Chandigarh, December 21, 2014: With a view to imparting high quality technical education at par with international standards to the students in the state, the Punjab Cabinet today approved to replace the ordinance regarding establishment of Maharaja Ranjit Singh State Technical University, Bathinda into bill so as to introduce it in the forth coming session of Punjab Vidhan Sabha for its conversion into an Act.
This decision was taken in the meeting of Council of Ministers chaired by Punjab Chief Minister Mr. Parkash Singh Badal this evening.
Disclosing this here today a spokesperson of the Chief Minister’s Office said that the upcoming technical university would have territorial jurisdiction over district of Bathinda, Barnala, Faridkot, Fatehgarh Sahib, Ferozepur, Mansa, Moga, Sri Muktsar Sahib, Patiala and Sangrur besides other regions outside the state. This university would be instrumental in imparting technical education far more efficaciously to the students of the Malwa region.
In order the check the further spreading of cancer disease and rising tendencies towards drugs besides the treatment and rehabilitation of such patients suffering from the disease and also for the up-gradation of building, machinery and equipment etc. for pooling their financial resources, the Cabinet also gave a go ahead to introduce a bill related to making an amendment in section 6 of the Punjab State Cancer & Drug Addiction Treatment Infrastructure Fund Act, 2013 in the coming session of Punjab Vidhan Sabha. This move was aimed at ensuring that the cess amount was also levied on those properties which were allotted (at present it was paid only when a property was sold or auctioned) and was paid by the bidder and not by the collecting agency (Punjab Housing & Urban Development Department etc.) and the amount, thus collected would be fully credited in the Cancer Fund of Health & Family Welfare department.
Likewise, the Punjab Cabinet also gave approval to introduce the Punjab Affiliated Colleges (Security of Service) Amendment Bill-2014 in the forthcoming session of Punjab Vidhan Sabha to fix the term of chairman and members of the Educational Tribunal as three years or till the attaining of age of sixty five years, whichever was earlier.
With an objective to further expand quality higher education infrastructure through private institutions, the Punjab Cabinet has approved to replace the Sant Baba Bhag Singh University ordinance, 2014 into bill for presenting in the coming session of Punjab Vidhan Sabha for its enactment to pave a way for setting up private self-financed university ‘Sant Baba Bhag Singh University’ run by the Sant Baba Bhag Singh Charitable Society village Khayla in Jalandhar district.
The Cabinet also gave approval to replace two ordinances into bills related to amending the Punjab Municipal Act, 1911 and the Punjab Municipal Corporation Act, 1976 for its introduction in the ensuing session of Punjab Vidhan Sabha for its enactment.
The Cabinet also gave approval to the Housing & Urban Development to rationalize the collection of Institutional Tax from institutions and buildings falling outside the municipal limits as per the parameters fixed by the Punjab & Haryana High Court.
With the objective of bringing unauthorized colonies and plots/buildings therein, to the fold of planning frame work besides providing basic facilities to the residents of these unauthorized colonies across the state, the Cabinet also gave nod to replace the Punjab Laws (Special Provisions) Ordinance, 2014 into bill so that it could be placed before the coming session of the Punjab Vidhan Sabha for its conversion into Act.
The Cabinet also approved that the basic pay to be paid to the new employees recruited by the state would not be applicable to the Specialists doctors recruited by the State Health department in view of the shortage of such doctors in the government hospitals and their availability in the market.
At the outset, the Cabinet expressed profound grief and anguish over the tragic shootout incident in Peshawar (Pakistan) on December 16, 2014 in which 141 innocent school students and staff were brutally killed. The Cabinet also observed two minutes silence and prayed to the Almighty to give strength and courage to bear this huge loss in this hour of crisis and grant peace to the departed souls.

Chandigarh, December 21, 2014 : The Shiromani Akali Dal (SAD) today said it would not succumb to pressure from any quarter for the resignation of Revenue minister Bikram Singh Majithia as the latter was not guilty of any wrong doing and had merely been summoned for questioning by a central agency.
In a statement here, senior party leaders Maheshinder Singh Grewal and Dr Daljit Singh Cheema said mere summoning for questioning by an agency like the Enforcement Directorate did not prove one was guilty in any way.
The leaders said the SAD had the highest regard for rule of law and its track record of probity in public life was among the best of all political parties in the country. "The party would be the first to act in case of any wrong doing by any member. In the case of Mr Bikram Majithia the party is convinced that he has not committed any wrong as five central investigating agencies have probed the allegations during Congress led UPA rule and found nothing wrong against him", they added.
The senior leaders said Mr Majithia was a young leader who was an example for others because he was not only a tea totaler but also very religious and spiritual in his outlook. They said Mr Majithia was also in the forefront in defending the SAD. "It is because of these reasons that a deliberate attempt is being made to tarnish Mr Majithia's image", they added.
Mr Grewal and Dr Cheema also expressed surprise at the call for Mr Majithia's resignation. "Earlier in the past many senior leaders of both national parties, including chief ministers, have been summoned by various agencies and the courts but they never resigned from their posts". They said recently a Union minister had also been summoned by the court after grave allegations had been levelled against him but he was yet to put in his papers.
Speaking on the issue of drugs, Mr Maheshinder Grewal said no drugs were produced in Punjab. "Drugs come into the State from Pakistan through the international border. This border is policed by the Border Security Force, which is a central agency. The centre must ensure the BSF is able to seal the border effectively".
The Akali leaders also pointed out that opium cultivation was being done in Rajasthan and Madhya Pradesh. They said opium was being largely smuggled into Punjab from Rajasthan where it was even sold to the public from more than 17,000 vends. "We have demanded that cultivation and sale of opium in Rajasthan should be banned as much of it is smuggled into Punjab but it has had no effect. We again request the centre to ban sale of opium in Rajasthan forthwith", they added.....

Chandigarh, December 21 - Punjab Revenue minister Bikram Singh Majithia today assured full cooperation with the Enforcement Directorate to bring to an end the witch hunt engineered against him by his political enemies.
In a statement here, Mr Majithia said he had always stood for cooperation with investigations. "In fact I was not at home when the summons were delivered at my residence and with the motive of cooperating I contacted the concerned Enforcement Directorate official on phone and directed my staff to receive the summons immediately.”
The Revenue minister said he was clear in his mind that the truth should surface and the malicious campaign should stop. "I know I am innocent but continue to be subjected to a media trial. Certain leaders, including Congress President Mr. Partap Singh Bajwa, have even gone to court but failed to present any evidence against me and now are trying to create a wrong perception against me through the media. All allegations are baseless and are not backed by any evidence".
He asserted that he was all for a thorough investigation into the matter to end the political witch hunt which he was being subjected to on a daily basis for over a year. He, however, asserted there was no basis for the investigation. It was unfortunate that few political leaders rode piggy back on the allegations to tarnish my image".
I would also like to state that five central investigating agencies under the Congress led UPA regime had gone into the allegations leveled against me and found nothing. "Similarly the PIL filed by few Congress leaders against me was also dismissed by the honorable high court with the petitioners being told not to politicise the drug issue".

Punjab BJP president Kamal Sharma and the Congress have demanded Majithia quit the cabinet, with the Congress asking Badal to sack the minister if he does not resign.
Talking to mediapersons after attending a rally organised to mark the martyrdom day of Bhai Jeevan Singh (Bhai Jaita) here on Sunday, Badal said too much importance should not be attached to Majithia's summoning.

"In the recent past, the ED has also summoned former minister and Akali MLA Sarwan Singh Phillaur and Jalandhar Congress MP Chaudhary Santokh Singh," he added, pointing out that after questioning the two, the ED had expressed 'satisfaction'.
Badal, however, advised the revenue minister to appear before the ED. "I feel he should go and answer whatever they ask him," he said.
When asked if Majithia's case would have any effect on his government, the chief minister replied in the negative.
Majithia leaves venue
Meanwhile, Majithia was also present at the function and addressed the public rally but left the venue before the function ended. During Speaker Charanjit Singh Atwal's speech, Majithia quietly left the stage, probably in a bid to avoid questions from the media.

Chandigarh, December 21, 2014 (HT: Sukhdeep Kaur): A virtual war is also brewing over the popularity ratings between Punjab Congress chief Partap Singh Bajwa and his predecessor Capt Amarinder Singh.
While the turf war between them continues on ground, as former Punjab chief minister and deputy leader of Congress in Lok Sabha Capt Amarinder Singh is trying to flex his muscle by showing support of party MLAs, sitting and former, who are seeking removal of Bajwa, the latter is banking on “virtual support”.
Bajwa’s team is daily updating the Punjab Pradesh Congress Committee page on social networking site, Facebook, to show how he is working on the ground to “rejuvinate” (sic) the party and the “support” he is getting from the Congress rank and file.
The Facebook page started last year so far has mustered 61,000 likes and a video posted on drug menace in Punjab clocked over 7.3 lakh views. However, the highest likes any Bajwa post has got so far is 930 for his recent Jalandhar visit.
But Captain’s loyalists cite the rising “unpopularity” of Bajwa and popularity of the BJP in Punjab for the “urgency” to oust Bajwa. On Friday, 16 MLAs went to meet party president Sonia Gandhi in New Delhi but could not as she was hospitalised. Amarinder later hosted them for lunch.
The strategy, a confidant said, is to meet Sonia in groups and reiterate the demand for a change of guard in Punjab.
But Bajwa claims to be unfazed by Amarinder camp’s lobbying. “I am the party president for Punjab and am working on the ground. My Facebook page says it all,” he said.
His loyalists say it is precisely Bajwa’s on-ground work and “popularity” that is giving the Amarinder camp the jitters. But the Captain’s social media managers say Bajwa stands nowhere near Amarinder even in the cyber war.
Amarinder’s official Facebook page has over 1.85 lakh likes. Unlike Bajwa’s posts on his workers’ and public meetings, those of Amarinder’s are on recent events such as the botched-up eye surgeries in Gurdaspur and the Peshawar school attack. All his videos have clocked over 1 lakh likes. Though the highest number of likes in recent posts of Amarinder is around 2,600, one of his posts during Lok Sabha polls when he was contesting from Amritsar got over 2 lakh likes.
“His page is more interactive. His followers ask him questions and he answers them or posts his views and pictures. He does not need to show his popularity by posting daily pictures of his work,” an Amarinder aide said.

Chandigarh, December 21, 2014 (Courtesy: HT): Punjab Congress spokesman Sukhpal Khaira, on Sunday, urged chief minister Parkash Singh Badal to dismiss revenue minister Bikram Singh Majithia from the state council of ministers in the wake of the Enforcement Directorate's (ED) move to quiz him in the Bhola drug racket case.
"Badal must immediately dismiss Majithia from the cabinet to allow an impartial probe into the serious issue of drug trafficking that is wrecking the lives of the youth in the state," Khaira said at a press conference here.
He also accused the chief minister, deputy chief minister Sukhbir Badal and Punjab DGP Sumedh Singh Saini of "willfully protecting and shielding" Majithia despite Jagdish Bhola publicly accusing the minister of involvement in the Rs. 6,000-crore drug racket.
Khaira said the Badals had built a frivolous argument that they could not seek Majithia's resignation merely on accusations made by Bhola, a criminal, adding that they had often dared people and political parties to provide sufficient evidence against the revenue minister.
"We are of the firm opinion that since the ED, one of the premier investigating agencies of India, has summoned Majithia, the Badals cannot run away from their promise of action against him," he said.
Khaira said since the BJP led the government at the Centre, the Badals could not dub it a tool of the Congress anymore.

The Revenue minister said he was clear in his mind that the truth should surface and the malicious campaign should stop. "I know I am innocent but continue to be subjected to a media trial. Certain leaders, including Congress President Mr. Partap Singh Bajwa, have even gone to court but failed to present any evidence against me and now are trying to create a wrong perception against me through the media. All allegations are baseless and are not backed by any evidence".

He asserted that he was all for a thorough investigation into the matter to end the political witch hunt which he was being subjected to on a daily basis for over a year. Chandigarh, December 21, 2014 (Courtesy :HT) : The Enforcement Directorate issued summons to Punjab revenue minister Bikram Singh Majithia for December 26 to investigate the money-laundering angle in Bhola drug racket case.
The ED, which falls under the union finance ministry, is interrogating those involved in the international racket which was busted with the arrest of Anoop Singh Kahlon, an NRI, by the Fatehgarh Sahib police in March 2013.
It had led to the arrest of alleged kingpin Jagdish Bhola, a dismissed DSP of the Punjab Police, in November last year. Based on Bhola’s revelations, Amritsar businessman Bittu Aulakh and Jagjit Singh Chahal, who owns pharma companies, were also arrested. While Bhola and Bittu Aulakh are in jail, Chahal was granted a regular bail in March this year.
All three accused -- Bhola, Bittu and Chahal -- and Bittu’s father Master Partap Singh have been interrogated and their statements recorded by the ED under Section 50 of the Prevention of Money Laundering Act are admissible in the court as evidence.
According to ED sources, Chahal and Bittu’s father, in their statements, have revealed that the minister knew Canada-based drug dealers, Satpreet Satta and Parbinder Singh alias Pindi.
“Chahal, in his statement, has said that Satta was provided two gunmen and an Innova car and a driver by Majithia during his stay in India. He has also corroborated Bhola’s statement that Satta and Pindi were present at Majithia’s marriage,” ED sources had said.

Chahal owns pharma companies which were allegedly manufacturing precursor chemicals —ephedrine and pseudoephedrine — which were being diverted illegally for the production of synthetic drug ICE.....

Phoolka said that it was imperative that a fair and transparent investigation be conducted into this sordid affair and it was very important that a few steps are taken in order to do so.
Firstly Majithia should resign from the Punjab cabinet because there are ample pointers towards his involvement in this serious matter and he should follow the precedent set by Minister Swarn Singh Phillaur, who resigned after coming under the shadow of doubt.
Secondly the inquiry should be held outside Punjab preferably in Delhi or Mumbai away from any kind of influence or interference of the Punjab government. The inquiry should be conducted by officers of the highest rank, it should be supervised by a director level official and the inquiry should be done by joint director level ED officers from outside Punjab.
Thirdly a parallel inquiry should be conducted by the CBI, as the ED is investigating the Rs 6000 crores of drug money sent to foreign countries and the Punjab Police is investigating the Criminal Case. Now that the name of the cabinet minister has come to light and he is Prima Fascia seen to be involved, the impartiality of the State agencies is under doubt. The CBI should be handed over the probe with immediate effect, so that a thorough and impartial investigation can be carried out into all the angles of the matter as a mere eyewash to give a clean chit to the minister is unacceptable.
Finally the BJP should not interfere into this investigation as they have also been a allegedly party to this cover-up and been beneficiaries of the drug money. The BJP Government at the centre should not interfere with the investigation and it should be carried out by a senior officer of unimpeachable integrity.
It is very important that the truth in this regard comes out in the open so that the people of the state and the nation can see the true face of these leaders who project themselves to be the messiah’s of the people, he quipped.

Department of Biophysics from Departmental Research Support-II(DRS-II) to Department of Special Assistance-I (DSA-I) programme for a period of 5 years from April, 2015 to March, 2020.

Kanwar Pal Singh was speaking at a gathering held to commemorate the 6th foundation day of the Sikh Youth of Punjab. The gathering was called to discuss and deliberate on vital issues pertaining to socio-religio concerns of Punjab and Panth.

The gathering in its first resolution observed that implementing the original Nanakshahi calendar is vital for the unity of the Sikhs. The Nanakshahi Calendar is an identity marker for the Sikh community and the changes have already killed the spirit of the almanac. The amendments made in 2010 had imprint of the RSS and now, the latest efforts to revert it to Bikrami was a part of larger conspiracy hatched by anti-panthic elements to cause severe set-back to the Sikh’s distinct identity.

The youth body urged the Jathedar Akal Takht and others to build consensus on the issue instead of playing partisan role.

The gathering decided to follow the original Nanakshahi calendar and observe the Parkash Utsav of Guru Gobind Singh on Jan 5th.

The meeting expressed profound grief and sorrow over the massacre of 132 kids by Taliban in Peshawar. In its condolence message to victims family members and people of Pakistan,

The new team was elected to carry forward the work and mission of the organization with Paramjit Singh as its new head replacing Nobeljit Singh. A new working committee and office bearers would be nominated shortly.

To elicit a response from Obama Administration, the petition on the issue of Article 25(b) of the Indian constitution must reach 100,000 signatures by December 31.
Claiming the Sikhism to be the world's 5th largest religion with over 30 million followers the petition states that "on January 26, 1950 Constitution of India was enforced without the consent of Sikhs who refused to sign it because Explanation II to Article 25(b) of the Constitution labels “Sikhs” as “Hindus”.
Karnail Singh Peermohammad, Federation President stated that “While RSS-BJP combine after coming into power has reignited a campaign to label Sikhs as part of Hindu Society we have taken a resolve at Akal Takhat Sahib to take the matter of Article 25 (b) at the grass root level to the Sikhs in Punjab”.
In August 2005 a Supreme Court bench headed by Chief Justice RC Lahoti ruled that "Sikhs and Jains are part of broader Hindu religion".
Federation President stated that this is the first time a US President will be the guest of honor on January 26th and Obama must know that Indian constitution does not recognize Sikh religion. We want President Obama to take a stand for the Sikh community which has been denied religious identity by the Indian constitution for the past 65 years.
The petition urges Obama to question PM Modi "WHY Indian constitution labels "Sikhs" as Hindus?" and raise the issues of “Sikh Genocide”; and “Sikhs’ Right to Self-determination”. Barack Obama will be the 1st American President to attend India's Republic Day function as Chief Guest on January 26, 2015.

Addressing a mammoth gathering during the state level function to mark the martyrdom of Baba Jeevan Singh here today, the Chief Minister said that all out efforts would be made to construct a befitting memorial of this legendary Sikh martyr at Chandni chowk, from where he had brought the seesh of Guru Teg Bahandur to Sri Anandpur Sahib. He said that though the matter was not under the jurisdiction of the state government but they would make concerted efforts to construct this memorial, which would help in perpetuating the glorious legacy of Baba Jeevan Singh. Likewise, Mr. Badal said that the work on the construction of a prestigious memorial at Sri Anandpur Sahib would also be initiated very soon. “The groundwork of this memorial has been completed and the work on it would be started at the earliest to showcase the immense contribution of Baba Jeevan Singh towards the Sikh panth.
In a major reprieve to the people residing within the Red Line (Lal Lakeer/ Dori) in the state, the Chief Minister also announced that he had already ordered the officers of the state government to start the numbering of these properties. He said that the people living within the Lal Lakeer had to face a lot of problems because they do not have any proof regarding the ownership of this land. So keeping in view the larger public interest involved in the matter we have decided to pave a way towards their ownerships, added Mr. Badal.
Listing the pro-poor initiatives taken by the state government for the welfare of weaker sections of society, the Chief Minister said that various schemes like Atta-Dal, Shagun and Old age pensions have been started by the state government for extending a helping hand to these underprivileged sections of the society. He said that in a path breaking initiative the state government has increased the ambit of Atta-Dal scheme from 15 lakh beneficiary families to 30 lakh. Likewise, Mr. Badal said that several steps were also taken for ensuring the all-round development and prosperity of these strata of society.
Paying floral tributes to Baba Jeevan Singh, the Chief Minister said that he rendered marvelous service to the panth by bringing back the seesh of Guru Teg Bahadur, who was martyred at Chandni chowk for raising voice against injustice, tyranny and oppression. He said that Baba Jeevan Singh confronted unimaginable hardships during his journey from Delhi to Sri Anandpur sahib but he faced them bravely. “The exemplary courage exhibited by this legendary Sikh warrior hardly finds any parallel in the entire Sikh history” added Mr. Badal.
The Chief Minister said that during his lifetime Baba Jeevan Singh served two Sikh Gurus Sri Guru Teg Bahadur and Guru Gobind Singh, with utmost zeal, sincerity and commitment. He said that besides fighting valiantly in Battles from that of Bhagani to Chamkaur Sahib, Baba Jeevan Singh also gave training of warfare to elder (vadde) Sahibzaadas.
The Chief Minister further said that the SAD-BJP alliance government was committed for perpetuating the glorious history of the state for which stupendous efforts were being made by them. He said that the state government has constructed world class monuments like Viraasat-e-Khalsa Memorial at Sri Anandpur Sahib, Chapparchiri War Memorial at Mohali, Memorials of big and small holocaust at Sangrur and Gurdaspur besides the upcoming ‘Jang-e-Azaadi’ memorial at Kartarpur. Likewise, Mr. Badal said that special focus was being laid on the development of the religious towns of state.
In his address, Revenue and Information & Public Relations Minister Mr. Bikram Singh Majithia hailed the Chief Minister for organizing a state level function to mark this historic day. He said that if such events of immense historical significance were observed by the state governments, then India would soon emerge as a strong and progressive nation thereby displaying the ethos of peace, communal harmony, religious tolerance and national integration. He said that it was a matter of great pride for all of us that legendary martyrs like Baba Jeevan Singh have made unparalleled sacrifices in the Sikh history. Mr. Majithia said that even ninth Guru of Sikhs, Sri Guru Teg Bahadur sacrificed his life for preventing ‘forcible religious conversions’.
Lauding the several pro-poor initiatives taken by the Chief Minister to give reprieve to the weaker sections of society, Mr. Majithia said that these schemes were playing a pivotal role in overall development of this strata of society. He said that keeping in view that more than 32% population of the state consists of Schedule Caste populace, the union government must give a special package to the border state for ensuring their well being. Mr. Majithia said that both the centre and state government must take joint steps for the welfare of this section of society.
In his address Speaker of Punjab assembly Dr. Charanjeet Singh Atwal said that from Mr. Bhim Sen Sachar to currently Mr. Parkash Singh Badal, he had seen the working all the Chief Ministers of the state. However, he said that none of them except Mr. Badal had ever thought about the welfare of the schedule caste population of the state.
On the occasion Cabinet Minister Mr. Gulzar Singh Ranike proposed a vote of thanks to all the dignitaries.

Disclosing this, a spokesperson of the Government said that the project shall induce sensitiveness in public towards conservation of nature and environment for posterity. It shall be unique type of project which will be ecological sustainable and will be a centre of education, recreation and public awareness. The project shall employ the modern techniques of public awareness generation.
According to the spokesperson, vast area in Mattewara forests is still open which could provide sufficient space to the deer for roaming. Keeping in view this fact it is proposed that the excess population of deer (approx. 500 Nos.) propagating in various zoos and rescued fauna in the State shall be released in this reserve.
The spokesperson further divulging the details said that an environmental trail of about 8 Km long & 3 meter wide is proposed. In addition to this the trail will be equipped with the educative, awareness creating sign boards etc.

The spokesperson also informed that a Botanical garden shall be developed to increase the public awareness about plant science and medicinal plants. It shall aim collecting, compiling, translating and publishing popular science work. It shall comprises of following 4 sections namely Arboretum which shall be collection of tree species in the form of plantation with proper display of botanical details of the plants. Atleast 250 tree species shall be planted in proper layout. Efforts shall be made to include all local species. Cactus house shall contain more than 80 species of these succulent plants. The information about species, habitat etc. shall be displayed for the knowledge of the visitors. The beautiful flowery plants shall be one of the major attractions. Bamboo sanctum shall hold different species of bamboo. It shall be developed to raise all the species occurring in Punjab state and number of other species found in different parts in India. Medicinal Plants plot shall have at least 250 species of plants having immense medicinal value with proper display of their information.

Chandigarh, December 21, 2014: The Punjab Congress President Mr Partap Singh Bajwa today demanded resignation of the Revenue Minister Mr Bikram Singh Majithia for having been summoned by the Enforcement Directorate to appear on December 26 in the drug smuggling racket which had rocked the state months back.

In a statement, Mr Bajwa reminded Mr Majithia that earlier, the then Jails Minister Mr Sarwan Singh Phillaur had resigned in the same case when the name of his son had surfaced. Now it was Mr Majithia who had been summoned and he must resign and appear before the investigators to pave the way for transparent investigation.

He alleged that Mr Majithia had to be finally summoned as there was no other way out as the ruling first family in the state was out to scuttle the investigations. It was for this reason that he had been demanding CBI inquiry which the state government had been opposing. He asserted his stand had now been vindicated that the powerful people whose names had surfaced in the multi-crore drug racket must be investigated thoroughly by an independent agency and not Punjab police.

He further said that the Enforcement Directorate has jurisdiction only with regard to violations and offences under the Prevention of Money Laundering Act whereas the allegations against Bikramjit Singh Majithia are of aiding, abetting and facilitating the multi-thousand crore drug racket for which the provisions of the NDPS Act, 1985 would squarely apply. This belated attempt to summon Bikramjit Singh Majithia by the Enforcement Directorate is an attempt to shield him from the stringent provisions under the NDPS Act. S. Bikramjit Singh Majithia ought be prosecuted under the provisions of the Narcotics Drugs and Psychotropic Substances Act, 1985 (NDPS Act) for aiding, abetting and facilitating the drug racket in India. The SAD-BJP Government both at the Centre and the State is treating Majithia with kid gloves.

He said that as long as Bikramjit Singh Majithia continues to be a Minister no free or independent probe can be expected given the enormous political clout that he enjoys within the State apparatus as being the brother in law of the Deputy Chief Minister of Punjab and the brother of the Union Cabinet Minister.

The present probe example is a classic example of dissecting the investigation probe between the ED, Punjab Police and other agencies so that a foolproof or watertight case is not prepared against the traffickers and their patronizers enabling them to take advantage of this major lacuna under the investigation process.

S. Bajwa said that it is of utmost importance that a comprehensive probe is ordered which investigates all dimensions of the drug racket case instead of multiple agencies pulling in different directions. For eg. The ED has now summoned Bikramjit Singh Majithia whereas the consistent stand of the Punjab Police is that Bikramjit Majithia is innocent. This reflects how political pressure is scuttling a free and fair probe process.

S. Bajwa apprehended that as long as Bikramjit Singh Majithia continues to be a Minister, any probe would simply be an eye wash or a cover up exercise to protect and shield the king – pin of this muti-thousand crores drug racket case that is ruining the future of the State of Punjab. Furthermore, the Enforcement Directorate is under the administrative control of the Department of Revenue that comes under the Finance Ministry, therefore every attempt is being made to subvert the probe process and reduce a sensitive case of this nature to a cover up exercise.

The PPCC President said that it is imperative that the Union Government constitutes a Judicial inquiry headed by a sitting Judge of the Hon’ble Supreme Court of India under the Commissions of Inquiry Act, 1956 to inquire into all allegations emanating from this matter given the public interest involved or refers the matter to the CBI for a through probe since this case has strong international ramifications wherein some of the accused persons are important elements of the international drug syndicate such as Satpreet Singh alias Satta, Parminder Singh Pindi, Amarinder Singh Laddi who are all Canadian nationals apart from other accused persons like Jagit Singh Chahal and Bittu Aulakh. Given this factual situation it was important that the CBI ought to have investigated this case as it is the designated nodal agency to co-ordinate with the Interpol and other foreign law enforcement agencies. Moreover serious allegations have made against the brother of a cabinet Colleague of the Prime Minister, which make it necessary, that the investigation process inspires credibility and confidence.

The issue involved is not political and nor any political motives should be attached in this case. The problem of drug menace has assumed very alarming social proportions. Now even the Prime Minister Mr Narendra Modi has to take its cognisance. It was the Congress Vice-president Mr Rahul Gandhi who had first raised the issue but the Chief Minister Mr Parkash Singh Badal and the Deputy Chief Minister Mr Sukhbir Singh Badal had dubbed his statement as political. It is because of this stand taken by the Badals that Mr Majitha, who is brother-in-law of Mr Sukhbir Singh Badal, must resign”, he said.

Mr Bajwa said every village in the state had been affected by the drug menace and the supply of such large quantities of drugs was not possible without political patronage. The Badals had been blaming smuggling from across the border conveniently overlooking the fact that the drugs being consumed in the state were mainly synthetic. The drug being smuggled from across the border was mainly heroine going by the seizures made by the Border Security Force. The former cop turned drug lord who had given out Mr Majithia’s name had been arrested for the smuggling of synthetic drugs which were being produced here. He alleged that Badals were only trying to misdirect investigations by talking of smuggling from across the border.

Govt. of Punjab had launched during this kharif an ambitious programme of complete mechanization of Cotton cultivation in an area spread over 1500 acres in south west Punjab said S. Tota Singh, Agriculture Minister, Punjab.
Hydraulic Cotton Seed Planters were arranged which were provided to the farmers on custom hire basis and subsidy for purchase of special Cotton Seeds under the project @ Rs. 4000/- per acre was made available to farmers. Growth regulating chemicals with a view to fix the plant height to 4 & ½ feet were imported as also the chemicals for defoliation of the crop before picking of Cotton. Three Cotton Picking Machines of John Deere make were imported by Punjab Agro Industries Corporation and were used on custom hiring basis. Cotton cleaning and drying machine worth Rs. 1.25 Crore was purchased and installed at Market Committee, Malout, said S. Tota Singh.
Although the weather remained inclement this year for Cotton production on account of flooding at a crucial time in south west Punjab, but the experiment of Mechanization remained successful with the machines performing their best besides, 25% increase in yield said Sh. K.S. Pannu, IAS, Managing Director, Punjab Agro Industries Corporation, who has been spear- heading the project. The State Govt. has decided to expand the pilot project to 4000 Acres next year, so that the technology could be successfully demonstrated to the Cotton cultivators.
