Haryana brings 29 Labour Welfare Board Services under Right to Service Act

Chandigarh, February 4, 2026: In a significant move to ensure timely delivery of welfare benefits, the Haryana Government has brought 29 services of the Haryana Labour Welfare Board under the ambit of the Haryana Right to Service Act, 2014, fixing strict timelines for their implementation.
A notification to this effect has been issued by Chief Secretary Anurag Rastogi, mandating time-bound delivery of key welfare services for workers and their families.
The notified services include financial assistance for school uniforms, books and notebooks for children of workers from Class I to XII, scholarships, coaching for entrance examinations for vocational courses, and financial aid for preparation for the main examinations after clearing the preliminary stages of UPSC and HPSC.
The government has also included financial assistance for children of workers participating in sports and cultural competitions under the Act.
Additionally, welfare schemes such as Kanyadaan assistance for the marriage of women workers and daughters of workers, Shagun assistance for the marriage of male workers and their sons, and maternity assistance for women workers and wives of male workers have been brought under the Right to Service framework.
Other services now covered include assistance for dental treatment, spectacles, bicycles, sewing machines for women workers, Leave Travel Concession (LTC), disability support, artificial limbs, hearing aids and assistive devices, tricycles, and financial assistance for visually impaired, physically or mentally disabled children of workers. A time limit of 60 days has been fixed for delivery of these services.
The notification also covers financial assistance to dependents of deceased workers, aid under the Mukhya Mantri Samajik Suraksha Yojana, and assistance for last rites of deceased workers, for which a time limit of 15 days has been prescribed.
Services under the Haryana Silicosis Rehabilitation Policy have also been brought under the Act. These include rehabilitation assistance for silicosis-affected workers, silicosis rehabilitation pension, family pension, financial assistance for children’s education, and marriage assistance for sons and daughters. While a 60-day timeline has been fixed for most of these services, post-death assistance and funeral aid will be provided within 15 days.
As per the notification, the Labour Welfare Officer has been designated as the Designated Officer for most services, with the Deputy Labour Commissioner (Welfare) as the First Grievance Redressal Authority and the Welfare Commissioner as the Second Grievance Redressal Authority.
For services under the Haryana Silicosis Rehabilitation Policy, the Assistant Director or Deputy Director will act as the Designated Officer, the concerned Joint Director as the First Grievance Redressal Authority, and the Labour Commissioner as the Second Grievance Redressal Authority.
