lal said.
Pronounced regional disparities that had come to dot the canvas of the state in the past decade require focused attention. The skewed distribution of state resources between 2004-05 and 2013-14 calls for a
course correction and a paradigm shift in the allocation of resources to make the growth and development of the state balanced. Regional disparities in development call for stepped up public expenditure on infrastructure creation and skilling of our youth. The poor health of state finances resulting from resort to populism merits replacement by a long-term vision based on the principles of sound economics, the Chief Minister said.
What dogs the path of the state to development is the lack of buoyancy in state tax and non-tax revenue which restricts resource mobilization and increases dependence on government borrowings and
state’s share in Central Government revenue, a malady that needs to be rectified.
The Chief Minister said that the state government faced the challenge of optimally leveraging resources through better governance. He said he would work on developing consensus across political and social spectrum in accomplishing the task of putting the economy back
on track.
The White Paper brings out the trends in macro-economic indicators, the trends in budgetary receipts and expenditure besides providing in some cases an overview of the distribution of expenditure. The
ten-year trends in growth of tax revenue, non-tax revenue, revenue collection as well as areas of shortfall and slow growth in receipts have also been analysed.....

Additional Chief Metropolitan Magistrate Gaurav Rao framed defamation charges against Tytler, hearing a plaintiff filed by Phoolka.
Phoolka had filed the complaint in 2006, alleging that the Congress leader had made derogatory remarks about him in a news programme aired Sep 7, 2004.
Tytler pleaded not guilty and claimed trial. The court listed the matter for May 2 to record evidence in the case.

In his representation dated 25th December, 2014, Advocate H C Arora had requested the Union Communication Ministry that a commemorative postage stamp be issued during the year 2015-in the honour of 11 martyrs of Gadar Lehal, including the tallest martyr amongst them, Kartar Singh Sarabha, who sacrificed their lives for securing independence for our Country, on various dates in the year 1915, as under:-

Advocate Arora received a letter from the Assistant Director General (Philately), Government of India, Ministry of Communications and Information Technology. Department of Posts , (Philately Section), to send his proposal on prescribed performa. On downloading and reading performa and accompanying guidelines, Arora found to his shock and dismay, that in order that his proposal be considered , he has to undertake to purchase atleast one lakh commemorative postage stamps, which he has asked the Ministry to issue. He has also to submit proposal two years in advance of the event on which he would desire the Government to issue a commemorative postal stamp.
Advocate Arora thereupon sent another representation dated 18th February, 2015 to the Union Communication Ministry requesting that the proposal submitted by him be considered in public interest, and on merit, as martyrs belong to the entire Nation, and to relax all pre-conditions of purchasing 1 lakh postal commemorative stamps, or submitting proposal two years in advance. He did not receive any reply so far.
Today, in the PIL filed by him, the Division Bench of the HC directed the Union Communication Ministry to look into both the above said representations submitted by the petitioner.....

The Director and Head, Department of Orthopedics and Joint Replacement Fortis Hospital, Dr Harsimran Singh will now teach this new technique to the Europeon surgeons where at the Aesculap Academy he has been invited to join in as the faculty member.
Dr Harsimran has been conferred international honor by Bbraun’s Dr Med Hartmerth Kiefer, Director of Clinic for Traumatology and Orthopedic Surgery Lukas-Hospital Bunder Germany and Mrs Barbara Giese, Director Operational Marketing Orthopedics.
Dr Harsimran who has been conferred this international honor for the new Modified Measured Resection Technique using Computer navigation technique, has conducted 4000 procedures using this technique. He also holds the distinction of performing over 7000 Computer Navigated knee replacements, which is the highest number for any surgeon in India.
Explaining his technique, Dr Singh said that the currently popular technique of computer navigation, called “Gap Balancing”, which provides accurate alignment and soft tissue balancing when the knee deformity is not very severe, was proving to be technically difficult and time consuming for the kind of patient anatomy that Indian surgeons come across.
“Most of the patients report in India very late, when the knees have become severely deformed. A good proportion of our patients also have small fragments of bone (osteophytes) broken off which make Gap Balancing technique difficult to perform,” he said.
With the new technique of Modified Measured Resection, Dr Harsimran has solved both the above problems easily. The average time of surgery in Dr Harsimran’s technique is 25-30 min as against 50-60 minutes in the old technique. In addition, the amount of tissue dissection required is also less, which translates into faster, painless recovery and better range of motion for the patients.
Dr Med Hartmerth Kiefer from Germany added that the technique of Modified Measured Resection would prove highly beneficial to the Indian surgeons and patients. He explained further that Dr Harsimran has developed a simple formula for deciding the amount of bone cuts needed using the data given by computer software along with the amount of deformity and posterior osteophytes. He invited Dr Harsimran to join as faculty in the Aesculap Academy to provide training to the surgeons in Europe about this technique.....

At the onset, the Chairperson of Punjab Governance Reforms Commission (PGRC), Dr. Pramod Kumar elaborated that there is an urgent need to reform the governance processes to meet the deficits of trust, dignity, productivity and citizen engagement. After six decades of Independence there is mistrust between the citizens and the state. Even to procure ration card, electricity, sewerage, water connection, birth and death certificates, admission to educational institutions – affidavit by the gazetted officer, public notary or Magistrate is to be given. Government of Punjab decided to do away with the filling of affidavits in 2010 except in cases it is mandatory by law. It was also observed that the citizens value their dignity over and above efficiency. These were the views expressed during the interaction between the members of the Punjab Governance Reforms Commission and senior officials of Punjab and Haryana Government organized by Punjab Governance Reforms Commission.

An institutionalized system of governance has been evolved to engage people with the system in a productive manner and provide conducive conditions to nurture people’s capacity to be productive and their ability to exercise some degree of control over their lives. The main thrust of governance model developed is to change the exchange between the citizens and the public functionaries from patron-client or Ria Mai Baap to public servants–citizen partnership. The Punjab Right to Services Act, 2011 was introduced to make Citizens’ interactions with the Government dignified with their claims to be considered as a matter of right. It is direct empowerment of the citizens; and shall help to reduce corruption and check harassment of the citizens. Under this Act Suo Motto notice of complaints can be taken and action against the corrupt functionaries can be recommended for departmental action.

The unified civic delivery of services model was also presented in which it was mentioned that 2,174 Sewa Kendras will open both in urban and rural areas. These centres are unique as they will break the urban-rural differences and give equitable access to services and would put in place unified complaint redressal system rather than multiple complaint redressal centres. A detailed presentation was also made on engaged governance through community-policing system by DGP S.K. Sharma.

The main thrust of simplification of procedure Chairperson of PGRC mentioned is to strengthen internal controls rather than multiplying external oversights and incentives compatible procedural changes. It has also evolved and brought disaggregate delivery mechanisms and discretion reduction procedural changes. The proforma for getting services have been made user-friendly and a checklist of documents for availing the services has been prepared.

D.S. Dhesi, Chief Secretary, Haryana concluded by observing that it is perhaps for the first time that both states are sharing good practices. Chairperson of PGRC Dr. Pramod Kumar hoped that these interactions should become more frequent.

Chandigarh, March 2, 2015: In order to promote organic farming in a systematic manner, the Punjab Chief Minister Mr. Parkash Singh Badal today announced to set up ‘Organic Farming Board’ in the state.

But at the same time, he said that it was obligatory on the part of national as well as regional organizations working for this cause to come forward to demonstrate the concept of organic farming on the farms at village level so as to woo the farmers, who were now engaged in commercial farming at the larger risk of health of human beings and even of soil. Mr. Badal pointed out that the Punjabi farmer was quiet resilient and never hesitated to follow new practices of farming provided he was assured of profitability, marketability and sustainability of his produce. “Here comes the crucial role of activists, scientists and progressive farmers committed to the cause of Organic farming to prevail upon our farmers to shift from inorganic farming to organic one” he added.
The Chief Minister apprised the gathering that the state government was taking path breaking initiatives to popularize organic farming through its nodal agency Punjab Agro and till date nearly 1000 farmers have been registered as certified organic farmers who were undertaking organic farming over 550 acres across the state. He reiterated his firm commitment to promote organic farming in a big way for which Punjab Agro would register 1000 farmers every year to make it a mass movement for saving the mankind from the ill effects of reckless use of pesticides, insecticides and chemicals fertilizers. Mr. Badal also announced to allot Panchayati land for setting up of organic farms in every block of the state, which would be instrumental in motivating the farmers to take up organic farming. He also announced to allocate shops in the cities and towns for selling fruits and vegetables produced organically besides selling Milk and milk products of the Desi/ local breeds of cows/ buffaloes.

Amritsar, March 2, 2015: To fulfill the power needs of the State, government of Punjab on one hand is installing big thermal power plants and on the other taking an initiative in Renewable Energy Sector by 2020, 10% increase would be achieved in production of solar energy, said Cabinet Minister Punjab Bikram Majithia,.

He said that state government aims to fulfill domestic power requirements by installation of solar voltaic panels on the roof tops of the houses and would extend 70% subsidy on the same.

Mr. Majithia further claimed that Punjab has made big achievements in renewable energy sector due to political will and constant monitoring.

Giving a call to the investors to invest in a big way in Punjab, Majithia said that state government would extend all possible help to set up projects in Punjab. He said that Punjab Government has prepared a policy under which it shall provide all the clearances in a time bound manner through a single window mechanism within a period of 60 days after the submission of complete application He said that district administration has been directed for prompt sorting of any local issues involved in the project clearance.

He said that 250 megawatt solar projects have been set up in Punjab in a record time and 200 megawatt power would be generated from the solar panels installed on the roof tops.

Giving details about the 'New and Renewable Sources of Energy (NRSE) Policy – 2012, Mr. Majithia said that along with encouraging production of non-conventional energy, this policy would be a milestone in the development of the state.
He said that under this policy 100% Electricity Duty for power consumed from state licensee during construction and testing of the project shall be waived. Moreover, to promote usage /generation from NRSE, manufacturing & sale of NRSE devices/systems, and equipment / machinery required for NRSE Power Projects shall be exempted from Value Added Tax (VAT) and any cess thereupon. 100% exemption from payment of fee and stamp duty for registration/lease deed charges for the land required for the project is amongst various facilities extended under the policy.

He said that Punjab Energy Development Agency has implemented many schemes regarding non conventional energy sources. Under these schemes in rural areas Gobar Gas Plant, Solar Power System and Solar Geyser are installed. In urban areas due to paucity of space, gobar gas plants are not installed but solar power system and solar geyser as well as solar cooler etc can be installed.

This awareness initiative is being spearheaded by newly formed National Sikh Campaign (NSC) based in Washington. NSC has engaged AKPD, a high profile media consultancy founded by President Obama’s top political strategists David Axelrod and David Plouffe, which has managed Obama’s senate election and two presidential campaigns. APKD has submitted a plan to launch a presidential style nationwide media campaign on Sikhs.
Sikhs in the United States have faced numerous incidents of violence, discrimination and prejudice since 9/11 due to ignorance about Sikhism. A country- wide survey and polling was conducted by Hart Research Associates headed by Geoffrey Garrin, Hillary Clinton’s former top political strategist. The purpose of this most comprehensive study about Sikhs in America was to identify the problem of ignorance and confusion about Sikh identity and suggest remedies for them. The findings of this national research was released last month which concluded that 60% of Americans knew nothing about Sikhs and only 3% of them have interacted with Sikhs. Over 48% identified them as either Arabs or Muslims. 54% of the Americans were neutral towards Sikhs and 16% were cool. However, upon learning about the Sikhs, Americans warmed up to them across demographics. AKPD will prepare ads based on these findings and these ads will be vetted by experts before national media campaign is launched.
Manjit Singh GK said, “We feel that DSGMC has the moral responsibility to support such innovative strategies to fight ignorance and prejudice against Sikhs and to educate all non-Sikhs about Sikh religion and its traditions. We are satisfied with this approach and this will help in changing the perception of the Sikhs in USA. We stand behind any plan to make our community strong in America.”

The Chief Minister was addressing the press conference after releasing White Paper on State Finances here today.
He said that the aim of publishing the white paper was not vindictive, but to bring out the true facts and invite suggestions from educationists, financial experts and even opposition to put the economy again on the right track by analyzing the financial status and finding solution to overcome the present situation.
He said that facts falsify the previous Government’s claim of “Number One Haryana” saying Haryana today ranks at tenth position in the country as per the average growth recorded during the period 2005-06 to 2013-14 which was 8.5 in Haryana, much lower than the average growth rate recorded by the states ranking upto number nine in the tally. Sikkim ranks first by recording 16.5 per cent average growth, he added.
He said that State Government has realized that people of the state has given us the mandate for giving new face to state, ensure corruption free system and bring complete transparency in the administration. Present government had inherited this economy and we want the people to be aware of actual fiscal health of the state. Also they should be apprised what transpired during last ten years which resulted in this economic situation, he added.
He said that the actual annual rate of growth for GSDP for the period 2004-05 to 2013-14 in Haryana has fluctuated more sharply than all India growth rate in these years. He said that the facts indicate inadequate policy interventions during this period, which led to this situation.
After taking reign of the government, he said that, we had promised to bring out white paper on state finances. During the last Vidhan Sabha Session we had said that state government would bring white paper on state finances before the next budget session. It would help in framing new schemes for integrated development of the state.
Giving details of the white paper, he said that it is being released in two parts which intends to present the factual status of various aspects of finances and the related growth data for the state over a period of last ten years from year 2004-05 to 2013-14. In the first part, the trends of macro-economic indicators, budget receipt and expenditure have been shown. However, expenditure distribution has also highlighted in some cases. The ten year trends in growth of tax revenue, non tax revenue, revenue collection as well as areas of shortfall and slow growth in receipts have also been analysed for the same period. In addition, expenditure on creation of capital expenditure have also been analysed in white paper as it mainly catalyses future growth and development of the state economy.
The Chief Minister said that state financial position and fiscal health of public sector undertaking is being highlighted in second part of white paper. The facts and data have been taken from budget documents of Haryana Government, Finance accounts and papers of Planning Commission and Reserve Bank. In some cases, data had been collected from concerned departments and organisations.
He assured that we are committed to fulfill our promise to the people to bring complete transparency in the system and make it completely corruption free. The previous government lacked in making schemes to achieve targets and even when some schemes were made there were implementation imperfections, he added.
He said that primary sector comprising of agriculture and allied has registered a negative growth in Haryana during some years of this period whereas the growth rate in this sector has remained positive during the corresponding years at the all India level. Even the status of manufacturing sector in Haryana has shown a rate of growth lower than the national average in six of the ten years. He said that some consolation is there in the service and tertiary sector but that has not translated into generating job opportunities for the youth which is of grave concern. Growth in service sector is localized and broadly confined to the areas surrounding the National Capital. this also indicates a relative slowing down of the development in rural Haryana, he added
He also showed concern for lopsided development which has taken place in previous regime. The western Haryana has remain deprived of any development during these years, he said adding that all round development of the state would be ensured in the coming years.
He said that taking debt is necessary for any state government; however the same should be used in capital investments and building infrastructure rather than to utilize it in non planned expenditure. Stable development is not possible in these situations. Moreover, the future generations should not be overburdened with the borrowings of toady.
Speaking on the occasion, the Finance Minister said that white paper on Finances released today is an important document which depicts the effects of government schemes and programmes. It is not to pin point the lacking in the functioning of the previous government, but to bring out the truth and analyze it to prepare future plans to take the state ahead in development. A lot of noise was made in the previous government about Haryana being number one in the country in per capita income whereas only six districts were above average and 15 are below average in this regard. Even the six districts having above average per capita income were not maintaining consistency in it, he added.

In a statement issued here today Capt Amarinder said, much against the expectations and the commitment made by the Defence Minister Manohar Parikar to him that the OROP will be settled as the modalities were being worked out, surprisingly there was no mention of it in the budget.

The Congress leader disclosed that he had written to the Defence Minister before the budget seeking that the OROP should be announced without any delay. He said, the Defence Minister had in his reply assured that the modalities were being worked out and the issue shall be settled soon. “I was shocked when the matter was skipped by the Finance Minister in his budget speech”, he said.

Capt Amarinder alleged that the dilly dallying on the issue betrays the intentions of the government which do not seem to be good at all. "I am surprised that despite having assured during the campaign and subsequently after forming the government the Prime Minister and the Finance Minister have let down 30 lakh ex-servicemen who have given their entire life to the country ", he said.

The former Chief Minister demanded that the union government must make a time bound commitment on the matter. "Otherwise their intentions of not granting the OROP to the ex-servicemen would be exposed ", he remarked, while asserting, just because the ex-servicemen are too disciplined to stage protests and hold the nation to ransom, should not mean that they can be taken for granted.

“Let us not forget that they have given their life to the country and it is now the duty of the country to pay back to them and their demands are not too big to be met”, he observed and added, “Rs 9100 (nine thousand one hundred) crores should not matter much when it comes to the welfare of our ex-servicemen”.....

Warning against the conditions that lead to foot amputation, Dr Jindal said “Black toes in the diabetics may not only be the onset of gangrene leading to foot amputation but may also be the knock of heart ailments. He said ignoring blackened toes may not only lead to amputation of foot or leg, but can also cause onset of heart ailment. Amputation due to diabetic foot can be prevented in 90 percent of cases with proper education and timely treatment.”
In India, 41 million people suffer from diabetes, which will rise to 79 million in 2030. Apart from the high incidence of diabetes, age at which it occurs is the Indian population is a cause of great concern. In India about 40,000 limbs are amputated every year because of diabetes related foot complications.
Dr Sven, an angiologist from Germany who specializes in vascular interventions in diabetic foot commented that early interventions give the best diabetic foot salvage rates. Newer technologies like Drug eluting balloon, Long balloon with good profile and atherectomy devices gives good results in this group of patients.
Dr Jindal who has received advanced training in vascular surgical procedures from St Mary's Hospital, London adds that people suffering from PAD run two to six times greater risk of dying from heart attack or stroke as compared to others. “If not treated on time, patients can have amputation either of foot or leg. This carries a huge morbidity and mortality as these patients also have associated heart disease,” he added. Smokers having associated diabetes are more prone for gangrene than smoking or diabetes alone. The absence of early diagnosis worsens problem in individual. “Though there are no figures for vascular patients in country, the fact that there are over 25 million diabetics is just a small pointer to vast numbers of undiagnosed vascular cases. Studies show that patients of severe vascular disease have been treated for low backache and arthritis for years,” he revealed.
While majority of diabetics in developed countries are 65 years and older, most diabetics in India range between 45 and 65 years of age and approximately 15 percent of diabetics patients suffer from foot problems. Since it is productive age group, disease burden in this age group has huge socio-economic impact.

The Rs 328.16 crore Sidhwan Canal expressway project starts from Ferozepur Road and goes till Doraha along the Sidhwan Canal. This project is a part of the 26.9 kilometer long Sidhwan Canal expressway project with carriageway on each side from the medium of Doraha to Ludhiana-Ferozepur Road, providing a bypass for traffic going towards Ferozepur.
This newly constructed ROB will start from the Ludhiana-Ferozepur Road and land near Sidhwan Canal at Jawaddi. It would also lessen the traffic burden on other nearby railway crossings as well.
An official of the PWD informed that the main structure has been completed and they are giving final touches to the ROB before it is dedicated for the commuters.
Irrigation Minister Mr. Sharnjit Singh Dhillon informed that once this project is complete, it would reduce the travelling time for commuters coming from Ferozepur side and heading towardsChandigarh, Delhi and Patiala via Doraha as they will not have to pass through the city. He said that the entire Sidhwan Canal expressway project would also be dedicated to the public shortly.....

Describing the concept of the Documentary, Prof. Reena Kaur Dhillon, Head Department of Journalism and Mass Communication said that through this documentary the students of department Gurneet Kaur, Jagpreet Singh and Jagriti Sharma tried to highlight the problems being faced by the people living in the slum areas.
“Maghda Rahi Ve Soorja takes you inside slums to meet individuals facing never ending problems. “Who are these people and what are these slums? Are they a danger? A menace or are slums a breeding ground of beggars?” she added.
Director Principal Dr. Jatinder Singh Sidhu congratulated the students for their outstanding performance. He said that this documentary in a limited time of 5 minutes very well described who people living the slums were tackling issues like land acquisition, bagging, unemployment and spread of deadly diseases like swine flu.
Dr. Sidhu encouraged the students to come up with more projects on social issues to create awareness in the society.....

13 Officials of Punjab Irrigation Department face departmental action

Chandigarh, March 2, 2015: The Punjab Irrigation Department today took its fight against corruption to logical conclusion by cracking a whip targeting right from Chief Engineer to SDO level to send a strong message of accountability in the department. In an exemplary action, the department today forcibly retired one Executive Engineer (XEN), one SDO and one Ziledar and dismissing two SDO’s.
In a rare move the department has also ordered a cut of 10 percent pension in pension of recently retired three Chief Engineers, one Superintending Engineer and four XEN’s.
These orders have been issued by Mr Kahan Singh Pannu, Secretary, Irrigation Department, Punjab.
Punjab Irrigation Minister, Mr Sharanjit Singh Dhillon said that all those who don’t perform their duty with devotion and honestly will not be spared. He said that his main aim is to provide a corruption free atmosphere in the Irrigation Department, Punjab.
Mr Kahan Singh Pannu informed that all the pending inquiries would be completed in a time bound manner so that action can be taken against those bringing bad name to the Irrigation department.
A spokesperson of the Punjab government informed that XEN Mr Balihar Singh Kataria, SDO Mr Taranjit Singh and Ziledar Mr Rajinder Singh have been forcibly retired. Similarly, SDO’s Mr Kulwant Singh and Mr Satpal Singh have been dismissed from service.
Action has also been taken against a Chief Engineer whose one year increment has been stopped. A cut of 10 percent has been levied on the pension of recently retired Chief Engineers Mr Sukhjinder Singh, Mr Jarnail Singh and Mr R K Goel. The same cut has also been levied on the pension of Superintending Engineer Mr Kuldip Singh Bhathal, and XEN’s Mr Gurmel Singh, Mr Satish Kumar Bansal and Mr Rakesh Anand.....

Chandigarh, March 2, 2015: In order to give a major fillip to the skill development in the state, Punjab Chief Minister Mr. Parkash Singh Badal today announced to open three Skill Centres of Excellence in medical and paramedics in the Government Medical Colleges at Amritsar, Patiala and Faridkot. Apart from this, six Multi-Skill Development Centres would come up at Ludhiana, Jalandhar, Bathinda, Hoshiarpur, Amritsar and Ropar.
This decision was taken by the Chief Minister Mr. Parkash Singh Badal in the first meeting of the Governing Council of the Punjab Skill Development Mission (PSDM) held here at CMO this morning.
Envisaging this step as a move towards emerging Punjab as a pool of skilled manpower, Mr. Badal announced a sum of 15 crore for these three Skill Centres of Excellence to be opened in Government Medical Colleges and asked the PSDM to grant Rs. five crore each to the six upcoming Multi-Skill Development Centres in the Industrial Training Institutes (ITIs).
Likewise, the Chief Minister also gave nod to prepare a comprehensive plan to open a Skill Development Centre for Construction workers each in the Majha, Doaba and Malwa zone and asked the Principal Secretary Labour to work out modalities after meticulous consultation with the leading construction and Infrastructure companies on the basis of their requirements. Similarly, a hi-tech Transport Skill Centre would be opened at Jalandhar by the Transport department on the pattern of already existing such Institute at Mahuana in Sri Muktsar Sahib District.
Emphasizing the need to provide boarding and lodging facilities to the youth who were keen to join these skill centres, the Chief Minister said that each Skill Development Centre would be provided with the hostel accommodation to facilitate them to undergo skill development training in a hassle-free and result-oriented manner.
Taking part in the deliberations, the Chief Minister underscored the need to focus the modules/courses of skill development training related to the nature and requirement of local industry and suggested to open garment, textile and hosiery Skill development centre at Ludhiana and leather centre at Jalandhar.
The Chief Minister asked the PSDM to come out with the composite proposal in the format of project report to impart technical and skill training to at least 50,000 youth to enable them to be gainfully employed in different sectors.
Briefing the Chief Minister about the perspective of the Mission, the Member Secretary of the PSDM Mr. Rakesh Verma apprised him about the various skill development schemes being undertaken by the mission in the first phase which have been approved by the steering committee of the mission headed by the Chief Secretary. He referred to few schemes like Deen Dyal Upadhaya– Grameen Kaushalaya Yojna, Employment through skill training and placement, Recognition of prior learning of construction workers, Skill Development of the wards/ dependents of construction workers, Seekho aur Kamao scheme of National Minority Development and Finance Corporation besides opening Skill development component Multi Sectoral Development Project for Minorities in six blocks of Sangrur and Gurdaspur districts.
Prominent amongst others who attended the meeting included Cabinet Ministers Chunni Lal Bhagat, Mr. Ajit Singh Kohar, Mr. Madan Mohan Mittal, Dr. Daljit Singh Cheema and Mr. Parminder Singh Dhindsa, Chief Secretary Mr. Sarvesh Kaushal, Additional Chief Secretary Mr. Suresh Kumar, Principal Secretary to Chief Minister Mr. SK Sandhu, Principal Secretary Finance Mrs. Vinni Mahajan, Principal Secretary Labor Mr. Vishwa Jeet Khanna, Principal Secretary Technical Education Mr. MP Singh, Secretary Finance Mr. Jaspal Singh, MD Punjab Health System Corporation Mr. Hussan Lal and Chief Architect Punjab Ms. Sapna. ....
