Born as Pargat Singh Powar on March 5, 1965 at village Mithapur in Jalandhar district, he received his Graduate degree from Lyallpur Khalsa College Jalandhar.
He remained SP with Punjab Police before entering politics. Later during Akali Dal regime led by Parkash Singh Badal he remained Director Sports before entering election arena. He was a top level hockey player of the country and led team India in 1992 Barcelona Olympics and 1996 Atlanta Olympics. Team under his leadership won Brone in 1986 Asian games and Silver in 1990 games.
He was awarded Arjuna Award in1989, Rajiv Gandhi Award in 1996, Padma Shri in1998 and Maharaja Ranjit Singh Award in 2006.
He became MLA from Jalandhar Cantt for first time in 2012 and is continuing to represent constituency.
He also served as Punjab Cabinet Minister for Sports, NRI Affairs, Higher Education, and School Education during 2021–2022 in Capt. Amarinder Singh Government.
