Major AGMUT Cadre Reshuffle: 61 IAS/IPS Officers Transferred Across Country; Delhi Gets Highest Share

NEW DELHI, JULY 9, 2026: In a major administrative overhaul, the Ministry of Home Affairs (MHA) on Thursday ordered a large-scale reshuffle of 61 Indian Administrative Service (IAS) and Indian Police Service (IPS) officers belonging to the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territories) cadre with immediate effect.
The extensive reshuffle covers officers posted across various segments of the country, including Delhi, Arunachal Pradesh, Jammu & Kashmir, Mizoram, Goa, Ladakh, Puducherry, Andaman & Nicobar Islands, Chandigarh, Lakshadweep, and Dadra & Nagar Haveli and Daman & Diu (DNH&DD).
According to the official order issued from New Delhi, the National Capital Territory (NCT) of Delhi has secured the highest share of incoming officers. At the same time, critical segments like Jammu & Kashmir, Arunachal Pradesh, and Mizoram are witnessing substantial administrative adjustments aimed at streamlining governance across the Union Territories and participating states.

The order includes notable inter-segment movements of top bureaucrats and police personnel:

Delhi Influx: A majority of the reassigned civil servants have been directed to Delhi to fill vital administrative vacancies and reinforce local bodies.

Jammu & Kashmir Shifts: The northern Union Territory is seeing a significant realignment. High-profile changes include the transfer of senior IAS officer Saugat Biswas (2006 batch) from Arunachal Pradesh to Jammu & Kashmir, alongside Mamta Yadav (2021 batch) from Delhi and Ishita Rathi (2022 batch) from Puducherry. Concurrently, Shahid Iqbal Choudhary (2009 batch) moves from J&K to Arunachal Pradesh, and Swati Sheemar (2023 batch) heads to Delhi.

Police Department Reshuffle: The IPS cadre faces an equally sweeping change to fortify internal security and law enforcement. Officers like Vishnu Kumar, Arshi Aadil, Tikam Singh Verma, and Deepak Yadav are among those posted into Jammu & Kashmir. Meanwhile, J&K-based IPS officers Tanushree (2017 batch) and Rajesh Kumar Sharma (2014 batch) have been transferred to Delhi and Chandigarh, respectively.
