Haryana Revises Electricity Tariff After Seven Years, Effective April 2025

Chandigarh, June 30, 2025 – The Haryana Electricity Regulatory Commission (HERC) has approved a revised electricity tariff for the state, effective from April 2025. This marks the first tariff hike in Haryana since 2017–18, introduced after a gap of seven years despite a consistent rise in power procurement and operational costs.
The revision, based on HERC’s order dated March 28, 2025, reflects the state’s sustained efforts in reducing Aggregate Technical & Commercial (AT&C) losses from 29% in FY 2014-15 to 10% in FY 2024-25, enabling tariff stability over the past decade.
Key Highlights:

Minimum Monthly Charges (MMC) abolished for all domestic consumer categories.

Category-I (Load up to 2 kW, consumption up to 100 units): Consumers will see a reduction of up to 75% in bills compared to FY 2014-15. Compared to FY 2024-25 (without MMC), the increase is less than 10%.

Category-II (Load up to 5 kW): Bill increase ranges from 3% to 9% over FY 2024-25; many consumers still pay less than they did in 2014-15.

Category-III (Load above 5 kW): Bills up by 5% to 7%; this category represents only 6% of domestic consumers.
Nearly 94% of Haryana’s domestic electricity users fall under Category I and II, where most will experience moderate increases or even reductions in their bills.

Across categories, the increase in domestic bills remains under 10% compared to both FY 2024-25 and FY 2014-15 for most slabs.
HT and LT Consumers

High Tension (HT) consumers: Tariff up by 7% to 10% depending on load and usage.

Low Tension (LT) category: Moderate increase of 4% to 7%, mainly for small and medium-scale consumers.

Support for Agriculture
Agricultural consumers will continue to pay 10 paise/unit (metered) and ₹15/BHP/month (unmetered). The state will bear the rest through subsidies. Additionally, MMC has been reduced to ₹180 for up to 15 BHP and ₹144 for above 15 BHP.
Clarification on Misinformation
Authorities have refuted claims of a fourfold hike in electricity bills, stating such comparisons are misleading. Bills should be compared with the same month of the previous year to account for seasonal usage patterns.
