Union Budget 2026–27 to give new momentum to Haryana’s growth: CM Nayab Saini

Chandigarh, February 1, 2026: Haryana Chief Minister Nayab Singh Saini on Sunday welcomed the Union Budget 2026–27 presented by Union Finance Minister Nirmala Sitharaman, describing it as highly significant for the overall development of Haryana.
He said the budget would provide new direction and fresh energy to the state’s infrastructure, agriculture, industry and youth employment.
The Chief Minister noted that for the first time in the country’s history, the Union Budget was presented on a Sunday, reflecting the visionary leadership of the Centre and its strong resolve to accelerate national development.
Sh. Saini said the budget is guided by three core commitments—accelerating economic growth, building people’s capabilities and aspirations, and the spirit of “Sabka Saath–Sabka Vikas.”
He added that its benefits would directly reach youth, farmers, women, MSMEs and the working class of Haryana. Expressing gratitude, he thanked Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman for presenting a people-centric budget.
Highlighting key financial provisions, the Chief Minister said the total size of the Union Budget stands at ₹53.5 lakh crore, with capital expenditure increased to ₹12.2 lakh crore, around 9 percent higher than last year. He said this enhanced capital spending would prove especially beneficial for fast-growing states like Haryana.
Sh. Saini further stated that the budget provides for an additional tax devolution of ₹1.4 lakh crore to states, with the states’ share maintained at 41 percent as recommended by the 16th Finance Commission. He said Haryana, as a major contributor to central taxes, would receive stronger and more stable financial support, which would be utilised for education, healthcare, rural development, roads and infrastructure, leading to improved public services.
The Chief Minister said increased capital expenditure would accelerate major national and state-level projects, including railways, highways, RRTS corridors such as Delhi–Gurugram–Faridabad, EV charging networks and Industrial Model Townships (IMTs). He said new investments in IMT Kharkhoda, Manesar and other regions would create lakhs of employment opportunities, while enhanced funding under RIDF and UIDF would strengthen both rural and urban infrastructure.
Focus on Skill Development and Technology Hubs
Sh. Saini said the budget places special emphasis on Semiconductor Mission 2.0, which will significantly benefit Haryana’s electronics, automobile and manufacturing sectors. He added that provisions for MSMEs, startups and the biopharma sector would support new investments, boost skill development and create technology hubs, generating better employment opportunities for the youth.
Calling Haryana an agriculture-dominated state, the Chief Minister said the budget gives special attention to agriculture and rural development, with focus on crop diversification, water conservation and increasing farmers’ income. He said these measures would directly benefit farmers and agro-based industries, while state initiatives like ‘Mera Pani–Meri Virasat’ would receive national recognition.
He added that the budget also focuses on future-oriented sectors such as medical tourism, artificial intelligence, skill development, carbon capture and container manufacturing. Measures for inflation control, tax simplification and middle-class relief, along with a ₹10,000 crore initiative for biopharma and life sciences, will further strengthen Haryana’s healthcare and innovation ecosystem.
Haryana to Emerge as Growth Engine
Concluding, Chief Minister Nayab Singh Saini said the Union Budget 2026–27 will play a crucial role in establishing Haryana as a growth engine in achieving the vision of “Viksit Bharat @2047.” He said that with the strong partnership of the double-engine government, Haryana will gain new momentum in infrastructure development, employment generation, prosperity and youth empowerment.
