RS Member Satnam Singh Sandhu Emergeas Leading Voice of Punjab in Parliament

Among the Members of Parliament (MPs) from Punjab, both Lok Sabha and Rajya Sabha, Satnam Singh Sandhu a member of the upper house has emerged as one of the most active and impactful representatives from the state during the Budget Session 2026.
The way he conducted himself during the session he has come forward as a voice last man on the ground and a vital link between citizens and the government.
The effectiveness of the members of the parliament has been measured by their participation in parliamentary proceedings, their ability to raise public concerns, and their contribution to legislative processes.
The Budget Session 2026 reveals a varied pattern of engagement, with Punjab is currently represented by 13 MPs in the Lok Sabha and 7 MPs in the Rajya Sabha. The performance during the session has been evaluated across key indicators, such as attendance, questions asked, issues raised, legislative initiatives, and participation in Zero Hour and Special Mentions.
During the current Budget Session, Sandhu recorded an impressive attendance of 96.7 per cent in the Rajya Sabha, placing him among the most regular participants in the House. A member in the Lok Sabha, Amar Singh, had full attendance and another of the RS Raghav Chadha was on a par with Sandhu.
Questions Reflects Proactive Leadership
One of the most significant stand points of a parliamentarian’s performance is the number of questions asked, as it reflects an MP’s role in ensuring accountability towards the august house and raising issues of the public importance; Satnam Singh Sandhu stood out prominently in this category by asking the highest number of questions — 51 in total, including five in the supplementary category, being closely followed by four members.
Sandhu’s reflects a proactive approach to addressing both national and state-specific concerns, by combining his regularity with the highest number of questions, demonstrating a rare consistency and depth of engagement in the parliamentary matters.
Championing Punjab’s Concerns in Parliament
Most significant aspect of Satnam Singh Sandhu’s performance has been his focused efforts to raise Punjab-specific issues in Parliament. During the Budget Session, he raised 22 issues related to Punjab and Chandigarh — the highest among all MPs from the state.
He covered a wide range of concerns, reflecting sensitivity and prudence. Among the key issues raised was the restoration of the Sikh Reference Library at Darbar Sahib, Amritsar, which was destroyed in 1984 — a matter of cultural and historical significance.
In addition, he highlighted pressing environmental concerns such as groundwater depletion, water contamination, and pollution in Punjab’s rivers. He also raised issues related to flood management, financial assistance for distressed farmers, and the need for improved railway connectivity in border areas.
Also, he advocated for the establishment of a horticulture institute and a cooperative university in Punjab, seeking ‘Point of Call’ status to Chandigarh International Airport. The interventions made by him demonstrated indepth understanding of the state’s developmental needs, and generated positive response in the Parliament and in back home in the state.
“Good thing is that he is raising people’s voice, and he is being heard in the dispensation,” commented Jagrup Singh Sekhon former head of political science department of Guru Nanak Dev University, Amritsar.
Legislative Initiatives Reflect Policy Vision
Private Members’ Bills are an important marker of an MP’s performance initiative in contributing to the legislative proceedings.
Satnam Singh Sandhu distinguished himself by introducing three significant bills during the session - Pravasi Bharatiya Kaushal Evam Pratibha Prerak Vidheyak, 2025 aimed at strengthening the recognition and utilisation of overseas Indian talent; the Kisan Jeevan Suraksha Evam DurghatnaPratipurti Vidheyak, 2025, focused on providing social security and compensation to farmers; and the National Ranking and Accreditation Authority for Higher Educational Institutions Bill, 2025, for enhancing transparency and quality in higher education.
Ashok Mittal also introduced three Private Members’ Bills, while Chadha and Sant Balbir Singh Seechewal contributed one bill each. Sandhu’s legislative initiatives stood out for diversity and relevance, addressing key socio-economic challenges.
A professor in Delhi UniversityCollege Amanpreet Gill remarks, “Sandhu brings new ideas such as rights of rivers that stand out. Moreover he is trying to give new fresh perspective in his concerns and particularly touches unexplored ideas, sans the populism”.
Active during Zero Hour and Special Mentions
Zero Hour and Special Mentions provide MPs with opportunities to raise urgent matters of public importance. Satnam Singh Sandhu was among the most active participants in this category, recording seven interventions, equal to Chadha.
Ashok Mittal and Sant Balbir Singh Seechewal followed with six contributions each. Sandhu’s consistent presence in Zero Hour further highlights his responsiveness to emerging public issues and his commitment to ensuring that pressing concerns are brought to the attention of the government.
Another indicator of parliamentary effectiveness is the breadth of ministries covered through questions. Satnam Singh Sandhu demonstrated noteworthy engagement by addressing 25 ministries during the session, placing him among the top performers.
