Punjab Cabinet Approves Appellate Authority for Cancelled PSIEC Plots
Move to Reduce Litigation, Strengthen Investor Confidence

In a significant pro-industry step, the Punjab Cabinet led by Chief Minister Bhagwant Singh Mann on Thursday approved the establishment of an appellate authority to review cases of cancelled industrial plots under the Punjab State Industrial Export Corporation (PSIEC).
The decision was taken during a meeting of the Council of Ministers chaired by the Chief Minister at his official residence.
A spokesperson from the Chief Minister’s Office stated that the newly approved appellate mechanism is aimed at resolving long-pending disputes involving plot allottees and addressing persistent demands from various industrial associations. The move is expected to reduce litigation between PSIEC and industrial plot holders while promoting transparency and trust among stakeholders.
The new policy will come into effect from the date of notification issued by the Department of Industries & Commerce, Government of Punjab. It sets a deadline of September 30, 2025, for filing appeals related to previously cancelled plots, and a window of six months from the date of cancellation for future cases.
The appellate authority will serve as a structured, transparent platform for reviewing cancellation orders in accordance with legal principles, including the right to be heard (Audi Alteram Partem).
Eligible plot holders whose allotments were cancelled—excluding those already resumed or re-allotted—can submit appeals along with relevant documents in the prescribed Format-A. Submissions can be made physically or via email to appeal.psiec@gmail.com. In exceptional cases, the PSIEC Board of Directors may condone delays based on valid justification.
This reform marks another step in the state government’s ongoing efforts to boost industrial development and ease of doing business in Punjab.
