Effective retroactively from April 1, 2022, under the "Union Territory of Chandigarh Employees (Conditions of Service) Rules, 2022," these changes aim to streamline tenure, pay, and repatriation processes. Here’s a concise breakdown of the key updates:
- **Deputation Tenure Capped**:
- Maximum deputation period set at 7 years.
- Standard tenure limited to 5 years unless specific recruitment rules (RRs) state otherwise.
- Extensions beyond 7 years are prohibited, ending indefinite deputation stints.
- **Pay and Allowance Options**:
- Employees can choose between:
- Parent cadre pay + Deputation Allowance, or
- Deputation post pay.
- Dearness Allowance (DA) will match rates of either the parent or deputed department.
- Deputation Allowance will follow fixed Central Government rates.
- **Decision Deadline**:
- Employees must select their pay option within 1 month of deputation.
- Once chosen, the decision is final—no changes allowed.
- **Repatriation Process**:
- Returns to parent departments will follow a "First In, First Out" system.
- Departments are directed to arrange replacements promptly.
- **Implementation Orders**:
- The Personnel Department has mandated immediate compliance across all administrative levels.
- New rules must be shared with employees and posted on the Chandigarh Administration’s website.
- Employees deputed after April 1, 2022, must submit pay preferences within 30 days.
