Punjab & Haryana High Court dismisses PIL on Mohali roundabouts, imposes Rs 15,000 cost

Chandigarh, May 2, 2026: The Punjab and Haryana High Court has dismissed a Public Interest Litigation (PIL) challenging the construction of roundabouts at key locations in Mohali, citing concealment of crucial facts by the petitioner.
A Bench comprising Chief Justice Sheel Nagu and Justice Sanjiv Berry also imposed a cost of ₹15,000 on the petitioner, directing that the amount be deposited in the Poor Patients Welfare Fund of PGIMER Chandigarh.
The petition had raised concerns over the construction of dumbbell roundabouts on PR-7, including at Sohana Gurudwara Junction and intersections in Sectors 78-79-69-68 and 79-80-67-68. It also sought directions for implementing an AI-based Intelligent Traffic Management System (ITMS) and a halt to ongoing construction work.
However, the court noted that a previous PIL concerning tree felling at the same locations had already been heard, with interim orders passed, including permission to cut six trees. The Bench observed that the petitioner failed to disclose this earlier litigation, terming it suppression of material facts.
On these grounds, the court dismissed the plea and declined to interfere with the ongoing roundabout construction.
