Punjab Assembly unanimously passes resolution seeking Union Govt accountability over Exam Scandals, Paper leaks

Chandigarh, August 3, 2026: The Punjab Vidhan Sabha on Monday unanimously passed a resolution moved by Finance Minister Harpal Singh Cheema, seeking to hold the Union Government accountable for repeated examination scandals, paper leaks and alleged institutional failures affecting students and job aspirants across the country.
Moving the resolution during the Monsoon Session, Cheema alleged that repeated irregularities and paper leaks in major competitive examinations had undermined the confidence and future prospects of students and young job seekers.
He said the resolution condemned examination-related scandals, alleged digital remote-access breaches and recruitment irregularities reported across the country over the past decade. It called for the restructuring and decentralisation of testing bodies such as the National Testing Agency (NTA), stringent action against those involved in paper leak networks and the withdrawal of criminal cases registered against peaceful student protesters.
Cheema also accused the BJP-led Union Government of responding to student protests with excessive force rather than addressing their concerns. He referred to the use of pellet guns, tear gas and other measures during protests and alleged that students and activists had faced criminal action for raising their voices.
Highlighting the Punjab Government’s employment record, the Finance Minister said the Bhagwant Singh Mann-led government had provided nearly 70,000 government jobs on merit. He also said the state government had restored scholarships for Scheduled Caste students, enabling more than 50,000 students from marginalised communities to continue their education.
Cheema said the resolution should be forwarded to the Union Ministry of Home Affairs, the Union Ministry of Education and the Prime Minister’s Office so that the concerns raised by the Punjab Assembly could be formally considered.
Cabinet Ministers Dr Balbir Singh and Aman Arora, along with MLAs Gurpreet Singh Banawali, Narinder Kaur Bharaj, Dr Nachhatar Pal, Gurinder Singh Garry Warring, Amritpal Singh and Sukhanand, also addressed the House in support of the resolution.
