Chandigarh, October 19: For the first time in the history of Haryana, a maximum of 13 female candidates have been declared elected out of a total of 116 such candidates who contested the General Elections to Haryana Vidhan Sabha this year. The elections were held for a total of 90 seats of the Vidhan Sabha.

Chandigarh, October 19: For the first time in the history of Haryana, a maximum of 13 female candidates have been declared elected out of a total of 116 such candidates who contested the General Elections to Haryana Vidhan Sabha this year. The elections were held for a total of 90 seats of the Vidhan Sabha.
A maximum of eight female candidates of BJP were declared elected followed by three of Indian National Congress and one each of INLD and HJC.
Five of these elected female candidates have again been returned as Members of the Legislative Assembly. These included two former Ministers namely Mrs Geeta Bhukkal and Mrs Kiran Choudhary. The other three are Mrs Renuka Bishnoi, Ms Shakuntla Khatak , Ms Santosh Chauhan Sarwan and Mrs Kavita Jain.
Apart from them, other female candidates who have won the election in 2014 included Ms Santosh Yadav, Ms Seema Trikha, Ms Naina Singh Chautala, Ms Latika Sharma, Ms Rohita Rewari, Ms Bimla Chaudhary and Ms Prem Lata.
The second highest number of 93 female candidates who contested the General Elections to Haryana Vidhan Sabha was in the year 1996 and out of them only four were elected. This was followed by 68 in 2005 when 11 female candidates were elected. As many as 49 female candidates contested in the year 2000 and out of them four were elected.
In the year 1991, 41 female candidates contested and only six of them were elected, in 1987, 35 female candidates contested and five of them were elected.In the year 1982, as many as 27 female candidates contested and seven of them were elected. As many as 20 and 12 such candidates contested in the years 1977 and 1972 respectively and out of them four each were elected . In the year 1968 only 12 women contested and seven of them were declared elected. In the first assembly elections of the State held in 1967, only eight female candidates had contested and out of them only four were declared elected.
Among those women who contested the Assembly elections in the year 2014 , 10 represented the Indian National Congress, 16 contested as candidates of the Indian National Lok Dal, 15 of the Bharatiya Janata Party, five of Haryana Janhit Congress (BL) and six as candidates of the Bahujan Samaj Party. Similarly, 12 women had contested as candidates of the Haryana Lokhit Party, four of Haryana Jan Chetna Party (V), five of Smast Bhartiya Party, two each as candidates of the Bharatiya Sant Mat Party, Haryana Kranti Dal and Sarva Jan Smaj Party (Nand Kishore Chawla). Apart from these, one each represented Shiromani Akali Dal (Amritsar) (Simranjit Singh Mann), Rashtrawadi Parivartan Party (L.B.), Rashtriya Garib Dal and Communist Party of India (Marxist).
According to votes polled by women in 2014, Rohita Rewari of BJP who contested from Panipat City polled a maximum of 63.5 per cent votes. A Minimum of 30.3 per cent votes were polled by Ms Santosh Chauhan Sarwan of BJP who contested from Mullana.

Ludhiana, October 19 : Senior Akali leader and former MP Mr Gurcharan Singh Galib (82) was cremated with full state honours at his ancestral village Galib Kalan of Ludhiana district today. Cabinet Minister Mr Sharanjit Singh Dhillon and thousands of people from all walks of life had gathered at village Galib Kalan to bid adieu to Mr Gurcharan Singh Galib, who passed away after brief illness at Dayanand Medical College and Hospital, here yesterday.

Deputy Commissioner Mr Rajat Aggarwal laid floral wreath on behalf of Chief Minister Mr Parkash Singh Badal. A contingent of Punjab Police reversed their arms and fired shots in the air as a mark of respect to 82-year-old leader.

The pyre was lit by Galib's son Mr Karanjit Singh Galib in the presence of other family members, including wife Amarjeet Kaur, daughters Ms Manjeeta Kaur, Ms Karamjit Kaur and Ms Gurpreet Kaur and other family members.

A large crowd comprising villagers and other prominent people including several MLA's, former ministers, leaders from all political parties also attended the funeral.

While speaking to the media persons, Mr Sharanjit Singh Dhillon said that Mr Gurcharan Singh Galib was one of the tallest pillars of modern times and a great leader. "Very few men can match his charisma, determination and his courage to speak his mind on issues concerning the people whom he loved and represented," said Mr Dhillon.

Mr Gurcharan Singh Galib was born in the house of Sardar Joginder Singh and Smt. Gurnam Kaur at Galib Kalan village of Ludhiana district on December 1, 1932. He did his B.A. from SCD Government College, Ludhiana. In the year 1964, he became President, Panchayat Samiti, Sidhwan Bet, and in 1967, he was elected as an MLA from Jagraon constituency. In 1990, he became President, District Congress Committee Ludhiana and in year 1992 and 1999, he was elected to the Lok Sabha from Ludhiana on a Congress ticket. Mr Galib joined Shiromani Akali Dal in 2009 and at present, he was the vice president and member of Political Affairs Committee of Shiromani Akali Dal.....

Kartarpur (Jalandhar), October 19 : Making a fervent appeal to the leaders of all the political parties to work in unison cutting across the party affiliations to ensure the overall development and prosperity of the state, the Punjab Chief Minister Mr. Parkash Singh Badal today called upon the people to take a solemn pledge to emerge both the Punjab and country as frontrunner globally thereby cherishing the aspirations of countless martyrs and patriots who laid down their lives to free our motherland from the yoke of British imperialism.
Addressing a mammoth gathering on the historic occasion of foundation laying ceremony of the state-of-the art Jang-e-Azaadi memorial over an area of 25 acre here today, the Chief Minister said that it was a humble tribute to numerous unsung heroes of the national freedom struggle especially from the state, who made enormous contribution at the altar of the motherland. At the same time Mr. Badal avowed to make Punjab a vibrant and progressive state in the country, free from the maladies of unemployment, poverty and illiteracy as dreamt by our great freedom fighters. Recalling the unparalleled and unique sacrifices made by Punjabis in the Indian freedom struggle, he mentioned that 80% sacrifices had been made by Punjabis alone in the national freedom movement despite the fact they merely constituted two percent of country’s population.
The Chief Minister further said that it was also a matter of sheer pride and honor for us that all the watershed movements associated with the country’s freedom struggle like Kuka, Ghadar, Kamagata Maru, Agrarian, Gurdwara Reforms and Babbar Akali were spear headed by the brave Punjabis from this sacred land. Mr. Badal said that he bows his head in reverence to the martyrs of the Doaba region for their supreme contribution in the freedom struggle and said that this Jang-e-Azaadi memorial was a real tribute in recognition to their unprecedented sacrifices, which would ever act as a beacon to guide the destiny of our future generations.
Highly appreciating the indomitable spirit of Punjabis of gallantry, courage and valour, the Chief Minister said that they had inherited the spirit of self sacrifice and patriotism from Sri Guru Nanak Dev ji, Sri Guru Arjun Dev ji, Sri Guru Teg Bahadur ji and Sri Guru Gobind Singh ji, who had waged a relentless battle against injustice, tyranny and oppression to safeguard the human rights of the innocent and helpless people. Reiterating the firm commitment of state government to perpetuate the rich legacy of Punjabis in the national freedom struggle, he commended the efforts of Executive Committee of the Jang-e-Azaadi foundation under the apt leadership of its President and Managing Editor of the Ajit Group of newspaper Dr. Barjinder Singh Hamdard, who was instrumental in translating his lifetime dream into a reality by constructing the world class ‘Jang-e-Azaadi’ memorial to show case the unparalleled contribution of Punjabis in the national independence movement. He also urged Dr. Hamdard to complete this prestigious project within a period of 18-24 months.
Outlining the immense significance of these memorials, the Chief Minister said that only those nations survive who preserve their culture and other nations who ignored their glorious past were deemed to be vanished. He said the SAD-BJP government in consonance with this ideology has already constructed state of art Virasat-e-Khalsa memorial at Sri Anandpur Sahib, memorials of big and small holocaust in Kup Rahira and Kahnuwan respectively and Baba Banda Singh Bahadur War memorial at Chappar Chiri. Likewise, Mr. Badal said that state-of-the-art War Heroes' Memorial cum Museum was being constructed at Amritsar over seven acres of land on the Amritsar-Attari Road, to recognize and showcase the supreme sacrifices made by the Punjabi soldiers while serving in the Armed forces thereby upholding their supreme gallantry values.
On the occasion, the Chief Minister felicitated the eminent scholars and historians including Vice Chancellor of Punjabi University Dr. Jaspal Singh, Dr. Prithipal Singh Kapoor and Dr. Harish Sharma besides noted film Director Dr. Shyam Benegal with a replica of the upcoming memorial.
Meanwhile, the Deputy Chief Minister and President Shiromani Akali Dal Mr. Sukhbir Singh Baal started his speech with a Punjabi saying “Sada Kamyabi Chumme Pair Usde, Jina Kauma Nu Marn da Jhall Pai Je, Mull Painda Sada Kurbani Da Bhave Ajj pai Jave Bhave Kall Pai Je” (Success always follows the communities which dare to sacrifice, Sacrifices always being rewarded either sooner or later). He said that Punjabis always followed the teachings of great Gurus who taught us to fight for right. He said that those who sacrificed their present to secure the better tomorrow of nation had never died so for any reward but it was our prime duty to create their memorials to convey their message to our next generations.
Highlighting the role of Punjabis in the freedom struggle, Mr. Badal said that more than 80 percent of prisoners of ‘Kalepani’ were from Punjab. He lauded the decision of Chief Minister Parkash Singh Badal to initiate the work on Punjab Jang-e-Azadi memorial after constructing memorial in the memory of great Sikh warriors. He said that all the countries of world have created grand memorials in the memory of their martyrs and it hurts him most that our country did a little in this direction.
Mr. Badal said that during last seven years SAD-BJP government under the leadership of Mr. Parkash Singh Badal put the construction of these memorials on priority list. He said that he was thankful to the contribution of Dr. Barjinder Singh Hamdarad who turned every stone to plan and execute the outline for Jang-e-Azadi memorial.
Expressing proud to be President of a party which did great sacrifices for independence and to protect the rights of Punjab, Mr. Badal shared his memories of visit to jail where Mr. Nelson Mandela has been kept for 16 years. “At that time the South African ambassador told me that his country worships Mr. Mandela for his sacrifices for the nation. I told him that I belong to Shiromani Akali Dal, a party which has uncountable Nelson Mandelas”, he added.
Mr. Badal said that whenever India faced any crisis Punjabi always lead the battle. He said that Punjabis always took it as challenge either it was battles with Pakistan to secure the borders of nation or to curb the food crisis. “It is a unique initiative of the Punjab government to construct this memorial over an area of 25 acres at a cost of Rs 200 crore, to showcase the rich legacy and enormous contribution of Punjabis in the Indian freedom struggle”, said Mr. Badal.
Speaking on the occasion, Governor of Chattisgarh Mr. Balram Ji Dass Tandon said that this gigantic memorial would ever act as a source of inspiration to sensitize our younger generations with our rich cultural heritage about which majority of them were almost ignorant. He said this superb memorial would soon become a major tourist destination not only in the country but in the world.
In his address the former Chief Minister of Himachal Pradesh and MP Mr. Shanta Kumar said that this was a revolutionary step of the SAD-BJP government and offer a healthy platform to the people especially the youngsters to keep them abreast with our rich cultural heritage. He also lauded the contribution of Mr. Badal to conceive this project by taking a lead in the country, which would not only be a tribute to our great martyrs but also a welcome initiative to make our countrymen aware about the saga of our independence struggle.
Addressing the gathering the Leader of Opposition in Punjab Vidhan Sabha Mr. Sunil Jakhar said that the spirit of bravery and sacrifice was not only imbibed in the blood of Punjabis but was included in their DNA. He said such initiatives which propagated a spirit of patriotism and self sacrifice amongst the people especially the younger generations must be appreciated by one and all cutting across the party lines.
In his keynote address, the President of the Executive Committee of the Jang-e-Azaadi Foundation Dr. Barjinder Singh Hamdard gave a detailed account of the upcoming memorial. He said that thorough research work in term of concept paper prepared by eminent historians and scholars especially Dr. Kirpal Singh, Dr. JS Grewal and Mr. KL Tuteja was the basis of this ambitious project. Dr. Hamdard also commended the architectural skills of internationally acclaimed architect Mr. Raj Rawail for creating this world class marvel under the visionary leadership of the Chief Minister. He also complemented the finer sense of cinematography of the renowned film maker Dr. Shyam Benegal for making a documentary film depicting different facets of freedom movement adding he said that 150 feet high Minar-e-Shaheedan would be the star of attraction at the memorial.
Earlier in his welcome address Cultural affairs and Tourism Minister Mr. Sohan Singh Thandal said that the state government has scripted a new chapter in the history of preserving Punjab’s glorious heritage by constructing the world class Jan-e-Azaadi memorial.

He also conducted checking of the polling booths during the special voters’ campaign being run for the enrollment of voters.

Additional deputy commissioner (general) Dr Sumit Jarangal said that so far 130646 tonnes of paddy arrival has been recorded and 117628 tonnes has been procured. IAS Vishesh Sarangal also accompanied the officers.

He interacted with the farmers in grain markets and passed instructions to the officers asking them to ensure that farmers do not face any problem in the grain markets. He appealed the district’s farmers to bring properly dried produce to market so that they do not face any problem in procurement. He directed that the procured paddy should be properly lifted from market in time to create space for more produce.

He also visited the polling booths at Government Senior Secondary School Bhokhra and Government Senior Seconday School Gillpatti to monitor the work going on under special voters’ campaign. While reviewing the work of concerned staff he said that any kind of lackadaisical approach in dealing with the voters’ list work would not be tolerated and would be dealt with strictly.

He took the report from booth level officers and directed them not leave any section of form blank. He said that the voters who will attain age of 18 years on January 1, 2015 can file their claims and objections with the respective election registration officers or booth level officers till November 10.

He added that the special voters’ campaign will also be run on November 2 during which the BLOs will receive forms at respective booths. He said that on the directions of Election Commission of India (ECI) to include names of voters in the lists from October 15 to November 10 the names can be added, deleted, changed or addresses changed in the voters list. For including ones name in voters’ list form 6 will have to be filled with a colored photograph. The NRIs will have to fill form 6A for getting their names included. For getting ones name deleted from the list form 7 will have to be filled, for making corrections in name form 8 will have to be filled and for making corrections in residential address form 8 A will have to be filled.

Sharing the detail about the stadium, he said that its total seating capacity is 10,000 spectators while 2500 fixed chairs were also installed in the stadium. It is spread in 12 acre.

He said that sports department laid a synthetic track here to provide world class training facilities to athletes to prepare themselves for world level sports events. He said that in the stadium beside football ground, volleyball and basketball grounds were also ready for players. Except this a gymnasium with world class equipments would also be started soon here, he added.

While speaking with the players of Sports Authority of India (SAI) training center, Director Sports said that during the current financial year the state government would spent Rs. 33 crores for the promotion of sports. He further said that Rs 13 crore would also be spent on the construction of play grounds in 1233 villages across the state, under the Panchaty Yuva Krira Aur Khel Abhiyan (PYKA) while Rs 2 crore would be spent to provide gymnasium equipments to the youth.

Albeit, there were several contenders for the Haryana top seat, the race for BJP chief ministerial candidate in the state is wide open as yet. The stereotype answer of the top BJP leaders to this question is the same -- it is the party high command and the parliamentary board who will decide on the CM issue.

Ahead in the race is Ram Bilas Sharma, 65, state BJP president and four-time MLA. He won the Mahendergarh assembly seat, after losing several polls since 1996. With Rashtriya Swayamsevak Sangh background, he is close to party national leaders.

Manohar Lal Khattar, 61, is Rashtriya Swayamsevak Sangh (RSS) ideologue and is the Punjabi face of the party. Though hCapt Abhimanyu, e too does not have past electoral experience, he, too, is close to party national leaders.

Krishan Pal Gurjar, 57, Union minister of state in the Narendra Modi government, has been three-time MLA and is a former BJP president. He comes from the backward community.

Likewise, Capt Abhimanyu, 46, has been party’s national secretary and spokesperson and is a Jat leader. He had lost Lok Sabha polls in 2004 and 2009 from Rohtak and assembly election from Narnaund in 2009. He, too, is close to party national leaders.
Talks are also agog that the party may consider Union external minister Sushma Swaraj for the state CM’s chair. She hails from Ambala Cantt and was MLA from there at an age of 25 in 1977 defeating four-time CM Bansi Lal. She won the seat again in 1987 and was a cabinet minsiter. She was Haryana BJP president in 1979, though she subsequently joined the national politics. Though she is not contesting, her younger sister Vandana is contesting from Safidon.

Meanwhile, it was seen more than the anti-incumbency against Congress government – which had the distinction of two back-to-back terms in the state. Chief minister Bhupinder Singh Hooda’s prolonged failure to check open dissent among the party’s senior leaders played a major role in doing Congress in.
The voices of dissidence were loud and clear and that too from among the senior party leaders since long and it was only Hooda who failed to feel the heat. Not only two-time MP and Union minister and now Rajya Sabha member Kumari Selja openly accused Hooda of regional bias in development, there were many others who accused him of it and even quit the party ahead of the recent Lok Sabha elections. Hooda, probably still failed to sense it when the party lost nine of the total Lok Sabha seats, while BJP won 7 of the eight seats it contested.
First among them the party rebels included three-time Congress MP from Gurgaon Rao Inderjit Singh, who is now minister in Modi government. One of the tallest Jat leader from Bangar area and former Congress AICC general secretary and Rajya Sabha member Birender Singh, Congress MLA Dharambir, and even Hooda’s own confidante Venod Sharma, former Congress MLA from Ambala city, besides several others quit the party accusing him of the same.
