Ludhiana Police foil terror bid; grenade attack averted, 10 held
UAPA invoked; RCNs against 3 overseas handlers; FIR under Explosives Act at Jodhewal PS

Ludhiana, November 13, 2025:
The Ludhiana Commissionerate Police have foiled a major terror bid and averted a planned grenade attack in a crowded area of the city, Commissioner of Police Swapan Sharma, IPS, said on Thursday. Ten accused have been arrested so far, while foreign-based handlers with suspected links to Pakistan are being pursued. The Unlawful Activities (Prevention) Act (UAPA) has been invoked and Red Corner Notices (RCNs) have been issued against overseas operatives, he added.
Acting on credible inputs, Ludhiana Police registered FIR No. 150 dated October 27, 2025, under Sections 3, 4 and 5 of the Explosives Act and Section 113 of the Bharatiya Nyaya Sanhita (BNS) at Police Station Jodhewal. The FIR initially named:

Given the sensitivity of the case, special teams were constituted under the supervision of the DCP (Investigation) and DCP (City) to ensure swift action, Sharma said.
Preliminary investigation indicates the accused were tasked by Pakistan’s Inter-Services Intelligence (ISI) through foreign handlers to execute a grenade attack in a densely populated area with the intent to spread terror.
Police have identified foreign-based masterminds as:

Ajay alias “Ajay Malaysia,” currently in Malaysia; permanent resident of Sri Ganganagar, Rajasthan

Jass Behbal, currently in Malaysia

Pawandeep, currently in Malaysia; permanent resident of Sri Ganganagar, Rajasthan
They were allegedly in touch with local facilitators Amrik Singh and Parminder alias Chiri, previously associated with drug smuggling for them, police said. RCNs have been issued against the overseas suspects.
During the probe, Vijay, brother of Ajay (“Malaysia”), who is lodged in Ganganagar Jail in a commercial quantity NDPS case, was arrested on production warrant for allegedly facilitating the conspiracy.
Police further arrested the following couriers and facilitators linked to the delivery of the hand grenade in Punjab:

Sharma said 10 arrests have been made to date. Names of eight accused were shared, with further identities and roles under verification.
Recoveries include one Chinese hand grenade bearing marking “86P 01-03 632,” one black kit and a pair of gloves, according to police.
“The Ludhiana Police stands firmly with the citizens of the city to protect their life and liberty from all forms of harm and threats,” the Commissioner said, adding that efforts are on to trace and verify cross-border links connected to Pakistan-based handlers.
