Form Submission Mandatory for Electoral Roll Inclusion

Chandigarh, June 24, 2026: Punjab will begin the first phase of the house-to-house enumeration exercise under the Special Intensive Revision (SIR) of electoral rolls from June 25, with over 24,000 Booth Level Officers (BLOs) set to visit households across the state. Punjab Chief Electoral Officer (CEO) Anindita Mitra said all preparations for the statewide exercise have been completed.
Addressing a press conference at Punjab Bhawan, Mitra said the enumeration drive will continue until July 24, 2026. During this period, BLOs will distribute pre-printed enumeration forms to every household, assist voters in filling them out and subsequently collect the completed forms.
She emphasized that filling and submitting the enumeration form is mandatory for inclusion of a voter’s name in the draft electoral roll. To ensure maximum coverage, BLOs will make up to three visits to households where forms are not collected and will affix a sticker recording details of their visits.
The CEO informed that 24,453 BLOs have been deployed for the exercise, which covers 2,14,61,043 electors across Punjab. So far, 1,84,61,581 electors have already been mapped, representing 86.02 per cent of the state's total electorate.
Outlining the schedule for the SIR exercise, Mitra said the rationalisation of polling stations will also be completed by July 24, while the draft electoral rolls will be published on August 3, 2026.
She further stated that claims and objections regarding the electoral rolls can be filed between August 3 and September 2, 2026. These will be disposed of by September 28, after which the final electoral rolls will be published on October 1, 2026.
Mitra said the training of election staff and Booth Level Agents (BLAs) across Punjab has been successfully completed to ensure smooth implementation of the revision exercise.
Clarifying concerns regarding voter inclusion, she said that if any eligible voter is not mapped during the enumeration process, they will be issued a notice during the claims and objections period and given an opportunity to submit the required documents before the Electoral Registration Officer (ERO).
“No eligible voter’s name will be deleted during this process,” she asserted.
The Chief Electoral Officer also warned that being enrolled as a voter at more than one place is a punishable offence and may attract imprisonment of up to one year under the relevant legal provisions.
Mitra said all recognised political parties in Punjab have been briefed about the SIR process through meetings held at the state, district, tehsil and booth levels, and several suggestions received from them have been incorporated.
To ensure effective monitoring, all Electoral Registration Officers have been directed to hold regular video conferences with BLOs to review progress, resolve technical issues, address difficulties in locating households and voters, and deal with any instances of misbehaviour faced by field staff.
The CEO appealed to voters across Punjab to extend full cooperation to BLOs during the enumeration drive to ensure accurate and comprehensive preparation of electoral rolls.
