In Gujarat, suspended IAS officer Pradeep Sharma was arrested today in connection with corruption charges. He was arrested in connection with a land allotment to a Kutch based private company in which his wife is a partner.

Fazilka, September 30: A deputation of Norhern Railway Passenger Committee (NRPC) led by Sher Singh Ghubaya, Member Parliament met Railway Minister, Sadanand Gowda at New Delhi, to apprise him about the problesm being faced by the people of the area with regard to railways.

The deputationist informed the Minister that Fazilka is a border town with base of Army and BSF headquarters besdies newly formed district headquarter but deprived of various raiwlay facilities. They apprised the Minister about the varius problems in the Northern Railway Ferozepur Division.

The major demands include, re-establishing of washing line at Fazilka station which was in working condition from 1947 to 1990, shortage of coachses in DMU trains, on Fazilka to Bahtinda, Jalandhar, Ludhiana, Beas, Ferozepur route especially non avaiability of toilets causing incovnience to the old people for urination, introducing more timings on the new FAzilka-Abohar track constructed in 2012 where presently only two trainis are running, extending the Ferozepur-Chandigarh train to Fazilka, raising of platforms between Fazilka and Kotkapura, restoring the Sri Ganganagar-Jammu train via Fazilka to enable the devotees visit Vaishno Devi conveniently.

Apart from the above, the deputationists also demanded new trains for Haridwar, Naded Sahib and Beas.

According to the deputationists, the Railway Minister forwarded the demand charter to the Railway Committee of Parliament and assured to solve their problems shortly.

Emphasising the need to impart Skill Development Training to youngsters, the Union Food Processing Minister Mrs. Harsimrat Kaur Badal today asserted that her ministry has made an exclusive plan to execute this program to cater to the emerging Food Processing sector. She also announced that different dishes from different states of country would be branded in foreign shores under the banner of ‘Brand India’.

Describing this program as top priority of her Ministry, Mrs. Badal said in the first phase Skill Development Training programmes would be organised for educated youth. She said 10,000 youth would get this practical training in first phase and this number would be increased as per the needs of the industry.
Presiding over the function hosted by Employees Provident Fund Organisation to facilitate its pension beneficiaries Mrs. Badal informed that Food Processing sector had great potential and there were scores of possibilities to grow in this profession. She said 17 Mega Food Parks were being developed in the country, which would give big push to the industry besides laying strong base of this emerging industry. She said growth and enlargement of food processing was the dire need of the nation to bring food products from ‘farm to platter’ so that self-employment, self-help groups and increasing employment sources could further strengthen the economy of country. She said at present only 2.5 percent fruits and vegetables were under food processing while 36 percent of total milk production, which was too little. Mrs. Badal said a scheme was under progress to establish different dishes from different states of country under the tag of Brand India in foreign countries.

Lauding the bold initiatives taken by Prime Minister Mr. Narendra Modi, Mrs. Badal said it was the vision of Mr. Modi to project general masses as Pilot of country’s economic growth and bringing poverty stricken classes into the ambit of progress. She said that Jan Dhan Yojana and Swach Bharat Abhiyan was the symbol of PM’s vision. She said that Mr. Modi was also initiating steps to make Governance System more convenient and impressive for the facilitation of general masses.
Accusing the former UPA Government for misusing exchequer, Mrs. Badal said it was the result of ill-managed financial strategies of UPA government that the present incumbent was facing financial problems. She said that Food Processing department was still facing pendency of subsidies from the year 2003 till date, which would be disbursed in coming year.
She also appreciated the move of Prime Minister to set minimum pension of Rs. 1000, which would directly extend benefit to more than 50 lakh people.
Answering media queries Mrs. Badal said that Jan Dhan Yojana would provide benefit to each household of the country besides covering the family members under insurance cover. She also honoured EPF Pension Beneficiaries. \

BJP President Amit Shah on Tuesday hit out at Om Prakash Chautala, a former chief minister of poll-bound Haryana saying his "arrogance" remains the same despite his sentencing in the teachers' recruitment scam.

He also attacked chief minister Bhupinder Singh Hooda led Congress, accusing the party of pushing the state backwards during te past ten years of its rule.

Shah, who had at an election meeting in Ambala yesterday ruled out any post-poll tie-up with Chautala-led INLD, on Tuesday began his speech at a public meeting here, asking the people to speak out loudly "Bharat Mata ki Jai" as the "voice should travel to Tihar jail."

The BJP chief was critical of 79-year-old Chautala, while addressing a rally at Jind on September 25 had said that he will take oath as Haryana's next Chief Minister from Tihar jail.

Chautala is presently out on bail on health grounds. The former CM and his son Ajay have been sentenced after being found guilty in the teachers' recruitment scam.

"I read a statement of Chautala, that he will take oath as Haryana CM from Tihar jail. I want to ask you people that do you want to choose such a CM who will run his government from Tihar jail. See how much arrogance he has despite having been sentenced," Shah, who has been addressing a series of public meetings since yesterday in Haryana ahead of the October 15 assembly polls, told a gathering at the rally on Tuesday.

Shah was also unsparing in his attack on the Congress, alleging that the State had fallen behind on several fronts during the past ten years.

Attacking Hooda, he said "Woh delhi ke durbar mein mujra kartain hein" (he dances to the tunes of the Gandhi family) just to save his chair, even as the farmers get peanuts for the acquired land, which is handed over to powerful builders.

With Hooda often saying that "Haryana is No. 1" in every field, Shah said that "the State has fallen behind. Be it the issue of women security, atrocities on the Dalits, unemployment, the state has done poorly. No new industries have been set up and even some of the existing industry has been forced to shift, as the State has fallen behind in every field. Time has now come to oust this regime and bring BJP to power".

Referring to BJP senior leader and party's Narnaund candidate, Capt Abhimanyu, he said the nominee was well educated and dynamic.

While BJP has so far not declared anyone as its chief ministerial candidate, Shah further said that Haryana needs a dynamic, well educated and young CM, who will work with greater zeal and vigour for the people of his state.

Shah while appealing to voters to bring BJP to power in Haryana to put the state on higher growth trajectory, talked about the work done by the Narendra Modi government at the Centre during three months of its rule so far.

"We have tried to bring about a change in many things,"he said.Shah said the first change which has happened was that the country has got a Prime Minister "who speaks".

"Earlier, we had a Prime Minister whose voice was never heard, he used to speak mostly in English and rarely in Hindi," he said.

Touching on the issue of price rise, the BJP chief said the Central government is slowly trying to bring these under control.

"Petrol prices have come down. Soon, the Kharif produce will hit markets and from October prices will soften," he said.

Speaking on the occasion, senior leader Birender Singh said that Haryana's politics has taken a turn.

"Those who had been misleading people on the lines of caste and regionalism basis, it's time to show them the door," he told the gathering.

Hitting out at the Congress government, Singh said,"Youths are looking for employment, but they are facing discrimination in jobs."

"The BJP government will create new avenues for the youth," said Singh, who recently joined the BJP after snapping his 42-year-old association with the Congress.

Birender Singh also took a dig at Hooda, who yesterday warned of "drastic steps" if the Centre did not take immediate steps to ensure better prices of rice to the farmers.

"Hooda now says he will sit on a dharna for the sake of farmers. Where was he, when 60,000 acres of land of farmers was looted during his regime, did he not think about farmers then," Singh questioned.

BJP's election in-charge and M P Minister Kailash Vijayvargiya, heaped praise on Prime Minister Modi and equating him with Swami Vivekananda, said while none among us heard the Swami's speech when he had visited the US, but after listening to Modi, "we felt that he (Modi) is Vivekananda's swaroop".

Comparing Haryana with BJP-ruled States, he said while the saffron ruled states were prosperous, the Congress-ruled state was far behind, with development lacking in villages.

"I challenge Hooda to visit Madhya Pradesh and see the development there. The agriculture growth in M P is 24 per cent and Hooda keeps harping No. 1 Haryana when the State is far behind," Vijayvargiya said.

He alleged that Haryana is No. 1 in corruption. "And now time has come now to oust this regime. An
opportunity has come to throw them out of power, we want that youth should get employment, farmers should get better due and other sections of the society equal chance to be partners in the progress, which a BJP government can provide," he added.

The BJP had won seven out of the eight seats it contested from Haryana in the Lok Sabha polls and the party is now fighting on all the 90 Assembly seats on its own after its ally Haryana Janhit Congress snapped ties accusing the saffron party of "repeated betrayal". ....

Ferozepur, September, 30: The Ferozepur Police have booked seven youth, reportedly belonging to District Bathinda, for producing forged certificates to get job in army.

As per crime report released today, a case has been registered on the complaint of Army Recruitment Officer of 56 APO, Ferozepur Cantt against seven persons named Avtar Singh son of Gian Singh, Amandeep Singh son of Gurmail Singh, Lakhveer Singh son of Premjeet Singh, Gurdeep Singh son of Roop Singh, Sarvan Singh son of Gurtej Singh, Malkeet Singh son of Banta Singh and Sukhwinder Singh son of Darshan Singh. All these youth have been booked under sections 420/465/468/471/120-B IPC.

Earlier also, the Punjab Police’s CIA wing had busted a gang which duped youths aspiring to join the army on 7th May this year and had nabbed Rajinder Singh, Ex-Serviceman and his accomplice Upkar Singh. These two used to charge Rupees Five lakh on the pretext of providing them a job in the army. They also used to give fake appointment letters to the aspirants.

Not only this, on February 7th, five persons, including three from Mansa and two from Allahabad, were also booked on similar charges. During the Army recruitment Rally held at Ferozepur in January, two youth were booked with fake certificates.

Chandigarh September 30: Paddy procurement operations, the biggest ever operations of Asia, for the Kharif Season 2014-15 across the State are set to begin in the state from October 1 as state government braces up to ensure hassle free procurement in the state.
The Punjab government has made arrangements for the procurement of 140 lac MT of paddy in 1802 notified mandis/purchase centers during the current Kharif season.
Disclosing this here today official spokesman of Punjab government said that Reserve bank of India has sanctioned a cash credit limit of Rs 18451crore for the month of October 2014 and remaining limit would be released next month. He said that state government had sent request for cash credit limit amounting to Rs.23248.26crore for the procurement of 126 lac MT of paddy by the state procurement agencies as FCI , a central government agency has been separately given target of 14 lac MT Paddy during the Kharif Season 2014-15.
He said that strict instructions have been issued that payments to the farmers have to be ensured within 48 hours after lifting of the paddy from the purchase centres. The state government has constituted Dispute Redressal Committees in every mandi/purchase center. Besides that food and civil supplies department has already established a 24 hours control room in headquarter and also in district offices, where farmers could contact in emergency. Chandigarh, September 30 : In a move aimed at getting more buyers to enter Punjab's market to purchase basmati for safeguarding the interests of the basmati cultivators on one hand and encouraging crop diversification in the state on other, the Punjab Chief Minister Mr. Parkash Singh Badal today allowed the incentives given to the Basmati Millers during 2013-14 to continue, besides slashing both the Market Fee (MF) and Rural Development Fee (RDF) by one percent in order to motivate the buyers from outside Punjab for the purchase of basmati.
Disclosing this here today a spokesperson of the Chief Minister’s Office said that this decision has been taken by the Chief Minster after series of deliberations with the representatives of farmers, millers and the officials of the State Government.
It may be recalled here that the Punjab Government had waived Mandi Fee (2%), Rural Development Fee (2%) and Infrastructure Fee (3%) on purchase of basmati for milling in Punjab during 2013-14. Such a measure was taken to encourage farmers to grow more basmati paddy instead of common paddy which is considered to be water guzzling. Basmati paddy consumes less water and is a short duration crop. It also fetches more money to the farmers. The promotion of basmati is part of the State's Diversification Plan to reduce area under paddy cultivation.
Earlier, the basmati exporters were required to pay these fees/ charges and claimed refund thereof because taxes on export of goods were zero rated as per the policy of the Government, but the millers of Punjab claimed difficulties in refund of fees/charges paid by them, as a result a large chunk of their working capital used to get stuck in transit, rendering the milling in Punjab uncompetitive. With a waiver of fees, the government provided procedural comfort to the millers to encourage not only more cultivation of basmati paddy but also to promote investment in rice milling industry. This has resulted in an addition of 90 MT of fresh milling capacity of Basmati Paddy and projects worth Rs. 700 Crore approximately which were firmed up during the Progressive Punjab Agriculture summit held in February 2014, were in the pipeline. Apart From this the traditional Basmati rice shellers have also upgraded their mills to enhance their milling capacity.
During 2013-14, paddy was sown in about 28.51 lac hectares, of which basmati paddy was sown in about 5.5 lac hectares. Given the drought like conditions in the State, the area under paddy has come down to 28.13 lac hectares during kharif 2014. However, area under basmati paddy has increased to 8.6 lac hectares. The last year's basmati production was about 22 lac MT, whereas the anticipated production during current season is about 34 lac MT.
Given the increase in basmati production, there are apprehensions that market price of basmati would be lower than the previous year as a result, the Government needs to encourage more buyers of basmati so as to ensure remunerative prices to the farmers. The Chief Minister, Punjab has been concerned about the farmers' interest in this regard and he has taken a number of meetings with the representatives of farmers, millers and the officials of the State Government along with Punjab Agriculture Minister, S. Tota Singh and Food and Supplies Minister S. Adesh Partap Singh Kairon. After comprehensive discussions, the Chief Minister, Punjab has decided that the incentives given to Punjab millers would continue. However, to encourage other buyers also to enter Punjab markets to purchase basmati, the Market Fee and Rural Development Fee would be charged at 1% each against 2% each charged earlier.
Giving these details, a spokesman further clarified that as on today Value Added Tax (VAT) is zero rated for all exporters of basmati who purchase basmati paddy from Punjab. They can avail refund of VAT paid by them on the basis of existing documentation (H form) and there is no infrastructure fee on basmati purchase. He further added that this relief for other buyers of basmati in Punjab is aimed to ensure competition in market for remunerative prices to the farmers.....

He said that during this weeklong sanitation drive the major focus was remained on formation of village level committees with further emphasis on cleaning of houses, individual domestic hygiene, cleaning and maintenance of animal shelters, roads and markets, public places, water bodies and water sources and cleaning and removing blockages in the drains. He further said that on 2nd October Special Panchayat meetings should be held to discuss sanitation.

They declared not to allow Punjab to be consumed by drugs and asserted that personal responsibility was a pre-requisite to tackle this bull by the horn.

As a united voice with actionable agenda we, the tomorrow of Punjab, will bring change in the little world we live in, reads the resolution adopted during the youth conference organized by SYP on the outskirts of Guru Nanak Dev University.

The speakers mainly SGPC members Bibi Kiranjot Kaur, Prof Jagmohan Singh and Prof Inderjit Singh Gogoani felt that the society was facing attack from the dirty nexus of politicians-police-smugglers who work under cloak of various socio-cultural fronts. They pointed out that Punjab was under attack from these drug lords who are being facilitated by political leaders across the spectrum.


The speakers urged the youth to do activism by declaring and proclaiming that they would not tolerate degradation of women and that they would bail Punjab out of sinking hole.

Banners were displayed prompting the youth to work for a New Punjab, a drug free state and make the next generation proud of Punjab.

SYP head Nobeljit Singh from Hoshiarpur said we have no doubt that the strong value system of Punjab, respect for women, standing up for the underdog (oppressed) and refraining from intoxicants will withstand the test of our time.

Delivering the key note, party's vice head Paramjit Singh Tanda observed that confronting any socio-political issue that was being patronized by the established conservative class was never an easy task. What we need today is not standing observation or nodding of heads to address the issue but a commitment with ourselves that yes we can and will change the current system that is flawed.

Organization's secretary Sukhvider Singh from Anandpur Sahib said drugs do not discriminate among Punjabi’s. The cancerous epidemic affects all alike, he said and added that modernity at the expense of vulgarity, diluting our values is never welcome and will be rejected by the entrepreneurial spirit of the Punjab.

Kiranjot Kaur said women consist almost half the human population and have to be included in leadership positions for promoting better understanding in the society. She further said a woman was the core of a family which is smallest unit of society, therefore her contribution was immense in inculcating moral values and spirit in the young.



Well known human rights activist Prof Jagmohan Singh in his address said Punjab today was going through difficult times. Drug abuse was a serious concern. Lack of interest in education has taken gigantic proportions. A neo-sub-culture a la Bollywood is being foisted on us through the mega-rich Pollywood producers who are not Punjabi, the degrading treatment to women in all walks of life puts a question mark on Punjabi character, the lethargy and lack of foresight of the governmental authorities was leading us nowhere.


He said from streets to the corridors of power, from canteens to the drawing rooms, this country runs on two hypothes –“chalta hai “ and “mainu ki” There is filth on the streets –chalta hai, there is goondaism in the colony –mainu ki, the government is not fulfilling its promises –so what can I do, girl students are being teased outside colleges and universities –it is their problem, not mine, the neighbour’s son has become a drug addict –too bad but that family is responsible. These are our standard responses. Everyone’s problems are nobody’s problems.

Chandigarh, September 30: Punjab Higher Education Minister Surjit Singh Rakhra today gave stern message to officers/officials of the department to all pro student schemes of well in time otherwise they will have to face the flak. He also directed immediate release of grant in aid to private aided colleges.
Chairing a high level meeting of higher education Mr. Rakhra directed all institution heads would ensure submission of monthly status report of all projects to him and no laxity or delay in this regard would be tolerated. “It is time to perform besides improving functioning and speedy execution of ongoing projects to uplift the standards of higher education in the state otherwise the non-performers will have to face the music,” he asserted.
Taking serious note of lax approach of some colleges towards UGC offered schemes and National Assessment and Accreditation Council (NAAC), Mr. Rakhra asked that such attitude was not be acceptable. He said the officers of DPI Office would look into such cases by directly intervening into these issues to maintain the flawless execution of UGC sponsored schemes. He said that headquarter will individually have a close tab in such cases. He also stressed that to uplift the standard of education in colleges grading of colleges should also be made by NAAC.
Dr. Roshan Sankaria, Principal Secretary Higher Education apprised Minister that department has taken several infrastructure reforms, which were in full swung. He said that Chief Minister Mr. Parkash Singh Badal had sanctioned Rs. 50 crore for infrastructure building in higher education institutions out of which Rs. 29 crore has been released. He said 80 percent infrastructure works have been completed while the remaining works were also in advanced stage of completion.
On the issue of 95 percent deficit grant to Private Aided Colleges of state, Mr. Rakhra directed Principal Secretary Higher Education to expedite the process and fulfill all required conditions. He said that for the 2014-15 session grants should be released immediately without any delay. Mr. Rakhra also gave nod for setting up of 13 Finishing Schools in Government Colleges. Project Director RUSA informed the minister that RUSA will release all pending grants for the early formation of these schools.
It was also informed in the meeting that there were several skill development courses operational in community colleges including government Mahindra College Patiala and Government College Ludhiana. The Minister also asked the department to increase the ambit of these colleges to increase the interests of unemployed youth towards skill development. He also advocated that these skill development courses should be started in remaining colleges too.
Issuing strict directions to implement Scholarship program for SC/BC and needy students, Mr. Rakhra asked officers to immediate release scholarship amounts in coordination with all concerned authorities. He said there would be no delay and harassment of students in disbursement of scholarships. The issue of providing books to all libraries in the state by Raja Ram Mohan Rai Foundation Kolkata was also discussed.

Jalandhar, September 30: SGPC member from Phillaur and president of Akali Dal (Panch -Pradhani) Kulbir Singh Barapind, a former militant along with two others were acquitted by a Jalandhar Court here on Monday.

The court of Additional District Session Judge Mandeep Singh Dhillon acquitted Kulbir Singh Barapind and two others Sukhwinder Singh and Sandeep Singh wanted under different sections of Explosives Act, Unlawful Activities Prevention Act, Arms Act and Conspiracy and Waging War against the country.

Kulbir Barapind was rounded up by the Nawanshahr police in September 2012 from his residence in Barapind and booked by Jalandhar rural police under preventive arrest.

After the arrest of Barapind, the police had claimed that Barapind was hacking a conspiracy to spread terrorist activities in Punjab, hence the preventive arrest.

While the Nawanshahr police had claimed that Barapind was arrested under preventive arrest, the Jalandhar police had claimed that they recovered arms and ammunition from his house.

An FIR was registered against Barapind on September 21 at Goraya police station under Jalandhar rural police.

The Jalandhar rural police had also claimed that during the search of the house of Barapind, they recovered Moser 30 bore, six live cartridges, weapon cleaning equipment, a wireless security camera, two night vision devices, three laptops, video cameras, digital camera, two walkie-talkie sets, sedition related literature of Khalistan, two bullet-proof jackets and head lights.

Interacting with the media after his acquittal, Barapind said the judgment has strengthened his faith on the judiciary. “This is the victory of truth and almighty was besides me to prove my innocent against various cases,” he said.

A former Khalistan Commando Force (KCF) militant, he was extradited from the US in militancy related cases in the year 2006. Barapind was deported to India for entering US on a false passport. After reaching India, he was tried in three different cases, in which he was acquitted by the local courts.

The Captain’s remark has once again brought to fore the intense infighting within the main Opposition party in Punjab.

However, today’s luncheon and oath-taking ceremony of Preneet, which turned out to be Amarinder’s show of strength, projected former CM as the strongman in the Punjab Congress with almost 34 of the total 45 party MLAs attending the functions. While Bajwa’s MLA wife Charanjit Kaur Bajwa, Brahm Mohindra and Randeep Singh Nabha were the prominent MLAs, who skipped the ceremony, few other absentee legislators - Arvind Khanna, Kewal Dhillon, Rana Gurmeet Singh Sodhi and Rana Gurjeet Singh - were out of country and conveyed their well-wishes and reaffirmed support to Amarinder over phone from abroad, sources close to Captain claimed.

Justifying not inviting Bajwa at today’s functions, Amarinder said, “The lunch was hosted by CLP and the party MLAs were invited by the CLP leader while I invited my friends and well-wishers.”

Standing by Captain’s side, CLP leader Sunil Jakhar said he had invited Bajwa’s MLA wife Charanjit Kaur, who expressed her inability to come due to her pressing family engagements in Delhi.

Former CM Rajinder Kaur Bhattal, with whom also Captain had been running a love-and-hate relationship ever since he had become CM in 2002, and Laal Singh were present on the occasion.

Meanwhile, hailing the announcements made by Prime Minister Narendra Modi in US on Sunday, that Persons of Indian Origin (PIO) cardholders will get lifetime Indian visa and that American tourists will be given visa on arrival, Lok Sabha Deputy Leader said all such initiatives should be reciprocal. “India should press US to offer similar concessions to Indians also,” he said.

Also endorsing the demand of Punjab CM Parkash Singh Badal to review the list of NRIs black list, Amarinder and Preneet, who was Union Minister of State for External Affairs in the previous UPA government at the Centre, said those not involved in serious crime should be brought out of the black list and their families should be given relaxations from harsh restrictions imposed on the black listed NRIs. Ferozepur, September 30: With an aim to reduce the daily increasing number of cancer patients in the country and to create awareness among the people about the reasons behind the oral cancer, Oral Cancer Research Centre was today established at Genesis Institute of Dental Sciences and Research Centre, Ferozepur.

The Centre was inaugurated by Global Ambassador of Roko Cancer Trust (UK), Kulwant Singh Dhaliwal in the presence of Dr.Kamal Baghi Chairman GENESIS, Dr.Rajat Bhandari, Dr.Simarpreet Kaur Virk, Dr.Amarjit Singh Gill.

Kulwant Singh Dhaliwal speaking on this occasion appealed to all to stand against the consumption of drugs and tobacco for the welfare of the health of nears and dears and advised to get diagnosed in the first Oral Cancer Center in the North India at Ferozepur.

Giving information about the treatment of Oral Cancer, he said, in case the human-being stops consuming all kinds of tobacco, keeps his mount clean, and don’t consumer liquor, he can live a healthy life by keeping himself away from all chronic diseases including oral cancer.

He also said that oral cancer patients will be identified by organizing camps in the rural and urban including the remote area to save them from dying.

Dr.Kamal Baghi assured to make arrangements for the treatment of poor and middle class people in this first research centre in North India and GENESIS is making research besides making arrangements for treatment.

About a decade back, in various states including Punjab, the tobacco, kheni, paan etc. were not taken and people were proud of the youths of Punjab but during the last few years, the youths of Punjab have come under the grip of drugs and tobacco. There is a need to create awareness among the youths to save themselves from drugs, Dr.Baghi added.

He further said, the most common symptoms of oral cancer are a sore on the lip or in the mount that does not heal, a lump on the lip or in the mount, a lump in the nect, a white or red patch on the gums, tongue or lining of the mouth, difficulty with jaw opening, tooth loosening, bad breath etc.

Dr.Rajat Bhandari, Dr.Simarpreet Kaur Virk, HOD said, he is making a research on oral cancer to stop the bad affects of this disease and the patients visiting the GENESIS Oral Cancer Center will be given treatment with modern technology.

Dr.Amarjit Singh Director Principal highlighted in detail the activities of the research center and social services being extended by the GENESIS.
He said, a huge gather is a witness that people are becoming conscious about the drugs and showing interest for the eradication of various diseases including the oral cancer.

Sanjay Ahuja, Joint Director, GENESIS appealed to the prominent personalities of the city present at the inaugural ceremony to contribute a lion’s share in this campaign so that oral cancer disease is completely eradicated.

Chandigarh, September 29 : In view from the Assembly Elections to be held on October 15 in Haryana, nominations of 360 candidates have been rejected today after scrutiny of the nomination papers.
While giving this information today, Chief Electoral Officer, Haryana, Mr. Shrikant Walgad said that nomination papers of total 1925 candidates were scrutinized. He said that now total 1565 candidates were remaining which included 1403 male and 162 female candidates. He said that after scrutiny, minimum of seven candidates were left in Shahbad Assembly Constituency whereas maximum of 40 candidates were left in Assandh Assembly Constituency.
Giving detailed information, Mr. Walgad said that nominations of three candidates from Kalka Assembly Constituency and five from Panchkula Assembly Constituency have been rejected. Similarly, nominations of four candidates from Naraingarh and two each from Ambala Cantonment Assembly Constituency and Ambala City Assembly Constituency have been rejected. He said that nominations of two candidates from Sadhaura Assembly Constituency, five from Jagadhari Assembly Constituency, four each from Yamunanagar Assembly Constituency and Radaur Assembly Constituency have been rejected.
He said that nominations of five candidates each from Ladwa, Shahbad and Thanesar Assembly Constituencies and four candidates from Pehowa Assembly Constituency have been rejected. Likewise, nominations of four candidates from Guhla Assembly Constituency, six each from Kalayat and Kaithal Assembly Constituencies and two from Pundri Assembly Constituency have been rejected. Nominations of four candidates each from Nilokheri and Karnal Assembly Constituencies, five from Indri Assembly Constituency, two from Gharaunda Assembly Constituency and three from Assandh Assembly Constituency have been rejected.

Malout, September 29: The Rice Millers of Chief Minister of Punjab home district in its meeting held today, decided to proceed on an indefinite strike against the strict new paddy milling policy of Centre Govt.

Bhart Bushan Binta,State Vice President, while addressing to the millers said, “As per new Centre Govt. policy the rice to be submitted as on 15 April instead of earlier target date as 30 June, that too with 14% moisture.”

He said that the agencies while buying paddy, due to political pressure, has to accept the paddy even up to 20% moisture where asit should not be above 17% as per the policy.

He also said that actually the Govt. is indirectly refusing to buy paddy crop and want to make responsible to millers which is not accepted.

Accusing the Centre Govt., the millers said, “They will not take paddy to their mills unless Govt. steps back and announce 15% moisture and deposit date for resultant rice up to 30 June.”

It looks that on account of these differences between the government and the millers, the ultimate sufferer will be the farmers who have to celebrate Black Diwali in the grain markets only.

The resolution to this effect was adopted at a meeting of the party’s district incharges, district presidents, office bearers, Incharges of frontal organisations and others under the state party chief Mr Partap Singh Bajwa. The AICC Secretary Mr Harish Chaudhary and S Kuljit Singh Nagra were present.

Referring to the involvement of an Akali leader from the area, the party demanded a time bound high level probe by a sitting judge of the Punjab and Haryana High Court saying only such an inquiry could go to the depth of the case as what was all the more alarming aspect was the politician-police nexus.

The party expressed serious concern over the fast deteriorating law and order situation in the state saying it was the law of the jungle as this was not the case in isolation. What was all the more serious in this latest tragic incident was that the police opened fire to kill in a cold blooded manner and the victims happened to be two young men who were the real brothers.

2. According to M. K. Tiwari, Addl. DGP, Administration, Punjab, Chandigarh, IGP Zone Jalandhar has reported that SSP Khanna Sh. Harsh Kumar Bansal, IPS committed misconduct, dereliction of duty and did not exercise proper supervisory control in various aspects relating to this matter. In particular, the SSP attempted to shield the delinquent police officials who were attempting to portray the incident as that of a police encounter while effecting arrest. The IGP has also reported that the SSP failed to make proper efforts to go into the depth of the matter and that his conduct has been unprofessional. The report of IGP Zone Jalandhar mentions serious misconduct on the part of SSP. IGP Zone Jalandhar has directed the DIG Range to conduct a detailed enquiry into the role and conduct of SSP Khanna and other officials of Khanna Police in this incident and recommended that the SSP be placed under suspension.
3. After discussion of the Hon’ble Dy. Chief Minister-cum-Home Minister, Punjab with DGP Punjab, SSP Khanna has been placed under suspension with immediate effect so that all aspects relating to this incident can be examined impartially.
4. The members of the police party who have been arrested in the murder case are Constable Yadwinder Singh, PHG Ajit Singh and PHG Baldev Singh. Constable Yadwinder Singh has been dismissed from service under Article 311(2) of the Constitution of India and PHGs Ajit Singh and Baldev Singh have been discharged from service. Presently these 3 ex-police officials and Gurjit Singh are on police remand.
5. An SIT headed by Sh. Ravcharan Singh Brar, SSP Jagraon and Sh. Satbir Singh Atwal, ADCP-4 Ludhiana and Sh. Lakhbir Singh, ACP Sahnewal as its members, under the overall supervision of Commissioner of Police, Ludhiana has been formed to investigate the murder case (FIR No. 125 dated 27.09.2014 u/s 302/34 IPC, PS Jamalpur, Ludhiana City).
6. IGP Zone Jalandhar has also reported that Inspector Manjit Singh, SHO PS Machhiwara attempted to shield the police officials of Police District Khanna. He gave a wrong version of the incident to his superior officers and made false entries in the Daily Diary Register of the Police Station. He has been dismissed from service under Article 311(2) of the Constitution.
7. Government has deputed ADGP Sh. V. K. Bhawra, IPS and IGP Sh. Ishwar Singh, IPS to examine the entire matter and submit a report in 15 days

Chandigarh, September 29: In order to check the tendency of long time absentees’ in the government schools and ensure absolute discipline in the academic institutions, the surprise checking would continue in all the government schools. As a part of this campaign the especially constitutes Special Monitoring Cell has conducted surprise checks in 674 schools across the state. During the checking in total 54 teachers were found absent and 64 teachers were the late comers. It was also found that 36 teachers had not been attending the schools since long.
Disclosing this here today Punjab Education Minister Dr. Daljit Singh Cheema said that surprise checking was a part of consistent campaign launched by the education department to make sure the 100 per cent attendance in the schools and to maintain discipline. He said that all the explanations of absentee teachers would be called for and those found absent from the schools since long time would be charge sheeted. Dr. Cheema categorically said that each school would be randomly covered under this drive and even the same school could be checked for the second time by the authorities, if required.
In a press communiqué Dr. Cheema said that special monitoring cell of the education department started surprise checking in the schools in the morning. He said that immediately after opening the schools special teams visited 203 schools of Jalandhar Circle, 230 schools of Nabha (Patiala) Circle and 241 schools of Faridkot Circle.
He further said that 9 teachers were found absent in Jalandhar Circle and 31 were late comers while 8 found long time absentee. In Nabha (Patiala) Circle 12 teachers were found absent, 8 late comers and 16 were long time absentee. Similarly, in Faridkot Circle 33 teachers were found absent, 25 late comers and 12 were found long time absentee.
Dr. Cheema further said that to maintain discipline and punctuality in the Government Schools special and surprise checking would continue in future also. He also directed to the senior officers that 100 percent attendance of the teachers would be ensured.....

Chandigarh, September 29: Punjab Chief Minister Parkash Singh Badal today asked the Chief Secretary to prepare a blue print to establish Unified Service Delivery Centers in the State to provide 223 citizen centric services to the urban as well as rural populace in an integrated manner under a single roof in a hassle free manner within a minimum time period.
While reviewing the status of Suwidha and RTS service delivery, Badal asked the Chief Secretary to ensure the establishment of these 1750 rural and 424 urban centers at a cost of Rs. 250 crore, positively within a year. He also directed the Chief Secretary to identify the sites for these centers both in rural as well as urban areas in consultation with the departments of Rural Development & Panchayats and Local Govt. The Chief Minister also categorically said that these centers should not be merely ready within a year but also be made functional to provide these services in a result-oriented manner.
Meanwhile, the Chief Secretary apprised Badal each rural center would be established in a cluster of villages covering 8000 to 10000 population and similarly an urban center would be set up at a radius of 1.5 to 2.5 square Kilometer area based upon the population density. He also mentioned that the existing front end delivery center i.e. Suwidha, Fard, Saanjh and transport to be harmonized with unified service delivery centers with a back-end computerization of 223 services including 149 RTS services of various departments to be expedited. The deputy commissioner would be the nodal officer to steer the program in respective district.

Appreciating the move of Prime Minister, Badal said that Punjab has already taken perceptible initiatives in this regard by dividing the state into 8 clusters to make Punjab garbage free-state in coming months as the physical work in some clusters have already been commenced. Adding he said that these solid waste projects would generate power besides producing manures. He also asked the state bureaucracy and concerned officials to maintain the tempo of drive besides ensuring timely completion of these projects.
“An awareness drive should also be launched in all districts to encourage general public for cleaning of streets, roads, railway stations, workplaces, bus stations, parks, community centers, historic places, ponds etc” he added. Deputy CM also announced the urban local bodies will undertake the cleanliness of roads with mechanised machines.
Lauding the initiatives taken by Prime Minister Narendra Modi in recent past, Badal said that Modi has brought massive improvement internally and externally for the betterment of India. He said that with the bold steps taken by Modi, India has been scaling new heights on bilateral diplomatic ties and international relations.
Badal was interacting with media persons after flagging off NCC cadets and NSS volunteers under Swach Bharat abhiyan and sapling plants at Multi Sports Stadium, Badal village.
Answering a query regarding recent incident of killing of two brothers in Ludhiana, Deputy Chief Minister said special investigation team has been constituted to conduct fair investigation in this regard. He said that Chief Minister Parkash Singh Badal has already ordered a probe and asked Deputy Commissioner to submit a fact-finding report in this regard. Adding further he categorically said there would be no compromise with law and order situation. Besides, fair probe would be conducted and offenders not be spared.
Referring to the question regarding controversy over the SAD candidate Balkour Singh at Kalanwali Assembly constituency in Haryana, Badal said that there would be no opposition and controversy over the candidature of SAD candidate. He stressed that entire leadership of Indian National Lok Dal was with SAD candidate and his victory was inevitable.

While addressing a gathering after inaugurating the Asia’s first digital Max Orthopedic Suite in Max Hospital, Mohali here at JW Marriot Hotel, Mr. Badal said that the Medicity would certainly boost the medical tourism in the region. He also solicited cooperation and support from Max Health Care group to invest in the upcoming Medicity besides envisaged investment in setting up a skill development Centre in the health care. He felicitated the management of the Max hospital to establish the digital suite for undertaking joint replacement and trauma care with highest level of accuracy.
Highlighting the major initiatives taken by the state government, the Chief Minister mentioned that Punjab had already been rated as excellent in the field of health infrastructure by the Government of India, adding he said that the upcoming Homi Bhabha Cancer Hospital and Research Center on the lines of Tata Memorial Center, Mumbai would also prove to be a milestone in updating the skills of oncologists, radiographers and paramedics involved in the treatment of patients inflicted with cancer. Likewise, the advanced cancer treatment centers at Amritsar, Patiala, Faridkot and Bathinda with an outlay of Rs.25 crore would also be made functional soon. Realizing the hardships faced by the patients and their kin due to expensive treatment of cancer, our government was making humble efforts to help them through the ‘Mukh Mantri Punjab Cancer Raahat Kosh’ scheme, under which the state government was giving cashless aid of Rs.1.50 lakh each to the cancer patient. He said that the state government was also providing 118 anti-cancer drugs to the cancer patients on affordable prices besides 340 essential drugs to the patients free of cost in all government hospitals. The state government was providing cashless health facility worth Rs.30,000 to blue card holder families under Bhagat Puran Singh Health Insurance Scheme. He further said that as many as 61 skill development courses have been started by the Baba Farid University of Health Sciences to update the exiting skills of paramedics besides imparting skill development training to the unemployed youth.
Mr. Badal further said that as a conscious decision, our government had already created a dedicated Punjab State Cancer and Drug Addiction Treatment Fund to the tune of Rs.300 crore to eliminate drug addiction and cancer from the state. He also pointed out that the state had already declared a war against the menace of drug addiction by setting up drug de-addiction centers and rehabilitation centers across the state.
Earlier, in his welcome address, the Director and Head, Max Elite Institute of Orthopedics and Joint Replacement Mr. Manuj Wadhwa expressed gratitude to the Chief Minister for extending fulsome support and cooperation to the group in establishing world class health infrastructure in the state. He said that the newly inaugurated digital orthopedic suite had been equipped with the fully computerized digital operating theatre procured from Germany. Dr. Wadhwa further said that with this technology the chances of misalignment or misplacement would be negligible.
The Chief Minister was accompanied by his Special Principal Secretary Mr. KJS Cheema. Badal said the Congress leadership lacked the decision power and they could not even breathe without prior permission from the Gandhi family. “This attitude of Congress leadership resulted in a lack of decision making which has proved dear to the people of Haryana. Chautala need not to take permissions from any boss so he would ensure speedy development of the state”, said Badal.
Launching a frontal attack on Gandhi family, Badal said the Congress leadership under the leadership of this family fooled the people for decades. He said that Congress launched the slogan of ‘Garibi Hatao’ (Eradicate Poverty) and after gaining votes adopted ‘Garib Hato’ (Eliminate the poor) policies. Badal said the Congress worked on divide and rule policy to rule the nation for more than 65 years but now the real face of the party was fully exposed.
Remembering the struggle of Chaudhary Devi Lal, Badal said he always fought for the cause of people. He said Devi Lal and Parkash singh Badal fought many fights together to safeguard the rights of farmers and common people.
Badal said that Congress was so hell bent to stay in power that it used its power and agencies to put Chautala behind bars. He said Chautala always fought the battle of common people and Congress attempted to put full stop on this struggle by designing conspiracies against Chautala family. Grewal said that surely the intent must be that the views and the problems of the dealers are taken note by the Oil Industry Officers also. He said that we understand that a similar meeting had been held on the following day with the LPG distributors association and had never seen such an interaction in the past since 1952 when Federation of All India Petroleum Traders came into existence. Grewal said that the Ministry of Petroleum is an all important organ of the Government of India and its huge contribution to the exchequer of various States and National economy is known to all. Petrol dealers of the country being an integral part of this important Ministry, and we all pride ourselves over our being an integral part of this National endeavor. Grewal stated that about three years back Government of India Ministry of Petroleum had constituted a committee under the Chairmanship of the then Joint Secretary Marketing Apurva Chandra with the then Directors Marketing as the other three members. The Committee had been formed to go into the various problems of the petroleum dealers which had not been addressed for long resulting in the creation of a situation where dealers were being forced to go on strike. Good sense from all sides prevailed and the strike was averted as the government decided to refer the demands of the dealers to a committee of select members to go into the various grievances of the dealers. The committee was mandated to give its report within six months. He said that the report of the committee has already been submitted and we regret to inform you that the spirit with which the committee had been formed is not visible now when the time is to implement the recommendations of the committee. Grewal said that our respectful submission is that once it had been decided in the meeting which was taken by the then Minister Murli Deora that once the committee gives its report the government shall take immediate remedial action. Speaking to the media persons, Inderjit Singh Zira said, due to dryness, the farmers have to spent much than before to save the crop during the current season and they should be compensated with Rs.5000 per acre.

He said, it was a mockery on the part of the government to announce Rs.420 per acre as financial assistance to the farmers.

Due to uncertain rains in the past, the cotton, basmati, vegetables and standing maize crop have damaged in most of the areas and government should compensate the farmers with Rs.25000 assistance.

Zira also appealed to raise the amount of Rs.2 lac to Rs.5 for the deceased family, in the event of committing of suicide by a farmer besides waiving off the entire loan amount f the field labourer.

Madam Satkar Kaur Gehri, Ferozepur Rural Area Incharge, in her address said, during the tenure of UPA government, the centre government has written off the entire loan amount of the farmers and on the same pattern, NDA government may also waive of the balance loan amount.

She also desired to roll back the instructions for stopping the bonus to the states by the centre government and providing bonus to the farmers should continue of Rs.200 for paddy crop may be announced.

The suitable arrangements of marketing of crop of the farmers and put a check on the spurious sale of insecticides and pesticides in the market, she added.

Later, the effigy of Punjab Government was also burnt in protest against the government policies.

Muktsar, September 29 : Giving a clarion call to Punjabis to become active associates of Swach Bharat drive, Punjab Deputy Chief Minister Sukhbir Singh Badal asked we all should have pro-active attitude towards this brainchild initiative of Prime Minister Narendra Modi to build a garbage free India. Appreciating the move of Prime Minister, Badal said that Punjab has already taken perceptible initiatives in this regard by dividing the state into 8 clusters to make Punjab garbage free-state in coming months as the physical work in some clusters have already been commenced. Adding he said that these solid waste projects would generate power besides producing manures. He also asked the state bureaucracy and concerned officials to maintain the tempo of drive besides ensuring timely completion of these projects.

“An awareness drive should also be launched in all districts to encourage general public for cleaning of streets, roads, railway stations, workplaces, bus stations, parks, community centers, historic places, ponds etc” he added. Deputy CM also announced the urban local bodies will undertake the cleanliness of roads with mechanised machines.

Lauding the initiatives taken by Prime Minister Narendra Modi in recent past, Badal said that Modi has brought massive improvement internally and externally for the betterment of India. He said that with the bold steps taken by Mr. Modi, India has been scaling new heights on bilateral diplomatic ties and international relations.

Badal was interacting with media persons after flagging off NCC cadets and NSS volunteers under Swach Bharat abhiyan and sapling plants at Multi Sports Stadium, Badal village.

Prominent amongst those present at the occasion included Parampreet Singh Babby Badal, Avtar Singh Vanwala, Kanwarjeet Singh Rozy Barkandi, Parambans Singh Banty Romana, Harjit Singh Bholuwala and Jaskiran Singh Deputy Commissioner.

Answering a query regarding recent incident of killing of two brothers in Ludhiana, Deputy Chief Minister said special investigation team has been constituted to conduct fair investigation in this regard. He said that Chief Minister Mr. Parkash Singh Badal has already ordered a probe and asked Deputy Commissioner to submit a fact-finding report in this regard. Adding further he categorically said there would be no compromise with law and order situation. Besides, fair probe would be conducted and offenders not be spared.
Referring to the question regarding controversy over the SAD candidate Balkour Singh at Kalanwali Assembly constituency in Haryana, Mr. Badal said that there would be no opposition and controversy over the candidature of SAD candidate. He stressed that entire leadership of Indian National Lok Dal was with SAD candidate and his victory was inevitable.

Ferozepur, September, 29: Three days Student Personality Development Camp, by Guru Gobind Singh Study Circle, Ferozepur Moga Zone, in association with students, faculty and staff of SBS State Technical campus concluded today successfully. In all, 250 students participated in this personality development camp.

The key note speakers at the camp were Prof.N.P.Singh, Prof.Gurpreet Singh, Dr.A.P.Singh, Inderpal Singh, Inderpreet Singh, Dr.Harjinder Singh and Jatinderpal Singh founder Member GGSSC on different topics – Best Way of Life, Secret of Success, Stress Management, Science & Religion, Happiness, Man JHeetey Jag Jeet and Bande Khoj Dil Har Roz.

Students also enjoyed watching “GATKA” show was organized by Tat Khalsa Gatke Academy, Guruharsahai. The inspirational movies like “Anndata” and “Empty Inside” were also shown in the camp. T

The students participated in this camp during all the three days and attend the Camp at 5 am in early morning. Each day, they joined Meditation Classes and Shabad Gayan Classes in early morning. Special arrangement for Langar was made during all the three days.

During Valedictory Function Jatinderpal Singh, Founder Member of Guru Gobind Singh Study Circle was Chief Guest. In his key note address, he stressed upon the need of organizing such Camps frequently for their overall personality development.

Dr T S Sidhu, Campus Director in his speech congratulated all the participating students and hoped that the students will implement and practice the principals of life they have learned during these three days in their real life.

He also congratulated Gazal Preet Singh, Principal Poly Wing for successful organization of this Camp.

Gazal Preet Singh thanked for the efforts of Mr. Kulwinder Singh (Zonal Secretary); Mr. Davinder Singh (Zonal President) and Mr. Inderpal Singh (Regional Secretary).

Earlier, there used to be celebrations of martyr’s day on 23rd March every year at Hussainiwala and now for the last few years, the citizens have also started to remember great warrior Shaheed Bhagat Singh on his birth day also as a mark of respect to pay tributes to the legendary.

The entire entourage was followed by Dr. T. S. Sidhu Campus Director and Mr. Gazal Preet Singh Principal Poly Wing, who were leading the rally on specially decorated jeep. Around 100 students of Polytechnic Wing participated in this Rally with great enthusiasm.

The rally started from Polytechnic Wing of Campus and marched towards Gurudwara Saragarhi Sahib, Ferozepur Cantt. Then, the Rally merged with Motor Cycle Rally of Shaheed Bhagat Singh Rajguru and Sukhdev Memorial Society.

The rally finished at Memorial of Shaheed Bhagat Singh at Huseeniwala Border. The students of Poly Wing also performed Bhangra at this occasion.

Speaking on this occasion, Dr.T.S.Sidhu and Gazal Preet Singh said, remembering of martyrs for their sacrifice is keeping them alive.

Chandigarh , September 29,2014 :The last surviving real sister of legendary Bhagat Singh, Bibi Prakash Kaur expired yesterday on Bhagat Singh’s birth anniversary.She was 95 years old.

Prof. Chaman Lal, an author on many books on Bhagat Singh told babushahi.com thata few hours before she died, Aam Aadmi Party (AAP) activists in Canada visited her to greet her on Bhagat Singh birth anniversary, though she was not in a condition to respond. She was bed ridden since 6-7 years Bibi Prakash Kaur was the last real sister of Bhagat Singh, she was 94 years old. Her husband Harbans Singh expired more than a decade ago. Bibi Prakash Kaur was living a family life mostly, except during terrorism days in Punjab, when her daughter’s brother in law was killed by Punjab police in encounter, that had become a big issue in Punjab.
Bhagat Singh’s family was quite large; including himself; they were nine siblings-Jagat Singh, Bhagat Singh, Amar Kaur, Kulbir Singh, Shakuntla Devi, Kultar Singh, Prakash Kaur, Ranbir Singh& Rajinder Singh. Jagat Singh died very young, while others lived longer, apart from Bhagat Singh’s martyrdom at 23+. Prior to Bibi Prakash Kaur, Kultar Singh died in 2004, at the age of 86 years. Kultar Singh had remained MLA and minister in N D Tiwari led UP Government. Kulbir Singh remained Jansangh MLA from Punjab in early sixties.
Prof. Chaman Lal, who visited Bibi Prakash Kaur along with her other relatives living in Toronto in January 2012, has expressed sorrow at the passing away of Bibi Prakash Kaur, who was also known as Sumitra in family. Nephews and nieces of Bhagat Singh-Virender sandhu, Kiranjit Singh Sandhu, Inderjit Dhillon and Abhey Sandhu had also condoled the passing away of Bibi Prakash Kaur.....
