Chandigarh, January 22, 2025: Utsav Anand, 2022-batch IAS officer of Uttar Pradesh cadre has been transferred inter-cadre to Haryana cadre due to his marriage to Anjali Shrotriya, a 2022 batch female IAS officer of the Haryana cadre.
Punjab and High Court Advocate Hemant Kumar Hemant obtained information from the central government through RTI about other such cases in Haryana in recent years.
In September 2023, similarly, Tripura cadre IAS Rahul Modi was transferred from Tripura cadre to Haryana cadre due to his marriage to Haryana cadre IPS Deepti Garg. Rahul Modi is originally from Rajasthan while Deepti is from Haryana.
In April 2023, Anupama Anjali, a female IAS officer of the 2018 batch of Andhra Pradesh cadre, was inter-cadre transferred from the Andhra Pradesh cadre to the Haryana cadre due to her marriage to Harshit Kumar, an IAS officer of the 2020 batch of Haryana cadre.
In November 2022, Renu Sogan, an IAS officer of the 2019 batch of West Bengal cadre, was transferred from the West Bengal cadre to the Haryana cadre as she got married to Hitesh Meena, an IAS officer of the 2019 batch of Haryana cadre. Both Hitesh and Renu are originally from Rajasthan.
Earlier, in February 2022, 2019 batch IAS officer Dr. Balpreet Singh was inter-cadre transferred from Kerala cadre to Haryana cadre due to his marriage to Upasana, a 2017 batch female IPS officer of Haryana cadre. Balpreet's native state is Punjab while Upasana hails from Haryana.
Earlier, in October 2021, Shantanu Sharma, an IAS officer of the 2015 batch of Assam-Meghalaya cadre, was transferred from the Assam-Meghalaya cadre to the Haryana cadre due to his marriage to C. Jayashardha, a female IAS officer of the 2020 batch of Haryana cadre. Shantanu is originally from Jharkhand while Jayashardha is from Tamil Nadu.
Earlier in July 2021, 2015 batch female IAS officer Neha Singh also joined the Haryana IAS cadre as she was transferred from Gujarat to Haryana due to her marriage to Rahul Hooda, a 2015 batch IAS officer of the Haryana cadre. Neha is originally from Bihar.
However, an interesting fact in the cadre transfer case of Rahul Hooda, IAS is that Rahul Hooda, whose home state is Delhi as per government records and who was initially allotted the Himachal Pradesh cadre of IAS, was transferred to the Haryana cadre in December, 2015.
His transfer was done because he had then married a woman IPS officer of the 2011 batch of the Haryana cadre, Manisha Chaudhary.
After a few years, Rahul and Manisha got divorced, after which Rahul married Neha of the 2015 batch of the Gujarat cadre, which resulted in Neha being transferred to the Haryana cadre.
Earlier in March 2021, as a result of the marriage of 2019 batch Sikkim cadre IAS Anand Kumar Sharma with 2018 batch Haryana cadre IPS Pooja Vashisht, Anand's cadre was changed from Sikkim to his wife's cadre i.e. Haryana. Anand's home state is Delhi while Pooja is originally from Haryana.
Similarly, there are many IAS and IPS officers in Haryana who were allotted Haryana cadre as a result of their marriage. Ajay Singh Tomar, a 2012 batch IAS and recently posted as DC of Fatehabad, and Parth Gupta, a 2013 batch IAS and DC of Sirsa, both joined the Haryana cadre after marrying IAS Sangeeta Tetarwal and IPS Astha Modi respectively.
Hemant said that as per the guidelines framed by the Central Government and currently in force regarding change in the State Cadre allotted to All India Service officers, these changes will be made among the officers of IAS, IPS and IFS (Indian Forest Service) (among the officers of the said three services).
On marriage, the State Cadre originally allotted to the officer can be changed/altered and the officer can be transferred by the Central Government to his wife (or husband) which is called inter-cadre transfer.
However, it is worth noting here that while changing the IAS/IPS/IFS cadre on the basis of marriage, the officer of the concerned service cannot be transferred to his home state.
For example, if a male IAS/IPS/IFS officer is a native of Haryana and is allotted Karnataka cadre, he cannot marry a female IAS/IPS/IFS officer of Haryana cadre and he cannot be transferred back to his home state of Haryana.
However, if both the husband and wife wish, the Central Government can allot them a third state cadre.In June 2022, the Central Government has issued a recruitment notification for the 2003 batch of Haryana Cadre.
