Transfers Breaking: Secretary and Director Local Government Among 7 IAS Officers Shifted in Punjab

Chandigarh, June 2, 2026: In a significant administrative reshuffle, the Punjab Government on Monday transferred seven IAS officers with immediate effect, making key changes in the Local Government, Health, Higher Education, Industries and Urban Development departments.
Among the major changes, Manjit Singh Brar (IAS: 2007), who was serving as Administrative Secretary, Local Government, has been posted as Secretary, Medical Education and Research. He replaces Ghanshyam Thori (IAS: 2010), who has now been appointed Administrative Secretary, Local Government.
Kulwant Singh (IAS: 2012) has been shifted from the post of Director, Local Government, Punjab and appointed Director, Higher Education, Punjab. In his place, Harshinder Pal Singh Brar (IAS: 2020) has been posted as Director, Local Government, Punjab.
In another important move, Sakshi Sawhney (IAS: 2014), who was serving as Chief Administrator, Punjab Urban Planning and Development Authority (PUDA), has been placed at the disposal of the Health and Family Welfare Department for posting as Mission Director, National Health Mission (NHM), Punjab. She will also continue to hold the additional charge of Chief Administrator, PUDA.
Jaspreet Singh (IAS: 2014), Director Industries & Commerce, has been entrusted with the additional responsibility of Managing Director, Punjab Information and Communication Technology Corporation (Punjab INFOTECH).
The government has also placed the services of Rubinderjit Singh Brar (IAS: 2020), Additional CEO, Punjab Bureau of Investment Promotion and Additional Secretary, NRI Affairs and Local Government, at the disposal of the Industries and Commerce Department. He will be posted as Managing Director, Punjab Small Industries Export Corporation and Managing Director, Punjab State Industrial Development Corporation (PSIDC).
