HC Advocate urges Haryana Govt to issue official orders in Hindi

Chandigarh, April 16, 2025: Hemant Kumar, an advocate at the Punjab and Haryana High Court and a resident of Haryana, has submitted a formal representation to top officials of the Haryana Government, requesting that posting and transfer orders of IAS and HCS officers be issued in Hindi—the official language of the state—followed by their English translations.
In his memorandum addressed to Bandaru Dattatraya, Governor of Haryana, Chief Minister Nayab Singh Saini, and senior bureaucrats including Chief Secretary Anurag Rastogi and other high-ranking officials in the Personnel & Training Department, Advocate Kumar cited the Haryana Official Language Act, 1969 (Act No. 17 of 1969).
The Act mandates that all official government orders and notifications be issued in Hindi, the state's official language.
“Despite the legal requirement, transfer and posting orders of IAS and HCS officers are currently being issued only in English by the Services-2 Branch of the Personnel & Training Department,” the letter added.
Hemant Kumar also pointed to a recent example from Punjab, where the state government issued transfer orders for IAS and PCS officers in Punjabi, the official language of the state, with an accompanying English translation. A copy of that order was attached to his submission as a reference.
Calling for prompt action, Advocate Kumar urged the Haryana government to adopt a similar bilingual approach.
“It is highly hoped that the concerned authorities will take due cognizance of this matter and issue necessary instructions for future orders to be released in Hindi first, followed by English,” he stated.
The memorandum emphasizes the importance of upholding the spirit of the Official Language Act and promoting the use of Hindi in day-to-day governance in accordance with the state’s linguistic policy.
