Dialogue is very essential in democracy. Discussion is also very important, likewise. It is not obligatory that treasury benches should agree with the opposition. But it is requested that right value, right facts and right public issues should not be resisted on ' I do not agree' basis.
In modern democratic system, journey of democracy begins with casting of votes. So, fair election is essential for this. Elected candidate of each and every constituency is a representative for the people of that constituency. This path is very difficult .The person who is not capable to play such role, it is better for him to refrain from the electoral process.
People elect their representatives with aspirations , expectations and longings in this democratic process. Many big expectations are connected with them by the people for the sake of public interest, justice and development.
But it is regretful that some times not only the new elected representatives but also the old ones are one not aware of democratic values, democratic way of conduct and business regarding the House. It is a big tragedy for democracy, people, democratic society, institutions and Government .
In fact privilege, power and dominance of elected legislators in democracy is the fidelity provided by the people. They should not be confused as we often see . For these people, it is not possible to reach upto the great thinking of Sahib Sri Gobind Singh ji and they are also not fulfilling the commitments made with the people who provided them power, respect and privilege as –
My power and respect is due to these people
otherwise poor like me are surviving in millions.
These legislators should have the feeling that they are representatives of the people. Legislators are the symbol and sculpture of their aspirations, expectations and longings and you forget the same people after taking oath. You are committed to maintain the dignity of democratic institutions and principles. Your work is to keep an eagle eye on the policies, programmes and works of the Government .You should frame effective and simple laws for perpetual restoration for the welfare of people prosperity, justice, development and brotherhoodness of the society. People keep an eye on your individual and collective prudence, achievement and working style . They have great aspirations and expectations from you.
People never expect from you to keep flatterers and iron wall of armoured staff around you after becoming a Minister or Chief Minister. They never visit their doorsteps five years after claiming their vote and people also can not meet their representatives as happens oftenly.
People expect honesty, goodness, realism from their representatives. The conduct of the representatives is reflection of the first step of democracy. Accountability towards people, democracy and democratic institutions is much more important than privileges of representatives.
It does not behove the representatives to conduct themselves senselessly within the House as people have elected them with high hopes and aspirations. Disgraceful acts taking place in the House such as indulging in vendetta, use of expletives, shoe flinging, interrupting others, being haughty, behaving indecently, use of foul language etc in the presence of lady members is a blemish on the face of democracy.
The democratic conduct should be similar to day to day life which is good, healthy, civilized, lovable, co-operative. The media, intellectuals and thinkers keep a hawk's eye on the conduct and working of the representatives.The social media these days is always eager to act intractably. One daily gets to see sting –operations going viral. Our representatives, Ministers and Leaders are becoming a victim of the same regularly and have to pay a heavy price by way of submitting resignation, being jailed.
Legislators, who are the public representatives associated with the ruling party does not mean being arrogant, overlooking the law and order , being undignified, being corrupt. you are accountable to the public, accountable to the democracy , accountable to the constituency . If any person , worker , employer, farmers, women of your constituency is aggrieved then how can you be worthy of being happy, how come you are eligible to siphon off public money ? Is it not the tragedy of Democracy? Are you not accountable for this misery ? Even if a single child is not attending school, is devoid of good education , similarly the children, elderly, expecting mothers who have no access to healthcare and the same is continuing for the past 70 years then are not the public representatives responsible for the same ?
In reality a number of new representatives are elected through the electoral process in the country and various states. They have hardly any knowledge about the rules and regulations , decorum and democratic conduct with regard to the Legislative Assembly Houses. In the western countries generally, the democracy in robust, developed, transparent , clean and accountable as Federal and State Government, especially the Speakers concerned with the Legislative Assemblies or Parliament conduct workshop for two days or at least for a week to train Legislators. Their syllabus , mock house proceedings system, constitutional and House Business , rules and decorum and the time in relation to the speeches of the experts is scheduled.
Framing of laws is a very challenging and responsible job. The new members are ignorant about expenditure, tax –policy, academic system, administration, democratic institutions, environmental policy, scope of judiciary, economic development model , media system etc.
Similarly, they do not have knowledge about working , rules, regulations and proceedings of the House. They also don't have knowledge to keep in view the time limit at the time of presenting their views while addressing the Hon'ble Speaker during discussion adjournment Motion , No confidence motion, Question Hours, Calling Attention Notice, Zero Hour , Floor crossing, Private Bill, Financial Bill etc. They also do not have knowledge how to raise problems and needs of the people related with their respective constituencies, how to bring issue to the notice of the concerned Minister and Chief Minister and how to make sure it is redressed in a time bound manner.
Utmost important is established mentality of the Public representatives i.e. to gain power by using money, liquor , intoxicants , force and populist slogans. Then , while remaining in power to extort money by using illegal and unfair means and through corruption , keeping share in development works, by hatching conspiracy with bureaucrats. Thereafter, making arrangements for winning next elections. The then ruling party Minister, Deputy Chief Minister adopted a new unconstitutional, illegal way of raising huge business empire against the decorum of their posts while remaining in power, similarly, some of the Ministers of the Captain Government are also adamant to continue the same.
This type of mentality is not possible in the country of Mahatma Gandhi and on the land of Baba Nanak. MLA is a public servant and he/she should dedicate himself/ herself for the betterment of the people of his/her constituency and State. MLA should act as role model for the people. By renouncing privilege ,ego, monopolistic mentality, he should depict political culture full of constructive work.
On the analogy of successful and effective Democracy of western countries, Government of Punjab and Hon'ble Speaker should ensure to organise 2-4 days workshops for providing knowledge of conduct of Business and decorum of the House every year for the Legislators of Punjab.
