Haryana CM Saini inaugurates Rabi Agriculture fair in Hisar
CM launches “Har Ghar Chhaon–Har Ghar Phal” scheme

Chandigarh, September 21, 2025 – Haryana Chief Minister Nayab Singh Saini called upon farmers to adopt agricultural diversification and give priority to the production of coarse grains. He said that the Haryana government always stands firmly with farmers and is continuously taking concrete steps to make agriculture more profitable and sustainable.
Encouraging farmers to embrace new opportunities, the Chief Minister said that by adopting activities such as medicinal plant cultivation, beekeeping, mushroom production, and vegetable, flower, and fruit farming, farmers can multiply their income. He assured that the state government will continue to provide all possible facilities, incentives, and support to farmers in this direction.
The Chief Minister was addressing a large gathering after inaugurating the Rabi Agriculture Fair organized by Chaudhary Charan Singh Haryana Agricultural University, Hisar, on Sunday.
On this occasion, he also launched the ‘Har Ghar Chhaon – Har Ghar Phal’ scheme, under which 55,000 fruit saplings will be distributed free of cost in 110 villages across 22 districts. As part of this initiative, saplings were distributed to farmers during the event.
The Chief Minister also distributed dummy cheques of up to Rs 40,000 to 50 cattle rearers under the Conservation and Development of Indigenous Cows and Murrah Development Scheme. In addition, he presented dairy establishment approval letters to 75 women entrepreneurs.
He inaugurated the Dattopant Thengadi Agricultural Entrepreneurship Center on the university campus and also inaugurated the Kalpana Chawla Women’s Hostel and Devi Ahilya Bai Holkar Women’s Hostel.
Highlighting the contribution of the university, the Chief Minister said that CCSHAU is a center of pride for the entire nation, where scientists are working tirelessly on agricultural research and solutions to farmers’ problems. He emphasized that agricultural fairs serve as an important platform for dialogue between scientists and farmers, providing valuable knowledge on new technologies, crop diversification, and natural resource management. This, he said, will help farmers reduce costs and increase production. He stressed the importance of harmony between agriculture and nature, calling for collective efforts of the government, scientists, and farmers.
The Chief Minister said that the need of the hour is to cultivate less water-intensive crops. To promote such practices, the government launched the ‘Mera Pani Meri Virasat’ scheme in 2020. Under this scheme, farmers growing alternative crops instead of paddy or leaving their fields fallow are provided Rs 8,000 per acre as financial assistance. So far, Rs 157 crore has been given to farmers for sowing alternative crops on 2.2 lakh acres.
He added that the government is also encouraging micro-irrigation techniques such as rainwater harvesting, drip irrigation, and sprinkler irrigation. Farmers are being provided up to 85% subsidy for adopting these technologies, as well as for the construction of ponds. In addition, 27 projects have been prepared to utilize treated water from sewage treatment plants for irrigation, out of which 11 have been completed. These projects will provide a sustainable source of irrigation, reduce pressure on canals, and help prevent over-exploitation of groundwater.
Before being a Chief Minister, I am a farmer; farmers’ interests are paramount – Nayab Singh Saini
Sh. Nayab Singh Saini, said that being a farmer’s son who has himself worked in the fields, he understands the problems of farmers deeply. He said that before being the Chief Minister, he is first a farmer, and for him, the interests of farmers are always paramount. He said that in Haryana, all 24 crops are procured at the Minimum Support Price (MSP). Under the Pradhan Mantri Kisan Samman Nidhi Yojana, an amount of Rs 6,917 crore has been deposited directly into the accounts of about 20 lakh farmers in the state. Over the last 10 crop seasons, Rs 1.48 lakh crore has been transferred into the accounts of 12 lakh farmers for MSP procurement.
He informed that under the Pradhan Mantri Fasal Bima Yojana, farmers have received Rs 15,145 crore as compensation for crop loss and insurance claims. In contrast, the previous government, during its 10-year tenure, had released only Rs 1,155 crore for crop damage. The Chief Minister added that in 2024, for the first time in Haryana’s history, the government provided a bonus of Rs 1,345 crore to farmers for all Kharif crops, at the rate of Rs 2,000 per acre.
Referring to the excess rainfall and floods in Kharif 2025, Sh. Nayab Singh Saini said that the government has sought information on crop losses through the e-Kshatipurti portal to provide timely relief. He urged agricultural scientists to develop waterlogging-resistant and drought-tolerant crop varieties to help farmers in adverse weather conditions.
The Chief Minister said that in the interest of farmers, the state government has enacted a law banning counterfeit seeds and pesticides. He urged representatives of seed and pesticide manufacturing companies present at the event to extend full cooperation in eliminating counterfeit seeds and pesticides.
He further said that under the Bhavantar Bharpai Yojana, over Rs 135 crore has already been disbursed to 29,864 farmers as compensation. Haryana has also become the first state in the country to free horticulture farmers from weather-related risks. To this end, 21 crops have been included under the Chief Minister Horticulture Insurance Scheme.
Haryana leads the nation in agriculture, horticulture, animal husbandry, and fisheries - Shyam Singh Rana
Agriculture and Farmers Welfare Minister Sh. Shyam Singh Rana said that India is an agricultural country, and the nation’s economy is strengthened by the hard work of farmers. To highlight this, Krishi Pakhwada is being celebrated across the country, during which farmers will be educated about advanced agricultural techniques, organic and natural farming, horticulture, animal husbandry, and fisheries through outreach programs in villages across the state.
He said that the state government is consistently working for the welfare of farmers. Chief Minister Sh. Nayab Singh Saini has announced that paddy procurement will now begin on September 22, instead of October 1, to ensure that farmers receive timely benefits for their produce. To promote natural farming, the government is providing a subsidy of up to Rs 35,000 per indigenous cow and an assistance of Rs 4,000 per animal.
The Minister said that over time, the harmful effects of chemical farming have become evident, impacting soil fertility as well as human health. According to a study, if farming practices are not changed, the risk of serious diseases like cancer could reach every household by 2040. Therefore, following the call of Prime Minister Sh Narendra Modi, Krishi Pakhwada is being observed nationwide to promote natural farming and encourage healthy living.
Sh. Shayam Singh Rana further said that Haryana is a leader in all four major agricultural sectors—farming, horticulture, fisheries, and animal husbandry. Among the 17 states without a coastline, Haryana ranks second in fisheries. The state’s globally renowned Murrah and Sahiwal cattle breeds are a matter of pride. Meanwhile, the International Horticulture Market, being developed at Gannaur at a cost of Rs 3,000 crore, will connect Haryana’s produce with global markets.
He added that during this fair, farmers will be provided with knowledge on seeds, modern agricultural equipment, crop protection, vegetables and horticulture, nurseries, and various scientific techniques. He appealed to farmers to adopt natural farming practices to secure a safe and healthy future for coming generations.
Integrated farm development to boost farmers’ income - Raja Shekhar Vundru
Additional Chief Secretary, Agriculture and Farmers Welfare Department, Dr. Raja Shekhar Vundru said that the event was organized to provide farmers with access to the latest information and research in agriculture, horticulture, animal husbandry, and fisheries. He added that the Chief Minister has emphasized the need for farmers to go beyond traditional farming and adopt allied sectors such as animal husbandry, fisheries, and horticulture to diversify and enhance their income sources. He said that today’s agricultural fair sends a strong message that only an integrated approach can ensure sustainable growth in farmers’ income.
Dr. Vundru further stated that the state government is giving special attention to ensuring the availability of quality seeds and promoting agricultural research. Along with wheat, mustard, and other crops, advanced research is being carried out on high-yielding vegetable seeds in horticulture, leading to the development of many new varieties. In animal husbandry, the government is focusing on the conservation and improvement of indigenous breeds to provide farmers with disease-resistant, high-quality livestock. Extensive work is also underway in the fisheries sector. Recently, fingerlings were released in 22 large ponds, and species from other states have been imported to ensure availability of high-quality stock fish.
On this occasion, Cabinet Minister Sh. Ranbir Gangwa, MLA Mrs. Savitri Jindal, MLA Sh. Randhir Panihar, Vice Chancellors, scientists, and progressive farmers from Haryana were also present.
