Bathinda: November 1: The SAD President & Deputy Chief Minister Sukhbir Singh Badal was seen in anxious frame of mind on Friday during the occasion of the inauguration of the railway over bridge on ring road II project in Bathinda. He was accompanied by Bikram Singh Majithia Cabinet Minister for Revenue & Public Relations who personally drove the SUV of Sukhbir Badal from field hostel to the venue of the inauguration of ring road II and ROB. Sukhbir was behind the schedule by two hours.

The tenor of the speech of Sukhbir Badal was bit different from his style. He started his speech by complaining to the people entitled to vote that “We have done lot of work for the development of the Bathinda city. During the last seven years the city has witness unparalleled and record development in all spheres but still the electorate of the city has not accepted us”. He was speaking in reference of hefty margin of votes polled against SAD candidate during the recent Lok Sabha election. “So far I could not find out the reasons what the electorate needs more than the development agenda” said Sukhbir Singh Badal while addressing the gathering of people.

At the end of his ten minute speech Sukhbir Badal said “Bathinda is our home, we have always been at the disposal of the people of this constituency. I tell you when this government will complete its term and some new government come into being you will see and feel the difference, no other Chief Minister will visit this area”. “So I appeal you to support us and strengthen the Shiromani Akali Dal (SAD) in the near future” added Sukhbir while concluding his speech.

Political observers feel the SAD leadership is likely to change its strategy in the coming days as the BJP is going to adopt and take strong posture on various issues related to the functioning of the state government. It is almost understood that BJP will fight the next state assembly election on its own strength. They have already started working on this agenda. The way the followers of the Sirsa based Dera Sacha Sauda openly voted for the BJP in Haryana and a long meeting held by RSS head Mohan Bhagwat with the head of Dera Beas Gurinder Singh Dhillon few months ago, indicates lull before the storm. The state BJP is seen highly motivated and encouraged after the formation of the BJP government in the neighbouring state of Haryana. SAD President Sukhbir Singh Badal will have to face a big political test in the coming days.

Sending a stern warning to state governments, a bench headed by Chief Justice H L Dattu said the states will have to face consequences if they fail to put shelter homes before the onset of winter.

Speaking at "Run for Unity" to mark Sardar Vallabhbhai Patel's birth anniversary here today Modi referred to the massacre of Sikh and said , "Our own people were murdered, the attack was not on a particular community but on the entire nation. It was like a dagger pierced through India's chest."

It may be recalled that more than 3,000 Sikhs, were killed after then prime minister Indira Gandhi was shot dead by her own Sikh bodyguards at Delhi on October 31,1984.It has been alleged that the targeted killing of Sikhs was very well planned and patronized by the congress regime.Modi Govt announced Rs 5 lakh each to the kins of 3325 persona killed during these riots.

PM did not go to shaktisthal to pay homage to late Indira but he remembered Mrs Gandhi through his tweet ."It is unfortunate that on the birth anniversary of the man who dedicated his life in uniting the country, a tragic incident took place 30 years ago that shook the country and left it deeply scarred," PM Modi said.

New Delhi, October 31: A protest march was held today at Jantar Mantar, New Delhi under the Presidentship of Jathedar Kuldip Singh Bhogal, All India Riot Victims Relief Committee, New Delhi along with thousands of All India Riot Victims wearing black apparels held a protest march from Gurdwara Bangla Sahib New Delhi, to the residence of Shri Narender Modi, Hon’ble Prime Minister of India. Jathedar Avtar Singh Hit, Jathedar Kuldip Singh Bhogal,Mohkam Singh Kanpur, Jaswinder Singh Mohali went to the house of Prime Minister Shri Modi and submitted the memorandum. Manjit Singh G.K., President, Delhi Sikh Gurdwara Management Committee Senior Vice President Ravinder Singh Khurana, General Secretary Manjinder Singh Sirsa and Committee Members Ravail Singh Moti Nagar, Darshan Singh Pandav Nagar, Captain Inderpreet Singh and Akali Leaders Kuldip Singh Bindra, Amarjit Singh Tihar and Rajinder Singh Moti Bagh also took part in the protest march.
It is now more than thirty years have passed since Sikhs were subjected to genocidal violence in India in the year 1984. It could be termed as a political tragedy subjugating Sikh nation in India that it’s politicians were still urging Indian rulers to form probe panels though eleven such panels have already failed to yield any results. Now that the new Government have come in power and a ray of hope has now come, the problems of riot victims families shall be heard by meeting with their representatives immediately. It is proposed that a Special Investigating Team (SIT) should be set up under the Chairmanship of a Supreme Court Judge. This SIT should investigate the countless cases of 1984 Sikh Genocide and ensure that the accused are brought to book and punished.
. As per the reports of Human Rights Group about 4000 Sikhs were killed in Delhi alone. The official figure of Sikhs killed in Delhi is 2733. About 7000 Sikhs have been killed all over India as per the reports of the Human Rights Group. No official figure has been compiled for whole of India. About 2000 families lost the earning members of their families and only ladies and children survived. These children had gone through a trauma which affected them psychologically. They could not study and do well in their life. Now their next generation (the third generation of those who were killed) are in Schools. Most of them cannot afford to pay the fees of even average level schools. Some of these families were well to do before 1984, are now living a miserable life. The Congress Government had been shielding the culprits of 1984 Sikh Genocide.
In the year 1984 in Kanpur thousands of Sikhs were killed but the Government has said that about 129 sikhs were killed. But it is matter of pity that in Kanpur and other parts of Uttar Pradesh not a single person has been arrested and that not a single FIR had been registered against the accused persons. The accused are relatives of the Congress party’s Ministers, namely, Shiv Nath Khushwaha, Minister U.P. and his nephew Vijendra Khushwaha and late Naresh Chaturvedi, M.P.
In the year 2005 Dr. Manmohan Singh, the then Prime Minister of the country had announced a package of rupees 715 crores (Rupees seven hundred and fifteen crores) and that the States in which the Sikhs have been killed, the victims families will be benefited by this package. But many states particularly the State of Uttar Pradesh and other states where the riots had taken place and many persons have been burnt alive and loss of their properties particularly Kanpur, Bukharo and Chass, even today their applications for relief are pending with the States.
The demands of victims of 1984 Sikh Genocide are consolidated below:-
(i) Special Investigating Team (SIT) should be set up under the Chairmanship of a Supreme Court Judge. This SIT should investigate the countless cases of 1984 Sikh Genocide and ensure that the accused are brought to book and punished;
(ii) Action shall be taken to file charge sheets against Sajan Kumar in the cases mentioned in paragraphs 5, 6 and 7;
(iii) Each family of 1984 Sikh Genocide be paid compensation of Rs. 10 lakhs;
(iv) Children of all the riot victims of 1984 Sikh Genocide be given employment in the Central Government and the State Governments;

(v) The loans of the victims of 1984 Sikh Genocide should be waived;

(vi) All the policies made in favour of the victims of 1984 Sikh Genocide should be made permanent and continued like that of Scheduled Castes persons;

(vii) As per the orders of the High Court of Punjab and Haryana, Chandigarh, riot victims residing in all the Districts of the State should be allotted flats etc.

(viii) For the education of children of 1984 Sikh Genocide families, there shall be reservation for them.....

आज सरदार वल्लभ भाई पटेल की जन्म जयंती का प्रेरक पर्व है। जो देश इतिहास को भूला देता है, वह देश कभी भी इतिहास का निर्माण नहीं कर सकता है। और इसलिए एक जीवंत राष्ट्र के लिए, एक आशा-आकांक्षाओं के साथ भरे हुए राष्ट्र के लिए सपनों को सजा कर बैठी युवा पीढ़ी के लिए अपने ऐतिहासिक धरोहर सदा-सर्वदा प्रेरणा देती है और हमारे देश ने इस बात को भी कभी भी भूलना नहीं होगा कि हम इतिहास को विरासतों को अपने वैचारिक दायरे में न बांटे। इतिहास पुरूष, राष्ट्र पुरूष इतिहास की वो धरोहर हाते हैं जो आने वाली पीढि़यों के लिए नया उमंग और नया उत्साह भरते हैं।

आज श्रीमती इंदिरा गांधी जी की भी पुण्य तिथि है। सरदार साहब का जीवन देश की एकता के लिए आहूत हो गया। बैरिस्टर के नाते, सफल बैरिस्टर गांधी के चरणों में समर्पित हो गए, और हिंदुस्तान के किसानों को आजादी के आंदोलन में जोड़कर के उन्होंने अंग्रेज सल्तनत को हिला दिया था। अंग्रेज सल्तनत ने भांप लिया था अगर देश का गांव, देश का किसान आजादी के आंदोलन का हिस्सा बन गया तो अंग्रेज सल्तनत की कोई ताकत नहीं है कि वो आजादी के दीवानों के खिलाफ लड़ाई लड़ सके।

कभी-कभी जब हम रामकृष्ण परमहंस को देखते हैं तो लगता है कि स्वामी विवेकानंद के बिना रामकृष्ण परमहंस अधूरे लगते हैं। वैसे ही जब महात्मा गांधी को देखते हैं तो लगता है कि सरदार साहब के बिना गांधी भी अधूरे लगते थे। यह एक अटूट नाता था। यह अटूट जोड़ी थी। जिस दांडी यात्रा ने हिंदुस्तान की आजादी को एक नया मोड़ दिया था। पूरे विश्व को सबसे पहले ताकतवर मैसेज देने का अवसर दांडी यात्रा में से पैदा हुआ था। उस दांडी यात्रा में एक सफल संगठक के रूप में, एक कार्यकर्ता के रूप में सरदार साहब की जो भूमिका थी, वो बेजोड़ थी। और महात्मा गांधी ने दांडी यात्रा की पूरी योजना सरदार साहब के हवाले की थी। हम कल्पना कर सकते थे कि देश की आजादी आंदोलन के अलग-अलग पढ़ाव में, महात्मा गांधी के साथ रहकर के सरदार साहब की कितनी अहम भूमिका रही थी और आजादी के बाद सरदार साहब का लाभ देश को बहुत कम मिला। बहुत कम समय तक हमारे बीच रहे। लेकिन इतने कम समय में सरदार साहब ने अंग्रेजों के सारे सपनों को धूल में मिला दिया था, चूर-चूर कर दिया था। अपनी दूर दृष्टि के द्वारा, अपने कूटनीति सामर्थ्य के द्वारा, अपनी राष्ट्र भक्ति के द्वारा। अंग्रेज चाहते थे कि देश आजाद होने के बाद सैकड़ों टुकड़ों में बिखर जाए। आपस में लड़ते रहे, मर मिटते रहे, यह अंग्रेजों का इरादा था, लेकिन सरदार साहब ने अपनी कूटनीति के द्वारा, अपनी दीर्घ दृष्टि के द्वारा, अपने लोखंडित मनोबल के द्वारा साढ़े पांच सौ से भी अधिक रियासतों को एक सूत्र में बांध दिया। जिसे सम्मान देने की जरूरत थी, उसे सम्मान दिया। जिसको पुचकारने की जरूरत थी, उसको पुचकारा और जिसको आंख दिखाने की जरूरत थी उसको आंख दिखाने में भी सरदार पटेल ने कभी हिचक नहीं की, संकोच नहीं किया। उस सामर्थ्य का परिचय दिया था। और उसी महापुरूष ने, एक प्रकार से आज जब हिंदुस्तान देख रहे हैं वो एक भारत का सफलदृष्टा उसके नियंता सरदार पटेल को देश कभी भूल नहीं सकता है।

शताब्दियों पहले इतिहास में चाणक्य का उल्लेख इस बात के लिए आता है कि उन्होंने अनेक राजे-रजवाड़ों को एक करके, एक सपना लेकर के, राष्ट्र के पुनरूद्धार का सपना देकर के सफल प्रयास किया था। चाणक्य के बाद उस महान काम को करने वाले एक महापुरूष हैं, जिनका आज हम जन्म जयंती पर्व मना रहे हैं, वो सरदार वल्लभ भाई पटेल हैं। लेकिन यह कैसा दुर्भाग्य है, जिस व्यक्ति ने देश की एकता के लिए अपने आप को खपा दिया था, आलोचनाएं झेली थी, विरोध झेले थे। अपने राजनीतिक यात्रा में रूकावटें महसूस की थी। लेकिन उस लक्ष्य की पूर्ति के मार्ग से कभी विचलित नहीं हुए थे, और वो लक्ष्य था भारत की एकता। उसी देश में, उसी महापुरूष की जन्म जयंती पर, 30 साल पहले भारत की एकता को गहरी चोट पहुंचाने वाली एक भयंकर घटना ने आकार लिया। हमारे ही अपने लोगों को मौत के घाट उतार दिया गया। और वो घटना किसी सम्प्रदाय के लोगों के सीने पर लगे घाव की नहीं थी, वो घटना भारत के हजारों साल के महान व्यवस्था के सीने पर लगा हुआा एक छूरा था, एक खंजर था, भयंकर आपत्तिजनक था। लेकिन दुर्भाग्य रहा इतिहास का कि उसे महापुरूष के जयंती के दिन यह हो गया। और तब जाकर के देश की एकता के लिए, हम लोगों ने अधिक जागरूकता के साथ, अधिक जिम्मेवारी के साथ। सरदार साहब ने हमें एक भारत दिया, श्रेष्ठ भारत बनाना हमारी जिम्मेवारी है। ‘एक भारत श्रेष्ठ भारत’ इस सपने को पूरा करने के लिए भारत की जो महान विरासत है वो विरासतें विविधता में एकता की है। उस विविधता में एकता की विरासत को लेकर के, जातिवाद से परे उठकर के, भाषावाद से परे उठकर के, सम्प्रदायवाद से परे उठकर के एक भारत समृद्ध भारत, ऊंच-नीच के भेदभाव से मुक्त भारत यह सपने को साकार करने के लिए आज से उत्तम पर्व नहीं हो सकता, जो हमें आने वाले दिनों के लिए प्रेरणा देता रहे।

और युवा पीढ़ी आज इस राष्ट्रीय एकता दिवस पर पूरे हिंदुस्तान में Run for Unity के लिए दौड़ रही है। मैं समझता हूं यह हमारा प्रयास एकता के मंत्र को निरंतर जगाए रखना चाहिए। और हमारे शास्त्रों में कहा है राष्ट्रयाम जाग्रयम वयम.. हर पल हमें जागते रहना चाहिए अपने सपनों को लेकर के, सोचते रहना चाहिए, उसके अनुरूप काम करते रहना चाहिए तभी संभव होता है। भारत विविधताओं से भरा हुआ देश है। अनेक विविधताओं से भरा हुआ देश है। विविधता में एकता यही हमारी विशेषता है। हम कभी एकरूपता के पक्षकार नहीं रहे। हम विविधताओं से भरे हुए रहते हैं। एक ही प्रकार के फूलों से बना गुलदस्ता और रंग-बिरंगे फूलों से बने गुलदस्ते में कितना फर्क होता है। भारत उन विशेषताओं से भरा हुआ देश है, उन विशेषताओं को बनाते हुए एकता के सूत्र को जीवंत रखना, एकता के सूत्र को बलवंत बनाना यही हम लोगों का प्रयास है और यही एकता का संदेश है।

New Delhi, October 31: On the basis of the results of the written part of the CAPF (ACs) Examination, 2014 held by UPSC on July 13, 2014, the candidates with the under-mentioned Roll Numbers have qualified for Physical Standards Test/ Physical Efficiency Test and Medical Standards Test. The candidature of all the candidates whose Roll Numbers are shown in the list is Provisional, subject to their being found eligible in all respects. The candidates will be required to produce the original certificates in support of their claims pertaining to age, educational qualification(s), community etc. at the time of the Personality Test. They are, therefore, advised to keep the said prescribed certificates ready.

The Central Industrial Security Force (Nodal Authority nominated by Ministry of Home Affairs) will intimate to the candidates about the date, time & venue of the Physical Standards Test/ Physical Efficiency Test (PET) & Medical Standards Test, to be conducted by them. A hard copy of the On-line filled Detailed Application Form, along-with relevant documents like proof of date of birth, educational qualification, caste, Civilian Central Govt. Service employee, resident of J&K etc. is to be submitted by the candidates to the CISF authorities at the time of conduct of their PST/PET/MST who, in turn, would forward to the Commission, applications, along-with supporting documents & certificates, of those candidates who have either been declared medically fit or their appeal for Review Medical Test have been accepted by the Appellate Authority in the CISF. The Commission would summon only those candidates for interview who, after clearing the PST and PET, have been declared “FIT” in the Medical Standards Test.

Candidates are advised to intimate change in their address, if any, to the CISF Authorities, Block No.13, CGO Complex, Lodhi Road, New Delhi-110003 and U.P.S.C. through letter or FAX immediately, to facilitate delivery of communications to them promptly.

Chandigarh, October 31: The Shiromani Akali Dal (SAD) today while saluting the heroes, who made relentless sacrifices to realize the goal of a Punjabi Suba, reiterated its commitment to undo the injustice done to Punjab during reorganization of the State.
In a statement here on the eve of Punjab Day, SAD general secretary Maheshinder Singh Grewal said successive Congress governments at the centre were responsible for the criminal neglect of Punjab and its people due to which various important issues concerning the State remained unresolved. “Chandigarh was not designated as the sole capital of Punjab following reorganization. Various Punjabi speaking areas were kept out of the ambit of the new State of Punjab following a well planned conspiracy. Even the river waters of Punjab were awarded to other States bypassing the laid down principle of riparian rights”.
The SAD leader said now with the Congress virtually consigned to the dustbin of history after a decade long misrule, the SAD both hoped and expected the new government to undo the injustice meted out to the State. “The SAD will also take up the issues vigorously and do everything possible while remaining within the ambit of the constitution to achieve its goals”, Grewal said adding “We are confident the centre will consider our demands sympathetically and resolve them at the earliest”.
Grewal said besides the need to resolve the pending issues of the State, the SAD felt Punjab was not getting its due for coming to the aid of the country when it faced a food crisis as well as when it fought the nation’s war against terror. “Punjab filled the nation’s food pool at great loss to its own land including depletion of its water resources. It also incurred a huge debt while fighting the nation’s war against terrorism. Now we are in need of a loan waiver as well as a financial package to put the State’s finances back on track. We are hopeful that this demand will receive the urgent attention it requires from the centre”, the akali leader added.
Speaking about the SAD, Grewal said the party was committed to maintaining the multi-regional and multi cultural identity of the country which was represented ably by regional parties whose role could not be overemphasized in a democracy. “We are also votaries of a federal structure as enshrined in the constitution and feel that this should be strengthened further. We are also for ensuring the minorities get their due space in society”.
The Akali leader said the SAD also took this occasion to assure the people of Punjab that it was committed to all round development and peace and brotherhood among all communities at all costs. “This is the cornerstone of the State policy under the leadership of S Parkash Singh Badal and also forms a part of the philosophy of the SAD under the leadership of S Sukhbir Singh Badal”, Grewal added.

AISSF President Karnail Singh Peermohammad said that 2014 November will be 30 years when after the assassination of Prime Minister Indira Gandhi, the Congress leaders organized and orchestrated genocidal attacks targeting the Sikh community throughout India. The attacks on Sikh lives, properties and places of worship were carried out in a meticulous and identical manner resulting in more than 20,000 Sikhs being killed most of them burnt alive, hundreds of Sikh women being raped, Sikh Gurudwaras being burnt; Sikh properties looted and more than 300,000 Sikhs being uprooted and displaced.

Justifying the call for November 1st “Punjab Bandh” AISSF President Karnail Singh Peermohammad Along with SSF President Paramjit Singh Khalsa, Sikh Genocide's president Surjit singh dugri, Bibi gurdeep kaur, Bibi Jagdish Kaur Prime Witness Sajjan Kumar Case and Kanwarbir Singh Gill Punjab president of International Sikh Organization stated that after having lost faith and disgruntled with the Indian legal system, 1984 Sikh genocide victims have now approached the People of Punjab for their support to seek justice.

Federation President stated, To show solidarity with 1984 Sikh Genocide victims, “We appeal to the People of Punjab and the SAD (Badal) government to support the November 1st “Bandh” call and keep government offices, businesses and educational institutions closed for a day”.

AISSF President stated that despite recommendations of Nanavati Commission, successive Congress governments shielded the high ranking Congress leaders from prosecution for their role in November 1984. “Since BJP-SAD is now in power at Delhi, victims demand that cases should be filed against Kamal Nath, Sajjan Kumar and Jagdish Tytler”.

“Justice for the 1984 victims does not mean “Votes” for political leaders who use this issue during elections but ‘Convictions” of those responsible for the Sikh Genocide added Peermohammad.

The Sikh human rights groups have developed consensus that the recent discoveries of mass killings of Sikhs in more than 100 cities throughout India proves that November 1984 is Genocide as defined in Article 2 of the UN Convention on Genocide. The gravity, scale, organized and intentional nature of these genocidal attacks was concealed by the Indian governments by portraying them as “Anti-Sikh Riots of Delhi”. The recently discovered evidence shows that more than 37000 claims for deaths and injuries were filed by the victims of November 1984, out of which more than 20,000 claims were by victims who were attacked outside Delhi, said Peermohammad.

AISSF, 1984 victims and human rights activists have started a “"Torch of Justice" campaign which will pass through Hondh-Chillar, Kanpur, Bokaro, Jharkhand and Delhi. A delegation of Sikh Genocide survivors and AISSF will carry the "Torch of Justice" from Delhi to New York reaching U.N. headquarters on November 7th.

Bajwa said the BJP had been associated with sectarian approach but the vast and diverse country like India could not be governed with such prejudiced thinking.

He said the BJP might have gained electorally but the party leaders could not take the support of the people for guaranteed for all time to come and they would have to answerable about their acts of omission and commission.

He recalled that it were the BJP leaders like Atal Behari Vajpayee who had euologised her as Durga and it was on the record. He had given her this highest compliment on the floor of the Parliament on the creation of Bangladesh after the dismemberment of Pakistan. However, it was regrettable that the same very party government had given manifestation to its limited vision and approach by not observing the martyrdom day anniversary of Shrimati Gandhi.

He said this approach of the Modi government was unprecedented as no government at the centre had earlier ignored this day. The Modi government was setting up wrong and unhealthy precedents for the polity of this country, he added.

They also blamed that the state government didn’t launch the train as it was under pressure from various private transporters.

It is pertinent to mention here that even after the announcement in Rail Budget in July this year, the train was not restarted.

The Medical Education & Research Department has issued written directions to the Senior Superintendent of Police of all districts to launch a massive search operation in their respective areas to uncover the unauthorised chemist shops and the medical practitioner who are selling and prescribing banned drugs.
Disclosing this here today Mr. Anil Joshi, Medical Education and Research Minister said that the state government is committed to eradicate the drug abuse from the state. He said that now the police department has been asked join hands with the Medical Education and Research Department to discover and eradicate the sale of banned drugs. He said the Punjab Pharmacy Council has urged the SSPs of all the districts to execute search operations in all districts to collect the data of the Chemists Shops running in their areas. They have also been asked to get the license and registration number of all Chemists. The Minister said that SSP would send this information to the Pharmacy Council. The Pharmacy Council would scrutinise it and would cancel the license of all fraudulent license holders.
Mr. Joshi said that under the Pharmacy act, Drug and Cosmetic act and Narcotic act, sale of banned drugs are strictly prohibited. He said that the department would also generate awareness among the masses against the use of such banned drugs. He said in this direction the state government would take the help of all Paramedical Associations, Educational Institutions and NGOs.....

In a concluding resolution adopted on the last day of the conference, in which delegates from Bangladesh, Malaysia, Maldives, Pakistan, Sri Lanka, India and observers from Tanzania and Uganda unanimously resolved to work for effective and strong agricultural lobbying in all legislative bodies to safeguard the interest of farmers and to influence the budgetary allocations for the agriculture sector.
The meet recommended that each country must have a broad based committee on agriculture having representation of all political parties with powers to allocate funds for agriculture sector. The resolution stressed upon the need to develop linkages of agriculture sector with universities, researchers, scientists, donors, civil society groups, private sector, decision makers at country as well as international level.
The delegates resolved that time has come that elected representatives would have to assert themselves for introducing pro-agriculture laws and protect the interest of farmers, especially women working in the agriculture sector. The meet also decided to review outdated, inefficient conflicting policies and gave a call to effectively implement inheritance laws for women.
Seeking more budget for agriculture sector and ensuring its optimum utilisation were the key issues that were deliberated in detail in the meet and it was decided that CPA plays an effective role in ensuring sufficient funds for agriculture sector and actively monitor related expenditure. It was also decided to ensure independent audit of government spending on agriculture sector.
Advocating protection network for small and marginal farmers, the meet said that the participating countries should frame and implement pro-small farmer policies and integrate them in the institutional system. Showing concern over rising toxicity of soils, misuse of pesticides, crop loss due to wild animals, the meet asked participating countries to take effective steps to protect the interest of farmers. The meet recommended availability of quality seeds, fertilisers at affordable price.
Giving a call to policy makers to play a significant role on formation of policies on farm sector, the meet felt that all countries would have to share knowledge, data and technical inputs on sensitive issues like climate change, environment and gender.
Emphasizing on ensuring good credit facilities to farmers, the meet recommended involving private sector in this. The meet expressed satisfaction that workshop was able to bring together leaders of parliamentary agriculture committees and could realise their potential that would be helpful in increasing the productivity and ensuring food security in Asia, India and South East Asia region through its valuable recommendations.

Chandigarh/Bathinda, October 31 : The compensation awarded to the victims of 1984 riots is mere beginning of the procedure to balm their wounds, said the Deputy Chief Minister Mr Sukhbir Singh Badal in an interaction with the media persons while inaugurating the ambitious Rs 75 cr Ring Road phase 2 connecting Bathinda - Badal road with Bathinda - Malout Road and the railway over bridge (RIB) over Sri Ganganagar railway line project.
He said that now the Punjab government will build up pressure on NDA government to punish those involved in heinous killings of innocent Sikhs in 1984 so that the wounds of victims are healed. He said that along with compensation, the accused should be awarded strict punishment for which SAD will leave no stone unturned to pressurize the center government. Accompanying him was the Punjab’s Revenue, Rehabilitation and Information and Public Relations Minister Mr Bikramjit Singh Majithia.
Terming Rs 50 hike in the Minimum Support Price (MSP) of wheat as a small measure he said that the Prime Minister Mr Narendra Modi would be approached to increase this hike by at least Rs 150 to Rs 200 per quintal. He added that the state government stood by its farmers and very soon center government would be approached for considerable hike of MSP. Speaking on the issue of black money stashed in the Swiss Bank accounts he said that the center government should make the list of account holders public so that every Indian could know about it.
After having inaugurated the project, while addressing a large crowd Mr Badal said it was due to the malicious policies of Congress led UPA government that the ROB’s construction in the Ring Road phase 2 project got delayed by over two years. He added that due to partisan attitude of UPA government the work on this project as well as commissioning of International Airport in Bathinda lay in limbo. He added that the airport too shall be commissioned very soon. Reiterating the SAD-BJP government’s commitment to provide people of Punjab with the best of facilities, he said that more projects would be brought to the state.
He added that with the commissioning of road and ROB, Bathinda city’s traffic congestion will get major relief as the traffic moving from Mansa, Dabwali, Haryana and other areas would be diverted to Malout, Muktsar, Fazilka and Abohar using this road. Even the heavy vehicles such as oil tankers of oil depots and Guru Gobind Singh Refinery will move towards areas of Malout, Abohar, Muktsar and Fazilka using this route.
The Ring Road phase 2 is 7 kms long, while the length of ROB on it is 660 m. It has 7.50 m wide two spans and 1.20 m wide central verge. Of the 660 long ROB, The Bathinda Development Authority (BDA) has completed Ring Road 2 and ROB at a cost of total Rs 75 cr. BDA had laid Ring Road phase 2 at a cost of Rs 23 cr and readied it by February 2011.
BDA has constructed its 583 m portion of ROB on time, while the 77 m of portion lying in railways’ jurisdiction lay pending for some time. After the MP Harsimrat Kaur Badal intervened and took up matter with the Ministry of Railways, Government of India, the railways completed its portion. Now after the completion of Rs 42 cr ROB, the Ring Road phase 2 has been commissioned.

Chandigarh October 31: With a view to exploit the huge potential of sub mountain regions along Shivalik hills falling in districts SAS Nagar, Rupnagar, Hoshiarpur, Pathankot and Gurdaspur for developing tourism destination projects, Punjab Government has constituted a Shivalik (Dhauladhar) Tourism Development Board under the chairmanship of Deputy Chief Minister Punjab Mr. Sukhbir Singh Badal.
Disclosing this here on Friday, a spokesman of the Deputy Chief Minister office asserted that there is ample scope for development of religio-cultural tourism sites into live spaces in the state. "Under the dynamic vision of Deputy CM, tourism and theme destinations in Punjab will not only attract tourists from within the country and abroad but also attract investors and hence increase revenue and economic growth", he added.
He further informed that the Deputy Chief Minister has recently visited at the Pong Dam and other tourist areas in Shivalik foothills in Gurdaspur and Pathankot districts to activate the tourism activities in these areas. To set up theme destinations Mr Badal has asked the housing department to constitute a development board for the Shivalik Ranges.
As per the notification issued by the state the Shivalik board would have CEO as its member secretary. The 14 member committee of the board comprises Finance Minister, Tourism Minister, Chief Secretary, Financial Commissioner Forest and Wild life, Principal Secretary Finance, Principal Secretary Investment Promotion, Principal Secretary Irrigation, Principal Secretary Tourism, Principal Secretary PWD, Secretary Housing & Urban Development and MD PIDB.
He said that the board would also have an executive committee under the chairmanship of Chief Secretary and Secretary Housing and Urban Development, MD PIDB, CEO Punjab Investment Bureau, CEO Shivalik Tourism Development Board, Deputy Commissioner Pathankot and Chief Engineer Shivalik Tourism Development Board would be the members of executive committee.
He informed that apart from CEO, the board would have serving or retired officers in the rank of Chief Engineer, Chief/Senior Town Planner, an Architect, Finance Manager and minimal supporting staff.....

Chandigarh, October 31: Dr Baldev Singh Dhillon, Vice Chancellor, Punjab Agricultural University, Ludhiana, today gave a call for making technical innovations in agriculture sector to enable the world to meet the emerging challenge of food security in 21st century.
Giving a presentation on the concluding day of three-day meet by Commonwealth Parliamentary Association on agriculture Dr Dhillon said that countries would have to focus on crop improvement by conventional breeding and bio-technology, adopt new cropping systems and focus on sustainable use of agriculture resources and applied inputs. Focusing on agro-processing as value addition area in agriculture he also emphasised the need for sensor based precision in agriculture for optimum utilisation of water and other inputs.
Batting for climate resilient agriculture Dr Dhillon said that time has come that universities should pool their resources to come out with strains of climate resilient crops in view of adverse impact of global warming and unpredictable and swift climatic changes.
Favoring continuance of Minimum Support Price (MSP) regime, especially procurement by government, Dr Dhillon said that for a country like India where 80% population was dependent on agriculture sector, the intervention of government in procurement of agriculture produce was imperative to safeguard the interest of farmers from international marketing pressures.
Advising farmers to focus on diversification and take benefit of research of agriculture universities, he said that Kiwi fruit cultivation promoted by Y.S.Parmar University of Horticulture, Himachal Pradesh, has revolutionised the lives of small farmers and similarly seedless Kinnow cultivation has been instrumental in food processing this crop.
Advocating new cropping system, Dr Dhillon said that farmers could opt for either cotton (early maturing) and wheat cycle or "rice/maize-wheat-summer moong cycle" or "rice-potato-spring maize cycle" or green manure-rice/maize-wheat cycle according to climatic and soil requirements for optimum utilisation of resources.
Expressing concern over depleting water resources, Dr Baldev Singh Dhillon advocated censor based soil moisture probe that can save 15-20% irrigation water. Similarly leaf colour chart test can save 62 kg per hectare urea. Underlining the need for promoting laser land leveler, early maturing crops, direct seeding of rice, drip irrigation especially in orchards, Dr Dhillon said that water depletion in Punjab is a wakeup call for whole world and corrective steps would have to be taken by all countries.
Focusing on multi dimensional expansion of research activities, Dr Dhillon said that controlled climate vegetable cultivation has changed the lives of farmers especially in Himachal Pradesh and Punjab and such steps were needed to improve the economy of farmers. He advised small farmers to adopt bee-keeping, mushroom cultivation, to improve their economic lot.

When asked about the Rs. 50 hike in MSP, Mr. Badal admitted that it was a very meager. “It should have Rs. 200 for the facilitation of farming community facing high input rates” he added. Mr. Badal said that it should be revised in view of current farming scenario.

Answering to a query that 30th anniversary of Sikh pogrom is falling in next month and what is being done by SAD in this regard, Mr. Badal said tomorrow they will lay a foundation stone of memorial in the memory of 1984 riot victims. He affirmed that the real tribute to the victims of Sikh genocide will be putting architects of anti-Sikh riots behind bars.

Chandigarh/Panjawa (Lambi), October 31: Punjab today registered another major leap in the power sector with Deputy Chief Minister Mr. Sukhbir Singh Badal inaugurating India’s biggest pollution free solar power project here which will generate 34 mw power and cater to the power needs of more than 250 villages comprising one lakh households.
Inaugurating the project, Mr. Badal who was accompanied by Non Conventional and Renewable Energy Minister Mr. Bikram Singh Majithia, apprised the gathering that by the end of this year Punjab will be able to generate 250 mw power from solar projects. He said by the end of December next year Punjab will achieve solar generation capacity of 2000 mw power.
Talking to media persons after inaugurating the project, Mr. Badal said the government was contemplating to install solar panels on the rooftops of tubewells and residential complexes. He said once the solar panels were installed on tube well rooftops the farmers of the state could get uninterrupted and pollution free power. He said this policy would not only reduce the power expenditure of consumers but also become a source of income since the farmers would be able to sell their surplus power to the grid. He said for this purpose the State government had formulated and approved a Net Metering Policy and people should come forward to generate requisite power through solar projects.
Answering a query regarding strategy of State for waterlogged areas, Mr. Badal said it had already been decided to put waterlogged area in the priority list for installation of solar projects. He said infertile land of villages and non-used panchayats land would be identified in waterlogged areas to initiate these projects.
On the issue of development projects in state, Mr. Badal said that the sole aim of SAD-BJP government was to ensure efficient governance and effective solutions to Punjab’s developmental challenges.
Non Conventional and Renewable energy minister Mr. Bikram Singh Majithia said Punjab was growing in the area of solar power in leaps and bounds. He said that this was the 6th project in the state, which would generate power at a cost of Rs. 350 crore. He said the Union Non Conventional ministry had given its nod to establish 1000 MW Solar Park for which process of land identification has been completed. He said it is also a matter of pride for Punjab that we have world’s biggest 7.5 mw rooftop solar power plant at Beas.

Nawanshahr, October 31: District SBS Nagar has added another feather to its cap by achieving the cent percent target of opening bank accounts under the Prime Minister Jan Dhan Yojna. By completing the process of opening bank accounts, the district has become the part of galaxy of the four district of Punjab which have the distinction of achieving this target by October 29.

Divulging details, the Deputy Commissioner Anindita Mitra said that as per census-2011, there were 612310 residents and 129500 houses in the district which were brought under special survey for identification of households having no bank accounts. Now a total of 55813 accounts have been opened that have led the district to have 100 percent bank account holders.

She further told that during the video conference, the Principal Secretary (Finance) Vinnie Mahajan, revealed that the four districts including Shaheed Bhagat Singh Nagar, Ropar, Tarn Taran and Kapurthala had achieved the cent percent target of providing bank accounts to all its residents under Prime Minister Jan Dhan Yojna.

The Deputy Commissioner lauded the efforts made by the lead bank and other banks of the district for taking lead in the programme.

The government is planning to release such prisoners on bail by making arrangements for their rehabilitation. These views were expressed by Jagpal Singh Sandhu, Principal Secretary Home Punjab after a special meeting with the civil, police and judicial officials of Ferozepur and Faridkot Divisions.

Jagpal Singh Sandhu said, In Punjab jails, presently there are 26,598 prisoners and prisoners under-trials, out of which about 11,000 prisoners or under-trials are facing court cases in the case of intoxicated drugs while in West Bengal, 20,000 prisoners are in the jails against the population of 10 crore as compared to Punjab.

He said, the Punjab Government is collecting the data of prisoners arrested in minor drug cases. In case such prisoners are not under trial in any other case, the process to release them on bail will be initiated and it is within the purview of the courts to give them bail. He made it clear that prisoners already convicted with punishment will not be considered under this scheme.

Sandhu further said, the objective behind taking this step is to give the youths an opportunity to restart their life, get themselves treated and chance to start their own business. He said, the persons arrested in minor drug cases, a committee has been constituted for the purpose of jail, police and district attorney officials which will submit its report to the government.

He directed all the Deputy Commissioners to make complement arrangements for the rehabilitation at the drug De-addiction and Rehabilitation Centers for their treatment and rehabilitation.
Sanjay Kumar, Principal Secretary, V.K.Sharma, Commissioner, Ferozepur/Faridkot Divisons, Rajpal Meena, DGP Jails, Ishwar Singh IG also addressed the meeting and shared their views.

It may be recalled that more than 3,000 Sikhs, were killed after then prime minister Indira Gandhi was shot dead by her own Sikh bodyguards at Delhi on October 31,1984.It has been alleged that the targeted killing of Sikhs was very well planned and patronized by the congress regime.Modi Govt announced Rs 5 lakh each to the kins of 3325 persona killed during these riots.

New Delhi, October 31 :Ministry of Finance, Department of Expenditure has been issuing austerity instructions from time to time with a view to containing non-developmental expenditure and releasing of additional resources for priority schemes. The last set of instructions was issued on 18th September 2013 after passing of the Union Budget. Such measures are intended at promoting fiscal discipline, without restricting the operational efficiency of the Government. In the context of the current fiscal situation, there is a need to continue to rationalise expenditure and optimize available resources. With this objective, the following measures for fiscal prudence and economy will come into immediate effect:-
Cut in Non-Plan expenditure:
For the year 2014-15, every Ministry / Department shall effect a mandatory 10% cut in non-Plan expenditure excluding interest payment, repayment of debt, Defence capital, salaries, pension and Finance Commission grants to the States. No re-appropriation of funds to augment the Non-Plan heads of expenditure on which cuts have been imposed shall be allowed during the current fiscal year.
Seminars and Conferences:
(i) Utmost economy shall be observed in organizing conferences/Seminars/workshops. Only such conferences, workshops, seminars, etc. which are absolutely essential, should be held wherein also a 10% cut on budgetary allocations (whether Plan or Non-Plan) shall be effected.
(ii) Holding of exhibitions/fairs/seminars/conferences abroad is strongly discouraged except in the case of exhibitions for trade promotion.
(iii) There will be a ban on holding of meetings and conferences at five star hotels except in case of bilateral/multilateral official engagements to be held at the level of Minister-in-Charge or Administrative Secretary, with foreign Governments or international bodies of which India is a Member. The Administrative Secretaries are advised to exercise utmost discretion in holding such meetings in 5-Star hotels keeping in mind the need to observe utmost economy in expenditure.
Purchase of vehicles:
Purchase of new vehicles to meet the operational requirement of Defence Forces, Central Paramilitary Forces & security related organizations are permitted. Ban on purchase of other vehicles (including staff cars) will continue except against condemnation.
Domestic and International Travel:
(i) Travel expenditure {both Domestic Travel Expenses (DTE) and Foreign Travel Expenses(FTE)} should be regulated so as to ensure that each Ministry remains within the allocated budget for the same after taking into account the mandatory 10% cut under DTE/FTE (Plan as well as Non-Plan). Re-appropriation! augmentation proposals on this account would not be approved.
(ii) While officers are entitled to various classes of air travel depending on seniority, utmost economy would need to be observed while exercising the choice keeping the limitations of budget in mind. However, there would be no bookings in “First Class."
(iii) Facility of Video Conferencing may be used effectively. All extant instructions on foreign travel may be scrupulously followed.
(iv) In all cases of air travel, the lowest air fare tickets available for entitled class are to be purchased/procured. No companion free ticket on domestic/ international travel is to be availed of.
Creation of Posts
(i) There will be a ban on creation of Plan and Non-Plan posts.
(ii) Posts that have remained vacant for more than a year are not to be revived except under very rare and unavoidable circumstances and after seeking clearance of Department of Expenditure.
Observance of discipline in fiscal transfers to States, Public Sector Undertakings and Autonomous Bodies at Central/State/Local level:
(i) Release of Grant-in-aid shall be strictly as per provisions contained in GFRs and in Department of Expenditure's OM No.7(1)/E.Coord/2012 dated 14.ll.2012.
(ii) Ministries/Departments shall not transfer funds under any Plan schemes in relaxation of conditions attached to such transfers (such as matching funding).
(iii) The State Governments are required to furnish monthly returns of Plan expenditure - Central, Centrally Sponsored or State Plan – to respective Ministries/Departments along with a report on amounts outstanding in their Public Account in respect of Central and Centrally Sponsored Schemes. This requirement may be scrupulously enforced.
(iv) The Chief Controller of Accounts must ensure compliance with the above as part of pre-payment scrutiny.
Balanced Pace of Expenditure:
(a) As per extant instructions, not more than one-third (33%) of the Budget Estimates may be spent in the last quarter of the financial year. Besides, the stipulation that during the month of March the expenditure should be limited to 15% of the Budget Estimates is reiterated. It may be emphasized here that the restriction of 33% and 15% expenditure ceiling is to be enforced both scheme-wise as well as for the Demands for Grant as a whole, subject to RE ceilings. Ministries/ Departments which are covered by the Monthly Expenditure Plan (MEP) may ensure that the MEP is followed strictly.
(b) It is also considered desirable that in the last month of the year payments may be made- only for the goods and services actually procured and for reimbursement of expenditure already incurred. Hence, no amount should be released in advance (in the last month) with the exception of the following:
(i) Advance payments to contractors under terms of duly executed contracts so that Government would not renege on its legal or contractual obligations.
(ii) Any loans or advances to Government servants etc. or private individuals as a measure of relief and rehabilitation as per service conditions or on compassionate grounds.
(iii) Any other exceptional case with the approval of the Financial Advisor. However, a list of such cases may be sent by the FA to the Department of Expenditure by so" April of the following year for information.
(c) Rush of expenditure on procurement should be avoided during the last quarter of the fiscal year and in particular the last month of the year so as to ensure that all procedures are complied with and there is no infructuous or wasteful expenditure. FAs are advised to specially monitor this aspect during their reviews.
(d) No fresh financial commitments should be made on items which are not provided for in the budget approved by the Parliament.
(e) These instructions would also be applicable to autonomous bodies funded by Government of India.
Compliance
Secretaries of the Ministries/Departments, being the Chief Accounting Authorities as per Rule 64 of GFR, shall be fully charged with the responsibility of ensuring compliance of the measures outlined above. Financial Advisors shall assist the respective Departments in securing compliance with these measures and also submit an overall report to the Minister-in-Charge and to the Ministry of Finance on a quarterly basis regarding various actions taken on these measures /guidelines.

Chandigarh, October 30: The Punjab Chief Minister Parkash Singh Badal today thanked the Government of India in general Prime Minister Shri Narinder Modi in particular for what Badal described as “ a concrete and meaningful step towards relief for the victims of the 1984 massacre of innocents by goons, killers and arsonists and looters of the Congress and the then Congress sponsored government in the country.

New Delhi, October 30: Hon’ble President of India has appointed Prof. Lokesh Chandra as the seventeenth President of Indian Council for Cultural Relations from 27th October, 2014 for a period of three years. Prof. Chandra succeeds Dr. Karan Singh who demitted office on 18th August, 2014.
Prof. Chandra also holds the position of Honorary Director of the International Academy of Indian Culture, a premier research institution for Asian cultures. In past, he has held several prestigious positions including Chairman of Indian Council for Historical Research, Vice President of Indian Council for Cultural Relations, and Member of Parliament (Rajya Sabha) twice during 1974-80 and 1980-86.

Prof. Chandra was awarded ‘Padma Bhushan’, one of the most prestigious civilian honours, in 2006 by the Government of India in recognition to his contributions to the academic life and public discourse.
Prof. Chandra’s major life-work is the study of cultural interflow between India and the countries of the world. Beginning with India’s linguistic sharing with the Indo- European languages of the West he has written on arts, histories and literatures of the Buryatia in Siberia, Mongolia, Central Asia, Tibet, China, Korea, Japan, Cambodia and Indonesia. He believes in the shared plenitude of cultures of the world to enrich the secular and sublime dimensions of value-oriented life-patterns.

He has to his credit over 596 works and text editions. Among them are classics like Tibetan-Sanskrit Dictionary, Materials for a History of Tibetan Literature, Buddhist Iconography of Tibet, and his Dictionary of Buddhist Art in about 20 volumes. Prof. Lokesh Chandra has travelled widely all over Europe, Asia and Russia.

Born in 1927 at Ambala, Haryana, he hails from an illustrious family of educationists. His father Prof. Raghu Vira was a scholar and thinker of world fame who made signal contributions to the understanding of Asian culture and to India’s linguistic development.

Prof. Chandra earned Master’s Degree (M.A.) in 1947 from the Punjab University at Lahore. In 1950, he was awarded the degree of Doctor of Literature and Philosophy by the State University of Utrecht (Netherlands) in recognition to his contributions of critically editing the Gavamayana portion of the Vedic work Jaiminiya Brahmana with the help of newly discovered manuscripts.

Prof. Chandra knows several languages including Hindi, Sanskrit, Pali, Avesta, Old Persian, Japanese, Chinese, Tibetan, Mongolian, Indonesian, Greek, Latin, German, French, and Russian.

His appointment is a valuable addition to the glorious lineage of Presidents of ICCR who have all been respected cultural ambassadors of India.....

New Delhi, October 30: The Supreme Court today expressed satisfaction over Lt Governor Najeeb Jung's recent moves to explore the possibility of government formation in Delhi and said that he should be given more time as there could be a minority government with outside support.
Referring to recent media reports, a five-judge Constitution bench headed by Chief Justice H L Dattu asked Prashant Bhushan, counsel for Aam Aadmi Party (AAP) which has filed a plea seeking dissolution of the Assembly, to wait for sometime as the LG had started the consultation process with the political players in the national capital.
The Apex court adjourned the matter till 11th of next month. During the brief hearing, the bench also comprising justices J Chelameswar, A K Sikri, R K Agrawal and Arun Mishra, said that if the LG feels that there is a possibility of government formation, then he should be given time to explore it. Bhushan, however, said that there is no possibility of government formation in the national capital in view of the position of political parties in the legislative assembly. The Bench said, we should always live in hope and asked counsel for AAP to wait till November 11 when it will again hear the matter.

The LG had yesterday decided to invite political parties to explore possibility of government formation in Delhi. Earlier, the apex court was informed by the Centre that the President has given his consent to LG's proposal to invite BJP to form government. The court had also rapped the Centre and the LG over the delay, saying that in a democracy, President's Rule cannot go on forever and questioned why the authorities failed to act expeditiously.

At the moment, a party needs the support of 34 MLAs for a simple majority in a House of 70 with three vacancies which are to be filled in by-elections late next month. BJP had emerged the single largest party after the Assembly polls in December last year with 31 seats apart from the support of ally Akali Dal's one MLA in the 70-member House. But its numbers have now come down to 28 after three of its legislators--Harsh Vardhan, Ramesh Bidhuri and Pervesh Verma--were elected to Lok Sabha.....

New Delhi, October 30: While preparations are in full swing for the grand swearing-in ceremony of BJP’s first government in Maharashtra; there is no end to the suspense over BJP’s alliance with the Shiv Sena.
BJP general secretary Rajiv Pratap Rudy today said that it is unlikely that the Shiv Sena will be a part of the government as of now. In a tweet, Rudy, however clarified that talks with Shiv Sena are going on in an amicable way. Rudy maintained that BJP was looking forward to a decision in this regard soon.
In its reaction to this statement, Shiv Sena leader Vinayak Raut has said that the party will boycott the swearing-in ceremony if the BJP does not respectfully accepts its proposal for government formation. Speaking to reporters in Mumbai this evening, Raut said nobody from the Shiv Sena, including party chief Uddhav Thackeray will attend the ceremony if the BJP continues with its stiff stand. Raut also informed that the scheduled meeting of senior Shiv Sena leaders that was to take place this evening has been cancelled.
It is believed that Shiv Sena has sought 14 cabinet berths including 7 cabinet ministries for its support to the BJP led government. Shiv Sena is also very keen to have at least 2 of its ministers sworn-in tomorrow.

BJP government in Maharashtra led by Devendra Fadnavis and a mini cabinet will be sworn-in tomorrow at Mumbai’s Wankhede Stadium in the august presence of Prime Minister Narendra Modi, other political stalwarts, actors, artists and industrialists.

Meanwhile, Maharashtra Chief Minister-elect Devendra Fadnavis today met senior BJP leader and Union Minister Nitin Gadkari in New Delhi. He is in the city to invite top BJP leaders for the swearing-in ceremony of the new BJP government in the State.

Mr Fadnavis will also meet senior leader L K Advani, Home Minister Rajanth Singh, Finance Minister Arun Jaitley, External Affairs Minister Sushma Swaraj and party president Amit Shah and hand over invitations for the tomorrow’s event. New Delhi, October 30: The Kerala High Court has held as valid a new excise policy adopted by the Congress-led UDF government, paving the way for closure of 700 liquor bars attached to hotels in the state.
Media reports that however, the court allowed 33 bars in four-star and heritage category hotels to function, though the state government had banned bars in all hotels below the five-star status.
Twenty bars in five-star hotels were allowed to function by the court. The judgment was passed by Justice Surendra Mohan on a batch of petitions by Kerala Bar Owners against the state government's 22nd August decision to close down bars attached to hotels below five-star category.

New Delhi, October 30: Commemorating 30 years of Sikh genocide of 1984, the Delhi Sikh Gurdwara Management Committee (DSGMC) would start construction of a memorial in Gurudwara Rakabganj Sahib from November 1. The memorial is being dedicated to the innocent Sikhs killed in the genocide and those who lost their lives trying to save others’ lives.

Talking to the press, here today DSGMC president Manjit Singh GK and general secretary Manjinder Singh Sirsa revealed that the neither any structure in the Gurdwara premised would be demolished to raise the memorial nor a new building is being built.

“The memorial would look like a huge wall which has names of the innocent Sikhs killed in the genocide inscribed on it. The wall would also have stone murals fixed on it and have flowing water. The memorial would have Gurbani recitation and would not be allowed for any political purpose,” informed GK.

GK further informed that Punjab Chief Minister Parkash Singh Badal, union home minister Rajnath Singh and Deputy Chief Minister Punjab and President of Shiromani Akali Dal Sukhbir Singh Badal would start construction of memorial being built in the memory of 12,000 innocent Sikhs killed in the genocide. According to GK foundation stone of the memorial was laid in June 2013 by five Sikh head priests and memorial would come up in two years.

Justifying coming up of memorial in the Gurdwara premises GK informed that when Manjinder Singh Sirsa as a councillor from Punjabi Bagh area tried to build a memorial in form of a park in a locality in November 2012 but the attempts were scuttled by then congress party government led by Sheila Dixit, despite the fact that South Delhi municipal corporation has given its permission.

“Our plan was scuttled just a day before the foundation stone laying function of the genocide commemorative park on November 5 2012. It was got postponed indefinitely by then congress party government of Delhi,” Sirsa informed the press.

Referring to the petition filed by former DSGMC president Paramjit Singh Sarna in Delhi court against memorial and Sarna not accepting innocent Sikhs killed in the genocide as martyrs and asking Sikhs to forget the genocide, Sirsa said that Sarna’s ulterior motives to scuttle construction of 1984 genocide commemorative memorial would never be successful. “The memorial would come up and the families of the genocide victims would get justice,” announced Sirsa.....

The Deputy CM said the SAD had always maintained that the recommendations of the Dr Swaminathan Commission should be taken into consideration while finalising msp of foodgrains. "The Swaminathan Commission calls for giving a fifty per cent profit on inputs to farmers and this should be put into practice", he added.

Mr Badal said agriculture in Punjab as well as the country was passing through a crisis and needed support from the centre in the form of enhanced msp. "Farmer debts are on the increase and agriculture as a profession is no longer a profitable venture. Only a reasonable and consistent increase in msp can save the rural economy from collapse", he added.....

Chandigarh, October 30: Haryana Police has cracked Gohana Punjab National Bank lockers burglary case with the arrest of three criminals and recovered gold and silver jewellery weighing 23kgs and 400 grams and Rs. sixty thousand.
While stating this here today, a spokesman of Police Department said that those arrested included Surinder son of Jagdish, Balraj son of Dharampal and Satish son of Ram Krishan all residents of Village Katwal, Sonipat. The other accused who have been found involved in the crime during investigations are Rajesh son of Krishan resident of village Katwal, Sonipat and Mahipal resident of village Kasandi, Sonipat.
He said that to maintain transparency, a committee of five locker holders as well as a Magistrate remained present during recovery of stolen property. Still photography and videography have also been conducted of the recovery of stolen jewellary. The investigation is still on and efforts are being made to arrest the remaining accused persons and to recover rest of the stolen property.
He said that a large number of police teams worked day and night to pursue the clues received during investigation and solved the case within 48 hours.
He said that DGP Haryana, Mr Shriniwas Vashisht had visited the site of burglary on the same day. In order to get the maximum possible assistance in solving the case, the DGP declared a reward of Rs.10 lakh for giving clue regarding the identity of the accused involved in this daring heist. He also assured that complete recovery of stolen property and its proper restoration to the owners will be carried out on priority basis and police officials will be suitably rewarded for their good work.....

Senior SAD leaders including Ministers Sharanjit Singh Dhillon and Dr Daljit Singh Cheema besides party spokesman Maheshinder Singh Grewal said instead of crying wolf, Bajwa should explain why he was in continuous touch, for minutes together, with the alleged son of a neighbor who was involved in criminal activities. “What could have been the topic of discussion between an arms racketeer and the president of a State political party? It could obviously not be politics”, the leaders said adding it had already been revealed that the arms racketeer – Gurtej Pannu had hired the services of the infamous Paras gang at Bajwa’s instance to keep the latter’s opponents away from Congress president Rahul Gandhi during his recent visit to the city.
The SAD leaders said it was interesting that Bajwa had not tried to deny receiving phone calls from Pannu but had made it seem as if they were casual calls. “This is furthest from the truth. The phone calls were made at crucial times when the members of the Paras gang were hired for the assignment or were being taken to a safe house or being brought to Chandigarh. The very fact that Bajwa kept a tab on the movements of the gang members proves that he not only hired the gang to terrorize his political opponents but also that he regularly hobnobs with criminals”, the leaders said.
Mr Maheshinder Grewal meanwhile asked Mr Bajwa not to try to brow beat security officials by threatening them with dire consequences, saying the entire issue had come to light following a arms seizure haul during the course of which a criminal Pala Brar had disclosed that he and his gang members had also been hired for an assignment by the PCC president. Mr Grewal said instead of coming clean on his links with goons Bajwa was accusing the akalis of launching a smear campaign against him.
“Did we launch a smear campaign against you when you were accused by your own party men of being involved in a dubious and shady racket in Gujarat or even the bitumen scam?”, the SAD leaders asked Bajwa. They also asked him to tell the people who had accused him of being a drug smuggler in a letter to the Congress president. “Was it not former PCC president Capt Amarinder Singh?” they said. The leaders said even the recent land grab case involving the PCC president in which it was revealed that he had taken over common village land belonging to poor villagers had been indirectly exposed by a Congress leader.
Asking Mr Bajwa not to make excuses after being exposed, the akali leaders said the PCC president to instead explain to the people why he alone was involved in one criminal activity after another. “Why has your name alone become synonymous with corruption and criminal activities?” they asked. ....

ADC (D) Sonali said “The aim of the District Disability Rehabilitation Centres (DDRCs) is to provide rehabilitative support to persons with disabilities through providing training to persons with disabilities for early motivation and early stimulation for vocational training and employment”. The aims include make out suitable vocations for persons with disabilities, keeping in view local resources and designing and providing vocational training and identifying suitable jobs, so as to make them economically independent.

Chandigarh, October 30: The Punjab Pradesh Congress President, Partap Singh Bajwa, today rejected what he described as a meagre Rs. 50 per quintal hike in the procurement price of wheat and said it was as a cruel joke on the farmers who feed the nation.

Addressing a press conference here, he said that the Prime Minister, Narendra Modi, had given full page advertisement in the newspapers in the run up to the Lok Sabha election promising the farmers to implement the MS Swaminathan committee report which had recommended at least 50 per cent profit to the farmers above the cost of production.

He proposed that the Chief Minister, Parkash Singh Badal, should lead an all-party delegation to the Prime Minister on this issue of urgent and immediate importance. He said it was shocking that Badal had maintained a stony silence. He pointed out that during the NDA regime from 1999-2000 to 2003-04, the MSP of wheat had been increased only by Rs. 50. However, as against this, the farmers benefitted to the tune of Rs. 645 per quintal on wheat during the Congress led UPA regime from 2004-05 to 2012-13 which proved that the NDA had never watched the interests of the farmers.

He attacked the state government for the harassment of the farmers in the mandis resulting from tardy procurement. He said in Bathinda, the constituency of the Union Minister s Harsiat Kaur Badal, there was no space in the mandis and the farmers were unloading their produce on the roadsides. Basmati was selling at Rs 1000 per quintal less than last year. He said similar was the fate of the cotton growers. The millers had also been hit hard as the centre had reduced the shelling charges from Rs. 15 to Rs. 10 per quintal. He said already, 18770 factories had been closed down in the state and similar fate awaited the rice shelling industry.

Bajwa proposed that the all-party delegation should take up the issue of transfer of Chandigarh to Punjab which was built as the capital of this state. He pointed out that this issue had also been raised by the state unit of the Bharatiya Janata Party which was part of the ruling alliance in Punjab and headed the governments at the centre and in Haryana. He said Badal should get the seek assurance from Modi for the transfer of the city by January 26, 2015 as a new year gift to his state from a friendly government at the centre.

He also wanted the delegation to raise the issue of Punjabi farmers settled in Gujarat being facing uncertainty regarding their lands as they were under threat of being uprooted from their lands which they had turned cultivable through their hard labour. Moreover, they were settled there on the invitation of the then central government. He said the main hurdle was the appeal filed by the Gujarat government against the verdict of the Gujarat High Court in favour of the farmers. The Chief Minister at that time was Modi. It was the Gujarat government that went in appeal against the High Court verdict. He said the matter could be settled with the Gujarat government withdrawing its appeal.

He also demanded industrial concessions to Punjab on the pattern of the neighbouring states which were given by the Atal Behari Vajpayee government. He also demanded withdrawal of 12.5 per cent service tax on foreign remittances. He expressed the apprehension that this tax would encourage illegal hawala transactions. He wanted the all-party delegation to take up these two issues also.

He wanted withdrawal of VAT on diesel and said the tax on petrol be brought at par with Chandigarh. Regarding the issuance of no objection certificates for the regularisation of colonies, he said the Badal government had once again cheated the people. While the promise was to give a year’s time frame, now only a period of three months has been given while the fee had been doubled. He alleged it was during the periods 1997-02 and again after 2007 that illegal colonies had mushroomed in the state due to unfriendly policies of the Akali Dal-BJP government. The procedure had been simplified during the Congress regime from 2002 to 2007 and as the fee was also negligible, the colonisers preferred to develop approved colonies.

Bajwa called upon the government to regularise all colonies that had come up after 2007 without any fee as the people should not be penalised for the wrong policies of this government.....

While addressing the audience after laying foundation stone of the Rampura Phul Veterinary College and Hospital said the agriculture business has reached point of saturation and to supplement their sources of income, the farmers will have to adopt allied business like dairy farming and animal husbandry. He said that the Veterinary College and Hospital coming up at Rampura Phul will herald in a new revolution in terms of animal husbandry in state. He added that the institute would be completed and commissioned within given time frame.
Mr Badal said that his government was completely dedicated towards development of the state and this could happen only when the state’s main occupation farming is turned into a profitable business. He said that the agriculture allied practices played major role in improving the economic condition of farmers and farm laborers and this institute will play major role in making animal rearing a successful venture.
The Chief Minister said that Punjab has registered growth and development during Akali regime only. He added that once considered a backward area, Bathinda has today registered remarkable growth of medical facilities and education. He said that with the formation of Central University of Punjab (CUP) and technical University it has become an epicenter of educational activities adding that the Technical University will start its classes from next academic session onwards. He added that the three thermal power plants in the Malwa area have become major contributors in power production in state.
Mr Badal appealed the people of Punjab to vote to SAD-BJP government for continuing the pace of development. He asked people to vote for the SAD-BJP candidates in forthcoming local bodies elections so that the state’s governance could be run in a better way.
Talking to media persons while laying the foundation stone of Veterinary College and Hospital, he said that that the institute was being constructed at a cost of Rs 70 cr in 62 acres of land and it would be affiliated to Guru Angad Dev Veterinary and Animal Science University (GADVASU). Besides having a five years degree course, the institute will also run diploma courses. Also besides teaching about the animal sciences, the institute will have modern laboratories and operations theaters to cater to the needs of farmers in and around Bathinda.
SAD general secretary and MP Rajya Sabha Mr Balwinder Singh Bhunder said that under the guidance of Chief Minister Parkash Singh Badal state has witnessed unprecedented growth.
Earlier, the area MLA and cabinet minister Mr Sikandar Singh Maluka welcomed the Chief Minister and people at the occasion and said that the people of Bathinda would forever be indebted to CM Mr Parkash Singh Badal for the projects he has given to the area. He added that the institute will not only be of immense help for the people of Bathinda and surrounding areas who will get better treatment at the government institute, albeit it would also be highly beneficial for the students seeking studies in animal sciences.

Chandigarh, October 30: The Punjab government has finalised a program to provide agriculture machinery to the farmers in the state on subsidised rates besides announcing subsidy too for manufacturers of agriculture machinery.
Disclosing this here today an official spokesperson said that with a view to shortage of labour during peak sowing and harvesting seasons the state has decided to mechanise the agriculture sector by providing necessary agriculture apparatus besides encouraging farmers to adopt latest technologies to maximise agriculture production in the state. He said that for this purpose the government has invited applications on or before November 5, 2014 from the agricultural manufacturers for empanelment of the firms for supplying Cotton seed drills, planters, vertical conveyer reaper, sugarcane ridger, paddy transplanter walk behind, Paddy transplanter self propelled, Nursery tray, Nursery seeder and Hydraulic M.B.Plough on subsidy to the farmers in the state.
The spokesman of the Punjab government said that those implements will be approved which are as per the technical specifications of the department and are tested by the institutions/agencies approved by the central or state governments. Deputy Chief Minister Mr. Sukhbir Singh Badal accompanied by Punjab Non Conventional Energy Minister Mr. Bikram Singh Majithia will inaugurate the project, which would generate 34 MW solar power to cater the electricity needs of more than 1 lakh families.
According to an official spokesperson Mr. Badal, himself, laid the foundation stone of this unique solar power project in the month of January and it has been completed 4 months before its set date of completion. He informed renowned house in solar power sector Azure has setup this first of its own kind project. The Punjab Energy Development Agency had signed a MoU with Azure last year to put Punjab on the lane of solar power projects. He said this project has been setup on the boundary of village Panjava and Sikhwala on 170 acres non-cultivable land.
Giving further information regarding project, the spokesperson said that this pollution free will cater the electricity needs of 250 villages equal to more than 1 lakh families besides preventing generation of 49000 metric tonne of carbon dioxide annually. He said that Punjab has signed various MoUs with this venture to bring investment of Rs. 1500 crore besides generation of 150 MW power through solar power projects.
He disclosed that with the restless efforts of Non-Conventional Energy Minister Mr. Bikram Singh Majithia, Punjab was scripting new chapters in the area of Solar Power Projects and very soon these efforts would enlist Punjab in most advanced states in solar power generation.
Meanwhile Chairman of Company Mr. H.S. Wadhwa, CEO Mr. Inderpreet Wadhwa and co-founder Mr. Preet Sandhu thanked Punjab Government for formulating investors’ friendly solar power policy.....

Chandigarh, October 30: The agriculture meet of Commonwealth Parliamentary Association today supported continuance of subsidies on food and agricultural inputs besides employment guarantee programmes to tackle the challenge of increasing rural poverty of the world. The third session of second day of three-day international meet, the agricultural economists collectively gave a call to tackle rural poverty by aggressively promoting employment generating schemes besides tackling the problems of small farmers.
In his presentation Mr P S Birthal from National Centre for Agricultural Economics and Policy Research, New Delhi, said that poverty has been identified as biggest problem in Asia with East Asia having 54.3% rural poor, South Asia with maximum 80.7% rural poor and South East Asia 74.5% rural poor. He said that small size farm holdings were bane of poverty with 84% of farmers of India having a farm holding less than 1.3 hectares.
Giving a call for making collective efforts to safeguard the interest of farmers of small landholdings, he said that small holders were custodians of food security as 69% of milk supply, 32% of pulse production, 38% of oilseed production, 49% of spices production, 52% of wheat production, 54% of coarse grain production, 55% of fruit production, 62% of paddy production and 70% of vegetable production comes from farmers having small landholding.
Expressing concern over problems being faced by small farmers who are finding it difficult to cope with globalisation, high and volatile prices, competitiveness, the international economist said that agriculture growth was the only weapon that can bring them out of web of poverty.
Supporting market diversification and strengthening of infrastructure to tackle the problem of rural poverty Mr Birthal said that strengthening roads, communication, storage, processing and ensuring institutional credit and insurance cover to all and reducing marketing costs, transaction risks could improve the status of small farmers.
Advocating diverse models for linking farmers to markets in India, Mr Birthal said that direct marketing models like "Apni Mandi", co-operative model like NDDB, producers association model, contract farming model, could be adopted keeping in view area specific requirements.
Emphasising on improving market access and insurance against risk, Mr P S Birthal gave a call for building value change to help small farmers.....

The meet also raised concern over high water consuming crops after the advent of green revolution and asked the scientists to come out with the strains of low water consuming, heat-resistant high-production crops.
The second day of meet moved with the focussed approach to discus global agricultural situation, challenges and ways and means to tackle the impending food crisis.
Giving a detailed presentation, Prof Guy Poulter of Natural Resource Institute of University of Greenwich (UK) outlined a grim scenario and said that it was matter of great concern that over 1.2 billion people on the world live on less than one dollar a day. He said that with the population growth projected from 6-9 billion by the year 2050 and Asia's population growth from 4.4-5.2 billion, the world would have to produce 50% more food and energy on same area of land by 2030. Projecting a dismal scenario on availability of fresh water and energy, Prof Poulter said that currently agriculture sector was using 70% of fresh water supply and this projected increase in production with the same type of seeds would require 30% more fresh water triggering a water crisis in the world. He said that we should learn a lesson from the pitfalls of green revolution and focus on low water consuming heat resistant and high yielding crops.
Describing Asia as future agriculture growth engine of the world, Prof Poulter said that Asia's economic rise after 60s has been momentous and with increasing prosperity the world would have to brace for feeding more mouths who have become prosper enough to take more food. He said that presently even after this prosperity, a quarter billion people of Asia go to bed hungry every night and we should prepare ourselves to meet the food requirement of this strata of society when they would be earning enough to purchase their food. He said that with 80% Asians dependent on agriculture sector and 87% of farmers having small farms, the new policy should have more dispersing effect.
Expressing concern over the stagnation of food production after 1990, Prof Guy Poulter asked that agriculture scientists would have to focus on increasing production at par with increasing population. Prof Poulter also focussed on giving a boost to agriculture production sector, value addition of agriculture produce, opening FDI in agriculture sector, strengthening the role of women in agriculture sector, tackling malnutrition in the population and fulfilling the aspirations of small farmers.
Giving a call to parliamentarians for coming out with institutional network for the agriculture growth Prof Poulter stressed upon review of agriculture laws, policies coming in the way of growth of agriculture sector.
Painting a grim scenario of climatic changes, he said that with the expected rise of 4 degree Celsius rise in global temperature and dependence of 65% of Asia's agriculture on rain, countries would have to come out with more accurate weather forecasting system. he also emphasised on boosting open pollinated hybrid seeds and genetically modified (GM) crops, he said that the fruits of research in agriculture sector needed to be taken to form and countries would have to strengthen their extension network in the villages. ....
