Haryana Govt notifies 42 services of Industries and Commerce Dept under Right to Service Act

Chandigarh, March 6 – The Haryana Government has brought 42 services of the Industries and Commerce Department under the ambit of the Right to Service Act, 2014, with specified time limits for their delivery.
Additionally, designated officers, first grievance redressal authorities and second grievance redressal authorities have been notified to ensure timely provision of these services.
A notification to this effect was issued by Chief Secretary Sh. Anurag Rastogi. The move aims to enhance transparency and efficiency in the delivery of services to industries and businesses in Haryana.
Under the Indian Boilers Act, 1923 (Act 5 of 1923), a time limit of 22 days has been set for the registration of boilers, while renewal of boiler registration will be completed within 15 days. Approval for the modification, alteration and repair of boilers under the same Act has been assigned a timeline of 10 days.
For processing and trading under the Lubricating Oils and Greases (Processing, Supply, and Distribution Regulation) Order, 1987, provisional licences and full licenses will be issued within 20 days. Similarly, renewals for processing and trading licenses will also adhere to a 20-day timeline.
Under the Indian Partnership Act, 1932 (Central Act 9 of 1932), firm registration will be completed in 7 days, approval for changes in partners in 3 days, and approval for changes in the registered office in 3 days.
For services under the Haryana Registration and Regulation of Societies Act, 2012 (Act 1 of 2012), approval of society names will take 3 days, approval for governing bodies 15 days, changes in society names or registered offices 7 days, and amendments to society bylaws 60 days. Registration of existing societies and approval of collegium schemes will be completed in 15 days, while changes in firm names and firm dissolution will take 7 days.
Mandatory annual returns under Section 50(1) of the Haryana Registration and Regulation of Societies Act, 2012, can be filed within 30 days. Resolutions for governing body/general body meetings also have a 30-day timeline.
The list of elected collegium members under Section 30(3) must be submitted within 15 days, and nomination of members of registered societies will be completed within 30 days.
Registration of economizers will be completed in 22 days. Permissions for the transfer memorandum of inspection books and registration books for boilers within and outside the state will be granted in 10 days.Certificates for boiler manufacturing units and boiler repairers will be issued in 15 days, with renewals for boiler repairer certificates completed in 7 days.
Boiler welder certificates and their renewals will have a 10-day timeline, while Boiler Operation Engineer Certificates and Boiler Attendant Certificates will be issued within 30 days.
For large and mega units, schemes such as stamp duty refunds, electricity duty/open access charge exemptions, employment generation subsidies, and investment subsidies on VAT/State Goods and Services Tax will have a 44-day timeline.
Licenses for manufacturing IBR welding electrodes and their renewals will be issued within 15 days.Timelines have also been set for receiving queries and resolving complaints from industries/businesses.
All queries must be raised within 7 days of receiving details from the investor, and all queries and complaints must be resolved within 15 days of receiving complete details from the investor.
