Punjab Cabinet Passes Resolution Opposing Appointment of New Chief Justice of Punjab and Haryana High Court

Chandigarh, September 6, 2026 : The Punjab Cabinet, chaired by Chief Minister Bhagwant Mann, on Sunday unanimously passed a resolution opposing the Centre’s appointment of the new Chief Justice of the Punjab and Haryana High Court.
The Cabinet termed the appointment a direct violation of the prescribed Memorandum of Procedure (MoP) and constitutional norms, according to the state government.
The Cabinet expressed serious concern over what it described as the Centre’s continued encroachment upon the rights and powers of the state. It maintained that appointing the Chief Justice of the High Court without seeking the state government’s consent was contrary to the prescribed constitutional framework.
During the meeting, the Cabinet also raised several other issues concerning Punjab’s interests, including the withholding of around ₹9,000 crore in Rural Development Fund (RDF), the flood relief package, changes in the rules governing the Bhakra Beas Management Board (BBMB) and what it described as direct interference in judicial appointments.
The Cabinet said such actions affecting Punjab’s rights could not be accepted and demanded that the appointment be put on hold immediately.
It further urged that the matter be reconsidered in accordance with the constitutional procedures and that Punjab’s views be given due consideration in the appointment process.
