As per family sources & media reports, Surinder Kaur was under treatment in Columbia Asia Private Hospital in Patiala and after she was declared dead by the doctors, 'her body' was shifted to mortuary. The hospital staff suddenly found her in living state and she was put on ventilator. According to family sources, she survived and re-admitted today in Amar Hospital. It is worthwhile to mention that after she was declared dead, the family members had made all arrangements for her cremation which was scheduled at 1:00 p.m. today. Even her family members were also called from overseas to attend the cremation.

Delhi: July 24: A Mumbai based model has accused an IPS officer of rape and lodged an FIR against him at Mumbai's Malwani police station on Wednesday evening. Union Home Minister Rajnath Singh has sought a report from Maharashtra government as per the sources in MHA.

According to reports reached Delhi the model, who is a resident of Goregaon lodged the complaint on Wednesday evening, alleging that she had been raped couple of times in the sub-urban hotels and sea-side bungalows located in Malad west by Deputy Inspector General (DIG) of police Sunil Paraskar. She alleged in her complaint that the molestation and rape took place since October 2013 when Paraskar was posted as additional commissioner of police, North region, Mumbai. The victim has submitted photos in the shape of CD to Mumbai Police commissioner.

Police commissioner Rakesh Maria said in Mumbai that the victim met him on Wednesday evening after which a case was registered. "We will go as per the merits of the case," Maria informed the media persons. Crime against Woman (CAW) Cell DCP Sharda Raut will investigating this case, he said.

Chandigarh, July 24: Former Prime Minister Manmohan Singh will visit Amritsar, his hometown, on Saturday, July 26. Singh will pay obeisance at the Golden Temple on Sunday morning and attend a private function in the city on the same day.
The former prime minister will arrive here on Saturday evening and will head for Circuit House. After staying there for the night, he will visit the Golden Temple the next morning and attend the private function before returning to Delhi the same day.
A team of the Special Protection Group and officials of the city police and the Shiromani Gurdwara Parbandhak Committee (SGPC) held a meeting on Thursday to discuss the arrangements for the visit.
The former prime minister had last visited Amritsar in January 2012. Since Manmohan will visit the Golden Temple on Sunday, when the Shiromani Akali Dal will also organise a Panthic convention on the issue of a separate gurdwara committee for Haryana, the Amritsar police are on their toes while making arrangements for these.
Police commissioner Jatinder Singh Aulakh organised a marathon meeting with his officers on Thursday and later visited the Golden Temple. He visited the Manji Sahib Hall where the convention would take place and also discussed the security arrangements for Manmohan's visit.
Aulakh told HT that stringent security measures were being put in place. Around 2,500 police personnel would be on duty and special nakas would be put up in different parts of the city, he added.

Chandigarh, July 24: The Chandigarh Transport Undertaking (CTU) is contemplating increasing the fare by up to 20% and a proposal for the hike has been submitted to the UT administration.
In the past three years, the CTU management had submitted similar proposals to the higher authorities, but they were not considered and as a result of which the CTU incurred heavy losses.
According to sources, the CTU is incurring loss of more than Rs. 3 crore annually, and the frequently increasing diesel prices is also adding around Rs. 2 lakh per day to the existing losses.
A present, 315 buses ply on different routes within the city, connecting it to SAS Nagar and Panchkula, carrying 1.5 lakh passengers on daily basis. The CTU has a sanctioned fleet of 517 buses and it purchased 219 new mid-size buses.
Confirming the development, transport director TPS Phoolka said though a proposal had been sent, fares would be revised only after getting approval from the higher authorities.
According to the proposal, for ordinary buses the fare will have three slabs, while for AC buses the fare has been divided into four slabs. At present, there are only two slabs of fares in both categories.
Currently, the commuters have to shell out Rs. 5 for 5 km and Rs. 10 for more than 5 km for non-AC buses and Rs. 10 for up to 5 km and Rs. 15 for more than 5 km for travelling in AC buses. (Courtesy: Hindustan Times)....

In separate interviews to Hindustan Times, both state heads stoutly defended their diametrically opposite stands on the Haryana Sikh Gurdwara Management Committee (HSGMC) that has pitch-forked the Centre into a tense constitutional stand-off with Haryana.
“There is no question of a re-think or backing down (on the HSGMC Act),” Hooda said soon after he signed a file on the constitution of the 41-member ad-hoc HSGMC to manage 38-odd gurdwaras in the state.
Haryana’s latest step – seen as pushing the envelope on the controversial law – came a day after the BJP-led NDA government made it clear that it was well within its power to direct the state to undo the HSGMC Act that has raised the hackles of the BJP’s ally in Punjab, Shiromani Akali Dal.
Badal, on his part, swore by his resolve to scuttle the HSGMC and hinted that he would step down as chief minister to lead an agitation, the contours of which would be decided at the Panthic congregation in the Golden Temple complex in Amritsar on July 27. “It’s a very sensitive matter and the nation must intervene to stop Haryana from carrying through its patently unconstitutional act,” he warned, claiming that “ the Centre is with us on this issue.”
Faced with an intransigent Congress chief minister Hooda, the Centre is hinging its next move on a change of guard at the Haryana Raj Bhawan as the term of incumbent Jagannath Pahadia, who stamped the controversial bill into an act, will end on July 26. The NDA-appointee governor may be amenable to withdrawing the assent.

But, Hooda appears to be unfazed over the Centre’s loaded overtures to make Haryana fall in line. “No matter who is at the Raj Bhawan, the Union government can’t touch the act passed by an elected House representing two-and-a-half crore people of Haryana” he asserted. New Delhi, July 24: Had the driver of the ill-fated school bus, which met with a tragic accident while crossing the unmanned railway crossing in Telangana's Medak district on Thursday, not taken a short cut, lives of 16 children could have been saved, police said.
Media reports that the hired driver, who was behind the wheel instead of the regular driver, opted to cross the railway line through an unmanned railway level crossing though there are two manned railway crossings in Masayipet village, a senior officer said.
Eighteen persons, including sixteen children along with the bus driver and cleaner, were killed when Nanded-Secunderabad Passenger train collided with the bus on the railway track at around 9 AM.
The accident was so severe that the train dragged the bus, carrying 36 children, to a distance of around 50 metres before coming to a halt.

"The driver took the unmanned gate to cross the railway track as the distance through a manned gate is a bit longer. This has proved fatal for the students. While 13 of them died on the spot, another three died on way to hospitals. Both driver and cleaner of the bus were also killed and 22 injured children are undergoing treatment," Sharat said.

He said many of the children are in a serious condition.

A senior official of South Central Railway (SCR) said the village has three level-crossings, out of which two are manned and one unmanned, within the distance of 1.5 km.
According to a GRP officer as the regular driver of the private school bus was on leave, the vehicle was driven by a hired driver.

"Today the bus was driven by an hired driver in place of the regular driver, who had been on leave. The regular bus driver used to be alert and would watch both sides of the track while crossing the site where the accident took place," Telangana, GRP IG, Kripanand Tripathi Ujela said.

"One Bikshapati Goud, the temporary driver who was driving the bus seems to have not noticed the speeding train coming on the track, and unmanned level crossing is also another issue resulting in the mishap," Ujela, who is supervising the relief and rescue operation at the scene said.

All the bodies of children have been shifted from the spot to different hospitals and will be handed over to their parents after postmortem is conducted.

"Over 20 others who were injured in the incident have been rushed to different hospitals in Hyderabad," he said. Meanwhile, mild tension prevailed at the spot as hundreds of villagers gathered and hurled stones at police demanding a strict action against those responsible for the incident.

"There is lot of commotion right now. The highway has been jammed due to the road-blockade and police were dispersing the crowd," another police officer said.

The accident site falls between Masaipet and Wadiaram railway stations on Secunderabad-Nizamabad section of Hyderabad division.

New Delhi, July 24: The Cabinet today 49% foreign investment in insurance companies through the FIPB route ensuring management control in the hands of Indian promoters.
Media reports that "The Cabinet Committee on Economic Affairs has approved raising of FDI cap in insurance sector to 49 percent from 26 percent," sources said after a meeting of the CCEA, headed by Prime Minister Narendra Modi on Thursday.
With the Cabinet approving the amendments to the long pending Insurance Laws (Amendment) Bill, it will now be taken up by Parliament.
In his budget speech, Finance Minister Arun Jaitley had said that the insurance sector is investment starved and there is a need to increase the composite cap in the sector to 49 percent, with full Indian management and control, through the FIPB route.
The move would help insurance firms to get much needed capital from overseas partners.
The proposal to raise FDI cap has been pending since 2008 when the previous UPA government introduced the Insurance Laws (Amendment) Bill to hike foreign holding in insurance joint ventures to 49 percent from the existing 26 percent.
However, the Bill could not be taken up in the Rajya Sabha because of opposition from several political parties, including the BJP.
The insurance sector was opened up for private sector in 2000 after the enactment of the Insurance Regulatory and Development Authority Act, 1999 (IRDA Act, 1999).
This Act permitted foreign shareholding in insurance companies to the extent of 26 percent with an aim to provide better insurance coverage and to augment the flow of long term resources for financing infrastructure.
The industry has been demanding for long to increase the FDI limit for adequate funds for expansion of the sector.
CCEA okays sale of 10 mn tonnes of wheat in open market

The government on Thursday approved sale of 10 million tonnes of wheat from FCI stock in the open market in order to boost domestic supply and check prices.

A decision in this regard was taken at a meeting of the Cabinet Committee on Economic Affairs (CCEA), headed by Prime Minister Narendra Modi on Thursday.

"The CCEA has cleared sale of about 10 million tonnes of wheat via the Open Market Sale Scheme (OMSS) to bulk buyers," sources said.
The reserve price under OMSS has been fixed at Rs 1,500 per quintal plus freight charges for old crop and five per cent premium for new crop, the sources added.
Wheat would be sold through e-tendering process by the state-run Food Corporation of India (FCI) with an aim to improve domestic supply of wheat and check prices, besides reducing storage pressure on the FCI.
Wheat prices have firmed up in the last few days. Wholesale price of wheat has increased to Rs 19 per kg in the national market in July, from Rs 16.10 per kg in the same month last year, as per the official data.
In 2013-14, the government had announced sale of 8.5 million tonnes of wheat via OMSS, but was able to sell only 5.8 million tonnes, earning about Rs 9,310 crore.
Till early this month, the FCI had a wheat stock of 40 million tonnes, against the requirement of 20 million tonnes.
The country had produced a record 95.60 million tonnes of wheat in the 2013-14 crop year.

Cabinet clears bill to empower SEBI to deal with ponzi schemes
A Bill to effectively empower the market regulator SEBI to crack down on ponzi schemes and investment frauds was approved by the Cabinet on Thursday.
Following the CCEA approval, the Securities Laws (Amendment) Bill will be introduced in Parliament.

"The Cabinet Committee on Economic Affairs has cleared the Sebi Bill," an official source said.

The Bill seeks to give Sebi sweeping powers like attachment of properties, launch of recovery proceedings, seeking call data records to investigate cases and ordering search and seizure against manipulators and fraudsters.

The previous UPA government had sought to empower the market regulator to deal with ponzi schemes through an Ordinance, which was promulgated thrice.

However, the Ordinance could not be passed by Parliament which is necessary for making in an Act.

Once the amendment, approved by the CCEA, is passed by Parliament, Sebi would get the requisite powers to deal with economic offences of serious nature. ....

Ferozepur, July 24: Ferozepur NGOs Coordination Committee – committed to serve the poor and needy persons – in its meeting decided to take care of female jail inmate’s children.
In the local Central Jail, 8 children of the age between 2-8 yrs are living with their mothers, who are either facing punishment or under-trials in different cases.
The members of NGOs, from their own contributory funds, distributed clothes, stationery items and sweets to the children inside jail premises in the presence of S.S.Saini, Supdt. Jail, Lalit Kohli, Deputy Supdt. and Mukhtiar Singh Chhabra, Asstt. Supdt.
The NGOs also offered to take care of the children in future as per their requirement.
In the jail barracks, the children are being given the basic education by the teachers appointed by the jail authorities.
On this occasion, Harish Monga Patron, Inder Singh Gogia President, Darshan Singh and Vikramjit members were also present.

Ludhiana, July 24: Senior AAP leader and Advocate H S Phoolka vehemently said that the Centre cannot dismiss Haryana Govt. for not following directions on HSGPC. He said that SAD, in the past has always taken stand not using Article 356 against the states.

Elaboration his viewpoint Phoolka said, Under Article 355 of the Constitution of India, it is the duty of the Union to protect States against external aggression and internal disturbances and to ensure that State Government follows the Constitution. This Article could also mean that the Central Government is bound to oppose and check the disturbances being created by the Punjab Government in Haryana, as the same being an act of aggression. There have been many instances in the past where an act passed by State is against a Central Act or against the Constitution. In such cases the Supreme Court decided the issue. One of the known cases of this nature is the matter of migrants of Assam.
Senior Advocate further said that the Central Government can give the direction to the State under Article 256. The Supreme Court has held that in every case where the directions of the Central Government are not followed by the State, does not make out a case for dismissal of the State Government and warrant action against the State Government. It is only in a case of very serious nature where Article 356 needs to be invoked.

Phoolka further said that the Supreme Court in the matter of S.R.Bommai versus Union of India, reported as 1994(3) SCC1, has clearly mentioned that it is not each and every failure to follow the direction of the Central Government could warrant dismissal of State Government under Article 356 of the Constitution. The State Government can be dismissed if the situation is so grave in nature as contemplated in Article 356. The Supreme Court has said that President has to judge that if, by not following the directions of the Central Government, the situation arisen is of such a grave nature that it can be said that the functions of the State Government cannot be carried out in accordance with the provisions of the Constitution. Unless the President arrives to this conclusion, the Government of a State cannot be dismissed under Article 356. Supreme Court has also cautioned Central Government to use Article 356 only in a situation of grave nature. Supreme Court has held in the case ofRameshawar Prasad that drastic and extreme action under Article 365 cannot be justified on mere ipse dixit.

Akali Dal, throughout, has been protesting against the misuse of Article 356 and dissolving the State Government. Akali Dal has been demanding total implementation the recommendations ofSarkaria Commission. According to Sarkaria Commisssion, Article 356 should be used “rarely and in extreme cases, as a last resort when all alternative correctives have failed” .It is most surprising that the Akali Dal has all of a sudden changed its decades old stand.

The issue of HSGPC is purely related to the interpretation of law. The Haryana Government claims that Section 72 of the Sikh Reorganization Act, 1966, gives it the power to pass an act creating separate SGPC for Haryana. Further, the High Court Judgment of the full bench, which was upheld by the Supreme Court in its Judgment of Kashmir Singh vs. Union of India reported as (2008) 7 SCC 259, also endorses the view that Haryana can pass a law. In view of this ambiguity in the legal position and in view of the parameters laid down by the Supreme Court in S.R. Bommai case, by no stretch of imagination, it can be said that such a situation has arisen “in which the government of the State cannot be carried on in accordance with the provisions of the Constitution.”

Thus, the act of the BJP Government at centre, threatening to invoke Article 356 is totally illegal and in violation of the principles laid down by the Supreme Court.

Phoolka expressed surprise over the media reports that Sant Samaj has decided to attend the conclave called by SAD. An organization like Sant Samaj should not side with any particular Sikh group and rather, they should use their influence to bring about a settlement between the two groups of Sikh Panth. SAD has declared that the conclave called by them is not for the whole Sikh Panth, but only for people whom they have invited. In view of this matter, the Sant Samaj should reconsider its decision and should play the role of a mediator, rather than siding with any particular Sikh group. As it emerges now, this move of SAD is creating a division in the Sikh Panth. Efforts should be made by all including Sikh intelligentsia, Sant Samaj and former Jathedars Sahib to act as “Mediators”.....

Chandigarh, July 24: 1978 batch IAS Shakuntala Jakhu is all set to become the next Chief Secretary of Haryana while the present Chief Secretary, S C Choudhary, will be the next Chief Commissioner of the newly established Right to Service Commission Haryana.
S C Choudhary is to retire at the end of this month has been ticked for the new assignment and the selection committee comprising Chief Minister Bhupinder Singh Hooda and Cabinet Minister Geeta Bhukkal on Wednesday cleared his name. The selection committee meeting took place in the absence of its third member O P Chautala, who is the Leader of the Opposition. The committee also gave its nod to the other three members of the commission and also to the three commissioners for the State Information Commission. The names are being forwarded to Governor Jagannath Pahadia for his approval, added sources. Choudhary was granted three-month extension after his term as chief secretary ended on April 30. Sources said that the government might have been interested in another extension for Choudhary, but with the change of regime at the Centre and the NDA government coming in, that might not have materialised. Interestingly, Choudhary headed the selection committee formed a few months back to pick up names for chief commissioner and commissioners of Right to Service Commission.
Sanjay Kothari and Shakuntala Jakhu – both 1978 batch officials—were the two senior-most officials of the Haryana cadre. However, Kothari who is on deputation to the government of India has been appointed as the Department of Personnel and Training Secretary and takes over from August 1. The only other factor that could have gone against Jakhu was that she superannuates in next two months, but the government has decided to go ahead with her, said the official sources. Name of Principal Secretary, Home, Praveen Kumar Gupta was also doing the rounds for the post. The 1981-batch officer, who retires at the end of this year, is currently on ex-India leave.

The names forwarded for the commissioners include 1983-batch official Sarban Singh, who retired in December last year. An advocate in the Punjab and Haryana High Court, Sunil Katyal, has also been picked up.

Chandigarh, July 24: As part of the initiative to give clean, transparent and corruption free administration by the Punjab Chief Minister Parkash Singh Badal, the State Government forwarded the cases of two controversial IAS officers – Vikas Garg (1988) and Vijay Kumar Janjua (1989) batch, respectively, to the Union government for according prosecution sanction in different corruption cases against them. It is also learnt that the Chief Minister has given nod for prosecuting tainted PCS officer T K Goel in a trap case registered against him.
It may be recalled that the State Government had in August, 2013 dismissed (prematurely retired) three senior Punjab Civil Service (PCS) officers and imposed major penalty, first time in the state’s history, on two senior Punjab cadre IAS officers. Besides, the state government had initiated criminal and disciplinary proceedings against at least 15 IAS officers and 17 PCS officers in various cases of serious misconduct. The cases were hanging fire in the absence of prosecution sanction for the past several years.
CASE HISTORY:
VIKAS GARG (IAS 1998 batch)
He was chargesheeted on account of Rs 250-crore fraud in execution of sale deeds of government land in Patiala as the Deputy Commissioner in 2012. The Vigilance Bureau had registered an FIR against him and had advised that parallel departmental inquiry may not be held in this case. Almost three months after arresting him from Delhi in connection with the high-profile land scam, the Punjab Vigilance Bureau (VB) had in June, 2013 moved the state government, seeking prosecution sanction to challan Garg. Intending to file the challan within stipulated time period, the VB had written to the Chief Secretary, seeking sanction to prosecute Garg. However, in its absence, Garg was granted bail.

Besides Garg, who was recently reinstated, and posted Special Secretary, Health and Family Welfare, nine others, including four former Revenue officers and five private individuals were booked under various Sections of the IPC and the Prevention of Corruption Act on November 9,

2012. Except two property dealers N P Singh and Ravdeep Singh, who had been declared proclaimed offenders, rest all eight accused had been arrested and were later granted bail.
VIJAY KUMAR JANJUA (IAS 1989 batch))
Booked by the Vigilance Bureau in 2009. Challan presented in 2010. Proceedings stayed by the High Court. Janjua, who was presently posted as the Secretary, Freedom Fighters, was on November 9, 2009, arrested by the VB from his Chandigarh office while allegedly accepting Rs 2 lakh as bribe from a Ludhiana-based industrialist to allot him a vacant plot. At that time, he was posted as the Secretary-cum-Director, Industries and Commerce.
T K GOEL (PCS)
Joint Secretary, Welfare of SCs and BCs, was nabbed red-handed while allegedly accepting Rs 50,000 bribe at his office from George Shubh, a resident of Begowal village in Kapurthala district, by the VB on September 8, 2010. The VB had filed untraceable report, but court had ordered re-investigation in his case, following which the VB had sought prosecution sanction last year. He was also booked by the Chandigarh Police for allegedly preparing a forged caste certificate.

The complainant alleged that he purchased 2 acres of land, the registry of which was made on July 23, 2014, but the papers were not released to him. He accused that Naib Tehsildar Bachittar Singh Dhadda was demanding Rs.4,00,000 and first installment of Rs.1.00,000 was to be handed over to accused today. Acting on the tip-off, a trap was laid by the team of Vigilance Bureau, Flying Squad-1, Mohali led by SP Hargobind Singh and accused Bachittar Singh Dhadda was arrested red-handed, while accepting bribe of Rs. 1,00,000 from the complainant in his office.
After the recovery of amount from his pocket, a case under section 7 and 13 (2) of Prevention of Corruption Act, 1988 has been registered against the Naib Tehsildar in the Police Station, Vigilance Flying Squad-1, Mohali.....

Chandigarh, July 24: Launching a frontal attack on the Punjab Chief Minister, Mr. Parkash Singh Badal, the state Congress chief, Mr Partap Singh Bajwa, said he suffered from selective memory loss and was playing his card of political opportunism by portraying his proposed agitation against the formation of the Haryana Sikh Gurdwara Parbandhak Committee as Panth versus Congress fight targeted at reviving the Akali Dal base whose erosion had been reflected in the recent Lok Sabha elections. The so called fight against the bifurcation of the Amritsar based Shiromani Gurdwara Parbandhak Committee was to divert the tsunami of anger among the people against the government.

He said the proposed morcha was the last hoax call of Mr Badal to which the people of Punjab would not respond. “You cannot play with the sentiments of the people all the time by portraying the party as a Punjabi party at one time and then again reverting to the Panthic agenda depending upon your convenience”, he said.

In a statement, Mr Bajwa reminded Mr Badal that the issue had first cropped up way back in 1972 but despite that, he abandoned the demand of his party for all India Gurdwara legislation which could have ended such controversies as that would have given representation to the Sikhs from all over the country and ensured their participation in the management of their own shrines. However, Mr Badal reneged from this demand despite three drafts of the proposed legislation having been prepared which were consigned to the dustbin by the SGPC and the Akali Dal. It was the SGPC which was to ratify the draft for moving it in the Lok Sabha to enact the legislation. The people had a right to know as to why Mr Badal backtracked from that despite the fact that he had been controlling this body all these year. Of course, his monopoly would have ended with that.

He pointed out the SGPC was not an all India body as Mr Badal had tried to make out now as he must read the Sikh Gurdwara Act, 1925, enacted by the Punjab Legislative Council according to which, its jurisdiction was confined to pre-partition Punjab. Even the areas of the princely states were not under it. It became an inter-state body corporate after re-organisation of Indian Punjab in 1966 which entitled Haryana to have its own body for the Sikh shrines. If it was an all India body, how come that the Akali Dal launched an agitation to have a similar body for the management of the Sikh shrines in Delhi, he asked. He advised Mr Badal to stop misleading and befooling people by distorting what was on the record.

“It is ironic that Mr Badal has suddenly started expressing his commitment to Akal Takht, the institution whose directives he himself had been defying at one time or the other. He violated the directive from Akal Takht when Prof Manjit Singh was its Jathedar at the time of the formation of the Akali Dal (Amritsar). As the Chief Minister, he again confronted Akal Takht Hukamnama in 1999 directing him to keep the Akali Dal united in view of the Khalsa Tercentenary in 1999. He went to the extent of getting then Jathedar Bhai Ranjit Singh sacked unceremoniously. It is ironic that his party is now raising the slogan of ‘Akal Takht Mahan Hai, Sikh Panth Dee Shaan Hai’ given by Akali Dal stalwart Jathedar Gurcharan Singh Tohra following this defiance of Akal Takht by Mr Badal”, he added.

He called upon Mr Badal to disclose to the people that it was on the Congress ticket on which he had contested his first Assembly election in 1957. He slammed him for resorting to his opportunistic tactics to regain the lost support base by exploiting the religious sentiments of the people and said the people were now well aware and would not fall into his trap. He said the depth to which he could fall was the burning of the constitution by him in the pre-1984 period for which he was still to apologise although he had been swearing by the same constitution.....

Chandigarh, July 24: Mr. Madan Mohan Mittal, Technical Education and Industrial Training Minister, Punjab today issued instructions to all the government and private technical education an institute including Engineering Colleges, Polytechnics and ITI’s to set up anti ragging helplines within 15 days to ensure that students being admitted by them in fresh batches were not subjected to any harassment and ragging by the seniors.
Terming the ragging as peril to education system, Mr. Mittal has said that if any student found indulging in ragging, he/she would be immediately sacked from institutes besides registration of criminal case against the guilty. He also asked Principal Secretary of the department to establish helpline at headquarter where students may lodge their complaint if they were not satisfied with the redressal of their grievances at concerned institution level. He also asked department to depute senior officials to randomly check the status and disposal of complaints.
To make the parents partner in this drive, the Minister has also ordered the educational institutions to take written undertaking from the students and their parents mentioning that they would not take part in any kind of ragging activity. He said that parents should be made aware of the condition that involvement of their wards in any form of ragging would invite expulsion from the Institute as well as registration of criminal case.
Mr. Mittal has also asked the Punjab Technical University, other deemed universities, Technical Educational Institutions, Polytechnics and ITI's to follow the Supreme Court guidelines in this regard to safeguard the interests of freshers.....

Chandigarh, July 24: Punjab Agro Industries Corporation today signed an agreement with UCO Bank to encourage Agriculture diversification particularly through precision farming related to Green House cultivation.
Disclosing this here today Jathedar Tota Singh Punjab Agriculture Minister, Punjab said that Punjab Government has taken this initiative to facilitate financing for the setting up of Green Houses by farmers in the state. He said that the Green House Farmers have been facing difficulties in getting the high value projects financed from the Banks & establishment of Green House on one Acre of land costs Rs. 35-40 lacs and Banks are generally hesitant in financing such high value farming operations. He said that this was also the case in Organic Farming therefore as banks are resistant in financing such projects and farmers undertaking Organic Farming are facing the problems.
Jathedar Tota Singh said that to tackle the problems of financing of such projects to promote Agriculture diversification in the state Punjab Agro and UCO Bank have decided to work closely and provide requisite finance to the farmers through 182 Branches of UCO Bank in the state. He further said that Punjab Government shall extend 50% subsidy on the construction of Green Houses under National Horticulture Mission and 300 farmers have already setup high tech Green Houses in the state.
Mr. K.S. Pannu, Managing Director, Punjab Agro Industries Corporation further briefing about this imitative said that that Punjab Agri Export Corporation (PAGREXCO), a subsidiary of PAIC, is engaged in encouraging and organizing the farmers to undertake Green House cultivation and to forge backward and forward linkages in the production process. He said that constraint of finance is a major bottleneck in undertaking Green House production and to remove this hassle UCO Bank has taken the lead to promote agriculture diversification in the state.
Mr. V.K. Shrivastava, General Manager, UCO Bank, Chandigarh informed that Bank under the tie-up arrangement shall provide term loan and working capital to the farmers for setting up of Green Houses and adoption of organic farming on commercial scale.

Dal Khalsa leader pointed out that the SGPC is not the all India body as claimed by Badal in an Interview to English paper. It is confined to Punjab, Haryana and Himachal Pardesh. He said though the SGPC has been articulating the ambitions and aspirations of the community for years, however, it was the Badal who has demolished the basic character of this elected institution by making it an extension counter of his party. irrigation and other resources said Dr Ravi Kumar Sabharwal, Chief Agriculture officer, Gurdaspur while taking to the correspondent and inspecting the field trials of Rice cultivation to evaluate the different method of Rice cultivation in the context of climate changevillage Thanewal of BlockGurdaspur.

He said that direct seeding rice and System of Rice Intensification (SRI) are two methods of rice cultivation by which we can save natural resource. Studies by different farm scientist show that SRI uses up to 30-40% less water per ha of rice farm.

Dr. Sabharwal said that SRI has been validated in Gurdaspur by Deptt. of Agriculture, Gurdaspur during last 9 year which shows that 20-25 % yield of paddy per hac can be increased while using75% less seed,30-40% underground water for irrigation, No use of weedicide, minimum use of pesticide and fungicide. He said that about 1900-5000 litre of water is being used to produce 1 kg of rice. Thus the water use is immense in rice production. He said that SRI then, is an
agro-ecological method for increasing the productivity of rice by changing the way that the plants, soil and water are managed. He said that SRI technique was developed in collaboration with the farmers in Madagascar in the 1980s by Henry de lonely. He said that purpose of SRI is to enable Small and marginal farmers with limited resources to increase their production and income without relying on external sources. So if we look at the question of water today, it becomes extremely important to then look at the benefits that SRI gives us, Dr Sabharwal said. This year's troubled monsoon (while the rainfall deficit is as high as 64% in Punjab-Haryana, in fact these deficits were even higher on July 15, 2014) has been a cause for concern for farmers. He said that in the climate change context, the SRI plants have shown greater adaptability to both droughts and floods. So why is it that this potential is not being harnessed?

Dr Amrik Singh Agriculture Development officer said that declining supply
of underground water will be a major problem in the years ahead, due to
increasing demands for non-agricultural purposes and uncertainty and
reduction of water supply. Punjab has already exhausted its upper layer of
groundwater, and farmers are now using high-powered pumps to reach supplies
lower in the soil horizon, He said. Dr Amrik Singh said that in the
traditional cultivation of rice, seedlings are transplanted at an age of
25-30 days, and fields are kept continuously flooded/inundated, thinking
(incorrectly) that this will increase productivity. Chemical fertilizers,
insecticides and pesticides as well as herbicides are applied at high
levels, contributing to air, water and soil pollution with the result of
soil degradation and declines in air and water quality, On the other hand,
SRI does not require continuous flooding of fields, but requires water only
when the crop needs it, i.e., when the field is relatively dry and ready
for the next irrigation. He said that Based on the performance of yield
under SRI, it appears that there is great potential for increasing the
yield of rice in the country. Because there are no requirements to purchase
new seeds or agro-inputs, it has better prospects for adoption by
resource-poor farmers and more particularly by the small and marginal
farmers of the country who have limited scope of land expansion can
increase their yield per unit and per day of labor by adopting SRI. This
technology will be very helpful for increasing social and economic status
of large numbers of the farming community he said.

Chandigarh, July 24 : Haryana Chief Minister Mr. Bhupinder Singh Hooda today announced to introduce general public pass system for city bus service in Faridabad, Gurgaon and Panchkula so as to enable people to travel at concessional fare in these towns.
While stating this here today, Transport Minister Mr. Aftab Ahmed said that the passes would be issued to travel within municipal limits for non-AC and AC buses on monthly, quarterly, half yearly and yearly basis. The rates for monthly bus pass would be Rs.450 and Rs.700 for ordinary buses and AC buses respectively. He said that quarterly bus passes would be issued at the rate of Rs. 1300 and Rs.2000 for ordinary buses and AC buses respectively. Rates for half yearly bus pass would be Rs.2500 for ordinary buses and Rs.3900 for AC buses. Similarly, Rs. 4800 would be charged for yearly bus pass of ordinary buses and Rs.7400 for AC buses.
The Minister said that the facility would prove beneficial for general public in a big way. He said that passes would be valid only in the municipal limits of the concerned city and for travel in any city bus of the respective category. There would be no limitation of number of trips. AC pass holders can travel in ordinary city buses but ordinary bus pass holder would not be entitled to travel in AC buses. The passenger would have to carry bus pass in original and produced on demand by the staff, he added.
He said that general public bus passes would be issued at each depot headquarter on all working days. The person willing to get general bus pass has to fill up a prescribed form along with a photograph and deposit the same in the depot concerned alongwith requisite fee. The computerized bus pass would be issued the same day. He said that photograph is not required on renewal of such passes.
Mr. Aftab said that General Managers concerned have been directed to issue general public bus pass immediately after receiving the application. They would nominate atleast two officers in their office to sign such bus passes and also would ensure that one authorized officer should remain available in the office to sign such passes. The new system of general bus pass would also help in reduction of chances of evasion or travelling without ticket, he added.

New Delhi, July 24: The Special Judge, Mirzapur, Ahmedabad(Gujarat) has convicted C.J.Thakkar, the then Branch Manager & K.L.Sindhi, the then Officer, both working in Bank of India, Ellora Park Branch Baroda; Pravin Shah, then Director of M/s Jai Jal Petrochemicals Pvt. Ltd., Baroda and sentenced both Bank officers to undergo two years Simple Imprisonment with fine of Rs.10,000/-each & Pravin Shah, then Director to undergo two years Simple Imprisonment with fine of Rs.7500/-. A fine of Rs.7500/- was also imposed on the said firm.

This was stated by a spokesmen of the CBI, he said CBI had registered a case Under Section 120-B, 420 of the Indian Penal Code and Sec. 13(2) r/w 13(1)(d) of Prevention of Corruption Act.1988 on the allegations that C. J. Thakkar, the former Branch Manager, Bank of India Ellora Park Branch, Baroda entered into criminal conspiracy with other accused persons and sent proposal for Cash Credit facilities in favour of accused firm by suppressing certain facts and during disbursement also, the proper procedure was not followed. A loss of Rs.50 lakh (approx.) was caused to Bank of India.
A charge sheet was filed by the CBI against C. J. Thakkar, the then Branch Manager & K.L. New Delhi, July 24: The Central Bureau of Investigation has arrested a Branch Manager, Allahabad U.P. Gramin Bank, Shekhupur Branch, District – Hamirpur (Uttar Pradesh) while demanding & accepting bribe of Rs.6000/- from the Complainant.

On the basis of a complaint, a case was registered against Branch Manager, Allahabad U.P. Gramin Bank, Shekhupur Branch, District – Hamirpur and a private person under section 120-B of IPC and section 7 of PC Act, 1988 regarding demand of bribe of Rs.6000/- from the Complainant for releasing the bank loan for self employment. CBI laid a trap and arrested the accused while demanding & accepting a bribe of Rs. 6000/- from the Complainant.

The arrested accused is being produced today in the Designated Court at Lucknow.

New Delhi, July 24: The Central Bureau of Investigation has registered three cases relating to allegations of cheating; criminal breach of trust; misappropriation of funds as well as the abuse of official power under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in respect of districts of Mahoba, Balrampur and Gonda of Uttar Pradesh on the Orders of Hon’ble High Court of Judicature at Allahabad, Lucknow Bench dated 31.01.2014 in Writ Petition

This was stated by the Spokesperson of the CBI, on Wednesday, He said the First Case has been registered against then Block Development Officer of Charkhari, Kabrai, Jaitpur & Panwari blocks of District Mahoba(UP); Lucknow-based private firm and unknown officials of UP Government & others.

The Second Case has been registered against then Chief Development Officer(CDO); then Project Director, DRDA, both of District Balrampur; Unknown officials of UP Government and unknown suppliers. The Third Case has been registered against then Chief Development Officer; then Project Director, DRDA, both of District Gonda; Unknown officials of UP Government and unknown suppliers & others.

He said, searches were conducted at 17 residential/business premises of public servants and suppliers (private persons) at Lucknow (07 places); Gonda (03 places); Balrampur(03 places); Kanpur(02 places); Jaipur (01 place) and at one place at Orai (District Jalaun). Cash of Rs.51 lakh(approx.) was recovered from the residence of then District Magistrate, Balrampur. Incriminating documents/articles have also been recovered during these searches.Further investigation is continuing.

Faridkot, July 24: An Art of Living programme was organized in Modern Jail Faridkot for female prisoners and under-trials.

Speaking on the occasion, Smt.Archna Puri, Sessions Judge presiding over the valedictory function of Art of Living said, “Such programmes prove most useful, to get relief from life full of tensions and to regain the lost social status.”

On this occasion, Smt.Archna Kamboj, Secretary, Legal Services Authority, Faridkot, Kulwinder Sngh Thiara, Supdt. Jail, Baljt Singh, Daljit Singh Bhatti and various officers were present.

Sessions Judge said, apart from these programmes, special efforts are also being made to create interest among the youths in advance sports seminar, for keeping them away from social evils. She advised the jail officials to provide the facilities to the prisoners and under-trials as per the rules and due honour. It is our main agenda to make best citizens by extending better facilities to prisoners.

She also listened to the problems of the jail inmates and assured to solve the same shortly.

On the visit of Sessions Judge, sweets were also distributed among the female inmates in the jail.
