Chandigarh, September 6, 2026: The Punjab & Haryana High Court Bar Association has strongly condemned the registration of FIR No. 19 against Advocate Amninder Singh Mann, a member of the District Bar Association, Mansa, under the provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
According to the Association, the FIR relates to a Facebook post concerning Jasbir Singh Garhi, who was then Chairman of the Punjab State Commission for Scheduled Castes. The post allegedly contained remarks including “dramabaz” and “illiterate person”.
The Bar Association pointed out that, as understood by it, the post did not contain any word or expression referring to the caste of the concerned individual.
Expressing concern over the invocation of the SC/ST Act, the Association said the alleged remarks, prima facie, appeared to be unrelated to caste. It also condemned what it described as any misuse of criminal law or statutory provisions to exert pressure on or intimidate members of the legal fraternity.
The Association further expressed concern that despite an earlier assurance reportedly given by the Senior Superintendent of Police, Mansa, to office-bearers of the District Bar Association, Mansa, regarding cancellation of the FIR, the matter remains unresolved.
The Punjab & Haryana High Court Bar Association said it stands firmly with Advocate Amninder Singh Mann and the District Bar Association, Mansa, and called upon the authorities to examine the matter fairly and objectively and strictly in accordance with law, without any political or extraneous influence.
Reiterating its commitment to safeguarding the dignity, independence and lawful rights of members of the legal fraternity, the Association said it strongly condemns any unwarranted criminal proceedings against an advocate.
The statement was issued by Parampreet Singh Bajwa (Harry), Honorary Secretary, Punjab & Haryana High Court Bar Association, Chandigarh.
