Punjab Cabinet Approves Two New Private Universities, Moves to Reintroduce Bull Races, 3600 Special Educator Posts Approved: Harpal Cheema

Chandigarh, July 7, 2025: Punjab Finance Minister Harpal Singh Cheema on Monday briefed the media following a cabinet meeting, announcing key decisions across education, animal husbandry, and internal security. Among the major approvals was the green light for the approval of two private universities — CGC University Mohali (Jhanjeri) and Rayat Bahra Professional University in Hoshiarpur.
Cheema also revealed that the state government is preparing to introduce legislation to allow traditional bull races, which had gained prominence during the Kila Raipur Games but were halted following a Supreme Court ban. “A detailed study has been conducted on the cultural and functional role of animals and birds in Punjab. The Act in the upcoming Vidhan Sabha session on July 10 will pave the way for reintroducing bull races, which served both work and entertainment purposes,” he said.
In a significant step towards inclusive education, Cheema announced that the Education Department will recruit 3,600 special educators to support children with special needs. He noted that this initiative will ensure such students do not face academic hardship. The recruitment will also consider the absorption of some contractual teachers who were previously appointed on temporary terms.
The Cabinet also approved the annual reports of two departments, while addressing a major issue surrounding the Bhakra Beas Management Board (BBMB). Cheema pointed out that in October 2021, during the previous Congress regime, Punjab had given consent for handing over BBMB's security to the Central Industrial Security Force (CISF). However, the current cabinet has now withdrawn that consent.
“A special proposal will be brought in the Assembly session to officially revoke CISF control. Punjab Police is fully capable of handling security. There's no need for any external force,” Cheema asserted.
These decisions, he said, reflect the government’s focus on strengthening state institutions, safeguarding cultural traditions, and ensuring inclusive development.
