Chandigarh, October 13, 2026: Haryana Chief Minister Nayab Singh Saini has outlined a seven-point strategy to make the state drug-free, focusing on curbing drug trafficking, raising awareness, expanding treatment and rehabilitation services, strengthening family support and engaging young people in sports and other positive activities.
Chairing the first meeting of the SANKALP Society on Tuesday, Saini directed officials to prepare a comprehensive and coordinated action plan to protect young people from drug addiction. He said the government’s efforts would require active participation from families, teachers, panchayats, social organisations and other sections of society.
The seven key priorities include making police station jurisdictions drug-free, eliminating drug traffickers from districts, preventing the sale of narcotic pills through chemist shops, securing family support, ensuring treatment at hospitals, strengthening drug-awareness and counselling facilities in schools, and providing young people with more opportunities to participate in sports and other constructive activities.
The Chief Minister said action against drug trafficking must go beyond those selling narcotics at the local level. Investigations should identify the sources of drugs and the networks involved in their supply, with strict surveillance and appropriate legal action against those responsible.
SANKALP Society to submit monthly progress reports
Saini directed the SANKALP Society to present concrete results every month, with accountability fixed at every level. Progress would be assessed on reducing drug availability, connecting people with treatment services and preventing relapse, he said.
He stressed that awareness campaigns, including marathons, cyclothons and other public activities, must contribute to a sustained effort against addiction rather than remain isolated events.
The society would also track the number of young people referred to de-addiction centres, those completing treatment and their recovery after treatment. The Chief Minister emphasised the need for continued follow-up, rehabilitation and family support to help people remain free from addiction.
He said every person affected by addiction should be able to access assistance, guidance and opportunities to rebuild their lives. Young people must be provided with a supportive environment and constructive alternatives to drug use, he added.
Departments to coordinate on prevention and rehabilitation
The SANKALP Society will coordinate the efforts of the Home, Health, Education, Social Justice and Empowerment, and Women and Child Development departments, along with other relevant departments. The aim is to strengthen the response at every stage, from prevention and awareness to treatment and rehabilitation.
Saini said Haryana’s youth had considerable potential and that the government and society shared responsibility for ensuring they received the right guidance, opportunities and support.
He called on families, teachers, panchayats, social organisations and elected representatives to contribute to the campaign, adding that the government wanted young people to be healthy, aware and self-reliant and to contribute to nation-building.
Those present at the meeting included Chief Principal Secretary to the Chief Minister Rajesh Khullar; Additional Chief Secretary, Home, Sudhir Rajpal; Additional Chief Secretary, Health, Dr Sumita Misra; Additional Chief Secretary, Youth Empowerment and Entrepreneurship, G. Anupama; Principal Secretary, School Education, Vijay Dahiya; Commissioner and Secretary, Women and Child Development, Shekhar Vidyarthi; Commissioner and Secretary, Urban Local Bodies, Ashok Meena; Director, Information, Public Relations and Languages, Dr Aditya Dahiya; ADGP Sanjay Kumar; and SANKALP Society CEO O.
