Punjab Vidhan Sabha debates stray dog menace, Minister highlights sterilization efforts

Chandigarh, February 25, 2025: The Punjab Vidhan Sabha engaged in a comprehensive debate today concerning the escalating stray dog menace affecting both urban and rural regions of the state. Local Government Minister Dr. Ravjot Singh addressed the assembly, detailing the government's proactive measures to manage the issue.
Legislative Concerns Prompt Government Response
The discussion was initiated following a notice under Rule 66 by Sangrur MLA Narinder Kaur Bharaj, who emphasized the increasing incidents of stray dog attacks and the associated public distress.
In response, Dr. Singh outlined the state's adherence to the Prevention of Cruelty to Animals Act, 1960, and the Animal Birth Control (ABC) Rules, 2023, as foundational frameworks for their strategy.
Significant Progress in Sterilization Initiatives
Dr. Singh reported that approximately 2,18,063 dogs have been sterilized across Punjab, with nearly 80,000 procedures conducted between 2022 and 2024. He emphasized that sterilization remains the most effective method to control the stray dog population and mitigate aggressive behavior.
To support this initiative, 14 urban local bodies have established Animal Birth Control Centers, with active operations in cities including Amritsar, Mohali, Bathinda, Patiala, Ludhiana, and Jalandhar. Additionally, eight municipal bodies have set up dog pounds to temporarily shelter stray animals.
Compensation Policy for Victims of Animal Attacks
Addressing concerns about public safety, Dr. Singh highlighted the implementation of "The Punjab Compensation to the Victims of Animal Attacks and Accidents Policy, 2023." This policy ensures that families of deceased victims receive ₹5 lakh, while individuals suffering permanent disabilities are granted ₹2 lakh as compensation.
Collaborative Efforts for Enhanced Measures
Dr. Singh assured the assembly of the Local Government Department's commitment to collaborating with the Rural Development and Panchayati Raj and Animal Husbandry departments.
This coordinated approach aims to strengthen sterilization infrastructure and implement stringent measures to effectively curb the stray dog menace in Punjab.
The debate underscored the government's dedication to addressing the issue through humane and systematic interventions, prioritizing both public safety and animal welfare.
