Centre approves 11 key overseas appointments, tenure extensions at World Bank, IMF, ADB and WTO

New Delhi, August 5, 2026: The Appointments Committee of the Cabinet (ACC) has approved 10 key overseas appointments and one tenure extension for senior government officers to foreign and captive posts at the Deputy Secretary, Director and Joint Secretary levels.
The appointments include key positions at international organisations such as the World Bank, International Monetary Fund (IMF), Asian Development Bank (ADB), World Trade Organization (WTO) and the International Civil Aviation Organization (ICAO), besides postings at Indian missions abroad.
Baldeo Purushartha, IAS, Joint Secretary in the Department of Economic Affairs, has been appointed Senior Adviser to the Executive Director at the Asian Development Bank in Manila, Philippines, for three years.
Rahul Jain, IAS, Joint Secretary in the Ministry of Corporate Affairs, has been appointed Senior Adviser to the Executive Director (India) at the International Monetary Fund in Washington, D.C., for a period of three years.
Brij Mohan Mishra, IAS, Joint Secretary in the Ministry of Commerce and Industry, has been appointed Minister (Economic and Commercial) at the Embassy of India in Tokyo.
The ACC has also approved the appointment of Balamurugan D., IAS, as Minister (Agriculture) at the Embassy of India in Rome.
Satyajit Mohanty, IRS, Joint Secretary in the Ministry of Defence, has been appointed India’s Representative to the Council of the International Civil Aviation Organization (ICAO) in Montreal, Canada.
In the only tenure extension approved under the order, Hemang Jani, Senior Adviser to the Executive Director at the World Bank in Washington, D.C., will continue on foreign deputation for another two years, up to July 16, 2029, or until his successor assumes charge or further orders are issued.
Kapil Patidar, IES, Director in the Department of Economic Affairs, has been appointed Adviser to the Executive Director (India) at the IMF in Washington, D.C., while Gopalakrishnan Ganesan, IRAS, Director in the Ministry of Steel, has been appointed Counsellor (Economic) at the Economic Wing of the Embassy of India in Washington, D.C.
The ACC has also approved the appointment of Aditya Rajendra Bhojgadhiya, IA&AS, as First Secretary at India’s Permanent Mission to the WTO in Geneva, and Jivisha Joshi Gangopadhyay, IRTS, as First Secretary (Legal) at the same mission.
Further, Subhash Kumar, IDAS, Director in the Ministry of Defence, has been appointed Director at the SAARC Secretariat in Kathmandu, Nepal, for a period of three years.
The appointments and extension were approved through an official order issued by the Department of Personnel and Training on August 5, 2026.
