Ferozepur, August 28: The agitation by Bus Adda Bachao Sangharsh Committee has entered 451st day started to restore the movement of buses from Ferozepur City Bus Terminal.

It may be mentioned that despite getting directions from the High Court, the district administration could not ensure the termination of all buses at Ferozepur City Bus Terminal. The district administration to honour the orders of the court has issued the formal order directing all the bus operators to end their journeys at Ferozepur City Bus Terminal but they are not being adhered to. The Ferozepur City Bus Stand gives a deserted look as most of the buses terminate their journey at Ferozepur Cantt or have got their permits changed with termination point as Ferozepur City instead of Cantt.

The Committee members said, few days back, in a meeting with the DC, it was decided that the time table for all the buses may be displayed by the General Manager Punjab Roadways at Ferozepur City Bus Stand and atleast Punjab Roadways buses must start in time and terminate their journey here but GM is not doing and unscheduled buse move from the bust stand.

Committee members Om Parkash, Malkit Singh Pandhi and others expressed their resentment that the bus operators are charging the fare from the passengers for Ferozepur City Bus Stand but they forcibly terminate their journey at Ferozepur Cantt.

The Committee members, giving a warning to the General Manager said, in case 131 time of Punjab Roadway as per time table do not ply from Ferozepur City Bus Terminal by proper parking at the counter, within a week’s time, the Sangharsh Committee will be compelled to take stern decision for which the responsibility will be that of the government.

Chandigarh, August 28: The Punjab government has asked the Government of India (GoI) to fix the Minimum Support Price (MSP) of various crops for Rabi marketing season 2015-16 at the levels suggested by it.
Showing deep concern over the report of Commission for Agriculture Costs & Prices (CACP) on the price policy for Rabi crops during the marketing season 2015-16 forwarded to the state government to elicit its comments, the Punjab Chief Minister Mr. Parkash Singh Badal said that the MSP of crops recommended by CACP in view of bulging centre pool stock and double digit inflation was far lower than the Prices suggested by the state and does not even cover the cost of cultivation of crops. Seeking hike in the MSP of the Wheat from Rs.1450 as recommended by CACP to Rs.1900 per quintal in 2015-16, Mr. Badal also sought an upward revision in the MSP of Barley from Rs.1150 to Rs.1517 per quintal. Likewise, he demanded the MSP of Gram to be hiked from Rs.3175 to Rs.3627 per quintal and that of Rapeseed and Mustard from Rs. 3100 to Rs.3484 per quintal.
The Chief Minister further said that it appeared unfair to penalise the farmers in terms of a lower increase in MSP due to a situation caused by improper management of food economy. Mr. Badal cited even the National Farmers' Commission had recommended a margin of 50% over and above the cost of cultivation to make the MSP remunerative whereas CACP a marginal increase of only 3.6% in the MSP of wheat, which was the major Rabi crop of the state and occupied about 85% of the cultivated area during the Rabi season.
Pleading the case for remunerative MSP for the Rabi crops as suggested by the state government, the Chief Minister further pointed out that the cost of agriculture inputs like fertilisers, seeds and labour have increased significantly, which has led to a considerable increase in the cost of production. Likewise, he said that the cost of diesel, which was a primary source of energy for all the mechanised farming operations, has been increasing regularly due to de-regularisation of its prices. The cost of irrigation was also continuously showing upward revision due to lowering of water table and thereby increased investment in deepening of tube wells and replacement of prime movers. The prevailing drought like situation during the monsoon season has further aggravated the situation.
The Chief Minister further mentioned that CACP has made its recommendations keeping in view the interest of producers, consumers and its effect on other sectors of economy but it was a high time to look into other aspects as well viz. viability of farming, adequacy of farm income and investments required for modernization of farming and agriculture infra structure. He opined that MSP should also include not only paid-out cost and imputed cost but also the marketing cost and value for managerial inputs of the farmer due to which he managed his farms through the expertise and skills inherited through generations.
The Chief Minister has deputed the state Chief Secretary Mr. Sarvesh Kaushal to pursue the entire matter with the Secretary Agriculture, GoI Mr. Ashish Bahuguna to impress upon the Centre for seeking upward revision in the MSP of Rabi crops recommended by the CACP in consonance with the prices sought by the state government. ....

Chandigarh, August 28: Over 150 students attended a Max Super Speciality Hospital (MSSH), Mohali health talk on ‘Risk factors for infertility in young women’ at PG Government College for Girls, Sector 42 today. Addressing students, Dr Seema Sharma, Sr Consultant, Obstetrics & Gynaecology at MSSH, Mohali apprised the students about the factors that might put young women at higher risk of infertility. She said that with increasing age, the quality and quantity of a woman's eggs would begin to decline. In the mid 30s, the rate of follicle loss accelerated, resulting in fewer and poorer quality eggs, making conception more challenging and increasing the risk of miscarriage.

Talking about lifestyle factors and smoking ill facts, Dr Seema said that besides damaging the cervix and fallopian tubes, smoking increases risk of miscarriage and ectopic pregnancy. Smoking also aged the ovaries and depletes the eggs prematurely, reducing one’s ability to get pregnant. So one should stop smoking before beginning fertility treatment, remarked Dr Seema.

She said further , keeping weight in control and avoiding alcohol could go a long way in reducing the risk factors for infertility. If you were overweight or significantly underweight, it might hinder normal ovulation. Getting to a healthy body mass index (BMI) has been shown to increase the frequency of ovulation and likelihood of pregnancy. Heavy drinking was associated with an increased risk of ovulation disorders and endometriosis.”

Talking about how sexual transmitted infections such as chlamydia and gonorrhea could cause fallopian tube damage, Dr Seema reiterated that having unprotected intercourse with multiple partners increased chances of contracting a sexually transmitted disease (STD) that might cause fertility problems later. It was best to abstain from unprotected sex, she asserted.

Ferozepur, August 28 : The Drugs De-addiction & Rehabilitation Centre opened at Ferozepur by converting the Baghban – Old Age Home – is giving a deserted look as no drug addict has so far been admitted in this campus in the absence of doctor, counselor, nursing staff and proper infrastructure.
It may be mentioned here that the 5-6 inmates of Baghban were shifted in the old building of Home for the Blind overnight in view of the visit of Chief Minister, Parkash Singh Badal to Drugs De-addiction and Rehabilitation Centre on July 6, 2014. The foundation stone of Baghban was laid down on May 08, 2010, by the then Deputy Commissioner K.K.Yadav and formally inaugurated by Parkash Singh Badal, Chief Minister on November 12, 2011.
In fact, the drugs was the hot news during the last Parliament elections in the state and the Akali-BJP government after coming in power, had announced the setting up of these Centres formally, with an aim to eradicate the drug menace from the Punjab within a period between one or two years.
The Center was opened about 50 days back, only 2 persons were sent to this center but they had left after few days in the absence of any facility available in the name of de-addiction and rehabilitation centre as being claimed by the Punjab Government.
As per the sources, the process for recruitment of staff has been initiated by the District Drug De-addiction & Rehabilitation Society, Ferozepur with Deputy Commissioner as its Chairperson.
At present, 8-9 persons are admitted in the Drug De-addiction Centre in the Civil Hospital and are under treatment of Dr.Archna Mittal and Counselor Dr.Parmeshwar Singh.
According to another sources, the funds to the tune of Rs.5 lakhs funds have been made available to the Society to run the affairs of the Center which are too meager to meet the administrative expenses, what to say of providing of food, medicines etc.?
Local NGO, Inder Singh Gogia said, the converting the Old Age Home – Baghban – has hurt the sentiments of the donors. The Center could have been set-up in some other buildings vacated by various departments on shifting to District Administrative Complex. It would have been more appropriate if the drug-addicts are accommodated in some ward of Civil Hospital where sufficient accommodation is available instead of dislocating the Old Age Home inmates. However, the decision of the government to open drug de-addiction and rehabilitation centers in the state is a wise step but its run-plan should have been prepared well in advance and in the absence of any facility, no drug-addiction would like to join the Center.
Before establishing such Centers, all basic infrastructure and staff may be arranged well in advance, so that people could have confidence in the important programmes of the government to save the youths community ruining in the drugs, known as the sixth river of Punjab, he added.

It is highly unfortunate that the leaders who are responsible for killing of hundreds of innocent citizens get high security, palatial bungalows, and cars from the state exchequer.

For the past 30 years, the leaders who are responsible for killing innocent Sikhs in November 1984, have been provided the highest security cover which includes about 30-40 Security Guards and they have also been provided palatial bungalows and number of cars at the expenses of public. People like Jagdish Tytler and Sajjan Kumar have been enjoying this luxury at public expenses since last 30 years. The leaders like H.K.L. Bhagat and Dharam Das Shastri, who have now died, also enjoyed this luxury throughout their lives. Not only these, large number of other persons are provided security. Balwan Khokhar who is now convicted for murder was also provided the security cover. Another accused Mahender Yadav who is convicted for instigating riots is till today enjoying the security cover as he is on bail. Similarly, numbers of other accused persons have also been provided the security, he added.

During these 30 years, from 1984 till now, if the expense incurred on providing Security Personnel, bungalows, cars and other facilities to these accused persons is calculated, unfortunately, it will probably be more than the compensation given to the victims of the riots, he quipped.

Sajjan Kumar has been provided approximately 40 Security Guards, Government bungalow and Government cars. He had gone underground when the warrants were issued against him by the court in 2010. Even during the period when he was underground and making mockery of the system, he continued to enjoy this luxury at public expenses, said he.

This was done by successive Congress Governments and now even the present Government has started doing this for the accused of U.P riots. I earnestly request you to take immediate steps to not to spend any public money on these accused persons. Rather, spend the same money for the benefit of the victims. The luxurious facilities of 30-40 security Guards, lavish bungalows and numbers of cars given to Jagdish Tytler, Sajjan Kumar and other riots accused should be withdrawn immediately and the same money should be provided for education and employment of thousands of victims, Phoolka concluded his letter.....

Ludhiana, August 28: Punjab Chief Minister . Parkash Singh Badal today called upon the bankers to liberally sanction loans at low rates of interest to the poor and economically depressed sections of the society to ensure their financial autonomy.
Addressing the beneficiaries, after launching the “Prime Minister’s Jan Dhan Yojna” here at Guru Nanak Dev Bhawan, the Chief Minister said that bankers could play a pro-active role in bringing down the existing exorbitant rates of interest on the loans advanced to the poor and underprivileged strata of the society. He underscored the need to provide these loans at nominal rates which would not only ensure the financial empowerment of the poor but also guarantee the recovery of these loans. . Badal said that the very intent and purpose behind the concept of nationalization of banking sector could only be served meaningfully provided majority of economically deprived sections of society were propelled towards financial inclusion.
Hailing the scheme which was the brain child of the Prime Minister . Narendra Modi to ameliorate the lot of poor and disadvantaged sections, the Chief Minister said that it would certainly prove to be a milestone in transforming their destiny, which were till now leading a life in penury. He announced that Punjab, which was the frontrunner state, would also lead the nation in accomplishing the target of opening saving accounts under the scheme much before the national deadline of January 26, 2015.
The Chief Minister, while highly appreciating the firm commitment and dedication of . Modi, said that this scheme would surely act as a catalyst to encompass the majority of country’s populace within the ambit of banking fold. Giving sole credit to Prime Minister for this historic decision, he said that it was unprecedented in the history of Indian polity that a pro-poor initiative of such vast magnitude had been swiftly implemented with strong political will and determination. . Badal further said that this was evident from the fact that the scheme was formally announced by the Prime Minister during his address on Independence Day from the ramparts of Red Fort and today exactly after 13 days it has been launched across the country in true letter and spirit.
On the occasion the Chief Minister also handed over the banking kits to 50 beneficiaries as a token scheme’s launch.
Earlier, the Executive Director of SLBC Convener Bank . Gauri Shankar welcomed the Chief Minister and gave a brief account of the scheme.
Later talking to the media persons, the Chief Minister said that there was no tainted leader in the Punjab Cabinet adding that it was sole prerogative of Prime Minister . Narendra Modi to take any appropriate action against such Ministers, if any, as per the verdict of apex court.
Asked to comment on the statement of Congress General Secretary . Janardhan Diwedi advising the political leaders above 70 years to denounce active politics, the Chief Minister said that . Diwedi’s ‘sermon’ was no more a judgement of Supreme Court and binding on them.
The Chief Minister declined to comment on the breaking of alliance between HJC and BJP in Haryana assembly elections terming it as their own issue. Referring to any initiative on his part for forging alliance between BJP and INLD in Haryana, he said that it was the internal matter of both the parties to have alliance or abstain from it.
The Chief Minister, while terming the induction of SAD leader and former DGP . PS Gill in BJP as unfortunate, said that both the SAD and BJP should refrain from poaching the leaders of each others party, as it was violation of coalition Dharma.
The Chief Minister was accompanied by Cabinet Minister . Parminder Singh Dhindsa, his Advisor . Mahesh Inder Singh Grewal, MLA . Manpreet Singh Aiyaali, his Principal Secretary . SK Sandhu, Special Secretary Expenditure Ms. Guneet Tej and Deputy Commissioner . Rajat Aggarwal. ....

Keeping body in freezer for eight months a big hoax: HC

Chandigarh, August 28 (Courtesy: HT) : Terming the act of keeping the body of Ashutosh Maharaj, spiritual head of a Nurmahal-based dera, in a deep freezer for over eight months after he was declared clinically dead as a ‘big hoax’, the Punjab and Haryana high court has remarked that such ‘outlandish things’ bring ‘shame and disrespect’ to the nation.
Hearing the case, justice K Kannan said on Wednesday, “The body is being disrespected and the state is becoming party to it and bringing shame to the nation…There is nothing spiritual in it…You must carry out inquest and take the case to the next stage. There is some procedure to be followed when allegations of mysterious death are there.”
The court was hearing the petition filed by Divya Jyoti Jagriti Sansthan spiritual head’s son Dalip Kumar Jha seeking his father’s mortal remains and inquiry into the cause of the ‘mysterious death’.
On January 29, the sansthan doctors had declared Maharaj clinically dead after which the sansthan management had kept the body in a deep freezer, saying the spiritual head had gone into samadhi (deep meditation).
The state government had taken the stand before the court to maintain status quo about keeping the body of the spiritual head in the deep freezer as per the wishes of his followers saying the state did not want to play with the sentiments of his followers and wanted to avoid any law-and-order problem.
Justice Kannan expressed that it was amusing to observe that the “body is being retained without burial on specious grounds that he (spiritual leader) is in samadhi” and “you (state government) are giving a dimension to it that cannot be given”.
Refusing the state government’s request to give an extended date for the next hearing in the case, justice Kannan said, “It is a matter of urgency so that the things are not allowed to drift as has been done till now.” While fixing the case for September 2 and accepting the sansthan’s request to allow it to file the reply, the judge made it clear that no request for adjournment would be accepted after that date.
However, the state government, in its reply submitted to the court on Wednesday, reiterated its stand of maintaining the status quo and said that a petition filed by spiritual head’s ex-driver Puran Singh raising similar issues was already pending for hearing before the other bench of the high court.
It was also informed that in the past the high court had dismissed some petitions on the similar issue, one of them filed by Ludhiana-based tailor Gurmail Singh, who wanted to know how the spiritual head had gone into samadhi.....

In separate letters to both the Union Ministers, Badal apprised them that this ambitious project, which would play a pivotal role in saving the border districts of state from the scourge of floods, was approved by Government of India (GoI) in June 2006 at a cost of Rs.111.39 crores. However, Badal said that due to some objections raised by the Army authorities regarding design of bridges in border area the work was halted thereby resulting in the delay in its execution.

Chandigarh, August 28: The Punjab Congress President, Partap Singh Bajwa, today questioned the Deputy Chief Minister, Sukhbir Singh Badal, on the outcome of the much-hyped investment summits asserting the exercise had failed to facilitate any investment in the state.

He said the RTI reply received by Dr Jasdeepak Singh who heads the RTI cell of the PPCC, had made it clear that the Punjab Investors Summit of December, 2013 and the Agriculture Summit held in February, 2014 had proved to be big hoax as no MOU had finally materialised. Ironically, the boards of investment summit still dot Mohali, the venue. This state of affairs was shocking as Mr Badal had been projecting the industrial summit as his big achievement. He exploited the platform to project himself rather than being sincere about bringing investment in the state.

He rapped the Deputy Chief Minister for playing with the sentiments of the people by raising false hopes of investment leading to employment opportunities for political purposes. He described it was extreme example of politics of opportunism.

He said as per the reply received from the department concerned, a total of 138 MOUs were signed out of which only ten related to the agriculture summit. The state investment bureau had failed to provide the status report of any of these ten MOUs. Of these 138 MOUs, the present status of only 48 MOUs had been provided and that too was shrouded in ambiguity. Nothing was known about the fate of the remaining 90 MOUs.

Mr Bajwa pointed out that even out of these 48 MOUs, the status reported in case of 22 MOUs was “in communication with bureau” and in case of 20 others, it had been stated as “case in process with bureau”. In case of real estate company Omaxe which had proposed Rs 5350 crore investment in the housing sector, the status mentioned was “case received at bureau and closed”. Similar was the case with Agri and Food Processing Company which had shown interest in investing Rs. 50 crore. Yet in another case, the status reported was “case received at bureau and withdrawn” and this amount was just Rs 30 crore. The government had allotted kland in case of just two companies.

He slammed Mr Sukhbir Badal for wasting Rs. 4 crore of the public money on organising the investment summit which did not include expenditure on publicity. The money had just gone down the drain. As per the RTI reply from the state public relations department, the expenditure incurred on the investment summit amounted to Rs. 34 lakh.

The PPCC chief referred to the proposed PRT system in Amritsar which had been stalled as the bidder had backed out. Similarly, Ludhiana Metro project had been shelved. He said the Deputy Chief Minister had created a big hype about these projects. He challenged the Deputy Chief Minister to name even a single project which had taken off during the SAD-BJP regime.

Chandigarh, August 28 : Punjab Chief Minister Parkash Singh Badal today welcomed the center's move to allow States to directly market their own products and services to other countries and hence become ambassadors of their products.
The move marks the fulfillment of a long standing demand raised by the Punjab Chief Minister at various fora to decentralize export process. Disclosing this here today a spokesperson of the Chief Minister's office said that Badal had always advocated the direct trading system between a state and countries of its choice.
Commending the proposal, which was presently with the Ministry of External Affairs for granting permission to the states for opening Trade Desks with other country, Mr. Badal said that an era of new trade regime would begin with this decision. He also urged the Centre to expedite the process in this regard so that the states would be immensely benefitted.
It may be recalled that the center has asked Indian embassies across the world to provide space to states to show their trade and commerce potential and facilitate exports. The biggest beneficiary f this proposal would the Punjab farmers whose produce and its value added products would find new markets all across the world, thus bringing remunerative prices for the producers. The SAD BJP government had been urging the previous UPA government also to introduce direct trading system between states and foreign countries for encouraging economic growth of the Country, but issue had never been seriously take-up by that government.....
