KBS Sidhu urges Union Home Minister to appoint Special Public Prosecutor in Kotakpura and Behbal Kalan firing cases

Chandigarh, April 19, 2026: Former IAS officer of Punjab KBS Sidhu has urged Union Home Minister Amit Shah to urge Special Public Prosecutor in Kotarkpura and Behbal Kalan firing cases.

Namaskar!
I write to you as a retired IAS officer (1984 batch, Punjab cadre) who served as Special Chief Secretary to the Government of Punjab. I have no political affiliation.
On 14 October 2015, Punjab Police opened fire on peaceful Sikh protesters at Kotkapura and Behbal Kalan. Two persons were killed. The Justice Ranjit Singh Commission found the firing unprovoked and recommended criminal prosecution. Eleven years later — after five SITs and five charge-sheets — not a single charge has been framed. The trial has not legally begun.
By its order of 9 April 2026, the Punjab and Haryana High Court transferred the Kotkapura case to Chandigarh. Both cases are now before Chandigarh courts — under the direct administrative jurisdiction of your Ministry.
Section 24(8) CrPC gives the Central Government the power to appoint an independent Special Public Prosecutor without any court intervention. I respectfully urge you to exercise that power now.
