Chandigarh, April 28, 2020: The 20-member expert panel, which was constituted by Punjab government, to come up with a plan on how to exit lockdown, submitted its report to the chief minister’s office on Monday.
Here are some of the recommendations made by the committee headed by former state chief secretary KR Lakhanpal:
1) Industrial and agricultural activities should be allowed to resume functioning immediately after lockdown is lifted on May 3.
2) Freeze Dearness Allowance (DA) and wages for the current year. The panel said that this will bring pay on par with Haryana and Centre as Punjab employees get 25% more pay.
3) Liquor vends should start immediately to check loss of revenue.
4) Arrears of GST, VAT may be cleared and also assurance issued to industrialists that no FIRs will be registered against them.
5) Public Distribution System should be extended to non-ration card holders and migrants also included as beneficiaries.
6) Redraw budget giving more relaxation to industry with view to restart economy.
7) Increase testing for coronavirus and upgrade health infrastructure.
8) Divide lockdown exit strategy into health and non-health related objectives.
9) State must conduct current semester/year exams for final year students to help them explore educational/job opportunities in July/August, 2020.
10) Results of Classes 5, 8 may be declared based on examinations already conducted and students be promoted in next class. The Punjab School Education Board (PSEB) may allow schools to declare the results of Class 10 based on the pre-board exams.
11) To facilitate construction activity, entire supply line such as stores/shops supplying hardware, paint, cement, electrical goods, wood, glass, iron & steel, cement etc. should be allowed to operate.
12) Ensure social net benefits, including old age pension are delivered to eligible persons at doorstep.
13) To ensure delivery of books, printing presses need to be allowed to be opened as a special case.
