Haryana: NHAI issues notice over misbehavior with soldier at Bamla Toll Plaza, warns of Rs 1 lakh penalty

Hisar (Haryana), April 11, 2025: The National Highways Authority of India (NHAI) has issued a stern notice to Narayanadas Phoolchand Mishra Infrastructures Pvt. Ltd., the firm managing the Bamla Toll Plaza, following an incident of alleged misbehavior with a serving soldier, Subedar Rajesh Kumar, and his family.
According to a letter from the Colonel Administrative Commandant, Hisar Military Station, dated April 8, the incident took place on April 5, 2025, around 1:30 PM.
The toll staff reportedly denied exemption to the Junior Commissioned Officer, despite valid service identification, and mistreated him and his family. The complaint also mentions damage to the vehicle during the altercation.
Highlighting repeated complaints of similar misconduct at the Bamla Toll Plaza, NHAI's Project Implementation Unit, Sonepat, has directed the operating company to take strict action against the erring staff and submit a report by April 15, 2025.
The letter emphasizes the importance of honoring the Indian Tolls (Army & Air Force) Act, 1901, which exempts serving soldiers from toll charges. Failure to respond with a satisfactory report may lead to a penalty of ₹1,00,000, as per the contract agreement.
The NHAI has further warned the operator to sensitize toll plaza staff to respect the rights and dignity of the armed forces personnel and ensure such incidents are not repeated.
