Chandigarh, November 22, 2025: Punjab Chief Minister Bhagwant Mann on Friday strongly opposed the Centre’s reported move to introduce the Constitution (131st Amendment) Bill in the upcoming winter session of Parliament, asserting that the proposed legislation was “against the interests of Punjab” and part of a “deliberate conspiracy” to undermine the state’s rights.
In a sharp statement, the Chief Minister said the people of Punjab would never allow such an attempt to succeed. “We strongly oppose the proposed 131st Amendment Bill. This amendment goes directly against Punjab’s interests. We will not let any conspiracy being crafted against Punjab by the Centre succeed,” Mann said.

Reiterating that Chandigarh was built on land acquired by displacing Punjab’s own villages, Mann stated that the Union Territory belonged solely to Punjab. “Chandigarh was created after uprooting the villages of Punjab. It is Punjab’s rightful capital, and we will not surrender our claim under any circumstances,” he asserted.
The Chief Minister added that Punjab was ready to take every necessary step to protect its constitutional and historical rights. “We will take whatever steps are required to safeguard Punjab’s rightful claim. We will not allow our rights to be snatched away,” Mann declared.
