Haryana Cabinet clears revised Rs 10,266 crore Gurugram Metro project, approves World Bank Funding

Chandigarh, May 18, 2026: The Haryana Cabinet on Sunday approved the revised cost of the ambitious Gurugram Metro Rail project, supplementary connectivity plans and a proposal to secure the project’s soft loan funding through the World Bank.
The meeting, chaired by Haryana Chief Minister Nayab Singh Saini, cleared major decisions aimed at accelerating metro connectivity and strengthening urban transport infrastructure in Gurugram.
The Cabinet approved a sharp revision in the total project cost of the Gurugram Metro corridor from Rs 5,452.72 crore to Rs 10,266.54 crore. Officials said the increase was mainly due to price escalation between 2019 and 2023, revised GST rates, additional infrastructure requirements and changes in alignment planning.
The metro corridor, connecting Millennium City Centre to Cyber City in Gurugram, will cover 28.50 kilometres and include 27 stations. The Detailed Project Report (DPR), prepared by RITES, had earlier been approved by the Haryana government in 2020 and later cleared by the Centre.
According to the revised structure, Rs 7,098.70 crore has been allocated towards escalated project costs and GST changes, while Rs 947.06 crore will go towards standalone corridor requirements including depot development and additional rolling stock.
The Cabinet also approved an additional Rs 454.32 crore for constructing a metro spur connecting Sector-5 to Gurugram Railway Station. The proposed 1.80-kilometre spur aims to improve connectivity between metro and railway services and enhance seamless urban transit integration.
A supplementary report relating to integration with Rapid Metro was also approved. Officials said the revised plan includes the development of a full-fledged depot and associated facilities over 22.86 hectares of government land in Sector-33, Gurugram.
In another key decision, the Haryana Cabinet approved a proposal to finance the project’s entire soft loan component through the World Bank after delays in confirmation from the European Investment Bank (EIB).
The original project funding structure had included soft loans worth Rs 2,688.57 crore, with a portion expected from the EIB. However, the Board of Gurugram Metro Rail Limited had earlier recommended shifting the remaining funding requirement to the World Bank to avoid delays in implementation.
The Cabinet also appointed the Administrative Secretary of Haryana’s Town and Country Planning Department as the nodal officer for signing agreements and handling project-related documentation.
Additionally, the Cabinet authorised Chief Minister Nayab Singh Saini to approve future modifications or changes required during consultations with the Government of India or during implementation of the project.
