Breaking:Orders issued to arrest Raja Warring within 5 days

New Delhi, August 31, 2026: The National Commission for Scheduled Castes (NCSC) has asked Punjab authorities to take immediate steps to arrest those accused in a case concerning alleged derogatory remarks made by Punjab Pradesh Congress Committee (PPCC) president Amarinder Singh Raja Warring against former Union Home Minister late Buta Singh during an election campaign in Tarn Taran.
The Commission, headed by Chairman Kishor Makwana, issued the recommendation during a hearing on Monday and directed the concerned authorities to submit the status of action taken within five days.
The case relates to alleged objectionable remarks made by Warring about the late Congress leader during an election meeting in Tarn Taran.
During the hearing, Punjab Police officials DSP Harpreet Singh and DSP Gulzar Singh, associated with the Economic Offences and Cyber Crime wings, appeared on behalf of the authorities. Sarabjot Singh, son of late Buta Singh and the petitioner in the case, was also present.
The NCSC expressed concern over the delay in the investigation and arrest of the accused despite directions issued during its earlier hearing on May 5, 2026. The Commission also noted that the Action Taken Report sought at the previous hearing had not been submitted.
The Commission has now recommended that the concerned authorities proceed with the arrest of the accused in accordance with law and provide an update on the action taken within five days. It also called for the investigation to be completed at the earliest and the chargesheet to be filed before the competent court without further delay.
Accountability for Investigation Delay
The Commission further recommended that the competent authority examine whether responsibility should be fixed for the delay in the investigation and arrest.
If wilful neglect of duty is established against the investigating officer or other officials, the Commission recommended appropriate departmental action in accordance with law. It also called for consideration of action under Section 4 of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.
An Action Taken Report on the latest recommendations has been sought within 30 days.
The Commission also raised concerns over the safety of petitioner Sarabjot Singh, who has allegedly received continuing threats.
It recommended that Sarabjot Singh and his dependants be provided immediate and adequate police protection in both Punjab and Delhi under Section 15A of the SC/ST (Prevention of Atrocities) Act.
The NCSC reiterated that victims, complainants, witnesses and their dependants are entitled to statutory protection and said authorities must ensure that the petitioner can pursue the case without fear, intimidation, pressure or harassment.
