Badal: November 21: Dr Daljit Singh Cheema Education Minister of Punjab distributed prizes to the medal winners of 60th Punjab School Games Shooting Competition at Dasmesh Educational Institutions campus at Badal on Friday.

Dr Cheema took a round of the shooting range and talked to International shooters Avneet Kaur Sidhu, Ruby Tomar and others present on the occasion. He was accompanied by Principal S.S Sangha, Principal Kuldeep Kaur Mann, Avtar Singh Van wala OSD to Deputy C.M and other officials of sports & education department. Later on Dr Cheema also addressed the officials of the education department.

Addressing the prize winners and students of the institutions, Dr Daljit Singh Cheema said “during the period of last seven years revolutionary steps has been taken by the SAD-BJP government in the education sector. Nine universities are functioning in the state to spread the education in various streams. It is the vision of Punjab Chief Minister Parkash Singh Badal that huge campuses for the purpose of education are coming up in Punjab”. He mentioned IIT and Indian School of Business at Mohali & other institutions. He disclosed that Indian Institute of Management is also likely to be established in the state.

Dr Cheema urged the students to work hard and achieve the targets with distinction whether in education or sports field. He said “it is the dream of Punjab Chief Minister Badal to make the state number one in the education field, so you must perform with full valour and strength to fulfil the dreams of Parkash Singh Badal”. ....

Chandigarh, November 21: Haryana Police today arrested Rajesh, prime accused involved in the robbery incident committed by digging 84 feet long tunnel at Punjab National Bank, Gohana in Sonipat district.
While stating this here today, a spokesman of Police Department said that Rajesh, a resident of village Katwal Sonipat, was arrested by police team near Bawana Phatak located at Narela while he was waiting for someone. The accused had been arrested earlier on two occasions, one by Himachal Pradesh Police under Narcotic Drugs and Psychotropic Substances (NDPS) Act in year 2009 and in other incident by Haryana Police in a fraud case in the year 2011. The accused would be produced in the Court tomorrow.
He said that police team had already arrested eight persons involved in this robbery and had recovered 49.885 kilogram jewelry, cash worth over Rs 3.73 lakh, a country made pistol and two live cartridges.
It may be recalled that robbers had broke into Punjab National bank’s strong room by digging a long underground tunnel and looted cash and gold jewellery from lockers. ....

Chandigarh November 21: Ajit Singh Kohar, Transport Minister, Punjab, has issued directions to various departments to take precautionary measures to ensure the safety of commuters and avoid traffic accidents caused by foggy weather this winter season.
Stating this here today the Minister said that during winters, when the visibility is low due to weather conditions, the number of road accidents increases which can be prevented by taking simple measures. Mr. Kohar has directed all district transport officers to ensure that vehicles such as tractor-trolleys, rickshaws, cycles etc. that have no lights must be made to have reflectors so that they may be visible to others on the road. Such commuters are at a very high risk of fatality and incidents involving vehicles with no lights are very high during this time of the year. Such accidents could be prevented with the help of enforcing mandatory reflectors on these vehicles.
Mr. Kohar has further instructed the Public Works Department to put up signage, informational hoardings and milestones for the safety of the public. He has asked the officers concerned to ensure that wherever there is any road repair/construction going on, warning signages must be placed. Also, for bridges that do not have any railings, especially in rural areas and along canal banks, an iron or concrete fencing must be built on priority.
All traffic and police officers have been asked to ensure that traffic rules are followed and are enforced strictly. They have been instructed to take serious action against violators, especially those drunken driving, over-speeding or that park/stop on flyovers and elevated roads. Offences like overloading of merchandise in transport vehicles or people in buses or autos will not be spared and will be challaned heavily or worse.
The Minister also made a fervent appeal to the public not to break any traffic rules and follow road rules while driving. They must be aware of hand signals and drive with caution while giving other commuters a clear path. Under no circumstances must they speed or wrongfully overtake other vehicles in such weather. If the public takes precaution themselves, then there will be less road accidents. All important documents must be carried at all times and in case of any emergency, the government has provided 24-hour ambulances that can be made use of by the public.
He has further asked the Meteorological Department to give daily predictions about the weather so that the public can be prepared. In addition, he informed that measures will be taken to educate people of traffic rules, especially the youth and children in schools through seminars and programs. He has also proposed that such information be included in the syllabus for students. ....

He said that all the departments should first send list of their cases to the office of secretary district legal services authority-cum-chief judicial magistrate Jasbir Kaur by November 29.

He appealed the public to put up their cases on December 6 and put an end to their disputes mutually. Except for the serious criminal cases the cases pertaining to compoundable criminal cases, motor accident claim act, 138 Negotiable Instruments Act, traffic challans, rent cases, domestic disputes, domestic violence act cases, 125 CrPC cases, civil suit, labour dispute case, MNREGA cases, telephone, bank recovery cases, power and water recovery cases, companies cases, service matters, railways related cases, income tax, sales tax and other such cases could be brought up for consideration.

Chandigarh, November 21: Premier of Saskatchewan (Canada) Mr. Brad Wall today evinced keen interest in collaboration with Punjab in varied fields of agriculture, food technology, skill development, technical education besides dairying and livestock management.
A Canadian delegation led by Mr. Brad Wall called on Punjab Chief Minister Mr. Parkash Singh Badal here at his residence this evening.
During his interaction with the Chief Minister, Mr. Brad Wall said that there was a huge scope of bilateral cooperation in these areas as both Punjab and Saskatchewan had demonstrated their strength and dominance in agriculture and allied farming due to their vast experience and expertise. He apprised the Chief Minister that both the states were already working closely in the field of Veterinary sciences adding that there was tremendous potential for the mutual cooperation in the other allied sectors of agriculture and animal husbandry. The visiting Saskatchewan Premier also assured Mr. Badal of every technical help in the arena of food technology, food processing, agri Bio-technology, Post Harvest Management / Handling and Cold chain.
Welcoming the proposal mooted by the Chief Minister for initiating farmer exchange program between both the provinces, Mr. Brad Wall hoped that both of these states could be immensely benefitted from this unique experiences. He said that Saskatchewan would prefer collaboration with Punjab in different fields adding that the existing arrangements of Punjab Agriculture University (PAU) with Saskatchewan University in developing new varieties of oil-seeds especially Cannola could be extended to cover new areas on the lines of student exchange program with Guru Angad Dev Veterinary and Animal Sciences University (GADVASU).
Earlier, taking part in deliberations the Chief Minister, while recalling the historic and strong ties between Punjab and Canada, informed Mr. Brad wall that for all Punjabis ‘Canada was a second home’. He said that as both provinces were primarily agrarian economies with very strong agriculture base so as to mutually benefit from technology transfer, cooperation and support. Mr. Badal urged the Saskatchewanpremier to carry forward the proposals mutually agreed upon by both of them to its logical end so that these should not merely confine to the papers. He said that Punjab and Saskatchewan would soon have strategic alliance in the area of agriculture and agronomy practices to enhance the qualitative production of pulses besides food technology by signing respective MoUs. He also agreed to enter an agreement with Saskatchewan polytechnic institute with the state technical education department to award degrees and diplomas to our students under the dual degree and dual diploma program in order to enhance their chances of employability at international level.
Underscoring the need for Students and teachers exchange program, Mr. Badal said that the modalities in this regard could be worked out and formulated mutually by the senior functionaries of the state education department and Saskatchewan University. He also laid thrust on need of Farmers' Exchange Program for fast and easy transfer of technologies to the fields besides seeking technology transfer for the manufacturing of customised agriculture implements as per local needs with an aim to provide such agri-machinery on affordable rates to our farmers as the imported machinery was very expensive and not viable due to the smaller size of land holdings.
Dwelling on another issue, the Chief Minister said that there was a great scope for collaboration in higher education in areas of engineering, medicine, emerging technologies and green technologies. Heinvited leading educational institutions and universities from Saskatchewan to collaborate with the state government to set up their campuses at the upcoming Educity and Medicity near Chandigarh.
Batting for the need to set up Skill Development Centers in Punjab to suit the mutual needs, the Chief Minister said that quality and trained manpower was the need of the hour and thus impressed upon Mr. Brad Wall to evolve a mechanism for mutual recognition of educational qualifications and skill certification between Punjab and Saskatchewan.

His elder son Sh Vineet Joshi is Assistant Media Advisor Punjab with Chief parliamentary Secretary rank and younger son is Municipal Councilor from ward no 2 Chandigarh. Joshi was a swayamsewak (worker) of Rashtriya Swayam Sewak Sangh since childhood and was founder convenor of Sewa Bharti in Chandigarh. Besides State president of BJP Chandigarh he has remained state secretary, state general secretary, state vice president and member national executive of the party. Veteran Leader was credited with taking party to poor class or labour colonies in Chandigarh and was popularly addressed as Mahatama Gandhi of labour colonies.
Chief Minister Haryana Mr Manohar Lal Khattar visited Joshis and expressed his grief to the family members. He remembered Joshi's simplicity and competent way of working. Khattar said Joshi was pillar of BJP in Chandigarh.

Ludhiana, November 21: The Punjab government would be starting 93 new Primary Health Centres (PHC's) and 13 new Community Health Centres (CHC's) in the state where world class facilities would be provided world class health facilities. This was informed by Health Minister Mr Surjeet Kumar Jayani while formally launching the National Urban Health Mission (NUHM) here today. He said six CHC's would be built in Ludhiana city next year and the entire project will cover 41 cities, including Ludhiana, Jalandhar and Amritsar.
The health minister said that an amount of Rs 101 crore would be spent in the state under the NUHM. He said that old hospitals would be modernised under this plan.
The minister also inaugurated an Urban Kiosk in Sanjay Gandhi Colony near Sector 32, Chandigarh Road, where the residents of slum areas can get treatment round the clock. A PHC at Bhagwan Nagar near Dholewal was also inaugurated by the minister.
While speaking to media persons here today Health Minister Mr. Surjeet Kumar Jayani said that all cities with a population of 50,000 and above would be covered under the centrally sponsored scheme which was aimed at providing affordable quality health services to urban population with a special emphasis on urban poor and vulnerable population.
Adding further the Minister said that with the launch of NUHM, 78.83 lakh population (76% of total urban population) of the state including 35.96 lakh slum population and other vulnerable groups like rag pickers, rickshaw pullers, homeless and street children would derive the benefit across the state.
Giving further details the Minister said that for slums with a population of around 1,500 to 2,000 people, one ASHA worker will be deputed; for every 10,000 people in cities, one Auxiliary Nurse Midwife (ANM) will be appointed. Furthermore, a primary health centre (PHC) will be set up to cater to every 50,000 people and a community health centre (CHC) will be set up for every 2.50 lakh persons in cities.
He said that the state government is all set to tackle EBOLA. He said that special health teams have been stationed at all airports and railway stations of the state. He said that negotiations are also going on with private companies for the maintaining cleanliness in government hospitals.
Mr Jayani also urged the people to take full use of helpline number 104. He said that at this helpline number, residents can give suggestions, submit complaints and get details about health department and its services.
He said that under the anti drug campaign of the state government, 3.91 lakh people have taken medication from government hospitals, while 22,000 people have shunned drugs and around 200 patients are presently undergoing treatment at different government hospitals of the state. He said that by March 2015, 18 rehabilitation centres would be set up in the state.
While speaking to media persons, Mr Jayani said that the directorate of Food and Drugs wing is being separated for effective working.

Chandigarh, November 21: Giving a big relief to the students of SC category to avail the benefit of post Matric scholarship, the Punjab government has extended the date to submit application tillNovember 25, 2014. Students can apply online through ‘Ashirwad Portal’ for the scholarship.
It was disclosed by Mr. Gulzar Singh Ranike, Welfare Minister, Punjab. He said that earlier November 7, 2014 was the last date for the students to register themselves but some of the deserving students could not apply for the scholarship scheme. He said acceding to the demand of the students now the government has extended the last date till November 25. He said that students can now apply online on the Ashirwad portal for the post Matric scholarship for the year 2014-15.
The Minister said that the state government has disbursed Rs.330 crore to 2,18,323 students during 2013-14. He said that Punjab Government for the year 2014-15 has sent the proposal of Rs. 687.54 crore under the post Matric scholarship to SC students to the GoI which included the backlog of 2013-14. He said that Social Justice and Empowerment Ministry of GoI after approving this proposal have sent Rs. 376.87 crore. He said that out of the funds released by the GoI Rs. 149.67 crore pertains to the Financial Year 2014-15. He said that this is for the first time that the state government has received 50% advance funds for the current financial year. “The funds for the year 2014-15 would be disbursed in transparent manner after receiving the complete data on the portal.” he said.
Mrs Seema Jain, Secretary Welfare Department, Punjab further said that 3,05,290 students of SC category have already applied on the Ashirwad Portal till now for the year 2014-15. She said that under this scheme students studying in 1884 Government and 2915 Private educational institutes would be benefited.....

Chandigarh, November 21: People’s Party of Punjab Chief Manpreet Singh Badal today strongly condemned the brutal police lathicharge on the agitating students of Punjabi University, Patiala, yesterday.
He said the lathicharge was unprovoked. The students were protesting peacefully for their demands which was the democratic right of every citizen in this country. The basic issue was the hike in fee which the university authorities had justified on the logic of increasing budgetary deficit.
The former finance minister said Punjab University had been one of the premier institution of the state but like several other institutions inclkuding the Government Medical College in that city, the university was also turning sick and the burden was being shifted on the students which could not be justified. He recalled the university fee for years used to be less than the fee even in the government colleges in the state. It was the utter neglect by the state government which was responsible for the mess into which such institutions had landed.
He said the government medical colleges at Patiala and Amritsar used to provide the best of health services to the people for years but these two institutions were now sick with no attention being paid by the government to revive them. This had happened with the Punjab Agricultural University, Ludhiana also whose contribution to the Green Revolution was exemplary.

He said special budgetary allocations should be made to revive these institutions by formulating a long term plan.

He urged the Punjabi University authorities to accept the genuine demands of the students. The students should not be allowed to suffer because of the mismanagement on the part of university authorities and criminal neglect by the state government, he added.

He said it was the education system on which the future of any state depends and must be accorded top priority.....

It may be added that on Sunday, a religious congregation by the Dera followers was to be held at a school in Mehmoodwala village but Sikh representatives allegedly objected to it and following the intervention of the local police, the venue was shifted to the house of a local follower. A number of Sikhs allegedly gathered at the gurdwara of nearby village Jogewala and at around 10.30 am, when the dera followers were on their way to the follower's house, the Sikhs tried to stop them. There was a clash between the two sides and both the groups attached one another when gunshots were also fired.
Police had earlier booked Sikhs Dilbagh Singh and Bittu of Jogewala village, Amrik Singh of Ajnala, Lakhwinder Singh of Mahalam village and Gurlal Singh, head granthi of the Jogewala gurdwara, under sections 307, 323, 324, 427, 295a, 148 and 149 of the IPC besides sections 25, 27, 54 and 59 of the Arms Act. Later on, in a cross case 17 followers of Dera along with 200 unidentified persons were booked.
Ravi Insan one of the member of 45 Member Committee said, DIG Ferozepur has given the time till November 22 for the demands put forth by the Dera followers for withdraw of FIR against 17 followers and suspension of DSP Boparai, who under planned conspiracy had put up a naka at village Mehmoodwala to stop the dera followers to participate in the ‘naam charcha’.
He pointed out that in the list of booked person, one Vikas has been listed in the Fir who is living at Dera Sirsa for the last five years while Harman who is a press report of renowned Punjabi newspaper – Sacch Kaun, had gone there to cover the news.
He said, we have neither spoken against any one nor we have the intention in future also and we should be allowed to do the ‘naam charcha’ peacefully, as per the ritualty of the Dera.
One of the Committee members also pointed out that as per the provisions of the Constitution, everyone has religious freedom and it is the duty of the district administration to get it implemented. Since administration knew about the congregation at Jogewala, proper security arrangements could have been made to avoid any clash.

The Chief Minister further said that maintaining law and order in the state was the top priority of the state government and all out efforts were being made in this regard. He said that the SAD-BJP government in the state has always upheld the ethos of communal harmony, peace and amity in the state due to which the Punjabis have time and again reposed their faith in its policies.
Replying to a query, the Chief Minister said that in order to facilitate the cancer patients, the state government has taken a significant decision of providing cashless treatment facility to the patients in the prestigious hospitals across the state. He said that necessary guidelines have already been issued to the empanelled hospitals for ensuring timely treatment to the patients. Mr. Badal said that the entire expenditure on this scheme would be borne by the state government.
Later on paying rich tributes to Subedaar Bapu Kartar Singh Dhaliwal, the Chief Minister recalled the outstanding services rendered by him towards nation as serving in Army. He said that life of Subedar Bapu Kartar Singh Dhaliwal would ever remain as a source of inspiration for the coming generations. Mr. Badal also lauded the philanthropic services rendered by Rakhra family to perpetuate the rich legacy of Bapu Kartar Singh by ensuring well being of all sections of society.

Disclosing this here on Wednesday, Chairman, Sugarfed Punjab, Sukhvir Singh Vahla said that amongst all the sugar mills of Punjab, Nawanshahr Mill has become the first to start crushing in this season.
He further said that state government had increased the SAP of sugarcane crop to Rs 295 this year and all the cooperative and private mills had been directed to pay the new rates to the sugarcane producers.
Exhorting the private players to operate their mills soon so that farmers to sow wheat crop after harvesting sugarcane crop, he said that private mills had a major crushing share of 75 percent as compared to cooperative sugar mills.
J. Ranjit Singh Jhinger, Chairman, Nawanshahr Sugar Mill, said that mill has been expecting arrival of 35 lakh quintals of sugarcane out of bonded 36.50 lakh quintal. He expressed hope that like previous years, Nawanshahr sugar mill would also set a record of highest crushing, this year too.

Speaking to a standing applause by participating states, State Irrigation Minister Mr Sharanjit Singh Dhillon when reminded the nation that it was Punjab that has bled itself for last 67 years to make India self sufficient on food security front and it becomes now duty of the nation to allocate adequate resources for relining and redesigning of canal system in one go besides sanctioning a special package for recharging the fast depleting underground water of the state.
He said that we should not forget 1950s when our country was moving with a begging bowl to import foodgrains from other countries and the Punjabi farmers with the stint of their hard work and technology provided by Punjab Agricultural University, Ludhiana, made country proud by ensuring self sufficiency on food security front within 10 years without any central grant.
He said that now when the greenery of the country has bled itself to feed 125 crore population of the country despite 1.25 % of geographical area, it becomes now bounden duty of the nation to support the sick canal and river system of the state.
Seeking a special package for rejuvenating rivers, Mr Dhillon said that excessive use of chemical fertilisers, insecticides, pesticides, besides industrial pollution from major cities has made water of major rivers unfit for even animals consumption. He said that rising number of Cancer cases is a grim reminder that in a mad race to feed country by increasing our agricultural production, we have inadvertently played with the ecological system which has to be brought back on rails with the liberal help of union government.
Mr Dhillon today raised the issue of our river water getting polluted with Ms Uma Bharti, Union Minister for Water Resources, River Development and Ganga Rejuvenation and demanded a special financial package so that our rivers can be cleaned. He said that river water pollution is a big issue in Punjab as people in several districts have fallen ill.
While interacting with Ms Uma Bharti, Mr Sharanjit Singh Dhillon praised the Narendra Modi government for taking up the issue of cleaning of River Ganga. "Ours an agrarian state and being land locked, river waters and canals are the only means to irrigate our fields as the underground water table is already depleting. Our rivulets like Budha Nullah in Ludhiana are highly polluted and special consideration should be given towards this regard," Mr Dhillon said while addressing a three-day "Jal Manthan" organised by the Centre government in New Delhi.
The basic idea of "Jal Manthan" is to evolve strategies for better water resource development and management through wider consultations amongst various stake holders. Ms Uma Bharti, Union Minister for Water Resources, River Development and Ganga Rejuvenation was the chief guest on the inaugural day of this event.
The Irrigation Minister said that the underground water table in Punjab is depleting fast. "If the underground water continued to deplete at the same pace, day of not far when Punjab would turn into a Desert," he said. Mr Dhillon said that when the Congress led UPA government was in power in Centre Punjab, it meted step motherly attitude towards Punjab.
"I want to reiterate that our state does not have excess water which can be supplied so other neighbouring states. We are already finding it very difficult to supply ample water for irrigation to all villages. Besides, our more than a century old canal system has already collapsed and we require funds for redesigning and relining of our canals. The state government is already spending crores of rupees for relining of our canals every year. But we want that Punjab should be given a special financial package for this purpose because we are the main contributors of foodgrains to central pool," asserted Mr Dhillon.
Mr Dhillon also raised the issue of inter state linkage of all rivers with Ms Uma Bharti and said that before taking any decision on this matter, Punjab's view should be taken. "Being a riparian state, we have more right over river waters in Punjab. We already face acute shortage of water."
The Irrigation Minister said that when these issues were raised before Ms Uma Bharti, she responded positively and assured all possible help to the state government.....

Ferozepur, November 20 : On recovery of five shells of bombs in the cantonment area today near the sewerage at Adda Lal Kurti, a panic was prevailed in the entire area.

He said that officers should study cooperative movement of all other states including Gujarat where small as well as big cooperative societies were showing excellent performance so as to make state cooperative movement self-reliant and more effective in the state.

He said that he himself had remained associated with cooperative movement and during his visits to other states he had found that cooperative movement of mid India, southern as well as western India is far ahead from Haryana. “Our government will ensure that pace of state cooperative movement could be accelerated with our joint initiatives”. Cooperative has a three tier system and coordination should be maintained between all three to make cooperative movement a big success here in the state, he added.

Khattar said that cooperative societies have been strengthened by making a number of amendments in their rules. Quoting an example, he said that earlier audit of cooperative societies were carried out by cooperative department. After the amendment, cooperative societies have a choice to carry out their audit either by department or a penal of authorized firms of chartered accountants. He made it clear that present government would also implement any type of suggestions which improve the functioning of the cooperative sector in the state in future also.

Manohar Lal said that members of cooperative societies should consider societies as ‘Sahkari’ rather than ‘Sarkari’ as this lead to loss of faith among members. Their vision should be clear that cooperative societies are their own and not of government thereby work for making these societies profitable and self reliant. If there would be profit then it would be shared among its members. They should not work with this feeling that in case of loss, government is there to bear it. He said that State government would try to make all cooperative federation and societies profitable.

While expressing concern over short term of cooperative societies, he said that societies should be formed for long term so as to attract more people. Societies can add youth and women as its members by giving them employment through various government plans and programmes. This way, they could also be able to deal with the challenge of unemployment, he added.

The Chief Minister said that cultivation of horticulture and other cash crop has become more profitable as compared to traditional crops. Farmers’ especially marginal ones should start cultivation of fruits, vegetables, flowers as well as medicinal so as to get maximum profit. Government would ensure all infrastructure such as cold storages and warehousing to facilitate them, he added.

Manohar Lal also urged the people to make sanitation a part of their life. State Government has also launched “Swacch Haryana Swacch Bharat” campaign on November 1 which remained continued for a week with the cooperation of government officials, social organizations and general public. Prime Minister Mr. Narendra Modi has a dream to make India ‘Swacch Bhart’ by year 2019, the 150th birth anniversary of Father of the Nation Mahatma Gandhi. All should join hands to realize this dream, he added.
Chief Minister also gave away prizes to 18 cooperative societies for their significant achievements. In exhibition category, HAFED bagged first prize, Sugarfed got second and Harco bank received the third prize. He also went around the exhibition.

While welcoming the Chief Minister, Health Minister Anil Vij urged him to send a delegation to Gujarat for study of cooperative movement there. About 80 per cent people of Gujarat were associated with cooperative movement. He said that a scheme to make all OPD online is being envisaged by the Health department so as to benefit the patients during their treatment. He had all praise for the Chief Minister for efficient handling of Satlok Ashram incident and added that not even a single gunshot was fired by the police in this incident. Accused Rampal was arrested by the police and produced before the court.

Speaking on this occasion Minister of State for Cooperation Bikram Singh Yadav said that Cooperative Week is observed every year from November 14 to 20 at the state and the national level. He also listed about initiatives and achievements of various cooperative federations.

Principal Secretary Cooperation Alok Nigam also spoke on this occasion.

New Delhi, November 20: The Supreme Court today removed CBI Director Ranjit Sinha from the 2G scam case, saying the allegations against him of protecting some accused appears to be prima facie credible. The apex court was hearing a case seeking removal of Sinha from the investigation into the 2G scam.
Media reports that the apex court, in an unprecedented order, handed over the case to the senior-most officer after Sinha in the 2G scam investigating team. The Court’s observations came as 2G case Special Public Prosecutor Anand Grover told it that Mr Sinha interfered in the case. Mr Grover said the case could have been demolished if Mr Sinha’s stand was accepted. The counsel for CBI, K K Venugopal, also raised questions on Sinha naming a senior IPS officer as mole in the team. However, Sinha's counsel Vikas Singh, insisted that the allegations leveled against Sinha of scuttling the 2G probe were"untrue".
The bench headed by Chief Justice H L Dattu, however, refused to pass an elaborate order on the issue saying that it would tarnish the image and reputation of the premier agency.....

Ferozepur, November 20 : On call from Sanja Forum Punjab, the Powercom City & Suburban Sub Divisions employees today had a joint gate rally under the leadership of Gurkash Singh nat 33 KV Sub Station, Ferozpeur City.
Addressing the rally, Rajesh Devgun Division President and Hari Chand Chopra, Division Secretary said, the Powercom Management is not implementing the agreement of 24-2-14 which include the recruitment of unemployed 4000 linemen, stopping of nodal complaint centre, regularize the employees on contract basis, fresh recruitments may be made and hike in pay grade and pay bands.
They said, in case their demands are not acceded to, the employees will sit on dharna on November 27 at the circle level apart from protesting against the CMD and Directors by wearing the black badges.
They further said, apart from the above action, there will be also dharna on December 16 at Patiala and work-to-rule from December 18.

Ferozepur, November 20 : On Sunday, in clash between Dera Scahha Sauda followers and Sikh Organizations, 16 followers of Sirsa based Dera Sacha Sauda, known as “Premis” were booked in a cross case regarding the clash took place at village Jogewala.

Those who were booked by the police are Kulwant Singh, Nirmal Singh, Mehal Singh, Surinder, Sukhminder, Vikas, Malkit Singh, Puran Singh, Manjit Singh, Gurbaksh Singh, Ravi Sharma, Harmandeep, Balwinder Singh, Surinder kumar, Jagjit, Mangal.

Besides 200-300 unidentified Dera followers have also been booked on charges of attempt to murder by the local police on the basis of the complaint lodged by Mohkam Singh of Chehrata Village under sections 307, 295 A, 323,148 and 149 IPC and 25, 27, 54 and 59 under Arms Act.

On the day of clash on 16th November, five persons named Gurlal Singh (Head Granthi, Village Jogewala), Dilbagh Singh, Bittu Singh, Lakhvir Singh and Amrik Singh besides 150 unidentified persons were booked by the police on the basis of the statements made by the dera followers.

It may be mentioned that at least nine person were injured including police officials on 16th November at village Jogewala following a clash between the dera followers and certain Sikh organizations including Eknoor Khalsa Fouj.

The panic was however, prevailed when the Dera followers were stopped by the members of Eknoor Khalsa Fouj while they were going towards Mehmoodwala village for “Naam Charcha” (Congregation). After heated arguments, the two groups started hurling stones at each other and used sharp edged weapons. Gunshots were also fired in the clash. Senior police officials including DIG Ferozepur Range Munish Chawla and SSP Sukhwant Singh Gill, along with heavy police force has to pacify the furious crown on reaching the spot.

Khanaura (Hoshiarpur), November 20: Terming the various Centers of Excellence being set up by the state government as ‘Harbingers of Second Green Revolution’, the Punjab Chief Minister Mr. Parkash Singh Badal today said that these ultra modern centers would help in giving the much needed push to second green revolution in the state.
Addressing a mammoth gathering after dedicating the Centre of Excellence for Fruits (Citrus) to the nation here today, the Chief Minister said that these centers were ‘panacea of all the ills’ of the farmers they would help in bailing out the beleaguered peasantry from current agrarian crisis. He said that in the current scenario these Centers of Excellence would play a vanguard role not only in saving the already exhausted natural resources of the state but would also be instrumental in ensuring the all-round development of the state and prosperity of its farmers. Mr. Badal said that the ultra modern techniques used in such centers would acquaint the farmers with the global technology being used in the field of agriculture so as to update their expertise for making sure that they reap maximum profits from the diversification of agriculture.
The Chief Minister said that the state of the art facilities available in this Center of Excellence would help in doubling the per hectare productivity of citrus fruits besides motivating the farmers to increase the area under citrus cultivation from existing six percent to 10% of the state’s cultivable land by producing High yielding Varieties of Citrus fruits. Exhorting the farmers to adopt crop diversification, Mr. Badal said that it was the need of the hour as the farmers of the state were reeling under a whopping debt of Rs 30000 crore. He said that though the hard working and resilient farmers of the state had played a pivotal role in making the country self-reliant in food production but this immense contribution of the Punjabi farmers has not been duly recognized, due to which they were on the verge of economic disaster. “Our farmers have exploited their only available natural resources in term of fertile soil and depleting water table for the food security of the country but today they are confronting a grave crisis” bemoaned Mr. Badal.
Impressing upon the farmers to come out of the rut of wheat/ paddy cycle and adopt crop diversification for enhancing their income, the Chief Minister said it was the dire need of the time as the ever escalating cost of agriculture inputs coupled with the non-remunerative MSP has made farming a non-profitable venture. Mr. Badal said that it was the time to transform the destiny of Punjab by adopting crop diversification along with allied agriculture activities like dairy, fishery, piggery, goatery and others.
Dwelling on another important issue the Chief Minister urged the people to play a proactive role in eradicating the menace of drugs from the map of Punjab. He said that the state government has taken a number of steps to check this serious problem but active support and cooperation of people was required to wipe it out completely. “We are duty bound to eliminate this curse from sacred land of Punjab but the people must also resolve to help the state government in this noble cause” added Mr. Badal. The Chief Minister reiterated that the only solution for checking this menace was to totally cut down the supply line of drugs both from within the country and from abroad.
Later on interacting with the media persons the Chief Minister said that the Shiromani Akali Dal (SAD) would contest the upcoming Delhi assembly polls in alliance with the BJP. He said that SAD-BJP alliance was ever lasting and both the parties would contest these elections jointly.
Replying to another query, the Chief Minister said that Punjab was not the only state which has imposed VAT on Diesel but there were several other states that had done so. He said that rather rate of VAT imposed by the state government on Diesel was far less than that imposed by other states.
Earlier, addressing the gathering Union Minister of State for Social Justice and Empowerment Mr. Vijay Sampla lauded the Chief Minister for setting up this project in the Kandi area of the state, which would give boost to its economic development. Advocating that the agriculture of the state needs to be protected, Mr. Sampla said that the need of the hour was to encourage Food processing industry in the state.
In his address, Ambassador of Israel Mr. Daniel Carmon said that the inauguration of this centre was significant because it would lay the foundation of good health of the future generations and prosperity of farmers in the state. He also lauded the state government’s effort for setting up this centre in a time bound and professional manner adding that this center was result of dedication and vision of Mr. Badal. The Ambassador said that centre would not only showcase the modern equipments in agriculture but it would initiate a new era of bilateral ties based on mutual trust and support between Israeland Punjab.

Chandigarh, November 20: Haryana Director General of Police Mr S. N. Vashisht today said that a Special Investigation Team (SIT) headed by Superintendent of Police, Hisar has already entered into the Satlok Ashram after obtaining search warrant from the court.
Mr Vashisht, who was addressing a press conference here today, said that the team is expected to submit its report within a day or two. He said that the SIT consists of two Deputy Superintendents of Police, four inspectors, one SSO of forensic science, supporting staff and cyber unit.
He said that accused Rampal has been arrested from the Barwala Satlok Ashram last night and was taken to the general hospital in sector 6, Panchkula as he complained of ill health. After the doctors declared him medically fit, he was taken to police station, sector 5, Panchkula where he was kept in police custody.
The Director General of Police said that accused Rampal has been produced in the Punjab and Haryana High Court in contempt of court case. He would again be produced on November 28, 2014 with full details of expenditure incurred during his arrest operation. Till then he will remain in judicial custody. He said that now Rampal has been taken back to Hisar for conducting investigations in the case.
He said that at present the Satlok Ashram has been fully evacuated as the remaining 4000 people including 1500 women have been safely taken out of the ashram today and facilitated to go back to their homes. He said that the police have so far arrested 459 people in this case. They included 118 of Rajasthan, 116 of Haryana, 72 of Madhya Pradesh, ten of Bihar, 83 of Uttar Pradesh and three of Nepal. He said that more people could be rounded up on the basis of evidences and added that they would be thoroughly investigated.
Mr Vashisht said that the police has arrested Baljit, a close associate of Rampal and his daughter Babita. The police has recovered one laptop with charger, six mobile phones, ten hard disks, 17 CDs, three telephone diaries, one ring timer, five files regarding trust etc. from her possession. The hard disk and CDs would be scanned by a special team of police, he added. Apart from this, the police has also arrested other accused in the case namely Ram Kanwar Dhaka, Ravinder Dhaka, Purshotam and Ramavtar.
He said that two more cases have been registered in this case for the death of six women in the ashram namely Sarita, a resident of New Delhi and Rajni, a resident of Jakhor, Uttar Pradesh, Santosh, Malkiat Kaur, Adarsh and Rajbala. He said that the post mortem of all six bodies has been conducted in medical college Agroha and no external injury has been found present on their bodies. He said that in case of Santosh and Rajbala internal injury of rib fracture has been found. He made it clear that thorough investigation would be carried out to ascertain the reasons leading to their death.
When the Director General of Police was asked to comment on the steps taken by the police regarding three minor children who got separated from their parents during the incident, he said that Inspector General Hisar Range has spoken to the Deputy Commissioner in this regard. He said that appropriate action would be taken as per the provision of Children’s Act and till the information of their parents is not found, they would be kept under the state protection.
In reply to a question, Mr Vashisht said that a total of 105 police personnel have been injured in the whole operation, out of which two police personnel received gunshots whereas seven police personal have been injured due to shrapnel and 96 others suffered other injuries. He said that one SHO has been seriously injured as a bullet has pierced through his neck.

The Director General of Police also appreciated all the police officers and personnel for the success of this operation. He said that they have all discharged their duties with utmost restraint and never retaliated despite suffering injuries. He expressed satisfaction that not even a single gunshot was fired by the police.
OSD to Chief Minister Mr Jawahar Yadav said that the government is sensitive towards the interests of the media persons and said that any inappropriate incident with this fourth pillar of democracy is condemnable. He expressed concern over the incident with the media persons at Barwala Satlok Ashram and said that a committee would soon be constituted to investigate the whole matter. On this occasion, a two-minute mourn was also observed in the memory of journalist Mr. Shivam Bhatt of Zee media group who has been killed in a road mishap at Kultaran village near Kaithal today.
He said that the Chief Minister Mr Manohar Lal has announced an ex gratia amount of Rs five lakh to the family of the deceased journalist. Apart from this, the Chief Minister has also announced an ex gratia amount of Rs one lakh each for those injured in the accident. Besides, the entire expenditure on their treatment would be borne by the State Government, he added.....

New Delhi, November 20: The Annual Conference of Directors General/Inspectors General of Police of States and UTs and Heads of Central Police Organisations will be held on November 29-30, 2014 at Assam Administrative Staff College, Guwahati.
The Prime Minister, Shri Narendra Modi will address the Conference on November 30, 2014 and present the President’s Police Medals for distinguished service to officers of the Intelligence Bureau.

The Union Home Minister, Shri Rajnath Singh would address the Conference on November 29, 2014 and give away Police Medals to officers to the IB.

The Conference is being held outside Delhi for the first time since it’s inception in 1920. The Chief Ministers of all the North Eastern states and Sikkim have also been invited to attend the Conference.

The Intelligence Bureau organized the first ever Conference of the IGPs in India in 1920 and since then, these Conferences have been held regularly at New Delhi. The first such Conference post Independence was inaugurate0d by the first Home Minister of the country, Sardar Ballabh Bhai Patel on January 12, 1950. Initially, it was a biennial event, but after 1973, it became an annual meeting for the Heads of Police Organisations of the States/Union Territories and Central Police Organizations.

The objectives of the Conference are to provide an interactive platform for senior police professionals and security administrators in the country to discuss and debate diverse national security-related issues, as also the various operational, infrastructural and welfare-related problems faced by the police. Its deliberations include formulation and sharing of professional practices and processes in tackling challenges relating to crime control and law and order management besides internal security threats such as terrorism, insurgency, left wing extremism, espionage and organised crime. The Conference offers opportunities for generation and exchange of new ideas on capacity building for the police in respect of manpower, training, logistics and advanced technology. ....

Professor of History at Delhi University (DU), Prof Nayanjot Lahiri was delivering the prestigious PU Colloquium at the Department of Evening Studies Auditorium, PU Campus. She spoke on the topic of ‘Ashoka in Ancient India’. PU Vice Chancellor Prof Arun Kumar Grover presided over the function. Many PU fellows, teachers and large number of research scholars and students participated in the public lecture. While referring to various edicts of Ashoka, Prof Lahiri said, “if knowledge of Brahmi Script has survived then may be Ashoka would have been remembered as a founder of the unique political Model of Governance”. She informed that she has written a biography of Emperor Ashoka which is in printing.
Recipient of the Infosys Prize for Humanities in Archaeology for 2013, Prof Lahiri said that Emperor Ashoka advocated for non-violence against the living beings but the archeology suggests that people continued to enjoy what they wanted to eat. In this way, Ashoka Edicts should be read as the intents of the Emperor but the people were not forced to go for those directions.
Prof Lahiri has 7 books/monographs, 11 edited volumes, 27 research papers published in journals of high repute and numerous academic presentations to her credit. Prof Lahiri is a recipient of several national and international awards for her outstanding contribution to the field of humanities. New Delhi, November 20: Punjab government will launch the National Urban Health Mission (NUHM) from Ludhiana tomorrow. State Health Minister Surjeet Kumar Jayani said that all cities with a population of 50,000 and above would be covered under the centrally sponsored scheme which is aimed at providing affordable quality health services to urban population with a special emphasis on urban poor and vulnerable population.
Media reports that the Minister said that with the launch of NUHM, 78 lakh 83 thousand urban people of the state including 35 lakh 96 thousand slum population and other vulnerable groups like rag pickers, rickshaw pullers, homeless and street children would get the benefit across the state.
Under the mission a Primary Health Centre (PHC) will be set up to cater every 50,000 people and a Community Health Centre (CHC) will be set up for every 2 lakh 50 thousand persons in the cities. Besides , one outreach camp per month in every slum will be organised where services of the specialists would be made available.

The NUHM would be implemented at the existing PHCs and CHCs and present health centres would be upgraded for the purpose. Minister said that six CHCs would be built in Ludhiana city next year. The entire project will cover 41 cities, including Ludhiana, Jalandhar and Amritsar.....

Chandigarh, November 20 (Courtesy :HT) : Indian Railway Catering and Tourism Corporation (IRCTC) will run a 'Takht Parkarma Special' train on December 29.The train will run for nine nights and 10 days and will take devotees to Data Bandi Chhor Gurdwara, Gwalior; Nanded Sahib Gurdwara, Nanded; Nanak Jhira Sahib Gurdwara in Bidar; and Patna Sahib Gurdwara in Patna.

It is likely to get a good response from Ludhiana as Sachkhand Express, the train that connects the city to Nanded Sahib, remains full all the time and devotees find it difficult to get a ticket.
Anandveer Singh, a local, said, "It is a perfect option to visit Nanded Sahib and major gurdwaras. The tour package is perfect for families and also seems economical, and as it would run during Christmas holidays, feasibility to avail the facilities becomes more."
Kailash Chander, tourism manager, IRCTC, Chandigarh, said, "The train will start its journey from Jammu on December 29 and will return on January 7. The tour package provides all the travel, stay and eating costs. It will include facilities like a travel insurance cover of Rs. 2 lakh, doctor on call, security and other things."
He said, "The train can accommodate 749 people and will offer travel in standard (sleeper class), comfort (3AC) and Delux (2AC) classes with a cost of Rs. 9,100, Rs. 19,700 and Rs. 26,500 per person, respectively, including all costs. Around 30 people have already booked their seats and we hope to get it full to capacity."

Chandigarh, November 20 (Courtesy: HT) : Plans to mark the 150 years of the Kuka movement — one of the first wars of independence, backed by the Namdhari sect of Sikhism — with the release of a postal stamp have been delayed for three months now. Reason: Punjab chief minister Parkash Singh Badal, who is chairman of the Kuka Martyrs Memorial Trust, wants Prime Minister Narendra Modi to release the stamp in Delhi, but Modi has given no time so far.
The Union government had given its nod to issue the commemorative stamp earlier this year, and the Punjab government and the Trust completed all formalities for release in August. The stamps have already been printed by the ministry of communication and information technology. But even after six weeks of making an official request, Modi is yet to give time to Badal to share the stage for release of theRs. 5 stamp.
Chill to blame?
Observers now believe the deepening chill between alliance partners BJP and SAD could be a reason as the BJP’s strategy seems to be to go it alone on the back of the ‘Modi wave’ in Punjab as well.
Some BJP leaders have even accused the SAD, of which CM Badal is the patron, of promoting “mafia rule” in Punjab. Though it started after a relatively poor showing in the Lok Sabha elections in Punjab, for which the BJP blamed the SAD, things turned sour further after the SAD stuck to its alliance in Haryana with BJP’s main rival INLD.
Letter in September
Sources told HT that it was in the last week of September that Badal wrote to Modi seeking time.
The CM wrote: “I would like that such a historic stamp must be released by the number-one representative of the India that is honourable Prime Minister. I earnestly request you to give a date for release of the stamp in New Delhi so that the function can be organised accordingly.”
On behalf of the Kuka Trust, the state had taken up the matter with the central government to issue the stamp. At present, Navjot Pal Singh, director of the state’s tourism and cultural affairs department, is taking care of the project.
Surinder Singh, vice-president, Kuka Martyrs Memorial Trust, told HT, “CM Badal requested Modi-ji to release the stamp but he is yet to give us time. At present the PM is out of the country, but hopefully around the Parliament session we may release the stamp. The ministry of communication has told us that the stamp has to be released in 2014.”
He added, “We have completed all formalities and even deposited Rs. 6 lakh for the printing of the stamps.”
The Kuka movement
Sri Satguru Ram Singh started the Kuka movement on April 12, 1857, to free India from British rule. The Kukas or Namdhari Sikhs made many sacrifices during their 90-year war of independence (1857 to 1947). Ten of them were hanged, 66 blown off with the cannons, hundreds put behind the jails and drowned in the sea by the foreign rulers. Sri Satguru Ram Singh was arrested and exiled to Myanmar in 1872. The Namdhari sect is headquartered at Bhaini Sahib in Ludhiana district.....

Chandigarh, November 20 (Courtesy :HT) : A day after his arrest, charges of murder were slapped against controversial cult leader Rampal and others in connection with the deaths of five women followers and an infant.
Earlier on Thursday, Rampal was produced before the Punjab and Haryana high court in a contempt of court case and sent to judicial custody.
Rampal was produced before the division bench of justice M Jeyapaul and justice Darshan Singh at 2pm after the police informed the court in the morning that the non-bailable warrant has been executed with his arrest.

The two-judge bench posted the matter to November 28 and directed the Haryana police chief to file an affidavit giving details of the operation carried out to arrest Rampal from his Barwala ashram in Haryana's Hisar district. It also sought information regarding damages, injuries to people, arms and ammunition in the ashram and loss of property.
Expressing concern over the armed standoff, the court also called for checks on whether other deras and ashrams in the state were storing arms.
Inside the court, Rampal remained silent as his lawyers described him as a 'simple agriculturist' who was held captive inside the Hisar ashram.
Earlier, rejecting charges that he had used thousands of his followers as human shields, he said they were false.
"I am innocent, the allegations against me are false. I never used women and children as hostages," he told reporters while being taken after to the Panchkula police station lockup.
Further asked about claims of his followers that they had been kept hostage by his private armed commandos and other henchmen, Rampal in his first reaction after his arrest, said, "No, this is not true...."
The medical examination of Rampal was conducted at the Government General Hospital at Panchkula, with a doctor describing his major health parameters as "stable".
Rampal had been evading his appearance in the case before the HC, which issued a direction to police to produce him by Friday.
Forced to keep the date, police arrested him on Wednesday night from his ashram after two days of bloody standoff with his supporters, who posed stiff resistance and even resorted to violence.
The 63-year-old controversial godman had failed to appear on November 5 in the 2006 murder case after which a non-bailable warrant to be executed by November 10 was issued by the high court in the contempt case.
Haryana police failed to produce Rampal on November 10 as well as on the next date of November 17 after which the high court slammed the police and issued a third non-bailable warrant with directions to produce the self proclaimed godman on November 21.
Earlier, the contempt case was listed for Friday, but after the police informed the court about the arrest of Rampal, it directed his production at 2pm on Thursday.

Security personnel carried out searches at Rampal's ashram on Thursday even as more followers were flushed out from the premises.
They made their way inside the Satlok Ashram, whose main gate was opened in the afternoon and police said that they would conduct a thorough search of the premises.
Early on Thursday morning, the authorities appealed to the followers, who were still inside the ashram, to come out and assured them the police and civil administration was out there to help them.
Police say they suspect staunch supporters and members of his 'private army' were still inside

Before launching a full-scale operation to search ashram for objectionable items, including arms and ammunition, police said they want to ensure that no innocent followers is harmed.
Hundreds of followers who had been inside the ashram come from poor economic and educational background and from far off places like Madhya Pradesh, Uttar Pradesh and Rajasthan, a volunteer who had been providing food and water to those coming out, claimed.
Followers who came out on Thursday said there were still many who were inside.
Haryana police and para-military forces are keeping an eye on the premises so that any accused person hiding inside does not escape. ....

Chandigarh/New Delhi, November 20: The Punjab today forcefully raised sought a package on the pattern of Ganga river for rejuvenation and cleaning of all rivers of Punjab besides seeking a one time allocation for relining and redesigning the archaic canal system that was responsible for success of Green Revolution in country.
Speaking to a standing applause by participating states, State Irrigation Minister Mr Sharanjit Singh Dhillon when reminded the nation that it was Punjab that has bled itself for last 67 years to make India self sufficient on food security front and it becomes now duty of the nation to allocate adequate resources for relining and redesigning of canal system in one go besides sanctioning a special package for recharging the fast depleting underground water of the state.
He said that we should not forget 1950s when our country was moving with a begging bowl to import foodgrains from other countries and the Punjabi farmers with the stint of their hard work and technology provided by Punjab Agricultural University, Ludhiana, made country proud by ensuring self sufficiency on food security front within 10 years without any central grant.
He said that now when the greenery of the country has bled itself to feed 125 crore population of the country despite 1.25 % of geographical area, it becomes now bounden duty of the nation to support the sick canal and river system of the state.
Seeking a special package for rejuvenating rivers, Mr Dhillon said that excessive use of chemical fertilisers, insecticides, pesticides, besides industrial pollution from major cities has made water of major rivers unfit for even animals consumption. He said that rising number of Cancer cases is a grim reminder that in a mad race to feed country by increasing our agricultural production, we have inadvertently played with the ecological system which has to be brought back on rails with the liberal help of union government.
Mr Dhillon today raised the issue of our river water getting polluted with Ms Uma Bharti, Union Minister for Water Resources, River Development and Ganga Rejuvenation and demanded a special financial package so that our rivers can be cleaned. He said that river water pollution is a big issue in Punjab as people in several districts have fallen ill.
While interacting with Ms Uma Bharti, Mr Sharanjit Singh Dhillon praised the Narendra Modi government for taking up the issue of cleaning of River Ganga. "Ours an agrarian state and being land locked, river waters and canals are the only means to irrigate our fields as the underground water table is already depleting. Our rivulets like Budha Nullah in Ludhiana are highly polluted and special consideration should be given towards this regard," Mr Dhillon said while addressing a three-day "Jal Manthan" organised by the Centre government in New Delhi.
The basic idea of "Jal Manthan" is to evolve strategies for better water resource development and management through wider consultations amongst various stake holders. Ms Uma Bharti, Union Minister for Water Resources, River Development and Ganga Rejuvenation was the chief guest on the inaugural day of this event.
The Irrigation Minister said that the underground water table in Punjab is depleting fast. "If the underground water continued to deplete at the same pace, day of not far when Punjab would turn into a Desert," he said. Mr Dhillon said that when the Congress led UPA government was in power in Centre Punjab, it meted step motherly attitude towards Punjab.
"I want to reiterate that our state does not have excess water which can be supplied so other neighbouring states. We are already finding it very difficult to supply ample water for irrigation to all villages. Besides, our more than a century old canal system has already collapsed and we require funds for redesigning and relining of our canals. The state government is already spending crores of rupees for relining of our canals every year. But we want that Punjab should be given a special financial package for this purpose because we are the main contributors of foodgrains to central pool," asserted Mr Dhillon.
Mr Dhillon also raised the issue of inter state linkage of all rivers with Ms Uma Bharti and said that before taking any decision on this matter, Punjab's view should be taken. "Being a riparian state, we have more right over river waters in Punjab. We already face acute shortage of water."
The Irrigation Minister said that when these issues were raised before Ms Uma Bharti, she responded positively and assured all possible help to the state government.....

Jalandhar, November 20: The first- phase of India’s largest private entrance test LPU National Eligibility & Scholarship Test (LPU NEST)-2015 commenced at LPU Campus today. Considered as the overall 5th largest entrance test in the government (Centre & State) as well as private sectors, the three-day phase of the test will last up to 22nd November 2014. More than 20,000 school students are appearing for the coveted test, and also participating in numerous events to explore in their talents under ‘Explorica’ program. In the next two phases of ‘LPU NEST- 2015’many Lac students are expected to appear. These phases will be on the school campuses and through online mode. The deserving students will also be awarded with scholarship up to Rs 5 Lakh per student. The participating students, teachers and schools in the events of ‘Explorica’ will also be awarded with prizes and certificates.

LPU National Eligibility & Scholarship Test (LPU NEST)-2015 has emerged as a prestigious entrance and scholarship test among student community. It is highlighting that last year more than 3 Lac students had registered in the LPU NEST 2014 test. As such, after Joint Entrance Examination (JEE), GATE (Graduate Aptitude Test in Engineering), All India Pre-Medical Test (AIPMT) and Engineering, Agricultural and Medical Common Entrance Test (EAMCET), Andhra Pradesh for 2014; this test became the 5th largest entrance test in the country.

LPU Chancellor Ashok Mittal disclosed that, “In order to revitalize India's potential for intellectual leadership and national progress, we have embarked on an ambitious journey of nourishing young minds right from their school days. Moreover, realizing our social responsibility we also want that no student should be deprived of quality education due to lack of money or on other grounds. The salary grant has not been released by Punjab Government for last 18 months and the situation is really grim for these institutions who are providing affordable education to general masses at their door step and are facing immediate closer.
The problem was discussed in detail and decided that the matter be actively taken up with Punjab Government and the measures to get the grant released be explored. For this a six member co-ordination committee of the Principal Association with representative of all State Universities was constituted and authorised to coordinate with Management Federation, Punjab and Chandigarh College Teacher Union, Non-Teaching Employees Union of the colleges and other stakeholders for further appropriate action.

Giving details about preparations, a spokesman from state sports department informed that the international event would be organised from December 6 to December 20. Opening Ceremony would be held at Guru Gobind Singh Stadium Jalandhar and closing ceremony at Village Badal stadium in Sri Muktsar Sahib district. Both stadiums are fitted with ultra modern flood lighting system to showcase cultural programs during opening and closing ceremonies of the event.
He informed that in the men section, 10 national teams from USA, Iran, Pakistan, Denmark, Australia, England, Spain, Canada, Argentina and India and in women teams from USA, India, England, Denmark, Pakistan, New Zealand, Mexico and Azerbaijan are likely to participate in the world cup. Winner teams in men section would get prize money of Rs. 2.00 cr, Rs. 1.00 cr and Rs. 51.00 lac respectively for first three positions whereas women teams be handed over Rs. 1.00 cr, Rs. 51.00 lac and Rs. 25.00 lac respectively.

Chandigarh, November, 20: The Punjab Government has issued fresh instruction pertaining to the foreign visits of IAS officers. All the departments have been asked to put up the cadre clearance recommendations, regarding IAS officer’s foreign visit, to the personnel department 15 days prior to the visit.
Disclosing this here today an official spokesperson of the personnel department said that the departments have also been asked to obtain political clearance from the Union Minister of Foreign Affairs before sending the case to the Personnel Department. He said that the Personnel Department has found that in most of the cases the departments sends cadre clearance recommendation without getting the political clearance from the Union Minister of Foreign Affairs or the IAS officers proceeded on foreign visit without getting such approval. He said that the Government of India, in a hard hitting letter, has expressed serious concern on this issue and decided that in future no such case be considered for ex-post-facto approval.
The spokesperson further said that department have been instructed to get prior approval of the Chief Minister in case there is change in the date of foreign visit of a IAS officer.....
