ED summons Former CS Anurag Verma, re-summons IAS officer Kanwal Preet Brar in Suntec City case

Jalandhar (Punjab), August 25, 2026: The Enforcement Directorate (ED) has summoned former Punjab Chief Secretary Anurag Verma for questioning in connection with its investigation into the alleged Suntec City and Altus Space Builders Private Limited case. The agency has also issued a fresh summons to IAS officer Kanwal Preet Brar.
According to The Tribune, Verma has been directed to appear at the ED's zonal office in Jalandhar on August 31, while Brar has been asked to appear on August 27.
Brar had previously appeared before the agency on August 18 and has now been asked to provide additional documents related to the investigation. Verma, meanwhile, will appear before the ED for the first time in the case.
Verma is currently serving as Additional Chief Secretary, Revenue. He was heading the Housing and Urban Development Department during the period in which the alleged irregularities under investigation are stated to have taken place.
The ED is examining the role of government officials and whether prescribed rules were violated in matters involving change of land use and alleged unauthorised modifications to approved layouts.
The investigation also concerns allegations surrounding the Muirwoods Ecocity mega-project, where group housing sites were allegedly transferred to Dhir Constructions, owned by Gaurav Dhir, following rejection of an application to transfer the sites to the Greater Mohali Area Development Authority (GMADA).
The agency is also looking into allegations concerning the action taken under provisions of the Punjab Regional and Town Planning and Development Act. Questions have been raised over the use of Section 85 in the Suntec City matter despite allegations of material misrepresentation that could have attracted action under Section 90 of the Act.
The policy in question was subsequently reversed in 2022, when Aman Arora, currently the Punjab unit president of the Aam Aadmi Party, was serving as Housing and Urban Development Minister.
