New Delhi, April 24: Congress has demanded filing of an FIR against BJP leader Narendra Modi and others BJP leaders for violation of Model Code of Conduct in Varanasi today. The party has also expressed serious reservation for Modi's claim that God has chosen him to rescue the country and termed him as a megalomaniac.

Media reports that in a complaint to the Election Commission, the party said Modi's roadshow and his filing of nomination in in Varanasi was telecast live in the 117 constituencies when polling was on there today. It said, it is a clear violation of the modal Code of Conduct.
Party spokesperson Anand Sharma told reporters in New Delhi today that the commission should have taken pre-emptive action against live coverage.

The Congress spokesman also , if God has already selected him where is the need for the poll exercise. Responding to BJP leader Amit shah's claim that Modi wave has turned in to a Tsunami, Sharma said Modi will only bring devastation and grief like Tsunami.

On Modi's allegation that women are not safe in Congress ruled states, Sharma citing official data said, the highest number of rape cases have been reported in BJP ruled Madhya Pradesh and the track record is also not good in Gujarat.

Ferozepur, April 24: Today, the court of Dr.Rakesh Kumar, Addictional Sessions Judge has announced imprisonment of ten years each to four accused for attacking on polling party gone to conduct the polling process at Basti Kishan Singh Wali for attacking with an attempt to murder and putting acid in ballot box, on July 3, 2013.
The accused – Karamjit Singh, his brother Partap Singh, Dilbagh and Gursewak Singh of Basti Kishan Singh Wali falling under Sadar Police Station.
A case was registered in this regard by Labh Singh, Assitant Engineer, Water Supply Department who was put on Panchayat election duty and his entire polling staff had reached at Basti Kishan Wali on July 2, 2013 and polling was to take place on July 3. On the polling day, the voting process going on peacefull upto 3.30 pm and in the meantime, Baljnder Singh, Karamjit Singh, his brother Partap Singh, Shamsher Singh, Dilbagh Singh and Santu Singh came and Karamjit Singh was holding a utensil and had entered the polling room with intention to serve tea and emptied the utensil in ballot box, which was containing acid and in this process the acid also dropped on his body and his clothes were burnt. Baljit Singh Sarpanch cnaiddate and Boota Singh and some unidentified persons reached Panchayat Ghar and started throwing stones.
The police after investigation presented a charge sheet against all the four accused on account of attempt to murder and R.P. Act Section 136.
On Thursday, the defence counsel linking it with politics have pleaded to dismiss the case but the court not agreeing to this logic, announced ten years imprisonment to all the four accused and ordered to send them to jail.

New Delhi, April 24: The Special Judge (West) Anti-corruption, Lucknow (Uttar Pradesh) has convicted Sh. Diwakar Tripathi, then Superintendent & Sh. Rajiv Kumar Singh, then UDC, both of Narcotics Control Bureau, Mahanagar, Lucknow (U.P) in a bribery case of Rs.Two Lakhs and sentenced them to undergo five years Rigorous Imprisonment with fine of Rs. 90,000/- each.
A case was registered by CBI on a complaint. The complainant alleged that his friend was illegally detained at Narcotics Control Bureau, Mahanagar, Lucknow Office by Superintendent Shri Diwakar Tripathi and the Superintendent threatened to implicate his friend in fake case if he was not paid a bribe of Rs. 5,00,000/-.
CBI laid a trap and, both Shri Diwakar Triapthi & his clerk Shri Rajiv Kumar Singh were caught while accepting a bribe of Rs. 2,00,000/- from the Complainant.
After completion of the investigation, the Charge Sheet was filed in the Court of Special Judge (West), Anti- corruption, Lucknow on 29.06.2012 against Shri Diwakar Tripathi, the then Supdt. and Shri Rajiv Kumar Singh, then UDC, both of NCB, Lucknow. The Trial Court found the accused guilty and convicted them.....

Chandigarh, April 24: The Punjab Congress today demanded immediate dismissal of two Cabinet Ministers Ajit Singh Kohar and Gulzar Singh Ranike and Chief Parliamentary Secretary Virsa Singh Valtoha following the disclosure of their alleged involvement and that of three other leaders in smuggling racket followed by a high level inquiry by a sitting judge of the Punjab and Haryana High Court.
In a statement issued here today, party General Secretary and member of the campaign committee Rajanbir Singh said these allegations coming from former Additional Director General of Police (Intelligence) Shashi Kant just could not be rejected off hand as he had claimed that he had submitted the list of smugglers and those patronising them to Chief Minister Parkash Singh Badal .
He said the issue at stake was not that Kant had political ambitions or the timing of his revelations as earlier also, he had raised this issue, particularly in relations to smuggling of drugs into jails in the state which also was a widespread racket.
Rajanbir said earlier, drug smuggler and former cop Jagdish Bhola had named revenue Minister Bikram Singh Majithia and now two more ministers and a CPS apart from two other MLAs and a political leaders had been named in this racket.
He said this is one government whose three ministers were under a cloud after their names having beenb surfaced in smuggling. These allegations were being levelled against the political leaders for a long time now. He said the Chief Minister must order a high level inquiry to bring out the truth and punish the guilty, to whichever party he belonged.
He said addiction had spread like epidemic in the during the last few years and what was at stake was the future of Punjab as those hooked to drugs was the younger generation. He said in case this situation was allowed to continue, it would ruin Punjab within no time.
Rajanbir stressed that none should be allowed to play with the future of Punjab. Apart from the easy availability of drugs, what had compounded the situation was the high incidence of unemployment. What was needed was a multipronged strategy to wean away the youth from this menace and engage them in productive process.
He said the state government just could not shift the blame for smuggling as what was being consumed by the addicts in Punjab were mainly the synthetic drugs manufactured within the state and not smuggled from across the border. It was mainly heroine which was coming from Pakistan and as such, what was required was strong preventive steps.

Majithia said, “Amritsar is the home town of the only Sikh to become the Prime Minister of this country, Dr. Manmohan Singh. And now a former Chief Minister is laying a controversial claim to the legacy of his lineage from this sacred city. But will anyone in the Congress please point out even a single major project by which Dr. Singh will be remembered by the people here?” Mr Majithia asked.
“This most sacred place of the Sikhs and one of the holiest havens for the entire mankind was simply given an “over-flight” by the Prime Minister as he carried grants to other places. It was as if he felt guilty at being a Punjabi and remained apologetic about it throughout his career as PM. His aircraft would simply refuse to land in Amritsar, leaving his birth-place and its other poor sons and daughters simply looking skywards and watching their indifferent brother’s plane disappear towards the South or the East. The city was never on his itinerary when it came to development projects,” said Mr Majithia.

The Prime Minister flew over Amritsar on the way to places as far as Vidharbha, UP, Maharashtra, Kerala, Andhra with to distribute his liberal bounty ranging from Rs. 50,000 crore to Rs. 1.75 lakh crore, not a single rupee was spent on Amritsar. “The people of the state, and especially of this region kept hoping for an economic package for border areas and one at par with concessions given to our neighboring states. The only thing Dr Singh did was to keep extending the concessions to our neighbors while not offering a penny to his home state, said Majithia.
“The only ‘gift’ that Amritsar ever got from any Congress government or Prime Minister was the tragic Operation Bluestar, which Captain Singh first pretended to oppose but now justifies. What an irony that Captain Singh has chosen the sacred land of Amritsar to defend both Jagdish Tytler and Operation Bluestar,” said Mr Majithia.
Ironically, however, said Mr Majithia, “it was here, at Darbar Sahib, that the present Chief Minister Mr. Parkash Singh Badal organized an Akhand Path to pray for good health of the PM when he was to undergo heart surgery. Dr. Singh did not come even for thanksgiving in return.
The Revenue Minister also had a dig at Captain Amarinder Singh and asked him to
emerge from ‘his self-created animal kingdom, abandon his howling jungle habits and pick up the language of civilized human society .’ “Amritsar is the best place to learn humility, human language and other civilized skills and values,” said Mr Majithia, referring to Captain Singh’s use of offensive and ungentlemanly descriptions for his opponents.
The Minister in his statement maintained that elections were a matter of serious and deep commitment and it needed more than mere animal instinct to address issues concerning development of the state and welfare of the people.

Coming down heavily at As for Captain Singh, the Revenue Minister said, “As for the Maharaja of Mega Falsehoods, the less said the better. If he ever visited this city as Chief Minister, it was always for things which made news for all the wrong reasons. Not a single brick was ever laid towards the development of this sacred town by either Dr. Manmohan Singh as Prime Minister or by Captain Amarinder
Singh as Chief Minister.” ....

Nawanshahr, April 24 :District Electoral Officer cum Deputy Commissioner Anindita Mitra, today, presided over a meeting of the Assistant Returning officers cum SDMs and officials of the different departments to take stock of the poll arrangements for the parliamentary elections scheduled to be held on April 30. She asked them to ensure proper arrangements to ensure smooth conduct of election till the counting of votes to be held at Rayat Bahra complex, Rail Mazraon May 16. She asked the Executive Engineer, PWD and SDO Electrical to ensure proper civil and electricity arrangements at the counting centre. Besides, she also issued directions for proper light arrangements and CCTV cameras at the strong rooms and counting centre.

With a view to facilitating the staff put on poll duty to exercise their franchise at the place of their poll duty, the Election duty certificates should be issued to them by April 25. Besides, she also directed the officials to ensure distribution of Voters Identity Cards to the newly registered voters as well as the voters' slips to all the voters through BLOs so that they could use their right to vote.

" As many as 6 Super Model Polling stations have been set up in the district", said the DC while asking the officials to ensure all the facilities there for the convenience of voters. She also asked the officials to depute rural doctors at the Super Model Polling station. The Ambulances should also be stationed at suitably selected places so that they could immediately be pressed into service in case of any eventuality.

Besides, as many as 20 polling booths at 7 polling stations have been selected for web casting , further said the DC while asking the District Informatics Officer, National Informatics Centre ( NIC) to make proper arrangements for the purpose. The EVMs and poll related material three strong rooms have been set up . The EVMs would be provided to the poll staff put on poll duty in Nawanshahr assembly segment at RK Arya College, Nawanshahr, for Banga assembly segment at GN College for Women, Banga and for Balachaur assembly segment at BAV Senior Secondary School, Balachaur. The DC directed the officials to ensure proper arrangements for despatching the polling parties and micro observers at their respective polling booths. ....

Chandigarh, April 24 : Shiromani Akali Dal General Secretary Mahesh Inder Singh Grewal today called upon the Punjab government to order a high level inquiry into the confessions made by former Punjab DGP Shashi Kant that he tampered with official records and files pertaining to cases of huge recoveries of drugs. The entire record of the conduct of this officer, including reports of Shashi Kant possessing assets far out of proportion to his known sources of income, now needs to be probed in the light of this sensational confession.
Grewal also challenged Shashi Kant to an open public debate on the handling of war on drugs in the state.
“This is a most damning confession ever made by an officer of his rank and seniority. It virtually amounts to pleading guilty but seeking immunity in the name of mitigating circumstances. He has admitted that he committed a grave crime but maintained, as an excuse, that he did so under political pressure. No professionally competent and honest officer would ever do such a thing under any pressure. These are grave offences, no matter what provocation. No self respecting officer in his senses would ever stoop to such things. But since Mr Shashi Kant confesses to this crime, it needs to be followed up . The possibility of his throwing big political names merely as a means to camouflage the truth and to provide himself the protective layer of “benefit of doubt” needs to be seriously and thoroughly probed, said Mr Grewal.

The inquiry should be ordered immediately after the electoral process in the state is completed,” said Grewal in a statement here today.

”There are strong indications that Mr Shashi Kant knows that he is in trouble over his questionable conduct as an officer, and is therefore preparing alibis by dragging in the names of others, including senior police officers and politicians. As a seasoned police officer, he must know which direction the needle of suspicion points, and he could be trying to change that direction by creating a political confusion around the case,” said the SAD General Secretary.

Appealing the youth to vote for SAD-BJP for better future of Punjab, Badal said that Modi-Badal-Jaitly relationship would ensure an economic package for Punjab with cent per cent waiver of Central excise and Income Tax to bring an industrial revolution in the state. He promised that once voted to power at centre NDA would ensure development of Manufacturing, Textiles, IT and tourism sector in the state to create abundant employment opportunities for the youth. He said that SAD-BJP government has done a marvelous job in promoting sports in the state and it would bring required funds from the NDA government.

Chandigarh, April 24: With the culmination of polling in 2/3rd of the country today evening, the focus of Election Commission today shifted to Punjab as it heightened its surveillance with poll campaign reaching its crescendo.
Briefing the media persons, Mr. V.K. Singh, CEO Punjab today said that a comprehensive plan was chalked out to keep maximum alertness during 48 hours before polls to check any flow of liquor or money to woo voters. He said that flying squads and static surveillance teams have been asked to be more proactive with clear instructions to district Police Chiefs to ensure availability of sufficient force during that period. He said that today a meeting of representatives of all parties was convened to sensitize them about the dos and don’ts during that period. He said that during that period door to door campaign could be done that to with the local persons as no outsider except an elected representative, candidate or election agent could stay after the campaign ends 48 hours before the final polling time. He said that DEOs have been directed to get checked the hotels, inns and guest houses so that there should not be any outsider staying there. He said that these 48 hours would be the dry days hence the liquor could not be served even in private functions. He said that the liquor vends in 3Kms of area of adjoining states like Haryana, J&K, Himachal and Rajasthan would remain shut in those 48 hours.
He said that all political parties have been asked to ensure the presence of their polling agents at 6:00AM on polling booths to participate in mock poll so that the polling should be started by 7:00AM sharp. He said that the party booths of size 10X10 could be erected 200 meters far away from polling booths. He said that white slips with name and number of voter could be issued but it shouldn’t have any election symbol printed on it. He said that the polling agents should also note down the number of EVMs. He cautioned them against any allurement of voters and said that the erring persons would be prosecuted according to the law.
He informed that total 82 notices have been issued for suspected paid news and the expenditure was booked in 58 cases.
Speaking on the occasion, Mr. B. Purushartha, Additional CEO said that everyone has access to real time poll percentage from assembly segment wise and parliamentary constituency wise through Punjab CEO’s website http://ceopunjab.nic.in. He said that this information would be collected through SMS based poll day monitoring system developed with the help of NIC, Punjab Unit. He said that the Presiding Officers, Assistant Presiding Officers, Booth Level Officers and Sector Magistrates have been trained to send the message for the events occurred inside the polling stations from time to time like mock poll, start of polling and number of agents and number of votes polled.
He said that voters of 20 purely urban assembly constituencies would be able to get information regarding queue status by sending an SMS to +919211728082 in the format of ceopjb qs acno partno or ceopjb EPIC No. and the system would send the information of the polling station location as well as the number of voters standing in the queue. He said that for ensuring free and fair polls 20 sensitive polling stations of each district (total 440) would be monitored through web casting. He said that all the polling stations in the state have been designated as model polling booths and the volunteers would ensure priority voting for blind/infirm/old voters and pregnant and lactating mothers. He said that efforts were being made to set up super model polling stations and the DEOs were already on job with new initiatives there.

V.K.Sharma, Secretary Revenue Department Commissioner Ferozepur/ Faridkot Divisions and Manjit Singh Narang, Deputy Commissioner along with officers of all the procuring agencies and Mandi Board today jointly visited the mandis to review the procurement arrangements and to listen to the problems of farmers.

On reviewing the procurement arrangements at Ferozepur Cantt centre, V.K.Sharma talked to farmers, arthias and labour and directed the procuring agencies to speed up the lifting of stocks from the mandi besides ensuring the timely payment and making arrangements for gunny bales as per the requirement.

He informed that as of now, 79,744 MTs wheat has been procured – Pungrain 22,578 MTs, Markfed 24,702 MTs, Warehouse 7,785 MTs, Punsup 9,485 MTs, Punjab Agro 8,975 MTs, FCI 5,879 MTs and Traders only 340 MTs.

Later on, the procurement centers along the border – Bare Ke, Mamdot, Lakho Ke Behram and others – were also visited and checked the weight of the filled bags and moisture.

Commissioner and Deputy Commissioner were also accompanied by Capt H.S.Mokha, Deputy Director, Food & Supplies, Dr.Anjuman Bhaskar, DFSC, Manjit Singh, Distt. Mandi Officer and heads of department of various procuring agencies.

Tarntaran Singh Bindra, Chief Judicial Magistrate cum Secretary, District Legal Services Authority, Mohali immediately brought matter to the notice of Sh. PP Singh, in-charge Chairman of District Legal Services Authority, Mohali and Sh. Munish Singal, Member Secretary, Punjab Legal Services Authority, Chandigarh. SHO Police Station, Phase 8, Mohali was directed to reach spot immediately. With the timely action of District Legal Services Authority, Mohali all the three inmates i.e. one old lady, her son and daughter were taken in Ambulance (108) in Civil Hospital, Phase 6, Mohali for medical treatment. Husband of lady namely Jatinder Singh Baidwan, who was earlier residing in same house, was looking after these inmates. He was also ill may be due to old age and was got admitted in hospital by local police and neighborers as he was lying injured on the outer gate of house. Though, Jatinder Singh Baidwan was getting old age pension, being retired Govt. employee but he was not been able to cater needs of other family members being old, feeble and sick person. At present, doctors of hospital are taking care of all inmates. District Legal Services Authority, Mohali informed that in case of need, these patients shall be got admitted in Mental Hospital, Amritsar for better and required treatment. One of the relatives of these inmates, who is residing in Sector 33, Chandigarh, has been informed about the incident so that she may take care of them in future.....

New Delhi, April 24: A joint team of Bihar and Jharkhand police raided the house of Bihar BJP leader Giriraj Singh, armed with a court order, on Friday to arrest him for his alleged hate statements but could not find him.
Media reports that "A team of Bokaro police and Patna police raided Giriraj Singh's house around 5 AM in the morning to arrest him on the direction of a Bokaro court, which had issued a non-bailable arrest warrant against him but Singh was not found in the house," City Superintendent of Police Jaykant told today.
Jharkhand police is in town and is waiting to apprehend Singh with the assistance of the Patna team, he said.
The Jharkhand police team said they would try to arrest him before he surrenders in court and if Singh continued to elude they would pray to the court for attaching his property.
Singh had on Wednesday said he will surrender before the court on Thursday but did not say whether he would do so in Jharkhand or Bihar. Efforts to contact Singh failed.

His cell phone was found switched off and his landline was not operational. When a group of media persons reached Singh's home and asked his kin about his whereabouts, they said he was in the city but refused to divulge the location.

Three FIRs - two at Deogarh and Bokaro in Jharkhand and one in Patna - were lodged against him at the behest of the Election Commission, which has barred him from campaigning in the two states in the wake of his 18th April controversial remarks.

He had said that those opposing BJP PM nominee Narendra Modi should go to Pakistan, and that the Centre was giving subsidy for export of beef while taxing those who reared cows.

The third FIR was lodged at the Airport police station in Patna three days ago for repeating the same remarks publicly on 20th April.

Singh is contesting from Nawada Lok Sabha seat on a BJP ticket. Voting was held in Nawada on 10th April.

Media reports that appearing before a bench headed by Justice R M Lodha, Solicitor General Mohan Parasaran said the government is not planning to take any decision on the appointment of Lokpal after which the apex court posted the case for hearing on 5th May.
The bench said there was no need for any interim order on a PIL challenging the selection procedure for the Lokpal after the government assured the court that no decision will be taken till 5th May.

Batala/Gurdaspur, April 24: The Punjab Pradesh Congress Committee President, Partap Singh Bajwa, today proposed that the sacred Kartarpur Sahib shrine situated across Ravi in Pakistan opposite Dera Baba Nanak of Gurdaspur District should be exchanged with some other Indian territory.
He said for a long time, the Sikh devotees had been longing for free access to this shrine where the founder of the Sikh faith, Guru Nanak Dev, spent last years of his entire life. Presently, the devotees pay their obeisance to the shrine from this side of the river where a special platform has been erected. He said the devotees had been demanding free access to the shrine via a corridor so that they don’t have to go through visa formalities.

The PPCC chief said he had took up this issue with Prime Minister Dr. Manmohan Singh in May, 2012 and suggested that this territory be exchanged with some Indian territory which is across Ravi in the same sector. He said the people living in such pockets were facing a lot of hardships as the only means to connect with the mainland was by boats. This area remains cut off from India during monsoons. Not only that. Even basic facilities were lacking in the absence of a direct
connect. He said Dr. Manmohan Singh was not averse to this proposal in principle.
He said there was a precedent for such exchange of territories after partition. He said the Hussainiwala area across Satluj where the samadhis of martyrs Bhagat Singh, Rajguru and Sujkhdev were located had been transferred to Pakistan. It was only years later in 1962 that this territory was handed over by Pakistan to India.
He pointed recently, a similar decision to exchange certain pockets across Bengal Bangladesh border had been arrived at but could not be implemented due to opposition from Bengal Chief Minister Mamta Banerji.
He said however, the situation in Punjab was different as everybody was in favour of free access to the Kartarpur Sahib shrine which was located just across the border on the other bank of Ravi. Once the two countries arrived at such a decision, there would not be any hurdle from the state government. River Ravi is the border in this part.
However, Bajwa said, the jingoistic rhetoric being resorted to by the BJP’s prime ministerial candidate, Mr. Narendra Modi, on the issue of relations with the neighbouring countries, might pose the biggest hurdle in case this divisive leader came into power. He said the people in Punjab in general and the border areas in particular were desirous of peace as in case of war, they suffer the most going by the past experience. Moreover, a dignified relationship with Pakistan could facilitate free trade across border which would provide a big boost to the economy of this land-locked border state which presently was not attracting big ticket investment.
He said such a step would also give a quantum jump to the backward economy of Gurdaspur as the only industrial town of Batalain this district had already turned into a ghost town with several hundred industrial units having been closed down during the last few years due to the apathetic attitude of the Akali Dal-BJP government headed by Parkash Singh Badal.
He said his opponent from the BJP in the Lok Sabha election, Vinod
Khanna, had been promising people to develop Gurdaspur and Pathankot as a tourist hub without coming up with any concrete proposal. He said here was a concrete proposal which, apart from the aspirations of the devotees, would act as a catalyst to boost the economy of this region.

Last month, the state government had issued a few directives making government departments responsible for safe and enjoyable journey of visitors.

Uttarakhand is globally recognized for its spiritually elevating destinations and splendid beauty. Everyone who comes here takes a part of it back with him. Be it the wildlife, nature’s sceneries or places of religious worship, the state has become most popular destination for tourists seeking peace and tranquillity besides involving
themselves in leisure and sporting activities.
The growth of tourism sector in the state has been one of the fastest in the country. “We have initiated major tourist friendly packages that offer the diversity and incredible beauty on a platter best suitable to them,” said Mr Harish Rawat, Chief Minister of Uttarakhand while addressing the media at a Press Conference, in Chandigarh today. He emphasized that the state government is committed to put in place all the safety measures for ensuring a safe, secure and comfortable journey for visitors coming for Chardham and Hemkund Sahib Yatra.
The consistent efforts to develop the state as A tourist destination have resulted into its recognition worldwide, which is evident from the ever increasing flow of international as well as domestic visitors in the last few years, added Mr Rawat.
The Holy Yatra will begin on May 2, 2014 with the opening of Yamnotri and Gangotri gates. This will be followed by the opening of gates of Kedarnath on May 4, Badrinath on May 5 and Hemkund Sahib on May 5, 2014. To facilitate the pilgrims and tourists, a special control room has been set up at the Uttarakhand Tourism Headquarters in Dehradun. A Nodal Officer will manage the centre. Preparedness
The State Government has created more than five Base Camps, 48 Wayside Amenities, Seven Ghats, Twelve Night Shelters for the Chardham Yatra. All district magistrates in Garhwal besides the departments of health sanitation, water, electricity among others have been assigned responsibilities for maintaining efficient and smooth Chardham Yatra operations.
Instructions have been issued to ensure that work on roads and infrastructure will be completed by April 30, 2014. A special task force comprising of police and Nehru Institute of Mountaineering at Uttarkashi, has been set up for the Kedarnath route from Bhimbali. This shall function under the district magistrate of Rudraprayag.
The state government official informed that mobile towers and PCO booths had been erected every 15kms of the route and mobile hospitals and medical camps were established for the benefit of the pilgrims. All wireless networks have been made operational and also a new police post at Kedar Valley shall become operational in April 2014.

Additionally, the services of private helicopter operators is engaged to take passengers to Kedarnath from Guptkashi. As part of the safety measures and to keep better track of all pilgrims coming for Chardham Yatra, the state government is making registration system mandatory. “We want to ensure safety of pilgrims by making registration mandatory for all pilgrims undergoing Chardham Yatra .Registration counters will be setup at entry points of the state and also in yatra routes,” added Mr Rawat. He further added that the vision of state Govt. is to develop Uttarakhand as a world class tourist destination at par with some of
the great destinations of the world.

More than 1200 people have participated in an election meeting held in Phase 1of urban estate Bathinda last week. The organisers have made arrangement for just 300 people keeping in view as it was a corner meeting. But it was an unexpected turn out which brought smiles on the face of organisers and enthused with the massive response Manpreet Badal after delivering his speech went towards the gathering and met each and every one present on the occasion.

Same scenario was repeated in the village of sitting SAD Akali Dal MLA Darshan Singh Kotfatta. Large number of people came out to listen to Manpreet Singh Badal in Kotfatta.

It appears there is a strong anti-incumbency against the sitting MLA s and Halqa incharge s of SAD-BJP in the Lok Sabha constituency. This resentment in voter’s attitude has come as a bonus to Manpreet Badal and given him an advantage in consolidating his position. Moreover Congress and CPI are working solemnly for Manpreet Badal. Now the thespian of politics Parkash Singh Badal Punjab Chief Minister after an absence of 13 days, joined the campaign of Harsimrat Kaur Badal on Wednesday and addressed number of meetings in the constituency. He commands high respect in the rural areas and people love him. Time will tell whether he will be successful in removing the anti-incumbency tag of the sitting MLAs of SAD.

P.S.Randhawa informed that further course of action will be decided after the issuance of challans.
He informed that a dry day has been declared from April 28 6 pm to April 30 6 pm. All the liquor shops shall remain closed during this period and strict action will be taken against the violators.
Jaspal Hand informed that during the checking, serious discrepancies were noticed at the liquor shop in the Sherkhan village and taking a quick decision, the shop was sealed for seven days.
It may be mentioned that in the past, the police have already recovered illegal possession of liquor cartons and case has also been registered in this regard. The huge storage of liquor was suspected to be distributed during the elections.

Chandigarh, April 23: Punjab Election Watch and Association for Democratic Reforms which are apolitical and non partisan civil society organizations working for electoral reforms in the country have analysed the sworn affidavits filed by all 253 candidates contesting the upcoming Loksabha Polls.
23 candidates (9%) have declared criminal cases against themselves this time. This was 18 (8%) out of 215 in 2009. There is a significant increase in those with serious criminal charges including attempt to murder, criminal intimidation etc. as 20 candidates (8%) this time have declared that they have serious charges against them as compared to 11 candidates (5%) in 2009.
In terms of financial background 56 out of 253 (22%) are crorepatis and average assets per candidate is 4.48 crores. This figure is a big jump over 2009 when this average was 1.66 crores. Partywise INC has 12 crorepatis and average assets of an INC candidate is 32.70 crores. For SAD and BJP all 13 are crorepatis with average assets of SAD candidates at 34 crores and of BJP candidates at 60 crores. For AAP 8 out of 13 are crorepatis and average assets of an AAP candidate is 4.11 crores. 16 candidates have declared assets over 15 crores each of which 4 candidates are over 100 crores each. Candidates with declared highest annual incomes are Harsimrat Kaur Badal of SAD (4.9 crores), Kulwant Singh of SAD (4.3 Crores) and Arun Jaitly of BJP (3.2 crores).
132 candidates (52%) have not declared their income tax details and 81 (32%) have not declared any PAN number.

There are 19 women candidates which is only 7.5% of the total.

PEW has also analyzed assets of 8 re-contesting MPs from 2009 affidavits and compared them with their 2014 declarations. Their average assets have gone up from 15.56 crore to 32.19 crores in the last 5 years which is 107% increase.

In his complaint, acknowledged by Joint Secretary, DOPAT vide No.DOPAT/E/2014/01148, has stated that as per the media reports, the Punjab government has rubbished the claims made by former DGP of jails Shashikant.
Shashikant, in the Punjab-Haryana High Court, has made a statement alleging that ministers from major political parties, like the Akali Dal and the Congress in the state, are involved in drug rackets. The Punjab government has now accused Shashikant of having political ambitions. "Why didn't he take action then when he was serving as the Jail DGP of Punjab? What is the point of levelling allegations now," Punjab Chief Minister Parkash Singh Badal questioned. "It seems he is moving towards contesting elections. He wants to act as a hero. When he was the DGP, he never informed. Till date no politician's name has come up, as per my information. We dismissed three ASIs two or three days back. They were found supporting drug peddlers," Punjab Deputy CM Sukhbir Singh Badal added. Shashikant has alleged that the profits generated are being used for election purposes. He has also alleged that the state police are hand in glove with these ministers and are helping them in running the business.
On the basis of a PIL filed, the High Court had asked for DGP Shashikant's assistance in the case. Meanwhile, the High Court has asked for a reply from the Punjab government over this allegation.
Kadyan Khap International in the opinion that former DGP of jails Shashikant failed to perform his official duties, when he was in service and hold many positions at senior level, inputs were very much with him about illegal activities but he never moved for strict legal actions against all offenders, now he also seems to be co-accused for concealing the facts while submitting his self appraisal reports.
Hence, KKI demands strict legal action against him along with the persons exposed by him after retirement of the service.
It may be mentioned that Member of Parliament and congress candidate from Ludhiana constituency Ravneet Singh Bittu has also demanded resignation from Chief Minister Parkash Singh Badal on moral grounds. He has said the former DGP (Prisons) Shashikant has named Senior Akali Minister Ajit Singh Kohar, Gulzar Singh Ranike, Virsa Singh Valtoha, Harmeet Singh Sandhu, Veer Singh Lapoke and close aide of Senior BJP leader Manoranjan Kalia in the drug haul. It is now public that that the drug peddlers have been enjoying patronage of Badal Government. He has also said that the Chief Minister Parkash Singh Badal has no right to be on the seat of Chief Minister, he should resign immediately on moral grounds.

Today, again BSF claimed to have arrested a farmer returning from his fields at zero line fencing. The value of heroin in the international market is said to be Rs.20 crore.

According to BSF sources, the farmer, in Mamdot sector, near the Indo-Pak border, was bringing heroin under the bundles of green fodder for cattles and on searching four packets of heroin were recovered from him.

BSF officials say that on Wednesday evening, all the farmers were returning home from their fields near the wired fencing on the international border. On suspecting one farm transporting the green field on the bullock-cart, the search was carried out and four packets of heroin were recovered concealed under the green fodder received from Pakistan worth Rs.20 crore in the international market.

The arrested farmer has been identified as Thana Singh son of Ram Singh resident of Kishore Ke Jhuge. Further investigation is going on from the farmer to know his links with the Pakistan and Indian side, BSF officials said.

Chandigarh, April 23: The Punjab CEO VK Singh today categorically said that any outsider or political functionary, who was not enrolled as a voter in a parliamentary constituency can’t stay there on day of polling but the candidates have been exempted for this purpose.
Interacting with media persons here today, Mr. Singh said that the state government has decided to suspend procurement operations for one day onApril 30 i.e poll day to facilitate people especially rural populace to use their franchise. He said that due to inclement weather in last few days, the procurement operations have been little delayed and amidst possibility of prolonged procurement in state, this decision has been taken.
The CEO informed that after thorough analysis 20 purely urban assembly constituencies have been identified, where poll percentage was around 20 percent less in comparison of remaining state in last assembly constituencies. He said that these constituencies include Amritsar North, Amritsar West, Amritsar Central, Amritsar East and Amritsar South, Jalandhar West , Jalandhar Central, Jalandhar North and Jalandhar Cantt, SAS Nagar, Ludhiana East, Atam Nagar, Gill, Ludhiana South, Ludhiana Central, Ludhiana West, Ludhiana North , Ferozepur Urban, Bathinda Urban and Patiala. He said that a unique sms service ‘ Voter Queue Information Service” was being launched to inform voters about the queue status and this was aimed to check the trend of urban apathy. He said that each of total 22022 polling booths would be covered by either micro observer or web casting or videography/still photography or para military forces.
Speaking on the occasion, Mr. B. Purushartha, Additional CEO said revealed that first time in the history of Punjab, the Elector Population Ration has touched projections of population in Census-2011. He said that projected population above 18 years of age was 1,95,16,688 and the final number of electors was 1,95,27,114 . He said that the credit goes to DEOs and Election machinery. He said that we have around 50 lac unique mobile phone numbers and each number would get three sms on poll day and specially mentioned that all big mobile operators have come forward to provide this service free of cost. The Additional CEO informed that till date 652 complaints have been received out of which 614 have been verified and 38 were pending. He said that 2948 FIRs have already been registered.

New Delhi, April 23: The Supreme Court today set up a committee for framing guidelines to prevent misuse of public funds by the government and its authorities in giving advertisements in newspapers and television to get political mileage.

A bench headed by Chief Justice P Sathasivam asked the committee to submit its report within three weeks. The four member committee will be headed by N R Madhava Menon, former director of National Judicial Academy, Bhopal.
The court passed the order on a PIL filed by two NGOs, pleading it to frame guidelines for curbing ruling parties from taking political mileage by projecting their leaders in official advertisements.
Earlier, the counsel appearing for the pettioner had said that the glorification of politicians linked to the ruling establishment, in order to attain political mileage at the cost of public exchequer, was violative of Article 14 of the Constitution.

An official release issued in New Delhi said, the new mobile application will have various features including 'Spot your train' option where passengers can get information about current position, expected time of arrival and departure of a train at a particular station.
The 'Train Schedule' feature provides complete schedule of a train with all stoppages enroute and in Trains between Stations query, one can find out the list of all types of trains available between any two stations.
Besides, it also provides features for query on rescheduled, diverted and cancelled trains. The mobile App has been launched for Windows 8 phones and will be further developed for other mobile platforms.

Mr. Bittu said in the crusade against drug peddling he had walked 1,500 km in Punjab and had talked to those women who had lost their sons due to drugs. He had held hunger strike for atleast 7 days in Ludhiana in front of mini secretariat. At that time Badal had promised to establish anti drug board to deter drug peddling, but till now the board has not called a single meeting, what else can be expected from the board.
Mr. Bittu said the Badal has betrayed people of Punjab. Badal has shown that he has been saving drug peddlers and he has been more concerned to save his ministers, who were involved in drug peddling, than the lives of youth of Punjab.
The former DGP has proved that he had handed over a list of drug peddlers to the chief ministers for action, but the chief minister has ordered him to not to public the list.
Mr. Bittu said more than 70 percent of youth are drug addict and Badal has no right to be on the seat of chief minister. Mr. Bittu has asked the people to think over it. He said, after it the SAD-BJP leaders have no right to ask people to cast their votes in their favor.....

Bajwa, the Congress candidate from Gurdaspur seeking re-election to
the Lok Sabha, questioned his opponent from the Akali Dal supported BJP candidate Vinod Khanna, who earlier represented this constituency for three consecutive terms saying he must explain poor performance of his government on such issues like school dropout rate, closure of industries and unemployment, especially with reference to Gurdaspur district.
He said as per the information obtained under the RTI Act by Dr. Jasdeepak Singh, the number of unemployed on the live register of Gurdaspur employment exchange was 8425 in 2005 which rose to 8741 the next year. The figure in 2012 was 5789. He said Pathankot district was carved out of Gurdaspur district.
Similarly, only 36 persons got employment in 2004 as per the record of the
Gurdaspur employment exchange. This figure was a dismal 26 for the year 2012 and 29 for 2013. It was only in 2011 that 151 unemployed persons on the live register of employment exchange were provided jobs. He said the situation was just the worst. The incidence of unemployment was many times more than what was on the record of the employment exchanges in the state.
He referred to the school dropout rate saying the figures in some of the
districts were shocking. It was 8.49 per cent in 2010-11, 8.6 per cent in 2011-12 and 5.19 per cent in 2012-13 in case of Gurdaspur district. He said the situation in the Muktsar district, to which the Chief Minister, Mr. Parkash Singh Badal belonged, was the worst with the highest dropout rate of13.97 in 2010-11 and 9.75 per in 2013-14. Similarly in Bathinda represented by the all power MP Mrs. Harsimrat Kaur Badal, it was 13.02 per cent in 2010-11.
He said Khanna should also explain as to why such a large number of industrial units were shutting down in the state adding to the army of unemployed. He said in Batala alone, once a flourishing industrial town, a total of 1864 units had closed down since 2007. The situation was alarming as the figure for the entire state crossed 18,000 units. He said Amritsar represented the worst scenario in the state where the number of such units was the highest at 8053.
He said after having been defeated in the 2009 Lok Sabha elections, Khanna never cared to remain connected to the people whom he had represented and got even one project sanctioned despite the fact that the Akali Dal-BJP government had been in in the state since 2007.
“People have a right to ask as to where he was all these years and had now appeared again only after having been fielded by the party which could not
find a suitable local candidate”, he added.
The PPCC chief ridiculed Khanna for paying only flying visits, literally, to the constituency when he was the MP as he had nothing in common with this area. He said the voters would once again reject him as the mood of the people was strongly against the Akali Dal-BJP government in the state.

Chandigarh, April 23: The dispute regarding recruitment of 1000 Linemen by PSPCL, Patiala through fresh advertisement dated December 20th, 2013, took a significant turn today, when Justice Sabina, passed an order, observing that the CWP be referred to the same Division Bench, which had decided the earlier PIL filed by Ludhiana Hand Tools Association, challenging advertisement dated January, 2011, inviting applications for recruitment of 5000 Linemen on contract basis.
Counsel for the petitioners Advocate H C Arora while giving details said that the facts of this case, which has a chequered history, are that PSPCL had issued public notice in January, 2011, inviting applications for recruitment of 5000 Linemen . The said Public Notice was challenged in a PIL filed by by Ludhiana Hand Tools Association, on the ground that the binding recommendations made by the Punjab Electricity Regulatory Authority, against recruitment of more than 1000 Linemen during year 2011, and for recruitment of 500 Linemen each during 2012 and 2013, etc., etc., were ignored by the PSPCL. The recruitment was stayed by the PIL Bench. Later, however, vide order dated November 9th, 2011, the PSPCL was allowed to recruit 1000 Linemen. PSPCL conducted interviews, in which the members of Beorjgar Linemen Union of PSPCL also participated. PSPCL issued appointment letters to topmost 1000 persons in the merit list.
Later, while deciding the PIL on November 27th, 2013, a Bench of CJ (Sanjay Kishan Kaul) and Justice A.G. Masih, permitted the PSPCL to proceed with further recruitment, as per instructions of the Regulatory Commission,( which had permitted recruitment of 500 Linemen each during 2012 and 2013). PSPCL issued fresh advertisement on December 20th, 2013 for inviting applications for recruitment of 1000 Linemen, The Beorjgar Linemen Union of PSPCL, alongwith 4 candidates who had participated in earlier interviews, challenged fresh advertisement dated December 20th, 2013 on the ground that PSPCL was violating directions of PIL Bench by issuing fresh advertisement, and their Counsel argued before Single Judge Bench today that next 1000 candidates in the merit list prepared by PSPCL in November, 2011, should have been given appointment letters.
The Single Judge Bench of Justice Sabina, today after hearing Counsels for petitioners and those of PSPCL at length, observed that petitioners and respondent-PSPCL are in conflict over the intention behind the DB’s order dated November 27th, 2013, therefore, the CWPs be referred to same DB, which had passed the order dated November 27th, 2013.

The aim of the pension adalat is to redress all pension related grievances to their Finality, with all concerned officials present at one place to avoid any inconvenience to the pensioners.
The Pension Adalat will be conducted as per the following schedule:-
(a) Ambala (two days) - Pensioners of Distt Ambala and Yamuna Nagar on 24 Apr and 25 Apr 2014, from 0900 hrs to 1700 hrs near ECHS Polyclinic Ambala.

The Pension Adalats are getting a big response from the veterans. So far more than 200 cases of Pension related grievances have been received since Feb 2014 and processed by the ESM Sahayta Kendra, Ambala and same will be settled through DPDO during the Pension Adalat.
Since such Pension Adalats have not been conducted at Ambala and Karnal for the last more than 10 years , therefore to ensure maximum veterans avail the benefit of these Pension Adalats , as per directions of HQ 2 Corps Registration counters have been set up at ECHS polyclinics and canteens in respective districts. In addition Units have been directed to interact with Ex Servicemen and assist them in filling their pension related grievances for settlement.

He said that on the hand the SAD had given tickets to 12 members of the community out of which 11 emerged victorious and became MLAs.
Welcoming these leaders in party fold the SAD President Mr. Sukhbir Singh Badal said that the pro people policies of the SAD is encouraging the people to join the SAD who would get the due honors. He rejected the idea that the workers and leaders of the SAD were felt disappointed on the incoming of these leaders.
Responding to queries of the media, Mr. Badal said that the SAD-BJP combine candidate from Patiala Mr. Deepinder Singh Dhillon will win the seat with more a margin of more than one lakh votes. He said that husband of the Congress candidate, Former Chief Minister and Amritsar Congress candidate Capt. Amarinder has a special desire to see her defeated. He exuded confidence that the coalition will win all the 13 seats in the state and NDA would form the next government at the centre under the leadership of Mr. Narinder Modi.

The scheduled operators, during their meeting on April 17 with the Director General Civil Aviation, raised the demand for allowing use of PEDs during all phases of flight in the flight/airplane mode. The DGCA examined their demand in view of the new and current regulations of the Federal Aviation Administration (FAA) and the European Union Aviation Safety Agency (EASA). Under the FAA and the EASA Regulations, the use of PEDs is allowed in the airplane mode in all phases of flight.

Media reports that Last month, Kejriwal had announced that he will contest from Varanasi Lok Sabha seat after BJP's decision to field Modi from the city, considered one of the most prestigious constituencies in politically crucial Uttar Pradesh.
45-year-old Kejriwal, who had led his fledging AAP to a spectacular victory in the Delhi Assembly polls in December last year, has been trying to replicate the successful Delhi campaign model in Varanasi by holding scores of road shows and corner meetings across Varanasi.
Hundreds of AAP volunteers are also visiting door-to-door to garner support from people in this holy city where BJP has been running an aggressive campaign to consolidate its vote bank.

In 2009 Lok Sabha election, senior BJP leader Murli Manohar Joshi had won the seat defeating gangster-cum- politician Mukhtar Ansari by a margin of 17,000 votes.

Quami Ekta Dal's Ansari, who is known to have a strong support base among Muslims, has decided not to contest against Modi from the seat "to avoid division of secular votes".

The four-time MLA from Mau is currently lodged in Agra jail in BJP MLA Krishnanand Rai murder case.

Congress has fielded Ajay Rai, a Varanasi local, who is an MLA from Pindra assembly constituency.

Samajwadi Party candidate Kailash Chaurasiya is also a sitting MLA from nearby Mirzapur.

Both Rai and Chaurasiya have already filed their nominations.

The entry of Modi and Kejriwal has escalated the political temperature in the battle turning it into one of the most keenly watched contests in the 2014 Lok Sabha polls.

Exuding confidence of pulling off a surprise, the Aam AadmiParty leader says people of Varanasi will stand behind him and defeat the BJP strongman while the saffron party feels Modi will not face any significant fight in the constituency.

The constituency has around 1.5 lakh Muslim voters and Kejriwal has been trying hard to woo the community.

An AAP leader said Kejriwal will hold a road show before filing his nomination on Wednesday.

Polling in Varanasi would be held in the last phase of Lok Sabha elections on 12th May. Modi will file nomination on 24th May, the last day.

BSP has fielded Vijay Prakash Jaisawal while CPI(M) has given ticket to veteran party worker Heera Lal Yadav.

Replying to media queries after addressing a rally organized by the Recognised and Affiliated School Association here, Mr. Badal said that Cobra Stung symbolized that a strong move has been initiated in the country to ensure justice for the victims of 30 years old Sikh carnage. He said that Shiromani Akali Dal was fighting for the justice for last three decades but an environment of terror created by Congress party in the national capital has curbed the attempts for justice. “Cobrapost has done a remarkable job. We request all the media and human rights organization to speedup their work in this direction. Now, Congress days are numbered and it can no longer in a position to save its leaders from the hands of justice. We are eagerly waiting for the setting up of NDA government in the centre to initiate fast track Judicial process to ensure exemplary punishments to all the culprits”, he added.
In reply to another question, Mr. Badal expressed confidence that Mrs. Harsimrat Kaur Badal would register a victory with a margin more than 2 Lakh votes. He said that none could spell even the name of any single village or town of the constituency which Mrs. Harsimrat Kaur Badal has not visited during last five years to get feedback and hear grievances besides initiating new development projects there. He said that everybody has witnessed that how daringly Harsimrat raised the issues of area and the state in the parliament. “Harsimrat is all set to register victory with a great margin and people of the Bathinda constituency are more concerned to set a national record”, he added.
Earlier addressing the rally Mr. Badal appealed the electorate of punjab to vote for the SAD-BJP alliance to ensure the rights of the State, to receive due financial resources from the Centre and to take the nation on the path of peace, prosperity and progres’. He appealed to the youth, the first-time voters, to vote for the party as it functioned with one sole motive of development and welfare of the people. Nothing was more serious than this revelation and in case it comes out true, Badals would stand as the biggest traitor of the Sikh Panth.

“We don’t want to jump to any conclusion in haste. There must be a thorough independent probe. Badals should be put on a lie detector test. If nothing comes out of it then the same should be repeated on Kant ”.

Notwithstanding the timing and intentions of Kant, the people of this state want their elected representatives to come clean of all allegations. “If Badals claim that they were innocent, then they should file a criminal defamation case against Kant in any court of law within 24 hours”, he said.

On Kant’s revelations of names of big politicians involved in drug racket, he said the people were skeptical about their dubious roles. “He said one thing was clear whether it was Akali Dal or BJP or Congress- all have bad eggs in their baskets. Since Kant has headed the state’s intelligence department, the blames he has leveled against senior politicians must come under people’s scrutiny and judicial scanner.

New Delhi, April 23: In a major technology leap undertaken by the Election Commission (EC) to check electoral malpractices, a common man can now upload a video or audio clip of an inflammatory speech, illegal cash or liquor distribution to the poll body's website which will automatically authenticate the credentials of the media post.
Media reports that the ECI, for the first time, has developed and deployed a unique Android-based software which is able to automatically generate the geographical location, coordinates, date and time of a clip uploaded onto it which is an attempt by the poll body to weed out instances of fake videos and footage being circulated to confuse the voters and also to mislead election officials
"All that a common man needs to do now is to use an Android phone for recording a political meeting or an instance of illegal distribution of cash or liquor or any other electoral malpractice in his or her area. The software will automatically find out the coordinates of the area and time and date, thereby reducing instances of fake videos going viral during election time," a senior official told the news agency.

Sources said that the EC wanted to get such a software for a long time as a number of instances of inflammatory speeches and videos emerge during the polls and it is essential to differentiate between the authentic and the fake ones.

Also, once such an technical authentication is available for a video or an audio, the EC can take an informed action against the guilty or a candidate under the Representation of the People Act.

The official said the new facility has now been provided to the offices of all the Chief Electoral Officers (CEOs) across the country and instructions have been issued to them to keep the name and identity of such whistle blowers a secret.

Nawanshahr, April 23: With a view to mobilising the electorates to exercise their franchise, the District Electoral Officer cum Deputy Commissioner Anindita Mitra has issued directions to the District Education department to take extra efforts to equip all the polling booths with basic civic amenities for the convenience of the voters as well as to ensure that the polling booths to be tastefully decorated to celebrate the festival of democracy on April 30. Besides, as many as 6 polling stations, comprising two polling stations each in the three assembly segments falling in the district would be converted into “ Super Model Polling Stations” in the district.

With a view to translating the idea of the District Electoral Officer into reality, the Deputy District Education Officer Kartar Singh, today convened the meeting of as many as 116 heads of the government and government aided high, senior secondary schools and Block Primary Education Officers at Shivalik Public School, here today. The school heads and BPEOs were asked to exert their nerves to get the polling booths whitewashed, ensure proper sanitation, furniture, drinking water, toilets facilities, special arrangements for the elderly, disabled and sick voters, proper regularisation of rows for the voters, glucose and first aid boxes etc. for the convenience of the voters.

Besides, as many as 4 students volunteers belonging to senior classes, who have not been registered as voters, would be deputed at each polling booth for the convenience of the voters The Student Volunteers attired in special T Shirts / badges having inscription : “ May I Help You” would lend helping hand for the smooth conduct of poll. Besides, the schools heads and BPEOs were made aware that in Nawanshahr assembly segment – Government High School, Mirpur Jattan and Government High School, Alachaur, In Balachaur assembly segment – Government Girls Senior Secondary School, Balachaur and Government Elementary School, Gahoon, In Banga assembly segment – Baba Gola Government Girls Senior Secondary School, Banga and Government High School, Behram had been selected for setting up as “ Super Model Polling Stations” in the district. The heads of these schools were asked to take extra care.

Jatinder Mohan, Principal, Government Senior Secondary School, Mahil Gehilan has been deputed as Nodal Officer for the purpose. Sh. Amritsar: April 23: The Amritsar district administration plans to literally keep a sharp eye out for any type of mischief on the day of the poll. The Deputy Commissioner cum District Electoral Officer, Ravi Bhagat said that the administration has selected twenty critical polling booths, which will be continuously monitored by the election officials via the Webcasting technology on the polling day. This will enable the officials to detect and prevent any type of illegal activity such as booth capturing, rigging, and any other type of law and order situation and will help keep the mischief mongers and miscreants at bay. This live telecast will also be available for viewing by normal citizens through their mobiles and laptops, by logging on to the web address www.punjab.vmukti.com and filling up the user name as "punjab" and the password as "punjab@admin".The people can watch the polling going on live at this address. This same video feed shall also be watched by the Election Commission of India as well as the Chief Electoral Officer,Punjab at the same time as the voters. The students of Amritsar Engineering College, Manawala, have been roped in for setting up of this system.

The booths which will be covered by webcasting include: Ajnala-11: polling station no 73 at govt senior secondry school for girls, PS NO 76 at govt senior secondary school boys; Rajasansi-12: PS 88 and 178; Majitha-13: PS 28, 103-104; Amritsar North: PS 159, 167; Amritsar West: PS no 145-146; Amritsar Central: PS no 40 and 104; Amritsar South-19: PS no 80 and 33; Amritsar East: PS no 04 and 94; Attari: PS no 17 and 18; Jandiala guru- 14 (LS seat Khadoor Saahib): PS no 155.

Bhagat further informed that to ensure the highest level of security to the EVMs kept in the Strong Rooms after the polling is over, the administration has decided to install infra-red cameras, having night vision facility, both inside and outside the strong rooms.These cameras will be operational day and night till the counting day and will have a recording capacity of one month. The viewing screens of these cameras will be put up outside the strong rooms so that any political party, its representative or the candidate can view the video feed anytime and satisfy themselves about the safety and integrity of the EVMs.

New Delhi, April 23: The Delhi Sikh Gurdwara Management Committee president Manjit Singh G.K. today vehemently condemned the revelations made in a sting operation by news website and television production house Cobrapost in which it has been revealed that top officials of Delhi police during the days of massacre of Sikhs in 1984 in national capital New Delhi in which thousands of innocent Sikhs were done to death, were either ineffective or mute spectator at the behest of congress party led government of those days.
“It is shocking and shameful that SHO level officers of those days have castigated top police official of those days - commissioner Delhi police SC Tandon and blamed him for causing mismanagement in controlling riots,” said Mr. G.K. adding that all those responsible for soft pedaling of cases of Sikh genocide would be brought to book after NDA government is formed in the centre and congress party had to pay for it through its nose.
“Never in the world, state sponsored violence against a religious minority, habe killed thousands innocent persons in most cold blooded manner. Senior leaders of congress party including Mr. Jadish Tytler, and Mr. Sajjan Kumar and two other leaders who had since died - Mr. HKL Bhagat and Mr. Dharam Das Shastri were given positions of prominence by the Congress party shows clear involvement of congress party in the Sikh genocide,” said Mr. G.K. assuring that DSGMC would bring out the truth and make all accused face trials.
The cover up of involvement of the congress leaders started immediately after the genocide, as the Congress leaders worked on the directions of their political masters. The investigation agencies including Delhi police and CBI were directed either not to act against them or just sit on the cases, pointed Mr. G.K.
“Mr. Tytler was made union minister in UPA-I despite serious charges of instigating mobs to kill Sikhs shows that congress party supports him to the hilt,” said DSGMC general secretary Mr. Manjinder Singh Sirsa adding that it was most shameful act on part of congress party.
The entire machinery was used to save Mr. Tytler and Mr. Sajjan Kumar. Shockingly two days before superannuating then CBI chief Ashwini Kumar filed closure report in favour of Mr. Tytler and he was rewarded with the Governorship of Manipuir and Nagaland, quipped Mr. G.K. adding that all those who supported killers of innocent Sikhs in 1984 would be brought to book.

Chandigarh, April 23: The Agri division of Mahindra & Mahindra Ltd, part of the USD 16.7 billion Mahindra Group, today signed a Joint Venture (JV) agreement with HZPC, Holland, one of the leading innovative companies in the world in potato breeding, seed potato growing and seed potato trading to offer the best quality seed potatoes to farmers within and outside India. The joint venture will have Mahindra and HZPC holding 60 and 40 percent equity respectively in the company, subject to the parties receiving all applicable approvals.

Speaking on the occasion, Ashok Sharma, Chief Executive, Agri & Allied Businesses, Mahindra & Mahindra Ltd. said. “To further grow this business, we will require special technology and will also need to put in some investments in the supply chain. It is therefore a matter of great pride for us that we have signed this JV with HZPC Holland being one of the leading and the most advanced Seed Potato companies in the world. Not only will this help in our quest for delivering farmer prosperity through agronomy and better technology but will also open up global markets, thus providing our farmers with better returns”.

According to Mr. Gerard Backx, CEO, HZPC, “We are honored to associate with Mahindra’s Agri business division. We feel confident that this JV will help us provide high quality seeds and new varieties to the seed potato growers in India and also open up export avenues for them. HZPC is a farmers’ company with its majority equity held by farmers. We have already sent 19 latest varieties from Europe for testing in India and are sure that some of them will go a long way in enhancing farmer productivity in the country”.

Mr. Vikram Puri, Vice President, Agribusiness, Mahindra & Mahindra Ltd was also present at the signing ceremony.
The joint venture will benefit from the expertise of both companies where HZPC with their strong R&D focus will bring in access to latest technology, new varieties and open up global markets for the Indian farmers. Mahindra will contribute through their strong farmer connect, wide spread domestic distribution and agronomy expertise. The new company will construct a state of the art facility to produce Tissue culture plants and Mini-tubers. The aim of the facility is to offer high quality mini-tubers and early generation seed potatoes to the farmers.

Mahindra started its Seed Potato business in the year 2005 with the vision of helping the seed potato growers in Punjab increase their productivity and realize better returns for their seeds. Today, the company works closely with over 600 seed potato growers through contract farming arrangements. Their strong agronomy interventions have helped farmers increase their productivity and quality of produce. The company supplies farmers with high quality mini-tubers which are produced at their facility in Palampur (HP). The seeds are bought back from the farmers at a minimum guaranteed price and are further distributed through a well spread out network to potato growers in Uttar Pradesh, Madhya Pradesh, Gujarat, Maharashtra & West Bengal.

The total Potato market in India is estimated to be around 43 million tones, and approximately 10% of this is used as seeds by farmers. Thus the potential of seed potato market is more than 4 million tones, of which only 0.25 million tones is currently organized. While the organized sector is growing at a CAGR of 15% to 17%, the overall seed potato industry is expected to grow by around 6% CAGR.
With such a huge market potential and few organized players in this space, this JV has a huge potential to revolutionalise the seed potato production in India.

SAS Nagar, 23 April : In a bid to attract voters to the polling booth & to give a festive look to the electoral exercise during Lok Sabha elections on 30 April, district administration has planned to set up a few Super model & Model polling stations for the first time in the district. For this to enhance the voter experience, some special arrangements are being made which will include Voter Assistance Booth with label "May I Help You". Actions in this regard have been initiated. Explaining this District Electoral Officer-cum-Deputy Commissioner Sh. Tejinder Pal Singh Sidhu said that to enhance voting experience & to provide pleasant "Look & Feel" 122 Super model polling stations & 122 model polling stations will be setup in the district.
Sh. Sidhu said that the motive of setting up model polling stations is to boost voter turnout and to attract the voters by offering pleasant & comfortable experience. He said that we are making all efforts for conducting peaceful election & providing pleasant atmosphere so that voters are not supposed to wait in queues. He said that special care will be taken for queue management, as priority will be given to patients, pregnant women, old people and differently-abled persons for voting. NCC & NSS volunteers from schools & colleges will assist for the same. He said that keeping in view the hot weather conditions, drinking water will be served in queues to the voters waiting for their turn. Special arrangements like carpeting & sheds will also be made available at polling stations. He said that prominently-displayed sign boards conveying the route for polling booths will also be provided. Besides these there will be proper arrangement of lightening at polling station. Basic infrastructure like modern furniture including chair & tables will also be provided to polling staff and arrangement for thoroughly cleaned toilets will also be ensured. He said that to provide a new look, the voting compartments will be made of fibre glass. Besides this arrangements for some chairs inside polling booth will also be made for voter if suddenly some one feels discomfort/ difficulty in standing in the queue. He said to enhance the voting experience; feedback will be sought from the voters.
District Electoral Officer said that for the first time the initiative has been made to motivate the first time young voters, as appreciation certificates will be give to the first time voters at polling booth. He said that these appreciation certificates will be given by Block Level Officers. Besides this, gifts etc. will also be distribute to motivate the voters. He said that special arrangement like wheel chair etc. will be made available at polling booth for physically disabled voters.
Sh. Sidhu said that to conduct smooth elections, special training is being imparted to polling staff. He said that to provide proper & relevant feedback through SMS, special training will be given to the presiding officers, during final rehearsal on 27 April.
Sh. Sidhu said that traditional irritants that keep people away from voting are lack of facilitation measures for the public. The long queues in hot summer, & lack of basic amenities like drinking water & lack of toilet facilities are some of the irritants. Sh. Sidhu said that district administration is making all efforts to work on providing a better & enhanced voting experience to voters with an aim to motivate more & more people to come out & cast their votes. Chandigarh, April 23: The Election Commission of India (ECI) has emphasized the need to be more alert during last 48 hours before the polling in Punjab impending chances of distribution of cash/drugs/liquor to woo voters as with large scale mobilization of state police and paramilitary forces for polling stations during said period, creates a vulnerable situation.
Presiding over a meeting with Punjab CEO Mr. VK Singh and his team of officers, IGP/Elections, Commissioners of Police, DEOs, Expenditure observers and SSPs through video-conferencing, Mr. PK Dash , Director General, ECI pointed out that keeping in view the tough electoral battle ahead in Punjab, it becomes imperative to deploy police force led by senior field officers strategically with twin purpose to check any last minute maneuvering and instilling a sense of security amongst common people also. He said that district level control rooms should be more strengthened during that period. He said that the Election machinery should also keep close vigil on any attempt to entertain voters under the garb of any family function by throwing lavish party. He clarified that if anybody was hosting such function during that period, he should bring it in the notice of concerned RO/ARO in advance to avoid any harassment. CEO Mr. VK Singh said that Administration has been asked to prepare special arrangements to handle last 48 hours before poll. DEOs have been asked to keep surprise nakas and flying squads operational even during this time. He asked SSPs to make available sufficient force for this purpose.
Directing Expenditure observers to be more proactive, Mr. Dash said that they should in consultation with DEO/RO identify expenditure sensitive candidates and follow them with video-graphy teams wherever they go and if need arises then put special teams right before their residences to check any suspicious activity. He asked them to facilitate the candidates in keeping their expenditure registers by guiding or imparting required training too. He also asked them to keep close eye on those candidates, who were showing negligible expenditure.
On this occasion, Mr. Akshay Rout, Director General briefly outlined the steps to be taken check the trend of paid news and urged the DEOs to take more interest in Media Certification and Monitoring Committee (MCMC) affairs to have collective action of mind. Appreciating the unique initiatives of Punjab on Systematic Voters’ Education and Electoral Participation (SVEEP) front, Mr. Rout underlined the need for starting polling by 7.00 am sharp and continuity of dialogue with voters’ throughout the day to achieve the target of 10 percent increase in polling.
At the onset of video-conferencing, Punjab CEO Mr. VK Singh briefly outlined the preparedness of state for general elections to Lok Sabha-2014. He informed that till date the cash seizure in state was Rs. 21.85 crore, seizure of drugs of worth Rs. 731 crore besides 7.50 lac litres/kgs of illicit liquor, country made liquor and lahan. He said that 841 Village/Ward awareness groups have been set up to report any illegal activity in ongoing poll process and encourage people for ethical voting to strengthen the institution of democracy.
Earlier in a preliminary meeting with DEOs, Mr. VK Singh categorically said that women employees on poll duty should be given special attention and poll staff should not face any harassment while issuing poll material and later submission of such material after completion of polling.
Mr. B. Purushartha, Additional CEO said that as per the revised guidelines of ECI, every polling booth would be model booth and if the DEOs ensure more facilities on any booth, it could be called super model booth.
Mr. Raminder Singh and Mr. Supreet Singh Gulati, both Additional CEOs, Mr. Arpit Shukla, IGP/Elections, Mr. Shivdular Singh Dhillon, Additional ETC, Mr. Sanjeev Kaushal, Joint Director/Investigation, Income Tax and Mr. Amit Talwar, Joint CEO were also present during the video-conferencing.
