Haryana CM Saini orders real-time tender updates to Sarpanches, pushes for transparent, faster rural development

Chandigarh, December 5, 2025– Haryana Chief Minister Nayab Singh Saini has directed all departments to make their functioning more transparent and citizen-centric by ensuring real-time sharing of tender information for rural development works.
He instructed that whenever any department issues a tender on the Haryana Engineering Works (HEW) portal, the details must be immediately sent to concerned Sarpanches via SMS.
This move, he said, will help village representatives receive timely and accurate updates, strengthen monitoring, and improve the quality of development works. The portal will also make tender details accessible to the public, enhancing transparency.
Presiding over a review meeting on Thursday evening regarding the 2025–26 budget announcements of the Development and Panchayat Department, the Chief Minister emphasized timely completion of all rural infrastructure projects.
Saini said the government is committed to converting kachha village phirnis into concrete roads in villages with populations above 1,000. So far, 639 phirnis have been completed and work on 303 is underway.
To promote women’s participation and provide dedicated spaces for meetings and community activities, the state is constructing ‘Mahila Chaupals’ in every village. In the first phase, 754 villages were identified—480 buildings have been completed, while 274 are under construction.
Additionally, 994 e-libraries in rural areas have been renovated and will soon be equipped with books and computers. The state has also set up 415 indoor gyms to promote fitness in villages.
The government is also expediting construction of community halls for Scheduled Castes across districts. Out of 366 sanctioned panchayats, 202 halls have been completed, while work continues on 140 others. The Chief Minister instructed officials to ensure all projects move forward swiftly with a clear focus on transparency, accountability, and public participation.
Chief Secretary Anurag Rastogi, Chief Principal Secretary to CM Rajesh Khullar, senior officials from the Finance and Rural Development departments, and other officers were present at the meeting.
