Surrey Councillor's Property Served Stop-Work Order Over Alleged Permit Violations: Canadian Media Report

Surrey (British Columbia), June 11, 2026: A property linked to a Surrey City councillor has been served with a stop-work order by the City of Surrey over alleged construction without the required permits, according to a report published by Vancouver Sun and Postmedia.
The report states that Councillor Mandeep Nagra is listed in British Columbia corporate records as the sole director of a numbered company that owns an agricultural property at 3826 152 Street. The property reportedly became the subject of municipal enforcement action after alleged violations related to unpermitted construction.
According to the report, the stop-work order was issued in November and pertains to the construction of a structure at the rear of the property as well as issues related to "racking", for which municipal permits are required.
The report further notes that provincial records show a lien was registered against the numbered company last year for alleged non-payment of Speculation and Vacancy Tax amounting to $27,170.
As quoted by Postmedia, the Safe Surrey Coalition, with which Nagra is associated, denied any unauthorized construction on the property. After being informed by the City about the alleged unpermitted work, the coalition reportedly stated that the matter related to a tenant and had since been resolved.
However, the City of Surrey reportedly maintained that the stop-work order remains active, while declining to disclose further details because compliance proceedings are still underway.
The report says the city has made enforcement against illegal construction a priority in recent years and established a dedicated bylaw enforcement team in 2022. It also notes that stop-work orders are now issued only where unpermitted construction is considered to pose a potential risk to public safety.
According to the report, the property comprises a large warehouse and a smaller shed-like structure surrounded by farmland and greenhouses. It is also linked through online searches to businesses operating from the address.
The report adds that Councillor Mandeep Nagra, a two-term councillor, is seeking re-election in the forthcoming municipal elections.
