Patiala, August 28 : Punjabi University, Patiala launched Sodhak, the first omni font Punjabi spellchecker, and has made it available online for free usage. The spellchecker was inaugurated by Dr. Jaspal Singh, vice chancellor Punjabi University Patiala. The spellchecker, which is first of its kind for any Indian language, can check spellings of Punjabi text encoded in Unicode or in any of more than 150 popular font such as Anmol lipi, Asees, Satluj, Akhar etc. This removes the constraint on the user to type the text in predefined fonts or in Unicode only. The inbuilt font converter automatically converts the text to be spell checked to Unicode, the universal coding scheme. This is first time, an online spellchecker for an Indian language has been developed which supports such a large family of fonts and Unicode. The spell checker has been developed by team led by Dr. Gurpreet Singh Lehal, Professor and Director of Advanced Centre for Technical Development of Punjabi Language Punjabi University, Patiala. The other team members of the project are Dr Tejinder Singh Saini and Bainu Singla. According to Dr. Lehal, a huge database of more than 1.40 lakh Punjabi words had been created for the spellchecker. The backbone of the spellchecker is the suggestion list for wrongly spelled Punjabi words. The suggestion list suggests the most relevant Punjabi words using artificial intelligence techniques based on common Punjabi spelling and typing mistakes. The spellchecker will be a big boon for writers, journalists, proof readers as well as Punjabi learners and will go a long way in standardising the Punjabi spellings. The spellchecker is available at http://sodhak.learnpunjabi.org.....

Chandigarh, August 29 : Punjab Chief Minister Parkash Singh Badal today called upon the leading industrialists and entrepreneurs to play a proactive role in
opening skill centers to impart skill training to the youth for enabling them to be gainfully employed besides catering to the needs of the local industry by creating a 'pool of skilled and trained manpower' in the state.

Addressing the gathering after felicitating the 14 dynamic achievers of North India during the fourth edition of ET Achievers of The North award 2014, the Chief Minister, while underscoring the need for setting up skill training centers by the industrial houses, said that Industrial tycoons and entrepreneurs should come forward to establish these skill up-gradation and training centers as a part of their Corporate Social Responsibility (CSR). He said that it was the need of the hour that the industrial units and the state government should join hands to impart quality skill training to the unemployed youth for making them self employed on one hand and weaning them away from the drugs on the other. Badal said that the state government would provide fulsome support and cooperation to the industrial units for such endeavors.

The Chief Minister highly appreciated the initiative of the Times Group for felicitating eminent industrialists of North for their rare feat but the same time he urged the Times Group to organize next edition of achiever’s award to honor the promising farmers of the state. He bemoaned that the media often tend to forget to honor the progressive farmers as achievers for their outstanding contribution to the nation. He said that the farmers deserved to be felicitated on such occasions for their unbounded capacities and capabilities especially the managerial skill which they acquired by the dint of sheer hard work and resilience to manage their farms.
Wooing the industrialists to make huge investments in the state, the Chief Minister gave a slogan "Make in Punjab" on the lines of similar one- "Make
in India" given by the Prime Minister Narendra Modi for the rejuvenation of manufacturing sector, which was the core of industrial development. He said that the state government had taken path breaking initiatives to emerge Punjab as the most preferred investment destination not only in the country but across the globe and asked the prospective entrepreneurs to invest here in a big way. He said that the state government organized a Mega Investor’s Summit in December last year which was enthusiastically attended by leading industrialists adding that as many as 117 companies signed Memorandum of Understanding (MoU) worth Rs 65000 crore during this mega summit. Badal further said that the state
government has already allotted 50 acres of land to Infosys at Mohali for setting up of country’s largest IT park and 67 acres of land to ITC for Mega Food Park in Kapurthala district.

The Chief Minister further said that Punjab has a distinction of being the first state to move from Single Window System to One Stop Clearance Regime in which a single officer was empowered to give clearances for all concerned departments. Likewise, Badal said that under its novel Industrial Investment policy, the new investors had been allowed to retain VAT for next 10 years. He mentioned that Punjab was the only state which could rightly boast of its congenial industrial climate coupled with skilled manpower fully capable of catering to the needs of local industry.

The Chief Minister further said that as Power was the engine of growth thus
the state government had made all out efforts to make Punjab as self sufficient in Power. Highly appreciating the leadership qualities and entrepreneurial skills of the Punjabis, he said that industrial tycoons from state like Hero group, Oswals, Trident and Bharti Group have made every Indian proud for their unparallel leadership and acumen. However Badal lamented that Punjabis have not been rewarded for their massive contribution due to the apathetic attitude of the previous Union Government. He pleaded for similar economic package for the revival of industry in the state, which had been badly hit, with the incentives
extended to the hilly states.

On the occasion the Chief Minister also unveiled a coffee table book highlighting the enormous contribution of the achievers, who have excelled in their chosen fields.

The Chief Minister was accompanied by Chief Parliamentary Secretary NK
Sharma and his Special Principal Secretary Ajoy Kumar Sharma.

Prominent amongst other who were present on the occasion included Director
Times Group Ranjeet Kate and Resident Editor Time of India Robin David.

Chandigarh, August 29 (Courtesy: HT) : Apparently with a view to getting political mileage for the Shiromani Akali Dal (SAD), the Centre’s Pradhan Mantri Jan Dhan Yojana was launched here on Thursday by union food processing minister and local MP Harsimrat Badal with a visible SAD bearing on the event.
At a function, Harsimrat launched the scheme by distributing kits with bank passbooks and ATM cards to beneficiaries. The envelopes in which the kits were placed had a picture of chief minister Parkash Singh Badal.
The function was virtually hijacked by SAD with several party leaders, besides elected representatives, being present on the stage. Some people from among the beneficiaries accepted that they owed allegiance to SAD. District party president Parminder Goyal was the only BJP leader present.
When asked about the CM’s picture on the envelopes, Harsimrat said there should be no issue with this.
Under the earlier UPA government, the SAD-BJP government had faced allegations of hijacking central schemes for taking political mileage, but with the BJP-led NDA at the Centre now, the situation seems to have become convenient for the state government.
Meanwhile, addressing the gathering, Harsimrat said the scheme would benefit the poorest of the poor. She said that under the scheme, the bank account of every household would be opened irrespective of whether they already had it and an accidental insurance of Rs. 1 lakh and a health insurance of Rs. 30, 000 would be provided to the family. Besides, a credit facility up to Rs. 5,000 would also be provided. She said at present only 59% people in the country had bank accounts and under this scheme the Centre would open bank account of every person.
CM asks bankers to be liberal with loans
Chief minister Parkash Singh Badal on Thursday called upon bankers to liberally sanction loans at low rates to the poor to ensure their financial autonomy.
Addressing the beneficiaries after launching the Prime Minister’s Jan Dhan Yojana in Ludhiana, Badal said bankers could play a proactive role in bringing down rates of interest on loans advanced to the poor. He underlined the need to provide these loans at nominal rates, which would ensure the financial empowerment of the poor and guarantee the recovery of these loans.
Badal said the idea behind the nationalisation of banks could be served meaningfully only provided majority of economically deprived sections were propelled towards financial inclusion.
Hailing the scheme as the brainchild of Prime Minister Narendra Modi, Badal said it would prove a milestone in transforming the destinies of those who had been leading a life of penury. The CM also handed over the banking kits to 50 beneficiaries.....

Wary of crediting Capt with more sway, Bajwa blames it on rigging

Chandigarh, August 29 (Courtesy :HT):
His political fortunes slipping with every election, beleaguered Punjab Congress chief Partap Singh Bajwa is caught between the proverbial devil and the deep blue sea. Though Congress infighting was as much to blame for the party’s near-rout in the Talwandi Sabo bypoll as a majority of party MLAs rallied behind Capt Amarinder Singh’s wife Preneet Kaur at Patiala, Bajwa cannot afford to score a self-goal by crediting his bete noire with having more sway over MLAs than him.
So when he meets party general secretary in-charge for Punjab Shakeel Ahmad in New Delhi next week, Bajwa will point out the “blatant misuse of police and official machinery” by the ruling Akalis as the main reason for losing Talwandi Sabo, a seat the Congress held for the past many elections. He would also point out the silver lining from the bypoll results — checking rookie Aam Aadmi Party’s march into opposition space in Punjab.
Claiming that the high command knew about most MLAs camping at Patiala, Bajwa says he does not wish to indulge in a blame game. “I have yet to give my report to Ahmad, who will then hand it to party president Sonia Gandhi. With most MLAs campaigning in Patiala, it was a one-sided affair. But it’s not the reason why we lost. The ruling party put all its might to win a bypoll. When the Bathinda SSP tells you that he cannot evict cabinet minister Sikander Singh Maluka and nearly 1,500 outsiders stationed inside serais in a gurdwara, what can the opposition do? We warned chief electoral officer VK Singh that 1,500 outsiders were likely to enter Talwandi Sabo and he had assured us that none will be allowed to stay. There were 100 to 200 Akalis in every booth,” Bajwa told HT.
He also accused the police of unleashing terror on Congress leaders and workers. Citing the example of Kot Shamir village on the outskirts of Bathinda, he said more than 50 cops were stationed outside the house of Congress leader Inderjit Singh Zira, while many party workers were picked up from their houses in the morning and taken to police stations and only released after polling was over. “How else do you explain the lead of 11,000 votes from the constituency just three months ago (in the Lok Sabha elections), changing to 46,000?” he added.
While it took Bajwa a day to react to the shock defeat, Amarinder, in Europe for the launch of his book, stole his thunder by accusing Akalis of winning the bypoll by “open rigging and unleashing terror as used to happen years ago in Bihar”.
While both leaders agree that Congress turncoat Jeet Mohinder Singh Sidhu did not win by the people’s mandate, Amarinder’s confidants say Bajwa cannot afford to blame Amarinder for the bypoll loss.
“If he tells the high command that Amarinder hijacked a majority of the MLAs or they were doing his bidding, it will undermine his authority as the state chief. It will be a self-goal he would not like to score,” said a Congress MLA, requesting anonymity.....

Amritsar, August 29: Dal Khalsa has urged the Jathedar Akal Takht Gaini Gurbachan Singh to direct the SGPC to install the portrait of Bhai Dilawar Singh in the Sikh Central Museum to mark his 19th death anniversary on August 31.

In the light of Akal Takht bestowing the status of a martyr on Dilawar Singh on 23 March 2012, the organization has made this demand.
Notably, Dilawar Singh blew himself to kill former CM Beant Singh on 31st August 1995 within the premises of Punjab secretariat in Chandigarh.
Meanwhile, an Akand path has begun at Akal Takht today and bhog ceremony will be held on Sunday to pay tributes to Dilawar Singh on his 19th death anniversary. The ceremony is being organized by parents of Dilawar Singh and pro-freedom groups will participate in it, said the organization in its release.
In a statement, party’s senior leader Satnam Singh Paonta Sahib and Sarbjit Singh Ghuman said the decision to accord martyr status on Dilawar Singh was historic and significant in many ways. They said in view of Bhai Dilawar Singh's sacrifice to avenge the violations of human rights of Sikhs, his portrait should be installed along with other martyrs of the recent Sikh struggle. They took a dig at the SGPC for its meek response on most of the Panthic issues.

They came down heavily on Punjab government for implicating and arresting Sikh preacher Baba Baljit Singh Daduwal in old case that was closed way back. They were of the view that Badals were doing so to "satisfy their false ego and avenge their moral defeat" vis-a-vis formation of HSGMC".
