New Delhi, August 21 :The Special Judge, CBI Cases, Tis Hazari Courts, Delhi has convicted Sangeeta Bhatt, then Chief Manager of State Bank of Bikaner & Jaipur (SBB&J), New Rohtak Road, New Delhi and sentenced her to undergo three years Rigorous Imprisonment with fine of Rs.1,50,000/- for causing loss of Rs.35 lakhs (approx.) to Bank.
CBI had registered a case on 04.05.2005 against Smt. Sangeeta Bhatt, the then Chief Manager of State Bank of Bikaner & Jaipur (SBBJ) Branch, New Rohtak Road, New Delhi and two Proprietors of private firms on the basis of a complaint. It was alleged that Smt. Bhatt favoured the said private persons with malafide intention to cause loss of Rs.35 lakhs(approx.) to the Bank by permitting indiscriminate purchase of clean cheques.
After completion of the investigation, CBI filed chargesheet on 30.10.2006 in the Court of Special Judge, Delhi against Smt. Sangeeta Bhatt U/s 120-B IPC r/w 13(2) r/w 13(1)(d) of PC Act. Both the Proprietors of said private firms expired and the firms owned by them had no other nominee, as such they were not sent for prosecution.....

Talwandi Sabo/Chandigarh, August 21: Strongly condemning the murderous attack by the Akali goons on the Congress candidate, Mr Harminder Singh Jassi in Rama Mandi today, the state party President, Mr Partap Singh Bajwa, asserted that despite excesses, booth capturing, buying of votes and other illegitimate means resorted to by the ruling Akali Dal, the Congress would retain this seat with a comfortable margin.

Bajwa alleged the Akali Dal activists opened fire in Rama Mandi to create scare in Congress dominated area and said such terror tactics would prove to be counter-productive. Talwandi Sabo polls will herald Punjab towards freedom from tyrant and corrupt regime of Badal’s.

He slammed the Akali Dal for resorting to booth capturing, pressure tactics and other excesses in villages like Dunewal, Jeon Singhwala, Malkana, Giana, Bhagwanpur, some wards of Rama Mandi, Bangi Nihal Singh, Leleana and Shergarh.

He said Talwandi Sabo was the seat of Takht Damdama Sahib but the Akali Dal had desecrated this sacred land by large scale distribution of drugs to lure the voters.

He said the Akali activists openly indulged in purchase of votes on a large scale. Moreover, the Akali leaders from outside the constituency blatantly violated the directive of the Election Commission to leave the area after the end of campaigning. However, they were seen roaming around freely and pressurizing the voters. However, the Congress activists were meted out diametrically opposite treatment by the administration.

He also blasted the ruling party for the brazen misuse of the state machinery in an effort to facilitate the victory of the deserter from the Congress who was fielded by the Akali Dal.

He said the Chief Minister, Parkash Singh Badal, the Deputy Chief Minister, Sukhbir Singh Badal and the Union Minister for Food Processing, Mrs Harsimrat Kaur Badal, had campaigned in favour of the party candidate, Mr Jeet Mohinder Singh Sidhu.
Mr Bajwa, who himself had commandeered the campaign of Harminder Singh Jassi, said the Congress leaders and activists had hit back by virtually going in for carpet bombing to make the people realise that the outcome of this election would determine the destiny of Punjab. He thanked the people for overwhelming response and expressed the hope that the results of the two bye-elections would herald the much needed change in this state.....

Mohali, August 21: The unique program of Punjab Chief Minister Parkash Singh Badal to provide quality residential education to meritorious students of the state was kick-started by Punjab Education Minister Dr. Daljeet Singh Cheema here today with unveiling of vision paper that focused on grooming students of these schools to crack competitive exams like IIT JEE, AIPMT, CA, Company Secretary besides the premier Civil Services exams.
Felicitating the students at Senior Secondary Residential School of Meritorious Students at Sector 70 here, Dr. Cheema said that these students are the cream of intellects selected from all over the State and it was the duty of education department to ensure that they excel in their chosen academic fields. He said that education department has already organised specialised and individual coaching classes for meritorious students and hoped that with the collective efforts these students would bring laurels to the state by cracking premier competitive exams.
Interacting with students from non medical stream, Dr. Cheema motivated them to cracking IIT should be the goal of all students as Punjab government is ready to provide additional support and academic coaching to these students. He also gave a call to medical stream students to academically excel in their studies to become doctors. He said that after becoming doctor they can serve the society, state and country.The Education Minister also took a round of state-of-the-art laboratory, library and hi-tech class rooms to gauge the arrangements and facilities for these students.
Emphasizing the need for nurturing the talented grass root level he said that education department has already initiated a scheme to spot such talent at a younger age so as to groom them according to their potential.
Project Director of Residential Schools Lt. Gen. K.S. Bhullar (retd) apprised the minister that the session in 6 residential schools has been commenced. He said that free education, hostel, food and other facilities were being provided to these students. He informed the minister that as many as 331 students have got admissions in Mohali Residential School out of which 225 were of non medical stream, 54 of commerce and 52 of medical where well-qualified and expert 18 teachers have been deputed. He said this school has been constructed at the cost of Rs. 28.16 crore having four buildings with separate residences of staff, girls and boys students.
It was also informed that special arrangements have also been made for the facilitation of physically challenged students in school premises according to their convenience.

Amritsar, August 21: Punjab Revenue & Public Relations Minister Mr. Bikram Singh Majithia today underlined the need for creating quality infrastructure in the form of shooting ranges along with latest equipments including weapons and ammunition to promote shooting in a big way as in the recent past this sport has emerged as best bet for medals in Olympic and other international championships.
Speaking at closing ceremony of 15th Punjab State Inter-school Shooting Championship organized by Amritsar Rifle Club, Punjab here today,
Mr. Majithia, who is also the President of Punjab Rifle Shooting association, (PRSA) said that PRSA was committed to promote shooting in a big way to produce ace marksman to excel in international arena thereby bring laurels to the country and state.
He said that the State government has released Rs. 5.20 crore for setting up of three world class shooting ranges at Amritsar, Ludhiana and SAS Nagar and the project to set up shooting ranges in entire Punjab by dividing into North, South, East, West and Central Zone is in the pipeline. Besides centres of excellence for boys and girls would come up in Mohali and Bathinda respectively.

Moreover an Advisory Committee Comprising of ace players would be set to guide the process of systematic development of infrastructure for shooting. He said that cash prizes would be introduced in school and State games besides the medals so as to extend an additional encouragement to the players.

Mr. Majithia informed that he along with Mr. Sukhbir Singh Badal Deputy Chief Minister, Punjab have already met the Sports Minister of India and have requested him to incorporate the facility of extending advances for training expenses of the players and he has given a positive assurance and has asked for the proposal to be sent in writing. He said that Badal village shooting range has been set up at the cost of Rs. 1 crore and was considered best range of the country. The Punjab government has established Shooting academy for girls at village Badal where the girls were being provided free lodging and boarding. He said that PRSA has formed separate committees for Infrastructure Development and Planning & organizing various shooting competitions. He said that the Punjab government had appointed 10 outstanding players as DSPs which Include world class shooters namely Ronjan Sodhi, Avneet Sidhu,Manav Sandhu and Harveen Sarao.
Mr. Majithia pointed out that in the recent Commonwealth Games held at Glasgow, Indian shooters have shown that they have mettle to win medals as ace shooters Abhinav Bindra , Jitu Rai, Apurvi Chandela and Rahi Sarnobat won gold medals and out of country’s total 64 medals 19 were alone from shooting. He further said that India has won total 26 Olympic medals and 4 have come from Shooting including Gold by Abhinav Bindra in the 2008 Olympics. Indian shooters, who have excelled at the world stage, include Abhinav Bindra, Rajyavardhan Singh Rathore, Vijay Kumar, Gagan Narang, Ronjan Sodhi , Heena Sidhu and Anjali Bhagwat.
He said that the state government was making earnest efforts to promote sports in the state and earmarked Rs. 33 crore as annual sports budget for the year 2014-15. Besides this, 125 posts were being created for sportspersons of the state who win medals in Olympics, Asian and Commonwealth. It may be mentioned here that in 15th Punjab State Inter-school Shooting Championship total 16 events were played in two age categories U-15 and U-19. A total 278 participants from 78 schools representing 20 districts competed for top honours. Cash Award of Rs. 21,000/-, Rs. 14,000/- and Rs. 7,000/- was given as prize money for gold, silver and bronze medallists. Champion of champions in both women rifle and men rifle got Rs. 25,000/- each.

Mr. Majithia, who is also the President of Punjab Rifle Shooting association, (PRSA) said that PRSA was committed to promote shooting in a big way to produce ace marksman to excel in international arena thereby bring laurels to the country and state. He said that the State government has released Rs. 5.20 crore for setting up of three world class shooting ranges at Amritsar, Ludhiana and SAS Nagar and the project to set up shooting ranges in entire Punjab by dividing into North, South, East, West and Central Zone is in the pipeline. Besides centres of excellence for boys and girls would come up in Mohali and Bathinda respectively. Moreover an Advisory Committee Comprising of ace players would be set to guide the process of systematic development of infrastructure for shooting. He said that cash prizes would be introduced in school and State games besides the medals so as to extend an additional encouragement to the players. Mr. Majithia informed that he along with Mr. Sukhbir Singh Badal Deputy Chief Minister, Punjab have already met the Sports Minister of India and have requested him to incorporate the facility of extending advances for training expenses of the players and he has given a positive assurance and has asked for the proposal to be sent in writing. He said that Badal village shooting range has been set up at the cost of Rs. 1 crore and was considered best range of the country. The Punjab government has established Shooting academy for girls at village Badal where the girls were being provided free lodging and boarding. He said that PRSA has formed separate committees for Infrastructure Development and Planning & organizing various shooting competitions. He said that the Punjab government had appointed 10 outstanding players as DSPs which Include world class shooters namely Ronjan Sodhi, Avneet Sidhu,Manav Sandhu and Harveen Sarao.
Mr. Majithia pointed out that in the recent Commonwealth Games held at Glasgow, Indian shooters have shown that they have mettle to win medals as ace shooters Abhinav Bindra , Jitu Rai, Apurvi Chandela and Rahi Sarnobat won gold medals and out of country’s total 64 medals 19 were alone from shooting. He further said that India has won total 26 Olympic medals and 4 have come from Shooting including Gold by Abhinav Bindra in the 2008 Olympics. Indian shooters, who have excelled at the world stage, include Abhinav Bindra, Rajyavardhan Singh Rathore, Vijay Kumar, Gagan Narang, Ronjan Sodhi , Heena Sidhu and Anjali Bhagwat.
He said that the state government was making earnest efforts to promote sports in the state and earmarked Rs. 33 crore as annual sports budget for the year 2014-15. Besides this, 125 posts were being created for sportspersons of the state who win medals in Olympics, Asian and Commonwealth. Chandigarh, August 21: Hindu College, Delhi, has been voted India’s Most Trusted Educational Institute in a study by TRA (formerly Trust Research Advisory), a brand analytics and insights company. The study, titled ‘India’s Most Trusted Educational Institutes – 2014-’15’ (MTEI) was conducted among 7710 respondents across 40 cities. Ranked 2nd on the Most Trusted list was IIT – Delhi, followed by Loyola College, Chennai, as India’s 3rd Most Trusted, Anna University, Chennai, ranked 4th in the Most Trusted list and Hansraj College, Delhi, was ranked as the 5th Most Trusted. TRA’s study came up with more than 30,000 unique institutes of which the top 1000 are listed in the report. TRA also has two other research studies titled Brand Trust Report (BTR) and India’s Most Attractive Brands (MAB).

New Delhi, August 21 : The Supreme Court will hear on Monday a batch of petitions challenging the 121st constitutional amendment by which collegium system for appointment of judges in higher judiciary was scrapped and a new mechanism under National Judicial Appointment Commission (NJAC) was proposed to be put in place.

When advocates appearing for petitioners, challenging the NJAC measure, pleaded that urgent hearing should be given to them, a bench headed by Chief Justice R M Lodha said that the matter is coming for hearing on Monday.

Four PILs have been filed in the Supreme Court for declaring the NJAC move as unconstitutional, days after Parliament passed two bills to scrap the collegium system for appointments in higher judiciary and to provide a new mechanism in its place.

The PILs have been filed by former Additional Solicitor General Bishwajit Bhattacharya, advocates R K Kapoor and Manohar Lal Sharma and Supreme Court Advocates on Record Association.

The lawyers submitted that the 121st Constitutional Amendment Bill and the NJAC Bill, 2014, passed by Parliament were unconstitutional as they violate the basic structure of the Constitution.

"The Constitution itself recognises a clear demarcation separating the judiciary from the executive under Article 50 of the Constitution which is the underlying strength for a sound judicial system.

"It would be relevant to point out here that Article 50 of the Directive Principles of the State Policy under the Constitution is not only applicable to the lower judiciary but is also applicable to the higher judiciary as the doctrine of separation of power and the independence of the judiciary were basic immutable features of the Constitution," Kapoor submitted.

New Delhi, August 21 : Polling in the crucial bypolls for 10 Assembly seats in Bihar was peacefull today, but marked by low turnout, the state election commission said.

Out of 18, ten seats are in Bihar, three in Madhya Pradesh, two in Punjab and three in Karnataka.

About 34 per cent voting was recorded till 2 PM in the crucial bypolls being held in 10 Assembly seats in Bihar. According to Election Commission sources, 33.80 per cent voting was recorded in the 10 seats. Narkatiaganj Assembly seat witnessed the maximum voting of 43 per cent.

The Bihar EC arranged for boats in the flood-affected areas Mohiuddinagar and Parbatta constituencies to ferry voters to the polling stations.

Boats were also used to move polling personnel and security forces to their destinations. Old and young voters were seen walking to the polling booths located in different constituencies, but there was a marked lack of enthusiasm among them.

The by-elections are being held at Hajipur, Chapra, Mohiuddinagar, Parbatta, Bhagalpur, Rajnagar (SC), Jale, Mohania (SC), Narkatiaganj and Banka.

A total of 94 candidates including 5 women are in the fray on the 10 seats.

Hajipur has the maximum 15 contestants while Banka and Rajnagar (SC) have just 6 candidates each.

Altogether 26.42 lakh voters spread over 2,422 polling stations will get an opportunity to decide their fate today.

The polling, which started at 7 AM will continue till 6 PM for all the constituencies except Hajipur, Parbatta and Banka, where it will end at 4 pm on security grounds as these are considered Left Wing Extremism (LWE) affected seats.

In Bihar, the BJP has fielded candidates at 9 seats, while giving one seat to its alliance partner Lok Janshakti Party.

On the other hand, the Janata Dal (United) and the Rashtriya Janata Dal are contesting from four seats each, whereas the Congress has fielded its candidates from two seats.

Today’s bye-polls in Bihar will test the Lalu - Nitish tie up, who have claimed a winning formula in allying.



PUNJAB: 45 % POLLING IN PATIALA, 48 % IN TALWANDI SABO TILL 1 PM

Polling continued to be on a high note in both Patiala and Talwandi Sabo Assembly constituencies of Punjab as till 1 PM the poll percentage was around 45 and 48 per cent respectively in the two Assembly seats.

Polling has been brisk and incident free so far, an election office spokesman said in Chandigarh on Thursday adding that the till 1 PM, Patiala recorded 45 per cent polling while Talwandi Sabo 48 per cent. The polling will end at 6 PM.

While a total of eight contestants are in fray for Patiala seat, Talwandi Sabo seat is being contested by seven candidates.

Patiala is witnessing a triangular contest between former union minister and wife of Congress leader Amarinder Singh Preneet Kaur, Bhagwan Das (SAD) and Harjeet Singh of Aam AadmiParty (AAP).

MODERATE POLLING IN KARNATAKA ASSEMBLY BY-POLLS

Over 30 per cent electorate exercised their franchise today for the three by-polls in Madhya Pradesh --Bahoriband, Vijayraghogarh and Agar assembly constituencies. The polling so far went peacefully without any untoward incident reported from anywhere, election office sources said.

Officials said about 30 per cent voting was reported from Chikkodi-Sadalga and Shikaripura and 38 per cent in Bellary Rural, with the polling process being peaceful.

The three constituencies have a total electorate of over 5.57 lakh.

Today's elections are a litmus test for Chief Minister Siddaramaiah and BJP national Vice-President and former Chief Minister B S Yeddyurappa as this is the first electoral showdown after the recent Lok Sabha polls.


MP: 30 PC VOTING HELD IN THREE CONSTITUENCIES


Over 30 per cent electorate exercised their franchise for the three by-polls in Madhya Pradesh --Bahoriband, Vijayraghogarh and Agar assembly constituencies on Thursday.

The polling so far went peacefully without any untoward incident reported from anywhere, election office sources said.

Till 1 PM, 30 per cent voters exercised their right to franchise, sources said.

From Vijayraghavgarh, Congress has fielded Vijendra Mishra against BJP's Sanjay Pathak.

On Bahoriband seat, Congress has fielded Sourabh Singh, while BJP relied on Pranav Pandey, son of MLA Prabhat Pandey, who had won the poll in 2013.

From Agar, Congress's Rajkumar Gore is pitted against BJP's Gopal Parmar.

The bypoll, the first major political event after the general elections will show which way the wind is blowing in the state before next year's assembly polls.

The counting of votes will be taken up on the 25th of this month. ....

Ferozepur, August 21: The agitation by ETT teachers sitting on fast-unto-death since July 20 has entered 34th day today and their health has further deteriorated.

Giving this information, Gurjit Singh Sodhi, District President informed that the fast-unto-death by Jaswinder Singh Sidhu, State President has entered 34th day, of Vipan Lota in 22nd day, of Lakhbir Singh Boha in 17th day and Paramjit Singh Maan in 10th day.

He further said that the health of the persons sitting on fast-unto-death has further deteriorated and the entire ETT cadre is worried about their health.

Giving a warning to the government, he said, in case no notification for merger of ETT teachers working with Zila Parishad and Municipal Council with the Education Department, is not issued by August 22, the agitation will be intensified by all the ETT teachers in the Punjab. He further said, the consequences for any mishap will be that of the government and not of the teachers.

The leaders said that even after a lapse of 7 years time, the already agreed upon demand has not been implemented.

“ Kaali Singh a 35- year old patient from Jammu working with a tent house came to Amritsar’s Amandeep hospital in January this year with a swollen leg and was detected with the rare ‘Lymphoma of the Bone’ cancer after his biopsy. The cancerous tumour is very aggressive and can occur in any part of the body with the first signs being a rapidly growing mass with occurrence of fever, weight loss and night sweats” stated Amandeep Hospital’s Inconologist and head of the medical team Dr Dilraj Kaur Kahlon . “This was the first case I have seen a person with ‘Lymphoma of the bone’ in the last 6-years of practice in the hospital”, she added.

Quoting medical records the hospital’s director Dr Amandeep stated–“Only 7-8 patients in 100,000 per year are effected by the disease that primarily occurs in older individuals at approximately 70 years of age. However in children and young adults the occurrence is very rare.”

“Kaali was suffering from uncommon type of Lymphoma i.e Lymphoma of Bone. Lymphoma is usually a disease which effects or starts from lymph nodes which are the immune system of body, but in this case the origin of lymphoma was from thigh bone. That is reason that it was labeled as uncommon.”

The patient had to undergo six cycles of Chemotherapy followed by Radio Therapy and was able to recover without the amputation of the limb. Dr Kaur stated that Kaali Singh was in a comfortable condition and is free from cancer. ....

She was released after a court found no evidence that she was trying to commit suicide by refusing food.
She says she will continue her fast against a law that gives the army sweeping emergency powers in the northeastern state. Her release means she will not be force-fed by tubes through her nose - as she has been throughout her custody - unless she is arrested again.
"I am crying because I am emotional," she told reporters, adding, "My struggle proves that I am right, justice must be served." Irom Chanu Sharmila began her fast in November 2000, days after 10 people, including two children, were shot dead in Imphal, allegedly by personnel of the Assam Rifles.

Three days later, she was charged with attempt to suicide and arrested. She was 27 then.

She has vowed to continue her battle against the Armed Forces Special Powers Act or AFSPA, described by critics as draconian. The law allows soldiers legal immunity when they are operating in "disturbed areas" or states dealing with separatists or insurgents. Soldiers are allowed to make arrests without warrants or raid any location.

Activists allege the law has been misused and has led to gross human rights violations.

Irom Sharmila was not allowed to vote in this year's election because the law does not allow any citizen in custody to cast a vote.....

Ranked 2nd on the Most Trusted list was IIT – Delhi, followed by Loyola College, Chennai, as India’s 3rd Most Trusted, Anna University, Chennai, ranked 4th in the Most Trusted list and Hansraj College, Delhi, was ranked as the 5th Most Trusted. TRA’s study came up with more than 30,000 unique institutes of which the top 1000 are listed in the report. TRA also has two other research studies titled Brand Trust Report (BTR) and India’s Most Attractive Brands (MAB).

However, movie ‘Kaum De Heere’ – the diamonds of community depicts the real saga as how the bodyguards of Indian Prime Minister turned assassinators.

This Punjabi movie solely based upon the killers of then serving Prime Minister ‘Indra Gandhi’ who was assassinated by her Sikh bodyguards in the year of 1984.

The theme of the movie narrates sequences wise events, how assassinators - Satwant Singh and Beant Singh , the official bodyguards of the Prime Minister, before assassinating her, had visited the Golden Temple and pledged to take revenge, after seeing the demolished ‘Akal Takht’ (the highest Sikh temporal seat).

“Based on true events, as per the findings of Justice Thakkar Commission, the movie does not aim at creating any controversy. Our only motive is to tell the audience the actual chain of events. We can't change history, but we can learn lessons from it for a safer future,” said Satish Katyal.

Justifying the name of the movie, Ravi said there is nothing wrong in it, describing the killer of ‘Indra Gandhi’ as jewel. He said that Akal takht’ has honored them posthumously as well as the renowned Sikh Institution Shiromani Gurudwara Pharbandak Committee(SGPC) too.

On being asked if picture may trigger communal tension as several Hindu outfits were objecting the theme of the movie, he said, ”Picture was very much balanced. Each and every scene depicted in the movie kept balanced”.....

• To study various models of restructuring or unbundling of and to suggest a best suited model for restructuring or unbundling of FCI to improve its operational efficiency and financial management.
• To suggest measures for overall improvement in management of foodgrains by FCI.
• To define or give suggestions to reorient the role and functions of FCI in MSP operations, storage and distribution of foodgrains and food security systems of the country.
• To suggest a way forward for strengthening and integration of supply chain of foodgrains in the country.
• To suggest most efficient and cost effective model from the point of view of storage and least cost option of moving grains.
• To recommend scientific model of storage.
• To recommend rationalised mode of moving grains including tracking of carriage.
• To suggest the upgradation of technology in management of foodgrains.

The HLC will prepare a Consultation Paper relating to its TORs for circulation among the various stake holders as well as placing it in public domain to invite comments/suggestions. The HLC may visit a few States of both DCP and non-DCP category and will take evidence from State Government authorities, farmers, various players of foodgrains supply chain, public persons etc.
The Food Corporation of India (FCI) is vested with vital responsibilities of the Government, such as procurement, management of Central Pool stocks and distribution of foodgrains to State Government Agencies for various food security programmes. It is commonly perceived that FCI is plagued today with several functional and cost inefficiencies, which need to be removed for efficient management of foodgrains and saving costs.


HLC will submit its report to the Government within a period of three months.....

Chandigarh, August 20 (Courtesy: HT): The campaign for Talwandi Sabo and Patiala bypolls came to an end on Tuesday with political parties and their candidates making a last-ditch effort to woo voters throughout the day. The elections are slated for August 21. All the four major contestants, including SAD’s Jeet Mohinder Singh Sidhu, Congress’ Harminder Singh Jassi, AAP candidate Baljinder Kaur and AAP rebel Independent candidate Balkar Singh Sidhu in Talwandi went all out to woo the voters.
Following guidelines of the Election Commission prohibiting the presence of outsiders in the constituency, leaders of all political parties, who do not belong to the constituency, preferred to leave before the campaigning came to an end.
In the absence of any top leader of the party in the last leg of the campaign, SAD candidate Jeet Mohinder campaigned in the villages by addressing small gatherings.

With the AAP campaign having got a major boost after party MP Bhagwant Mann joined the campaign from Sunday onwards and the road show of the party’s convener and former Delhi chief minister Arvind Kejriwal on Monday, the party tried to carry out the momentum on the last day as Kejriwal held a road show and addressed gatherings in Talwandi Sabo town. Besides this, Mann too held meetings in villages as well as in the town.
Congress party, besides organising meetings in villages, also held a rally in Raman Mandi, the main town in the constituency after Talwandi Sabo.
RENEET, JUNEJA ON DOOR-TO-DOOR CAMPAIGN
After extensive campaigning sessions over the last fortnight, all candidates made a final attempt to woo voters on the last day for canvassing for the Patiala Urban bypoll scheduled for August 21.

Congress candidate Preneet Kaur, in a show of strength, held a rally in the constituency, while SAD-BJP candidate Bhagwan Dass Juneja and the Aam Aadmi Party’s Harjit Singh Adaltiwala went from door-to-door to seek support.

Accompanied by husband Amarinder Singh and son Raninder Singh, Preneet mounted an open vehicle and the passed through the city, seeking votes with folded hands. CLP leader in the Punjab Vidhan Sabha Sunil Jakhar also accompanied Preneet.

Giving detail about accident, police said that Indian Bus was coming from Nankana Sahib Lahore, Pakistan and heading to Amritsar International Bus Stand.
Accident took place, when bus completed its just thirty kilometers distance after crossing the international border and reached Loharka Bypass, added Punjab police ASI Prabhjot Singh who was present on the spot.
Singh said that Punjab Police pilot Gypsy jeep was moving ahead to Bus collided with the Ford car being driven by female who took all of sudden U-turn. When Pilot jeep hit the Ford car, immediately Bus collided with the pilot vehicle thereafter escort jeep of Punjab police following the bus also collided with the bus from rear.
At the time of accident all the three vehicles Lahore Delhi bus, escort and pilot jeeps were moving at high speed.

Police said that pilot Gypsy jeep was overturned and damaged. Escort jeep following the bus also damaged badly. Three police officials injured in the accident, stated out of danger.

Singh said Bus continued its journey to Amritsar main destination as other police vehicles of Punjab police were attached to pilot and escort the bus.

However, former Prime Minister Manmohan Singh had flagged off the bus service between Amritsar and Nankana Sahib, the birth place of founder of Sikh religion Guru Nanak Dev, declaring that the road link had opened a "new chapter" between India and Pakistan in March 2006. ....

Interacting with the media persons after paying tribute to Sant Harchand Singh Longowal in a function to mark his 29th martyrdom day here today, the Chief Minister said that it was unfortunate that the Aam Aadmi Party leadership had conceived this act just to counter the growing popularity of Shiromani Akali Dal-BJP government in the state. He said that it was an unfortunate incident which was condemned by one and all. However, Mr. Badal said that as it was a part of the bigger conspiracy so the law would take its own course against the perpetrators of this crime.
Replying to another query, the Chief Minister said that the state government was always ready to have dialogue with any section of the society to redress their grievances. He said that the doors of the state government were always open for everyone to have talk on any issue.
Earlier addressing the mammoth gathering, the Chief Minister vowed to make Punjab a leading state of the country with the proactive help of the NDA government at the centre. He said that the visionary, dynamic and progressive leadership of Prime Minister Mr. Narendra Modi would help the state government in heralding a new era of unprecedented development in Punjab. Mr. Badal said that the routing out of UPA government from the Centre marks the end of step motherly treatment with the state adding that Punjab would soon reach the pinnacle of its glory under the NDA regime.
The Chief Minister said that as Prime Minister Mr. Narendra Modi hails from a modest background so he was well aware of the miseries faced by the common man. He said that with a mission to bail out the common man from the vicious circle of poverty and inflation, Mr. Modi was drafting the policies of the Government of India (GoI). However, Mr. Badal said that it was too early to assess the performance of the NDA and the Prime Minister must be given some time to perform.
Lashing out at the Congress party, the Chief Minister, while squarely blaming it for meting out step motherly treatment to the state, said that the Industry and Agriculture of Punjab was ruined due to regressive policies of the Congress party during its six decade long rule in the country. He said that the Congress had never given any big ticket industrial project to the state during their rule and had rather thwarted the attempt of industrialization in the state by giving incentives to the neighboring states. “The Punjabis could never forgive the Congress party as it has irrelevantly meddled in their social, political, economic and even the religious affairs” added Mr. Badal.
Earlier paying rich tributes to Sant Harchand Singh Longowal, the Chief Minister said that the real homage to this great son of soil would be to uphold the hard earned peace, amity, brotherhood and communal harmony in the state. He said that though some forces which were inimical to the progress and development of the state were trying to fan the feelings of hatred and divisiveness in the state but the state government was committed to foil any such attempt by keeping a strict vigil over the entire situation. “We will crush the ugly head of all those forces who aspire to derail the progress and development of state” added Mr. Badal.
Recalling the supreme sacrifice made by Sant Harchand Singh Longowal to safeguard the interests of the Sikh community, the Chief Minister said that Sant Longowal was not only a great Sikh scholar and philosopher but his entire life was an inspiration for the politicians as well as common man. He said that Sant Ji had the distinction of serving the people from all the aspects whether it was religious, social or political. Mr. Badal said that Sant Ji mobilized the people against the anti-Emergency movement and Dharam Yudh Morcha to safeguard the interests of the people.
The Chief Minister further said that Sant Ji had laid down his life for safeguarding the communal harmony, peace and amity to usher in an era of unprecedented development in Punjab. However he said that then Congress Union government had back stabbed Sant Harchand Singh Longowal by not implementing the clauses of Rajeev-Longowal accord, for which the Punjabis could never forgive the Congress.
On the occasion state BJP President Mr. Kamal Sharma, Rajya Sabha MP Mr. Sukhdev Singh Dhindsa and Lok Sabha MP Prof. Prem Singh Chandumajra also offered floral tributes to Sant Longowal.

Bathinda, August 20: Dr. Nagpal’s hip & knee Joint replacement center today introduced the latest knee replacement implant in the world with Mobile Bearing technology. This knee implant offers patients the advantage of near normal knee motion combined with less wear and tear which means that patients can now do daily activities like stair climbing, brisk walking, gardening, playing golf etc. This has been possible due to the better conformity of this knee within its components on the patient’s bone compared to other conventional implants being in use so far.
Dr Parampreet Singh Nagpal, Consultant and Head of Orthopaedics and Joint replacement at Nagpal Superspeciality Hospital, Bathinda, stated that only few centers in India have started this type of knee replacement.
Explaining about this knee replacement surgery, Dr Nagpal said that Indian knee bones are smaller as compared to the knee bones of the western population. For knee replacement surgery, lot of bone had to be cut to fit the knee prosthesis but with this knee implant, less bone is cut, and hence the fit is better, thus promising more motion and stability in the operated knee. The new design- Sigma PS 150 accommodates up to 150 degrees of knee bending and lasts longer, as the wear rate is quite less. He further stated that this type of surgery would be beneficial in the younger and high demanding patients who want more out of their everyday life.
Dr Aaron Ng, who is visiting Nagpal Superspeciality Hospital,to share his wealth of experience; is a world authority in the knee replacement surgery and has seen lot many advancements in knee replacement surgery. Mobile bearing design has clinical studies that have revealed much lower rate of wear of the implant as compared to other fixed bearing designs which leads to longer survivorship of implant.
Implants like these are also suitable in cases of severely deformed knees like in get the case of rheumatoid arthritis. Rheumatoid arthritis can be a very debilitating disease. It is not only a painful joint disease but also leaves patients immobile in severe cases. So was in the case of Inderjeet Kaur, 68 year old woman hailing from Muktsar who has been suffering from rheumatoid arthritis for the past 20 years. She was forced to leave a bed-ridden life as the disease became more severe. This is when once of her relatives asked her to consult with Dr Nagpal, an orthopaedic surgeon and a specialist in treating joint related disorders.
Dr Nagpal implanted the latest deep flexion implant, PS150 in Inderjeet's knees which would have gone worse had they been left untreated any longer. PS150, the latest in knee replacement technology, is specially designed keeping in mind Asian patients need to bend their knees for their daily activities like praying, gardening, sitting cross-legged etc. additionally, it comes with mobile bearing feature that gives the knee implant long-lasting life with much less wear than traditional knee implants. For Kaur, who is currently taking physiotherapy sessions to bring her knee muscles to start moving after many years, this is nothing but a fresh lease of life.

Chandigarh, August 20: Desh Bhagat University organised an inter college/faculty cross country Race dedicated to Indian Independence. 188 students including 86 girls and 102 boys from different faculties took part in it with full enthusiasm. The race began early in the morning and was flagged off by University Registrar Dr. Virinder Singh. He encouraged the students to follow sportsman spirit and to be responsible citizens of the country. The race started from the university and finished at Mandi Chowk, Gobindgarh. Although, the competition was tough but it was a source of great education and entertainment for the students who showed great interest. In boys category, Faculty of Ayurveda and Research Student Ankush Rahar was the first to cross the finishing line followed by Rajpal (Faculty of Engineering & Technology) who was placed second and Gurpreet (Faculty of Computer Science & Application) stood third.
Though for girls, the finishing point distance was less than the boys but they ran with full thrill. Lakhwinder (Faculty of Art & Craft) stood first, Ramandeep Kaur (Faculty of Computer Science & Application) stood second and Lovepreet (Faculty of Engineering & Technology) was declared third in this competition. The winning students were honoured by university Chancellor Dr. Zora Singh, who stated that this race was dedicated to all the martyrs of our country who fought the battle of Independence. He urged the students to remain fit and keep away from drugs & all kind of bad habits so that they may contribute to country’s progress. He also congratulated the staff members for the excellent arrangements of the race.
University Pro Chancellor Tejinder Kaur and Vice Chancellor Dr. Shalini Gupta while congratulating the winning players said that the important thing in a game is not to win or lose but to play in the true sportsman spirit. They patted the backs of all the participating students. They further said that Desh Bhagat University is providing all types of facilities for all the major indoor and outdoor games to its students so that they are able to attain the desired heights in the field of sports. Chandigarh, August 20: In pursuance of the vision & directions of the Chief Minister and Deputy Chief Minister outlined in a meeting of all Deputy Commissioners and senior officers recently, the Punjab Government has started preparation to initiate social audit of all the infrastructure projects in the State .The aim of this exercise is to bring more transparency into implementation of infrastructure projects of the State.
Disclosing this here today an official spokesperson of the Punjab Government said that in a brain-storming session held under the chairmanship of Mr. Sarvesh Kaushal, Chief Secretary, Punjab,It was felt that social audit should be conducted for various Infrastructure projects being implemented by various departments like Public Works Department (PWD), PIDB, Irrigation, Local Government, Housing & Urban Development,Mandi Board etc. It was also suggested in the meeting that top engineering institutes in the State should be associated for the purpose. It was informed that 6 engineering colleges of the State including Punjab Engineering College (PEC), Thapar University and others have already given their consent to carry out the techno-social audit of various ongoing and future infrastructure projects of the State. It was recommended that dedicated funds to the tune to 0.5 percent of the total project cost should be earmarked to finance these technical institutes for conducting the social audit and for capacity building.
It was also suggested in the meeting that concerned Administrative Secretaries of the State involved in the implementation of infrastructure projects should randomly select 10% of the total number of projects being implemented by them. These 10% projects would be selected each from 3 slabs of project value i.e. 0-5 crore, 5-10 & 10-50 crore. It was also decided that for the projects with value more than Rs. 50 crores, the expert services of well-established public sector undertakings such as Engineers India Limited (EIL) of Govt of India would be hired as Project Management Consultants.
Chief Secretary has also issued directions to all the concerned departments to upload the entire information regarding the infrastructure projects on the official website clearly mentioning the scope of the projects, estimates, status, timeline etc. He also directed the departments to put sign boards at the sites of the projects indicating details of the project, contractor, timeline and the concerned supervisory officer along with the name and telephone number of the person to whom any complaint needs to be addressed by general public. Departments have also been asked to strengthen the citizen grievance mechanism to ensure the public participation in the overall development of the state.
Chief Secretary also directed to upgrade the Quality Manuals of the departments to ensure effective evaluation of the infrastructure projects of the state. He suggested the departments to take technical advice from top level experts of the given field.
While explaining the vision of the Chief Minister and Deputy Chief Minister in this regard to the officers, Chief Secretary emphasised to all officers that Techno-social audit would help to gauge the usefulness of the projects to the end users, rectify the deficiencies in implementation process and help in redesigning the objectives, focus and mode of implementation if necessary. He said that Techno- Social audit has become one of the most popular accountability tools used across the globe for better formulation, implementation and evaluation of various projects & schemes from social perspectives.....

Emphasizing the need to monitor the scheme so that it could cater to the maximum number of the SC students, Mr. Bagha expressed apprehension that a few government and private institutions have been charging admission fee from the parents of the under privileged students whose income is less than Rs. 2 Lakh per annum. He also demanded a strict action against such institutions which were exploiting the scheduled castes students in the state.
The Chairman also said that the Punjab State Scheduled Caste Commission has always been guarding the interests of the under privileged and down trodden sections of the society. The main objective of the Commission is to identify the problems being faced by the members of this community besides focusing on the time bound redressal of their grievances.

The Chief Secretary assured the Commission of early steps to tackle the problems raised by them.....

The seminar was formally inaugurated by Kamal Sharma, Punjab BJP President in the presence of Er.DPS Kharbanda, DC and presided over by V.K.Sharma, Commissioner, Ferozepur Division.

In the seminar, various experts imparted technical knowledge to the farmers with regard to bee-keeping, income from this profession and the subsidy available from the government. A booklet on bee-keeping was also released on this occasion.

Kamal Sharma speaking to the audience, the wheat and paddy crops are not profitable now in view of various factors like division of land, increase in cost production etc. and the farmer can increase his income by adopting various other agriculture based professions like bee-keeping, agriculture of flowers, dairy, animal keeping etc.

Er.DPSKharbanda said, with the collective efforts of the Krishi Vigyan Kendra (KVK), Agriculture and Horticulture Departments have arranged bank loans after bee-keeping training for 5 days apart from making its marketing arrangements by having liaison with the honey purchasers and exporters so that there is no problem to the farmers at the time of marketing of the product.

Kharbanda also highlighted the various subsidies available to prosper the profession of bee keeping.

He further said, the aim of the government is to attach the farmers towards the diversification of agriculture based professions by taking them out of the traditional crop circles. He said, while there will be decrease of ground-water level with the comprehensive sowing of paddy, the farmer can uplift his standard of living by adopting the allied agriculture based professions. Advising the farmers to sow maximum vegetables and plant trees, he said, there is increase in crop yields also by bee-keeping as bees are helpful in pollination of the grains.

He also said, not only the honey is produced from the bees, rather royal jelly bee poison is also extracted which is used in life saving drugs of human-beings.

Apart from others, Amit Kumar, ADC, Sundeep Kumar Garha, SDM, Sukhmandar Singh, AC(G), Paramjit Singh, CAO,Dr.Yuvraj Singh Pandha, Dy.Director KYK, Resham Singh,DD Horti. Ashok Behal, Secretary Red Cross were present.
