While giving this information here today, a spokesman of State Vigilance Bureau, Haryana said that the accused Dinesh Kumar was caught red handed while accepting bribe of Rs. 15,000 from complainant Mr. Sandeep Kumar, a resident of village Katwal in district Sonipat in lieu of refund of security money of tower. A case was registered against the accused under section 7/13 of Prevention of Corruption Act at Bureau’s police station at Ambala. Patiala, October 1 : “Heart diseases are increasing at most alarming rate all over the world. Their prevention is quite simple while their treatment is neither that unproblematic for the patient and his family nor entirely foolproof.” This was stated by Dr Gurpreet Singh Sidhu, noted heart specialist of Patiala at a seminar, “Attacking the Heart Attack’, organised by Punjabi University’s health centre, in collaboration with Patiala Heart Institute and Radio 92.7 FM at university’s kala Bhawan here today.
While giving prevention tips and sensitizing the audience about the major causes of heart-attack, Dr Sidhu said that the heart-related diseases have increased ten times during the past four decades despite inventions, advanced research and availability of hi-tech machines and infrastructure. According to the data available at the moment, the figure was likely to touch 23 million by 2030 if proper steps are not taken to make the people aware and taken preventive measures.
In his presidential remarks, Vice-Chancellor, Dr Jaspal Singh said that the major reason of falling prone to heart attacks or other heart-related diseases was casual and slapdash attitude not only of general masses but well-read people too. The laidback disposition, the habit of ‘self-treatment’ and subscribing to the advice of uninformed friends and relatives occasionally proves fatal. He called upon to arrange such like seminars about other ailments as well to sensitize more and more people about various diseases.
Registrar, Dr Devinder Singh proposed vote of thanks, while In charge of the health centre, Dr Regina Maini welcomed the guests. Cardiologists, Dr Mukesh Yadav and Dr Simarjot Singh Sarin also shared their views about the heart diseases.....

The memorandum was submitted by the delegation led by the state party chief, Mr Partap Singh Bajwa which included the former MP and the PCC chief Mr H S Hanspal, the BKU President and the former MP Mr Bhupinder Singh Mann, former MLA and the PPCC Vice-president Mr Surinder Pal Singh Sibia, former MLA and the General Secretary Mr Jasbir Singh Dimpa, party Secretary Mr Harminder Singh Gill, General Secretaries Smt. Lakhwinder Kaur Garcha and Mr Rajanbir Singh, Mr Inderjit Singh Zira, Chairman Kisan and Khet Mazdoor Cell, Mr. Jagtar Singh Rajla Ex-MLA, Mr Gurpartap Singh Mann, Secretary PPCC, Mr Bhupinder Singh Bittu Secretary, Youth leader Mr Khushbaz Singh Jatana and Mr Surinder Kundra, General Secretary, Rice Miller Association.

The party pointed out that on the pattern of the UPA, the Narendra Modi government should also waive the loans of the farmers and farm workers. The government should ensure remunerative process for the farm produce by fixing MSP on the recommendation of the Swaminathan Committee which provides for 50 per cent profit over and above the cost of production and Basmati MSP at the rate of Rs. 3500 per quintal. The party also wanted the procurement of maize at its MSP of Rs. 1300 per quintal.

The delegation demanded that the NDA ban on the states on giving bonus at the rate of Rs. 200 per quintal on paddy should be withdrawn immediately. The moisture content limit of paddy should be restored to 15 per cent as one per cent reduction was causing problems to both farmers as well as the millers. Crop insurance scheme should be implemented by involving MNCs. The Punjab government should announce compensation to the cotton growers at the rate of Rs. 8000 per acre.

The delegation also pressed for Rs. 5000 per acre as drought relief saying the amount of Rs. 420 per acre announced by the government was nothing but a cruel joke. VAT on diesel used in farm operations should be withdrawn.

Taking up the problems faced by the farmers in the border areas, the party impressed upon the government to announce compensation at the rate of Rs. 10000 per acre to the farmers whose lands were between the barbed wire fencing and the international border or alternatively, these lands should be acquired by the government.

The party also pressed for the sugarcane price at the Rs. 340 per quintal.

Taking a serious view of the increasing incidence of suicides in the state, the party demanded that the family of such farmers and farm workers should be given Rs. 5 lakh as compensation. The state government should provide free 5-marla plots to the farm workers.

The payment of paddy to the farmers should be ensured within 24 hours, the delegation added. ....

Nawanshahr, September 30 : Setting another challenging task for upholding the tradition of leading the state in every sphere, the SBS Nagar district has decided to reduce the rate of home deliveries to zero in coming six months.

Divulging the details, Deputy Commissioner (DC) Anindita Mitra while presiding over a meeting with Health officials of the district in this regard said that due to concerted efforts of the district administration the rate of home deliveries has been reduced from 11 percent to five percent in last six months, through a sustained campaign for the promotion of Institutional Deliveries. Now, when we are reviewing the progress then it is not impossible to scale down the figure of mere five percent to further zero percent, she added.

Deputy Commissioner asked all the doctors to tap the typical vulnerable areas in the district where percentage of home deliveries may be high due to brick kiln labour or transit populations. All the ASHA workers sent to all these habitations to exhort them for getting their deliveries done at hospitals so that the practice of home deliveries may be decreased to zero by next six months.

She said that there would be need of awareness among these type of lower strata habitations to tell them about the free facilities given at government hospitals besides free treatment to new natal and mother. Apart from that they should also be told that delivery done at government hospitals, would fetch a consolation of Rs 600 to 700 for SC and BPL people under Janany Suraksha Yojna and Rs 1000 for all, under Mata Kaushalya Kalyan Yojna.

Stating the figures of home deliveries in the district, deputy commissioner said that the district had a total of 3262 deliveries, out of which only 169 had been found as deliveries getting done at home. To provide a safe environment and better treatment, the figure could be reduced to zero by doing extra efforts as per the data of August 2014, she further added. For example Nawanshahr Health Block had a figure of home deliveries 7.6, Balachaur 8.9 and Saroya 7.1 percent of home deliveries as compared to 2.7 percent of Sujjon, 3.3 Percent of Mujaffarpur, 4.2 percent of Mukandpur and 4.6 percent of Banga.

Deputy Commissioner told them to accept the challenge of reducing the home deliveries in the district so that SBS Nagar, once again, emerges as light house for rest of the Punjab in another era.

Presiding over the function hosted by Employees Provident Fund Organisation to facilitate its pension beneficiaries Mrs. Badal informed that Food Processing sector had great potential and there were scores of possibilities to grow in this profession. She said 17 Mega Food Parks were being developed in the country, which would give big push to the industry besides laying strong base of this emerging industry. She said growth and enlargement of food processing was the dire need of the nation to bring food products from ‘farm to platter’ so that self-employment, self-help groups and increasing employment sources could further strengthen the economy of country. She said at present only 2.5 percent fruits and vegetables were under food processing while 36 percent of total milk production, which was too little. Mrs. Badal said a scheme was under progress to establish different dishes from different states of country under the tag of Brand India in foreign countries.

Lauding the bold initiatives taken by Prime Minister Mr. Narendra Modi, Mrs. Badal said it was the vision of Mr. Modi to project general masses as Pilot of country’s economic growth and bringing poverty stricken classes into the ambit of progress. She said that Jan Dhan Yojana and Swach Bharat Abhiyan was the symbol of PM’s vision. She said that Mr. Modi was also initiating steps to make Governance System more convenient and impressive for the facilitation of general masses.
Accusing the former UPA Government for misusing exchequer, Mrs. Badal said it was the result of ill-managed financial strategies of UPA government that the present incumbent was facing financial problems. She said that Food Processing department was still facing pendency of subsidies from the year 2003 till date, which would be disbursed in coming year.
She also appreciated the move of Prime Minister to set minimum pension of Rs. 1000, which would directly extend benefit to more than 50 lakh people.
Answering media queries Mrs. Badal said that Jan Dhan Yojana would provide benefit to each household of the country besides covering the family members under insurance cover. She also honoured EPF Pension Beneficiaries. \

Chandigarh, October 1: The Punjab Right to Service Commission today formed a 4 member committee of officers to study two applications of National Informatics Centre including Web-Suwidha and Right to Service Information System.
According to an official spokesman the committee comprise off Mr. Rajnish Malhotra, Head SeMT, Mr. Navneet Kukreja, State Informatics Officer NIC Punjab, Mr. Parveen Garg SSM DGR and Mr. Aman from TCS as special invitee. The Chief Minister also asked the delegation to take initiative for establishing a modern school for their children to impart quality education to them, for which the state government would provide land and grant financial assistance. Mr. Badal also reiterated the state government’s commitment to provide land for burial places in villages and towns by the concerned panchaytas and Municipal Committees as per their requirement in line with the already approved policy by the Departments of Rural Development & Panchaytas and Local Government.
Interacting with the Muslim delegation, the Chief Minister called upon the Muslim community to further strengthen ethos of peace, communal harmony and brotherhood in the state. He assured the members of Muslim community to extend all possible help and cooperation for the prosperity of the Muslim brethren. Mr. Badal also emphasized the need to bridge the communication gap between the state administration and the different communities so as to ensure prompt redressal of their grievances.
The delegation also expressed gratitude to the Chief Minister for making concerted efforts to ensure the welfare of Muslim community in the state especially by reviving the Wakf Board and giving due representation to its members at different forums.

Mr. Bagha was informed that in last 2 years the Foundation has helped three students cracking IITJEE, three in IISER, one in IIIT and two in NIT. Besides that 9 students were supported to go to Indo Swiss Training Center Chandigarh for quality diplomas in Engineering. Last year the foundation in its Join Navodaya Schools Mission provided preparatory education to 800 students in 27 centers established in the Districts of Mohali and Faridkot. This helped 58 students getting into JNVs. This year 53 centers have been established for four month free coaching to 3100 class 5 students in the districts of Mohali, Muktsar, Faridkot, Ferozepur and Bathinda.
It was informed that to prepare the students for engineering and medical entrance exams, the Foundation has selected 32 class XI science students for two year free residential program. These students are being provided regular schooling from Chandigarh, coaching from highly competent teachers for the preparation to IIT JEE 2016 and AIPMT 2016.....

Srinagar, October 1 : Punjabis, who have been the biggest contributors in the relief operations in Jammu and Kashmir following unprecedented floods in the State, achieved a new milestone today with SAD general secretary and Revenue minister Bikram Majithia launching a citizen initiative aimed at rushing essential items to the valley to equip the affected people for the harsh winter ahead.
Interacting with affected Kashmiris at the Shaheed Bunga Sahab gurdwara in Budgam here, Mr Majithia said “chief minister Parkash Singh Badal took the lead to rush emergency supplies to the State immediately after it was struck by floods by requesting the Shiromani Gurdwara Parbandhak Committee (SGPC) and the Delhi Sikh Gurdwara Management Committee (DSGMC) to help in this noble cause. I have come here today to carry this initiative forward and I have involved the people of my constituency as well as traders and industrialists of Amritsar who have business links in J&K to rush ration, medicines, blankets, woolens and other essential items needed by the affected people before the onset of winter”.
The SAD general secretary handed over 12 trucks of relief material to Badgam gurdwara committee member Gurjit Singh Kingi for distribution among the affected people. A team of volunteers from Majithia and Amritsar district led by Major Shivcharan Singh Shivi is also camping in Budgam to ensure efficient distribution of the relief material.
Interacting with Kashmiris, Mr Majithia assured them that the Punjab government would also assist the J&K government and would coordinate with Jammu and Kashmir chief minister Farooq Abdullah for this purpose. Mr Majithia also talked to senior officials in the J&K CM’s secretariat as Mr Farooq Abdullah is in Delhi.
Kashmiri traders and small cottage industry owners also met the Revenue minister and apprised him that Punjab and J and K were not only linked by a bond of friendship as neighbours but that their economies were also inter linked due to close people to people business ties. They said effort being taken by the Punjab government, religious bodies as well as its people would contribute to the economic revival of Kashmir after the devastation caused by floods.
Mr Majithia meanwhile urged the people of Punjab to strengthen the citizen initiative launched by him. “Every person irrespective of his position can contribute in cash or kind to help our Kashmiri brethren in their hour of need”, he said.
The minister also visited the worst affected areas of the valley during his stay besides directing the volunteers from Majithia and Amritsar to apprise him of the relief actions on a daily basis. He also interacted with doctors and asked them to list the medicines needed by them besides meeting with local NGOs and social workers to inquire about the possible steps which could be taken to improve the situation. The people who met Mr Majithia told him they needed to hoard up ration including wheat and rice and also needed a large amount of woolens.
The Budgam gurdwara committee expressed its gratitude to Mr Majithia as well as the Punjab government for the help extended by it and presented a robe of honour (siropa) to the SAD general secretary. The relief material sent to Kashmir in 12 trucks includes drinking water, blankets, dress materials, shawls, medicines, torches, wheat, flour, rice pulses, biscuits and noodles. ....

Apart from the above, the deputationists also demanded new trains for Haridwar, Naded Sahib and Beas.

According to the deputationists, the Railway Minister forwarded the demand charter to the Railway Committee of Parliament and assured to solve their problems shortly.

Describing this program as top priority of her Ministry, Mrs. Badal said in the first phase Skill Development Training programmes would be organised for educated youth. She said 10,000 youth would get this practical training in first phase and this number would be increased as per the needs of the industry.
Presiding over the function hosted by Employees Provident Fund Organisation to facilitate its pension beneficiaries Mrs. Badal informed that Food Processing sector had great potential and there were scores of possibilities to grow in this profession. She said 17 Mega Food Parks were being developed in the country, which would give big push to the industry besides laying strong base of this emerging industry. She said growth and enlargement of food processing was the dire need of the nation to bring food products from ‘farm to platter’ so that self-employment, self-help groups and increasing employment sources could further strengthen the economy of country. She said at present only 2.5 percent fruits and vegetables were under food processing while 36 percent of total milk production, which was too little. Mrs. Badal said a scheme was under progress to establish different dishes from different states of country under the tag of Brand India in foreign countries.

Lauding the bold initiatives taken by Prime Minister Mr. Narendra Modi, Mrs. Badal said it was the vision of Mr. Modi to project general masses as Pilot of country’s economic growth and bringing poverty stricken classes into the ambit of progress. She said that Jan Dhan Yojana and Swach Bharat Abhiyan was the symbol of PM’s vision. She said that Mr. Modi was also initiating steps to make Governance System more convenient and impressive for the facilitation of general masses.
Accusing the former UPA Government for misusing exchequer, Mrs. Badal said it was the result of ill-managed financial strategies of UPA government that the present incumbent was facing financial problems. She said that Food Processing department was still facing pendency of subsidies from the year 2003 till date, which would be disbursed in coming year.
She also appreciated the move of Prime Minister to set minimum pension of Rs. 1000, which would directly extend benefit to more than 50 lakh people.
Answering media queries Mrs. Badal said that Jan Dhan Yojana would provide benefit to each household of the country besides covering the family members under insurance cover. She also honoured EPF Pension Beneficiaries. \

"I read a statement of Chautala, that he will take oath as Haryana CM from Tihar jail. I want to ask you people that do you want to choose such a CM who will run his government from Tihar jail. See how much arrogance he has despite having been sentenced," Shah, who has been addressing a series of public meetings since yesterday in Haryana ahead of the October 15 assembly polls, told a gathering at the rally on Tuesday.

Shah was also unsparing in his attack on the Congress, alleging that the State had fallen behind on several fronts during the past ten years.

Attacking Hooda, he said "Woh delhi ke durbar mein mujra kartain hein" (he dances to the tunes of the Gandhi family) just to save his chair, even as the farmers get peanuts for the acquired land, which is handed over to powerful builders.

With Hooda often saying that "Haryana is No. 1" in every field, Shah said that "the State has fallen behind. Be it the issue of women security, atrocities on the Dalits, unemployment, the state has done poorly. No new industries have been set up and even some of the existing industry has been forced to shift, as the State has fallen behind in every field. Time has now come to oust this regime and bring BJP to power".

Referring to BJP senior leader and party's Narnaund candidate, Capt Abhimanyu, he said the nominee was well educated and dynamic.

While BJP has so far not declared anyone as its chief ministerial candidate, Shah further said that Haryana needs a dynamic, well educated and young CM, who will work with greater zeal and vigour for the people of his state.

Shah while appealing to voters to bring BJP to power in Haryana to put the state on higher growth trajectory, talked about the work done by the Narendra Modi government at the Centre during three months of its rule so far.

"We have tried to bring about a change in many things,"he said.Shah said the first change which has happened was that the country has got a Prime Minister "who speaks".

"Earlier, we had a Prime Minister whose voice was never heard, he used to speak mostly in English and rarely in Hindi," he said.

Touching on the issue of price rise, the BJP chief said the Central government is slowly trying to bring these under control.

"Petrol prices have come down. Soon, the Kharif produce will hit markets and from October prices will soften," he said.

Speaking on the occasion, senior leader Birender Singh said that Haryana's politics has taken a turn.

"Those who had been misleading people on the lines of caste and regionalism basis, it's time to show them the door," he told the gathering.

Hitting out at the Congress government, Singh said,"Youths are looking for employment, but they are facing discrimination in jobs."

"The BJP government will create new avenues for the youth," said Singh, who recently joined the BJP after snapping his 42-year-old association with the Congress.

Birender Singh also took a dig at Hooda, who yesterday warned of "drastic steps" if the Centre did not take immediate steps to ensure better prices of rice to the farmers.

"Hooda now says he will sit on a dharna for the sake of farmers. Where was he, when 60,000 acres of land of farmers was looted during his regime, did he not think about farmers then," Singh questioned.

BJP's election in-charge and M P Minister Kailash Vijayvargiya, heaped praise on Prime Minister Modi and equating him with Swami Vivekananda, said while none among us heard the Swami's speech when he had visited the US, but after listening to Modi, "we felt that he (Modi) is Vivekananda's swaroop".

Comparing Haryana with BJP-ruled States, he said while the saffron ruled states were prosperous, the Congress-ruled state was far behind, with development lacking in villages.

"I challenge Hooda to visit Madhya Pradesh and see the development there. The agriculture growth in M P is 24 per cent and Hooda keeps harping No. 1 Haryana when the State is far behind," Vijayvargiya said.

He alleged that Haryana is No. 1 in corruption. "And now time has come now to oust this regime. An
opportunity has come to throw them out of power, we want that youth should get employment, farmers should get better due and other sections of the society equal chance to be partners in the progress, which a BJP government can provide," he added.

The BJP had won seven out of the eight seats it contested from Haryana in the Lok Sabha polls and the party is now fighting on all the 90 Assembly seats on its own after its ally Haryana Janhit Congress snapped ties accusing the saffron party of "repeated betrayal". ....

Earlier also, the Punjab Police’s CIA wing had busted a gang which duped youths aspiring to join the army on 7th May this year and had nabbed Rajinder Singh, Ex-Serviceman and his accomplice Upkar Singh. These two used to charge Rupees Five lakh on the pretext of providing them a job in the army. They also used to give fake appointment letters to the aspirants.

Not only this, on February 7th, five persons, including three from Mansa and two from Allahabad, were also booked on similar charges. During the Army recruitment Rally held at Ferozepur in January, two youth were booked with fake certificates.

Chandigarh September 30: Paddy procurement operations, the biggest ever operations of Asia, for the Kharif Season 2014-15 across the State are set to begin in the state from October 1 as state government braces up to ensure hassle free procurement in the state.
The Punjab government has made arrangements for the procurement of 140 lac MT of paddy in 1802 notified mandis/purchase centers during the current Kharif season.
Disclosing this here today official spokesman of Punjab government said that Reserve bank of India has sanctioned a cash credit limit of Rs 18451crore for the month of October 2014 and remaining limit would be released next month. He said that state government had sent request for cash credit limit amounting to Rs.23248.26crore for the procurement of 126 lac MT of paddy by the state procurement agencies as FCI , a central government agency has been separately given target of 14 lac MT Paddy during the Kharif Season 2014-15.
He said that strict instructions have been issued that payments to the farmers have to be ensured within 48 hours after lifting of the paddy from the purchase centres. The state government has constituted Dispute Redressal Committees in every mandi/purchase center. Besides that food and civil supplies department has already established a 24 hours control room in headquarter and also in district offices, where farmers could contact in emergency. He said that Punjab Mandi Board also made arrangements of water and shade for farmers. He said that state government would ensure the lifting of paddy within72 hours of purchase
The spokesman further said that to check malpractices and short or extra measurement, Punjab Mandi Board and food and civil supplies department have constituted teams to raid and Farmers could directly approach food and civil supplies department inspectors in the case of any complaint.....

Chandigarh, September 30 : In a move aimed at getting more buyers to enter Punjab's market to purchase basmati for safeguarding the interests of the basmati cultivators on one hand and encouraging crop diversification in the state on other, the Punjab Chief Minister Mr. Parkash Singh Badal today allowed the incentives given to the Basmati Millers during 2013-14 to continue, besides slashing both the Market Fee (MF) and Rural Development Fee (RDF) by one percent in order to motivate the buyers from outside Punjab for the purchase of basmati.
Disclosing this here today a spokesperson of the Chief Minister’s Office said that this decision has been taken by the Chief Minster after series of deliberations with the representatives of farmers, millers and the officials of the State Government.
It may be recalled here that the Punjab Government had waived Mandi Fee (2%), Rural Development Fee (2%) and Infrastructure Fee (3%) on purchase of basmati for milling in Punjab during 2013-14. Such a measure was taken to encourage farmers to grow more basmati paddy instead of common paddy which is considered to be water guzzling. Basmati paddy consumes less water and is a short duration crop. It also fetches more money to the farmers. The promotion of basmati is part of the State's Diversification Plan to reduce area under paddy cultivation.
Earlier, the basmati exporters were required to pay these fees/ charges and claimed refund thereof because taxes on export of goods were zero rated as per the policy of the Government, but the millers of Punjab claimed difficulties in refund of fees/charges paid by them, as a result a large chunk of their working capital used to get stuck in transit, rendering the milling in Punjab uncompetitive. With a waiver of fees, the government provided procedural comfort to the millers to encourage not only more cultivation of basmati paddy but also to promote investment in rice milling industry. This has resulted in an addition of 90 MT of fresh milling capacity of Basmati Paddy and projects worth Rs. 700 Crore approximately which were firmed up during the Progressive Punjab Agriculture summit held in February 2014, were in the pipeline. Apart From this the traditional Basmati rice shellers have also upgraded their mills to enhance their milling capacity.
During 2013-14, paddy was sown in about 28.51 lac hectares, of which basmati paddy was sown in about 5.5 lac hectares. Given the drought like conditions in the State, the area under paddy has come down to 28.13 lac hectares during kharif 2014. However, area under basmati paddy has increased to 8.6 lac hectares. The last year's basmati production was about 22 lac MT, whereas the anticipated production during current season is about 34 lac MT.
Given the increase in basmati production, there are apprehensions that market price of basmati would be lower than the previous year as a result, the Government needs to encourage more buyers of basmati so as to ensure remunerative prices to the farmers. The Chief Minister, Punjab has been concerned about the farmers' interest in this regard and he has taken a number of meetings with the representatives of farmers, millers and the officials of the State Government along with Punjab Agriculture Minister, S. Tota Singh and Food and Supplies Minister S. Adesh Partap Singh Kairon. After comprehensive discussions, the Chief Minister, Punjab has decided that the incentives given to Punjab millers would continue. However, to encourage other buyers also to enter Punjab markets to purchase basmati, the Market Fee and Rural Development Fee would be charged at 1% each against 2% each charged earlier.
Giving these details, a spokesman further clarified that as on today Value Added Tax (VAT) is zero rated for all exporters of basmati who purchase basmati paddy from Punjab. They can avail refund of VAT paid by them on the basis of existing documentation (H form) and there is no infrastructure fee on basmati purchase. He further added that this relief for other buyers of basmati in Punjab is aimed to ensure competition in market for remunerative prices to the farmers.....

He called upon the leaders of SAD-BJP and the top brass of the government to elicit huge participation of the people from different walks of life on this historic event.
The Chief Minister said that this memorial would showcase the unprecedented valour and commitment of our forefathers to free our motherland from the yoke of British imperialism. He expressed hope that the upcoming memorial after completion would prove to be a beacon to kindle the spirit of nationalism amongst the future generations. He exhorted the people to participate in this function with great enthusiasm and gaiety thereby demonstrating the ethos of nationalism and patriotism on one hand and to pay befitting tributes to the great national martyrs and heroes of the national freedom struggle on the other. Pertinently Mr. Badal has already deputed the Cabinet Minister Dr. Daljit Singh Cheema and his Special Principal Secretary Mr. KJS Cheema to overall supervise the arrangements and ensure comfortable journey of the people arriving at venue of the function.

The speakers mainly SGPC members Bibi Kiranjot Kaur, Prof Jagmohan Singh and Prof Inderjit Singh Gogoani felt that the society was facing attack from the dirty nexus of politicians-police-smugglers who work under cloak of various socio-cultural fronts. They pointed out that Punjab was under attack from these drug lords who are being facilitated by political leaders across the spectrum.


The speakers urged the youth to do activism by declaring and proclaiming that they would not tolerate degradation of women and that they would bail Punjab out of sinking hole.

Banners were displayed prompting the youth to work for a New Punjab, a drug free state and make the next generation proud of Punjab.

SYP head Nobeljit Singh from Hoshiarpur said we have no doubt that the strong value system of Punjab, respect for women, standing up for the underdog (oppressed) and refraining from intoxicants will withstand the test of our time.

Delivering the key note, party's vice head Paramjit Singh Tanda observed that confronting any socio-political issue that was being patronized by the established conservative class was never an easy task. What we need today is not standing observation or nodding of heads to address the issue but a commitment with ourselves that yes we can and will change the current system that is flawed.

Organization's secretary Sukhvider Singh from Anandpur Sahib said drugs do not discriminate among Punjabi’s. The cancerous epidemic affects all alike, he said and added that modernity at the expense of vulgarity, diluting our values is never welcome and will be rejected by the entrepreneurial spirit of the Punjab.

Kiranjot Kaur said women consist almost half the human population and have to be included in leadership positions for promoting better understanding in the society. She further said a woman was the core of a family which is smallest unit of society, therefore her contribution was immense in inculcating moral values and spirit in the young.



Well known human rights activist Prof Jagmohan Singh in his address said Punjab today was going through difficult times. Drug abuse was a serious concern. Lack of interest in education has taken gigantic proportions. A neo-sub-culture a la Bollywood is being foisted on us through the mega-rich Pollywood producers who are not Punjabi, the degrading treatment to women in all walks of life puts a question mark on Punjabi character, the lethargy and lack of foresight of the governmental authorities was leading us nowhere.


He said from streets to the corridors of power, from canteens to the drawing rooms, this country runs on two hypothes –“chalta hai “ and “mainu ki” There is filth on the streets –chalta hai, there is goondaism in the colony –mainu ki, the government is not fulfilling its promises –so what can I do, girl students are being teased outside colleges and universities –it is their problem, not mine, the neighbour’s son has become a drug addict –too bad but that family is responsible. These are our standard responses. Everyone’s problems are nobody’s problems.

Chandigarh, September 30: Punjab Higher Education Minister Surjit Singh Rakhra today gave stern message to officers/officials of the department to all pro student schemes of well in time otherwise they will have to face the flak. He also directed immediate release of grant in aid to private aided colleges.
Chairing a high level meeting of higher education Mr. Rakhra directed all institution heads would ensure submission of monthly status report of all projects to him and no laxity or delay in this regard would be tolerated. “It is time to perform besides improving functioning and speedy execution of ongoing projects to uplift the standards of higher education in the state otherwise the non-performers will have to face the music,” he asserted.
Taking serious note of lax approach of some colleges towards UGC offered schemes and National Assessment and Accreditation Council (NAAC), Mr. Rakhra asked that such attitude was not be acceptable. He said the officers of DPI Office would look into such cases by directly intervening into these issues to maintain the flawless execution of UGC sponsored schemes. He said that headquarter will individually have a close tab in such cases. He also stressed that to uplift the standard of education in colleges grading of colleges should also be made by NAAC.
Dr. Roshan Sankaria, Principal Secretary Higher Education apprised Minister that department has taken several infrastructure reforms, which were in full swung. He said that Chief Minister Mr. Parkash Singh Badal had sanctioned Rs. 50 crore for infrastructure building in higher education institutions out of which Rs. 29 crore has been released. He said 80 percent infrastructure works have been completed while the remaining works were also in advanced stage of completion.
On the issue of 95 percent deficit grant to Private Aided Colleges of state, Mr. Rakhra directed Principal Secretary Higher Education to expedite the process and fulfill all required conditions. He said that for the 2014-15 session grants should be released immediately without any delay. Mr. Rakhra also gave nod for setting up of 13 Finishing Schools in Government Colleges. Project Director RUSA informed the minister that RUSA will release all pending grants for the early formation of these schools.
It was also informed in the meeting that there were several skill development courses operational in community colleges including government Mahindra College Patiala and Government College Ludhiana. The Minister also asked the department to increase the ambit of these colleges to increase the interests of unemployed youth towards skill development. He also advocated that these skill development courses should be started in remaining colleges too.
Issuing strict directions to implement Scholarship program for SC/BC and needy students, Mr. Rakhra asked officers to immediate release scholarship amounts in coordination with all concerned authorities. He said there would be no delay and harassment of students in disbursement of scholarships. The issue of providing books to all libraries in the state by Raja Ram Mohan Rai Foundation Kolkata was also discussed.

Jalandhar, September 30: SGPC member from Phillaur and president of Akali Dal (Panch -Pradhani) Kulbir Singh Barapind, a former militant along with two others were acquitted by a Jalandhar Court here on Monday.

The court of Additional District Session Judge Mandeep Singh Dhillon acquitted Kulbir Singh Barapind and two others Sukhwinder Singh and Sandeep Singh wanted under different sections of Explosives Act, Unlawful Activities Prevention Act, Arms Act and Conspiracy and Waging War against the country.

Kulbir Barapind was rounded up by the Nawanshahr police in September 2012 from his residence in Barapind and booked by Jalandhar rural police under preventive arrest.

After the arrest of Barapind, the police had claimed that Barapind was hacking a conspiracy to spread terrorist activities in Punjab, hence the preventive arrest.

While the Nawanshahr police had claimed that Barapind was arrested under preventive arrest, the Jalandhar police had claimed that they recovered arms and ammunition from his house.

An FIR was registered against Barapind on September 21 at Goraya police station under Jalandhar rural police.

The Jalandhar rural police had also claimed that during the search of the house of Barapind, they recovered Moser 30 bore, six live cartridges, weapon cleaning equipment, a wireless security camera, two night vision devices, three laptops, video cameras, digital camera, two walkie-talkie sets, sedition related literature of Khalistan, two bullet-proof jackets and head lights.

Interacting with the media after his acquittal, Barapind said the judgment has strengthened his faith on the judiciary. “This is the victory of truth and almighty was besides me to prove my innocent against various cases,” he said.

A former Khalistan Commando Force (KCF) militant, he was extradited from the US in militancy related cases in the year 2006. Barapind was deported to India for entering US on a false passport. After reaching India, he was tried in three different cases, in which he was acquitted by the local courts.

Chandigarh, September 30: Congress Deputy Leader in Lok Sabha and former Punjab Chief Minister Captain Amarinder Singh on Monday hit out at his bête noir Punjab Congress president Partap Singh Bajwa, saying that the latter was neither his friend nor well-wisher. “Why shall I invite him? He is neither my friend nor well-wisher,” retorted the Congress leader when asked why Bajwa was not called at the lunch hosted to felicitate Captain’s newly-elected MLA Preneet Kaur on her oath-taking occasion in Chandigarh this afternoon. The Captain’s remark has once again brought to fore the intense infighting within the main Opposition party in Punjab.

However, today’s luncheon and oath-taking ceremony of Preneet, which turned out to be Amarinder’s show of strength, projected former CM as the strongman in the Punjab Congress with almost 34 of the total 45 party MLAs attending the functions. While Bajwa’s MLA wife Charanjit Kaur Bajwa, Brahm Mohindra and Randeep Singh Nabha were the prominent MLAs, who skipped the ceremony, few other absentee legislators - Arvind Khanna, Kewal Dhillon, Rana Gurmeet Singh Sodhi and Rana Gurjeet Singh - were out of country and conveyed their well-wishes and reaffirmed support to Amarinder over phone from abroad, sources close to Captain claimed.

Justifying not inviting Bajwa at today’s functions, Amarinder said, “The lunch was hosted by CLP and the party MLAs were invited by the CLP leader while I invited my friends and well-wishers.”

Standing by Captain’s side, CLP leader Sunil Jakhar said he had invited Bajwa’s MLA wife Charanjit Kaur, who expressed her inability to come due to her pressing family engagements in Delhi.

Former CM Rajinder Kaur Bhattal, with whom also Captain had been running a love-and-hate relationship ever since he had become CM in 2002, and Laal Singh were present on the occasion.

Meanwhile, hailing the announcements made by Prime Minister Narendra Modi in US on Sunday, that Persons of Indian Origin (PIO) cardholders will get lifetime Indian visa and that American tourists will be given visa on arrival, Lok Sabha Deputy Leader said all such initiatives should be reciprocal. “India should press US to offer similar concessions to Indians also,” he said.

Also endorsing the demand of Punjab CM Parkash Singh Badal to review the list of NRIs black list, Amarinder and Preneet, who was Union Minister of State for External Affairs in the previous UPA government at the Centre, said those not involved in serious crime should be brought out of the black list and their families should be given relaxations from harsh restrictions imposed on the black listed NRIs. Ferozepur, September 30: With an aim to reduce the daily increasing number of cancer patients in the country and to create awareness among the people about the reasons behind the oral cancer, Oral Cancer Research Centre was today established at Genesis Institute of Dental Sciences and Research Centre, Ferozepur.

The Centre was inaugurated by Global Ambassador of Roko Cancer Trust (UK), Kulwant Singh Dhaliwal in the presence of Dr.Kamal Baghi Chairman GENESIS, Dr.Rajat Bhandari, Dr.Simarpreet Kaur Virk, Dr.Amarjit Singh Gill.

Kulwant Singh Dhaliwal speaking on this occasion appealed to all to stand against the consumption of drugs and tobacco for the welfare of the health of nears and dears and advised to get diagnosed in the first Oral Cancer Center in the North India at Ferozepur.

Giving information about the treatment of Oral Cancer, he said, in case the human-being stops consuming all kinds of tobacco, keeps his mount clean, and don’t consumer liquor, he can live a healthy life by keeping himself away from all chronic diseases including oral cancer.

He also said that oral cancer patients will be identified by organizing camps in the rural and urban including the remote area to save them from dying.

Dr.Kamal Baghi assured to make arrangements for the treatment of poor and middle class people in this first research centre in North India and GENESIS is making research besides making arrangements for treatment.

About a decade back, in various states including Punjab, the tobacco, kheni, paan etc. were not taken and people were proud of the youths of Punjab but during the last few years, the youths of Punjab have come under the grip of drugs and tobacco. There is a need to create awareness among the youths to save themselves from drugs, Dr.Baghi added.

He further said, the most common symptoms of oral cancer are a sore on the lip or in the mount that does not heal, a lump on the lip or in the mount, a lump in the nect, a white or red patch on the gums, tongue or lining of the mouth, difficulty with jaw opening, tooth loosening, bad breath etc.

Dr.Rajat Bhandari, Dr.Simarpreet Kaur Virk, HOD said, he is making a research on oral cancer to stop the bad affects of this disease and the patients visiting the GENESIS Oral Cancer Center will be given treatment with modern technology.

Dr.Amarjit Singh Director Principal highlighted in detail the activities of the research center and social services being extended by the GENESIS.
He said, a huge gather is a witness that people are becoming conscious about the drugs and showing interest for the eradication of various diseases including the oral cancer.

Sanjay Ahuja, Joint Director, GENESIS appealed to the prominent personalities of the city present at the inaugural ceremony to contribute a lion’s share in this campaign so that oral cancer disease is completely eradicated.
