New Delhi,November 28,2014 :At least 449 officers and jwans of Indian armed forces committed suicides since 2011.This sensational fact was disclosed by the Indian Defence Minister Manohar Parrikar in the parliament Friday.

In a written reply to Lok Sabha Mr. Parrikar said,“Reasons for such incidents include occupational hazards — long tenures of continuous deployment, family issues, domestic problems, martial discord, perceived grievances, personal issues, mental built, financial problems and inability to withstand stress,”

The highest numbers were reported from the army, where since 2011, 362 men committed suicide. There were also 10 incidents of fratricide, where a soldier killed his colleague.

In the air force, there were 76 suicides in the same period, and one fratricide, while the navy did not report any fratricides, and had the lowest number of suicides at 11.

The Minister further told the house that the government has taken various measures to prevent such incidents. Some of these measures include improvement in living and working conditions through provision of better infrastructure and facilities, additional family accommodation, liberalized leave policy, establishing a grievance redressal mechanism, provision of psychological counselling by psychological counsellors and conduct of yoga and meditation as part of unit routine,” the minister added.....

Chandigarh, November 28 – Haryana Government has issued transfers and posting orders of nine IAS officers with immediate effect.

In order to avert any untoward incident the Central Govt. may direct the concerned Govt. to take meaningful measures.
Prof. Chandu Majra also demanded to register cases against those accused persons who were declared guilty by the various Commissions set up to inquire into the 1984 Riot Cases so that the sikh people may realize the change of power. Prime Minister, Narender Modi has already compared the 1984 Riots with the stabbing in the Chest with the dagger of democracy, whereas, the chief leaders of previous Govt……….. “when the big tree falls the earth trembles” or continued to pour salt on the injuries of victims after making them the Central Ministers.

New Delhi, November 28: The Delhi Sikh Gurdwara Management Committee (DSGMC) today asked Ministry of law and justice government of India for release of Sikhs languishing in jails despite having completed their jail terms.
“A large number of Sikhs who have completed their jail terms years ago, are still languishing in the jails. Sadly, these Sikhs are also denied the right to get parole to attend deaths and weddings of their close family members,” demanded DSGMC president Manjit Singh GK in a letter to D.V. Sadananda Gowda, Minister of Law and Justice, Government of India.
“People of different religions and communities need to be treated at-par at time of justice delivery and discrimination of Sikhs in the judicial system should be stopped and flaws in the judicial system be plugged by way amendments if required,” he wrote.
GK was referring to the parole granted to Balwan Khokhar who was convicted for life term in May 2013, for his involvement in anti Sikh genocide of 1984, on 26, November 2014, 18 months after he was convicted. GK calling it double standards on the part of Indian justice delivery system, said its “atrocious and unwarranted” and like rubbing salt into the wounds of Sikh community.
He also pointed that the perpetrators of the 1984 anti Sikh genocide of Sajjan Kumar and Jagdish Tytler roam free and are enjoying all facilities by virtue of the high posts held by them in the UPA government headed by Congress party and are still to face the trials as the investigations agencies are holding challans.

He regretted that the government had failed to feel and understand the concern and trauma of the family members of the victims who have been kept in utter dark for the last five months.

The Congress leader criticised the government’s negligence on the matter for all these months. “It is shocking that we still have to depend on the media reports for any information about the plight of the hostages while our government remains miserably ignorant”, he said.

Praying that the hostages were safe and hoping that the media reports about their alleged killing were false, Capt Amarinder said, this is high time the government of India took serious initiative to rescue and bring them back.

Chandigarh, November 28: Punjab State Information Commission does not seem to recognize Punjabi mother tongue which is evident from the double bench decision in a case filed by Bibi Naib Kaur who had submitted application for seeking information in Punjabi Language under Right To Information Act.
According to the Judgments of the State Information Commission available with Babushahi.com, Bibi Naib Kaur of Village Mataur in Mohali District had approached the State Information Commission on September 23, 2013 against Housing and Urban Development Department Punjab for not supplying the information under RTI. The case went to the bench of State Information Commissioner Surinder Awasthi. Taking serious note of the inability of the Department of Housing and Urban Development for supplying information to Bibi Naib Kaur in Punjabi, Surinder Awasthi took bold stand and gave 15-pages decision in favour of the applicant besides imposing a fine of Rs. 25000/- on senior IAS officer Venu Parsad. Complying with the order the Housing & Urban Development sent the case to language department for translation of Para 10, 11 and 12 of the Oustees policy. SIC Surinder Awasthi had made clear in his judgment that the State Information Commission has been setup by Government of India for helping the poor people for enabling them to get information of official records for seeking justice. The case took a curious turn when the case was referred to the 2-member bench on August 19 by the then acting Chief Information Commissioner. Interestingly, the 2 other State Information Commissioners Harinder Pal Singh and Narinderjit Singh heard the case and hurriedly gave their verdict stating that there is no need of supplying information to the applicant Bibi Naib Kaur in Punjabi as the said policy is available only in English with the Housing & Urban Development. The 2-member bench has neutralized the judgment given by Surinder Awasthi and also exonerated IAS Venu Parsad from the fine. The 1-year old appeal filed by Bibi Naib Kaur on September 23, 2013 therefore could not ensure delivery of information to her in this controversy. When Chief Information Commissioner S S Channi was contacted to comment on this issue, he said that he had not so far read the decision in the case and if there is any scope of improvement, it will be done. He however said that every State Information Commissioner holds independent bench but in this case the verdict given by the majority out of three Commissioners will be taken as final. ....

NSUI and Youth Congress leaders also met Naresh Chander Goyal, Divisional Railway Manager and demanded clarification for the delay in the resumption of the train. The DRM, however, put the onus on the Central Railway Board by saying until he does not receive the orders from the Railway Board, he is helpless to do anything.
Nigam Bhandari, All India General Secretary, NSUI, Daaman Bajwa, State President, NSUI, Navjot Sidhu, All India Secretary, NSUI also extended their support to this agitation today along with hundreds of youth leaders of various political and non-political factions.
It is pertinent to mention that earlier the Ferozepur-Chandigarh Express had started running between the border town and the state capital in March. But the train was discontinued despite getting overwhelming response from the commuters who had to shell out much less fare as compared to that in buses. The same was withdrawn with the reasons best known to the railway authorities. But the fact is that the train has been discontinued to give benefit to the private transporters.
Gurbhej Singh Tibbi, Youth Congress leader said now the agitation shall be intensified and from tomorrow and everyday five members of NSUI and allies shall sit on hunger strike and even then if their demands are not met, they will chalk out further strategy which include geharo of residence of Railway Minister.

During his address at Anti-copying campaign, Janmeja Singh Sekhon, Chief guest of the function said, the social evil of copying during exams is spoiling our education system and all categories of society are responsible for it. He said, the anti-copying campaign have been started throughout the state and its results are also encouraging.

Sekhon said, because of efforts of the government, the education has upgraded its place from 17th to 3rd. He also said that to solve the problem of copying during the exams, the cooperation of teachers, parents and all categories of society is necessary.

Making an appeal to the teachers, Sekhon said, they should perform the duty of their profession as a service and diligently.

Kamal Sharma, Punjab BJP President, in his keynote address, appreciating the anti-copying campaign stressed upon giving the moral education along with the booking education so that they should pass out from school and colleges as a good citizen so that there is hardly any need to start such campaigns. He said, in our education set-up, copying is the major hurdle in its development.

He further said, we should train our children like that they are not affected by the environment outside the four walls. Rather, we have to be their role models.

Kuldeep Chand Agnihotri, Vice Chairman, Punjab School Education Board in his address highlighted the efforts being made in the field of education and assured transparency in the working of the Board. He said, there are encouraging results on account of start of Nakal Virhodi Campaign in 2013 and there is a need of cooperation from one and all from the society to eradicate it from our system.

State Convener of Anti-Coping Campaign, Shruti Shukla, Deputy Director gave Power Point Presentation about the activities going on under the campaign and assured that the copying will be eradicated from its root from Punjab in a very short time.

Jagsir Singh, DEO and Dr.Satinder Singh, National Awardee and Coordinator of the programme also highlighted in detail about the aims of the campaign.

Player's knowledge, talent and skill status doesn't matter when player ends up with the concussion, mainly due to head (brain) ends up with the sudden shock, jolt or impact for a moment which destabilize brain for any reason.

Players must wear protective gears according to the sports they play to minimize rise & risk of suffering from any fatal injury in the field during the game or practice. Only few fatal incidents on the field are reported but a large number of incidents do not come to light from the rural areas, especially when sports from the un organized sector.
Assuming all sports are risky activities is not a right concept at all, as everything we do in normal life (Including walking or Sleeping) does involves some degree of risk. But it's important to remember the health benefits that sport can give you.

Loss of International cricket player, Phillip Hughes of Australia, after he got hit by a bouncer is shocking, and a wakeup call for the rest of the world cricketing community. Many cricket related injuries are expected to happen accidentally or in some cases due to the lack of awareness for possible nature/ cause of such injuries.
Since Body line series (English cricket team in Australia during 1932–33) before World War II. there are bowlers in the world cricket, continue to use Bodyline tactics with intention to knock the batsman out when it’s hard to get them out or some time common tactic to create fear in the batsman’s mind to create mental psychological pressure.
Playing cricket can sometimes ends up in injuries. Most of the players will only experience minor / typical injuries related to cricket. But occasionally, there are serious injuries which can put any one’s life on the edge with a life threatening high risk.

There is no way to avoid all accidental (sudden) or unintentional injuries in any sports but always it’s possible to prevent them with the injury prevention education and enough knowledge about all possibly injuries related to sport.
"Prevention should be our first concern, as not all cricket related injuries can be prevented, but you can reduce your risk of getting injured or avoiding possible cause of such injuries," said Jatin Patel director of coaching for ACF and holds many other coaching credential in USA soccer and High school sports.

Cricket helmets are not that safe, like NFL, car racing and many well known other sports - even you have helmet - Concussion related injuries will happen. All of USA States and the District of Columbia had legislation to prevent concussions and to limit further injury to student athletes. Who sustain concussions, with most of these laws mandating that student athletes who experience a concussion be removed from play and obtain a health care provider’s permission before returning to play as life is more important.
Err on side of caution when dealing with any sport with head injuries, if you err on the side of caution when you are deciding what to do, you do the thing that is safe instead of taking a risk to save player’s life which can impact their families and many others involved with the cricket player.

Best thing we can do for such un invited instances is to educate cricket playing community through cricket coaching education or just awareness education for the existing players who does not have access to coaches or medical professional like physio / athletic trainer at the game site. Such life threatening injuries must be responded in quickest possible time
Jatin Patel advised that "there are few things we can have on hand at the cricket fields during practice or game."

Use certified athletic trainers / coach when available. Who is designated person (certified Red Cross First Aid Course) from the team being responsible for assisting with Injuries.
Always ERR on the side of caution

First Aid Kit and CPR training also helps to save some one’s life during the injury situation.
Beside use of best and latest safety helmet, education related to head injuries – “concussion in sports” is very important.

Chandigarh, November 28: Punjab Chief Minister Parkash Singh Badal today pleaded for the restructuring of the Food Corporation of India (FCI) in such a manner that it should benefit both the farmers and consumers besides ensuring a flawless procurement and Public Distribution System (PDS). The Chief Minister put forth these views before the high level committee for restructuring of FCI led by its Chairman and former Union Minister Dr. Shanta Kumar, here at Chief Minister's residence this afternoon. The committee is mandated to give suggestions to
reorient FCI's role and functions in MSP operations, storage and distribution of food grain and food security systems.
Taking part in the deliberations, the Chief Minister urged Dr. Shanta
Kumar that the restructuring of country's premier food procurement agency should be done to eliminate difficulties and bottlenecks in way of smooth and timely procurement of food grains. He recalled the significant contribution of Punjab in national food security adding that agriculture was the lifeline of the state and also of nation. Mr. Badal pointed out that the best infra structure for agriculture and marketing in terms of marketing yards, roads and storage etc. had been
created by the state with its own funds and the state government was committed to make Punjab as the best state for the procurement of food grains.
The Chief Minister suggested the committee that a mutually agreed Memorandum of Understanding (MoU) must be signed between the FCI and the state government well in advance of procurement season clearly stipulating obligations and rights of both the stakeholders in detail. Likewise, he also opined that the cost sheets should also reflect realistic and actual costs besides deputing separate staff for procurement and movement of grains. Above all, Mr. Badal said that the storage charges should be rational and FCI should procure its allotted
share. He further said that the system of Minimum Support Price (MSP) must not be done away with abruptly until it introduces a self-sustaining mechanism of income support to the farmers.
The Chief Minister said the state government had already initiated laudable steps to encourage the farmers to shift from wheat/paddy cropping pattern towards diversification by opting cash crops like Maize, Basmati, Sugarcane, Soya bean, pulses and others. Mr. Badal pointed out that the concerted efforts on the part of state government have yielded positive results as the area under basmati this year had gone up from 5 lakh hectares to 8.5 lakh hectares and the area under common paddy had declined to 19 lakh hectares from 22.5 lakh hectares last year and hoped by the next year the area under Basmati would be further increased. He urged the committee to strongly recommend state's case for allocating sufficient funds for agriculture diverfsication as the previous UPA government just sanctioned a pea
nut of Rs 500 crore, against Rs 5000 crore sought by the state, for Punjab and Haryana of which Punjab was allotted merely Rs 225 crore. Mr. Badal also batted for the implementation of Swaminathan formula in the right earnest to ensure remunerative prices of their produce to the farmers.
Winding up the discussions, Dr. Shanta Kumar assured the Chief Minister that the committee would look into all the aspects and issues raised by the latter before taking a final decision. He said that the committee would give due weight age to the suggestion put forth by the various stakeholders to further strengthen and integrate the supply chain of food grains besides bringing far more transparency, efficiency in the procurement and PDS by the FCI. The former Union
Minister advocated that the farmers should be motivated to go for diversification by sowing less water guzzling crops like Maize, Sugarcane and Basmati for saving precious natural resource-water for our future generations. He also underscored the need on value addition of farmers' produce by setting up agro-processing units in the state to supplement their income manifold.
Prominent amongst other present on the occasion included Cabinet Minister Mr. Adesh Partap Singh Kairon, Chief Secretary Mr. Sarvesh Kaushal, Principal Secretary to Chief Minister Mr. SK Sandhu, Special Principal Secretary to Chief Minister Mr. Gaggandip Singh Brar and Secretary Food and Civil Supplies Mr. DS Grewal.

Giving details of arrangements Director Sports Mr T.S. Dhaliwal said that in the men’s event 9 teams from India, USA, England, Pakistan, Spain, Denmark, Iran, Argentina and Australia, while 8 women teams from India, USA, England, Denmark, Pakistan, New Zealand, Mexico and Azerbaijan captivate the kabbadi lovers with their heart stopping raids and defences.

Keeping in view the weather conditions Deputy CM asked the organizers to hold the timings of kabbadi matches during day time. It was resolved that both opening and closing ceremony at Ceremony at Guru Gobind Singh Stadium Jalandhar and Village Badal stadium in Sri Muktsar Sahib respectively would be held at 6:00 PM whereas all matches except men’s final would be played during noon. Men’s final would be held at village Badal along with closing ceremony while Women’s final and contests for third and fourth positions in both sections would be played at sports stadium Barnala on December 19. The semifinals of both Men and Women would be organized at Kabaddi Stadium, Dirba in Sangrur district.

It is mentioned here that league matches would be organized at Government College Stadium Gurdaspur, Multipurpose Stadium Dhudike, Moga, Nehru Stadium Rupnagar, A.S. College Stadium Khanna, Ludhiana and Sports Stadium Chohla Sahib, Tarntaran from December 7 to December 11. After a rest on December 12 other matches from December 13 to December 17 would be played at Guru Nanak stadium Sultanpur Lodhi, Outdoor Stadium Hoshiarpur, Government Ripudaman College stadium Nabha, Patiala, Sports Stadium Jalalabad, Fazilka and Sports Stadium Mehta, Amritsar. Chandigarh, November 28: The Punjab Government has invited application from the government employees not below the rank of senior assistant to accompany the Religious Jathas to be sent to Pakistan as Liaison Officers.
Disclosing this here today an official spokesperson of the General Administration Department said that the Government of India is contemplating on despatching Sikh Religious Jathas to Pakistan in the year 2015 to enable them to celebrate the Gurpurabs and other important events. Giving further details he said that Government of India may send Jathas to Pakistan marking martyrdom of Guru Arjun Dev Ji in the month of May 2015 similarly during the death anniversary of Maharaja Ranjit Singh in the month of June 2015 and to celebrate the Birth Anniversary of Sri Guru Nanak Dev Ji in the month of November 2015.
The spokesman said that liaison officers would be deputed with these Religious Jathas to accompany them to Pakistan. He said any officer/official not below the rank of senior assistant could apply to be liaison officer routing his application through departmental head. Application must be on prescribed Performa and should reach in the office of General Administration, 6th floor, Punjab Civil Secretariat by December 31, 2014. Employees working in Secretariat could send application through Secretariat’s Administration.
He said that only those officers/officials would be selected as liaison officer who had not accompanied any such Religious Jathas in capacity of liaison officer in the past 5 years. Had any Sehajdhari Sikh selected as liaison officer he would have to give affidavit (if demanded) claiming that he is bonafide Sehajdhari Sikh, before getting visa in Pakistani Embassy at New Delhi.....

Ferozepur, November 28 : The vision about seriousness of the government about raising the standard of higher education in the state can be well imagined from the fact that it is not bothered about the recruitment of teachers in the two government colleges – one at Jalalabad the constituency of Sukhbir Badal, Dy.CM and the second at Amarpura. The work is being run by making stop-gap-arrangements through guest faculty. The position is that because of shortage of staff, the condition of 48 government colleges in the state is pitiable.
Even the post of Director Colleges is lying vacant and being looked after by an IAS officer. At the same time, in about 65 colleges, the teaching and non-teaching posts to the extent of 45 per cent are lying vacant.
With reference to Higher Education Department, Raj Kishore Kalra, Educationist informed that there are two colleges running for the last about two years are yet to get nod from the government for recruitment of regular staff and work is being run by engaging the staff on casual basis.
He said, with the ban on recruitment of lecturers by the government since 1996, the shortage of staff is felt and there is only on regular teacher, in government colleges like Dhudhi, Rode and Sidhsar and rest of the entire staff is temporary. Similarly, the strength of teachers is only two, in colleges at Fazilka, Zira and Kala Afgana. The unfortunate part is that these teachers are paid only Rs.10000 per month as wages out of the collection of PTA fund from the students and with the end of academic session, they are relieved. In this way, the teachers are being exploited mentally and financially.
There are 48 government colleges in the state and the sanctioned posts of Principals are 50 as 2 Principals have been deployed in the DPE Colleges office as Deputy Directors whereas 14 posts of Principals are lying vacant.
It is also pertinent to be shared that one permanent Principal have been given the additional charge of 2-3 colleges.
Kalra also said that in 1997, 60 regular English lecturers were recruitment and 27 candidates, who were cleared from the recruitment scam of Ravi Sidhu case, were given the appointment.
Not only this, the post of Director Colleges is vacant since 2012 and its charge has been given to one IAS officer G.S.Ghuman while regular DPI Gurpal Singh, who was selected by the departmental recruitment committee, has been posted as Director Punjab State Text Book whereas the post of DPI is of Cadre.
Talking about the very interesting point of DPE, Kalra informed that now when Gurpal Singh is retiring on November 30 as Director Punjah State Text Book, he has been posted as Director Colleges for the remaining five days where he will work for only three days as 29 & 30 Nov are holidays.
There was no official statement on this account except that every possible effort is being made to run the affairs higher education department effectively.
The posting back of Gurpal Singh as Director Education clearly speaks to extend him all the benefits of retirement as DPE.
Kalra educationists have demanded from the government to fill up the vacant posts in government colleges immediate where the maximum children of poor families from rural areas and reserved categories are getting education otherwise the fate of education standard is going to be from bad to worst.

Bathinda: November 27: In a swift action, the Divisional Forest Officer of Bathinda Sanjeev Tiwari IFS with the help of police department gets a forest land measuring 6 acres which is worth Rs 2 crores, freed from the illegal possession of Harmander Singh and Karamjeet Singh of Puhla village. The action was launched following a stay vacation order passed by the SDM Bathinda.

Harmander Singh had got allotted the forest land in his name allegedly with the connivance of the revenue officials at Puhla village near Rampura, when forest department came to know about it they got the allotment cancelled through a court order. On several occasions the accused destroyed the plants planted by forest department on same land. Two FIRs had already been lodged by forest department against the same.

On Tuesday, Sanjeev Tiwari Divisional Forest Officer, Bathinda along with heavy police force including revenue officials and his staff led by Gurpal Singh range officer Rampura reached the Puhla village and took the possession of the land and put 3000 saplings on the said land. According to a forest official, the forest department is planning to establish a nursery over this land. It is pertinent to mention, that the said land was under illegal possession since the last 40 years.

Chandigarh, November 27: Doon International School, Sector 69, celebrated their 10th Founder’s Day ‘A Nuance of Ecstasy’ 2014, with great exuberance and gusto in Tagore Theatre. The function was illuminated with the august presence of Dr. Daljit Singh Cheema, Education Minister. The program commenced with the auspicious lighting of the lamp to invoke the blessing of almighty. The theatre put on a festive look with students depicting a concoction of varied hues. Rendition of Ganesh Vandana, a psalm of ecstasy, was followed by Student Council Members reading out the Annual Report. The cultural program comprised of the theme of ‘Nav Ras’, an addition to the glory of life, depicted by Students in colorful and elaborate costumes displaying their talent and potential through lively and energetic dances on the stage. A patriotic qawaali titled ‘Shama –e-watan’ was followed by a heart rending play based on Post Partition sufferings and trauma the people underwent at that time. It portrayed the humans, that in spite of all conflicts, they understood the conditions and rendered help to each other thereby embracing the human life.
The students were honored with prizes for reaching the pinnacles of glory with their diligence and devotion, by the Education Minister, Dr. Daljit Singh Cheema . The prize distribution was followed sharing pearls of his wisdom with the students by Chief Guest Cheema.
The show stealer was the scintillating Bhangra performance by the senior students unleashing the unique cultural heritage of Punjab. While appreciating the efforts of students and teachers Director, Doon School C.S. Mann said that Sky is not the limit. The youth of today must explore the heights beyond sky if they want their dreams to be true in such a competitive world. ....

It will make travel seamless and hassle-free for foreign tourist in India. He said government has changed the manual system to IT based system for the benefit of tourists. Home Minister said that the step will bring the revolution in the tourism sector and boost the economy.
Speaking on the occasion Tourism Minister Dr Mahesh Sharma said, the facility will boost the tourism sector. He said that his Ministry is focusing more on safety of tourists and cleanliness of the monuments. Dr Sharma added that Swachh Bharat- Swachh Smarak (CLEAN INDIA-CLEAN MONUMENT) programme will be started by Tourism Ministry.
To apply for e-visa facility a foreign tourist will have to apply online at the Web site, upload a photo and passport and pay a fee online and within 72 hours, the applicant will receive an Electronic Travel Authorization, ETA by e-mail. The 30-day permit will include sightseeing, visiting friends and family, recreation, short duration medical treatment, and casual business visit. Through the facility, foreign tourists will be allowed to enter and depart from nine airports including Delhi, Mumbai, Chennai, Kolkata, Bengaluru, Hyderabad, Kochi, Thiruvananthapuram and Goa.....

Chandigarh, November 27 (Courtesy: HT) : Ravinder Pal Singh Sidhu, former Punjab Public Services Commission (PPSC) chairman on Thursday granted bail by Punjab and Haryana high court in 11-year-old cash-for-job bribery case.
Sidhu, who is at present in Rupnagar jail, was on July 15 sentenced to six years imprisonment and was, slapped a fine of Rs. 1.5 lakh by the Runagar special trial court.
As per the allegations, Sidhu had raised a demand of Rs. 35 lakh bribe, on March 24, 2002, from then excise and taxation inspector Bhupjit Singh for selecting him as a Punjab Civil Services (executive) officer. Sidhu was caught red-handed by the Punjab vigilance bureau on March 25, 2002, while accepting Rs. 5 lakh bribe money at his residence in Sector-39, Chandigarh.
The case was registered at SAS Nagar vigilance bureau police station. When the state vigilance bureau had opened his five bank lockers on April 19, 2002, an amount of Rs. 8.19 crore was recovered. It was in November 2002 that the Rupnagar court had framed charges and the trial had begun in the case.
Sidhu, a journalist with national daily, was appointed chairman of PPSC in 1996 because of his close proximity to then Congress chief minister Harcharan Singh Brar.

Chandigarh, November 27: While revealing details about the performance under Rashtriya Swasthya Bima Yojna in Punjab state, Surjit Kumar Jyani, Health and Family Welfare Minister, Punjab here today clarified that there was a problem in the early years but the scheme is doing reasonably well now in the State of Punjab. Scheme is under implementation from the last six years. So far, 7 companies have been involved out of which 4 are public sector companies and 3 are private companies. Allotment is made in favour of bidder quoting the least premium. He further added that the amount of premium being paid to Insurance Company is continuously coming down. The premium has come down from Rs.670/- into Rs.238/- per family per annum. He stated that overall for all the years together, the State has paid Rs. 43.46 Crores as a permium or Rs.37.54 Crores as effective premium (This means the premium paid to the Insurance Co. less the cost of the smart card i.e. Rs.60/-), against which the claims are to the tune Rs.23.57 Crores and claims ratio is 62.80%.
Sh Jyani clarified that fewer claims were lodged in the initial years due to poor awareness regarding the scheme. He told that at present the claim ratio has increased to 106.47%. During the FY 2013-14, we have paid Rs.3.46 Crores effective premium to the company against which the claims are to the tune of Rs. 3.68 Crores. He further told that the State has taken various initiative for popularizing this scheme through press and electronic media and that as a result of these measures the BPL families enrolled under the scheme will benefit further.....

He said Khaira had challenged the state government to order judicial probe by a sitting judge of the High Court into his role and that of Majithia as this was the best solution under the given situation.

He said it was a clear case of vendetta as it was Mr Khaira who had approached the Supreme Court in 2008 to shift the trials of the Badals outside Punjab. Yet he had filed another case challenging the grant of Lawrence School, Sanawar by Mr Sukhbir Badal.

Mr Bajwa made it clear that the Congress would stand like a rock behind every leader of the party and would never tolerate such attempts by the Parkash Singh Badal government to browbeat them. Amritsar, November 27: Patron Amritsar Vikas Manch (NGO) Dr. Charanjit Singh Gumtala, has demanded shifting of all dump yards including Bhagtanwala (Amritsar) dump yard from the residential area throughout Punjab as recommended by the parliamentary standing committee on urban development.

In separate letters to Prime Minister. Narinder Modi, finance Minister Arun Jaitly, Chief Minister Parkash Singh Badal and others ,Manch leader stated that in the 27threport, the parliamentary committee on urban development has recommended to close all waste plants in residential areas throughout the country because hazardous emission from the municipal incinerators cause serious health problems to people living not only near them but even those living thousands of kilometers away from the source. Report was placed in the Rajya Sabha on February 13,2014 and presented to the Lok Sabha on February 16,2014.The manual on municipal solid waste management and the report on technology advisory group on municipal solid waste indicate that flue gas generated from waste-to-energy plants will contain a number of pollutants in various concentrations like "carbon monoxide (CO), sulphur dioxide (SO2) and particulate matter (PM) containing heavy metal compounds and dioxins".

This dump yard is only 1800 meter away from the Golden temple and government is going to establish solid waste plant here in violation of the above recommendation. Solid waste plant will not only damage the building of the Harimander Sahib and other religious and heritage buildings but will have adverse effect on the health of the people living many kilometers away, said Gumtala.

About 50 thousand residents near the Bhagtanwala dump yard in Amritsar are protesting for the last one month for shifting of this dump yard, but Punjab govt. is not listening to their voice, though senior deputy mayor Avtar Singh and chief parliament secretary Inderbir Singh Bularia are supporting the genuine cause of the agitating people and are in favour of shifting of Bhagtanwala dump . Punjab govt. is going to construct a wall around to dump to pacify the agitators but this wall cannot check poisonous gases. So Punjab Govt. should shift all dump yards including Bhagtanwala from the residential area, Gumtala quipped.....

Chandigarh, November 27: The Punjab Right to Service Commission has finalised two day training program for all Additional Deputy Commissioners of Punjab on December 8 and 9 to make them familiar with new software Right to Service Information System launched by National Informatics Center.
Disclosing this here today an official spokesperson today stated this ‘hands on training’ program will be conducted at Mahatma Gandhi State Institute of Public Administration complex for Additional Deputy Commissioners (General), District Informatics Officers of NIC and District Suwidha Administrators to launch unique software Right to Service Information System (RTSIS). He said the sole aim of training program was to give details about RTSIS and its use in the online delivery of services. He said with the implementation of RTSIS the applicants seeking public services could get their desired public services online in a minimum time frame without visiting government offices.
The spokesperson informed that as per the schedule Commissioner Right to Service Commission Dr. Dalbir Singh Verka would deliver general introduction regarding Punjab Right to Service Commission and RTSIS while Mr. Sanjay Puri, Scientist-C NIC would give introduction to RTSIS, its functioning, results and salient features. He said an interactive session would also take place where Mr. S.M. Sharma, Mr. Iqbal Singh Sidhu and Dr. Dalbir Singh Verka, all Commissioners would be giving information about new software during hands on training program.
Giving information about the commission, the spokesman said it has received more than 3 Crore applications out of which 1.06 Crore have been sorted out. He added Punjab would be first in getting such a system in place by becoming frontrunner in launching RTSIS.
He informed that the new system has been operational in Sahibzada Ajit Singh Nagar (Mohali) on pilot basis and after training program it would be operational in all districts.
He said a total 6334 issues including birth/death certificates, driving license, residential certificates, demarcation of lands, arm licence, ration card building plans, water and sewerage connection etc. lying pending between general public and various government authorities from different districts of the state have also been resolved with the active intervention of the Commission.

Dehradun (Uttarakhand), November 27: Giving a clarion call, the Punjab Chief Minister Mr. Parkash Singh Badal today called upon the countrymen to launch a vigorous campaign for ushering in an ‘Evergreen Revolution’ by planting more and more trees to make our nation clean, green and pollution free.
In his inaugural address on the national stakeholders meet on ‘Trees Outside Forests and Wood-based Enterprise here at the Forest Research Institute (FRI), the Chief Minister appealed the people to plant atleast one tree in the premises of their homes to mark the joyous occasion of birth of every child besides planting trees around their locality as an integral part of the mass movement to protect our environment and maintain ecological balance. He emphasized the need to bring awareness amongst the masses about the significance of trees in normal life adding he said that the Punjab government was determined to enhance the area under agro-forestry from existing 6.3% to 15% in the coming years, with the help and active support of the FRI. Mr. Badal said that the upcoming Mini FRI at Ladowal in Ludhiana district of the state was a right step in this direction, which would be instrumental in bringing ‘second green revolution’ or precisely ‘evergreen revolution’ by promoting the concept of agro-forestry in a big way. “I invite all of you to hold the next FRI meet at mini FRI, as it would give a boost to the agro-forestry in the state” he added.
The Chief Minister said that agro-farm forestry was the need of the hour especially at this critical juncture when Punjab’s traditional agriculture has already reached a point of saturation. He said that the state government has initiated many bold steps for the promotion of agro-forestry by launching ‘Greening Punjab Mission’, establishing wood Mandis and clonal nurseries to provide the quality and disease resistant saplings to the farmers. Mr. Badal envisaged support and guidance from FRI and Indian Council of Forestry Research and Education (ICFRE) to encourage agro-farm forestry on a mass scale especially in the water logged areas of south west Punjab.
The Chief Minister impressed upon the leading industrial houses which were in the business of paper and pulp to come forward for extending the much needed marketing support by way of minimum support Price to the farmers for their produce in the open markets. Likewise, he also called upon such industrialists to help both the state governments as well as the farmers in assuring the best prices of their harvest through value addition. The Chief Minister urged the Chairman of Avantha Group Mr. Gautam Thapar, present on dais, to establish paper industry in the state besides lending a helping hand to the timber growers by providing marketing and logistics support to them.
On the occasion the Chief Minister also felicitated two eminent foresters from Punjab Mr. Piare Lal and Mr. Hardeep Singh Gujral with lifetime achievement award for their outstanding contribution in the field of Forestry and environment.
On the occasion the Director General ICFRE Dr. Ashwani Kumar thanked the Chief Minister for gracing the occasion and described this workshop on the theme of Trees Outside the Forest as fruitful and meaningful, which would pave a way for sensitising all the stakeholders to adopt the emerging innovations and best practices in agro-farm forestry.
In his welcome address, Director FRI Dr. PP Bhojvaid lauded the vision of Chief Minister in promoting agro-farm forestry in Punjab and hoped that the upcoming mini FRI at Ladowal would give much needed to the agro-forestry in the country. He said that the unique initiative of state government to set ‘Greening Punjab Fund’ would prove to be a milestone in promoting Trees Outside Forest. Dr. Bhojvaid also envisioned that the upcoming mini FRI, first of its kind in the country, would further intensify the Research and Development activities in the field of forestry in general and agro-farm forestry and wood based industry in particular.

Kohara (Ludhiana), November 27: The 29th crushing season started at Co-operative Sugar Mill, Budhewal, near here today. The crushing season was inaugurated by Punjab Irrigation Minister Sharanjit Singh Dhillon in the presence of sugarcane farmers.
While addressing the farmers, Dhillon said that the state government is focussing on crop diversification in the state and the government is promoting crops such as sugarcane, maize and others.
Dhillon said that for the benefit of sugarcane farmers and sugar mills, the state government has decided to allocate a special grant in the annual budget. The minister asserted that all due payments to the sugarcane farmers have been cleared by the state government and from next year onwards, the payments would be made side by side.
He said that it is due to the pro-farmer policies of the state government that Punjab has given more rate per quintal than the centre government. "The centre government had fixed a rate of Rs 220 per quintal but the state government is paying up to Rs 295 per quintal to the farmers. In this season, the Budhewal mill has set a target of crushing 16 lakh quintals of sugarcane," he informed.
Harinder Singh Lakhowal, chairman, Co-operative Sugar Mill, Budhewal, informed that all arrangements have been put in place and the sugarcane farmers would not face any problem.

Chandigarh, November 27: The Punjab government today issued a notification banning the sale of flavoured tobacco throughout the state with immediate effect. By another notification, the Punjab government also imposed complete ban on sale of e-cigarettes throughout the state.
Reviewing the implementation of measures undertaken to control tobacco in a state level coordination committee meeting, Mr Hussan Lal, secretary, Health, said that these measures have been taken as various firms were bypassing tobacco control act by selling flavoured and scented tobacco in the state. He said that state government received the feedback that there was increasing sale of e-cigarettes and now notification has been issued for banning e-cigarette under Drugs and Cosmetics Act and any commercial institution including e-commerce companies can be booked under this act for selling e-cigarettes.
He said that ban of nicotine in chemical form in e-cigarettes has been prohibited and all districts have been issued advisory to strictly implement cigarettes and other tobacco product act 2003 with iron hand.
Expressing concern over sale of cigarettes near educational institutions especially colleges and coaching institutes, Mr. Hussan Lal directed all DC's and education department to strictly impose the ban on sale of tobacco within 200 meters of education institutions and anybody violating that would be dealt with strictly.
Seeking the cooperation of Deputy Commissioners in banning cigarettes in loose form, the health secretary said that the sale of cigarette in single sticks has been banned by the union government to discourage habit formation in teenagers and it was imperative for deputy commissioners to enforce the ban.
He asked deputy commissioners to seek the help the NGOs to strictly impose COTPA Act and enforce smoking in the public places strictly.
Asking police authorities to launch state-wide ban and enforce COTPA Act, Mr. Hussan Lal said that Punjab has to emerge as first smoke free- state in next three months.
Showing concern over increasing addiction to tobacco and tobacco products, Mr. Hussan Lal said that 90% oral cancer cases were just because of chewing tobacco and everyday 2,200 Indians die because of tobacco addiction. He said that it was matter of great concern that 12% population of Punjab consumes tobacco in any form and this has to be checked strictly. He also sought cooperation of social welfare department to launch special drive for de-addiction of tobacco besides de-addiction of drugs. All deputy commissioners were asked to organize counseling camps to help people to leave smoking.
Asking all departments to display no smoking area signages in all public places, Mr. Hussan Lal said that collective will of the people and the government would make no tobacco campaign a great success.
All heads of departments and deputy commissioners participated in the meeting.....

Chandigarh, November 27: The Punjab Government today issued Notification authorising all Deputy Commissioners to grant temporary release, on furlough to the prisoners lodged in the jails located in their districts. This step has been taken to cut the Red Tape ushering in an era of Governance Reforms in the Jails department.
Disclosing this here today by Mr. Sohan Singh Thandal, Minister for Jails said that he had been receiving representation from the Prisoners and their families that the process of temporarily release was tedious, time consuming and complicated. They had been complaining that in case medical emergency and other unforeseen emergency in the immediate family of prisoners the long time taken in sanction of temporary release defeat the very purpose of seeking release. He said that he consulted this issue with Chief Minister Mr. Parkash Singh Badal who gave his nod to delegate this power to Deputy Commissioners of those districts where these jails were located to facilitate the early sanction.
He said that Deputy Commissioners have also been authorized to exercise the power of the State Government under sub section (4) of section 3 of the Punjab Good Conduct Prisoners (Temporary Release) Act, 1962 (Punjab Act No. 11 of 1962). He said that now the Deputy Commissioners could exercise the powers of the State Government in respect of the grounds specified in clause (a),(b) and (c) of the sub section (1) of the aforesaid section.
Mr. Thandal said that Deputy Commissioner while exercising the powers of the State Government could grant temporary release, on furlough to any prisoner lodged in the jails of their district subject to the conditions laid down in the section 4 of the Punjab Good Conduct Prisoners (Temporary Release) Act, 1962. He said that DCs could exercise these powers in accordance of the Act, Rules made their under and guidelines issued by the State Government from time to time and under the over-all supervision of the State Government and Additional Director General of Police cum Inspector General of Police (Jails).

Chandigarh, November 27: The Punjab Government has hiked the allowances given to the Paramvir Chakkar, Ashok Chakkar, Mahavir Chakkar, Kirti Chakkar, Vir Chakkar and Shauraya Chakkar by 20 percent. The notification in this regard has also been issued.
Disclosing this here today, an official spokesperson of the Defence Services Welfare said that this decision has been taken keeping in mind the selfless services rendered by the defence personnel for safeguarding the boundaries of their motherland. He said that the enhanced amount of allowance would be given w.e.f. April 1, 2013.
Divulging the detail, the spokesperson said that at present Paramvir Chakkar winner is getting Rs. 19250 per month as allowance which has now been hiked to Rs. 23100 pm. Similarly the allowance to the Ashoka Chakkar winner has been enhanced from Rs. 15400 to Rs. 18480 per month, for Mahavir Chakkar winner from Rs. 14630 to Rs. 17556 pm, for Kirti Chakkar winner from Rs. 11550 to Rs. 13860 pm, for Vir Chakkar winner from Rs. 8470 to Rs. 10164 pm and for the winner of Shauraya Chakkar this monthly allowance has been increased from Rs. 5400 to Rs. 6480.....

Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal, who is also the chairman of Punjab Investment Advisory Council today held a brainstorming session here with ace industrialists to realise the dream of making Punjab a most favoured investment destination. Inviting the industrial giants to promote 'Make in Punjab', Mr. Badal emphasised that being agrarian state Punjab have immense potential to exploit in every sector and offered all support to set up ventures.

Flanked with Punjab Finance Minister Mr. Parminder Singh Dhindsa, Member Parliament Mr. Naresh Gujral, Punjab Chief Secretary Mr. Sarvesh Kaushal, Mr. Sunil Kant Munjal of Hero Group, Mr. Onkar Singh Kanwar, Apollo Group, Mr. Atul Punj of Punj Llyods, Mr. Rajinder Gupta of Trident Group, Mr. Kamal Oswal of Nahar Industries and galaxy of senior officers, Deputy CM asked Chief Secretary and CEO Punjab Bureau of Investment Promotion Mr Anirudh Tiwari to submit a proposal for amendments in labour laws and other issues related to the industry by December 15. He also asked Mr. Tiwari to curtail the time limit for provisioning of all clearances and NOCs from 41 days to less than a month.

In detailed deliberations to encourage food processing industry in the state, Mr. Munjal suggested to setup a cluster of food parks and to promote organic farming as more than 20,000 acres of land were already under organic farming. Mr. Badal informed that food processing units would come on a total 550 acres of land at Fazilka, Ladhowal, Kapurthala very soon while Mohali, Gurdaspur and Nawan Shahr would also get food parks. He said Kapurthala would have one of the largest mega food park of north India at a cost of Rs. 800 crore being setup by ITC.

On the demand of M/s Field Fresh Food to change the definition of new units vis-a-vis expansion units for incentive purposes and exclusion of distilleries, brewing, bottling and canning plant from the negative list, Mr. Badal on the spot gave directions to authorities concerned to notify these changes within two weeks.

During deliberations seeking amendments in current norms, Mr. Kamal Oswal offered to setup world class private industrial park and informed that a group of top industrial houses were also eager to establish such parks in the state. Mr. Badal asked Chief Secretary to convene a meeting in this regard so that the necessary action could be initiated at the earliest.

Proposing to have a meet with leaders of e-commerce sector, Mr. Onkar Singh Kanwar said there should be e-commerce hub near Mohali. He suggested that small and medium industries of Punjab could provide the required products to e-commerce companies at affordable prices. Mr. Rajinder Gupta emphasised to bring banking hub in the satellite towns of Chandigarh to cater the commercial needs of industries pertaining to banking sector.

Assuring industrialists good results in this regard, Mr. Badal asked PBIP CEO to prepare a detailed report in this regard to establish both hubs at SAS Nagar after meeting with heads of e-commerce companies and bankers.

Deputy Chief Minister on the request of Mr. Oswal directed PBIP to take collections of cancer funds also from the investors in the office of Bureau instead of depositing it in the treasury or banks.

Reviewing the status of projects being setup in the state, Mr. Badal said 125 projects worth Rs. 6000 crore have been processed while 10 proposals with an estimated investment of Rs. 2000 crore were under active processing. Clearances to 62 projects have been awarded, which would generate expected direct and indirect employment for 60000 persons.

Presiding over the meeting held with heads of various industrial units and district administrative officials in district Dr Jarangal said that in event of any accident an effective and well-laid out disaster management plan should be prepared and that the plan for Bathinda would be prepared soon.

He laid emphasis on conducting mock drills in-site and offsite the industrial units, educating people and raising awareness in educational institutions about the ways to mitigate disaster such as an accident of high impact, chemical leakage, earthquake or any other natural or manmade disaster.

He said that the Bathinda district had nine major accident hazard units including oil depots of Indian Oil, Hindustan Petroleum and Bharat Petroleum, LPG bottling plant of Bharat Petroleum and Hindustan Petroleum, Guru Gobind Singh Refinery, National Fertilizers Limited, Guru Nana Dev Thermal Plant, Guru Hargobind Singh Thermal Power Plant and Hindustan Insecticides. He said that these units conduct their own in-site disaster management mock drills every three months and the need of hours was to formulate an off-site plan, which would include people living around these establishments. He added that the district administration will conduct surprise off-site mock drills of the major accident hazardous units to see efficiency and preparedness of these units in mitigating disasters.

He directed the industrial units’ representatives and the disaster management cell to upgrade the already existing disaster management plan as per the current need of Bathinda district. Once finalized, the plan would be circulated to all stake holders and their feedback would be invited.

He suggested that every industrial unit should adopt villages around their establishments to create awareness and train people on responding in event of an accident.

He directed the disaster management cell to prepare a module for the state departments such as health, police, animal husbandry, public health, civil defence, home guard etc making them aware of the roles they have to play in event of a disaster.
