Day 2 in Japan: Punjab inks MoU with Toppan Speciality Films in Tokyo; Rs 400 crore investment, Skilling Centre announced

Tokyo (Japan), December 3, 2025On the second day of his Japan visit, Punjab Chief Minister Bhagwant Mann announced the signing of a significant Memorandum of Understanding (MoU) with Toppan Speciality Films (TSF) in Tokyo, paving the way for major investment and skill development initiatives in the state.
Under the agreement, TSF and Invest Punjab will jointly set up a Skilling Excellence Centre in Punjab. The centre will focus on high-quality training, industry-aligned skill enhancement, and apprenticeship opportunities for the state’s youth, aimed at improving employability and preparing a skilled workforce for advanced sectors.

In addition to the skilling initiative, TSF has committed to investing around ₹400 crore in multiple projects across Punjab. This investment is expected to significantly boost industrial growth, generate new employment avenues, and contribute to the state’s economic expansion.
Chief Minister Bhagwant Mann assured TSF of full support from the Punjab Government, reaffirming the state’s commitment to facilitating global partnerships and fostering a robust industrial ecosystem.
