Chandigarh Police foil terror plot, arrest two members of Happy Passia module with arms and explosives

Chandigarh, May 9, 2025 – In a major success against terrorism, the Crime Branch of Chandigarh Police has arrested two operatives of the notorious Happy Passia terror module, recovering weapons and explosives intended for a planned attack.
Acting on specific intelligence inputs regarding movement of suspects near Jirri Mandi, Sector 39, a joint team of the Crime Branch, Intelligence and Operations Unit, led by SP Intelligence Manjeet Sheoran and SP Crime Jasbir Singh swiftly cordoned off the area.
When the suspects arrived on a motorcycle and were signaled to stop, they attempted to draw their pistols at the policeHowever, the officers displayed remarkable bravery by overpowering and disarming the duo without any casualties.
Arrested Individuals:
1. Joban Jit Singh @ Billa (24) – Resident of Hardoh Putli, Amritsar, he is a wanted criminal with a history of serious offenses. Singh was in contact with gangsters Happy Passia and Manu Agwan via Harwinder @ Harry, and had reportedly received ₹50,000 for his activities. He is wanted in the following cases:
RPG attack on Killa Lal Singh Police Station (FIR No. 25, dated 07.04.2025, under Explosives Act, PS Qila Lal Singh, Gurdaspur).
Firing at Vishal Jewellers on Amritsar-Majitha Road with Harwinder @ Harry.
Firing at a liquor vendor on Majitha Road with Sumandeep @ Simma (FIR No. 19, dated 19.03.2025, PS Majitha, under BNS and Arms Act).
Previous involvement in theft cases (Section 379 IPC) at PS Majitha and PS Rai Swarsi Road.
2. Sumandeep @ Simma (25) – Resident of Chahla Kalan, Gurdaspur, he came in contact with Singh through Harwinder @ Harry. He is also a wanted accused in the March 19 firing at the liquor vendor along with Singh.
Seizure:
One improvised explosive device (IED) with two circuits, batteries, and a remote control.
Two pistols (.32 and .30 bore) along with nine live cartridges.
Modus Operandi:
Investigations have revealed that the duo was in regular contact with foreign-based terrorists, including Happy Passia and Manu Agwan, using platforms like WhatsApp and Snapchat. These connections were facilitated by Malaysia-based handler Maninder Singh @ Billa and Harwinder @ Harry.
The accused were instructed to collect weapons and funds from designated locations shared via encrypted communication.
Chandigarh Police is currently interrogating the suspects to uncover the extent of the network, their future plans, and other associates. The timely action has averted a major security threat in the region.
