Chandigarh, February 22: In a statement issued here today, the Movement Against State Repression welcomed Punjab Chief Minister Parkash Singh Badal’s clarification that the SGPC is an independent body and observed that it opens the door for a demand into an official state inquiry into the events of 1984. Tracing unfolding events over the past week, MASR recalled that SGPC president Avtar Singh Makkar told the press that the decision to build the June 84 memorial in the Darbar Sahib Complex was taken with the consent of Punjab Chief Minister Parkash Singh Badal as SGPC is under control of the Akali Dal. The very next day, Badal called his Makkar a liar and declared that the SGPC takes its own decisions with no reference to the SAD. Makkar has not denied the supremo’s accusation. MASR has said that it is now for the public to weigh up the respective truthfulness of the SGPC president and the chief minister. MASR commended Makkar for remaining in the forefront even after the Martyrs’ Memorial misunderstanding since after the CM’s rebuke Makkar came right back in front of media microphones: This time claiming that the SGPC paid Rs 42 lakh as legal fees to a panel of five lawyers recommended by H.S. Phoolka to fight the cases of victims of the 1984 anti-Sikh riots. Makkar’s statement amplified the accusation of Deputy CM Sukhbir Badal that that Phoolka “charged heavy fee for fighting these cases. SAD, the Shiromani Gurudwara Prabandhak Committee and the Delhi Sikh Gurudwara Prabandhak Committee have all paid him.†MASR remarked that perhaps Makkar was not aware of Sukhbir’s remark. The fallout of the Makkar accusation was that Phoolka and SGPC member Kiranjot Kaur (granddaughter of Master Tara Singh) called Makkar a liar. MASR described being called a liar thrice within the space of a week as a hat-trick for Avtar Singh. MASR said that getting to the truth of the payment issue is easy: Both the SGPC and HS Phoolka and other lawyers on the panel for fighting Sikh cases maintain detailed accounts. All of them have only to open up their accounts books and it will be seen if anyone was paid and how much. Seeing the silver lining behind last week’s thunder-clouds, MASR pointed out that now both Shiromani Akali Dal supremo Parkash Singh Badal and SGPC president Avtar Singh Makkar agree that the SGPC is an independent body, with the SGPC representing the interest of the Sikhs culturally and spiritually and the SAD being a secular party espousing Panthic values. MASR said that the time is right for Makkar to put the entire weight of his moral authority behind an appeal to the state Chief Minister to conduct a completely transparent official enquiry into killing of Sikhs in Punjab in 1984. The NGO said that if Delhi can set up a Special Investigation Team, so can Punjab. If the chief minister declines to do so, then the SGPC should take up the challenge – after all, even if the investigation is conducted only into deaths that occurred on the premises of gurdwaras under the control of the SGPC that would shed enormous light on a painful chapter of Punjab’s history.
