Himachal to press for 14-year pending BBMB power dues in Supreme Court

Shimla (Himachal Pradesh), July 29, 2025: Following its landmark victory in the JSW Energy case, the Himachal Pradesh government is now intensifying efforts to recover 14 years of pending power dues from the Bhakra Beas Management Board (BBMB).
The matter is scheduled for hearing on July 29, 2025, before a Supreme Court bench comprising Justice JK Maheshwari and Justice Vijay Bishnoi.
A government spokesperson stated that under the leadership of Chief Minister Thakur Sukhvinder Singh Sukhu, the state has been actively pursuing recovery of power dues from all BBMB projects. The dues have been claimed based on Himachal’s 7.19% share since November 1966 or from the commissioning dates of the respective projects.
The spokesperson recalled that following the Supreme Court's historic decision on September 27, 2011, the Union Ministry of Power had directed BBMB to start supplying 7.19% power to Himachal Pradesh from November 1, 2011.
A detailed report submitted in the apex court later confirmed that the state is entitled to 13,066 million units of electricity, to be recovered from Punjab and Haryana in a 60:40 ratio.
Despite the court’s earlier ruling, the Attorney General of India and the Ministry of Power have yet to provide a clear mechanism for implementing the power payment, leading to repeated delays due to technical and procedural issues.
The spokesperson affirmed that the state government will vigorously defend its rights in the Supreme Court and will take all possible legal measures to secure the recovery of long-pending dues from BBMB.
