Sangrur (Punjab), October 30, 2026: A retired Army Brigadier has approached the Punjab Chief Secretary, alleging unauthorised commercial construction and continued violation of a court order by the owners of a building on Mal Godown Road in Sangrur, which is reportedly being used as the office of former MLA Arvind Khanna, chairman of the Umeed Foundation.

In a complaint dated October 30, Brigadier Rajsher Singh Grewal (Retd) alleged that a residential plot measuring approximately 460 square yards had been converted into a commercial building without approval of the site plan and in violation of mandatory building setbacks under the Punjab Municipal Act, 1911.
Grewal alleged that during renovation work in April 2026, five openings were created in the walls facing his residence, affecting the privacy of his family. He claimed that the construction was undertaken without approval from the Municipal Council, Sangrur.
According to the complaint, the retired officer had approached the Executive Officer of the Municipal Council, following which Notice No. 1569 was issued on May 4, 2026. However, he alleged that the notice was ignored and the construction work continued.
The complainant further stated that on June 24, 2026, the court of the Additional Civil Judge granted an interim stay restraining the property owners and the chairman of Umeed Foundation from carrying out further construction or improvements to the disputed windows without complying with the applicable building regulations.
Grewal alleged that despite the court’s order, grills and wire mesh were subsequently installed on the openings. He also claimed that another opening was made in the wall on October 27, with an exhaust fan installed in it.
The retired Brigadier said he had again brought the latest development to the notice of the Executive Officer, Municipal Council, Sangrur, with a copy to the Additional Deputy Commissioner (Urban).
In his representation, Grewal questioned the alleged inaction of the civic authorities and sought the Chief Secretary’s intervention to ensure enforcement of the municipal notice, action against the unauthorised construction and compliance with the court’s interim order.
He has also sent copies of the complaint to the Secretary and Director of Local Government, Punjab, the Deputy Commissioner, Sangrur, the Additional Deputy Commissioner (Urban) and the Executive Officer of the Municipal Council.
