Ferozepur, September 22: Today, 3442 Teachers Union Punjab in its meeting, demanded from the Punjab Government to regularize their services with all consequences benefits.

Addressing the meeting, Vishesh Zira, Union leader said, “In the meeting held with the Education Minister, by the 12-member panel led by Vikram Dev Patiala Punjab President and Parminder Mansa, had put forth the demand of regularization of services, the recruitment of which was made under Punjab Civil Services (Rationalization of Certain Condition of Services Act 2011) but in the letter issued in this context on July, 26, 2011, a provision was made that as on April 5,2011 or any recruitment after this date, will be regularized. He said, on account of publication of advertisement of 33442 teachers on May 7, 2011, this recruitment too was made under this Act but all have been regularized from the date of appointment after April 5, 2011 except 3442 teachers.
Union leaders said, the Education Minister had assured to look into the matter shortly. He said, on account of receipt of appointment letters in 12 districts at the time of recruitment of 3442 teachers, an assurance was also given by the Education Minister, Punjab to consider during the transfer policy and regularization of services, by issuing directions to the Director Education Department, Punjab and new policy will be formed in consultation with the Teachers Ekta Committee.

They further said, the Union will be compelled to adopt the path of agitation, in case their demands are not accepted immediately.

Among others present in the meeting swere, Monika, Parveen Bala, Parminder Singh, Kamal Kumar, Rosy Mehta, Raman Kaur Sulhani, Chitra Bagge Ke, Parveen Kumar, Munish Sethi and Vishal Chawla, social activist who also expressed his views regarding regularization of 3442 teachers.

Giving details of the tour of Majithia, the high profile Deputy Commissioner Anindita Mitra said that the two Patwar Work Stations set up at Nawanshahr and Banga Tehsils at a cost of Rs. 234.95 lakh would formally be dedicated to the SBS Nagar residents to make their access to the revenue related records hassle free. The Minister would also lay down the foundation stone of the SDM office Complex to be constructed at a cost of Rs. 345 lakh at Banga.

The district SBS Nagar has already made a distinction by achieving the target of cent percent computerisation of revenue record of all the 473 urban/rural locations. The district has been taking big strides in e-governance and with the making of the patwar work stations at Nawanshahr and Banga operational, all the three sub divisions of the district, would, now have the state of art of patwar work stations as the work station had already been functioning at Balachaur. Describing the functioning of these work stations she further said that all the patwaris and kanugos of the concerned sub division have been provided with offices under one roof at sub division level so that residents may approach them easily for their works related to revenue departments.

Nawanshar, September 22- Upholding the tradition of leading the state in every sphere, the SBS Nagar district has once again excelled in Punjab by ensuring complete coverage of bank accounts in 22 unbanked villages under Pradhan Mantri Jan Dhan Yojna.

Divulging the details, Deputy Commissioner (DC) Anindita Mitra said that over 5700 households of all these villages had been provided with bank accounts since the launching of this ambitious program. Though, the deadline for covering the all unbanked villages under the banking facilities was set at October 31, 2014 but lead bank of the district had opened all the accounts (two of each family) much prior to the deadline, she added.

She said that it was announced that representative of all the villages who would take lead to achieve 100 percent target under PMJDY would be felicitated by the district administration. So today, all the persons, including Sarpanches, Anganwari Workers, ASHA Workers, Chowkidars and social activists who contributed for making their villages 100 percent coverage of the bank accounts, honoured at district level.

The villages who took lead under Pradhan Mantri Jan Dhan Yojna include Makhupur, Bhanu, Durgapur, Khatkar kalan, Dosnajh Khurd, Bhukhri, Bharo Majara, Kulpur, Hayatpur Jattan, Dayala, Daulatpur, Meerpur jattan, Bharoli, Munna, Anokharwal, Sandhwan, Raipur Nangal, Jadli, Lalpur, Jhander kalan, Chakli, Soeta and Mehnipur.

Bishnoi challenged the validity of the assembly speaker's order dismissing disqualification petitions under the anti-defection law of five HJC MLAs, who had joined the Congress in 2011. Through the petition, he sought the disqualification of five defector MLAs - Satpal Sangwan, Vinod Bhayana, Narendra Singh, Zile Ram Sharma and Dharam Singh - with effect from November 5, 2009, when they had switched over to the Congress.
The order, under challenge by Bishnoi in his petition, was issued by the speaker on January 13, 2013, holding the merger of the two political parties (HJC and Congress) as conclusive.

Chandigarh, September 22 (Courtesy :HT) : “My father knows that there are no takers for Khalistan in Punjab now because he doesn’t get voted back into Parliament because of what he believes in,” says Pavit Kaur, daughter of Shiromani Akali Dal (Amritsar) president Simranjit Singh Mann, on the ‘Fair & Square’ show of Chandigarh-based news channel Day & Night News.
“But in a democratic set-up, he is entitled to hold his belief in a peaceful manner,” Pavit says in a conversation with Day & Night News consulting editor and Hindustan Times columnist Khushwant Singh.
“Today, the Sikhs, at least within Punjab, do not want Khalistan, but pushed against the wall, as they are being once again, this time by drugs and unemployment, another time bomb seems to be ticking away again,” Pavit has written in her recently-released book ‘Stolen Years’. The book, published by Random House India-Vintage Books, is a memoir of Mann’s five years in jail (1984-89) on charges of sedition, among others, after Operation Bluestar.
Pavit says she was 11 when she learnt from her mother about her father’s arrest. “It was a painful period of our lives when my father was put in solitary confinement in the Bhagalpur jail in Bihar, though we tried to stay strong. In subsequent years, writing down what we had gone through was therapeutic for me as we tried to continue with our lives as normally as possible.”
The book quotes extensively from Mann’s prison diary and letters he exchanged with his family, including his daughters. “I feel that it is really important for the world to know what happened in 1984. It has been pushed under the rug quite a lot, and may be, a lot of people are scared of writing about it,” she adds. “A lot of Sikhs had a much worse time that we did. I hope my effort will encourage others to write about their pain, at least for Sikh history, if nothing else.”
“Writing this book has brought about a closure to the entire painful episode for me. It has helped me come to terms with that time and I am happy to have written it,” Pavit has told the news channel. “But I still haven’t fully come to terms with the torture my father was subjected to, including electric shocks to his private parts, during his imprisonment. I haven’t gone into too much detail about it in the book because it is too painful.”
Speaking about how five years in jail changed Mann, Pavit says her father was widely regarded as a “jovial and fun-loving human being when he went in. When he came out, he was quiet, withdrawn, and those years in prison had taken a toll on him, but he was very brave. Even now, he never sits down to relate what was done to him. I think he has moved on, and I really admire him for taking everything in his stride and being able to stay normal and not go crazy.”
Pavit says the “world has a very hard impression of my father but that is not true at all. He is a very gentle human being, and actually, quite the gentleman as well. He is not diplomatic and says what he feels like, unlike other people, which has perhaps contributed to the public perception about him. In reality, he is very liberal and not a hardliner. He is just steadfast as far as his own view is concerned.”....

Chandigarh, September 22 (Courtesy: HT) : The National Human Rights Commission (NHRC) has asked the district magistrate and police commissioner to submit an action taken report (ATR) within four weeks in the case relating to a minor boy whom the administration rescued on September 9 from the house of a retired senior superintendent of police (SSP) following a complaint of bonded labour.
The rights body had also sent the copy of letter (a copy of which is with Hindustan Times) to the Punjab home secretary over this incident on September 18.
Vinod Kumar Tikko, former member of National Commission for Protection of Child Rights, had complained to the commission over the administration’s inaction in this incident and violations of guidelines issued by respective authorities in this regard.
He had sent his complaint on September 16.
The complaint was sent to the police commissioner and the district magistrate asking to file an action taken report within four weeks after forwarding its copy for taking appropriate action in the matter as per the directions of the rights commission.
Investigations have revealed that the boy, who was shifted to an orphan house after he was rescued, is still there.
Even as the guidelines of Juvenile Justice Act state that a victim’s medical examination should be conducted immediately after rescue operation, the boy’s medical test was held after 48 hours of his rescue from the retired police officer’s house.
Meanwhile, the child labour department claimed that the boy’s age is above 14 years so this case does not come under their purview.
The report submitted by the sub-divisional magistrate- 1 said it was not a case of bonded labour and it was upon the child welfare committee to act on this.
Genda Lal Yadav, the boy’s father, claimed that his son is 12-year-old and his birth date is November 13, 2002. He alleged discrepancies in the medical examination of his son.
“My son continues to live in an orphan house despite the fact that his mother and I are alive. This is gross injustice. I want my son back,” Yadav said.
Dinesh, a member of Bachpan Bachao Andolan, said, “It is sheer negligence on part of the administration. He should have been referred to a children home rather than an orphanage. The
administration failed to do so.”
“I met the deputy commissioner two days ago in this regard and he claimed that the case had been referred to the police commissioner,” he said.
Deputy commissioner KK Yadav was unavailable for comment despite repeated attempts to contact him.

New Delhi, September 22: The Central Bureau of Investigation, CBI, today arrested former Advocate General of Odisha Ashok Mohanty in connection with the multi-crore chit fund scam. CBI sources said, Mohanty has been arrested for allegedly misappropriating funds of Artha Tatwa group.

Lakhbir Singh, SP(H), speaking to the media persons said, “The initiative taken by the hospital to donate barricade is appreciable. All the 13 police station in the district will be given ten barricades.”

He said, “With the placement of barricades on the busy traffic sensitive areas, while it will help in controlling the traffic, there will also be downward trend of deaths in the accidents.”

New Delhi, September 22: Seeking personal and direct intervention of the Prime Minister Mr. Narendra Modi, the Punjab Chief Minister Mr. Parkash Singh Badal today impressed upon him to grant a liberal financial package for bailing out the state from the financial stringency in order to fuel its development projects for putting the state into the orbit of high growth trajectory.
The Chief Minister accompanied by Deputy Chief Minister Mr. Sukhbir Singh Badal today called on the Prime Minister at his official residence this evening to plead for the early resolution of the various issues related to state’s economic development.
Taking up the case of outstanding debt waiver of Rs 1.02 lakh crore on count of militancy, the Chief Minister said that Punjab fought the national battle for which it should not be penalized anymore. He also said that Punjab was a Revenue surplus state till 1982 but due to the burden of this debt coupled with Industrial concessions to the neighboring states led to further flight of capital and stopped any fresh investments thereby accentuating our woes and pushing our state in the whirlpool of debt trap.
Urging for Special Term Loan waiver and refund of Rs. 2694 crore paid by Punjab for fighting militancy, the Chief Minister said that Government of India (GoI) gave Special Term Loan of Rs 5800 crore for militancy related expenditure and Punjab paid back Rs 2694 crore. He said that Rs. 5029 crore was outstanding when the Government of India (GoI) announced a complete waiver of the loan adding that Rs 2694 crore already paid by Punjab also needed to be returned to Punjab as this was also part of the complete waiver.
The Chief Minister also urged Mr. Modi for waiver of the centre government loans in view of state’s distressed financial position. Mr. Badal pointed out that the 13th Finance Commission had already placed the states of Punjab, Kerala and West Bengal in the category of Revenue Deficit states and it recommended to the Union government to find out ways and means to bail out these states from financial stress. Now the Government of India (GoI) has again referred this vital issue to the 14thFinance Commission. “Till the 14th Finance Commission gives a report, an amount of Rs 5000 crore as a non-plan grant be given for the current financial year” added Mr. Badal.
The Chief Minister also sought the waiver of conditions imposed by the 13thFinance Commission on the resetting of interest on small saving loans at 9% instead of 9.5% and 10.5%. He also demanded restructuring of loan and moratorium on repayment for five years.
Making a strong case for Special Industrial Package for the state, the Chief Minister urged Mr. Modi that Punjab must be given Industrial Concessions at par with those granted to Uttarakhand, Himachal Pradesh (HP) and J&K. He said that the state has not yet recovered from this set back and on the other hand the Union government has extended these concessions to the hilly states till 2017, which has led to flight of capital and existing industry from the state adding that fresh investments have stopped coming to the state. Mr. Badal said that Punjab was not against giving concessions to these states but at the same time such concessions must be granted to Punjab.
Seeking a comprehensive relief package worth Rs 2330 crore for farmers of the state in view of the deficit rain fall, the Chief Minister apprised Mr. Modi that owing to around 50% deficit rain in Punjab, the farmers spent extra money amounting to Rs.700 crore on deepening of tube-well, replacing of motors and diesel to run them adding that the Punjab Power Corporation purchased extra power at higher cost to meet the demand. He said that GoI had given a package of Rs. 800 crore during a similar crises in Kharif season 2009.
Urging the Prime Minister to include actual land rent while fixing the MSP, the Chief Minister also urged him to treat the farmers as skilled labour and account their managerial costs and interest on borrowed capital for entire season, while fixing the MSP. Pleading the case of giving Minimum Support Price (MSP) as per Swaminathan Formula (Cost + 50% profit), Mr. Badal said that this would help in bailing out the distressed peasantry of the country from the agrarian crisis.
Batting for diversification as one of the ways to bail out the beleaguered farmers of the state, the Chief Minister said that Central Agency should procure maize and basmati on the pattern of wheat and paddy at MSP.
Flagging up another important issue the Chief Minister impressed upon Mr. Modi that the US Government may be requested to take strict action against hate crimes against the Sikhs in the US. He said that these incidents have created a grave sense of insecurity in the minds of members of the Sikh community living abroad and the matter needed to be addressed on top priority. Mr. Badal requested the Prime Minister to take up this issue with his counterparts in other countries and to take up the matter with the US authorities during the course of his forthcoming visit to that country to ensure that strict action was taken against those indulging in hate crimes against the Sikhs and a sense of security was ensured for the latter.
Highlighting the sensitive issue of some overseas Punjabis whose names featured on the blacklist of Indian Nationals maintained by the GoI, Mr. Badal also urged the Prime Minister to direct the Ministry of Home Affairs to put in place a mechanism for regular review of all such cases from time to time. He impressed upon Mr. Modi to remove the names of persons from list against whom there were no cases or legal proceedings pending against them.
The Chief Minister also called upon Mr. Modi to direct the Ministry of External Affairs (MEA) for granting Indian citizenship to the several Sikhs and Hindus, who have migrated from Afghanistan over the past few years to the country. Likewise, Mr. Badal also sought Prime Minister’s intervention to issue necessary instructions to the MEA for relaxation in visa norms for granting visa to the Punjabis who took asylum in several countries across the globe.
Raising the issue of 1984 anti-Sikh riots, the Chief Minister informed Mr. Modi that more than 3000 Sikhs were killed and their properties looted by organized groups belonging to the then ruling party and during these state sponsored massacres the law enforcing agencies under the pressures from their higher ups failed to protect the lives, properties and dignity of the Sikhs in those riots. He said that the successive Congress governments have failed to provide justice to the victims as no proper investigation was carried out adding that to further accentuate the woes of Sikhs the perpetrators of the massacre were rewarded with high constitutional posts by the successive Congress Governments, which thwarted every effort to provide justice.
The Chief Minister urged Mr. Modi to set up a Commission of Inquiry, headed by a Supreme Court judge, for probing the entire conspiracy, including official and political patronage behind the massacre. He said that the Commission should be asked to submit report within six months. Likewise, Mr. Badal also demanded that special Dedicated Courts should be set up to expedite the delivery of justice where FIRs have been registered and challans presented.
The Chief Minister also impressed upon Mr. Modi that all cases pertaining to the massacre that have been closed should be re-investigated and thereafter challans be presented before the Special Dedicated Courts. He also said that all complaints on which no action has been taken should be re-investigated and challans presented to the Special Dedicated Courts. Mr. Badal also impressed upon the Prime Minister to announce a Rehabilitation Package for all the riot victims.....

Chandigarh, September 22: The Education Department today conducted surprise checking in 904 schools across the state. During the checking in total 90 teachers were found absent and 97 teachers were the late comers. It was also found that 69 teachers had not been attending the schools since long. Disclsoing this here today Dr. Daljit Singh Cheema, Education Minister, Punjab said that surprise checking was a part of consistent campaign launched by the education department to make sure the 100 per cent attendance in the schools and to maintain discipline. He said that all the explanations of absentee teachers would be called for and those found absent from the schools since long time would be charge sheeted.
In a press communiqué Dr. Cheema said that special monitoring cell of the education department started surprise checking in the schools in the morning. He said that immediately after opening the schools special teams visited 250 schools of Jalandhar Circle, 322 schools of Nabha (Patiala) Circle and 332 schools of Faridkot Circle.
He further said that 30 teachers were found absent in Jalandhar Circle and 37 were late comers while 14 found long time absentee. In Nabha (Patiala) Circle 12 teachers were found absent, 13 late comers and 23 were long time absentee. Similarly, in Faridkot Circle 48 teachers were found absent, 47 late comers and 32 were found long time absentee.
Dr. Cheema further said that to maintain discipline and punctuality in the Government Schools special and surprise checking would continue in future also. He also directed to the senior officers that 100 percent attendance of the teachers would be ensured.....

Khaira stated that most NRIs complained of great lawlessness in Punjab and fear of loosing their properties and assets back home in the state. Corruption is a major issue of concern for the NRIs.
Davinder Shourie MP, while welcoming Khaira said that there was a dire need for younger generation clean leaders like Khaira to come forward and serve Punjab with dedication and commitment. He said corruption cannot be rooted out by old, redundant and tainted leaders.

Chandigarh, September 22: In a bid to make government schools clean and green, the Education Department, Punjab, will be starting ‘Sohna School Campaign’ from September 26 to October 31, 2014. This campaign would start from Government Senior Secondary School Mothawal (District Kapurthala) where a State Level Function would be organised by the Education Department.
In a big to inculcate sense of cleanliness, Education minister Dr Daljit Singh Cheema and world renowned environmentalist Sant Baba Balbir Singh Seechewal would clean the toilets themselves during this state level function.
This decision was taken during a high level meeting held under the chairmanship of Dr Daljit Singh Cheema at his office here today. A spokesperson of Education department informed that to make this campaign a success, Punjab Education Minister and senior department officials would visit different schools of the state and would personally supervise cleanliness of schools. He said that a state level function would be organised at Kapurthala, which would be attended by Education Minister Dr Daljit Singh Cheema and world renowned environmentalist Sant Baba Balbir Singh Seechewal would launch “Sohna School Campaign”.
During this campaign, competitions related to cleanliness, environment, painting, essay etc would be organised in schools. The spokesperson said that each school would be directed that the toilets in their premises be cleaned regularly and non functional toilets be repaired.
The spokesperson further said that during this six-day long campaign, functions would be organised in different parts of the state, which would be attended by District Education Officers and all officers from the head office as well.

Jathedar Talwandi had passed away following brief illness at Hero DMC Heart Institute on September 19.

Bathinda, September 22: Unique initiative of the Punjab government, the Fard Kendras have become gateway to hassle free access to land revenue records for the people of state and for the NRIs sitting abroad who can view records of their property at the click of a button as the land records of all villages have been computerized.
People are able to have copy of their land records within few minutes saving valuable time and efforts. The Bathinda city’s Fard Kendra is the first and only one to have ISO 9001:2008 certification for the best standards of service.

Giving information regarding the Fard kendras, the deputy commissioner Dr Basant Garg said though as per the Right To Service (RTS) Act, the center is bound to provide copy of land revenue record within a day of applying, at the Bathinda Fard Kendra it was being made available in less than 20 minutes at nominal fees of Rs 20 per page.

He stated that in the month of August itself 10495 applications were received at all the nine centers across districts seeking different land revenue records and all have been issued required the copies. Also in the month of August, Rs 12.54 lacs have been collected as fees.

The system has also saved people from undue harassment in the hands of revenue officials. Anyone seeking copy of record just has to apply at the center and will get certified copy in less than 20 minutes. Earlier people had to repeatedly visit the offices of revenue officers to get copies certified, which is not the case now. Run under the Punjab Land Revenue Society (PLRS), Bathinda’s Fard Kendra is the only one in state to have ISO 9001:2008 certification.

Deputy Commissioner said that entire land record of district has been uploaded on website www.plrs.org.in. “A person looking for his or her land record has to enter village and khewat number and will be able to get the entire data. This is extremely helpful for the NRIs who are settled abroad and want to keep an eye on their land to avoid their land record being tampered with,” he said.

He added that of the 292 villages in district 290 have been computerized and the remaining two areas of Bathinda city and Gillpatti village too would be computerized very soon. The centrally air-conditioned Fard Kendra at the Bathinda DAC Complex has all sides of facilities available for people. Besides this the eight other kendras are located at Rampura Phul, Talwandi Sabo, Bhagta Bhai Ka, Sangat, Nathana, Goniana Mandi, Balianwali and Maur. The Nathana center was first in Punjab to be opened.

In the month of August The Rampura Fard Kendra has received maximum number of 1862 applications and all the applicants have been given requisite copies. Similarly at Bathinda 1688 applications were received, at Talwandi Sabo 1540 applications were received, at Nathana 1406 applications were received, at Balianwali 936 applications were received, at Goniana Mandi 891 applications were received, at Maur 884 applications were received, at Sangat 675 applications were received and at Bhagta Bhai Ka 613 applications were received and all have been given requisite copies.

Badal said, the alliance of BJP and Shiv Sena in Maharashtra is a personal matter of both the parties and it is not good to see the SAD-BJP alliance in that context.

He said, there is no bargaining in SAD-BJP alliance and it is a permanent relation. In the past, the alliance government has taken the Punjab state to new heights of development besides gaining success in maintaining peace and communal harmony in the state. Today, Punjab is the most peaceful state in the country which is also developing fast, he added.

Earlier, Parkash Singh Badal paying obeisance at Baba Sheikh Farid Tilla said, the teachings given decades back, by Baba Sheikh Farid are relevant today and the same have become even now a lighthouse for the society.

Badal invited to the people should make Punjab the world’s best state by following the path of communal harmony by our saints and spiritual guides. He visits this place every year to pay respect and his visit of today is also in the same context.
On this occasion, Inderjit Singh Khalsa, Chief Sewadar presented Siropa to Parkash Singh Badal, Chief Minister.

Interacting with the media persons after paying obeisance at Tilla Baba Sheikh Farid here today, the Chief Minister said that the SAD-BJP alliance was everlasting and both the parties should not be seen as different from each other. He said that the tried and tested alliance between both the parties was a unique phenomenon of the Indian democratic system, which has passed every litmus test in last few decades. Mr. Badal said that it was sheer wastage of time to raise any sort of suspicion regarding the relationship between both the alliance partners as it was very strong and impeccable.
The Chief Minister further said that the alliance between BJP and Shiv Sena in Maharashtra was the personal matter of both these parties and it should not be linked with that of the SAD-BJP in the state. He said that the relations between the SAD and BJP were very cordial because they have been time and again cemented with mutual affection and understanding. Mr. Badal said that the SAD-BJP alliance government in the state has not only put Punjab on high growth trajectory but due to the stupendous efforts of the state government it was the most peaceful state of the country.
Earlier, the Chief Minister, while paying floral tributes to Shiekh Baba Farid, said that the life and philosophy of Baba Farid was very much relevant in today’s materialistic society. He said that the teachings of Baba Farid were a source of inspiration for the coming generations to serve the humanity with utmost zeal and dedication. Exhorting the people to follow the footsteps of Baba Farid, Mr. Badal said that it would help us in making Punjab the number one state in the region.

Disclosing this here today a spokesperson of the Chief Minister’s office said that Mr. Badal assured the delegation that the state government had fully geared up its entire machinery for establishing this Rs. 185 crore, Monument-cum-temple at Sri Bhagwan Valmeki Ashram (Ram Tirath) successfully in a time bound manner.
He further added that this prestigious project was reflective of the state government’s commitment to further strengthen the communal harmony and unity in the state and he was personally monitoring the entire project meticulously. The Chief Minister said that the upcoming temple at Sri Valmeki Ashram would prove to be a milestone in further cementing the bonds of communal harmony, brotherhood and peace thereby strengthening the secular fabric of the society.
The Chief Minister also felicitated the Valmeki Community for their support and cooperation in resolving various related issues amicably and assured that local administration would sort out rest of the issues pertaining to the Ashram. He also appealed to resolve all issues amicably for further strengthening love and communal harmony amongst different communities and sects in the state.
Underlying objective of the memorials, Mr. Badal said that to keep our future generations abreast with our rich historic and cultural heritage, only the memorials and monuments of these kinds could play a pro-active role otherwise it would be faded out with the passage of time.
Mr. Badal said that his government has already planned to showcase the rich legacy and glory of our past through erecting monuments like Jang-e-Azaadi at Kartarpur near Jalandhar, War Memorial at Amritsar and to propagate the philosophy of great Saint Guru Ravidass Ji in village Khuralgarh in Hoshiarpur district, besides a state-of-the art monument in the memory of Baba Jiwan Singh fondly remembered as Bhai Jaita at Sri Anandpur Sahib.
Expressing solidarity in a touching gesture with the members of the delegation of Valmeki community, Mr. Badal said that as a humble servant ever in the service of the people of the state, he himself had always drawn inspiration from the teachings of Bhagwan Valmeki Ji and to serve the people with all humility besides disseminating the message of love, peace and harmony to ensure justice and equity in the society.

Chandigarh September 21: The Punjab Government has identified eco-friendly Aerobic and Anaerobic Technique to rejuvenate 1829 ponds in 1333 Gram Panchayats.

Disclosing this here today Mr. Sikander Singh Maluka, Rural Development and Panchayats Minister said that a pilot project was initiated in some of the village of Ludhiana district for the cleaning of ponds by using water stabilizations technology successfully. He said that the government had approved similar technique for the cleaning of Rivers in the state. Mr. Maluka said that under this eco-friendly technique the ponds is divided in to four sections of Aerobic and Anaerobic process and after cleaning the pond, the pond water was utilized for irrigation purpose. Giving the details of the project the Minister said that under this technique it is ensured that the entire waste water of the village that comes in to the pond was treated cent-percent and to be utilized by the villagers for irrigation their crops. The excess water if left was diverted to the Chaos, Nullas through underground pipes.

The Minister said that under this prestigious programme, the state government would spend about 100 crore over the cleaning of village ponds covering the total area of 134.86 acres of land. It may be recalled here that according to a survey conducted by Rural Development & Panchayats department, there are 17255 total ponds in the state that covered approximately 24405 acres land.
Mr Maluka said under this programme all the village ponds would not only be rejuvenated but also developed as a green site through planting, trees around these ponds besides creating a pollution free environment to ensure a healthy and pleasing surroundings for the villagers, where they could also visit for their morning walk.....

His death was most unexpected, and tragic at that. His life, though, was one of immense struggle and unexpected positive turns, too, he would often say.
Here was a reporter who had his feet firmly on the ground — and that would have elicited another Jasdeep remark: ‘with what we journalists earn, where else would the feet be?’— but also was one of the few who actually went through the fineprint of government policies and programmes and looked at how these really affected people.
The fine journalist that he was aside, Jasdeep in his unassuming style was a team leader and someone who many in Hindustan Times relied on first to actually organise a party and bring everyone together and then, to make it a successful one. He brought life wherever he went. Now that he is gone, there is a tinge of sadness that will not go away. But, amidst this sorrow, we look at the brighter side — as Jasdeep would have wanted: he gave everyone a lot of joy and happiness, and much to think about. And courage to just say it. We will say it, Jasdeep — we miss you.....

Chandigarh, September 21: The Punjab Government has notified the creation of Focal Point Industrial Infrastructure Development Association Phase-IV Focal Point Ludhiana as Special Purpose Vehicle for upkeep and maintenance of Focal Point.
Disclosing this here today, Mr. Madan Mohan Mittal, Industries and Commerce Minister said that Punjab was the first state in the country that has adopted SVP route in consultation with allottees to involve them in upkeep and maintenance of focal points. He said that Punjab Government was getting lot of complaints due regarding poor upkeep of Focal points as multiple agencies were responsible for their maintenance. He said that right from PWD, Irrigation Department, Municipal Corporation, Electricity Department and many other departments were given specific tasks for upkeep and maintenance of Focal Points was suffering due to lack of coordination between different agencies.
The Industries Minister said that in the SPV route, all allottees of Focal Point IV of Ludhiana have been made stakeholders and it would be collective responsibility of SPV to maintain their own focal point. He said that according to the notification issued under Common Infrastructure (Regulation and Maintenance) Act 2012, Principal Secretary Industries and Commerce would be the appellate authority of SPV and General Manager District Industry Center in the respective district posting would be the competent authority. The Minister said that after success of SPV model in Ludhiana Focal Point Punjab Government would replicate this model in other focal points of the state also.....

Ludhiana, September 21: Senior Congress leader and former Union Minister Manish Tewari today expressed grave concern over the heavy losses suffered by the hosiery industry in Ludhiana over the floods in Kashmir.
A delegation of the hosiery manufacturers and traders today met Tewari and apprised him about the cancellation of orders and losses to the goods already supplied there. They said, since the traders in Kashmir had suffered huge losses they were not in a position to make any payments to them.
The manufacturers said, while the traders in Kashmir in all likelihood will be getting compensation from the government, those who had supplied them with the goods have been left high and dry. They appealed to the Congress leader to ensure that their losses were also compensated.
Tewari said, he agreed and understood their genuine problems caused by the unforeseen calamity in Kashmir. He urged the government to keep in view the losses suffered by the hosiery industry due to Kashmir floods and ensure that they were duly compensated.
Earlier talking to the reporters, the former minister expressed concern over the communal pitch being raised by certain elements and the failure of the government and the ruling party to tame them. He said, it was wrong and hoped that the National Minority Commission which is vested with statutory powers should take cognisance of the matter.
To another question over the Chinese incursions along the border while the Chinese president was being accorded hospitality, Tewari said, the NDA government had no policy towards Pakistan or China.
District Congress Committee president Pawan Dewan was among those present.

Chandigarh, September 21: The Punjab Government has issued strict directives against de-reserving posts of reserved categories for other categories without getting prior approval from the Welfare Department’s Reservation Cell.
The communiqué despatched to all Heads of Departments, Divisional Commissioners, Deputy Commissioners, Registrar Punjab and Haryana High Court, all Sessions Judges and Sub Divisional Magistrates clarified that the filling of vacant posts of reserved categories from other categories without approval would lead to a strict disciplinary action. The letter confirmed that if the posts reserved for SCs/BCs were lying vacant due to non-availability of qualified SC/BC category candidates then the posts could not be de-reserved without getting prior approval from Reservation Cell of Welfare Department.
Disclosing this here today an official spokesperson said that if there was non-availability of eligible candidates from reserved categories then the department concerned would send a detailed dossiers of proposed conversion of posts explaining that why these posts could not be filled from reserved categories? He said that department would also have to explain the efforts done for filling these posts from reserved categories.
The spokesperson said that it has been observed that some departments were violating the reservation laws and taking decisions in this regard at their own level without getting permission from Reservation Cell. He said the state government has taken a serious note in this regard as it affects the interests of Scheduled Castes and Backward Classes.
The Spokesman said that there were provisions to initiate strict actions against erring Officers/Employees, who were not implementing Reservation Policy in true spirit. He also clarified that no ex-post facto sanction or approval would be given to any department after filling of post without obtaining mandatory approval from concerned authority and strict action would be initiated in such cases. He also clarified that Non-Availability Certificate from Director Scheduled Castes and Backward Classes department was mandatory, in case of non-availability of eligible reserved candidates after all efforts. He said in promotion cases the prior approval by the concerned Administration Section of department from Reservation Cell was also mandatory.
Welfare Minister Mr. Gulzar Singh Ranike adding that impartial and proper implementation of Reservation Policy was constitutional responsibility of all departments and erring officers/employees would have to face the flak.....

Chandigarh, September 21: Punjab Chief Minister Mr. Parkash Singh Badal today urged the Union Railways Minister Mr. DV Sadananda Gowda seeking his personal intervention to name any train after “Namdhari Azadi Sangram Express” in view of historic importance of Kuka Movement in the nation’s freedom struggle.
In a letter to Mr. Gowda, the Chief Minister sought prompt action in this regard without any further delay as the matter was pending since long. He reiterated to resolve this issue of naming any train as ‘Namdhari Azadi Sangram Express’ in order to pay befitting tribute to the great martyrs of Kuka Movement. Moreover, the Government of India has already recognized Kuka Movement a part of freedom movement of India and commemorated year long celebrations on 150 years of Kuka Movement in 2007.
