Jagtar Singh Hawara likely to get short-term parole; Governor seeks medical report on mother’s health

Chandigarh, August 12, 2026: Jagtar Singh Hawara, a convict in the former Punjab CM Beant Singh assassination case, could be granted parole for a limited period, with the Union Home Ministry reportedly considering temporary relief even as Punjab Chief Minister Bhagwant Mann has sought 10-day parole on humanitarian grounds.
The development comes after Chief Minister Bhagwant Mann met Punjab Governor Gulab Chand Kataria for the second time on Wednesday and pressed for Hawara’s parole, citing the health condition of his mother. Mann had also written to the Governor four days ago seeking 10-day parole.
According to sources, the Governor has sought a medical report on Hawara’s mother’s condition from a team of doctors from PGIMER, Chandigarh. The medical assessment is expected to be taken into consideration while examining the parole request.

Sources said the Union Home Ministry is currently considering parole for a much shorter duration — possibly a few hours or a day. A decision could come within the next day or two.
Hawara, who is lodged in Mandoli Jail, Delhi, has also approached the Punjab and Haryana High Court seeking four-week parole.
A previous case involving death-row convict Balwant Singh Rajoana provides a precedent for limited humanitarian relief. In November 2024, the Punjab and Haryana High Court allowed Rajoana to attend his brother’s bhog ceremony for three hours under strict security arrangements. He had also received similar temporary relief in 2022 following the death of his father.
Hawara has been in custody for around 31 years. He was convicted in connection with the 1995 assassination of former Punjab Chief Minister Beant Singh. His death sentence was commuted to life imprisonment by the Punjab and Haryana High Court in 2010.
