Haryana brings 5 services of Sonipat Metropolitan Development Authority under Right to Service Act

Chandigarh, January 1, 2026 — The Haryana Government has brought 5 services of the Sonipat Metropolitan Development Authority (SMDA) under the ambit of the Haryana Right to Service Act, 2014.
In a notification issued by Chief Secretary Anurag Rastogi, it is stated that the Change of Land Use (CLU) permission for units situated within the SMDA area, excluding those under the competency of the Government, must now be processed within 60 days from the date of receipt of complete documents.
Similarly, the sanctioning of building plans for sites that have already received SMDA-granted CLU permissions must be completed within 90 days.
The notification also details timelines for the issuance of Occupation Certificates for sites with SMDA-granted CLU permissions. If the composition of an offence is not involved, the certificate must be issued within 60 days. However, if the composition of an offence is involved, the time limit is extended to 90 days.
Additionally, the state has mandated a 30-day timeline for the issuance of licences for brick kilns and charcoal kilns under the provisions of the Haryana Scheduled Roads and Controlled Area Restrictions of Unregulated Development Act, 1963 (41 of 1963).
The District Town Planner of the SMDA will be the Designated Officer for these services. The Chief Town Planner or Senior Town Planner shall be the First Grievances Redressal Authority and the Chief Executive Officer of the SMDA shall be the Second Grievances Redressal Authority.
