Lambi (Sri Muktsar Sahib), August 1 : Reiterating that the efforts of Haryana Government to wrest the control of Gurdwaras in the state through its remote controlled ‘modern Mahants’ would not be tolerated at any cost, the Punjab Chief Minister Mr. Parkash Singh Badal today said that the future course of action to oppose this sinister move of Congress at appropriate time would be decided after due deliberations with the Sikh panth.
Addressing the gatherings in village Panniwala, Bodiwala, Ratta Kheda Wadda and Chotta, Aalamwala, Aspaalan and others during the Sangat Darshan of Lambi assembly segment here today, the Chief Minister said that on the directions of Jathedar Sri Akal Takht Sahib, which was the supreme religious body of the Sikhs, they have called off the agitation against the separate committee in Haryana. However, he said that if due care was not taken to assuage the religious sentiments of Sikhs, which have been deeply hurt by this anti-Sikh step of Haryana government, then relevant strategy would be chalked out regarding the protest in consultation with the Sikh Panth.
The Chief Minister, while recalling the enormous sacrifices made by Sikh panth for formation of Shiromani Gurdwara Prabhandak Committee (SGPC) during the British Raj, said that the step of Haryana government was aimed at weakening this august body. He reminded the people that ever since independence the Congress party has attacked Punjab politically, socially, economically and even religiously. Mr. Badal said that by constituting separate committee for management of Gurdwaras in the state, the Congress has inflicted a third major blow to Sikh psyche, which could not be tolerated at any cost.
The Chief Minister further said that the step of Haryana government was undemocratic as the people rejected by the Sikh electorate have been handed over the reins of Gurdwaras through this move. He said that these agents of Congress had championed the cause of separate committee in Haryana but the wise voters of Haryana had foiled their plans by rejecting them in the SGPC elections. Mr. Badal said that the Sikhs of Haryana had voted in the favor of Shiromani Akali Dal by routing these Congress agents from all the 11 seats of the state.
The Chief Minister said that due to the anti-Punjab stance of the previous UPA government, state’s economy had passed through the worst phase in the last decade. He said that the discriminatory policies of the UPA had completely shattered the agrarian economy of Punjab adding that even the UPA’s policy to grant fiscal incentives states led to the flight of industry from the state. However, Mr. Badal said that with the formation of NDA government at the Centre hey days of the state would be soon back.
The Chief Minister further said that the concept of Sangat Darshan was an integral part of state’s governance as it virtually brought the government at the doorsteps of people thereby bridging the communication gap between the masses and the administration, which normally hindered the process of progress. Mr. Badal said that besides acting as a catalyst for redressing the grievances of people, the Sangat Darshan programs were also helpful for the state government to adjudge the working of officers of the various departments.
Reiterating the firm commitment of the state government to make Punjab a ‘drug free state’, the Chief Minister said that the state government has followed a twin strategy for wiping out this menace from Punjab as on one hand massive drive has been initiated to cut the supply line of the drugs and on the other hand a campaign has been embarked for detoxifying the drug addicts in drug de-addiction centers. He said that not only this but the state government was also making efforts to ensure proper rehabilitation of the drug addicts in Punjab. Mr. Badal said that 22 Rehabilitation centers were being opened by the state government across the state to rehabilitate the drug addicts by imparting them skill training so that they could live a life with dignity and self respect.
Replying to a query regarding the recent hike in Price of Diesel, the Chief Minister said that the prices of essential commodities should not be increased. However, he welcomed the reduction in petrol prices.

Chandigarh, August 1: The Punjab Chief Secretary Mr. Sarvesh Kaushal today held a high level meeting to review the progress of providing NOCs to plot holders of post 1995 unauthorised colonies, who had applied for regularisation as per the policy guidelines issued by the Punjab Government. This policy was only applicable to all post 1995 unauthorized colonies.
According to an official spokesman, it was informed in the meeting that the total 249447 plot holders had applied for regularisation out of which 141496 plot holders belonged to municipal areas and had applied to local government department. 107951 Plot holders having plots outside municipal limit had applied to development agencies including GMADA, PDA, BDA, GLADA, JDA and ADA. The meeting was informed that all the 185504 plot holders, who had deposited 100 percent regularisation money and their regularisatioin papers were in order, have already been issued NOCs by the respective agencies.
All Plot holders having NOCs can do their sale and purchase of plots/properties on the basis of NOCs and get their sale deed register in the office of concerned sub registrar. The NOCs would also allow plot/property holders to get their water/sewerage and electricity connections. The Chief Secretary issued instructions that as per regularization policy local government department and concerned development authority should move fast to make provisions for under ground sewerage, water supply and electricity connections in all those illegal colonies where 70 percent plot holders have applied for regularization.
The Spokesman said that remaining plot holders have been advised to clear 100 percent payment required for regularization besides clearing discrepancies in their papers, so that NOCs could be issued to them at the earliest. He said that all such plot holders have been issued notices in this regard.....

The event was attended by previous Commanders of the formation and war veterans. HQ 15 Artillery Brigade trace its origin from 37 Artillery Brigade which was raised at Mathura on August 1, 1964. The history of the brigade is replete with the saga of unparalleled courage and professionalism of the valiant gunners. Within a year of its raising the brigade was actively involved in the 1965 war against Pakistan. The Gunners of the brigade distinguished themselves in the intense artillery duels and were instrumental in ensuring the success of all operations. Having distinguisher themselves in the 1965 war, the Panther gunners again rose to the occasion in the 1971 war when 15 Infantry Division was tasked for the defense of politically sensitive towns of Amritsar and Dera Baba Nanak. During this fierce conflict the unparalleled devotion to duty saw the gunners earn four Vir Chakra, five Sena Medal and three mentioned in Dispatches. 42 Field Regiment as part of this brigade was awarded the honour title Dera Baba Nanak.

In all operation the gunners have made their mark thus standing true to the adage that Artillery is the “GOD OF WAR”.

On the Golden Jubilee of its raising, all ranks of the brigade rededicated themselves to the service of the nation once again.....

Hailing from Patiala (Punjab), Air Marshal Gill was commissioned into the Flying Branch of Indian Air Force in Dec 1977. He has 7000 hrs of accident and incident free flying to his credit and has extensively flown across the length and breadth of the country in almost all types of terrain during his illustrious career spanning 36 years.

Air Marshal Gill has held various important directional, instructional and command appointments. He has had the rare distinction of commanding four stations at different stages of his career viz. an operational flying unit in East, a Radar station in northern sector and two flying stations in J&K sector including the world’s highest air base Leh. While commanding Air Force Station Leh, he was instrumental in initiating and activating many forward air bases and Advanced Landing Grounds (ALG). Eventually, Air Force Station Leh was declared as the ‘Pride of Western Air Command’. The Air Marshal was conferred Presidential award of Ati Vishisht Seva Medal (AVSM) in the year 2010.

He was the first contingent commander of the UN Mission to Congo. For his exceptional organizational ability, leadership skills and effective liaison with UN HQs in New York, he was conferred Yudh Seva Medal (YSM). He has also been a Directing Staff in Air Force Academy Hyderabad. As Air Vice Marshal, he was the Senior Officer In-charge Administration (SOA) of Eastern Air Command wherein he was responsible for all infrastructure developmental projects, administrative functioning, security issues and welfare of air warriors and their families. Prior to taking over as AOC-in-C of Central Air Command, Air Marshal Gill was the Commandant of the prestigious National Defence Academy, Pune.

Air Marshal KS Gill is an outstanding sportsman. In his earlier days, he has been the member of the 7th and 8th Antarctica Expedition wherein for displaying extraordinary courage he was awarded with Vayu Sena Medal (Gallantry) in 1990.

Air Marshal Gill is married to Mrs Ranjeet Gill who is a home maker. The couple has three children. The eldest is the daughter, Ms Roheen Reez Gill, who is employed and well settled in Australia. The Son, Shahbeg Singh Gill, has recently graduated from NDA and undergoing flying training at Air Force Academy, Hyderabad. The youngest daughter, Ms Shaffeen Reez Gill, is pursuing her BBA from MIT, Pune.

Kaithal, August 1 (Courtesy: HT): Despite a directive for status quo from the Akal Takht, the Haryana Sikh Gurdwara Management Committee (HSGMC) on Thursday took the first step towards takeover of shrines in the state from the Amritsar-headquartered Shiromani Gurdwara Parbandhak Committee (SGPC).
Though physical takeover remains contentious due to the reported gathering of armed men of the SGPC at Haryana’s gurdwaras, the HSGMC has decided to issue instructions to institutions managing the gurdwaras’ bank accounts to dishonour any financial instructions from the SGPC, which has been opposing formation of the HSGMC.
Also, banks would be asked by the HGSMC not to entertain any cheques issued by the SGPC, according to a decision taken at the first meeting of the HSGMC (ad hoc) executive committee at Gurdwara Neem Sahib here.
The HSGMC’s president, Jagdish Singh Jhinda, reiterated that the committee was formulated by the state government and it was the “genuine entity” to manage gurdwaras as well as their finances.
“We are informing bank authorities that now the HSGMC has come into existence, so only it has the right to operate the shrines’ accounts,” he said, adding that the committee also passed a resolution to seek financial statements from gurdwaras.
“Gurdwara managers have to submit account books and all other records to the HSGMC headquarters at Gurdwara Neem Sahib, Kaithal, by August 2 evening. Punitive action will be initiated against those who violate the instructions,” he said.
The executive body also condemned the siege of gurdwaras in Haryana allegedly by supporters of Punjab’s ruling Shiromani Akali Dal (SAD), which controls the SGPC, and the security task force of the SGPC. It urged Sikhism’s temporal seat the Akal Takht, the SGPC and the Akali leadership to maintain sanctity of the gurdwaras and vacate the premises in a peaceful manner. “Sikhs of Haryana will not tolerate such forcible occupation of the gurdwaras, and are ready to evict the illegal occupants,” he said, reiterating the HSGMC’s “full faith” in the Akal Takht.
Jhinda also said the state administration should intervene in evicting the illegal occupants.
The committee restated its demand for 40% share in SGPC properties in Chandigarh to ensure smooth functioning of the newly formed HSGMC.
It also demanded the road from Dhamtan Sahib in Jind to New Delhi be named after Guru Tegh Bahadur, and the raising of a “befitting” memorial.
Jhinda formally announced that henceforth Kaithal would be the headquarters of the HSGMC and all meetings of the committee would be held there.
Except HSGMC’s senior vicepresident Didar Singh Nalwi, all other office-bearers and members of the committee attended the meeting.
Nalwi couldn’t attend reportedly due to the death of a relative. In attendance were committee vice-president Harpal Singh Pali, general secretary Joga Singh, joint secretary Bhupinder Singh, and members Baba Gurmeet Singh, Avtar Singh Chakku, Baljit Singh, Jagdev Singh, Swarn Singh and Mohanjeet Singh.

New Delhi, August 1: S. S. Mundra took over as the Deputy Governor of the Reserve Bank of India (RBI) today. The Government of India vide its notification dated July 30, 2014 has appointed him as the Deputy Governor of the Reserve Bank of India, for a period of three years from the date of his taking over, i.e., July 31, 2014 or until further orders, whichever is earlier. Prior to joining the Reserve Bank, Shri Mundra was Chairman and Managing Director, Bank of Baroda, the second largest bank in the country.

As Deputy Governor, Shri Mundra will look after banking supervision, currency management, financial stability, rural credit, customer service, as also, the Reserve Bank’s human resources and security.

Born on July 18, 1954, Shri Mundra began his career as a Probationary Officer in Bank of Baroda in March 1977. During a banking career spanning 37 years, he has held several challenging positions including heading Bank of Baroda’s European operations (UK) before being elevated as Executive Director of Union Bank of India in September 2010 and further as Chairman of Bank of Baroda in January 2013.

Shri Mundra has served on Boards of several multi-dimensional companies, such as, the Clearing Corporation of India Ltd (CCIL), Central Depository Services (India) Ltd. (CDSL), BOB Asset Management Company, India Infrastructure Finance Corporation (UK) Ltd. (IIFCL), Star Union Dai-Ichi Life Insurance Company Ltd., National Payments Corporation of India Ltd. The experience gained in guiding these entities has bestowed him with wide leadership skills and keen insights in best practices in Corporate Governance.

He has served as the Chairman of Committee on Financial Inclusion set up by the Indian Banks’ Association (IBA) and also served as a member of several other important committees relating to the banking and financial sector constituted by the IBA and RBI, including the Nachiket Mor Committee on Comprehensive Financial Services (CCFS) for Small Businesses and Low-Income Households.....

Ludhiana, July 31: A meeting of various trade unions of workers, employees, students and youth activists of district Ludhiana was held here in which a serious view was taken of the Punjab Prevention of Damage to Public & Private Property Bill which was recently passed by Punjab Vidhan Sabha. Terming this bill as draconian, the meeting observed that this bill is an assault on the democratic rights of the struggling people. It was also decided to oppose this anti-people legislation as it deprives the people of their constitutional right of freedom to fight for their genuine demands.
It was resolved to hold a big conference at Punjabi Bhawan, Ludhiana on August 1 at 1.30 pm to oppose this Bill, this will be followed by a massive protest march to the Secretariat where a memorandum addressed to the Chief Minister will be handed over to the Deputy Commissioner, Ludhiana.

Ludhiana, July 31 : A Ph.D student of Punjab Agricultural University (PAU), Dr ZA Bhatt has won Jawaharlal Nehru Young Scientist Award of Indian Council of Agricultural Research (ICAR) for the year 2013. The award was given by the Union Agriculture Minister during the ceremony, held at NASC complex, New Delhi on July 29, 2014. This award is given on the basis of Ph. D thesis research work. Dr Bhatt did his Ph. D under the supervision Dr W.S. Dhillon, Professor of Horticulture and presently, working as Director, Punjab Horticultural Post Harvest Technology Centre, PAU. This award came to the Department of Fruit Science after about 28 years. The Vice Chancellor, Dr B.S. Dhillon; Dean Postgraduate Studies, Dr Gursharan Singh and Head of Department of Fruit Science, Dr MIS Gill congratulated the student and his advisor for this achievement.
His research focused on ‘Molecular characterization and hybridisation studies in pear’. Fine scale characterisation of pear genotypes at genetic level through SSR markers supplemented with phenotypic characters will help in improved selection efficiency, precise cataloguing (true to type), efficient germplasm conservation, maintenance and utilisation of the existing genetic diversity for future breeding programmes, besides avoiding ambiguities. The results demonstrated that any undesirable off types can be excluded from the breeding programme at an early stage, thereby saving time, space, labour and other economic expenses. Moreover, this study will benefit breeders especially with the progress in application of molecular assisted breeding. Being able to confidently source accessions of confirmed pedigree for both making crosses, and further molecular analysis will improve the transferability of data between different groups and benefit pear breeding as a whole.....

He successfully commanded his Infantry Battalion in active Counter-Insurgency operations in Operation RHINO in Assam. The General officer later commanded prestigious Infantry Brigade and Infantry Division on the Line of Control in the J&K with distinction. The General Officer has had the unique distinction of having led operations where officers and men under his direct command were awarded Ashok Chakra, Kirti Chakra, Shaurya Chakras, Sena Medals and a large number of other gallantry awards.

Lt General Hira has done all prestigious Tri Services professional courses to include Defence Services Staff College, Higher Command Course and National Defence College course. Lieutenant General NPS Hira has replaced Lieutenant General Ashwini Kumar Bakshi, who has retired as General Officer Commanding of Vajra Corps from the Indian Army today.....

Delhi, August 1: The panel set up by the government – Arvind Verma Committee – for examining the grievances of students against the Civil Services examination pattern, has submitted its report to the government.
The UPSC aspirants protesting against the Civil Services Aptitude Test (CSAT) are likely to get relief with the submission of report.
In fact, the row is Hindi Vs English and the government is studying the report submitted by the Committee to be shared with the Parliament. The panel was set up by the government after widespread protests in Capital by UPSC aspirants who alleged bias against Hindi medium students vis-à-vis English medium.
According to sources in the government, though a final decision will be taken after examining the panel’s recommendations, the options include a possible review of the CSATPaper II pattern to reduce the weightage of questions relating to English comprehension and a simpler Hindi translation for all other questions.
With a little over three weeks to go for the August 24 UPSC UPSC prelims, the government has to carefully weigh the option of postponement, keeping in mind that the answer sheets have already been printed and sent to examination centres, and the question papers are ready to be dispatched.
Since it would push back the Mains examination and interview schedule as well, UPSC is reportedly not in favour of a postponement of the prelims, already being held three months behind the 2013 schedule.
Even as babudom is convinced that the English comprehension questions are simple enough to be solved by those aiming for the country's top bureaucracy , particularly when state-level exams such as UP State Civil Services test English up to higher secondary level, the political class is pushing for removal of any anti-Hindi bias in the syllabus.

Ferozepur, July 31 : A news of murder of step-mother by adopted daughter, in the house itself, in village Jhoke Hari Har near Ferozepur has been received.

As per the information, Jyoti, 20 years murdered her step-mother Rani wife of Gulab Singh and her decomposed dead body was recovered from the big trunk. Rani, who is member of the local Panchyat was missing since Sunday last. Jyoti however, informed her uncle Roop Lal living at Khai Pheme Ki that her mother had gone to Delhi for some work and has not returned back so far.

On being suspicious on the disclosure of Jyoti, he visited the house at Khai Pheme Ki and found that foul smell in the room. Then Jyoti disclosed when her step-mother was taking some cash from the trunk, she attacked from the back and pushed her in the box. On this the police was called and the dead body was recovered from the box and body is reported to be having deep wounds. Jyoti was taken into custody by the police.

It is pertinent to mention here that about 20 years back, Rani had adopted Jyoti on finding here near the smadh of Sher Shah Wali and was given the name as Jyoti daughter of Gulab Singh Mari and brought up with endearment but murdered her mother.

The police is, however, investigating in to the matter to know the reasons behind this murder.

"When I raised the issue with his friends and family members, no one told me the truth. Since July 21, I don’t have any information about him as his mobile is switched off,” she said.

“I’ll file the complaint with the local police in Malerkotla, once I return from Delhi. Along with the other charges of fraud, I’ll also file a complaint of sexual harassment against him,” she added.

Talking about the future of her married life, she said, “I don't want to stay with him anymore. I will file for a divorce.”....

Chandigarh July 31 (Courtesy HT) : With the rainfall deficit having reached an alarmingly high 58% in Punjab, the Shiromani Akali Dal-BJP government alerted the union government on Tuesday about “drought-like conditions” and reiterated its plea for Rs. 2,330 crore special central assistance to “mitigate the effects of deficient rainfall.”

The Parkash Singh Badal government has taken the plea that similar drought-like situation had hit Punjab in the 2009 kharif season and that then union government had released Rs. 800 crore as assistance for additional cost incurred by Punjab in providing power to the agriculture sector.

Even though it was an official holiday in Punjab on Tuesday, key functionaries of the agricultural department and financial commissioner, development (FCD), Suresh Kumar swung into action after being sounded that union agriculture minister Radha Mohan Singh had denied that Punjab had sought any help in view of scarce rainfall.

The state government took up the issue with Ashish Bahuguna, secretary, union ministry of agriculture, and informed him about the proposal sent by the director, agriculture, to the commissioner, agriculture, of the union government. The Badal administration specifically informed the union secretary, agriculture, that the chief minister had also written to Prime Minister Narendra Modi, seeking Rs. 2,330-crore help.

Referring to the union agriculture minister’s reported statement that Punjab had not sought any assistance to mitigate effects of drought during the kharif season, the state government said: “…the requisite proposals and contingency plan have already reached the (union) ministry.”

In a detailed July 29 demi-official letter, FCD Suresh Kumar said: “The drought-like conditions are still prevailing in the state, with 58% deficiency in rainfall as on July 28. Farmers and the state government are extremely stressed to save crops by spending huge amounts on diesel and electricity.”

Due to the current scanty rainfall, Badal told Modi, about 85,000 tubewells would require further deepening, costing about Rs. 700 crore. And, the state power corporation, “which is diverting electricity from paying sectors to non-paying agriculture sector”, is likely to incur an additional expenditure of Rs. 1,500 crore, Badal had said in his July 4 letter to the Prime Minister.

In 2010-11, fiscal agriculture contributed about 22% of the Gross State Domestic Product (GSDP).

Almost 98% cultivated area of Punjab is under assured irrigation, with about 73% of the area under tubewell irrigation and the rest being supplied irrigation water by canals.

Punjab has told the Centre that of the total 11.56 lakh electrical tubewells in the state, 50,000 having mono block pump sets go defunct and farmers have to replace them.

“It is estimated that during the current year, nearly 85,000 tubewells will be deepened and the average cost varies from Rs. 1.5 lakh to Rs. 2.5 lakh, As such, farmers will have to incur additional Rs. 700 crore on deepening tubewells, for which they need to be compensated,” says the detailed financial relief-seeking proposal of the state government.

The state government has also urged the Centre to examine the possibility of conversion of short-term credit to medium-term credit and that interest payable to the National Bank for Agriculture and Rural Development (Nabard) on funds provided to cooperative banks should be lowered so that the banks can pass on the benefits to farmers.....

Mr. Hooda was addressing the gathering in a ‘Dhanyawad Rally’ organized by MLA Mr. Anil Vij at Shahbad (Markanda), district Kurukshetra today. He said that after checking the norms, the 50-bedded hospital of the area would first be upgraded to 75-bedded then to 100-bedded hospital.
The Chief Minister said that his grandfather and Shaheed Udham Singh had played great role in the freedom struggle of the country. He said that the martyrs had not sacrificed for a particular caste or religion rather they had sacrificed for freedom of all castes and religion. The State Government of Congress Party had been implementing welfare schemes for all sections of society for the last 10 years with a view to realize the dreams of martyrs.
He said that only Rs 421.47 crore was spent on development of district Kurukshetra during the six years tenure of INLD-BJP Government whereas the present State Government has spent Rs 2766.87 crore on the development of the district. Similarly, Rs 15.42 crore has been spent on development of Shahbad. This clearly signifies that Congress Government has undertaken overall development of the area.
Mr. Hooda said that he himself is a son of farmer and understand the problems of farmers very well. Therefore, he has abolished the black laws of Cooperative Banks. He said that Haryana is the first state to reduce to the interest on crop loan from 11 per cent to four per cent. Under the able leadership of UPA Chairperson Mrs. Sonia Gandhi, the Central Government had waived off loans of Rs 2136 crore. Mr. Hooda said that hailing from a political family he understood the feelings of people very well. Now, people are feeling cheated. The Congress Party had lost all five seats during Lok Sabha Elections in Uttarakhand, but it can be seen in the outcome of the by-elections in Uttarakhand where all the three seats have been won by the Congress Party.
He said that during last one-and-a-half month people of all sections of society had organized 42 public meetings and he has visited the entire State and observed the feelings and vision of people. The Punjab Government is seriously contemplating the move to supply the artefacts, biscuits and namkeen made by inmates of Central Jail, Ludhiana to government educational institutes and offices across the state. It was disclosed by Mr. Sohan Singh Thandal, Jails Minister, Punjab during his recent visit to the Central Jail, Ludhiana along with Additional Director General Police (Jails) Mr. Rajpal Meena. The Minister said that it is matter of pride for the Jail Department that the inmates in Central Jail, Ludhiana have been engaged in constructive activities.
Divulging the details, Mr. Thandal said that at Central Jail Ludhiana alone, inmates prepare one quintal of biscuits of five varieties and more than 50 kg of namkeen everyday in a bakery unit, established by the Jail Department with the cost of Rs.25 lakhs. He said that in this bakery unit, 50 inmates work in two shifts, one from 8 am to 2 pm and second from 2 pm to 8 pm. He said that the technical training to the inmates was provided by the experts of Hotel Management of Lovely University, Jalandhar. He said that the inmates, who have undergone this one month training in the bakery production, further impart this skill to the inmates. Mr. Thandal said that the bakery products prepared in this jail bakery has been further supplied to the other jails across the state.
Mr. Thandal said that the as the demand for the jail projects is increasing day by day, the Jail Department has been brooding upon the idea to supply the jail products to government educational institute, offices and universities. He said that the senior officers have already been instructed to prepare a comprehensive plan in this regard. The Minister said that it is matter of pride for the whole Jail Department that the variety of products like furniture, soap and tents for police besides clothing for inmates have been prepared in Central Jail, Ludhiana and further supplied to other jails across the state.
He said that more than 70 inmates have also been imparted training by Guru Nanak Dev Engineering College, Ludhiana, in such trades like; welder, electrician, carpenter and plumber to enable them to set up their own self-employed occupation after their release.....

Suhag was designated as army chief in May by the outgoing UPA government ignoring protests from his predecessor Gen V K Singh and BJP.

59-year-old Lt Gen Suhag, a Gurkha officer who had participated in the 1987 Indian Peace Keeping Force (IPKF) operation in Sri Lanka, was the Vice Chief of Army Staff.

He will have a tenure of 30 months as the 26th Chief of the armed forces.

Suhag was made the Vice Chief of Army Staff in December last year.

Earlier, he had taken over as the Eastern Army Commander on June 16, 2012.

He was at the centre of a controversy triggered by Discipline and Vigilance ban imposed on him by the then army chief Gen V K Singh in connection with an intelligence operation in Assam earlier. The ban on Suhag, the then 2 Corps Commander, was lifted soon after Gen Bikram Singh took over in May, 2012.

BJP had questioned the "hurry" in making the appointment and insisted that the matter be left to the next government. However, soon after the NDA government took over, Defence Minister Arun Jaitley said the new dispensation will continue with the appointment made during UPA rule.

Family members of the victim staged a protest outside the Mayur Vihar police station and demanded immediate arrest of the e-rickshaw driver, who had fled the spot after the incident. They alleged that e-rickshaws are a nuisance in the area.

Saharanpur, July 31 : In Uttar Pradesh the situation in clash-hit Saharanpur is under control and is returning to normal.

As of now 89 people have been arrested and 72 FIRs registered. Prohibitory action has been taken against 33 persons.

Police said the main accused in the clashes, Moharram Ali Pappu along with his six aides have been arrested.

Reminding Jathedar for bestowing the title of “living martyr’ on Rajoana by Five Singh Sahibans, he said Badals have twin tongue and dual face. There's a wide gap between the perception and views of Badals as head of the government and as head of the SAD.

He urged the Jathedar to caution the SGPC, DSGMC and the Akali Dal timely of the serious ramifications in case the Modi Sarkar decides to hang Rajoana.

Referring to Badal Parivar controlling the levers of power in all institutions be it political, religious or educational, he said it’s ironic that one family is calling the shots.

We hear the slogan of “Akal Takhat is supreme and pride of the Sikh Panth” during Panthic gatherings and marches, said he. But in practical terms, the political as well as religious leadership was destroying its supremacy, traditions, ethos, tenets and principles. Without naming anyone, the letter says arrogance and big ego’s of those who are at the helm of community’s affairs were responsible for denigration of Sikh institutions including Akal Takht and SGPC.

The letter rue that instead of forging unity, the Sikh institutions and organizations were involved in a race to show other in a poor light.

Referring to their organizations sharp differences with the Jathedar on HSGMC row, Dhami said we differ with you in principle on many issues, however this difference of opinion should not affect our genuine plea to you to save Rajoana.

He took a dig at SGPC for spending a huge amount from guru’s golak to run the advertisement to enforce the edict of Jathedar excommunicating Haryana Sikhs. Asking the Jathedar to give a pause and think, why the SGPC has to resort to such practice?....

Addressing a mammoth gathering during the state level function on the Martyrdom day of Shaheed Udham Singh here today, the Chief Minister said that the move to constitute separate committee in Haryana for managing the affairs of Gurdwaras in the state was the latest step of the Congress to divide the Sikh brethren in the country. He said that it was a third major assault on the Sikhs by the Congress, the other two being Operation Blue Star and 1984 anti-Sikh riots. Mr. Badal said that the Congress party has always inflicted serious blows to the state both economically and religiously, so the wise people of Punjab would never forgive it for these sinister moves.

The Chief Minister, while terming the Congress party as the biggest enemy of the state, said that the decade long misrule of Congress led UPA government has broken the backbone of Punjab’s economy. Squarely blaming the UPA government for the woes of the peasantry in the state, Mr. Badal said that due to the ill conceived policies of previous union government the farmers of state were today reeling under a whopping debt of Rs 32000 crore. Likewise, he said that mass exodus of industry had taken place during the tenure of UPA because it had extended industrial incentives to the hilly states. However, Mr. Badal said that with the formation of NDA government at the Centre the days of discrimination with the state were over.
Reiterating his firm commitment to provide transparent, responsible and corruption free governance to the people, the Chief Minister said every section of society including the media should play a proactive role in eliminating the menace of corruption from the state.
Paying rich tributes to Shaheed Udham Singh, the Chief Minister said that the supreme sacrifice of this great son of the soil, who avenged the Jallianwala Bagh massacre by killing General O'dwyer after 21 years, would ever remain as a source of inspiration for our younger generations to fight against tyranny, oppression and injustice. He said that despite of being merely two percent of country’s population, the Punjabis have made more than 80% sacrifices in the national freedom struggle due to which they have a prominent place in the Indian history. Mr. Badal said that the rich legacy of unprecedented sacrifices made by martyrs would ever act as a light house to guide the destiny of our future generations.
The Chief Minister further said that in order to perpetuate the supreme sacrifices made by our great national heroes the state government was constructing Jang-e-Azaadi memorial at Kartarpur near Jalandhar. He said that coming up at a cost of Rs 200 crore, this unique memorial would showcase the supreme sacrifices made by our freedom fighters to make the country free from the yoke of British Imperialism.
Interacting with the media persons, the Chief Minister said that the state government has made all out efforts for delivering corruption free administration to the people adding that the state government has ensured 100% transparency in the recruitment for the government jobs. He said that if any case of corruption was brought in their notice then strict action was taken against the guilty person. Mr. Badal also sought fulsome support and cooperation of people for checking corruption in the state.
Responding to another query, the Chief Minister said that on account of deficit rainfall in the state, he had already taken up the matter with the Union Ministers to assist the state in dealing with the drought like situation. Mr. Badal said that the state government has sought financial assistance worth about Rs 2000 crore to deal with this crisis as it was the bounden duty of everybody to bail out the hardworking and resilient farmers of the state, who had played a key role in making the country self reliant in food production. “We have vehemently raised this issue with the Government of India (GoI) and I am hopeful of a positive outcome of our efforts” he added.
When asked to comment on the problem of drug menace in the state, the Chief Minister said that the Punjab government has declared a crusade against drugs in the state and concerted efforts were afoot to wipe out this curse from the state. He said that besides providing world class facilities for detoxifying the drug addicts, the state government was also making efforts to ensure proper rehabilitation of the drug addicts in Punjab. Mr. Badal said that 22 Rehabilitation centers were being opened by the state government across the state to rehabilitate the drug addicts by imparting them skill training so that they could live a life with dignity and self respect.
Earlier paying homage to the great martyr, Finance Minister Mr. Parminder Singh Dhindsa in his address said that the people of country would ever remain indebted to Shaheed Udham Singh for the supreme sacrifice made by him, which has made every Indian feel proud for this rare act of patriotism. He appealed the youth to imbibe the spirit of self sacrifice, patriotism and nationalism amongst themselves to serve the nation with utmost zeal and commitment. Mr. Dhindsa also lauded the Chief Minister for taking unprecedented step of erecting Jang-e-Azaadi memorial to showcase the history of great national heroes to the younger generations.
On the occasion, the Chief Minister also unveiled a book on Shaheed Udham Singh authored by Mr. Prem Kumar Guglani. Earlier, the Chief Minister also paid homage at the ShaheedUdham Singh Memorial in the local stadium.

The visiting minister from Ghana, who called on the Deputy CM last night at his residence, said Ghanaian President John Dramani Mahama wanted to promote agriculture as a tool of progress and that Ghana would welcome Punjabi expertise in this regard. He said the government of Ghana was also ready to allocate fertile agriculture land on long lease to Punjabi farmers.
Following this proposal, Mr Badal said the State government would send a delegation of officers as well as an expert from PAU Ludhiana to study the process whereby land could be leased out to Punjabi farmers as well as the suitability of the entire project. He said following this the State government could facilitate farmers to settle down in Ghana in 20,000 to 25,000 acres initially.
The Ghanaian minister, who visited a number of business places in Ludhaina and Jalandhar during his three day tour, said his country would shortly appoint a business counsellor at Ludhiana to initiate a meaningful business relationship with Punjab. He said Punjab could export finished goods to Ghana and that Punjabi entrepreneurs were also welcome to start manufacturing facilities in Ghana to take advantage of its natural resources including various minerals, oil, cocoa, palm oil, timber, fish and cotton. He said Punjab could also assist Ghana in becoming an agro based economy.
Mr Dagadu, who visited the Bonn Foods facility in Ludhiana as well as the Brewmaster Brewery in Ludhiana and Jalandhar, said the biscuit industry in Punjab could be exempted from all custom duties at the point of entry in Ghana. He also offered Brewmaster to open up their business in Ghana.
Leading Sikh businessman from Ghana – Mr Amardeep Singh Hari, who accompanied the Ghanaian delegation on their visit to Punjab, said Ghana would welcome help from Punjab to establish educational institutions in Ghana, including engineering colleges. Mr Hari said Punjabi entrepreneurs were welcome to establish mini hydel dams. He said Punjab could also help the power sector in Ghana by exporting power transformers to the country.
Captains of industry and senior officials were also were also present at the interaction. These included Mr Rajinder Gupta of Trident group, Mr Inderpreet Singh Chaddha of Brewmaster and Mr Kamal Oswal, Industrial Adviser to the Chief Minister and leading lawyer on international affairs Harpreet Sandhu who coordinated the visit on behalf of the visiting Ghanaian delegation.
Mr Harpreet Sandhu briefed the Deputy CM that the delegation from Ghana had visited various business premises including Bonn Foods, Nahar Group, Hampton Court business park and Brewmaster and Field Fresh Foods – all in Ludhiana. The team also visited Mrs Bector’s Foods Private limited in Phillaur, and SEL textile unit at Nawansheher.
Mr Sandhu said the delegation would submit its report and its recommendations to the Ghana government’s cabinet for further deliberations in order to facilitate an official treaty between Ghana and Punjab. EOM....

Shiromani Akali Dal President and Deputy Chief Minister Punjab Mr. Sukhbir Singh Badal today said that people of Patiala are all set to vote for social worker juneja to end ‘Rajwarashahi’ era from the Patiala legislative constituency.

Addressing a mammoth gathering in favour of SAD-BJP candidate for Patiala bi poll Mr. Bhagwan Das Juneja, Mr. Badal said that Shiromani Akali Dal has opted Mr. Juneja as party candidate for his services to the society. He said that similar to Prime Minister Mr. Narinder Modi, Mr. Juneja has also started his career from a tea stall and reached the heights but never left any opportunity to serve the society. He said that one could easily see the trees planted for environment conservation and benches installed beneath these trees by Mr. Juneja for common people to enjoy the nature. He said that even the kids of the city were aware of the long list of contributions made by Mr. Juneja in social welfare.

Drawing a comparison between SAD-BJP candidate and Congress candidate, Mr. Badal said that on one hand alliance has opted for a candidate who is from the people and for the people, and on other hand Congress candidate is from a Maharaja family which is accessible to common people only during polls. Taking a dig at Captain Amrinder Singh, Mr. Badal said that people of Amritsar were repenting on their decision as Maharaja Sahib went to city only once after winning the parliamentary election. He said that people of Amritsar were not aware of Amrinder’s real face but Patialvis have witnessed this time and again. Mr. Badal said, “I am quite sure that amid this hot weather people of Patiala are going to miss Amrinder even during election campaign.”

Mr. Badal also appealed the voters of Patiala to question Mrs. Parneet Kaur that why she failed to bring any project or scheme during 10 years long Congress led UPA regime for the development of patiala despite being minister in the government. Mr. Badal said that Mrs. Parneet Kaur never bothered for the development of Patiala otherwise it could be an easy task for her.

Thanking the gathering for making the rally a grand success, Mr. Bhagwan Das Juneja said that working for social cause was always his passion and victory in this poll would strengthen him to contribute in social works more effectively. He said that he has decided to fight this bi poll as he has many dreams for the development of the Patiala city which could be fulfilled only after becoming a part of SAD-BJP government. He appealed the voters of Patiala to vote for SAD-BJP to ensure the speedy development of the city.

Meanwhile, the entire leadership of SAD-BJP from Patiala in their speeches pledged from the rally stage that they would turn every stone to ensure historic victory of Mr. Juneja. The leadership in their speeches also appealed the voters of the Patiala to use this bi poll as an opportunity to elect an honest and dedicated social worker as their representative in SAD-BJP government.

Fazilka, July 31: On the directions of Punjab ETT Teachers Union, the teachers sat on hunger strike in front of Cabinet Ministers from 9 am to 5 pm, in the Punjab state in protest against the non-merger of Zila Parishadnand Municial Schools with the Education Department.

As per the sources, some of the leaders of teachers union were arrested on Thursday night and in the morning, the teachers were stopped about 3 kms ahead near village Ghallu.

When the traffic was jammed on the highway, DSP Manjit Singh asked to protest peacefully which is their right. But, the teachers were stopped on reaching at the residence of Jyani at village Katehra by putting the barricade by the police administration.

Later on, with imposing of section 144 in the area, about 200 teachers were arrested and kept in Khuian Sarwar and Bhavwala Hanumangarh Road police stations. The teachers continued their fast in the custody of police.

Among those arrested were Amandeep Singh Brar, Block President, Sanjeev Angi, Jaswinder Singh Aliana, District President and others.

On the other hand, Punjab Education Reforms Committee members –Raj Kishore Kalra, Patron and Hans Raj Spokesman – fully supported the agitation of ETT teachers. They said to Daljit Singh Cheema, Education Minister not to take more test of patience of teachers.

The Punjab Congress President, Mr Partap Singh Bajwa, today said that apparently ditched by the Narendra Modi government at the centre, the ruling Akali Dal leaders had started pouring venom on their alliance partner ministers from the Bharatiya Janata Party who had exhibited some guts to by articulating the concerns of the trade and industry in the state.

“It is interesting that the Akali Dal has started teaching coalition dharma to Local Bodies Minister Mr Anil Joshi and his colleagues. It is clear that the Akali leaders are proverbially out to thrash their alliance partners but would not allow them to even cry. It is strange that the BJP, despite being in power at the centre, is tolerating such humiliating behaviour from the Akali colleagues”, he said in a statement.

The PPCC chief asserted the long term focus of the so called social engineering experiment of fielding Hindu candidates adopted by the Shiromani Akali Dal President and the Deputy Chief Minister Mr Sukhbir Singh Badal was to make inroads in what is perceived as the traditional support base of the BJP in the urban areas. The latest experiment had been done in Patiala from where the Akali Dal earlier used to put up the candidate from the urban Sikh communities. It was part of the design of the Akali Dal leadership to contest the elections in future at its own in case such an eventuality arises.

Referring to the high hopes of the Chief Minister, Mr Parkash Singh Badal, on the NDA government, he said the Modi government had dumped the Akali Dal by not giving any special grant or concession to Punjab in its maiden budget presented by the Finance Minister, Mr Arun Jaitley, who had faced humiliating defeat in the Lok Sabha election from Amritsar and had seen through the reality of situation in this state where the people were filled up with anger against this government.

The second major issue on which Mr Badal felt slighted at the attitude of the NDA government was the formation of the Haryana Sikh Gurdwara Parbandhak Committee on which the Union Home Minister Mr Rajnath Singh had refused to intervene as that would have amounted to undermining the centre-state relations. The issue was now in judicial domain with the Haryana action having been challenged in the Punjab and Haryana High Court. Mr Badal was now desperate on this issue.

He pointed out that a section of the Sikhs had taken strong exception to the ads being inserted by the Shiromani Gurdwara Parbandhak Committee thereby appealing to the people to adhere to the edicts issued from Akal Takht which was unprecedented. He reminded the SGPC chief, Mr Avtar Singh Makkar, that it was Mr Badal who had violated the Akal Takht Hukamnama in December, 1998 and it was then that the slogan ‘Akal Takht mahaan hai, Sikh Panth di shaan hai’ was raised by Jathedar Gurcharan Singh Tohra.

He said it was now for the BJP to decide whether the party wanted to face the indignities heaped upon it by the Akali Dal out of frustration under the changing situation or charter its own independent course as the Akali Dal had already planned its strategy to confront such a situation.....

He said, on Thursday night, Jaswinder Singh Sidhu has been forcibly lifted from the dharna and in his place Vipan Kumar sat on fast and this chain will continue till such time the demands are not accepted.

He further said, “The government cannot stop the agitation with high-handedness and on August 3, the residence of Panchayat Minister, Sikandar Singh Malooka will be surrounded.

Gurjit Singh Sodhi, District President, in his address said, in case the demands of the teachers are not accepted, then in the coming elections, no Minister or MLA will be allowed to speak from dais. Supporting the agitation by various trade unions, he said, they have assured to stand with them in this agitation.
