CM Nayab Saini pledges to make Haryana’s law and order national benchmark; Rs 300 crore allocated for police modernization

Chandigarh, February 17, 2026: Haryana Chief Minister Nayab Singh Saini on Monday reaffirmed the government’s commitment to establishing the state’s law and order system as a model for the country, backed by modern infrastructure, advanced training, and large-scale recruitment in the police force.
Addressing the valediction ceremony of the sixth batch of the SWAT Commando Course at the Commando Training Centre in Panchkula, the Chief Minister said ₹300 crore has been allocated for police modernisation, while recruitment of 5,500 new personnel is currently underway.
During the event, 88 personnel — including 11 Police Sub-Inspectors and 77 other ranks — completed specialised training in modern weaponry and advanced operational tactics. The Chief Minister also inaugurated a state-of-the-art Firing Simulator built at a cost of ₹85 lakh.
The facility will enable personnel to train in real-time simulated scenarios, enhancing reaction time, accuracy, and tactical preparedness without operational risks.
Highlighting the legacy of the Commando Training Centre, established in 1984 and formally operational since 1985, Saini said the institution has trained 25,700 personnel so far through 12 specialised courses, including the Basic Commando and SWAT programmes. Spread over 12 acres, the centre has evolved into a key pillar of Haryana Police’s operational readiness.
Addressing the newly trained commandos, the Chief Minister said becoming a SWAT commando is not merely a rank but a responsibility to safeguard the state against emerging threats such as terrorism, organised crime, cyber-enabled attacks, and drone-based risks. He announced that the centre will soon be equipped with simulation-based modules, virtual reality training, and enhanced inter-agency exercises.
Saini stated that the government has taken multiple steps to modernise the police force, including procurement of advanced weapons, improved bulletproof gear, upgraded communication systems, cyber labs, and strengthened training institutions. He emphasised that peace, security, and rule of law remain top priorities.
Citing achievements, the Chief Minister said crimes against women declined by 16 percent in 2025. Haryana has also emerged as a leading state in combating cybercrime, saving ₹256 crore by preventing 36 percent of fraudulent transactions in real time and blocking 1.5 lakh fraudulent mobile numbers. Police have dismantled 426 criminal gangs and secured the extradition of 15 gangsters from abroad.
Under Action Plan 2029, the government is working towards a drug-free Haryana. He noted that the ‘TRAKEA’ barcoding system has been introduced at the Forensic Science Laboratory in Madhuban, making Haryana the first state to implement such tracking from police stations to forensic labs.
The Chief Minister added that the Dial-112 emergency response system now averages a response time of 9 minutes and 44 seconds. Thirty companies of the Durga Shakti Rapid Action Force have been deployed, with 33 vehicles integrated into the Haryana-112 network. The state currently operates 33 women police stations and 239 women help desks to provide immediate assistance.
During the ceremony, Saini honoured outstanding SWAT commandos and inspected security equipment and training facilities. Senior officials, including Director General of Police Ajay Singhal, attended the event.
The programme concluded with live demonstrations by SWAT commandos, including hostage rescue drills, firing exercises, and tactical displays, underscoring the state’s focus on strengthening its security framework.
