New Delhi, October 10: Union Finance Minster in his Budget Speech of 2014-15 announced that an Entrepreneur friendly legal bankruptcy framework would be developed for SMEs to enable easy exit.
Pursuant to the above announcement, a Committee has been set up under the Chairmanship of TK Vishwanathan, former Secretary General, Lok Sabha and former Union Law Secretary, to study the corporate bankruptcy legal framework in India and submit a report by February next year.
The Committee will examine the whole gamut of issues relating to bankruptcy including the following specific areas:
i. Why bankruptcy matters?


ii. Early detection and resolution of finacial distress

iii. Protection of interest of stakeholders

The course was conducted from 07 Oct to 20 Oct 2014 and was designed with due care and thought to give the participants a holistic knowledge and perspective on the role, charter and duties of an Independent Director as well as of the various facets of company laws, acts, finances and governance issues. The participants were taken through the syllabus by an experienced faculty included guest talks by top corporates which gave them insights into the practical aspects. Ludhiana, October 20:Punjab Vigilance Bureau today nabbed a superintendent in the department of Central Excise and Service Tax red handed while allegedly receiving bribe money of Rs. 20, 000, 00 today in Ludhiana.
Disclosing this here today an official spokesperson of the Vigilance Bureau said that a team of Vigilance Bureau headed jointly by the DSP Bikramjit Singh and DSP Ms. Gurpreet Kaur Purewal along with Inspectors Sukhdev Singh and Baljinder Singh nabbed Superintendent Amarjit Singh Dhaliwal red handed while receiving an amount of Rs. 20,000,00 as bribe. The trap was laid on the complaint of one Mr. Gurdeep Singh Jujhar of Ludhiana.
In his complaint, Mr. Gurdeep Singh said that a case relating to the audit of the Excise and Service Tax of his company Fastway Citizens Cable ltd. was lying pending with the suprintendent A.S.Dhaliwal of the concerned department and the superintendent asked him to give an amount of Rs. 3 Crore as bribe for the settlement of his Audit cases lying pending with him. But later it was settled that Rs. 2 Crore would be paid to the officer concerned for the final settlement of the pending cases. An amount of Rs. 60 lakhs was asked to be given to the suprintendent before Diwali and the first installment of Rs. 20,000, 00 of the money settled was being handed over to Superintendent A.S.Dhaliwal in a Hotel in Ludhiana where he was caught red handed in the presence of witnesses accepting the money from Mr. Gurdeep Singh. A case a u/s 7, 13(2)1988 in the Vigilance Bureau Ludhiana has been registered and the investigations have been initiated.....

New Delhi, October 20: Urban Development Minister M. Venkaiah Naidu today inaugurated 400 quarters in Dev Nagar, Karol Bagh, New Delhi, for immediate allocation to the keenly awaiting central government employees. Central Public Works Department (CPWD) built these Type-III quarters at a cost of Rs.83 cr.

Speaking on the occasion, Shri Naidu said, the availability of housing stock in General Pool Residential Accommodation, under which houses are provided to central government employees, senior officials, Judiciary, Members of Parliament, Ministers etc., in the national capital is 59,293 as against the requirement of over one lakh dwelling units. The Minister informed that Urban Development Ministry will enable construction of over 37,000 houses in the next four years at a cost of about Rs.15,000 cr to meet the shortfall. He said, to address the shortfall in accommodation for members of Lok Sabha, 52 flats are being constructed on Dr.Bishamber Das Marg, and on their completion soon, housing needs of Lok Sabha members will be fully met.

Shri Venkaiah Naidu informed that under ‘Housing for All by 2022’ initiative of the government, about 30 million houses will be built in the urban areas of the country at a cost of about Rs.22.50 lakh crores, mostly through large scale private sector participation. He said, this is a challenging task, but not difficult.

Shri Venkaiah Naidu inspected another block of 384 houses under construction and instructed CPWD to make mandatory provision of solar heating panels, LED lighting, rain water harvesting, green belt and Green Building Code for all new construction projects.

Stating that CPWD is currently handling over 7,000 projects at a cost of over Rs.40,000 cr, Shri Venkaiah Naidu asked the construction major to get more efficient, transparent and accountable in its functioning, with emphasis on quality, timely completion of projects and proper utilization of its large manpower. He informed that under his direction, CPWD placed all information about 7,000 projects in public domain by posting them on its website so that public can scrutinize and monitor execution of projects. CPWD’s website enables public to post comments, complaints and photos for taking appropriate action.

Shri Venkaiah Naidu lamented that intervention at his level was required to get water supply to the large number of houses meant for government employees, whose construction was completed last year and were inaugurated today, after substantial delay.

The Minister informed that within five weeks of launching of Prime Minister’s Jan Dhan Yojana, over 6 crore new bank accounts were opened and this goes to prove that ‘if there is will, things will fall in place.’....

The Minister stated this while delivering his address at the 47th Convocation Ceremony of the Indian Institute of Mass Communication and the launch of the Golden Jubilee Celebrations of the institute here today.
Speaking on the occasion, Shri Javadekar said that press freedom came with an element of responsibility. Throughout history, the responsibility of the press had been flagged on different occasions. He exhorted the students who were conferred diplomas to avoid sensationalism at all costs and fight the menace of paid news. A young journalist ought to work with passion, compassion in a mission mode without commission. He called upon the students to balance information taking into account the sourcing of information from different media sources which included new and traditional media streams. These aspects would lay down the architectural framework for ethical journalism in the future.

During the course of his address, Shri Javadekar mentioned that the recent elections across the country provided perfect case studies to study the behavior patterns of the elections and the electorate. He called upon the IIMC to undertake studies to understand the different aspects of elections related to the communication process and the electoral system. The Minister also unveiled the new logo to commemorate the golden jubilee celebrations of IIMC. He also inaugurated new bilingual website of IIMC.

IIMC has the distinction of being universally recognised as a centre of excellence in the field of journalism, media and mass communication teaching, training and research. 341 studentswere conferred with their Diplomas at this Convocation which included students from six Centres of IIMC, at New Delhi and Dhenkanal, as well as at the newly opened Regional Centres at Aizawl in Mizoram, Amravati in Maharashtra, Jammu in J&K and Kottayam in Kerala. The PG Diploma courses were conferred in Journalism Hindi and English, Advertising& Public Relations, Oriya Journalism and Urdu Journalism. Zirakpur, October 20: Punjab is all set to roll out e-stamping of property registration to facilitate online registration besides making the process completely transparent, hassle free and secure.
Interacting with media after inaugurating the new Sub-tehsil office here today, Mr. Bikram Singh Majithia, Revenue & Rehabilitation Minister , Punjab said in the first phase of governance reforms, the government had computerized property records and “now in the second phase we are focusing on making revenue transactions citizen centric and speedy” . He said the government was set to sign an MoU with Stock Holding Corporation of India (SHCIL), a central record keeping agency to implement this system and the Punjab Cabinet had already notified a detailed policy regarding e-stamping.
Mr. Majithia said all Deputy Commissioners have been directed to up-grade infrastructure in offices of Registrars to make statewide roll out by 1st January, 2015 possible. SHCIL would impart training to the users, Sub-Registrars Officers and Government Officers for effective implementation as well as monitoring of the system. He said that the government would also watch the interests of stamp vendors, who would be adjusted as franchises in e-kiosks of e-stamping system to give them an opportunity to enhance their earnings. He said under the system all registration deeds requiring stamps above Rs. 50,000 would be covered by e-stamping system.
Mr. Majithia said in the first phase SAS Nagar, Jalandhar and Bathinda would be covered as Pilot Districts and in December Patiala, Sangrur, Ropar and Amritsar would be covered. By next 3-4 months entire state would be covered under this system.
Mr. Majithia said he has just got a consolidated report of under valuation of registered deeds throughout the state and he had asked the revenue department to recover undervalued amount from the buyer besides initiating exemplary disciplinary action against erring officials. He said that the estimate of this undervalued deeds was around 150 crore.
He said Punjab government was committed to provide transparent and corruption free environment for registration of properties. He said Chief Minister Mr. Parkash Singh Badal had already approved initiative to corporatize all offices of Deputy Registrars in the state and a beginning had already been made in Ludhiana and Jalandhar. He said that buyers and sellers of properties could get their properties registered in air conditioned corporate environs of Deputy Registrar offices. He said Punjab is the first state under which all property owners can get “Fard”of their landholdings online by the click of a mouse as Punjab was on verge of completing total computerization of land records.
He said that the Punjab Government had achieved the gigantic task to computerize the entire land records of the state by uploading the land records of 12824 villages on online. Besides this, the State government had taken a series of steps to eliminate the corruption and make process for registration, mutation and division of land.
Mr. Majithia said the Punjab government was committed for ensuring hassle free delivery of citizen services without any middleman and it was the first government that had made over 23 changes in revenue acts to facilitate the transfer and transaction -both agriculture and domestic property.
Earlier, Mr. Majithia accompanied by Mr. NK Sharma, Chief Parliamentary Secretary and Mr. Deepinder Singh Dhillon, President SAD Unit Patiala inaugurated the newly set up Sub-Tehsil here in Municipal Bhawan. He also handed over the first registration certificate of property to Mr. Sharma on the occasion. Later addressing an impressive gathering, Mr. Majithia said that Deputy Chief Minister Mr. Sukhbir Singh Badal had promised the people of Zirakpur to grant it Sub-Tehsil status two years back and today the mission was accomplished. He promised an air conditioned Sub-Tehsil complex on the occasion. He said that now not only the residents of Zirakpur but also of 34 adjoining village would be immensely benefitted from it. Mr. NK Sharma, Chief Parliamentary Secretary and Mr. Deepinder Singh Dhillon, President SAD Unit Patiala also addressed the gathering.
Earlier during in an interaction with media persons, Mr. Majithia said the alliance of SAD and BJP is rock solid as both the parties jointly sailed through the political storms. He said that this alliance is not due to any individual’s whim and fancy but it was an emotional bondage of these two political parties. He said that SAD was the first party to support BJP for constitution of NDA and also supported the candidature of Sh. Narendra Modi for Prime Ministership. Replying a query regarding former BJP MP Mr. Navjot Sidhu’s criticism of SAD leadership, Mr. Majithia described it unfortunate and sad and reminded that during the elections of Mr. Sidhu , it were SAD constituencies which gave him decisive lead.....

Dr. K.K. Paul and Mrs Omita Paul are alumni from 1968 M.Sc. Chemistry batch and were joined by several of their batch mates. During this meeting alumni above 70 years of age and other distinguished alumni, who excelled in their fields were felicitated and honoured. Notable name was of Vayu Sena Medal Gallantry) winner V.S. Sharma. The event became a forum to renew contacts and freshen up memories of old days as members shared their nostalgic memories.

Chandigarh, October 20: The Punjab Congress President, Partap Singh Bajwa, has strongly condemned the arrest of the party’s kisan wing chairman Mr Inderjeet Singh Zira and several other activists who were protesting in the Badal village earlier today against the harassment of farmers in the mandis all over the state.

In a statement, Mr Bajwa said it was the democratic right of the people to give vent to their concerns by staging demonstrations in the village of the Chief Minister Mr Parkash Singh Badal. There was no reason why the right to demonstrate in front of the residence of the Chief Minister should be curbed like this.

“Rather than attending to the problems being faced by the people in general and the farmers in particular, this government has unleashed terror reminiscent of the days of Mughal Emperor Aurangzeb. The Badal government era too would go down into history as a repressive regime”, he added.

Mr Bajwa asserted the farmers had always suffered in the mandis during the Badal government despite the so called claim of the Chief Minister to be their champion. The marketing of foodgrain was marked by rampant corruption in Punjab and the ultimate victim happened to be the farmer who was otherwise feeding the nation.

He also referred to the pitiable plight of the cotton cultivators whose problems had compounded, earlier due to late rains and now in the absence of adequate price mechanism. Similar was the situation of the paddy farmers in general and the basmati cultivators in particular.

Mr Bajwa demanded that the arrested kisan wing leaders should be released without any delay and their demands addressed immediately such issues were not political but concerned the state’s economy and the plight of the people. He called upon Mr Badal to stop shedding crocodile tears for the farmers and focus on the removal of their problems immediately rather than suppressing the protests.

Chandigarh October 20: The Punjab government has made online payments to the tune of Rs. 473.54 crore to the farmers against the purchase of their crop by different procurement agencies during the ongoing paddy procurement in the state. The payment has been made in accordance with the guidelines fixed by the government of India.
Stating this here today a spokesman of the government said that the process of releasing payments has been streamlined and now every day online payments have been released by the government. Meanwhile 31, 03,248 tonnes of paddy has been procured till last evening. Out of the total paddy procured, 29, 93,555 (96.5%) tonnes was procured by the government agencies and private agencies procured 10, 9,693 tonnes (3.5%). Out of the government agencies, PUNGRAIN procured 8,65,255 tonnes(28.9%), MARKFED procured 7,16,466 tonnes (23.9%), PUNSUP 6,68,498 tonnes (22.3%), PSWC 2,91,721 (9.7%) and PAFC 3,13,810 tonnes(10.5%). The central government agency FCI could procure 1, 37,805 tonnes (4.6%) of paddy till last evening.
Giving details of the district wise paddy procurement state, he said that district Kapurthala was still on the top by procuring 300137 tonnes of paddy while Jullundhar and Faridkot were placed at second and third position by procuring 292349 and 273695 tonnes of paddy till October 19, 2014. ....

While addressing the students and faculty members, he said that the success always walks with everyone but due to circumstances, lack of vision and management techniques, it seems elusive. In his two hour power packed lecture, he discussed several points and shared his views regarding how to overcome obstacles and how to achieve success. He also exhorted the students to improve their skills and keep themselves updated from time to time. He said that failure is not the end of life but a lesson to do your work with more determination. He gave the example of his brother Mr. Chetan Bhagat , who is a renowned author and shared how he left his lucrative job and focused himself on writing. Now he is a world known personality. The students evinced a keen interest in the lecture and during the Interaction session, they asked relevant questions on different topics which he answered very aptly. The students thanked the university officials for arranging such a knowledgeable programme and said that this has boosted their morale to do big in life.
University Chancellor Dr. Zora Singh expressed his happiness and appreciated the learned speaker for his valueable thoughts and said that such events are very useful for students and this will help in their multi-functional growth. Chandigarh, October 20: Haryana Government has decided to grant interest free festival advance at a rate of Rs.4000 to its all class-IV employees who would apply for the same.
While stating this here today, a spokesman of the Finance Department said that the advance would be admissible to permanent and temporary class-IV employees and to adhoc employees, who had been continuing in service for the last one year and were likely to continue for another four months, on furnishing surety of a permanent Government employee.
He said that the advance would be recovered in four equal monthly instalments and the entire advance would be recovered from the pay of the employees before the close of the current financial year. He said that all the Heads of Departments had been directed to ensure that the advance might be drawn and disbursed on or before October 23.
He clarified that the advance would not be admissible to work charged and contingent paid staff and daily wagers. In case, both the husband and the wife were employed, the advance would be allowed to only one of them.....

Muktsar, October 20 : National Highway No 754 is the new destination of Muktsar, as with the concrete efforts made by State Government in the leadership of Chief Minister Punjab Parkash Singh Badal, Government of India declared the Jalalabad-Kotkpura road via Muktsar as National Highway (NH). This was disclosed here by Deputy Commissioner Jaskirn Singh IAS.

Jaskirn Singh said that the total length of NH would be 62 KM while Sri Muktsar Sahib will fall in the center of this road section. It will connect the Ferozpur-Fazilka State Highway with NH no. 15 at Kotkpura. In Muktsar City it would cross as bypass from Government College. Earlier road width between Muktsar and Jalalabad was 5.5 meter while between Sri Muktsar Sahib and Kotkpura was 7 meter and now road width of Muktsar Sahib-Jalalabad section would be increased to 7 meter while of Muktsar -Kotkpura section it would be increased up to 10 meter, he added.

Deputy Commissioner said that the total project cost of up-gradation of Muktsar -Jalalabad section is Rs. 36 crores while on Muktsar Sahib-Kotkpura section work is already under progress and 25 percent work on this section was completed.

He said that a new bridge would also be constructed near village Varing on Sarhand Feeder and Indra Gandhi Canal between i Muktsar and Kotkpura. The total cost of this road section is more than Rs 65 crore and except bridge, road work will complete before mid of next year, he added.

Jaskirn Singh said that people of district would get better road connectivity with the up-gradation of this road section and this will also boost the economy of the region as industrialist across the state, like to invest only those regions where good road connectivity is available.

Tiwari said, today Raja also tried to commit suicide by cutting his vein out of frustration as none of the government representative has come forward to extend any invitation for dialogue with the government for our genuine demands.

He said, we want that the government should accept their demands well before the Diwali celebrations so that Pharmacists on dharna for the last 50 days could celebrate colourful diwali with their family members. Otherwise, it will be Black Diwali for them.

When asked about the secret action, Tiwari declined to disclose to avoid snubbing by the force.
