New Delhi, August 27: Sending a note of advice and strong message to Prime Minister and Chief Minister’s that people against whom criminal and corruption charges have been framed be not inducted as ministers, the Supreme Court today said Prime Minister and Chief Ministers should desist from making such appointments and act in "national interest".
Media reports that a five-judge Constitution bench headed by Chief Justice R M Lodha, however, stopped short of prescribing disqualification for such people from becoming ministers, leaving it to the wisdom of the PM and CMs not to recommend such names to the President and Governor.
Observing that it cannot add disqualification in article 75 (1) (appointment of PM and Council of Ministers), the bench, however, said that the PM and CMs should not consider people with criminal antecedents and against whom charges have been framed in serious offences, including corruption, for appointment as ministers.

It further said that the Constitution reposes immense trust in the PM and CMs and they are expected to act with constitutional responsibility and morality.
It said that the PM has been regarded repository of constitutional trust and he should act in national interest.
"We are saying nothing more, nothing less and it is left on the wisdom of the PM to decide," the bench said, adding this is also applicable to CMs.
PM and CMs will be well advised not to include such people in their ministry, it said. The bench passed the order on a PIL seeking its direction restraining the Centre and State governments from appointing people with criminal background as ministers.
The bench also comprising justices Dipak Misra, Madan B Lokur, Kurian Joseph and S A Bobde passed unanimous verdict in the matter with two judges giving separate opinions.....

New Delhi, August 27: The Prime Minister's Office on Wednesday rubbished media reports about "alleged misconduct" of Home Minister Rajnath Singh's son Pankaj Singh, dubbing these as "plain lies, motivated and malicious attempt" to tarnish the image of the government.

"The reports are plain lies, motivated and constitute a malicious attempt at character assassination and tarnishing the image of the Government," it said.
The statement came in the wake of a media report that Rajnath Singh was unhappy over rumours being spread by "a ministerial colleague" and "party rival" about his son being pulled up by Prime Minister Narendra Modi over some alleged misconduct.

"Those indulging in such rumour-mongering are damaging the interest of the nation. These reports are strongly denied," the PMO said.

New Delhi, August 27: Prime Minister Narendra Modi has constituted a Committee to carry out a review to identify obsolete laws.
Media reports that the Committee will be headed by R. Ramanujam, Secretary in PMO while V.K. Bhasin, former Secretary, Legislative Department, will be its other member.
An official release said that will examine all Acts recommended to be repealed by the Committee on Review of Administrative Laws, which had been appointed by the previous NDA government in 1998.
It will also examine Acts and Rules which may have become obsolete within the last ten to fifteen years.

The Committee has been asked to submit its report within three months, so that a comprehensive Bill can be introduced in the Winter Session of Parliament, based on its recommendations.

The Prime Minister has expressed concern that out of the 1382 Acts recommended for repeal only 415 have been repealed so far.

He has called for a focused and result-oriented exercise to systematically weed out archaic laws and rules.....

Chandigarh, August 27 (Courtesy :HT): The Haryana Sikh Gurdwara Management Committee (HSGMC, ad hoc) on Tuesday passed a resolution to support the Congress in the upcoming assembly polls, without making any demand for the allotment of seats to its members.
After the emergency meeting of the executive body, held at Dera Baba Charan Singh Kar Sewa here in the afternoon, HSGMC senior vice-president Didar Singh Nalwi said the prevalent political situation had driven the religious body to take a decision in this regard.
“Except the Congress, which had formed the HSGMC, leaders of various major political parties have raised their voice against the panel. The Indian National Lok Dal (INLD), which has a political tie-up with Punjab’s ruling Shiromani Akali Dal (SAD), has gone to the extent of saying that it would dissolve the HSGMC, if voted to power. The Bharatiya Janata Party (BJP) leadership also has a similar stand as it has an alliance with the Akalis in Punjab and the INLD is its old political ally,” said Nalwi.

He added that they had decided to support the Congress to ensure the survival of the HSGMC, which was formed to meet a long-pending demand of Haryana Sikhs to have an independent body to manage gurdwaras of the state.

Nalwi said the HSGMC would make all-out efforts to ensure the victory of Congress candidates from 30-odd assembly seats dominated by Sikhs.

“It is vital to support the Congress and ensure its victory so as to keep at bay political parties opposing the HSGMC’s formation on flimsy grounds,” he said.

At the emergency meeting, which was attended by 29 of the 41 members, HSGMC president Jagdish Singh Jhinda was authorised to pursue a legal battle in the Punjab and Haryana high court, where a resident of Fatehgarh Sahib (Punjab) had challenged the HSGMC’s formation.

The panel also passed a resolution to condemn the recent arrest of HSGMC’s executive body member Baljit Singh Daduwal.
“The Punjab government is harassing Daduwal since he was instrumental in taking control of a gurdwara at Guhla-Cheeka in Kaithal district from the Shiromani Gurdwara Parbandhak Committee (SGPC),” he said.
The Punjab police are reopening various pending cases against controversial radical Sikh preacher Daduwal, who was arrested by the Faridkot police last week.

Spokesmen appointed

The HSGMC on Tuesday authorised Jhinda, Nalwi and general secretary Joga Singh to make any official statement on behalf of the panel.

The decision was taken a day after an HSGMC executive member from Karnal, Ainder Singh Arora, had demanded that the Congress must give at least 15 seats to Sikh leaders of the panel.

Maintaining distance from Arora’s media statement, Nalwi said the executive body had no such demand and would ensure full support to the Congress for the best interests of the HSGMC.....

Chandigarh, August 27: The Punjab Congress President, Partap Singh Bajwa, today dubbed the victory of the Akali Dal candidate from Talwandi Sabo in the Assembly bye-election as the worst example of the subversion of democratic process through blatant rigging, brazen use of money and muscle power along with the unabashed misuse of the official machinery by the Chief Minister, Parkash Singh Badal and the Deputy Chief Minister and the Shiromani Akali Dal President, Sukhbir Singh Badal. At the same time, he appreciated the valiant fight put up by the Congress workers in the face of this naked throttling of democracy through sheer brute force by the Akali goons.

“Going by the track record of the Akali Dal candidate, Jeet Mohinder Singh Sidhu, a deserter from the Congress, there is nothing to indicate that he has become so popular as to record his victory by a margin of more than 46,000 votes. In the last Lok Sabha election, s Harsiat Kaur Badal, the most powerful member in the Badal family who was seeking re-election, could barely manage a lead of about 11,000 votes. And there is no qualitative change in the situation as the graph of the Akali Dal-BJP alliance has been declining every day”, he said, adding that the credentials of Sidhu had always been questionable in the face of his lack of commitment to any ideology or the party.

He said after the humiliation in the Lok Sabha elections in which s Harsiat Badal could barely manage to scrape through despite her tall claims to have implemented her development agenda, the Badal family had now perfected the art of winning the election by hook or crook by the use of brute force that included money power and unashamed misuse of official machinery. This naked subversion of the democratic process was at display at Talwandi Sabo where the district administration was totally impervious to the concerns of the opposition Congress as the complaints of ruling party excesses were simply ignored by the district administration. The election observer for Talwand Sabo Sunil Chaudhry had switched off his mobile after 3.00 pm when massive rigging and booth capturing were being indulged in by the goons of the ruling party alleged Bajwa. "Now It is a matter of grave concern that the office of the chief electoral officer of Punjab has given a clean chit to all the the Akali/BJP Ministers who are on camera for having stayed on in contravention of it's own instructions to leave the area by 19th August' said Bajwa.

He slammed Badal and his Deputy Chief Minister son for violating all norms prescribed by the Election Commission for the conduct of fair and free polls as all the senior leaders from outside including several ministers camped in the constituency even after the close of the campaigning without any objection from the district administration, despite the fact that complaints had been lodged with the administration in this regard. On the other hand, the administration did not allow any Congress leader to stay put in the area.

He said it was ironic that the Chief Minister was claiming this manufactured and deceptive mandate as a vote for the performance of his government ignoring the very fact that just a few months ago during the Lok Sabha election, this was the only constituency where the angry people had put up boards outside the villages announcing boycott of s Harsiat Badal and she was shown black flags in village after village. That betrayed the ‘real popularity’ of the Badal government and not this manipulated result through undemocratic means, he added.

He asserted the Congress would confront such tactics of the ruling party aggressively in the days to come and the Akali Dal would not be allowed to unleash such reign of terror in future.....

The Meeting was attended by Som Parkash CPS, Sarwan Singh Phillour Former Tourism Minister, Mrs. Raji Srivastva, Secretary Tourism & Cultural Affairs, Navjot Randhawa, Director Tourism & Cultural Affairs, Amit Dhaka, Deputy Commissioner Hoshiarpur, R L Kalsia former IAS and other scholars and intellectuals.
During the meeting the concept paper prepared by the concept committee was deliberated upon. The minister suggested that the comments on the Concept paper may be obtained from the historians and in case no comments are received the concept paper may be placed in the foundation meeting for approval. The matter regarding the acquisition of the land for setting up the Guru Ravidass Memorial was also discussed. The Minister was apprised that 10 acres has been acquired and land measuring 3 acres was available with the Panchayat of the village Khuralgarh, District Hoshiarpur.
Sohan Singh Thandal also suggested that since the Guru Ravidass Memorial would be world class monument so approach roads from three sides may also be strengthened for easy access of the visitors. It was decided in the meeting that after the finalization of the Concept Paper, a meeting under the chairmanship of Chief Minister, Punjab would be arranged for the final approval.....

Chandigarh, August 27: Punjab today achieved a new first by pioneering net-metering policy for installation of solar photovoltaic power plants.

Disclosing this here today, Punjab Revenue and Renewable Energy Minister Bikram Singh Majithia said the net metering policy would be applicable to all domestic, institutional, industrial, institutional and commercial consumers of Punjab State Power Corporation Limited (PSPCL).

He said under the policy, which had been formulated by the Department of New and Renewable Energy and Punjab Energy Development Agency (PEDA), all PSPCL consumers would have an option to install Solar Photovoltaic plants on their rooftop or vacant spaces in the capacity range of 1 KWp to 1000 KWp covering up to 80 per cent of their sanctioned load. He said the power generated from such solar plants would utilize the existing service lines and consumers would be able to offset their power consumption from the grid by producing solar power which would be accounted through bi-directional meters to be installed by PSPCL. The billing settlement period would be one year.

Mr Majithia said the State government had set a target of 100 MW under Net Metering Policy for the next one year which will help the State to meet the peak load demand during the day when solar power generation will be available. He said that both PSPCL and PEDA would jointly implement this scheme and a special publicity campaign would be launched for the consumers as to the procedure, technology and EPC companies which will be providing turnkey solutions for installation of solar power plants in market driven mode.

Mr Majithia said with fast depleting fossil fuel resources and prolonged litigation regarding allotment of coal fields, it had become imperative to promote solar energy as it was a green, clean and renewable energy and this technology was all set to be more viable in the long duration. He said solar roof top plants would serve the dual purpose of taking pressure off the State electricity utility during peak load hours besides reducing power bills of the consumers.

The Non Conventional Energy Minister further informed that 30 percent capital subsidy up to 500 KWp would be made available to the eligible individuals by PEDA depending upon the availability of funds on an year to year basis.

The Minister further said that 30 solar power projects having joint power generation capacity of 250 MW and investment of Rs. 2500 crore would be commissioned by January 2015 and connected with the grid. He said that special emphasis would be given at setting up of de-centralized solar power plants at the institutions and industries. Solar steam cooking plants at Gurdwara Baba Deep Singh Ji Shaheed, Solkhian and at Gurdwara Rara Sahib have already been installed in the state for replacing LPD and fossil fuel. He also informed that new technology for up-gradation of biogas to Bio-CNG plants has been started in the state and these projects would be up-scaled in the subsequent years to save LPG gas and CNG. ....

Chandigarh August 27: Punjab Deputy Chief Minister Sukhbir Singh Badal today directed senior police officers to ensure speedy and timely settlement of grievances highlighted during his Sangat Darshan programmes and said the pendency should not be more than a week.
Stating this here on Wednesday while listening to the grievances of the people during the Sangat Darshan program held at Punjab Bhawan, Deputy Chief Minister said the SAD-BJP government had taken rigorous corrective measures to ensure crime free environment in Punjab and had directed the state police administration to make sure that there should not be any pendency in the cases once brought to his notice. Badal has asked Principal Secretary P.S. Aujla to personally look into pendency of such complaints and submit the status report to him in the next week’s sangat darshan.
To resolve the grievances of the Punjabis living in and around New Delhi, Badal announced that similar sangat darshan would be held in Punjab Bhawan Delhi on every Saturday. Terming the Sangat darshan program as a fruitful exercise, Badal said that people were highly benefited from this move as they were able to get their pending issues resolved immediately.
Regarding the alleged harassment case of Krispy Khaira where two senior police officers were allegedly accused of wrongdoing by Ms Khaira, the Deputy CM directed the DGP Vigilance to enquire into the matter and submit the enquiry report by Friday. It was alleged by the applicants during sangat darshan that the IPS officers made heavy transactions in connivance with her husband Devinder Gill, a property dealer.
Badal assured the sports persons to give them government jobs and reiterated that the state government would provide jobs to medal winner sports persons who have exhibited extra ordinary talent in various national and international sports events.
While meeting a deputation from Haryana state who brought a case urging the Deputy Chief Minister to trace their ward belonging to Hisar, a driver by profession who was reportedly missing since June 18 from Lalru, Badal has sought a detailed report from the DGP Crime and asked him to resolve the case at the earliest.
On the issue of the transfers in various departments, Badal said that there would be no transfers in the state as the last date fixed for transfers has lapsed and no transfer would be made during this session. He said that the government was in the process of completing conscription process in all the departments and very soon unemployed youth would be recruited in various departments.
The deputy chief minister has also asked the state PWD department to accelerate the pace to complete the ongoing construction projects in the state. He said that the construction work of Rai Sikh Bhawan at Frerozepur would be completed immediately at a cost of Rs. 65 Lakhs. The officers of the PWD department present on the occasion informed that tenders in this regard have been floated and the construction work would be completed within a fixed time frame. He also announced the up-gradation of high school at Jalalabad.
During this Sangat Darshan more than 840 people across the state today met the Deputy CM to redress their grievances and issues. Badal listened to their grievances very patiently and instructed the concerned officials to resolve their problems immediately. Most people registered their grievances against police, revenue, transfers and civil cases.
On the occasion Dr Daljit Singh Cheema Education Minister, P.S. Aujla Principal Secretary to Deputy CM, Mr B.K. Garg IG Law & Order, Mr Ajay Mahajan, Mr Manvesh Singh Sidhu and Mr Rahul Tiwari, Ashwani Kumar Sharma (all special principal secretaries to Deputy CM) were also present to help the people in getting done their problems solved. ....

It would be between 70,000 and 80,000 accounts through mega camps to be organised in various districts of the country. The accounts would be opened by both public and private sector banks".

The district administration of Bathinda plans a mega launch of the Pradhan Mantri Jan Dhan Yojana (PMJDY) by Union Minister for Food Processing Industries on August 28 in which more than 500 bank account kits will be distruributed on the first day itself. Dr Sumeet Jarangal IAS Additional Deputy Commissioner (G) Bathinda chaired a meeting of officers and bank officials on Wednesday to look at the last minute detals and preparations of the mega launch of the PMJDY in Bathinda. PCS officers Daman Mann and Narinder Singh Dhaliwal along with bank officials participated in the meeting.

He was the Chief Guest on the final day of the three-day Inter College Table Tennis Tournament of Punjabi University, Patiala dedicated to Punjabi University’s table tennis player Late Parshant Bhatia. This tournament was held in the Air Conditioned Table Tennis (T.T.) Hall of Desh Bhagat Institute of Management & Computer Sciences. While speaking on the occasion university, University Vice- Chancellor Dr. Shalini Gupta appreciated all the teams for excellent performance and said that such sports events play a vital role in the all-round development of the students.

The final matches of the tournament were particularly thrilling and breath-taking and players were struggling hard for even a single point. After tough finals in girls’ category, Khalsa College, Patiala beat Punjabi University, Patiala by 3-0. In boys category again Khalsa College, Patiala took the lead and beat M.M. Modi College, Patiala by 3-1. Overall trophy was given to Khalsa College, Patiala. In boys, Manish Saini and in girls Neha Soni (both from Khalsa College) were declared best players.
University Pro-Chancellor & Vice Chairperson of Desh Bhagat Group of Institutes, Ms. Tejinder Kaur presided over the Prize Distribution function and patted the backs of all the players, especially girl players for their excellent performance. Registrar Dr. Virinder Singh, Controller Examination Dr. I.S. Sethi and Director Faculty of Hotel Management & Tourism Amit Sachdeva were also present on this occasion. The tournament was organised under the supervision of sports coordinator Bhupinder Singh and Coach Nandan Singh. The Tournament was a source of great education and entertainment for the students and staff of the host college. All the players and coaches of the teams including Punjabi University coach Princeinder Singh, Coach Nishan Singh (Modi College), Coach Gurpreet Singh (Khalsa College) and Coach J. D. Chandigarh, August 27: A technical team of Project Monitoring Group (PMG), Cabinet Secretariat, Government of India led by Dr. Subhag Chand, Technical Director, visited Punjab Bureau of Investment Promotion to have a first hand information of the systems put in place by Punjab Government to improve the investment environment for the entrepreneur through ease of doing business strategies. The team was especially here to understand the concept of One Stop Clearance System (OSCS) being developed by Punjab Bureau of Investment Promotion for the grant of all regulatory clearances under one roof through a web portal & held a meeting with Anirudh Tewari, CEO, PBIP & other officers of the department.
Anirudh Tewari, CEO, PBIP, said that the concept of OSCS has made a sea change in the policy of regulatory clearances and will facilitate the entrepreneurs on a 24 x 7 basis in the ease of their business premises. The requirement to visit multiple offices to set up their businesses is over and the composite clearance of different departments is provided under one roof.
Dr. Subhag Chand, Technical Director, appreciated the concept being followed by PBIP. He said that One Stop Clearance System being developed by PBIP is a unique concept and his team is here to see its adoptability at the GOI level through Department of Industrial Promotion & Policy (DIPP). The integration of OSCS with the e-Biz portal of GOI was also discussed. E-Biz portal is the flagship programme of DIPP to provide clearances from different departments through single portal being developed by Infosys. He also informed about the future measures being taken by through Department of Industrial Promotion & Policy and discussed measures about possible future integration of State Web Portal with GOI Portal. He suggested that PBIP may share its experiences in the National Level Conference/ Workshop, as Punjab has taken lead to make this unique model for investment promotion & clearances.

Earlier, the concept of PBIP was presented before PMG, Cabinet Secretariat on 7th August, 2014, wherein it was informed that clearances of Housing & Urban Department (CLU), Forest Department, Punjab Pollution Control Board, Factories Department, Boiler, Electric Connection of Power Department etc. will be made available to the entrepreneur through a Common Application Form under one roof subsequently through web portal.
Sarabjit Singh, NIC, Chandigarh, informed about technical features of the web portal and its possible pan India use in future linking all services at State & National level.

Chandigarh, August 27: Punjab Chief Minister Parkash Singh Badal would urge the Central Government to add Maize in the crop procurement list of National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED) for enabling it to procure Maize from the state of Punjab.
The decision to this effect was taken by Badal in a meeting with a high level team of NAFED that called on the Chief Minister here today at his residence. The team was led by Chairman National Cooperative Union of India (NSUI) Dr. Chandra Pal Singh and Chairman NAFED VR Patel.
The Chief Minister said that the state government had identified Maize, Cotton, Oil seed crops, pulses and agro-forestry as alternative crops to break the rotation of wheat and paddy, making agriculture not only more sustainable but also environment friendly. He asked NAFED to provide a proper marketing solution especially for Maize and Oil seed crops.
Patel agreed to initiate the Maize procurement from Punjab immediately after getting the permission from the Centre. He said that NEFAD was an apex organisation established to promote Co-operative marketing of agricultural produce to benefit the farmers. He appreciated the all-out efforts of Badal for improving farm income through initiating state's flagship program of crop diversification in the state to save ground water and soil health on one hand and ensuring assured marketing mechanism for enhancing profitability for the farmers on the other. He further urged Badal to take-up matter with Union Finance Minister for the early release of NAFED's pending payments of about Rs. 500 crore with the Central Government to bailout the NAFED from financial crisis. For which Badal categorically assured them that he would certainly take up the issue with the concerned Union Ministry.
On the occasion, the entire team of NAFED and NSUI honoured Badal for his pro farmer initiatives by presenting a Siropa.

Presiding over a meeting with higher officials of sports department on Wednesday here, Mr. Badal has directed the sports department to launch local Punjab league events in which teams of all 22 districts in 5 disciplines would compete for titles. He also asked the department to provide transportation and better lodging facilities to players at each district headquarter.
Deliberating upon the arrangements of upcoming 5th World Kabbadi Cup 2014, Mr. Badal has also approved the schedule of world cup which would be held from November 29 to December 13, 2014 immediately after the world Kabbadi league. (Deputy CM also directed the sports department to organise Shaheed Bhagat Singh sports tournament annually having multiple discipline competitions. This year the event would be held at the end of October or first week of November.)
To set the pace for Rio Olympics, Deputy CM has asked the department to especially concentrate on shooting and wrestling as Punjab has a great potential to bag medals in these events. To facilitate the shooters it was also decided to establish world class shooting ranges in Mohali and Bathinda besides providing free of cost weapons and ammunition including training from experts to the eligible players. Mr. Badal has also emphasized the need to engage the services of advances sports institutes like NIS Patiala and Army Institute of Pune in this regard.
Deputy Chief Minister also approved the proposal regarding setting up of headquarter of Punjab State Institute of Sports at sector 78 SAS Nagar. Besides that he also ordered to appoint the Director General of for this sports institute by the end of next month.
It was also decided in the meeting that winners of recently held Commonwealth games at Glasgow from Punjab would be honoured along with the medal winners in upcoming Asian games in Incheon (South Korea) as all players were busy in preparation for these games.....

Patiala, August 27: Showing deep concern over the growing trend of ‘brain drain’ amongst the highly qualified Doctors and specialists, the Punjab Chief Minister Mr. Parkash Singh Badal today exhorted the medical students to serve the state and its people zealously instead of going abroad in search of ‘green pastures’.
Addressing the students on the ninth convocation of the Government Medical College Patiala here today, the Chief Minister lamented that it was a colossal wastage of resources on preparing Doctors and Super specialists if they emigrate to the countries across the globe for the advancement of their career. Urging the students to serve the ailing mankind in the state especially in the rural and difficult areas like border and kandi, Mr. Badal said that their services were far more needed here and he was sure that they would derive lot of satisfaction, while serving the needy and unprivileged sections of society. He said that it was the need of the hour to reverse the trend of ‘brain drain’ in which the Doctors were emotionally swayed to settle abroad for the sake of name and fame.
Unfolding the perspective of the state government to emerge as a major hub of Super Specialty treatment of Cancer treatment, the Chief Minister said that the setting up of the Homi Bhabha Cancer Treatment and Research Center at Mullanpur (New Chandigarh) under the auspices of Tata Memorial Cancer Institute, Mumbai was a step towards this direction. He said that the state government has already made elaborate arrangements to provide state of the art treatment to the patients afflicted with the cancer in the Government Medical Colleges at Amritsar, Patiala and Faridkot besides the upcoming ultra modern Cancer treatment centers in Bathinda and Sangrur. Likewise, Mr. Badal said that the state government had already declared a war on drugs and crores of Rupees were being spent on the establishment of Drug de-addiction centers and Rehabilitation centers for drug addicts across the state. The state government had already sanctioned aplenty of funds for the recruitment of Doctors, psychiatrists and para medics to run these institutions efficiently besides providing free medicines to the patients.
Highlighting the significance of Skill training, the Chief Minister said that the state government was fully seized with the problem of growing unemployment and the only solution to tackle this menace, especially amongst the college/ school drop outs, was to impart Skill training in different fields to enable them to earn their livelihood. He said that the state government has set a target of training nearly one lakh youth annually under various skill development programs in order to cater the needs of the local industry. Mr. Badal also mentioned that the state government has already prepared a detailed program to impart skill training in para medics and 32 other related courses across the state. He also appreciated the efforts of GOMCO Patiala alumnae and Patiala Health Foundation (USA) for supplying medicines worth Rs 1 lakh every month for the needy patients.
On the occasion, the Chief Minister announced a cash award of Rs 1 lakh each for 11 students who were honored with Gold Medals for outstanding academic performance in different streams and handed a cheque of Rs 11 lakh to the Principal of the College Dr. KD Singh.
The Chief Minister felicitated the students with Medals and degrees.
The Chief Minister was accompanied by Cabinet Ministers Mr. Anil Joshi and Mr. Surjit Singh Rakhra, MP Dr. Dharamvir Gandhi, Advisor on Health and Medical Education Dr. KK Talwar, his Special Principal Secretary Mr. KJS Cheema, Secretary Health Mr. Hussan Lal, Vice Chancellor Baba Farid University of Health Sciences Dr. SS Gill and Director Medical Education and Research Dr. Tejbir Singh.
Earlier, the Chief Minister also visited the residence of Akali leader Mr. Bhagwan Dass Juneja to share his heartfelt condolences on the sad demise of his son Mr. Gurpal Juneja, who passed away in the prime of his youth.....

Bathinda: August 27: The ambitious flagship plan of the Prime Minister Narendra Modi “Pradhan Mantri Jan Dhan Yojna” of extending financial inclusion for each house hold in the country is being taken up in a mission mode by the state administration.

The primary aim of the Jan Dhan Yojana is to bring the financially excluded people especially the underprivileged and needy people of the country into the banking system by providing them bank accounts, insurance cover and debit cards. The scheme will cover both urban and rural areas of India and all bank accounts opened will be linked to a debit card which would be issued under the Ru-Pay scheme. (Rupay is India’s own only one of its kind domestic card net work owned by National Payments Corporation of India and has been created as an alternative to Visa and Mastercard.)

Union Minister for food processing industries Harsimrat Kaur Badal will launch the scheme in a state level function at Jeet Palace Bathinda on August 28 whereas CM Parkash Singh Badal will launch the scheme at Ludhiana. This was disclosed by Dr Basant Kumar Garg IAS DC Bathinda while addressing a meeting of administrative officers and various bank officials chaired by Gurneet kaur Tej IAS director treasuries Punjab on Tuesday. Dr Garg briefed the officers about the main features of the scheme. 'Pradhan Mantri Jan Dhan Yojana' is to help the poor to open bank accounts which will come with the facility of a debit card, with an overdraft facility of Rs 5000/- and an insurance cover of Rs 1 lakh said Dr Basant Garg. The meeting was attended by Sonali Giri IAS ADC (D), Dr Sumeet Jarangal IAS ADC (G) & Daman Mann PCS.

Deputy Commissioner of Nawanshahr Anindita Mitra, DC Jalandhar Kamal Yadav, DC Hosiarpur Amit Dhaka, and DC Amritsar Ravi Bhagat also held preparation meetings in their districts on Monday to review the launching functions of PM Jan Dhan Yojna.

Speaking regarding the features of the yojna, DC Nawanshahr Anindita told babushahi.com “Once the bank account has been active for 6 months and has been linked to account holders Aadhar identity , they would become eligible for an overdraft of up to Rs 2,500, which would further be enhanced by the bank to Rs 5000 over time”.

DC Jalandhar Kamal Yadav while divulging the details of the yojna said “Every individual who opens a bank account will become eligible to receive an accident insurance cover of up-to Rs 1 Lakh for his entire family”.

The Pradhan Mantri Jan Dhan Yojna has become a prestigious flagship plan of Prime Minister Narendra Modi. It is being implimentated in a mission mode. The Prime Minister himself has written an e-mail to all bank officers describing the job as "massive and enormous," the Prime Minister said, "We need to enroll over 7 crore households and open their accounts. This is a national priority and we must rise to meet this challenge. There is an urgency to his exercise as all other development activities are hindered by this single disability. I am sure we will overcome this situation collectively."

The Prime Minister Narendra Modi has insisted on bank officers to "put your shoulder to the wheel and try your level best to ensure that no one is left without a bank account. This itself will be a source of immense satisfaction for you and your teams. I will myself recognize the achievements of the best performing branches."

He further stated that out of five, Sukhwinder Singh could not be arrested while other four have been arrested. These four persons are already in the jail and doing this illegal business in connivance with jail officials.

The police official said, the connivance of jail officials in supply of intoxicant material inside the jail premises cannot be ruled out and the police is seriously investigating into the matter.

He further stated that it has also come on surface that the amounts have been transferred to the bank accounts opened by them from different districts and states. However, no specific amount was disclosed as the matter is still under investigation.

More than 30 lakh new voters to cast votes in ensuing Haryana Assembly Elections

Chandigarh, August 26: As many as 30,40,975 new voters, including 15,58,996 males and 14,81,979 females, will cast their votes in the ensuing Haryana Assembly elections, slated for October.

In all, 1,61,58,117 voters would cast their votes. These include 87,08,830 males and 74,49,287 females. In 2009, the total number of voters was 1,31,17,142 of which 71,49,834 were males and 59,67,308 females. Voters’ rolls in Haryana have been updated up to July 31, 2014.

Panchkula District has the minimum number of voters: out of the 348,969 voters, there are 1,85,837 males and 1,63,132 females.
Hisar District has 11,48,534 voters out of which 6,20,049 are males and 5,28,485 females. The voters in Bhiwani District aggregate 10,47,514 out of which 5,60,659 are males and 4,86,855 female; Gurgaon District has 9,87,710 voters, including 5,21,455 males and 4,66,255 females.
Similarly, Karnal District has 9,57,922 voters out of which 5,14,949 are males and 4,42,973 females; Sonepat District 9,44,538 out of which 5,17,466 are males and 4,27,072 females; Sirsa District 8,52,037 voters, including 4,52,787 males and 3,99,250 females; Jind District 8,56,398 out of which 4,66,375 are males and 3,90,023 females; and Ambala District 7,64,750 out of which 4,07,741 are males
and 3,57,009 females.
Yamunanagar District has a total of voters 7,68,178 out of which 4,14,801 are males and 3,53,377 females; Panipat District 7,51,453, including 4,08,713 males and 3,42,740 females; Rohtak District 6,99,902, including 3,77,970 males and 3,21,932 females; Kaithal District 6,89,244, including 3,72,734 males and 3,16,510 females;

Nawanshahr, August 26: Giving a major relief to the farmers, the state government has effected amendments in its revenue act for simplifying mortgage process for farm loans, today. By this amendment, Bank Managers have been authorised to collect a fixed fee of Rs 1100 from the farmers to whom bank has advanced a loan, relieving him (farmer) of going to revenue offices for mortgaging his agriculture land in favour of banks.
Speaking to babushahi.com Deputy Commissioner Anindita Mitra said that earlier, farmers had to go to revenue offices (Tehisldar/Naib Tehsildar) for completing formality of mortgaging their agriculture property to get agriculture related and other loans. The process was not only cumbersome but also costly as to mortgage (deed registration in favour of concerned banks), farmers had to pay one per cent stamp duty.

With effecting the amendment operational today, a bank would have to accept a declaration by the farmer, deemed to be deed registration under Indian Registration Act 1908. For this a nominal fee of Rs 1100 will be paid to bank, that would be forwarded by bank to the revenue office for making entries in the revenue record (Jamabandi) of farmer.

Anindita further told that by the addition of section 4 (A) and Section 4 (B) in the act, the powers had been conferred on bank managers for completing formalities related to Revenue Department at their own end. Having got the declaration from farmer, bank authorities would send it to Revenue Officers for entering the mortgaging in their Jamabandis. After that, Revenue Officials would issue a Farad ofJamabandi having mentioned of mortgage in favour of bank. All the nationalised banks, coopearative banks and land mortgage banks fall in SBS Nagar, have been asked to start work according to this new act so that farmers need not to go hither and dither for getting approves their loans, she added.

Chandigarh, August 26 : The Haryana Government has raised the upper age limit for entry into government service from 40 to 42 years for all categories. A notification to this effect was issued by the Chief Secretary here today.
Stating this here today, an official spokesman said that consequent upon raising the age of superannuation from 58 to 60 years for government employees and 62 years in case of Group-D employees, the state government decided to raise the upper age limit for entry into government service from 40 to 42 years for all categories.

The existing instructions in regard to relaxation of 5 years in the upper age limit in respect of Scheduled Castes, Scheduled Tribes and Backward Classes for appointment to gazetted as well as non-gazetted services or posts would remain in force.
“The relaxation in upper age limit for recruitment in respect of ex-servicemen as contained in Haryana Government Circular letter No. 4710-5GS-70/18998, dated 15th July, 1970, will continue as heretofore. In other words, the candidates of this category may be recruited: up to the age of 42 years plus continuous military service added by three years”, the spokesman added.
If in certain service rules, the upper age limit of higher than 42 years is permissible on account of special grounds or in certain circumstances, these provisions would continue to remain in force.
He said that these instructions might be noted carefully for immediate compliance and amendment to relevant service rules, wherever considered necessary, would also be made in accordance with the circumstances or conditions pertaining in each service.
This decision which comes into force with immediate effect would have prospective effect only.

Ferozepur, August, 26: The Punjab Vigilance Bureau claims to have arrested absconding rice mill owner involved in a fraud case of paddy.
DSP (Vig.) Makhan Singh informed that four years back, in 2011, a case was registered against the rice mill owner and government employees for embezzlement of rice stocks to the tune of Rs.3 crore. SAD is a partner of the BJP-led National Democratic Alliance which has its government at the Centre.
The SAD and BJP are also alliance partners in the Punjab government.
SAD, as sources said, had not taken the move well, reportedly engineered by the Jammu unit of the BJP.
Gill, a former 1974-batch IPS officer of the Jammu and Kashmir cadre was handpicked by the SAD-BJP government to become the DGP Punjab in 2009, and in 2012 Gill joined SAD and unsuccessfully contested elections from Moga in the 2012 assembly polls when he was defeated by Congress’s Joginder Pal Jain.
The move by the SAD high command at that time had annoyed local leader Tota Singh but later Gill also felt neglected and sidelined when the SAD made Jain join the party and made him contest the Moga bypoll.

Chandigarh, August 26: Punjab Education Department has decided to observe National Sports Day in commemoration of legendry Hockey player Major Dhayan Chand on August 29 at Surjit Hockey Stadium Jalandhar.
Disclosing this here today, Dr. Daljit Singh Cheema, Education Minister, Punjab said that the department is already celebrating sports week from August 25 to August 30 in this regard. Chandigarh, August 26: With a view to give another chance to the plot holders in unauthorized colonies to get their plots/ buildings regularized and to provide basic infra structure like water supply, sewerage, electricity connections, streets and others, the Punjab Cabinet today approved the re-enactment of the Punjab Laws (Special provisions) Act for another one year by promulgating Punjab Laws (Special Provisions) Ordinance 2014.
A decision to this effect was taken at the meeting of Council of Ministers chaired by the Punjab Chief Minister Mr. Parkash Singh Badal at the CMO here this morning.
Disclosing this here today a spokesperson of the Chief Minister's Office said that this step would provide an opportunity to the public for regularizing their plots/ buildings to avail the facility of sale/ purchase of plots and get the basic civic amenities besides facilitating the Departments of Housing and Urban Development and Local Government to clear the backlog of pending applications.
In another significant decision, keeping in view the larger public interest the Cabinet also decided to amend "Land Owners Become Partners Policy" thereby facilitating the land owners in the payment of Change of Land Use (CLU), External Development Charges (EDC) and other miscellaneous charges. Owing to the financial constraints the land developers had earlier expressed their inability to pay these fees but now the amended policy envisaged either to bear these charges on loan basis by the development authorities or organize loans from banks which would be ultimately adjusted against the future receipts of the land developers.
In a move aimed at generating additional revenue for the state, the Cabinet also gave nod for enhancing the increase in tax levied on certain lotteries across the state. As per the decision Rs 2 lakh would be charged as tax on four digit lottery instead of existing Rs 85,000, Rs 80,000 on Card game instead of currently Rs 55,000 and Rs 2 lakh instead of existing Rs 1 lakh on Lotto game.
The Cabinet also gave nod for notionally creating 246 posts Physical Training Instructors (PTI) Teachers with effect from May 7, 2011.
In another important decision the Cabinet also gave approval for setting up of Rehabilitation Centers across the state for rehabilitating the drug addicts. Likewise, for imparting quality counseling facilities to the drug addicts in these centers, the Cabinet gave nod for filling the posts of 16 Psychiatric through walk-in-interview instead of through the Punjab Public Service Commission.
The Cabinet also approved the proposals put forth by the Food and Civil Supplies department for the smooth and prompt procurement of estimated 140 Lakh Metric Tons (LMT) of paddy during the Kharif Marketing season 2014-15 relating to gunny bags/baardana, labour and transportation arrangements, cash credit limit, lifting of stock during procurement and custom milling policy 2014-15 besides grievances redressal mechanism for farmers.
In a bid to boost the morale of sportspersons in the state, the Cabinet also decided to offer employment to nine women players of Indian Kabaddi team in the Markfed which brought laurels to Punjab during the second Kabaddi World Cup. This step would ensure to secure future of the players on one hand and offer more opportunities to the players to enhance their skills in the game for the further promotion of Kabaddi in the state on the other. Subsequent to their appointment in the Markfed, these players would be participating in different tournaments as Markfed Kabaddi team, which would provide more publicity to the Markfed as well as its premium products.
In order to bring far more improvement and efficiency in the functioning of the Government offices, the Cabinet decided to amend section 3.1 (a) of Punjab Civil Services (Premature Retirement) Rules, 1975 to be known as Punjab Civil Services (Premature Retirement) First Amendment Rules, 2014. According to amended rule, the appropriate authority shall, if it is of the opinion that it is the public interest to do so have the absolute right, by giving an employee prior notice to retire that employee after he completes fifteen years or twenty years or twenty five years or thirty years and thirty five years of qualifying service.
In a major reprieve to the employees of the Hospitality department, the Cabinet gave approval to convert 14 temporary posts in Mini Secretariat, Ludhiana into permanent posts.
To overcome the shortage of the staffs in the jails and ensure speedy implementation of reforms in Jail Administration, the Cabinet approved the creation of 23 new posts and revival of 16 posts of Deputy Superintendent Grade-2 in Jails department.
The Cabinet also okayed the filling up of one post of Assistant Architect and four posts of Architectural Junior Draftsmen by direct recruitment so that the work was conducted smoothly in the Architectural wing of Public Works Department (B&R).
In a bid to promote the setting up of Roof Top Solar Photovoltaic (PV) systems in the state, the Cabinet also approved a policy of Net Metering and Technical standards for Grid Connectivity for Roof Top Grid Interactive Solar Photovoltaic Power Plants. This would facilitate the consumer by adjusting the surplus power consumed from the grid thereby resulting in their energy bill reduction.
The Cabinet also gave green signal to the Punjab Development Fund Ordinance, 2014 for the purpose of creating a fund for community assets of durable nature, for the welfare scheme of Liquor dealers for drug de-addiction and culture purposes or any other purpose decided by the board constituted for the management of fund under the Chairmanship of Excise and Taxation Minister. As per this decision 25% amount of application fee for liquor vends would go to this dedicated fund as a measure of Social Responsibility of Excise and Taxation Department.
In a bid to upgrade the level of higher education besides opening new vistas of employment for the youth of state, the Cabinet also gave approval for setting up of Sant Baba Bhag Singh Self Financed Private University at village Khiala, PO Padhiana district Jalandhar under the Punjab Private Universities Policy 2010.
The Cabinet also sanctioned 48 posts for running the newly set up Community Homes for the mentally challenged children/persons at Rajpura, Ludhiana and Amritsar. It may be recalled these Homes admit such boys and girls above six years and each such Home has a capacity of 50 persons.
The Cabinet also approved to set up Turf Club cum Tourist destination at village Mattewara in district Ludhiana over an area of 171 acre 2 Kanal and 13 marla through Punjab Infrastructure Development Board (PIDB) by PPP mode.
The Cabinet also gave nod for constituting a committee headed by the Chief Secretary which would formulate a policy for recruitment and deployment of doctors and teachers in border and kandi areas of the state. Likewise, the Cabinet also gave a go ahead to constitute a committee under the Chairmanship of Chief Secretary to review the Jail manual in order to bring out reforms in the Jails.....

Three-time Madhya Pradesh Chief Minister Shivraj Singh Chouhan and party general secretary J P Nadda are the new entrants to the BJP Parliamentary Board which was reconstituted by newly-appointed chief Amit Shah.
The two have also been included in BJP's Central Election Committee, which decides on the party candidates to be fielded in elections.
The 12-member Parliamentary Board chaired by Shah now has Modi, Rajnath Singh, Arun Jaitley, Sushma Swaraj, Venkaiah Naidu, Nitin Gadkari, Ananth Kumar, Thawarchand Gehlot, Shivraj Singh Chouhan, Jagat Prakash Nadda and Ramlal as its members.
The new BJP President Amit Shah initiated the changes after consultations with top BJP leaders and Prime Minister Narendra Modi.

The five-member 'Margdarshak Mandal' also includes Modi and Rajnath Singh.

Vajpayee, who had faded away from public life since about a decade back due to his ill health, had however been retained as NDA Chairman. Advani was the Working Chairman of NDA before the Mori era.

The Central Election Committee was also reconstituted, with firebrand leader from Uttar Pradesh Vinay Katiyar being dropped.

Former BJP Mahila Morcha President Saroj Pandey, who was an ex-officio member of this Committee, has been replaced with Vijaya Rahatkar the new Mahila Morcha chief who was earlier the former Aurangabad Mayor.

Jual Oram, a Tribal face and union Tribal Affairs Minister, marks his entry into the 15-member body.

Chandigarh, August 26: With a view to promote setting up of renewable energy power projects in the state, Punjab Deputy Chief Minister Sukhbir Singh Badal today gave a nod to exempt renewable energy power projects from change of land use (CLU) and external development charges (EDC) in accordance with the state NRSE Policy 2012. Besides, solar power projects upto any capacity were also exempted from obtaining any NOC from Punjab Pollution Control Board (PPCB).
Deputy Chief Minister while reviewing the ongoing power projects with Panchayats and Rural Development Minister Sikandar Singh Maluka, Renewable Energy Minister Bikram Singh Majithia and senior officers, asked the housing and urban development department to immediately issue a notification to exempt solar energy projects being developed by the PEDA under built, operate and own (BOO) basis from CLU and EDC charges.
Badal said that 29 sites have already been identified for this purpose and PEDA has recently handed over approval letters for 250 MW Solar power projects with investment of Rs. 2500-3000 crore. He informed that the various power projects having capacity of 250 MW would be commissioned by 31st January 2015 as implementation agreement and power purchase agreements have already been signed for all the projects.
During the meeting Deputy CM deliberating upon the state gram panchayats land lease policy has directed that rural land price fixation committee headed by concerned Deputy Commissioner would fix the lease rates keeping in view the nature of land and prevailing contract prices of concerned agricultural or barren land. It was also decided in the meeting to levy additional 6% yearly compounding charges from the projects owners to recompense the spiraling prices of land. Badal asked the rural development department to move a case to the next cabinet meet for levying yearly charges from the entrepreneurs.
To attract the business houses for investment and give impetus for setting up of renewable energy power projects Deputy CM also authorized the Punjab Bureau of Investment Promotion (PBIP) to sanction early clearances for such energy power projects in the state. Adding further Deputy CM said there was great scope of investment in the clean energy sectors of solar and biomass power.

Chandigarh August 26: Deputy Chief Minster Punjab Sukhbir Singh Badal categorically said that the state government would pay focused attention to develop rural and urban infrastructure and ensuring implementation of governance reforms by providing all 149 citizen centric services to the people at their door steps by June 2015.
Addressing the media here today, Badal said that the government has already constituted a high powered committee under the chairmanship of the state’s Chief Secretary to ensure the timely implementation of governance reforms and provisioning of citizen centric services so that people could derive full benefit out of it. He also said that Punjab has become the first ever state in the country to implement such services in the entire state.
Referring to the rural and urban infrastructure development, Deputy CM said that the Punjab government has launched massive action plan to improve the existing infrastructure in the state and was committed to provide basic amenities like better road connectivity, rural and urban drinking water system, street lights, sanitation, garbage disposal plants etc not only in urban areas but also in rural areas. Adding further he asserted that people have voted for the unprecedented development in the state. He said that all the promises made by the people would be fulfilled during the next two years. The state has already become power surplus except for a coal supply snag which would be conquered at the earliest, said Badal.
Referring to the SAD getting Talwandi Sabo assembly seat after 29 long years, Badal said that it was evident from the winning margin with the Congress candidate of more than 45000 votes that people have expressed their full confidence in the programmes and policies of the SAD-BJP combine under the able stewardship of S. Parkash Singh Badal, the tallest leader of Indian Polity. Adding further Badal said that at the same time the SAD has increased its vote share at Patiala assembly seat by 10% on the whole vis-à-vis 2012 elections. “No incumbency factor was seen during the by-elections and SAD-BJP combine will surely win the Patiala assembly seat in the general elections of 2017”, claimed Mr Badal.
Commenting on the crushing defeat of the AAP, SAD president said that political scenario has been crystal clear for the AAP that it has no base in Punjab. “AAP bubble has burst on its own very fast and has met the same fate as that of Manpreet Badal’s PPP. He reiterated that AAP and PPP have been non performers in the state and that both the party leaders should pack up and opt for ‘voluntary retirement’ from politics.
On the poor performance of Congress President Partap Singh Bajwa, Badal said that he has been totally rejected and isolated from the rank and file of the party cadres. Replying to a question on SAD-INLD relations in Haryana, the Deputy Chief Minister made it clear that it was a generation old political relation since Choudhary Devi Lal which would remain intact in the years to come. Disclosing this here today an official spokesperson of the Vigilance Department said that it has come to the notice of the government that some departments depute the under trial employee on the same post where from he was nabbed by the Vigilance Bureau red handed in graft case. He said that in such a case the under trial employee could temper with the official documents and exercise his influence over the complainant and official witnesses pertaining to his graft case.
The spokesperson further said that departments have also been instructed not to depute such employees on any public dealing post till the graft case is decided and the employee has been exonerated by the Hon’ble court. He said that deputing such under trial employees on a public dealing post could cast adverse effect in the eyes of general public besides disseminating wrong message among the other employees of the department. ....

Chandigarh, August 26: The Punjab Government has asked all the departments to furnish the information regarding those government employees, who have proceeded on ‘Ex India Leave’ and have possessed the Permanent Residency of foreign country.
Disclosing this here today an official spokesperson of the Vigilance Department said that written instruction in this regard have been issued to all the Heads of Departments.
Divulging the detail of the information sought by the Punjab Government, he said that departments have been instructed to report all such cases where an employee has taken 3 months Ex-India leave and subsequently the leave was extended for more than 3 years, without any break. Similarly information regarding all those government employees have also been sought, who have possessed Permanent Residency/Green Card of some foreign country.
The spokesperson further said that the senior officers of all the departments have been directed to personally examine the passports of all such employees before furnishing the information. He said that requisite information must be support by the Names and designations the employees.
He said that the departments have been asked to send the information directly to the Chief Director, Vigilance Bureau, Punjab with intimation to the Vigilance Department.....

Chandigarh, August 26: The Punjab Health Minister Surjit Kumar Jayani today ordered chargesheeting of 16 Health Officials including 3 Doctors who were found absent from the duty during the surprise check to the Primary Health Centre, Shatrana.
Disclosing this here today, an official spokesman said that the Health Minister is regularly conducting surprise checks in the Government Hospitals and Health Centres under the Punjab Governments campaign to provide better health facilities and ensure punctuality of doctors and staff in all the institutions across the state. Recently Jayani Conducted a surprise check at Primary Health Centre Shatrana in the district Patiala.
Health Minister reached the Primary health Centre Shatrana at 8.20 AM but found that only two sweepers were present on duty and no doctor or other staff came till 9.15 AM. Minister found that patients came in large number before staff and doctors were absent. Taking a serious note of this Health Minister has instructed the officials to chargesheet the absent doctors and other staff.
Doctors and Staff found absent during the surprise visit by the Health minister include Medical Officer Dr. Rupali, Medical Officer Dr. Lilly Singla, Medical Officer (Dental) Dr. Davinder Shally, Pharmasist Gora Lal, Sanitary Inspector Harcharan Singh, Lab Technician Durga Das, Staff Nurse Sukhvinder kaur, ANM Kiran Kaur, ANM Harmit Kaur, Multipurpose Health Worker Darshan Singh, BEE Lakhwinder Singh and fourth class employees Rajkumari, Bholi, baljinder kaur, Varinder Kumar and Baljit Kaur.
Health Minister Surjit Kumar Jayani has issued strict warning to the officials to ensure timely attendance and proper Health Facilities in all the Hospitals and subsidiary Health centres. Minister has instructed the senior officials to take strong action against such irregularities in the department.

Chandigarh, August 26 : The Punjab Chief Minister Mr. Parkash Singh Badal today directly sought intervention of the Prime Minister Mr. Narendra Modi to restrain the Congress Government in Maharashtra from going ahead with its decision arbitrarily reduce the representation of the Shiromani Gurdwara Prabhandak Committee (SGPC)- the apex religious body of Sikhs - in Takht, Sri Hazur Sahib Board from the existing four to one besides even denying the membership to the Chief Khalsa Diwan, which was earlier represented on the Board.
In a letter to the Prime Minister, Mr. Badal said that this was not an ordinary administrative decision as it concerned the sentiments and religious traditions of Sikh community. This anti-Sikh decision was a part of a deep rooted conspiracy of the Congress to lower the dignity of Sikh religious institutions, including the Takht Sri Hazur Sahib and the SGPC.
Mr. Badal impressed upon the Prime Minister to direct the Maharashtra Government forthwithto prevent the situation from getting worse and reiterated that the Government of India (GoI) shouldtake appropriate measures for refraining the Maharashtra Government from going ahead with this unwarranted dangerous move.
Mr. Badal apprised the Prime Minister that the holy Takht Sri Hazur Sahib was one of the five most revered religious institutions, religiously denominated as Takhts (seat of religio-temporal authority) from where the Sikhs get the temporal and spiritual power. He said that the ManagementBoard of the Takht was constituted under the Takht Sri Hazur Abchalnagar Sahib Board Nanded Act, 1956, pursuant upon the demands of the Sikh community to free the Gurdwara Sahib from many anti-Sikh practices adding that the arrangement has lasted peacefully for the past 58 years and never was a need felt for bringing any change in it. "The other curious aspect of the decision is that while the number of members of the Board has been increased from 17 to 21, the number of representatives of the SGPC, the apex elected religious body of the Sikh, has been curtailed from four to one. This is not only illogical but also prima facie mischievous" added the Chief Minister.
The Chief Minister observed that strangely, at the same time, the number of the Maharashtra Government nominees has been doubled, one fails to understand the justification for increasing government representation on the Board while reducing the representation of the Sikh Mini-Parliament. He said that this action of the Maharashtra government was a part of an on-going Congress conspiracy to weaken the Sikh community through attempts to erode the authority of respected Sikh institutions. Mr. Badal said that the Congress leadership had always tried to either capture the SGPC, the supreme elected body of the Sikhs - also known as the religious mini-Parliament of the Sikhs - or to weaken it through political and governmental interference. The tensions generated by their unwarranted interference in the Sikh religious affairs in Haryana were still raging.
On top of that, the Chief Minister said that the action of the Maharashtra government now was bound to further vitiate the atmosphere as there could be no moral, political or religious justifications for such interference in the religious affairs of a patriotic minority community, the Sikhs. Mr. Badal said that this amounted to a direct interference in the religious affairs of Sikhs and no one couldunderstand what prompted the Maharashtra government to go out its way to weaken the elected mini-Parliament of the Sikhs, the SGPC, with regard to its role in the management of the affairs of the holy Takht, Sri Hazur Sahib, Nanded.....

The Union leader said, the government is still adopting the dilly-dallying attitude for issuing the notification despite the discussions held in the High Power Committee meeting held on August 22 which they will not tolerate.
They further said, all the ETT teachers in Punjab are waiting for the issuance of notification for the last five days and their patience time is over. There is a great resentment among 13000 ETT teachers in the state.
They said, in case the notification for merger of school and staff is not issued by tomorrow, the entire teachers’ community will initiate secret action.
