Haryana forms first-ever ‘Industry-Labour Friendly Council’ to boost industrial growth and worker welfare

Chandigarh, February 12, 2026: Haryana Chief Minister Nayab Singh Saini on Thursday said the state government is prioritising the development of a robust industrial sector along with a skilled and satisfied workforce to accelerate Haryana’s overall progress.
The Chief Minister was chairing the first meeting of the newly constituted “Industry–Labour Friendly Council” in Chandigarh. Senior officials, including Chief Principal Secretary to the Chief Minister Rajesh Khullar, Additional Chief Secretary (Home) Sudhir Rajpal, Industries & Commerce Commissioner and Secretary Amit Kumar Agrawal, Labour Department Principal Secretary Rajiv Ranjan, and Deputy Principal Secretary Yash Pal, along with other Council members, were present on the occasion.
Saini, who serves as the Chairperson of the Council, stated that economic progress is not possible unless industries function smoothly and workers remain prosperous and satisfied. He emphasised that harmony between industry and labour is essential for sustainable development. With this objective, Haryana has become the first state in the country to establish such a Council to strengthen cooperation and mutual understanding between both sectors.
The Chief Minister said the government is working on a dual approach of ensuring “Ease of Doing Business” for industries and “Ease of Living” for workers. The Council will review government announcements related to industry and labour, suggest measures for worker safety, address industrial disputes, and focus on upgrading skill development in technical institutions such as Industrial Training Institutes (ITIs).
He further stated that increasing worker productivity will be a key focus area of the Council. Enhanced productivity, he said, will contribute to higher Gross Domestic Product (GDP), which forms the backbone of both state and national development.
Highlighting steps taken for industrial growth, Saini said nearly two lakh micro and medium enterprises in Haryana were operating outside designated industrial areas and were unable to access various facilities. To address this, the state government launched a dedicated portal on December 25, 2025, enabling such units to register and become regularised, allowing them to avail government benefits.
The Chief Minister also informed that long-pending issues regarding the transfer of plots from the Haryana Urban Development Authority (HUDA) to the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) in certain industrial areas have been resolved.
Additionally, the government has approved providing land at concessional rates for Employees’ State Insurance Corporation (ESIC) hospitals for industrial workers. Construction of affordable dormitory housing in industrial areas is progressing rapidly. In districts where industrial areas face space constraints, multi-level parking facilities will also be developed.
Saini said the state government is making continuous efforts to further improve the industrial climate in Haryana to attract greater investment. These initiatives, he added, align with Prime Minister Narendra Modi’s vision of “Viksit Bharat–2047.”
