Haryana Human Rights Commission takes suto motu action on rampant illegal mining in Panchkula

Chandigarh, May 12, 2025: The Haryana Human Rights Commission (HHRC) has taken suo motu cognizance of escalating illegal mining activities in District Panchkula, issuing strong directives to multiple state authorities following a disturbing report of lawlessness and environmental degradation in the region.
The commission highlighted widespread illegal mining operations, particularly in the Pinjore-Nalagarh Road, Mallah Road, Raipur Rani, Morni, Barwala, and Chandimandir areas.
Despite recent arrests of police and officials for alleged collusion, illegal mining continues unabated, with reports of threats and attacks on law enforcement personnel — including a recent incident involving Sub-Inspector Rajbir Singh.
Citing grave human rights violations, the HHRC emphasized that illegal mining is being carried out in prohibited zones, causing large-scale deforestation, destruction of water sources, and irreversible environmental damage. It condemned the institutional inaction and apparent nexus between officials and the mining mafia.
“This is a clear violation of the right to life under Article 21 of the Constitution, which includes the right to a clean and safe environment,” the Commission noted, referencing multiple breaches of environmental, forest, and pollution control laws.
The Commission directed the Additional Chief Secretary of the Environment Department, senior officials from the Forest Department, Pollution Control Board, and Department of Mines and Geology to submit detailed compliance and action-taken reports.
Key officials from Mines and Pollution Control departments have been summoned to appear in person at the next hearing scheduled for August 19, 2025.
The Commission has also demanded a comprehensive assessment of environmental impacts, enforcement measures taken so far, and a clear action plan using advanced technology, including CCTV surveillance and enhanced patrolling to curb illegal activities.
