Ratta Khera (Muktsar Sahib), October 25 : In a healing touch to the two worst affected villages of water logged areas of the state, the Punjab Chief Minister Parkash Singh Badal today embarked a major scheme for development of infra structure and promotion of skill training and allied farming sectors in Ratta Khera and Ratta Khera (Chota) villages by developing them as 'Model villages' at a cost of Rs 23 crore.

Addressing gathering after initiating this project here today, the Chief Minister said that this scheme has been launched on pilot basis in these two villages and it would be replicated in other parts of the state after getting the desired results. He said that in last two decades these two villages have been adversely affected due to the water logging as a result of which people were confronting a lot of economic and social problems.

Lauding the villagers for facing these problems bravely, Badal said that dedicated efforts must be made to optimally harness the opportunities in skill training and allied farming sector for supplementing the income of villagers adding that concerted efforts were afoot by the state government for the tackling the menace of water logging in these areas.

The Chief Minister further said that it was the firm commitment of the state government to develop these villages into 'Model Villages' but the villagers and the officials should also dedicate themselves for the success of this ambitious scheme so that every household was benefitted from it. He said that comprehensive planning of this scheme has been made by the Planning Department of the state in consultation with the various other departments of the state government, so that people could be duly benefitted from it. Mr. Badal said that under this project Rs 23 crore would be spent on various development works in these villages which include construction of Toilets, schools, community sheds, anganwari centers, new houses and repair of old houses besides various others public centric projects.

Exhorting the people to personally monitor the work under this scheme, the Chief Minister said that this herculean task could not be completed without their active support and cooperation.

Badal said that he was very well conversant with the problems faced by residents of these villages and no stone would be left unturned to find their solution under this scheme.
Earlier, the women in the Knitting center of village Ratta Khera during their interaction with the Chief Minister apprised him about the problems faced by them after which Badal asked the representative of Knitwear to make every effort for solving their problems. He also interacted with the progressive fish farmers of the village, who had recently undergone training at Bhubneshvar (Orissa). These fish farmers apprised the Chief Minister about their experiences, after which Mr. Badal assured them of fulsome support and cooperation from the state government in pursuing fish farming.

On the occasion, the officers of Fisheries Department informed the Chief Minister that vigorous efforts were being made to promote fish farming in the water logged areas of the state. They apprised Mr. Badal that till now 21 beneficiaries have been extended monetary assistance worth Rs 88 lakh for pursuing fish farming over an area of 99.67 acres whereas the project of 31 more beneficiaries over a land of 113 acre at a cost of Rs 1.30 crore has also been approved. The Chief Minister assured the farmers that the state government would give all sort of assistance for installing solar pumps in Fish farms.

Earlier interacting with the media persons, the Chief Minister, while replying to a query regarding the demand made by some BJP leaders for resignation of Chief Parliamentary Secretary Mr. Avinash Chander, said that if name of any person crops up in any case that does not make him a culprit adding that action could only be taken against anybody if there were adequate proof against him.

Chandigarh, October 25 (Courtesy: HT): The Punjab government has decided to appoint a Shiromani Akali Dal (SAD) leader from Malerkotla, Ajit Singh Chanduraian, as a member of the Punjab State Information Commission (PSIC).
As per information received from the chief minister’s office, CM Parkash Singh Badal has written to the governor, seeking time for administering the oath of office to Chanduraian.
Chanduraian, a former member of the Shiromani Gurdwara Parbandhak Committee (SGPC), had contested the assembly polls from Malerkotla as an independent candidate in 1997, 2002 and 2012, but had lost on all occasions. He contested the 2012 polls as a People’s Party of Punjab candidate. He returned to the SAD fold in January 2014.
Chanduraian is close to SAD secretary general Sukhdev Singh Dhindsa, on whose insistence he was taken back into the SAD fold and is being appointed member of the information commission.
“I am a staunch Akali, but sometimes when things don’t go your way, you feel frustrated,” Chanduraian told HT.

The 10-member (besides chief information commissioner) commission has one vacancy, against which Chanduraian is being appointed. Two posts will fall vacant by December with the retirement of Jaspal Kaur and Narinderjit Singh.....

Canada Parliament Attack

Canada, October 25 (Courtesy :HT) : When Canadian Prime minister Stephen Harper was speaking at about 9.30 am (local time) on Wednesday in a caucus room of parliament, we heard a couple of shots. We were not alarmed as we thought some construction work was going on. Then, more shots were heard and we were alarmed, more so as the prime minister was in the room, standing and speaking.
I heard close to 30 shots being fired. We were all alarmed and the first thing we did was to huddle in a corner as sitting there could have made us direct targets. Many of our colleagues stood around the PM to protect him.
THREAT AT THE DOOR
There are three entrances to the caucus room and there is security outside. And that could be the reason that the terrorist, Michael ZehaauBibeau, who was killed by parliament’s sergeant-atarms, could have entered the caucus room. It’s the first room you enter from the side of the Peace Tower. Heaven alone knows what could have happened!
We are not allowed to carry with us our smart phones and so I wondered how I could reach my family, how do I inform my loved ones that I am safe. I was praying all the time and also thinking, as were other colleagues, that this is my last day, I am not likely to survive, and praying within myself ‘God help me, God help me’.
LOCKED UP FOR 10 HOURS
We stayed locked up in the caucus room for over 10 hours as security personnel went to each room to secure the building. We didn’t know, as we were prisoners inside the caucus room, how many jihadis/terrorists were there. Were there two, three? We didn’t know who they were and why they chose to attack the Canadian Parliament, the most sacred Canadian institution, the heart of our democratic system.
After many hours, we were allowed to use our smar t phones and the first thing I naturally did was to tell my loved ones that we were all safe.
What on earth could have happened had this man entered the caucus room? I dread to think of that.
CHAOS IN CAUCUS ROOM
As soon as I got my phone, I took a few pictures of our caucus room, with chairs and tables all piled up against the doors -- that was the only thing we could think of to protect ourselves from inside. There was complete chaos inside the caucus room.
We have a couple of colleagues who are diabetics and they fell down. We all rushed to help them. We were undoubtedly terrorised for close to 10 hours.
Now, after more than 24 hours, I am still thinking that had the terrorist entered our room, he would have killed all of us.
HOMEGROWN TERROR
Personally, I think terrorism is now a global phenomenon and democratic societies are under attack. We have to fight them back. Our government will soon introduce a legislation to fight terrorists and extremists within our own country.
Those who killed an innocent Canadian reservist on duty at the War Memorial, in close proximity, is part of what we call homegrown terrorism.
I pray on this auspicious day of Diwali that it never happens again, that, God, I do not have to go through this experience ever again in my life.
(Nina Grewal talked to media persons over phone from Ottawa. She is a four-time MP of the Conservative Party)....

He has perhaps left no unfinished job as he felt satisfied with his sojourn here even during his brief illness. He left behind two daughters and two sons who all are successful in their respective careers. He outlived his wife by about six years.
He retired as Head of the Department of Languages, Journalism and Culture, PAU Ludhiana in 1982 and thereafter kept himself occupied with his pen, books and the social causes. He penned down about dozen books in English on different subjects. He was at ease in both prose and verse. His whole literary work can be accessed at www.hazarasinghprofessor.org. He remained optimistic till the close of his long innings. His age could never deter him to attend to the literary and other engagements. The people around him described him as a strict disciplinarian who never compromised on his principles.
During his studies, he contributed in Quit India Movement and later too as a prominent student leader for which his scholarship won by him in the Intermediate Examination (1943) was confiscated. This action of the British Government provided him further impetus to struggle for Independence of India with more determination.
He was awarded D.Lit. by World Literary Council for his outstanding poetical contributions.
A large number of his old students, colleagues, writers and the elite of the city attended his cremation and remembered him profusely. Prominent among them were Dr S.S. Johl, S. London, October 24: Marking the 30th anniversary of the November 1984 anti-Sikh pogroms, the Wiener Library is proud to feature the work 1984: Jis tann lãgé soee jãné by photographer Gauri Gill. The images and texts from the artist's 1984 notebooks reflect upon the pogroms and their ongoing impact in India. The images are from the resettlement colonies of Trilokpuri, Tilak Vihar and Garhi - various sites across Delhi - as well as protest rallies in the city. The accompanying texts by leading artists, poets, filmmakers and writers from Delhi remark upon the event, via the images, in thoughtful ways.
The exhibition also contains photographs of the pogrom as it occurred in November 1984 itself, and are drawn from the work of Indian photographers, Ashok Vahie, Ram Rahman and Sondeep Shankar.
Contributors to this project include contemporary Indian artist Arpana Caur; Senior Advocate and Human Rights activist, Harvinder Singh Phoolka, academic Dr Navsharan Singh; eminent historian Dr Uma Chakravarti; prizewinning Canadian author Jaspreet Singh and Parvinder Singh of the National Union of Journalists (NUJ).

The genocidal pogroms against the Sikh people in India in November 1984 left thousands dead. In many of the outer areas of the capital, New Delhi, whole neighborhoods were wiped out. Women were raped in large numbers. Senior politicians of the Congress (I) party led mobs, assisted by the police and administration. Thirty years on, no memorials exist to the dead and the perpetrators continue to enjoy complete impunity. But the silence is slowly breaking. Not just about the damage caused to the justice system, memory and language in India, but also about the individual and collective trauma that exists within Sikh communities across the world.
The event will feature speeches from Lord Indarjit Singh CBE, human rights barrister Schona Jolly and Parvinder Singh of the NUJ.
Professor Spencer is Director of the Helen Bamber Centre for the Study of Rights, Conflict and Mass Violence at Kingston University. His most recent book, Genocide since 1945 (Routledge, 2012) traces the history of genocide since the Holocaust looking at a number of cases across continents and decades.
Lord Indarjit Singh CBE is Director of the Network of Sikh Organisations UK, Vice Chair and Founder of the InterFaith Network UK. He is also Head and Co-Ordinator of the Sikh Chaplaincy Services. He is a member of the House of Lords, editor of the Sikh Messenger, presenter of 'Thought for the Day' on BBC Radio 4 and BBC Radio 2's 'Pause for Thought'.
Schona Jolly is a writer, journalist and a barrister specialising in human rights and equality law. She is from London, but has lived and worked in a number of countries, including India. She is particularly interested in South Asian affairs and writes for a number of international publications on India. She is an executive committee member of the Bar Human Rights Committee.
Attendance at this event is free but booking is essential as space is limited. Exhibition Time 7pm to 10pm.
