Punjab Cabinet approves Banur Tehsil upgrade, new Hariana Sub-Tehsil and key administrative reforms

Chandigarh, December 29, 2025: The Punjab Cabinet, led by Chief Minister Bhagwant Singh Mann, on Monday approved a series of reforms aimed at making government services more citizen-friendly.
Key decisions include upgrading Sub-Tehsil Banur in SAS Nagar to a full Tehsil, creating Hariana as a new Sub-Tehsil in Hoshiarpur, modernising land revenue laws through digital records, and granting one-time age relaxation for Special Teacher Educators under the Samagra Shiksha Abhiyaan.
According to the Chief Minister’s Office, these measures will reduce long-distance travel for routine work, speed up service delivery, and enhance transparency in administrative processes.
Modernising Land Administration
Amendments to the Punjab Land Revenue Act, 1887, approved by the Cabinet, aim to streamline the appeals process, reduce unnecessary litigation, and protect citizens from harassment. Digital records and signatures have been given legal validity, promoting paperless and efficient land administration. The state’s e-services portal (https://eservices.punjab.gov.in) now allows citizens to apply online for family partition (Khangi Taqseem) and access Zamabandi copies easily.
Support for Special Teacher Educators
A one-time upper age limit relaxation has been sanctioned for contractual Special Teacher Educators, facilitating their regularisation in the Department of School Education. The move ensures continuity in inclusive education for Children with Special Needs without adding any financial burden to the state.
The Cabinet’s decisions signal a push towards citizen-first governance, digital transparency, and inclusive service delivery across Punjab.
