Delhi, April 16: After two thousand years of persecution, India's two million eunuchs to be formally recognized as third sex and listed as 'backward' caste entitled to reserved government jobs and university places
India is the first country in the world to give Eunuchs the right of calling themselves as Third Gender, as per the judgement of the Supreme Court of India. Prior to this, eunuchs had to write their sex as either male or female. Now, they will be able to write ‘Third Gender’ against the sex column in the various forms.
The Supreme Court has also directed the Central Government and all the State Governments to treat them as socially and economically backward people and give them reservations in educational institutions and Government jobs that are available to Other Backward Classes category.

The Supreme Court has also directed these Governments to build special toilets for them and give them medical facilities and all the human rights. However such facilities will not be available to Gay, Lesbian, Bisexual and Queer people etc. who also call themselves transgenders. The term will only apply to Eunuchs.
The Supreme Court of India has given this direction on the petition of the transgender Rights activist, Laxmi Narayan Tripathi who appreciated the judgement of the Supreme Court very well. If a person changes his or her sex through surgery, he or she would be able to make use of the changed sex, according to the Supreme Court judgement.

At the same time, the Supreme Court has also called upon the Central and State Governments to create awareness among the masses to remove social stigma against the eunuchs. Thus full human rights would be given to the eunuchs.

Chandigarh, April 17 (courtesy Times of India): Priyanka Gandhi may have been keeping everyone guessing about her political ambitions but she definitely played a key role in chalking out campaign strategy for Punjab in March when Congress sprang a surprise by fielding its heavyweights. Congress leaders from Punjab confide that there were times when her brother - Congress vice-president Rahul Gandhi - was touring other states, Priyanka would pitch in to take feedback from party leaders on matters like choice of candidates and campaign plans for Punjab.

Former MP Jagmeet Singh Brar, who has been recently appointed co-chairman of the campaign committee for Punjab, confirmed that he had a meeting with Priyanka Gandhi when the ticket for Ludhiana was being announced. "She took keen interest in the party's prospects in Punjab and was a party to the decision by Congress president Sonia Gandhi and Rahul to field veterans," he said.

Given a strong anti-incumbency sentiment, most Congress leaders were not keen on contesting the election but Congress caught rival SAD-BJP alliance unawares by convincing Amarinder Singh to fight from Amritsar, Jakhar from Ferozepur and Ambika Soni from Anandpur Sahib.

Other party leaders, however, added that the decision to bring in a reluctant Amarinder Singh, Congress Legislative Party leader Sunil Jakhar and former minister Ambika Soni into the fray was pushed by Sonia, but Priyanka was part of the team.

Abohar, April 16: A youth committed suicide having frustrated on account of being failure in love affairs before murdering his mother and sister by giving a poisonous substance. All the three died and all the three dead bodies were kept in government hospital mortuary for post-mortem.
While talking to Dr.Naresh Khanna, a medical specialist, he said, failed love affairs are the biggest cause of suicides. Most people who commit suicide don’t want to die; they just want to stop hurting. In fact, suicide is a desperate attempt to escape suffering that has become unbearable. But it is definitely a cowardly act and one should try to face with the circumstances.
As per the sources, a suicide note was recovered from the room of the deceased Vishal Maheshwari son of late Shiv Kumar was living with his mother Usha and sister Binny near B.L.Vedic School backside. In the suicidal note, Vishal has mentioned that he was in love with a girl and he could not control himself after her marriage. On account of being failure in the love affair, he decided to end his life and he himself is committing suicide after giving the poisonous substance to his mother and sister.
According to Ramesh Sethi, a close relative of the family informed Ram Singh that Vishal was an intelligent boy and working as Senior Salesman with Pesticides Sales firm.
The police after taking into possession all the three dead bodies have kept in the government hospital for post-mortem and further action will be taken after the investigation.

Speaking on the issue of pension for older women not being delivered, he
said ‘Bajwa has done nothing to resolve this issue. He has not empowered
our mothers and sisters.’ ‘Bajwa would have known these issues had he been

He said Gujarat was a laggard state as compared to the national average on such indices.
The PPCC chief who seeking re-election from Gurdaspur said the Congress Vice-President, Mr. Rahul Gandhi, had rightly punctured the Gujarat model by referring to the fact that Mr. Modi had only been trying to appease some select industrialists in the state by offering them land for peanuts. He said now this crony capital was funding the campaign of the Bharatiya Janata party at the national level. He said the BJP in general and Mr. Modi in particular must explain the source of money for heavy advertising in the media.
He said Punjab at one time had been the most developed state but it had lagged behind in the wake of lack of vision of Chief Minister Parkash Singh Badal and his Deputy Chief Minister son. “ Sukhbir Badal has now himself conceded that it is the Gujarat model which is panacea for all the ills of the country. Here is a model which has not been given any rating by the experts”, he added.
He said The Akali Dal was trying to create a hype in the name of Mr. Modi
as this government had failed to come up to the expectations of the people
and implement the promises made in the manifesto due to the financial
crisis in which the Badal government had landed the state in. even such
like the doubling of old age pensions had not been kept. Not only that,
the beneficiaries were not getting such pensions on time and the state
government was faltering time and again.
He said Sukhbir Badal should tell the people as to why Mr. Modi ignored
the three main issues raised by Mr. Badal at the Jagraon rally. He said Mr.
Modi and the BJP manifesto were talking of inter-linking of rivers to which
the Akali Dal was opposed. Similar was the situation in case of uniform
civil code as the Akali Dal had been demanding a separate personnel law for the Sikhs.
He said the BJP candidate from Gurdaspur, Vinod Khanna, must explain
his position on the issue of uniform civil code being advocated by his
party and the inter-linking of rivers. He said the people of Punjab had a
right to know his position on these issues which were considered to be
very sensitive in this state.

The Home primarily houses mentally disabled persons, senior citizens and those left by their children. At the time of incident, there were about 150 inmates in the 10 make shift tents. Most of them were rescued but a few of them were still missing as it was suspected that they would have ran away after the incident.
The Commission has observed that the contents of the press report, if true, amount to serious violation of human rights of the victims. It has issued notices to the Chief Secretary, Government of NCT (National Capital Territory) of Delhi and Delhi Police Commissioner calling for a detailed report in the matter within four weeks.

While this may gladden some hawkish hearts here, it's also quite true that India simply does not get the biggest bang for its buck despite being the only country that shares two long, unresolved borders with nuclear-armed neighbours, with whom it has fought wars in the past.
But first the data released by Stockholm International Peace Research Institute (SIPRI) on Monday. As per the noted think-tank, the world military expenditure fell to $1.75 trillion in 2013 — a dip of 1.9% in real terms from 2012 — due to cutbacks by the US and other western countries.
The fall in military expenditure by the US, by far the largest spender with $640 billion in 2013, can be traced to the end of the Iraq war, launch of the Afghanistan drawdown and planned budgetary cuts. Austerity measures amid a slowdown have hit defence spending in western and central European nations.
China, Russia and Saudi Arabia, the next three on the list, substantially hiked their military budgets in 2013. Saudi Arabia, with an eye on Shia-led Iran but also as a hedge against an internal Arab Spring-like uprising, has jumped over UK, Japan and France to take fourth position.
"The increase in military spending in emerging and developing countries continues unabated. While in some cases, it's the natural result of economic growth or a response to genuine security needs. In other cases, it represents a squandering of natural resource revenues, the dominance of autocratic regimes, or emerging regional arms races," said Sam Perlo-Freeman of SIPRI.
India, of course, cannot afford to lower its guard against both China and Pakistan. Military experts here, in fact, have long demanded the country spend 3% of its GDP on defence, instead of letting it wallow around 1.8% like it currently does.
There are other problems as well. India has the world's second-largest standing army with 1.18 million soldiers, and a navy and air force in the top five, but its armed forces suffer from a poor teeth-to-tail ratio with "fighting elements" being outstripped by "support" ones.
The ongoing raising of the new mountain strike corps against China will add another 90,000 soldiers to the fold. The annual defence budget already hovers around 60:40 in favour of revenue expenditure (day-to-day running costs, salaries) as compared to the capital (modernization, acquisition of new weapon systems) one.
Moreover, the miserable failure to build a strong domestic defence-industrial base has meant that India remains the world's largest arms importer, with 65% of its military hardware and software being sourced from abroad.
"Most acquisitions are done in a muddled manner, with no long-term strategic plan to systematically build military capabilities with proper inter-Service prioritization. The long delays in decision-making lead to huge cost escalations in virtually every project," said a senior official.
As if all this was not enough, recurring arms scandals derail crucial projects time and again. Consequently, India might be spending a lot but its armed forces continue to grapple with big operational gaps ranging from howitzers, night-vision devices and air defence weapons to fighters, helicopters and submarines.

Elaborating his charge of 'toffee model' development by Modi, Rahul said the Gujarat chief minister had given away 45,000 acres belonging to poor farmers and the size of Bihar's Purnea district to a single person (Adani) at a rate of Re one per sq metre 'which is equivalent to the price of a toffee'.
Modi gave away the entire stretch of land at a paltry sum of Rs 300 crore, Rahul claimed adding prized land equivalent to the size of Mumbai and near the coast was given away to the same person for only Rs 30 crore.

Modi had also provided Rs 10,000 crore loan to Tata Motors for its Nano car project at 0.1 percent interest, while the common man get loan from banks at 12 percent interest, he said.

In a statement here, the SAD president said Punjab needed development and Shri Narindra Modi was the only person who could provide the same. "Punjab has suffered at the hands of the Congress led UPA government for ten years. Now is the time to vote for development as Modi Sahab stands for development of Punjab as well as that of the country".

Mr Badal said the Punjab Congress also needed to be taught a lesson. "Punjab Congress leaders came in the way of development in Punjab". While naming Punjab Congress president Partap Bajwa, he said the Congress leader was in the habit of approaching the party high command to stop any welfare activity being conducted in the State. "Bajwa did this for the sole intention of ensuring that the SAD did not get benefit for the same. We need to reject leaders who are so petty in their thinking", he said adding Punjab was set to move into the next trajectory of development due to the combination of chief minister Parkash Singh Badal and NDA prime ministerial candidate Narindra Modi.

The SAD President said both Mr Modi, who had spent nearly five years in Punjab as an office bearer of the BJP, and Mr Parkash Singh Badal had a clear vision for Punjab. "Coupled with this is the fact that they will be helped by the acumen of BJP Amritsar candidate Arun Jaitely who had a plan for developing the entire border belt". He said this unique combination would see a flood of resources streaming into Punjab post May after the declaration of the election results.

He said in stark contrast to this pro development team was the Congress team of Partap Singh Bajwa and Capt Amarinder Singh which was more interested in fighting amongst itself rather than detailing any vision for the State. "Both Partap Bajwa and Capt Singh are busy in undermining each other with the sole aim of ensuring each other's defeat"
The akali leader said this defeatist attitude had sunk into the Congress cadre and it had started leaving the party in droves. The Congress cadre is disgusted with the attitude of its top leadership which is no longer connected with the people and has nothing constructive to state and is relying on negative propaganda only. "Be prepared for more desertions in the coming days", he said adding there was a groundswell of anger against the Congress leadership amongst the Congress rank and file".

Badal was interacting with media while campaigning for Prof. Prem Singh Chandumajra. He said that whole nation was facing the scarcity of sand and gravel as congress led UPA intentional put the sand mining in legal complications. He said that wrong EIA notification made it difficult for a common person to build his home besides causing collapse of the construction industry in the country.”UPA government has amended many misdeeds in the last days of its rule to camouflage the loot it has done during a decade long rule. The congress high command made many laws to leave the natural resources at the mercy of private players and shared the booty”, he added.
Lambasting at Punjab Congress for trying to mislead the people of state on this issue, Mr. Badal said that the leaders of Punjab congress should apologies to the people of state as they opted to misguided them by issuing politically motivated statements and never dared to raise their voice against the policy of their party led UPA government. He said that it was only Shiromani Akali Dal which had time and again raised the issue of this faulty notification. He said that the Congress had no agenda to put forth before the electorate so it was indulging in politics of misleading people. “Now, Punjab Congress cannot make fool of the people as amendment made by UPA in its last days has made it clear to all that it was centre government and not the state government which was responsible for the crunch of sand and gravel in the country”, said Mr. Badal.
Akali President further added that the single point agenda of the Congress was to loot the country and its resources. He said that UPA regime has ruined the country and its ministers had heavily indulged in corrupt practices. He promised that once elected to power NDA would immediately roll back all those policies and decisions of Congress led UPA government, which were designed to loot the natural resources of the country besides creating heavy inflation. Describing congress candidates including Capt. Amrinder Singh and Mrs. Ambika Soni as no match to SAD-BJP candidates, Mr. Badal reiterated that combine was all set to register record victories on all the 13 seats.
Earlier addressing a rally, Mr. Badal appealed the voters of the Anandpur Sahib constituency to vote for Prof. Prem Singh Chandumajra. He said that economics scholar Prof. Chandumajra would effectively raise the issues of the area in the parliament besides getting required grants and projects for the area from the NDA government as he has strong ties with the senior leadership of BJP too. He said that casting a vote for Congress candidate would not make any difference as party was already on the verge of extinction. He said that Congress vice president Mr. Rahul Gandhi would soon issue an advertisement regarding the schedule of performing last rites of the party. He appealed the electorate to defeat the corruption-laden Congress to save the country.
Prof. Prem Singh Chandumajra also opened frontal attack on his opponents while addressing the rally. He said that Mr. Ravneet Singh Bittu had run away from the constituency after witnessing the strong anti congress wave in the constituency and now Mrs. Ambika Soni was forced to face the ire of the people. He said that people of the area would never forgot that it was Mrs. Ambika Soni who pressurized the Gandhi family to stop Prime Minister Dr. Manmohan Singh from visiting Sri Anandpur Sahib when he was invited by Chief Minister Mr. Parkash Singh Badal on inauguration ceremony of Virasat-e-Khalsa. He said that Mrs. Soni could not spell even a single project she has brought in the area being minister at centre. He promised that once elected as MP, he would left any stone unturned to ensure the overall development of the area.
Prominent amongst others Baba Harnam Singh Dhuma, Chief Damdami Taksal, Jath. Jasbir Singh Rode, Dr. Daljit Singh Cheema, Mr. Ujagar Singh Wadali and Mrs. Satwant kaur were also present on this occasion.

Chandigarh, April 16: The Punjab CEO Mr. VK Singh today launched a unique android application “ivote” designed with an aim to provide complete voting solutions in mobile. “ivote” a user friendly application, which could be downloaded from ‘google play store’ would provide various election related utility features like searching EPIC details, finding directions to the one’s polling booth, information about affidavits submitted by contesting candidates, a comprehensive model code of conduct for ready reference and an easy complaint submission mechanism.
Interacting with media persons, Mr. Singh pointed out that before launching it a full bench of ECI had approved after having its detailed presentation. He said that keeping in view the rapid increase in mobile internet users, it becomes imperative to take such techno friendly initiative for the electors especially for encouraging young/first time voters. He said that this application has been developed under the SVEEP programme and with the concerted efforts of two young IAS officers Ms. Sonali Giri, ADC (D), Bathinda and Mr. Vipul Ujjwal, Municipal Commissioner, Bathinda. Giving a presentation about the functioning of the app, Ms. Giri said after downloading this app, one has to enter his EPIC number for getting details regarding Voter slip, map to booth, candidate affidavit, MCC and complaints and it could be easily run on a 2G mobile internet connection. She said that experts were working on developing it more to make it compatible for ios, java and windows besides sending daily reminders to electors regarding polling day and further trends on the day of counting.
Mr. B. Purushartha, Additional CEO, while complimenting media for publicizing initiatives taken under SVEEP programme announced that Punjab became the first state in country to touch EPIC ratio at par with Census ratio as till date 1,95,26,796 total voters have got this in comparison of 1,95,60,688 projected eligible voters on the basis of census 2011. He said that the next target was to ensure at least 10 percent increase in voting against the 70 percent in General elections to Lok Sabha-2009. He pointed out that 9 lac new voters have been enrolled since imposition of MCC on March 5.
He further revealed that till date narcotic drugs including liquor Rs.694 crore have been recovered in the state after MCC and majority of it includes huge haul of heroin at Indo-Pak border. He said that Poppy husk ( 14823 Kg ), Opiun (76.2 Kg), Heroin (136 Kg), Ganja (47 Kg), Illicit liquor (2,15,569 Ltrs), Country liquor (2,73,480 bottles) and Lahan (51,623 kg) has been recovered. Besides this, 2309 FIRs have also been registered.
Mr. Raminder Singh and Mr. Supreet Singh Gulati, both Additional CEOs, Mr. Amit Talwar, Joint CEO were also present on the occasion.

respected sir, i was on your neighbor seat yesterday instead of 6 Ps, m also agree with yor point of advertisement and pornography which pollute young minds. but i also want to share you that in each and every article related to women issues the first line is "women is half of the world population" but only .5 to 1 per cent of glamour dolls pretend to show the image of women and people are ready to accept. it is the issue of deterioration of dignity of women in the society. there is a ad on whisky in which by each and every sip of whisly the top of women started disappear and the slogan is "kujh bhi ho skta hai" . similarly movies like grand masti which passed by censor are also create danger in the society related to cultural and value terams. there is need to finish gender gap in the society,. boys and girls look each other as alliens as they do not understand opposite sex and so they attracted. from the begining in the school, there create rows of boys and girls seprately. if we do not understand opposite sex we will not respect them, there is need to reduce this .
