Canada Breaking: Surrey Police Board gets new Chief Constable
Babushahi Bureau
Surrey (Canada), November 3, 2026, following a national search and stakeholder consultation process. The appointment formalises Matsumoto’s leadership of the police service, which he has headed as Interim Chief Constable since June 2026.
“ This is an exciting day for Surrey Police Service,” said Perm Jawanda, chair of the Surrey Police Board. “We are confident Todd Matsumoto is the right leader to guide SPS forward as we continue building a strong, modern and effective police service for the people of Surrey.”
The board said the appointment followed a comprehensive national search conducted with the assistance of an executive search firm. The process also involved community and stakeholder engagement, gathering input on the challenges facing the police service and the qualities desired in its next chief.
Matsumoto brings more than three decades of leadership experience in municipal policing and public safety. In recent years, he has held senior leadership positions in several major initiatives in the history of the Surrey Police Service.
During his tenure as interim chief, Matsumoto helped stabilise the organisation amid significant institutional changes, strengthened relationships within the service and contributed to the successful renewal of the collective agreement with the Surrey Police Union.
“It is an honour to continue to serve and lead Surrey Police Service,” Matsumoto said. “Our greatest assets are our people and our relationship with the community we serve. My focus will continue to be transparency, consistent communication and relationship-based leadership.”
The Surrey Police Union also welcomed the appointment, expressing confidence in Matsumoto’s leadership.
“The Surrey Police Union believes Chief Constable Matsumoto is the right person for the job,” said Sergeant Ryan Buhrig, president of the Surrey Police Union. “His appointment is a positive signal to our members on the bright future of SPS.”
The appointment comes as the Surrey Police Service continues to build its organisational structure and strengthen its role in policing the British Columbia city.
