Chandigarh, September 17: Senior INLD leader Chaudhary Abhay Singh Chautala today lashed out at the Haryana CM Bhupinder Singh Hooda, stating that latter had spread the news of defamation notices being served to him and Dushyant Chautala just to get political mileage. In a statement issued here today, Shri Abhay Chautala said that the list of the nami and benami properties, details of the assets which runs into lakhs of crores, has already been submitted by them to the Haryana Governor is completely on the basis of facts and authentic documents. “We are ready to prove our allegations in the court of law as well among the masses”, he announced, while adding that very soon, they will submit the supplementary chargesheet and the additional list of the Hooda assets very soon.
He alleged that during the past one decade, the Haryana CM has looted the state with open arms and have established his son-in-law Kunal Bhadu from the ill gotten wealth. Shri Abhay Chautala has challenged CM Hooda to debate on the issue at any public platforum. Taking a dig at Congress, Shri Abhay Chautala said that despite the fact that elections have been announced, the Congress is not able to announce its candidates on account of the severe infighting in the party. Also, the Congress was even short of candidates for fielding them in the elections. “What can be more ironical that not much leaders in the Congress are interested in jumping in the poll fray despite party ready to give them tickets”, he said.
Shri Abhay Chautala also took BJP to task stating that the results of the by-elections have punctured the Modi hype created by the saffron party. He added that the by-election results have also made it pretty clear that there is lot of difference between the assembly and parliamentary polls. “The way poll wave is blowing in favour of the INLD, it is writing on the wall that the party is all set to register a resounding victory”, he said. ....

Gulfam (69-65), who was overnight tied fifth, came out firing on all cylinders on Wednesday as he shot down birdies on the first, fifth and seventh after landing it within a couple of feet of the flag on all three occasions. The 48-year-old seasoned professional then sank his longest putt of the day, a 20-footer, on the 11th to move to four-under for the day. Gulfam’s excellent hitting set up a couple of more tap-in birdies for him on the 12th and14th. The professional from the Delhi Golf Club, currently placed second on the Feeder Tour Order of Merit, drove the par-4 17th green to pocket his last birdie of the day.
“I shot one of the best scores of my professional career today. I kept landing it close to the pin and putted much better on the back nine as compared to round one. The win at Forest Hill two weeks back has really lifted my confidence. I’ll need to repeat this effort in the last round to give myself a good chance. My goal is to finish on top of the Order of Merit in order to earn the exemption on the PGTI next year,” said Gulfam, elder brother of 2012 Rolex Rankings champion Shamim Khan.
Arshpreet Thind (66-68), the overnight joint leader, followed up his brilliant opening round of 66 with a steady 68. The strapping six-footer dropped a bogey on the second but rallied with birdies on the fifth, sixth, seventh, 10th and 11th thanks to his good hitting form.
“I’ve been hitting it well this week. I had 17 greens in regulation today and set up a lot of birdie opportunities by landing my shots within six feet of the pin. I also found two of the par-5 greens in two shots. I don’t want to think too far ahead and just want to continue playing like I’ve done on the first two days in order to set myself up nicely for the final day,” said Thind, looking for his maiden title.
Bhanu Pratap Singh (66-72), the overnight joint leader, slipped to third place after an even-par-72 in round two. His total reads six-under-138.
Lucknow’s Sheeraz Kalra was the highest-placed golfer from the host city. He ended day two in tied fourth at five-under-139 along with former Feeder Tour Order of Merit champion Maniram Sharma of Karnal. Kalra had the distinction of firing two eagles in his second round of 68.
Feeder Tour Order of Merit leader Akshay Sharma of Chandigarh is placed tied seventh at three-under-141.
The cut was declared at two-over-146. Thirty-six professionals made the cut.....

In a statement issued here on Tuesday, the former chief minister felt that the Vidhan Sabha speaker must take a suo motu notice of the incident and summon the SDM concerned for “breach of privileges of an elected legislator”. He said if this was the behaviour of officers with the elected representatives, what would be the plight of the common man.
Amarinder said the officers must know and understand that while dealing with the elected representatives of people they must maintain certain protocol as they were accountable to people.

“Just because someone belongs to the party that is not in power does not mean the officers should resort to behaviour unbecoming of them,” he observed while warning such officials who were trying to “prove their loyalty” to the SAD-BJP government.

Rubbishing the allegations by the SDM that the Congerss MLA from Fatehgarh Sahib used foul language, Amarinder said everyone knew that Nagra is a responsible representative of the people. Moreover, Nagra is also a senior party leader working as national secretary of the Congress, he added.....

Sources said the Harmandar Sahib manager had received a phone call a couple of days ago, in which the unidentified caller had demanded cash without specifying any amount. After this, the SGPC informed the police and its own security wing heightened vigil.
Although the Gurdwara body has been discouraging the carrying of hand bags inside the complex, particularly large ones, SGPC chief Avtar Singh Makkar on Tuesday said the restriction would be enforced strictly.
He added, “We have heightened security as a precautionary measure.”
The SGPC chief said fresh instructions in this regard had been given to ‘sewadars’. Those going for a holy dip can carry small bags, but bigger ones are not allowed, he said.

The hand bags can be deposited in the ‘gathri ghar’ (baggage counter) managed by the SGPC. It is learnt that the gurdwara body has set up an additional ‘gathri ghar’ to accommodate as many bags as possible.

Meanwhile, Amritsar police commissioner Jatinder Singh Aulakh said, “The Harmandar Sahib manager received a call from some person who demanded cash. There was no mention of the amount or any other detail. We are trying to trace the call.”

We are maintaining tight vigil in the area around the shrine, he added.

High-definition cameras

Although there are about 100 CCTV cameras already installed in and around the Golden Temple, the SGPC is now in the process of installing high-definition cameras (with greater picture clarity).

It is learnt that a couple of HD cameras are already in place, whereas more will be put up at key locations in the complex.....

Nawanshahar, September 17: SBS Nagar Banks has linked 37797 persons with banks by opening their accounts under Pradhan Mantri Jan Dhan Yojan so far and all the bankers, in the district, have been directed to cover all the households who are still unbanked.

Stating here this today while chairing the quarterly District Level Review Committee & District Consultative Committee meeting of bankers, DC Anindita Mitra insisted upon to touch all the 1,29,500 households of the district so that no body would remain unbanked by October 31, 2014. Specificly, directing for linking of road side hawkers, rickshaw pullers, daily wagers and such type of other categories with banks, she asked all bankers to launch a special campaign to meet the purpose so that our district become frontrunner to achieve the goal.

Deputy Commissioner said that every household to be covered under this scheme by opening of account of one male and another female member of the family. Every account holder would be given a Rupey Card ATM besides coverage of accidental insurance of Rs 1 lakh. After six month of opening of the account, an over drafting facility of Rs 5000 to be provided to each account holder covered under the scheme, she added.

She further said that to achieve the cent percent goal in SBS Nagar district as per the directions of Punjab CM Parkash Singh Badal, by the end of October 2014, Sarpanches and Anganwari workers to be roped in by the administration and bankers. The sarpanches and anganwari workers who would help in opening of 100 percent accounts of their village residents would also be honoured specially, she went on add.

She applauded the bankers for meeting collective targets of first quarter under annual credit plan that were 108 percent. Similarly, SBS Nagar stood at 85 percent in advances to Priority Sectors as compared to national goal of 40 percent. Besides this district has also got lead in agricultural loans by achieving 64 percent as compared to national target of 18 percent.

Addressing the gathering, Badal underscored the need to sensitize the people especially the school and college students about the planting of trees adding he said they should be motivated to plant more and more trees along with the plate bearing their name and date of planting tree. This would not only enthuse them while they see growing trees all the years during their life time but also encourage others to grow trees in their vicinity. He also impressed upon the social, voluntary and other NGOs to come forward to grow trees on a mass scale in a mission mode. He highly appreciated the efforts of Johal and Bagha for bringing this superb publication on trees which would help the budding horticulturists and environmentalists to plant trees in a planned manner for the beautification and landscaping in the rural as well as urban areas.

Jathedar Tota Singh NRI Affairs Minister Punjab announced this while presiding over a meeting with representatives of the NRI community here at Kisan Bhawan. He also said that Punjab Government has also requested the Hon’able Chief Justice Punjab & Haryana High Court to setup more NRI courts in the state for which Punjab Government is ready to bear all expenses.
NRI Affairs Minister asked the NRIs to constitute 5 member district committees which would be given recognition by the state government. He said that these committees would be attached with the NRI Police Stations that would help in resolving NRI disputes amicably. He also appealed to the NRIs to provide help in saving our youth from the fraudulent marriage and illegal travel agents.
Jathedar Tota Singh informing the NRIs about the proclaimed offender cases said that state government was collecting complete data of proclaimed NRIs to re-examine their cases. He said that some mechanism was being worked out to remove such persons from the list of POs who were not involved any heinous crimes or for committing petty crimes. He said that no one would be allowed to exploit NRIs to settle their personal family scores.
The Minister assured the NRIs that Punjab Government would provide all required support for the establishment of NRI Punjabi Bhawan in New Delhi and even SAD-BJP MPs would accompany the NRI delegation to the Union Minister for Urban Development & Housing for for the allotment of suitable piece of land in the heart of Delhi. He also assured full cooperation and support for the land allotment for NRI Bhawan at Chandigarh and said that Chief Minister would make a personal request to the Punjab Governor and Administer UT Mr. Shivraj V. Patil in this regard.
The Minister said that state government was also in a process to make some amendments in the present revenue act to make division (Takseem) of NRI lands easy and time bound.
The NRI Affair Minister stressing on the serious issue of Drug addiction in the state said that NRIs who spend a lot of money in organising rural sports tournaments in their villages should not allow any drug user to participate in these tournaments and only players clearing dope test by NADA should be allowed to participate.

The education department has recruited 200 vocational teachers to impart education under this vocational education stream. This was disclosed by Dr. Daljit Singh Cheema, Education Minister, Punjab.
Education Minister said that the state government has started six vocational trades like; Automobile, Beauty and Wellness, Information Technology, Retail, Health care and Security. He said that he motive behind this initiative is to enable the students to be self reliant. He said that two trades in each 100 schools have been started and 25 students in each trade have been admitted. Divulging the further details, Dr. Cheema said that 1300 students got admission in Health Care course which has been started in 52 schools, similarly 1000 students in Automobile course started in 40 schools, 1100 students in Security course in 44 schools, 750 students in Beauty and Wellness in 30 schools, 800 students in Information Technology in 32 schools, and 50 students have got admission in the course of Retail Trade started in 2 schools.
Dr. Cheema further said that every year nearly 5000 students would get admission in vocational education courses and after four year this number would rose up to 20,000. He said that the students after having passed in vocational course would be eligible in getting respectful employment in the industrial circles all over the country.....

Mr. V K Sharma said that complete care was being taken to ensure proper supply of medicines, so that those who want to adopt the path of sobriety, can easily give up drugs.
He directed the officials to ensure that the patients at this center do not face any kind or problem and that no dereliction of duty would be tolerated. He added that the patients should be dealt on priority and they should be made comfortable at the center.
The divisional commissioner also interacted with around 35 addicts who are taking treatment for de-addiction and asked them to refrain from the vicious circle of addiction. He motivated them to fight against the addiction with an iron will and added that anyone else in the patients’ neighborhood or friend circle, who is also into addiction, should be motivated to shun drugs.
He also checked the facilities available at jail and specifically asked the jail authorities to ensure that the RO waterpurifier installed at the jail was regularly cleaned and inmates were provided clean potable water.
Asserting the divisional commissioner, the deputy commissioner Dr Basant Garg said that none of the 1390 inmates lodged at the central jail will face any problem. He added that the jail’s de-addiction center and hospital was providing good services to inmates.....

Ferozepur, September 17:Today, hundreds of sarpanches and panches protested against the SAD-BJP Government for handing over the task of auditing and reviewing panchayat accounts to private auditors, on Wednesday.
They proteSted against thrusting upon the destructive decisions on the pachayats, the Panchayat Union Punjab and sat on dharna in front of the district administrative complex led by Sukhminder Singh Bulendewali, District President and Harminder Singh Mavi, State President.
It may be mentioned that Rural Development and Panchayat Minister Sikandar Singh Maluka had recently stated that one chartered accountant (CA) would be given the audit work of the villages falling under two blocks and over 54 CAs had been assigned for the task in the state. He had also stated that funds received under the Mahatma Gandhi National Rural Employment Guarantee Act would also be audited and action would be taken against anyone found guilty of misappropriation of funds.
The state government has also decided to put up display boards in villages regarding the grants sanctioned so that these were not misused by any public functionary or government official.
Addressing the protesters, Mavi said, the panchayats will given a suitable reply to the Punjab Govt. and will not allow the implementation of deadly decisions.
He further said, not only this, the government has started withdrawing the already extended rights to the panchayats and to insult the elected representatives of the villages, the government has ordered the audit of development works by giving a contract to the private company. In fact, the government is trying to fill-up the empty treasury of the government by making heavy recoveries from the panchayats.
Mavi said, earlier also the governments have ordered such orders from time to time. In 2005, the then Congress government had authorized the checking of development works of the panchayats by constituting the vigilance teams which too was protested by the panchayats and employees. These orders were reversed by the government led by Capt.Amrinder Singh and instructions were issued to the extent that henceforth vigilance department will not interfere in the working of the panchayats.
After this, in2008 also Flying Saquad teams were formed who started black mailing the panchayats and false cases were registered against the panchayats and employees. This decision too was rolled back by Parkash Singh Badal, Chief Minister, Punjab.

Now again, the government has ordered the audit of the working of panchayats which was protested today at all the district headquarters in the state.

The Union leaders said, the next course of action will be organize a big rally at Development Bhawan, SAS Nagar Mohali by representatives of all the panchayats in the state and the agitation will continue till such time the government roll back its decision.

Chandigarh, September 17: In order to streamline the day to day functioning of the state government by formulating the people-oriented policies and implementing them in an effective manner besides advising the state government on important issues of public interest, the Punjab government has constituted 18 State Advisory Committees comprising of the MLA s of all the parties for 2014-15.
Disclosing this here today a spokesperson of the Chief Minister’s Office said that the Punjab Chief Minister Parkash Singh Badal cleared the file in this regard. The tenure of these committees would be till March 31, 2015 or the validity of current state assembly from the period of issuing of notification regarding them, whichever was earlier.
The Spokesperson further said that the Punjab government could at any point of time change the membership, name and constitution of committee besides even reconstituting it. It would be mandatory for the committee to meet once within three months and one meeting of the committee would be held during the session of state assembly and one meeting must be convened between the two sessions of the assembly. The headquarters of these committees would be Chandigarh and the prescribed quorum for these meetings would be four members.

Focusing on submission and online approvals to applications for investment purposes, Deputy CM said that Punjab has introduced online form submission with a centralized application besides online tracking by both applicant and the relevant department. He said all applications would be treated as deemed approvals in case they were not approved within two weeks adding applications could now also be self certified.

Addressing the rally, the leaders said, now the time has changed and neither, it is not wrong to fight for our demands and nor they can be fired.
They said, the union will continue to fight for the demands of employees as hitherto. Now it is for the administrative to see as to how they want to accept the demands of the employees –by agitation or peacefully.

The leaders further said, the privatization to make the employees a slave of contractor’s, will not be tolerated at any cost. The union demands that the contract system should be abolished forthwith so that employees bring more profits for the railways by continuing to perform their duty independently.

Thousands of employees will leave for Pathankot today through special trains from Ferozepur, Moga Jalandhar, Amritsar, to join the Martyrs’ Conference being held at Pathakot on September 19, in memory of those who sacrificed their lives.
Addressing the rally, Anil Sethi, Branch President, Padam Kuar, Mukhtiar Singh and Jagjit Singh said, the employees will not tolerate any kind of interference of officers, in the working of employees. In the event of getting any work done, the union will not hesitate for ‘chakka jam’ not only in the division but in whole of the nation.

Leveling charges against the engineering wing of the railways, the leaders – Lachman Singh, Shyam Lal, Inder SinghNavsher Singh KahanChand, Gurdip Singh, they said, the condition of the rail quarters in which the railway employees living with their families is in a very bad condition and even could fall any time. The repair work is only on papers and crores of rupees are siphoned off every year and in case it is thoroughly probed, a big scam would come on surface, they added.
There are also certain other demands of employees pending since long for which a warning has been given to the authorities.

About 150 represtatives of schools attended the practical training which included how to handle fire cylinders etc. While speaking to babushahi.com Isha Kalia said “Schools has been directed to prepare their emergency plan and display it in schools, nominate one fire safety officer in their schools and also get their cylinders refill if they are lying vacant”.

Isha Kalia revealed that “The intention of the Disaster Management Plan is to make possible carrying out of activities for anticipation and preparedness for any emergency situation, rescue operations and to create community awareness from school level”.

Later on Isha called a meeting of various stake holders connected to handle the stray cattle menace in Mansa. The meeting involved various departments and NGOs of Mansa with an agenda to cope with the stray animals in the city. Isha Kalia said “Stray cattle roving around freely in the cities have become a serious hazard and threat to lives. Several lives have already been lost and many have been injured due to accidents involving stray cattle”. “So we are planning to take some concrete steps in this matter, various proposals have come today, we will come to a decision meticulously” said Isha.

Isha Kalia also reviewed the summary revision schedule of enrolling of new voters who had attained the age of 18 years on 01.01.2015. She presided a meeting of election officials to discuss & implement the instructions received from Election commission of India in this regard. Isha told “Campaign will be launched for enrolling the young voters who will attain the age of 18 years”.

In the after noon Isha Kalia reviewed the progress of flagship plan of PM Narendra Modi “PM Jan Dhan Yojna” in the Mansa district. “So far 34000 accounts have opened out of total 160000 house holds in the district” said Isha. “Monitoring of the scheme is going on daily basis and its progress is reviewed on every Wednesday” added Isha

Later on Isha presided a last meeting which related to the security of banks specially the functioning of CCTV cams in ATMs of banks in different parts of the district.

She also met number of people in between the meetings and listened to their grievances most of which were redressed on the spot and few forwarded to concerned authorities.

At the end of the day babushahi asked the ADC if she is feeling tired after such a huge volume of meetings. Isha replied in a smiling tone “No I don’t feel tired but I feel satisfied at the end of the day if I am able to address pertinent issues that affect people at large, regular monitoring and review is very important for effective governance”. All the meetings held today were concerning important issues and I feel that the day was utilised productively” added Isha Kalia.

A speeding Tata 609 tempo bearing no. PB 12 F 8468 struck two motor cycles leaving three of the youth dead. One of the motorcycles had registration number PB 09 J 8108 while the other had a temporary number.
Incidentally, all the deceased were 10th class students of MD School in Kapurthala and all were from the same village - Mansoorwal Dona in the district of Kapurthala.
The three victims have been identified as Balvir Singh (17) son of Didar Singh, Ranjit Singh (18) son of Jagjit Singh and Sukhminder Singh (18) son of Hari Singh of Singriwala village in Kapurthala district.
While Didar Singh and Hari Singh are said to be agricultural labourers, Jagjit Singh is a driver with a company in Saudi Arabia.
The victim of an accident,deceased Balvir Singh was the lone brother of two sisters. Ranjit Singh was one of the three brothers while Sukhminder Singh has left behind his parents, a brother and a sister.
The police have registered a case of rtash and negligent driving against the offender and sent the bodies for post-mortem after which were handed over to the next of the kins of the victims of the accident.....

Nawanshahr, September 16- Under the aegis of District Legal Services Authority SBS Nagar, an orientation workshop regarding guidelines for arrest of accused in the cases registered under 498 A of IPC and such others offences covered under a punishment of imprisonment of up to 7 years, was organised under the chair of Chairman, District Legal Services Authority Cum District and Sessions Judge SBS Nagar B K Mehta at Nawanshahr onTuesay.
In his address, the District and Sessions Judge B K Mehta insisted upon to abide by the guidelines laid by Hon'ble Supreme Court in case Arnesh Kumar V/S State of Bihar in criminal appeal no. 1277 of 2014 in order to discourage and discontinue casual and mechanical arrest of accused booked under offences having imprisonment up to 7 years.
B.K Mehta said that as per the judgement, "No arrest can be made in a routine manner on a mere allegation of commission of an offence made against a person. It would be prudent and wise for a police officer that no arrest is made without a reasonable satisfaction reached after some investigation as to the genuineness of the allegation". He further said that arrests in all cases where the maximum punishment is up to seven years in jail cannot be made on a reasonable belief that the accused may have committed the offence. There has to be adequate material to show that the arrest was necessary to ensure proper investigation or to prevent the accused from committing any further offence or any act to influence the outcome of the case, District Judge Added.
Stating the criteria set by the Hon'ble Supreme Court in the above said CWP, Sh. Mehta said that all the police officers should not automatically make arrest in cases where punishment is imprisonment up to 7 years themselves but arrest should be made only after satisfying the parameters laid down in the above said judgement. The Police Officers shall furnish the reasons and materials which necessitated the arrest while forwarding/producing the accused before the magistrate for further detention. Similarly, the magistrate while authorising detention of the accused shall peruse the report furnished by the police officer in terms aforesaid and only after recording its satisfaction, the magistrate will authorise the detention.
He further said that even in the case of not arresting the accused, decision should be forwarded to the magistrate within two weeks from the date of the institution of the case with a copy to the magistrate which may be extended by the Superintendent of Police of the district for the reasons to be recorded in writing. Similarly, notice of appearance in terms of section 41 A of Cr. PC be served on the accused within two weeks from the date of institution of the case, which may be extended by the superintendent of police of the district for the reasons to be recorded in writing.
District Judge cautioned that failure to record reasons for making the arrest would make the police officer liable for departmental action and contempt of court as well.

In West Bengal, BJP candidate has won in Basirhat South assembly by-election defeating his nearest Trinamool Congress candidate while ruling Trinamool Congress has retained the Chowringhee seat in Kolkata.

Media further reports that BJP will enter the state assembly after 15 years.

In Andhra Pradesh, Tangirala Soumya of Telugu Desam Party has won the by-elections for Nandigama Assembly Constituency.

In Assam, out of three assembly seats, Congress candidate won the Lakhipur seat by 9172 votes. Official announcement is yet to come.

In Silchar BJP's Dilip Paul was leading by 36,000 votes. In Jamunamukh assembly constituency, All India United Democratic Front candidate Abdur Rahim Ajmal was leading by 19,000 votes.

In Sikkim, an Independent Candidate Rup Narayan Chamling has won the Bye-Election of Rangang-Yangang seat in south district with margin of 706 votes. He has defeated the Sikkim Democratic Front candidate Kumari Manger.....

Chandigarh, September 16 (Courtesy: HT): A man shot himself in the head in the mini-secretariat in Faridabad over alleged harassment by police and administration officials on Monday, police said.
The victim, Ved Prakash, a resident of Badoli village, is said to have gone to meet the deputy commissioner to complain about certain police and administration officials who were allegedly harassing him over the construction of a room on his property.
Police said Prakash walked into the secretariat around 12.30pm and shot himself in the head with his licensed revolver just outside the first-floor office of deputy commissioner Vijay Dahiya. It was not clear whether he met Dahiya before he committed suicide.
According to the complaint, which was recovered from his person by the police, Prakash claimed that the SDO of the irrigation department SK Daggar and one Ram Prakash of Sector 10, DLF, Faridabad had abused and beaten him on September 3 over the construction of rooms.
“Though I was constructing rooms on my own land, the SDO got a false case registered against me on September 4, and I lodged a counter-complaint against him with Faridabad commissioner through post,” the complaint read.
The police registered a case of abetment to suicide against SHO Mukesh Kumar, Daggar and Ram Prakash, DCP (Central) Sumit Kumar told HT. He said the SHO had been sent to the district lines pending investigation against him.....

New Delhi, September 16: The Central Bureau of Investigation has arrested an Administrative Officer/Drawing & Disbursing Officer, Income Tax, Dehradun for demanding & accepting a bribe of Rs. 10,000/- from the Complainant.
A case was registered on the complaint alleging that the Administrative Officer/Drawing & Disbursing Officer working in the office of Chief Commissioner of Income Tax, Dehradun (Uttarakhand ) was demanding a bribe of Rs. 10,000/- for clearance of two bills amounting to Rs. 72,000/- related to hiring of vehicles by the Income Tax Department. Chandigarh, September 16: Punjab Deputy Chief Minister Sukhbir Singh Badal, today gave his in principal approval to construct 1 lakh houses for economically weaker sections (EWS) at affordable prices by October 2016. Besides, he also issued directions to concerned departments to identify land in the towns and cities at the earliest to complete this mega welfare project in the stipulated time.
In a meeting regarding EWS housing held here on Tuesday, Mr. Badal informed that Punjab Government has planned the project to provide reasonably priced houses to all by 2022 and the first phase of this project would be completed till October 2016 by providing residential accommodation to 1 lakh people living under BPL norms. He added that these houses would be provided at 10 percent of its total construction cost and have all basic amenities.
Making the project common for both EWS populace residing in rural and urban areas, Mr. Badal issued instructions to the concerned departments to identify land for the project in Mandis and towns besides exploring the prospects of building affordable houses in the villages also. He suggested that these houses must have backyard to meet the requirements of rural population.
Stressing on the need of providing inexpensive houses, Mr. Badal directed Housing, Rural Development and Panchayats and Labour department to study all possibilities to reduce costs of construction besides taking benefit of all the state and centre government schemes to provide maximum subsidy to the weaker sections of society.
He said that SAD-BJP government was committed to provide house, food and employment to all. Under ‘houses for all’ project Deputy CM has instructed Rural Development and Panchayats, Housing and Labour departments to provide 50000, 25000 and 25000 houses respectively in the urban as well as rural areas.

Government has not authorized any chit fund company in Punjab Presiding over a meeting of all Joint Directors, Institutional Finance and other senior officers concerned of the department. Additional Deputy Commissioner (Development) in all districts are designated as Joint Director Institutional Finance and Banking, Mr.
Dhindsa said that this meeting has been especially convened to make them aware of the functioning of the Non-Banking Financial Companies (NBFCs), rights and responsibilities and also about the legal issues pertaining to these financial companies.
Finance Minister further said that Under the Chit Fund Act 1982
(Central Act 1982), the government has notified Additional Deputy Commissioner (Dev.) as Joint Registrar of Chits. Presently there was no registered Chit Fund Company with the State Government. “Offences under this Act are cognizable and police can register cases under this Act” he added.
Divulging the details, Mr. Dhindsa said that this meeting of ADC
(Dev.)–cum-Joint Director, Institutional Finance has been called in
view of various fraud cases which are being reported in media. He said that in Punjab also Government has come to know that such money collecting schemes, multi layer marketing schemes were in operation which was banned under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978. In this meeting various preventive steps to stop such frauds were also discussed. All the enquiries were answered by senior officers of RBI and SEBI.
Functions of Joint Director in reference to NBFCs have
been clearly defined under the RBI Act and have been authorized by the Government to look into complaints/make applications before competent
court to obtain necessary warrants and take such action as deemed necessary under Section 58 E of the RBI Act.
Regarding Non Banking Finance Companies, two types of companies have
been registered by Reserve Bank of India. Category ‘A’ which are authorized to take deposits and other category ‘B’ companies which are not authorized to take deposits under the RBI Act. There are other unincorporated bodies which may along with NBFCs cheat the public by displaying their registration certificates with various regulators but are doing many unscrupulous activities to cheat the public, said a senior officer of RBI. Chandigarh, September 16: The education department was today on a checking spree when its special monitoring cell today conducted surprised checking in 238 offices of the education department across the state. This exercise is a part of consistent campaign launched by the education department to ensure the 100 percent attendance in the offices.
Disclosing this here today Mr. Daljit singh Cheema, Education Minister, Punjab said that during the checking of the offices 68 employees were found absent whereas 96 employees were the latecomers. He said that it was also found that there were 16 such employees who were not attending the offices since long time.
Divulging the details the education minister said that 111 offices were raided in Nabha (Patiala) division, during which 12 employees were found absent, 34 late comers and 10 employees were found absent from the offices since long time. Similarly during the checking of offices of Jalandhar division 64 offices were raided and 36 employees were found absent, 47 late comers and 3 were not attending the offices since long. During the checking of 63 offices of Faridkot division 20 employees were absent, 15 late comers and 3 were absent from long time.
Mr. Cheema further said that students generally idealised the teachers, so teacher should maintain high moral and ethical standards. He said the punctuality is the fundamental of all moral principles and teacher should first practise this principal before preaching this to the students.....

Bajwa said never earlier in electoral history of India the popularity graph of a leader and his party had witnessed such a steep nosedive and that too within 100 days of the government coming into power at the centre. The people within no time had forcefully rebuffed the communal political discourse while making it clear that who-so-ever tried to destroy the secular fabric of this country would not be allowed to succeed in such nefarious designs.

He asserted that it was the Congress under the leadership of Shrimati Sonia Gandhi and Rahul Gandhi that was leading the secular political discourse and the idea of a secular India could not be tinkered with.

He alleged that in the run up to the bye-elections, the leaders of the Bharatiya Janata Party tried to poison the social environment especially in Uttar Pradesh where this party had swept the polls in the Lok Sabha elections. However, the party got exposed within no time.

He said within no time of coming into power, the Narendra Modi government just forgot about the dream of “ache din aayenge” and the people had now taught a lesson to the sectarian BJP as the party, which had given the slogan of “Sabka Vikas” embarked upon the policy of “Vinaash” by dividing the people on communal lines.

It’s a humble attempt to improve the lives of those with special needs,” she said.
The September 23 camp would be held at civil hospital Rampura, September 24 camp would be held at civil hospital Talwandi Sabo, September 25 camp would be held at Bhagta government hospital and on September 26 camp would be held at civil hospital Bathinda.

Those having more than 40 percent disability are eligible to participate in the camp. People have to bring their government issued disability certificates while reporting at the nearest camp. “Even those who do not have any such certificate, but are disabled, can come to the camp. They would be medically examined and issued certificate on the spot,” added Sonali Giri.

Beneficiaries at camp should have monthly income of less than Rs 15000 and should possess mandatory income certificate. They will also have to bring copy of ration card and two photographs showing their disability.

The District Disability Rehabilitation Center is located at 100 feet road near Punjab and Sind Bank in Bathinda city. Here the disabled are provided free services of physiotherapy, speech therapy, custom made artificial limbs, wheelchairs, tricycles, walking sticks and hearing aid machines free of cost. Earlier, the center has held similar camps in the month of November 2013 wherein 856 people were benefited.....

Yesterday, with the help of member SGPC Gurbax Singh Khalsa, a truck load of eatables including paranthas, pickle, biscuits and water bottles was sent to Chandigarh Airport for sending it to Jammu and Kashmir, she further told.

On September 13 as many as 5000 food packets containing paranthas, pickle and other eatable items like biscuits and water bottles, had also been despatched to Chandigarh Airport to provide a helping hand to the agencies indulged in rescue and relief operation there, she added. She said that the relief material despatched today, was provided by the Gurdwara Tibbi Sahib. "The truck load of the relief material has been sent to Chandigarh in the early morning, from where it would be airlifted to J&K", said the DC while adding that similarly, the packed food items would also be sent by the SDM, Banga Arvind Kumar and SDM, Nawanshahr, Jiwan Jagjot Kaur on Sunday and Monday respectively with the help of local residents and organisations.

She appealed the residents who want to contribute for J & K flood victims, to arrange food packets before 7 amof every morning so that it could be despatced to Chandigarh Airport for delivering to the needy persons, in the same day.

While addressing the bank employees, leaders of the Federation said that various attempts of the Government and the RBI to push through banking reform measures in one way or the other are being made. The basic idea is to dilute and dismantle public sector banking and boost up private sector banking. These offensives are going on for the past two decades and from AIBEA and AIBOA we have been consistently fighting against such machinations. “We have been able to build up intensive campaigns, agitations, struggles and strike actions against all these measures”, they said, adding, “We can also legitimately feel proud that due to all these persistent efforts, the speed with which these reform measures were proposed to be implemented, could not be of such dimension as planned. But we know that the Government is on their heels to somehow get their agenda implemented.”
They added as expected, the present BJP-led NDA Government at the centre is pursuing the same policy. In their election manifesto also, they have said that they would pursue the banking reforms further. “We have observed in their recent Budget that the Government wants to go ahead with further privatisation moves by allowing more private capital by not allocating any funds for capitalization”, they said, adding the Government has also announced their proposals for merger of PSBs. Already RBI has announced its scheme for granting licenses to corporates and industrial houses. Further RBI has announced their Guidelines on setting up of Small Private Banks and Payment Banks. Thus there is a concerted attempt to hand over our banking sector more and more to private hands. In this background, it was been decided by AIBEA and AIBOA, we should fight back these attacks and offensives. Anti Merger Day was already observed on 26th August, 2014 through demonstrations, rallies etc.

New Delhi, September 16: The Central Bureau of Investigation has arrested a Senior Manager, Bharat Petroleum Corporation Ltd (BPCL), Mahul, Mumbai for demanding & accepting a bribe of Rs.50,000/- from the Complainant.

A case was registered against Senior Manager, Bharat Petroleum Corporation Ltd. (BPCL), Mahul, Mumbai for demanding bribe of 10% i.e. Rs. 1,00,000/- (approx.) of total Purchase Order for clearing the complainant’s pending bills. The complainant’s firm was awarded an Annual Maintenance Contract of GPS tracing system. Since December, 2013 the bills were pending.

CBI laid a trap and the accused was caught red handed while demanding & accepting bribe amount of Rs. 50,000/- after negotiation from the complainant. The arrested accused was produced before the competent Court and remanded to Judicial Custody.

In another case, the CBI has arrested a Passport Agent for demanding & accepting a bribe of Rs.2000/- from the Complainant.
A case was registered against Passport Agent and Passport official of Regional Passport Office, Thane for demanding bribe of Rs.2,500/- for clearing Passport File of complainant’s mother.
CBI laid a trap and the Passport Agent was caught red handed while demanding & accepting bribe amount of Rs.2,000/- after negotiation from the complainant on behalf of an official of Passport Seva Kendra, Thane.


Further investigation is continuing.....

New Delhi, September 16 : The Central Bureau of Investigation has arrested a Commandant of Railway Protection Special Force, 10th Battalion, Dhanbad (Jharkhand) for demanding & accepting a bribe of Rs.20,000/- from two complainants.
A case was registered U/s 7 of PC Act, 1988 on 14.09.2014 on the basis of two separate complaints from 02 constables of RPSF, 10th Battalion, Dhanbad wherein alleging that the Commandant, RPSF, 10th Battalion, Dhanbad had demanded bribe of Rs.10,000/- each from said two complainants of RPSF for passing favourable orders for regularisation of their periodical medical examination (PME) period and payments of their pending Salary Arrears of PME sick period of approx. 08 months.
CBI laid a trap and caught red handed the Commandant, RPSF, Dhanbad while demanding & accepting bribe of Rs. 20,000/- from the Complainants yesterday evening at his official residence at Dhanbad.
Searches were conducted at his residence in Dhanbad & New Delhi and his office at Dhanabad which yielded to recovery of cash of Rs.Five Lakhs (approx.) and Rs.37 Lakhs(approx.) in bank deposits.
The arrested accused was produced today before the Special Court Judge for CBI Cases, Dhanbad and remanded to Judicial Custody. The matter for further remand has been fixed on 16.09.2014 by the Court.
In another, CBI has arrested today a PA to Regional Passport Officer, Guwahati while she was demanding and accepting a bribe of Rs.2,000/- from the Complainant for clearing his passport.

It was alleged that the Complainant had applied for fresh passport on 20th March, 2014. For the same, he visited the office of the RPO, Guwahati to pursue the delivery of his passport and was told to contact the PA to RPO. On meeting, she demanded Rs.2,000/- for clearing the complainant’s passport and early delivery to him. She also asked the complainant to bring the bring on 15/9/2014 in her office. A case was registered U/s 7 of PC Act, 1988.

CBI laid a trap and caught red handed the PA to RPO while demanding and accepting Rs.2,000/- from the complainant.

Further investigation is continuing.....

It is the second visit of Indian Navy at CT Group of Institutions for the recruitment purpose. This recruitment is under the University Entry Scheme (UES) and attracts the students of various engineering branches for technical branch in the Indian Navy.
In the placement drive more than 150 students appeared. The selection process included two rounds following a group discussion and interview on the basis of which the Indian Navy would shortlist the students for SSB Test conducts for the final recruitment in Indian Navy. A team of officials was headed by Commander SK Singh from Indian Navy has conducted this selection process.
A three member team of the officials of the Indian Navy who had arrived at the campus to conduct the placement drive were Commander SK Singh, Lieutenant Commander Madhusudan & Lieutenant Commander Vivek.
Eulogizing the caliber of the students the company officials were impressed with the enlightening caliber of the students, Cdr. SK Singh said, “We were looking for the passionate employees who may align us in transforming the efforts into success. Amritsar, September 16: As many as 357 students from various departments and regional campuses of Guru Nanak Dev University have been placed with internationally renowned three Indian multinational IT companies; Tata Consultancy Services (TCS), Capgemini and Nagarro. These students have been recruited as Software Engineer Trainee.
A strong team of 70 members of TCS visited GNDU University campus for recruitment from 3rd to 6th September and conducted online test for 950 students. After online aptitude test, technical and HR interviews, TCS offered jobs to 255 students. The selected students have been offered an annual salary package of Rs. 3.18 Lakhs per annum.
Senior Company Officials of Capgemini, a Hyderabad based software company visited Guru Nanak Dev University, Amritsar on 13th and 14th September and conducted very hectic round of On-line Aptitude test, GD and interview for 675 students of IT Courses. They selected 94 students at a salary package of Rs. 3.05 Lacs per annum.
Earlier senior members team from Nagarro, Gurgaon also visited GNDU and conducted written test for 1000 students on 27th August. Final interviews were conducted at Gurgaon on 12th September and the company has selected 8 students at a salary package of Rs. 4 Lakhs per annum.
The student volunteers of 2nd and 3rd year of different departments alongwith Placement staff worked very hard day and night in successfully conducting the placement drives of these 3 companies. The selected students are from Batch 2015 of B.Tech. - Computer Science, B.Tech. – Electronics, MCA and M.Tech. from main campus Amritsar as well as the regional campuses of Jalandhar, Gurdaspur, Sathiala, Sultanpur Lodhi and constituent colleges of GNDU. These students shall join their jobs in July 2015 after their final exam.
The demand for the GND University students by the corporate world itself speaks of the quality infrastructure and facilities available at the university. Many companies like Infogain, Amdocs, Tech Mahindra, IBM are likely to visit the campus in near future.....

Amritsar, September 16 : People and medical fraternity from across the globe celebrate September as ‘Prostate Cancer Month’ and 22nd September is celebrated as World CML Day. This is to create awareness about the causes and encouraging people to change their lifestyle to stay away from this life threatening hazard of prostate cancer and CML.
Taking initiative to inform more and more citizens about Prostate Cancer, Cancer specialist team of Fortis Escorts Hospital Amritsar; which includes Dr. Navdeep Singh - Head of Chemotherapy Department and Dr. Suresh Bhagat - Head of Urology Department organized an informational session to shed light on the issue of Prostate cancer and CML. Prostate cancer arises from prostate gland and Dr. Navdeep adds that, prostate is not a nutshell but a bombshell. Also present on the occasion was Dr. H.P. Singh - Medical Director of Fortis Escorts Hospital Amritsar.
Talking to media persons, Dr. Navdeep explained about the symptoms and detection of prostate cancer. Dr Navdeep Singh said, “Prostate Cancer is amongst top 5 cancers in Punjab. It’s still a prevalent misconception in the society that this cancer is incurable and the patients don’t live a normal lifestyle after treatment. The only issue remaining now is to make people aware of the importance of early detection of the disease so it can be treated effectively. Every male should get a PSA done at the age of 40 for early detection.”
Also, 22nd September is approaching fast and it is a BIG day in the history of Cancer world . It is World CML day. CML means chronic myeloid leukaemia . It is a deadly blood cancer. 20 years back CML was incurable but now it is curable. Yes, Curable. Dr. Navdeep further added, “CML is curable and that too with a simple method. Patients just have to take a pill everyday. This is a scientific fact and pill’s active salt is Imatinib. Let's spread this message to public on 22nd September so the more people can be made aware of the fact that a pill a day keeps CML away. Also, keep a check on CML by getting 3 monthly blood test called PCR. PCR means polymerase chain reaction, but, to me it means Police Control Room for CML control.”
Dr Navdeep further explained that, "Prostate cancer occurs in males at about 50 years of age. The symptoms include dribbling (inability to control the release of urine from bladder) or increase in frequency of urination, inability to control urination and low back pain. The cancer is curable if detected at early stages. It is advised to take good amount of red vegetables especially tomatoes; in any form as raw tomatoes, tomato juice etc; as they have Lycopene, which is an anti-cancer agent.”
Finally, Dr. Navdeep Singh concluded by saying “Let’s make India free of prostate cancer and CML and spread this message of early detection to your family, friends, neighbors, colleagues and peer group. I advise people that they make changes in their lifestyle, avoid obesity by developing an exercise routine in daily schedule.” He further added that every son should gift his father; his real life hero; a PSA test every year after the age of 50 to help in early detection of the prostate cancer.....

Chandigarh, September 16: Moving ahead as per the vision of Parkash Singh Badal, Chief Minister Punjab and Sukhbir Singh Badal, Deputy Chief Minister Punjab to bring transparency in Governance, the Punjab Government has initiated the process to upload Annual Property Returns of all Group A and B officers on the official website of the state government. The arrangements for digitization and uploading of Annual Property Returns were finalized in a high level meeting held under the chairmanship of Sarvesh Kaushal, Chief Secretary, Punjab.
Disclosing this here today an Official Spokesman of the state government said that this exercise has been initiated in compliance of the directions of Sukhbir Singh Badal, Deputy Chief Minister,Punjab who is also the Minister incharge of Governance Reforms to provide corruption free governance and maintaining high standards of integrity in public service . In the first phase, Annual Property Returns (APRs) of all Group A and B including IAS/PCS officers would be uploaded on the state government website within 45 days. He said that in the next phase, all other officers working in different government departments and its entities would also be covered. This process will continue to cover all employees of the Government, Public Sector Undertakings, Corporations and other entities of the State.
He further stated that for the newly recruited employees, the APRs would include their movable and immovable assets. Whereas for other officers, their immovable declaration of assets would be digitized and uploaded on the official website.
Secretary, Personnel has been deputed as the nodal officer for this exercise who would coordinate with all the Administrative Secretaries and Head of Departments and get the APRs of the officials scanned in a time bound manner. Punjab State e-Governance Society (PSEGS) under the Department of Governance Reforms shall provide the technical resources and technical support for the digitization and uploading process of the APRs. For this Scanning & Digitization exercise, heavy duty scanning centers would be set up by the State Government in which scanning of APRs of officers would be done in stipulated time period. Further uploading of scanned APRs would be done on Punjab State portal by Punjab State e-Governance Society (PSEGS). Chief Secretary further instructed the Principal Secretary, Governance Reforms to set up a dedicated Content Audit & Updation cell for periodic monitoring and review of the content of various Government websites including State portal.
Prominent amongst others who were present in the meeting included C.Roul, Principal Secretary, Governance Reforms, Sh. Vikas Partap Singh, Secretary Personnel, Raj Kamal Chaudhary, MD Punjab Infotech, Sh, Kandhola, Director Governance Reforms and other officials & IT Professionals from Department of Governance Reforms.....

Ferozepur, September 16 : A delegation of 20 members from management, faculty and students of Shaheed Bhagat Singh State Technical Campus participated in India Manufacturing Show IMS-2014 and its concurrent show Taiwan-promoted ‘Emma Expo 2014’ from September 11-13 at Bangalore International Exhibition Centre (BEIC), to have interaction and network with various international and national audiences including global manufacturers. The show exhibited pavilions from various categories of industries such as Aerospace, Defence, Automobile, Automation, Robotics, Electronics, Energy, Environment, Infrastructure, Metallurgy, Mining etc. In all IMS housed over 170 exhibitors while Emma Expo 205 exhibitors.
Among those participated were – Dinesh Lakra, Chairman, BoG, Dr.T.S.Sidhu, Director, Dr. Rakesh Sharma, Dean Academics, Gaurav Kumar, Administrative Officer, Rajiv Arora, Associate Professor (Chemical Engg), Supriya Sharma and 14 students from different branches of engineering.
India Manufacturing Show is organized after every two years with the intention of bringing together the best talent, the best technologies and the best minds from across the globe while providing excellent marketing opportunities for all its participants
In view of the objective of the IMS, to engage budding students, the SBS State Technical Campus also put up its pavilion to highlight the availability of talent in the campus of different streams. Students who took turns for attending the visitors to its pavilion also visited all other pavilions to gather information regarding future campus and off-campus placements. The interest shown by the visitors in SBSSTC’s pavilion was beyond expectations.
Dinesh Lakra, Chairman BoG informed that IMS is the platform for all categories of industries to showcase their products and services. Ananth Kumar, Minister of Chemicals & Fertilizers, GOI especially visited the pavilion of the SBS State Tech. Campus. Chairman and Director of SBSSTC apprised him about SBSSTC, its location and its future plans. He encouraged the students and congratulated them for their participation in the show. He informed that the union government would release new policy for MSME sector soon and stressed on focusing education on MSMEs.
Students also participated in various competitive events organised by Taiwan-promoted ‘Emma Expo 2014’ and won a 3 first prizes and 2 second prizes. Students’ enthusiasm knew no bounds. Reeta Tiwari, student participant from final year of Computer Science and Engineering acknowledged her Institute for providing her this opportunity to participate in such an informative show. She stressed that the institute must promote more of such activities in future as she felt it leads to enhancement in their employability potential.
Giving this information, Dr.T.Sidhu, Director said, it was a great opportunity to have interaction with the various representatives of manufacturing sector by the delegates from the Campus.
He further said, the students also participated in aspiring entrepreneurs, innovative pavilion, HR Connect and Event Conference.
